AMERICA’S RACIAL GENERATION GAP

It’s been a poorly kept secret that the underlying reason for much of America’s hate seen in recent years revolves around the fear that white people are fast losing their grip on the nation’s majority. That fear has resonated and is ever-present politically and socially. The Jan. 6 insurrection, former President Donald Trump and his MAGA supporters, Florida Gov. Ron DeSantis’ assault on Black history, the uptick in hate crimes, including police brutality against

African Americans, and the continued wave of “Karens” and “Kens.”

Indeed, white supremacists and white nationalists and the politicians who fuel them see a new majority, people of color, and that has served to spark what’s more and more beginning to look like an all-out civil war — or more pointedly, a race war. In April 2021, the Census Bureau released the first set of results from the 2020 decennial census, providing a snapshot of the U.S. population for use in congressional reapportionment and redistricting.

ASSEMBLYMEMBERS, HEARING WITNESS, REPORT N-WORD-LACED DEATH THREATS

Assemblymember Reggie Jones-Sawyer (D-Los Angeles), along with other Democratic lawmakers and April Grayson — a witness who last month testified against a sex trafficking bill proposing stiffer penalties for repeat offenders — have disclosed receiving death threats laced with the n-word and other racial slurs. Jones and Grayson, who are both Black, said the threats and insults came by emails, telephone and social media.

Four California government employee unions are demanding salary increases from the California Department of Human resources (CalHR) and the State Legislature to keep up with the high cost of living in California. When compared to their peers in the private sector, the employees say, there is a significant disparity in salaries.

But recently, the agency released more detailed census information that shows a fuller picture of the population as it stood during the oncea-decade headcount.

“These new statistics make plain that substantial old-young racial gaps exist in much of the country, and are likely to persist in the near term,” William H. Frey, a senior fellow at the Brookings Institution, wrote.

“This is reflected in a cultural generation gap that underlies many aspects of the nation’s social fabric and politics, including views about the recent Supreme Court decision on affirmative action and state proposals to limit teaching about race and diversity in public schools,” Frey wrote in new researched released by the Brookings Institution.

In June, the SEIU employees initially demanded a 30% wage increase in their next three-year contract. The legislature countered with an offer of a 2% annual increase over three years. That offer — which union members view as a move to low-ball them — sparked a demonstration at the State Capitol in June that has been followed by an ongoing stalemate between the parties.

“It’s moving slowly,” said Local 1000’s Vice President of Bargaining Irene Greene. “We’re severely disappointed in the state’s movement to get this contract negotiated with bargaining team members.”

According to the bargaining update, the state also rejected the union’s request for paid time off to observe Juneteenth. Local 1000 represents approximately 100,000 workers in jobs as diverse as prison librarians, janitorial staff and educators at California’s schools for the deaf and blind.

“The number of death threats, people who threated to rape members of the Assembly and their families, the number of times people were called the ‘N-word,’ and staff members who may be with the LGBTQ community, were called the ‘F-word,’” are just a sample of what Jones-Sawyer told California Black Media (CBM) he was hearing. “They were calling like crazy. That’s not a place for public discourse. You can disagree but you don’t have to be disagreeable.”

The hate-filled messages came after JonesSawyer, chair of the Assembly Public Safety Committee and other Democratic committee members were criticized for not supporting Senate Bill 14 authored by Sen. Shannon Grove (R-Bakersfield). The legislation proposes adding the sex trafficking of minors to the list of “serious” crimes under California’s Three Strikes law. A conviction, including previous felonies, would increase prison sentences to 25 years to life. The trafficking of minors currently carries a prison term for up to 12 years, or 15 years to life.

On June 11, the Democratic majority on the Public Safety committee unanimously abstained from voting on the bill. The committee’s two Republican members voted for it.

“The facts of this case align with the long-standing property-based limitations of Oklahoma’s public nuisance statute,” said Damario Solomon-Simmons, the lead attorney for the survivors and founder of Justice for Greenwood.

“The District Court’s imposition of a heightened pleading standard on the survivors is unprecedented in Oklahoma’s legal history,” Solomon-Simmons continued. “Our clients have sufficiently pleaded a public nuisance

The statistics show that the nation continues to age, with the fastest population growth occurring among the older population while the youth population declines. Brookings’s data shows white Americans contributed substantially to older population gains compared to younger and middle-aged populations, which registered white declines.

Non White residents accounted for all the gains in post-baby-boomer populations.

Although all race and ethnic groups are aging to some degree, the median age of white Americans is higher than all others in most geographic areas, researchers wrote. They said these patterns have led to a “racial generation gap,” in which the younger population—more influenced by immigration in recent decades— is far more diverse than older age groups.

This demographic phenomenon has been

In response to the state’s 2% initial offer, the Union lowered its wage request to a 26% raise. Greene believes the union’s 26% compromise is reasonable, considering the high cost of living in California.

“We have a large number of members that are unable to maintain a living wage in the state of California. They love the positions that they work in, however we’ve been delayed in our salary increase for a number of years,” she said.

“The reason we felt that the 30% and 26% were justified is because of the low income we are finding ourselves getting.”

Greene said union jobs once ensured a comfortable standard of living, but this is no longer the case.

“We used to be able to have these jobs as middle class jobs, purchase a home, be able to provide for our families and retire with dignity,” she added. “At this point, those who we represent are really struggling.”

California Black Media contacted CalHR for comment, but Camille Travis, deputy direc-

shown to underlie many aspects of American social life, including its politics, Frey wrote.

“Generation Z will be the last generation of Americans with a white majority, according to census data,” Daniel De Vise wrote for The Hill. “The nation’s so-called majority minority arrived with Generation Alpha, those born since about 2010.”

De Vise added that, “barely two decades from now, around 2045, non-Hispanic white people will fall below half a share of the overall U.S. population.” The journalist concluded that “America’s white majority, and its numbered days, is a lightning-rod topic, given the nation’s history of slavery and enduring patterns of discrimination against minorities and immigrants.”

Additionally, “Race is the most complicated variable in the census, and it’s the one that

tor of communications for the state’s human resource agency, said the department does not comment on or share proposals for ongoing negotiations.

For nearly three years now, the California Association of Professional Scientists have been in negotiations with the state, demanding up to 43% increases in pay.

Assemblymember Tina McKinnor (DInglewood) introduced a bill Assembly Bill (AB) 1677 that would commission the UC Berkeley Labor Center to assess the salary structure of scientists employed by the state. The Assembly Appropriations Committee is currently reviewing the bill.

Another study commissioned by Local 1000 and conducted by the UC Berkeley Labor Center released in March found that many Local 1000 members, particularly women, Black and Latino employees were struggling financially. The study also found that nearly 70% of the union’s members did not earn enough to support themselves and at least one child.

draws people like moths to the flame,” Dowell Myers, a professor of policy, planning and demography at the University of Southern California, told The Hill.

Justin Gest, a professor at George Mason University’s Scholar School of Policy and Government, observed that, “In this environment, nationalism has experienced a rebirth.” In an op-ed, Gest wrote that in the face of destabilizing demographic change and the uncertainties of globalization, nationalism is a familiar security blanket.

“In democracies particularly, nationalism asserts precisely what demographic change threatens: a specific ethno-religious people’s social dominance and entitlement to the state,” Gest concluded.

While the majority of Local 1000’s contracts will remain in effect until a new agreement is reached, members enrolled in CalPERS health insurance plans lost their monthly $260 health care stipend on June 30.

Some consider this as an additional reduction in pay that workers must endure. Local 1000 proposed a new monthly payment of $320 to cover those losses, but the state rejected that request, according to the bargaining update. Instead, the state countered with a three-tiered stipend — $30, $70 or $140 — depending on the employee’s chosen health plan.

Despite the complications and setbacks during current negotiations, Greene remains hopeful that an agreement will be reached that will benefit the workers she represents.

“I’m still optimistic. I still believe in my state, I believe in this negotiation process, and I still have hope that the state is going to live up to their end and that they’re going to be there for those who work for them,” she said. “My hope is still there. I believe we are going to get this done.”

The bill’s failure to advance from the committee drew national attention and sharp condemnation from conservative groups.

