First Quarter Brings Highs and Lows to Hate Crimes in San Diego By Aryka Randall Contributing Writer

T

he first quarter of 2024 has arrived and updates on where San Diego stands in making an effort to end hate crimes are in. While things have gotten

better for certain groups like the students and parents in Temecula Valley Unified School District, they’ve gotten progressively worse in San Diego County as a whole. The statistical trend for hate crimes across

the nation had a general increase with San Diego coming in second to Houston for the largest spike in incidents related to hate crimes between 2022 and 2023. See HATE page 8

California Officials Recognize Black History Month

O

n Feb. 1, the inaugural day of Black History Month, officials in California posted messages and kicked off the annual observance with political calls to action, tributes and the unveiling of a package of legislation concerning reparations. On Feb. 2, Gov. Gavin Newsom issued a declaration. “This month, we pay homage to the rich history and contributions of Black Americans who have shaped our state and nation in countless ways through centuries of struggle and triumph,” Newsom began. This year’s theme, Black Americans and the arts, celebrates the profound and evolving impact of Black artistry on our culture, national identity, and social movements that have spanned the world over,” the Governor continued. “Through literature, music, architecture, dance, film, and every conceivable medium in between, Black artists and intellectuals have used their talents to honor their heritage, educate and inspire, and open minds and hearts.”

“Happy first day of Black History Month,” was the caption on a Facebook photo of Members of the California Legislative Black Caucus standing together on the grounds of the State Capitol. The day