“After passing the Senate with a unanimous, bipartisan vote, I had hoped Democrats on the Assembly Public Safety Committee, led by Assemblyman Reggie Jones-Sawyer, would agree to make sex trafficking of a minor a serious felony. I am profoundly disappointed that committee Democrats couldn’t bring themselves to support the bill, with their stubborn and misguided objection to any penalty increase regardless of how heinous the crime,” Grove said in a statement after the committee vote. “Human trafficking of children is a growing tragedy that disproportionately targets minority girls, and California is a hotbed because of our lenient penalties.”

Two days after SB 14 failed in the Public Safety committee, it passed with a 6-0 vote.

California Legislative Black Caucus members Assemblymembers Mia Bonta (D-Alameda) and Majority Leader Assemblyman Isaac Bryan (D-Ladera Heights) abstained from voting.

In a statement sent to CBM, Grove, who has been the main champion of SB 14, addressed the threats and said such attacks against lawmakers should be taken seriously.

“It can be a felony offense to threaten public officials in California. I urge any legislative

claim, as defined by the Oklahoma Supreme Court in its landmark decision on Johnson & Johnson in November 2021.”

Randle, 107, Fletcher, 108, and Van Ellis, 102, are the remaining survivors of the horrific massacre, which destroyed the thriving Greenwood District in Tulsa and caused the loss of countless lives and property, has long been overlooked, and the survivors have been denied justice. Their legal team contends that Judge Wall’s ruling imposes an unjust and burdensome requirement on parties alleging public nuisance claims.

The court mandated that the survivors pro-

member who has received a threat to contact the Capitol police immediately so that an investigation can take place and those making threats can be held responsible for their abhorrent actions,” Grove wrote.

California Assembly Minority Leader James Gallagher (R-Yuba City), a strong supporter of SB 14, also condemned the death threats and hate messages and expressed his concerns about the attacks leveled at his colleagues from across the aisle.

“We need to get to a place where we can have a difference of opinion without the threat of violence…on any level,” Gallagher posted on X — formerly known as Twitter.

Jones has stated that he is committed to ending sex trafficking in California, but he wants to improve Grove’s bill so that it does not just result in more incarceration, considering that some of the offenders are victims themselves.

In the Legislature, Jones-Sawyer has also been a vocal supporter of shifting the focus of California’s criminal justice system from incarceration to rehabilitation. In California, Blacks make up under 6% of the state’s population but account for nearly 30% of prison inmates, according to the Public Policy Institute of California.

Grayson is one of those victim-offenders who

vide a specific abatement remedy to address the issue before any discovery, trial, or liability determination occurs. The survivor’s co-counsel Randall Adams, a Schulte Roth & Zabel LLP litigation partner, said this unusual pleading standard lacks any foundation in Oklahoma’s notice pleading code or prior case law.

Further, he said the District Court allowed the defendants to violate an agreement made in open court, promising not to file new motions to dismiss the survivors’ unjust enrichment claims. Despite the agreement, the defendants filed a second motion to dismiss the unjust enrichment claims, and to the dismay

was trafficked as a child but ended up spending 17 years behind bars. Born in Los Angeles, Grayson said she grew up in 22 different foster homes, going through one abusive experience after another. Now, she is the statewide coordinator for the Young Women’s Freedom Center, Sister Warrior’s Freedom Coalition, a coalition of formerly and currently incarcerated women. Since her release from prison in 2015, Grayson has been politically active. She worked on California Assembly Bill (AB) 124, which was signed by Gov. Gavin Newsom in 2021. The bill creates a channel for survivors of human trafficking to request a reduced prison sentence.

“(Grayson) broke my heart. She told us about being trafficked and then she became a trafficker. When she got caught, they put her in jail,” Jones Sawyer said. “Nobody ever gave her any counseling or found her a safe place where she could go. They didn’t have that 20 years ago. She was not only victimized by the trafficker, but she was criminalized by our criminal justice system.”

When the state legislature reconvenes on Aug. 14, the Assembly Appropriations Committee could hold a hearing on SB 14 as early as Aug. 16. Jones-Sawyer says he hopes members of that committee can examine the legislation without attracting the attacks he and other members of the Public Safety committee had to endure.

of the survivors’ legal team, the District Court granted these baseless motions.

“It is imperative to recognize that allowing Judge Wall’s decision to stand will have severe implications for individuals and businesses across Oklahoma seeking to uphold their legal rights,” Solomon-Simmons emphasized. He claimed that a favorable decision by the Oklahoma Supreme Court would “uphold the values of justice and fairness for all state residents and resolve the complaints of those who had suffered because of the Tulsa Race Massacre.”

EDITORIAL/COMMENTARY/OPINION

REMEMBERING THE IMPORTANCE OF OUR VOTES

The Five Member Board is currently evenly divided, two Democrats and two Republicans. But in the midst of these statistics, there is only one real issue and that is, how will you vote if you live in the Fourth Supervisorial District.

“Wake Up America”

In Remembrance of Queen Mother Joann N. Watson

[In late July], I was blessed beyond measure to witness and to join in the remarkable homegoing celebration of the life, legacy and liberation of The Honorable Reverend Dr. Joann Nichols Watson (19512023) in the splendid sanctuary of Fellowship Chapel United Church of Christ in the heart of Detroit, Michigan.

Next week, the 700,000 residents of the San Diego County Board of Supervisors Fourth District will go to the polls to elect a new representative who will serve the remaining almost three years of former Supervisor Nathan Fletcher’s term. Once again, it is expected that voter turnout will be no more than 5 percent of the registered voters in the District. With 12 communities making up the District including the San Diego City Council Fourth District, the vote is expected to be very political for what is supposed to be a non-political seat.

If you are registered with an address on file, a ballot was mailed to you at your last address. If you did not get a ballot, then you can go to any of the locations identified elsewhere in this issue and cast what will probably be a “Provisional vote”, which means it would be counted after verification.

The Voice & Viewpoint has endorsed City Council Pro Tem Monica Montgomery Steppe to fill the vacant seat, but that means nothing unless each person who is eligible uses their vote. The issues at stake are healthcare, housing, and every County service you can think of. If you don’t vote, you have no voice and therefore there should be no complaints from you for the next three years. Tuesday August 15th, is the day of decision. Where will you stand?

You Can’t Bury Hope or History

On July 16, Reverend Jesse Louis Jackson announced that he would pivot from his role as President of the National Rainbow Coalition to become a university professor and advisor to his successor, the Reverend Frederick Douglas Haynes III, an activist, and the pastor of Friendship-West Baptist Church in Dallas. This announcement, accompanied by a laudatory speech from Vice President Kamala Harris, should have been front-page news. Instead, except for the Chicago newspapers, Jackson’s resignation from the group he founded in 1971 garnered very little national news.

However, Rev. Jackson’s transition from leadership was big news to the people who worked on his 1984 and 1988 Presidential campaigns. A couple hundred Jackson delegates and campaign workers gathered for a reunion at the PUSH headquarters on July 14-16 to reminisce and celebrate Jackson’s decades of leadership. The man whose mantra was “Keep hope alive” offered hope to those disheartened by the recent rise in racism, virulent anti-blackness, legislative and judicial hostility resulting in attacks on voting rights, and the reversal of affirmative action.

Jesse Jackson has not disappeared from the national scene. Instead, too many want to write Rev. Jackson off, just as they have attempted to write off history. The sentiment to ignore Jackson is the same

sentiment that has allowed truth-deniers to introduce legislation outlawing teaching about race in forty-four states. Thanks to Jackson campaign veterans, though, the world will learn that biased journalists cannot bury either history or hope.

At a time when state legislators and Supreme Court justices have attacked voting rights, Jackson’s legacy in registering more voters than any other single individual in history is unassailable. And who can deny Jesse Jackson’s international impact – from his rescue of Lt. Robert Goodman from Syria through his work on the anti-apartheid movement and his relationship with Nelson Mandela?

His international reach is reflected in his participation in this year’s PUSH conference, which includes delegates from sev-

eral African countries, the Caribbean, and Europe.

His peers in the civil rights movement sent tributes of recognition. They came from the National Urban League’s Marc Morial to the National Action Network’s Al Sharpton, to tweets from Presidents Bill Clinton and Joe Biden to Chicago’s mayor Brandon Johnson, appreciation rained down on Rev. Jackson. Housing and Urban Development Secretary Marcia Fudge defined PUSH — as “to press upon a thing with force to move it away, to move something in a specified way by exerting force.” She noted that PUSH has been a force for justice, a force against the barriers of racism. There are setbacks, she said, to be sure. But as long as that force is there, there will be change.

See HISTORY page 19

The Reverend Dr. Wendell Anthony, Senior Pastor of Fellowship Chapel and President of the Detroit Branch of the NAACP, rendered an impassioned and affirming eulogy for Queen Mother Joann N. Watson.

During the homegoing service, I was privileged to sit next to The Reverend Mark Thompson, a devoted colleague in the National Newspaper Publishers Association (NNPA). While there were many important and timely affirmations made throughout the service from elected officials, civil rights associates, family members, and during the transformative eulogistic sermon by Reverend Dr. Anthony, there was one enduring message: We all still have work to continue to do. We have to keep fighting for freedom, justice, equality and equity at all levels as exemplified by the life of Joann N. Watson.

This is not the time to relax, retreat, or to revise our centuries-long struggle for liberation, empowerment, and sustainability. The legacy of Sister Leader Watson was her consistency, her courage, and her compassion for the least of these among us in America, in Africa and throughout the Diaspora.

Simply put, Joann Nichols Watson was a gifted, multitalented, ordained preacher, freedom fighter. She was one of a long line of committed Queen Mothers of our global freedom movement. Joan Watson had a very long list of “records” highlighted by Rev. Anthony. This sister leader had real “receipts.” Joann Watson had the grassroots and street credibility of Fannie Lou Hamer and the fearless courage of Harriet Tubman and Rosa Parks along with the theological vision of Coretta Scott King and Winnie Mandela.

Watson was the first woman Executive Director of the Detroit NAACP, an elected member of the Detroit City Council, founding President of the National Association of Black Talk Show Hosts, and a leader of the National Coalition of Blacks for Reparations in America (NCOBRA).

“Wake Up Detroit” was one of the famous and outstanding quotes from Queen Mother Joann Watson that hundreds of thousands of Detroiters would hear each morning on the radio throughout the city and Wayne County, Michigan.

Given the fact that today in America, Black Americans and other communities of color are being told to shut up, stay asleep, don’t stay woke, keep quiet, enjoy the benefits of enslavement, don’t vote, engage in self-destruction, be hopeless, and to accept consignment to poverty, police brutality, racial hatred and indignity, l believe that Joann Watson’s reverberant call on Detroiters to “Wake Up,” should be extrapolated to a national call to all Americans to “Wake Up.”

“Wake Up America.” We must defend the civil rights of all. We have to come up and get out of the slumber of do-nothingness and get up out of the long-suffering coma of hopelessness. We have to stay awakened. We have to stay woke!

“Wake Up America.” We must get up and reject the miseducation of the Negro. We must demand that the educational system in Florida and in every state across the nation teach the truth about the centuries-long genocide and the brutal enslavement of African people in America and throughout the Transatlantic Slave Trade.

“Wake Up America.” We must continue to demand and to ensure voting rights. Our fundamental right to vote is a God-given right that the U.S. Supreme Court cannot take away. We oppose all forms of voter suppression. In 2023 and certainly in 2024 we must GOTV (Get-Out-The-Vote) in record-breaking numbers in every precinct, in every congressional district, in every state, and across the nation in the upcoming national elections. The future of our families and communities is at stake. The future of American democracy is on the ballot.

Heat is the deadliest and most threatening weather hazard to human health. With temperatures rising in the state of California and across the globe, it’s important to understand the dangers of extreme heat and how to stay cool in its midst.

Ethnic Media Services (EMS) and the Office of Community Partnerships and Strategic Communications (OCPSC) held the first of three special news briefings on July 13, 2023, to highlight what extreme heat is, its dangers, tips to stay cool and safe, and what resources the state of California is implementing in response to the hazardous weather.

The briefing, just one week after Planet Earth recorded the four hottest consecutive days on Earth thus far, included five guest speakers to highlight the various ways heat affects California residents: Professor V. Kelly Turner, Assoc. Director of Urban Environmental Research at UCLA; Dr. Lucía Abascal, MD, PhD, MS of CA Dept. of Public Health (CDPH); Marta Segura, City of Los Angeles Chief Heat Officer and Director of Climate Emergency Mobilization; Sandra Young, Founder of Mixteco Indigenous Community Organizing Project (MICOP); and Dr. Kimberly Chang, MD, MPH, Asian Health Services Family Physician.

Prof. Turner brought to the conversation a broader understanding of the science of extreme heat in urban areas. Extreme heat, such as heat waves, has an even greater effect on urbanized areas across the globe than

more rural ones.

“[Heat] gets even worse by the way we build cities regionally,” says Turner. “We put a lot of buildings and impervious stuff out and that creates what’s often called the urban heat island effect which makes whole cities hotter than places that are not developed.”

Urban cities, because of the prevalence of buildings, roads and parking structures made from heat-absorbing materials such as asphalt and cement, are often warmer than surrounding rural areas. These structures in urban areas trap heat and significantly raise temperatures, especially at night when these heat-absorbing structures release their solar energies. Climate change is not the cause of heat islands but has greatly worsened the effects.

San Diego is no stranger to this effect, being California’s second-largest city and placing eighth largest in the nation with a population of over 1.3 million people. Within the county, the Mid City, College Area, and Eastern San Diego communities experience the greatest amounts of heat exposure in the summer months according to a fiveyear NASA DEVELOP — NASA’s Applied Sciences Capacity Building Program — study from 2015 to 2020. This is widely due to these regions being further from the ocean, impervious surfaces, and low shading from trees, all being key factors of urban heat islands.

So why should you be concerned about heat exposure? Simply put: it can be deadly. Heatrelated deaths are preventable, yet more than 600 million people die from extreme heat yearly according to the Centers for Disease Control and Prevention (CDC).

Heat stress, described as conditions where the body experiences stress because it cannot regulate and expel heat, leads to heat stroke, heat exhaustion, and heat cramps and rashes, with heat stroke being the deadliest. Symptoms according to the CDC include confusion, slurred speech, coma, profuse sweating, seizures, high body temperatures, and, if treatment is delayed, fatality.

San Diego Free Tuition Program Deadline is Nearing

The San Diego Community College District (SDCCD) has reached a record number of applications for the San Diego Promise, a two-year tuition-free program toward San Diego City, Mesa, and Miramar colleges. Applications for the fall semester will remain open through August 14.

The SDCCD has already received 5,275 San Diego Promise applications for fall 2023, nearly a 6% increase from last fall.

Launched by the SDCCD in 2016, graduating high school seniors, first-time college students and returning SDCCD students who have not enrolled in courses for three or more semesters (not including summer session) qualify for the San Diego Promise. Foster youth, Veterans of U.S. Armed Forces, formerly incarcerated, undocumented students, and adult learners transitioning to college from the San Diego College of Continuing Education are also welcome to apply. Applicants must be California residents or AB 540 eligible and have completed a high school diploma or high school equivalency.

In addition to a free community college education, every Promise student is granted waived health fees and has access to peer mentors, success coaches, and academic counseling. The program offers grants to those who demonstrate financial need to offset the cost of textbooks and instructional supplies. A limited number of laptops are available for Promise students.

To apply, go to the SDCCD Promise website (sdccd.edu/promise) and fill out a questionnaire. The application deadline is August 14. For help with the application, the SDCCD outreach team hosts weekly Zoom Drop-In Hours.

The Promise program requires students to complete a financial aid application (Free Application for Student Aid (FAFSA) or CA Dream Act) and to enroll in a minimum of 12 units each semester.

Students and parents interested in learning more about the San Diego Promise, are encouraged to register for a virtual information night at 6 p.m. on August 17.

Announce New Efforts for Educators

The U.S. Departments of Education and Labor announced a series of new efforts to expand Registered Apprenticeships for educators and invest in teacher preparation programs last month.

These efforts advance a key focus area of the Department of Education’s Raise the Bar: Lead the World initiative to boldly improve learning conditions by eliminating educator shortages and build on a joint letter sent by the Secretaries of Education and Labor last summer, which called on state education and workforce leaders to take action to address educator shortages.

“The Department of Labor’s investments will enable states to strengthen educator pipelines and create pathways to opportunity through a proven earn-as-you-learn model of Registered Apprenticeships,” said Acting U.S. Secretary of Labor Julie Su. “This important partnership with the U.S. Department of Education advances the Biden-Harris Administration’s whole-ofgovernment approach to building a highly-skilled, diverse workforce that is reflective of the communities that teachers serve.”

The newly released National Guidelines for Apprenticeship Standards (NGS) for Registered Apprenticeships for K-12 teachers was developed by The Pathways Alliance and approved by the Department of Labor. The NGS can guide states, school districts, and other apprenticeship sponsors to align their programs to quality standards for K-12 teachers.

The Department of Education also released a policy brief, Raise the Bar: Eliminating Educator Shortages through Increased Compensation, High-Quality and Affordable Preparation and Teacher Leadership , that highlights how states nationwide are taking strategic steps outlined by the Biden-Harris

Administration to support the effective recruitment, preparation, and retention of teachers.

The Department of Education announced new awards totaling more than $27 million to support these efforts, including $14.5 million in Teacher Quality Partnership (TQP) grants and $12.7 million in Supporting Effective Educator Development (SEED) funds, enabling recipients to develop, expand, and evaluate practices that can serve as models for current teachers.

Eighteen states have participated in a learning series led by the Department of Education that is supporting state education, educator preparation, and labor organization leaders in planning, designing, and implementing teacher Registered Apprenticeship Programs for K-12 teachers as a long-term strategy for strengthening and diversifying the teacher workforce.

The Department of Labor also announced the award of over $65 million in formula and competitive grants to 45 states and territories to develop and scale registered apprenticeship programs in education and other critical sectors.

Education Department Launches Investigation into Harvard’s

Legacy Admissions

Following a complaint from advocacy groups that Harvard University was breaking federal law by using legacy admissions, the U.S. Department of Education has acted.

Last week, the department formally notified Lawyers for Civil Rights, the organization that filed the complaint against Harvard, that it has initiated a probe into the university’s admissions process. The Office for Civil Rights within the Education Department is investigating. While confirming the investigation, an Education Department spokesperson refrained from providing further comments.

The complaint, a comprehensive 31-page document, was filed by the Greater Boston Latino Network and other advocacy groups. Its central argument is that legacy admissions at Harvard place applicants of color at a significant disadvantage, contradicting the university’s purported commitment to promoting campus diversity.

According to the complaint, Harvard College grants special preferences to many predominantly white students yearly because of their familial ties to the university. Applicants with relatives who are wealthy donors or Harvard alumni receive preferential treatment from the outset of the admissions process, receiving extra “tips” throughout. As a result of this practice, known as “Donor and Legacy Preferences,” these students enjoy significantly higher acceptance rates than

other applicants, making up as much as 15% of Harvard’s admitted students.

“The students who receive this preferential treatment – based solely on familial ties –are overwhelmingly white,” the complaint stated. “Nearly 70% of donor-related applicants are white, and nearly 70% of legacy applicants are white. The results of this preferential treatment are substantial.”

For example, over the period 2014–2019, the complaint notes that donor-related applicants were nearly seven times more likely to be admitted than non-donor-related applicants. Additionally, legacy applicants were almost six times more likely to be admitted than nonlegacy applicants.

The complaint asserts that donor and legacy preferences disproportionately favor white applicants and systematically disadvantage students of color, including Black, Latinx, and Asian Americans.

The advocacy groups behind the complaint have urged the Education Department to intervene, calling on the institution to declare that Harvard must discontinue the use of legacy admissions if it intends to continue receiving federal funds. The complaint maintains that legacy admissions lack educational justification and are awarded without considering the applicants’ credentials or merits. Instead, it solely benefits individuals born into specific families.

IN MEMORIAM: Charles Ogletree, Celebrated Harvard Law Professor, Native Californian, Civil Rights Champion and Mentor to the Obamas

Charles J. Ogletree Jr., a renowned Harvard Law professor who was born in California's Central Valley, passed away at his home in Odenton, Md., Aug. 4, after battling Alzheimer’s disease.

Ogletree, who was 70, rose from a humble and impoverished childhood in Merced where his parents worked as seasonal farm laborers. Affectionately known as “Tree”, he picked cotton, almonds and peaches as a kid.

The Merced County courthouse was renamed after him in February in recognition of his contributions to law, education and civil rights.

A member of the A.M.E. Church, Ogletree attended Stanford University, where he immersed himself in political activism, leading the Black Student Union and editing a Black student newspaper. Graduating from Stanford with an M.A. and B.A. (with distinction) in Political Science, he later earned a J.D. from Harvard Law School.

After finishing law school, Ogletree become a celebrated public defender in Washington, DC and an attorney representing high-profile clients such as John A. Gotti, Tupac Shakur, and Anita Hill during her sexual harassment accusation against U.S. Supreme Court nominee Clarence Thomas.

As a Harvard Law School professor, Ogletree brought a clinical focus to the institution, emphasizing legal theory while also increasing the faculty's diversity. He mentored numerous students, including Barack and Michelle Obama.

Gov. Newsom and Gov. DeSantis

to Faceoff in Televised Debate

Obama posted on X, formerly known as Twitter, “Michelle and I are heartbroken to hear about the passing of our friend Charles Ogletree. He was an advocate for social justice, an incredible professor, and a mentor to many –including us. Our thoughts are with his wife Pamela, his entire family, and everyone who knew and loved this remarkable man.”

As an advocate for justice, Ogletree was involved in numerous groundbreaking cases and initiatives that centered on race, class, and criminal justice. He founded Harvard's Criminal Justice Institute, which provides legal representation for underprivileged clients in the Boston area. Additionally, he established the Charles Hamilton Houston Institute for Race & Justice, named after the civil rights lawyer who taught Thurgood Marshall.

Ogletree’s commitment to racial equality and addressing historical injustices was evident in his tireless quest for justice and financial redress for the survivors of the 1921 Tulsa Race Massacre and the descendants of enslaved people. Beyond his legal work, Ogletree was an accomplished author and legal commentator writing extensively on capital punishment, life without parole, and police conduct in minority communities.

Charles J. Ogletree Jr. is survived by his wife, Pamela Barnes, two children, Charles J. Ogletree III and Rashida Ogletree-George, as well as siblings, grandchildren, and countless grateful students and admirers.

Report Details Injustices to Some Renters in Alameda Face

Tenants’ rights advocates believe that renters in some of Alameda County’s unincorporated areas need housing protections. Those places include the area formerly known as “Eden Township” where Hayward and San Leandro are currently located.

A new report released by My Eden Voice, a coalition of East Bay housing organizations in collaboration with other advocates, sheds light on injustices renters in Alameda County’s urban unincorporated areas face daily.

It includes four key findings:

Renters face widespread and severe habitability issues, threatening the health of families. Rents in

the Eden Area are rising, leaving long-term residents in fear of losing their homes. When faced with verbal harassment, many tenants self-evict. And families living in single-family homes are left out of protections from state regulations.

The report also lists recommendations to alleviate these issues.

A proactive rental inspection program, local just cause protections, increasing legal aid funding to reduce wait times, a rental registry to enforce tenant protections, establishing a rent board to enforce existing law, and enacting a strong local rent stabilization policy.

According to the report, Eden communities have an 18% poverty rate and over 61% of people in the urban unincorporated areas are Black, Indigenous, or people of color.

“We are aware that the conditions in the unincorporated area have been a great concern to the community,” Alameda County’s housing director Michelle Starratt told the East Bay Times. “These are exactly the concerns we’ve heard.”

Last week, Florida Gov. Ron DeSantis responded to a debate challenge from Gov. Gavin Newsom. These two politicians have been diametrically opposed on various issues ranging from immigration reform to COVID-19.

During an appearance on Sean Hannity’s Fox News show, DeSantis accepted the debate challenge saying “Absolutely, I’m game. Let’s get it done. Just tell me when and where. We’ll do it.”

Newsom proposed holding the debate on Nov. 8 or 10 in Nevada, Georgia or North Carolina. The debate would be broadcast live during a 90-minute segment on Fox News and would not have a live audience.

It would be moderated by Hannity and each governor will have 90 seconds to answer alternating questions. Each participant will also

be allowed up to four minutes for opening remarks and two minutes for closing remarks.

Outcome of Lawsuit Against Critical Race Theory Ban Will Have Broad Implications in California

The Temecula Valley Unified School District is facing litigation over its ban of critical race theory.

The suit contends that the board’s ban violates the California Constitution’s guarantee of a “fundamental right” to an education that protects students from racial discrimination. It also claims the ban violates state laws mandating learning standards that include discussions about racism, inequality and how past events are relevant in the present day.

Critical race theory is an examination of how racial inequality and racism are systematically imbedded in United States’ institutions. The suit was filed on behalf

of Temecula students, parents, teachers and the local teacher’s union by the public-interest law firm Public Council and the law firm Ballard Spahr. Students and teachers from the district have expressed their concern how the lack of open discourse concerning race and systematic racism could stifle learning and growth.

If the suit overturns the ban, a domino effect could occur as attorneys in other states are exploring similar litigation. Thirty-six states have restricted education on racism, bias, or the contributions of specific racial or ethnic groups to U.S. history.

Doctors Sue California Medical Board to Halt Implicit Bias Training

A group of doctors have filed a lawsuit against the Medical Board of California to halt a state requirement that mandates physicians study how implicit biases, including racial preconceptions, affect how they treat patients.

Assembly Bill (AB) 241, a law passed in 2019, requires medical professionals to study implicit bias as part of the 50 hours of continuing education required every two years for licenses.

The law states that “evidence of racial and ethnic disparities in

health care are remarkably consistent,” noting that Black women are “three to four times more likely than White women” to die from pregnancy-related causes. Black patients “often are prescribed less pain medication than White patients who present the same complaints.”

Black patients with heart symptoms are referred for advanced cardiovascular procedures less often than white patients with the same symptoms.

The plaintiffs in the suit are Dr.

Marilyn Singleton, a Black anesthesiologist, Dr. Azadeh Khatibi, an ophthalmologist, and a Virginia nonprofit called Do No Harm.

“I reject the unscientific accusation that people are defined by their race, not by their individual beliefs and choices,” Dr. Singleton wrote in a Washington Post opinion. “When we all took our oath to ‘first, do no harm’ we meant it, and we live it. I can’t imagine spending my entire career thinking my peers can’t uphold that oath without constant racial reeducation.”

California DOJ, Legislators Warn of Growing Danger of ‘Ghost Guns’

A new report released by the California Department of Justice warns of the danger of ghost guns (weapons assembled at home that have no serial numbers.) The weapons cannot be traced, making them a go-to for criminals who want to operate under the radar of law enforcement.

Over the past few years, the use of ghost guns has surged as people have been able to make them by producing gun parts with 3-D printers.

According to the California Department of Justice report, from 2020-21, the use of ghost guns jumped by about 10,000,

from 13,000 to 23,000 incidents.

However, the use of ghost guns recently decreased to about 21,000 incidents per year.

Since 2016, Assemblymember Mike Gipson (D-Carson) has been a

vocal opponent of ghost guns, pointing to the many threats they pose. Gipson said many Americans are unaware of the danger of ghost guns. This year, he authored Assembly Bill 1089, which bans the sale, purchase and possession of ghost gun technology.

The bill is currently under review in the Assembly Appropriations Committee.

“Irresponsible companies have continued to sell machines that are explicitly designed as ghost gun manufacturing machines while deceptively claiming that these machines do not have the ‘primary’ purpose of manufacturing firearms,” according to a factsheet from Gipson’s office.

A Warning for Africa: Niger’s Neighbors Hint at War

Some of Niger's Neighbors Defend the Current Coup

ASSOCIATED PRESS

Not everyone is hostile to the coups in Niger and other African nations in the past few years that have worried the West. In the “family photo” for last week ’s Russia-Africa Summit, Russian President Vladimir Putin stood next to Ibrahim Traore, the young military officer who seized power in Burkina Faso in September.

It was an uncomfortable moment for many leaders elsewhere in Africa. “ The normalization and dignifying of military takeovers must trouble our great continent,” Kenya’ s principal secretary for foreign affairs wrote while sharing the photo last week.

Now Burkina Faso and another military juntaled country friendly with Russia, Mali, have taken the unusual step of declaring that foreign military intervention in neighboring Niger after the coup two weeks ago would be considered a declaration of war against them, too.

They are defying the West African regional body known as ECOWAS, which said last Sunday it could use force if Niger ’s coup leaders don’t reinstate the democratically elected president, Mohamed Bazoum, within a week. Another coup-affected nation, Guinea, in a separate statement supported Niger ’s junta and urged ECOWAS to “come to its senses.”

Their defense of the events in Niger complicates the world’s response as the resolve of partners is tested. It also reflects what a United Nations study warned last month after surveying thousands of citizens of African countries that recently went through coups or other undemocratic changes of government.

“A possible regional-level scenario might see the military juntas in Mali, Guinea and Burkina Faso team up ” to challenge the region’s traditional response to coups, the report said. It warned they could defy sanctions and stand for elections, with help from “new international alliances.”

The report said that “paradoxically,” popular support for the recent military coups in Africa is “symptomatic of a new wave of democratic aspiration that is expanding across the continent ” as overwhelmingly young populations grow frustrated with existing economic and political systems and press for change more rapid than what elections can deliver.

Many just want to feel secure as Islamic extremists expand their range in the Sahel, the arid region south of the Sahara Desert. “I think that a military power in Niger will better coordinate its military actions with Mali and Burkina Faso to fight terrorism,” Harber Cisse, a Malian citizen living in Guinea, told The Associated Press. He believes Niger ’s democratically elected president, Mohamed Bazoum, had been “turning a blind eye” and allowing extremists to cross into Mali.

Those with memories of past coups in the region are not necessarily shocked by the hastily assembled military announcements and unrest in the streets. The U.N. survey found optimism and excitement along with anxiety for the future, plus an impatience that has led to multiple coups within months in more than one country. The four coups in Africa in 2021 were the most in a single year in two decades.

Many people said they believed the army should take over when a civilian government is incompetent. “ These findings highlight the risk of a return to an era of close military involvement in African politics,” the U.N. report said.

Certain international responses to coups can be seen as an insult, especially if some foreign partners were seen as prioritizing security instead of African governments’ accountability for alleged misconduct. “In some scenarios, these geopolitically driven interventions have compounded the very factors that heighten coup risk,” the U.N. report said.

Niger had been seen by the United States and allies as the last major counterterrorism partner in the immediate region after Mali and Burkina Faso kicked out French troops and Mali ordered a 15,000-strong U.N. peacekeeping mission to leave, claiming it had failed in its mission.

Post-coup economic sanctions and cuts in assistance programs threaten to worsen the living situation for many in some of the world’ s poorest countries, while well-off foreigners board evacuation flights to more comfortable places.

To help counter the “epidemic of coups,” international partners shouldn't downplay people’s grievances against national authorities, and their engagement should extend beyond the security sector and “national elites,” the director of the Amani Africa think tank, Solomon Dersso, wrote last Monday.

Kenya Law Society Discourages President's Log Ban Reversal

Kenyan lawyers say the government has a case to answer over the recent decision to overturn a six-year ban on logging in the country ’ s vulnerable forest areas.

Part of the frustration in Niger and its neighbors over government weaknesses in addressing corruption and the threat from Islamic extremism has been aimed at France, the former colonizer of present-day Mali, Guinea, Niger, Burkina Faso and others in west and central Africa. The French embassy was attacked in Niger shortly after the coup, and the one in Burkina Faso was attacked last year.

Some in West Africa have been upset by France’s warning shortly after the coup in Niger against those threatening “French interests” in the country, seeing it as an example of the alleged priorities that have long driven outsiders’ involvement, notably natural resources.

Russia has played into such sentiments by framing itself to African nations as a country that never colonized the continent, winning support in Mali and other vulnerable nations for Moscow and the Russian mercenary group Wagner.

The Russian flag has been seen in the streets of Niger's capital in the days after the coup, even as the Kremlin called for Niger “to restore constitutional order as soon as possible.”

Moscow also has emphasized its role as the top arms supplier to Africa, which Burkina Faso's military leader embraced during the Russia-Africa Summit.

AP writers Baba Ahmed in Bamako, Mali, and Sam Mednick in Niamey, Niger, contributed to this report.

Editor’s note: ECOWAS has given the Nigerien military junta a Sunday deadline to reinstate ousted President Mohamed Bazoum.

Senegal Suspends TikTok; Opposition Leader Hunger Strikes

The government has suspended social network TikTok until further notice. The government statement said that TikTok is a favorite social media network for “people with malicious intent to disseminate hateful and subversive messages that threaten the stability of the country,” according to the communication and telecommunications ministry.

Meanwhile, opposition leader Ousmane Sonko is reported to be on a hunger strike after he was arrested. He faces seven charges brought against him including call for insurrection; conspiracy; undermining state security, and association of criminals in connection with a terrorist enterprise.

His political party, Pastef-Les Patriotes, has been dissolved by the Senegalese government. Al Jazeera reports that two men were found dead in Ziguinchor where 2024 presidential hopeful Sonko is mayor.

The Pastef leader is mired in a flurry of legal woes which he says are attempts at keeping him out of politics. He was arrested on March 3, 2021, on allegations of rape. The news of Sonko’s arrest led to clashes in the capital, Dakar in which five people were killed.

In June 2023, Sonko was sentenced in absentia to two years in jail for immoral behaviour toward individuals younger than 21. This makes him ineligible to run for president in next year's election. He has denied any wrongdoing.

This follows an outcry by activists and conservationists in July, when President William Ruto announced the lifting of the ban, in a move that he said would create more jobs. Logging of forested areas began soon after the announcement.

The ban, introduced in 2018, and announced by Ruto when he was the deputy president, was designed to support water catchment areas. He said at the time that “the ban was necessitated by destruction of forests and key water catchment areas in the country and an acute water crisis that has occasioned low water levels in rivers and streams”

Kenya has for many years experienced significant droughts. This has led to the loss of livelihoods due to livestock deaths and the need for food aid to affected communities. The climate crisis has significantly added to extreme weather not only in Kenya but its neighbors in the Horn of Africa such as Somalia, and Ethiopia.

According to Citizen TV Kenya, Justice Oscar Ongote of Kenya’s Environment and Land Courts ordered logging and farming activities to stop until the case can be heard.

The Kenya Law Society said in its petition that the government is “endangering the delicate balance of nature, promoting deforestation and threatening the lives of communities that rely on the forests for their sustenance” Forests are an integral part of the water cycle by releasing substances that promote rain, allowing rainfall to filter into the ground by the spaces created by their root systems, providing cooling that reduces the evaporation of water, increasing the diversity of species in the area and providing food, shelter, building materials and livelihoods to indigenous communities. Retaining existing forests becomes even more urgent as global temperatures spike and large swatches of forest continue to be destroyed by wildfires spurred on by less rain and higher temperatures.

DENNIS V. ALLEN PARK, A Place for Everyone

Last Saturday morning and afternoon, Dennis V. Allen Park off Market Street and Gateway was transformed into a Youth Summer Party for everyone. The San Diego Police Department and the City of San Diego Parks and Recreation Department provided a coordinated effort with just about everyone in San Diego County.

The day ’s activities featured rock climbing, free hot dogs, health screenings provided by San Ysidro Health with multiple tent locations, all the city and county organizations and nonprofits one could think of, a stage for music and entertainment as well as speeches from local officials such as the Mayor of San Diego. The exhibitors were service organizations rather

than usual vendors for such an event.

And, of course there were backpack giveaways and back-toschool supplies for the kids. Although the event was scheduled from 10 AM until 2 PM, parents and children were there in line by 9 AM. Parking was a nightmare with street parking mostly taken by participants and residential space was at a premium. It was a user-friendly set up for kids with a jumper blow up in the center of the park space.

The San Diego Police said this whole idea was based upon a need to take back a community park from drugs and other crimes that had claimed the space. It appears that the turnout made a powerful statement in support of this idea.

MARC BAMUTHI JOSEPH: Hip Hop, Spoken Word and ‘Engaging the Questions of Our Moment’

“I asked myself, who are the animals in that zoo? Who were the animals in that carnival? What happened that day? What [are] the repercussions for who we want to be as a country?”

Ahead of his first appearance here in San Diego, the Morehouse graduate discussed the new fresh take on an iconic classic. These are edited excerpts from the conversation.

Carnival of the Animals. It sounds vaguely familiar.

cheek lines about the animals, almost like a ringmaster. So the first thing was, well, let ’ s take this trope of the narrator and let ’s give it a little bit of edge.

[It’s a] take on this iconic composition and this iconic dancer, my partner on stage, Wendy Whelan, is one of the greatest dancers in the world, and [we] played with these conventions by using spoken word as a throughline through the piece.

On January 6th, spoken word artist and Vice President and Artistic Director of Social Impact at the Kennedy Center happened to be living in D.C., not far from the U.S. Capitol. As for many of us, it was an inflection point for Bamuthi. Notes were furiously written down, poems emerged.

The pieces eventually found their way into the spoken word portion of Carnival of the Animals, a music-infused hybrid of spoken word and dance set against the backdrop of the U.S. Capitol rotunda on January 6th. Carnival of the Animals will be performed during La Jolla Music Society’s SummerFest at The BakerBaum Concert Hall at The Conrad Prebys Performing Arts Center, 7600 Faye Avenue in La Jolla on Friday, August 18 at 7:30 p.m.

“This piece is whimsical. It ’s reflective. I think it's patriotic, it ’s provocative and it is interdisciplinary in the true sense of the word. The composers take on these different animals. There’s a cuckoo and there’s a donkey, the swan, all these different animals. I decided to think about the animals in the political jungle. And more specifically, I imagined that the Capitol Building where Congress does its business, on January 6th, 2021 was a zoo,” Bamuthi, 47, said during a phone interview this week.

If you’ve watched Home Alone or your average commercial around Christmas time, you’ve heard selections from the Carnival of the Animals. It’ s a 100-year-old composition by iconic French composer, Saint-Saëns. [It] has a lot of familiar music.

How did you get involved?

[Around] 2018, I was asked by a chamber orchestra to play the role of the narrator. I had taken all these notes on January 6th. I still live in DC. I was very, very close and still am, as we all are, to the shadow of those events and it hit me, ‘Oh, this is how to take this work and these disconnected poems [and] vignettes and bring them together in a cohesive way that lands us all in the same place in time.

What does this new production bring to the discussion?

The first inkling was to throw a political lens. It has been a very eventful four years in American history, no matter where you fall on the political spectrum, [it] was disruptive in terms of norms.

Traditionally, when the Carnival of the Animals is performed, a chamber orchestra will perform the first 3 to 5 movements. Then a narrator will drop a few limericks, these tongue-in-

What can we look forward to experiencing in this new production?

Really high caliber musicianship. Beautiful music, classically arranged that also integrates modern sound design. The composer is Sugar Vendil, a Filipina woman who has made the original compositions new and specific. There’ s myself, a first generation American of Haitian descent. There’s Wendy Whelan, who is from Louisville, Kentucky and there’s the African American choreographer, Francesca Harper [who is] now the artistic director of the Ailey II.

It ’s me literally running into a goat at a crossroads halfway between the United States Capitol Building and my apartment in DC. That ’ s where we are, we’re at a crossroads. At our most optimized, we can be transformational.

Where do we go from here? Who do we wanna be? What we cheer for, ultimately, is democracy.

That ’s what ’s dope about being in a theater, watching some music, or watching a play. It ’ s one of the few times where we are all inspired together.

How does your background and love of Hip Hop inform your work?

I would say I engage the questions of our moment and maybe form questions that intersect with both survival and yearning for what I refer to as the American Promise.

Hip Hop turns 50 on Friday. I’ll turn 48 in November. Hip Hop and hip hop culture was alive for me. The politics of direct engagement from NWA to Boogie Down Productions to Public Enemy. They were children of the Black Arts Movement. My art comes out of that genealogy and I feel it ’s my responsibility to keep the questions moving because we haven’t arrived at the equitable horizon yet.

What’s your favorite part?

The Cuckoo, part of the original, and the Bull. Anybody who was at Freaknik in 1994 will appreciate The Bull.

For many veterans, their greatest battle isn’t against enemy forces. It’s a challenge that lies within their own bodies.

An estimated 66,000 veterans live with inflammatory bowel disease (IBD). Whether diagnosed while in service or after discharge, it’s normal to have questions about the disease, need resources to navigate care options and want to connect with others who understand what you are experiencing.

Being a proactive participant in your healthcare can help you in your journey. Arm yourself with more information about IBD and your options with these tips from the Crohn’s & Colitis Foundation.

Learn About IBD

No matter where you are in your disease journey, you may have questions about Crohn’s disease and ulcerative colitis.

Your diet needs to include enough calories and nutrients to keep you healthy and avoid malnourishment. Some of the best ways to maintain adequate nutrition are to work with your healthcare team, seek help from a dietitian, make healthy food choices and avoid foods that make your symptoms worse.

Many people with IBD also take medications on a regular basis to manage symptoms and help prevent flares, even when the disease is in remission. Patients may sometimes use complementary therapies together with traditional medicine; however, it is important to remember complementary therapies should not replace the treatment prescribed by your doctor.

Continuous Care

Living with a chronic illness like Crohn’s or colitis means seeing your doctor regularly. Continuous care helps ensure your needs are being addressed and you’re receiving the care you need. Keep these tips in mind as you navigate your care:

• Seek help from a social worker, care coordinator or patient navigator.

• Adhere to recommendations for follow-up visits with your healthcare team.

• Keep a list of all prescribed and over-thecounter medications in your smartphone or on paper.

• Sign up for the VA’s health app, Myhealthevet, to communicate with your healthcare team, access your records, request prescription refills and access other helpful tools.

Mental Health and Emotional Wellness

People with IBD are 2-3 times more likely to experience anxiety and depression than the general population, according to the Crohn’s & Colitis Foundation. Coping tips include engaging in activities like exercise, relaxation techniques and meditation. You might also consider seeking help from a mental health professional who can assist you with acquiring skills to cope with your fears, worries and emotions.

Manage Your Menu

Your diet and nutrition are a major part of life with IBD, yet there is no single diet that works for everyone. Nutrition affects not just your IBD symptoms, but also your overall health and well-being. While there is no onesize-fits-all for meal planning, these tips can help guide you toward better daily nutrition:

• Eat small, frequent meals daily.

• S tay hydrated with water, broth, tomato juice or a rehydration solution. Drink enough to keep your urine light yellow or clear.

• Drink slowly and avoid using a straw, which can cause you to ingest air that may cause gas.

• P repare meals in advance and keep your kitchen stocked with foods you tolerate well.

• U se simple cooking techniques such as boiling, grilling, steaming and poaching.

• U se a food journal to keep track of what you eat and any symptoms you experience.

H ealth care coverage for the over 15 million Californians currently on Medi-Cal will be up for renewal over the next year and Covered California wants to make sure everyone takes the right steps to stay insured.

The eligibility of Californians enrolled in the state’s Medi-Cal program has not been reviewed since 2020 due to the COVID pandemic. In April, with the end of the federal continuous coverage requirement, MediCal resumed the renewal process for its more than 15 million members, and the Department of Health Care Services (DHCS), which oversees the Medi-Cal program, estimates between 2 and 3 million Californians will no longer be eligible for coverage. As this process continues into 2024, Covered California is here to help enroll eligible Californians transitioning out of Medi-Cal.

“While everyone’s renewal date is different, there are important steps that Medi-Cal members can take now to keep themselves and their families covered,” said Jessica Altman, executive director of Covered California. Current Medi-Cal members should update their contact information if it has changed in the last three years by logging in to their online account through BenefitsCal.com or MyBenefitsCalWIN.org. Members can also contact their local Medi-Cal office or visit KeepMedi-CalCoverage.org to learn how to get started.

While many Californians no longer eligible for Medi-Cal will transition to other forms of health insurance, such as coverage offered through their job or a family member’s employer, others will be eligible for coverage through Covered California, and they may be eligible to receive financial help to lower the cost of their coverage.

Covered California offers quality health plans, all of which provide many of the same benefits and services as Medi-Cal, including free preventive care and screenings, doctor visits, prescriptions, hospital stays, behavioral health care, and more.

Based on pre-pandemic trends, nearly half of the consumers who transition from Medi-Cal to Covered California will be able to get quality coverage at little to no cost. Covered California is the only place Californians can go to receive financial help to make their

health coverage more affordable. Right now, 90 percent of Covered California’s 1.7 million enrollees receive financial help, with over a million consumers paying $10 or less per month for their health insurance.

“We know how much Medi-Cal members value their health coverage, so we want to make sure they know what their options are if they no longer qualify for Medi-Cal,” said DHCS Director Michelle Baass. “Through Covered California, many will continue to have access to the comprehensive care they need and deserve.”

Covered California and DHCS have been working together to ensure that the process of transitioning to Covered California will be as simple as possible. Over the next 12 months, Covered California will reach out to eligible consumers through email, direct mail, and text messaging to let them know they can stay insured through Covered California.

Covered California will automatically select a plan for the consumer that provides the most financial help. Consumers will need to confirm their plan selection for their new coverage and make their first payment, if required, or opt-out.

Eligible consumers will also be able to choose a different plan or be connected to someone who can help them at any point in the enrollment process. Multilingual assistance, including in Mandarin, Cantonese, Korean, Vietnamese, Punjabi and Hindi is available online, over the phone, or in-person from one of the more than 11,000 Covered California enrollment partners embedded in communities across the state and the help is always free and confidential.

“Keep an eye out for these messages and mailings to make sure you stay covered,” Altman said. “Your health depends on it.”

BLACK HISTORY

1952

DR. CARLA DIANE HAYDEN BORN

Dr. Carla Diane Hayden, born August 10, 1952, in Tallahassee, Florida, is the fourteenth librarian of the U.S. Library of Congress. Hayden’s swearing-in as librarian was the first time a woman and an African American was appointed to the position. This is also the first time in more than sixty years that a professional librarian was confirmed to the post.

In 1995 Dr. Hayden became the first African American to receive the Library Journal’s Librarian of the Year Award. President Barack Obama nominated Dr. Hayden for the position of Librarian of Congress on February 24, 2016. The United States Senate confirmed her nomination of July 13, 2016, and was sworn in on September 14, 2016.

Speaking on the significance of her historic feat during the swearing-in ceremony, Dr. Hayden said: “People of my race were once punished and worse for learning to read, and as a descendent of people who were denied the right to read, and now have the opportunity to serve the institution that is now the symbol of knowledge is a historic moment.”

2008

ISAAC HAYES DIES

Academy Award-winning composer and musician

Isaac Hayes, Jr. was born August 20, 1942, in Covington, Tennessee. Hayes began his career at the age of 20 when he joined Stax Records as a studio musician songwriter/producer, crafting hit singles for Sam and Dave and other Stax acts.

NOTICE—RESTRAINING ORDERS ARE ON PAGE 2:

These restraining orders are effective against both spouses or domestic partners until the petition is dismissed, a judgment is entered, or the court makes further orders. They are enforceable anywhere in California by any law enforcement officer who has received or seen a copy of them.

4. creating a nonprobate transfer or modifying a nonprobate transfer in a manner that affects the disposition of property subject to the transfer, without the written consent of the other party or an order of the court. Before revocation of a nonprobate transfer can take effect or a right of survivorship to property can be eliminated, notice of the change must be filed and served on the other party.

You must notify each other of any proposed extraordinary expenditures at least five business days prior to incurring these extraordinary expenditures and account to the court for all extraordinary expenditures made after these restraining orders are effective. However, you may use community property, quasi-community property, or your own separate property to pay an attorney to help you or to pay court costs.

ÓRDENES DE RESTRICCIÓN ESTÁNDAR DE DERECHO FAMILIAR

En forma inmediata, usted y su cónyuge o pareja de hecho tienen prohibido:

1. llevarse del estado de California a los hijos menores de las partes, o solicitar un pasaporte nuevo o de repuesto para los hijos menores, sin el consentimiento previo por escrito de la otra parte o sin una orden de la corte;

2. cobrar, pedir prestado, cancelar, transferir, deshacerse o cambiar el nombre de los beneficiarios de cualquier seguro u otro tipo de cobertura, como de vida, salud, vehículo y discapacidad, que tenga como beneficiario(s) a las partes y su(s) hijo(s) menor(es);

California law provides that, for purposes of division of property upon dissolution of a marriage or domestic partnership or upon legal separation, property acquired by the parties during marriage or domestic partnership in joint form is presumed to be community property. If either party to this action should die before the jointly held community property is divided, the language in the deed that characterizes how title is held (i.e., joint tenancy, tenants in common, or community property) will be controlling, and not the community property presumption. You should consult your attorney if you want the community property presumption to be written into the recorded title to the property.

A year after emerging as a solo artist, Hayes’s debut album Hot Buttered Soul (1969) took soul music in a new direction — incorporating spoken segments (raps), fewer, longer songs accompanied by orchestras, and eccentric album covers that featured what was to become Hayes’s signature shaved head and gold chains upon his bare chest.

Hayes has appeared in a total of 17 films and several TV series including Shaft (1971), I’m Gonna Get You Sucka (1988), and Hustle & Flow (2005). His television appearances include such popular series as The Rockford Files The A-Team and Miami Vice Hayes died on August 10, 2008, at his home in Memphis, Tennessee. At the time of his death, Hayes and comedian Bernie Mac, who coincidentally died a day before Hayes, were shooting the film Soul Men.

Carl Douglas Makes CAALA History

First African American Inducted into the Consumer Attorneys Association of Los Angeles Hall of Fame

Civil rights attorney Carl Douglas, 68, made history as the first African American to be indicted into the prestigious Consumer Attorneys Association of Los Angeles (CAALA) Hall of Fame. Douglas joined an esteemed group of attorneys that included Gary Dordick, Gretchen Nelson, and Brian Panish at the Taglyan Complex in Hollywood Thur., Jun. 8 to receive the honor at a soldout ceremony.

Best known for his work as the coordinator of O.J. Simpson’s criminal defense team, Douglas and fellow honoree Panish were members of the team that won a record $4.9 billion against General Motors in 1999 for a family that suffered burns during an accident because of a defective fuel tank. Los Angeles Mayor Karen Bass congratulated Douglas in pre-taped remarks that highlighted his commitment to victims of police abuse. CAALA is the largest local association of plaintiffs’ attorneys in the United States and educates, connects, assists, and advocates for its nearly 3,000 members.

Carl Douglas is the former Managing

Attorney at the Law Offices of Johnnie L. Cochran, Jr. After going out on his own in 1996, he broadened his list of accomplishments. Mr. Douglas was the attorney for the lead plaintiff in Patricia Anderson v. General Motors Corporation, a product liability trial where the jury returned a $4.9 billion dollar verdict, which was then the largest personal injury verdict ever awarded in the United States. As lead counsel in a seven-week trial against the Los Angeles Sheriff’s Department, concerning the police death of an unarmed African-American man, Mr. Douglas helped the victim’s family obtain a verdict of $8 million.

Mr. Douglas was retained to represent the family of Jonathan Hart, an unarmed Black, gay, homeless man in a $525 million lawsuit against Walgreens over Mr. Hart’s tragic death at the hands of an armed security guard who has been charged with seconddegree murder. Most recently, he was retained to represent the son of Keenan Anderson, who died on Jan. 3 after an altercation with a traffic officer in Los Angeles. Anderson is the cousin of Black Lives Matter co-founder Patrisse Cullors.

“It cannot be ignored that I am the first person who looks like me, to have been inducted into this Hall of Fame,” added Douglas. “But I am smart enough to know that there are brothers and sisters, who have come before me in Los Angeles, who possess the resume, talent, and integrity to have been inducted into this esteemed club. And I also know there are brothers and sisters who look like me, who have the resume, the talent, and the integrity to join this illustrious Hall in the future. So I look forward to the day when I am not the only person in the CAALA Hall of Fame, who also look like me.”

HISTORY:

That the United States Vice President traveled to Chicago to salute Jackson crystallizes his importance to the nation and the world. Kamala Harris shared how important Jackson has been to her life and career and said she would not be Vice President were it not for Jackson’s work. Others shared similar tributes, and I, too, have a testimony. I met Jackson first in 1973 as an Essence Magazine intern and later worked on the 1984 campaign. I vividly remember his assertion in his speech at the Moscone Center that “God isn’t finished with me yet.”

Indeed, since 1984, God has continued to mold, shape, and bless Rev. Jackson.

Jackson isn’t giving rousing speeches anymore. But he still brings us to our feet. He doesn’t shout. The Parkinson’s he has battled since 2017 has reduced his mighty roar to a whisper. But his whisper is that of hope and history.

“Keep hope alive,” he tells assembled delegates.

“I am somebody,” he quietly encourages the crowd in his trademark chant.

And the delegates engage in the traditional call and response, amplifying Rev.’s voice, reminding him that while illness may have muted his voice, those who appreciate his contribution to history are ready to receive the baton he is passing and confront the evil forces that would eradicate our rights.

As long as we can chant back, keeping hope alive, Rev. Jesse Jackson’s place in history is secure. He inspires the nation and the world. Those who appreciate the Jackson legacy will not allow hope or history to be buried.

Those most vulnerable to heat-related illness include pregnant women, adults aged 65+, small children, people with disabilities and chronic conditions, residents of urban communities, and the homeless population.

Existing law in California prohibits persons or corporations from manufacturing or assembling firearms that are not imprinted with a valid state or federal serial number.

“These companies fail to inform buyers that it is now unlawful in California to use these machines to produce firearms without a firearm manufacturer’s license.

Additionally, while California law currently prohibits unlicensed manufacturers from using a 3-D printer to produce firearms, state law does not regulate the sale of 3-D printers that are designed or marketed as ghost gun manufacturing 3-D printers,” according to Gipson’s office’s fact sheet.

Gipson represents the 65th Assembly district that covers cities such as Willowbrook, Compton, Long Beach and parts of Los Angeles. His district has been plagued with

Gov. Gavin Newsom launched a $20 million multi-ethnic education campaign, Heat Ready California, July 11, 2023, to help mitigate the health risks caused by heat exposure in California. Planning information, resources and

gun violence arising from both registered and unregistered firearms.

In many cases, people who can’t get legal guns, because they don’t want to go through background checks, turn to ghost guns. And they are often used for nefarious purposes. Black and brown people are the main victims, according to Gipson.

“This is a health issue,” he said.

Ghost guns have been used in several California mass shootings. In 2022, David Mora, a father-of-three was banned from possessing a gun because of his criminal record. He later went on a gun rampage in Sacramento County, shooting his three children and a social worker. The gun was created with a 3-D printer.

According to Gipson, statistics show that one of the most dangerous times for shootings is between Friday and Monday. He also stated that legislation on ghost guns was needed because technology is moving faster than the law.

strategies for staying safe and cool in the heat can all be found at HeatReadyCA.com.

To stay cool at home, CDPH’s Dr. Abascal recommends CA residents keep the air conditioning running while at home if possible and be sure to stay hydrated. Checking in on friends, family, and neighbors is especially important during these times of harsh weather. This is crucial advice when considering vulnerable CA residents during the upcoming months.

Keep up with The San Diego Voice & Viewpoint for more updates as EMS and OCPSC roll out the next two media briefings.

“Technology has advanced faster than policies and bills,” he said.

Gipson isn’t the only legislator who has taken action on ghost guns.

Senate Bill (SB)1327, authored by Sen. Bob Hertzberg (D-San Fernando Valley,) and approved by Gov. Gavin Newsom, allows Californians to sue people who manufacture, transport and distribute ghost guns for up to $10,000.

“Our message to the criminals spreading illegal weapons in California is simple: you have no safe harbor here in the Golden State,” Newsom said in a speech at Santa Monica College, the site of a 2014 mass shooting that killed six people.

“As the U.S. Supreme Court expands the right to own guns, California continues to add new ways to restrict them. California will use every tool at its disposal to save lives, especially in the face of an increasingly extreme Supreme Court,” said Newsom in a press statement.
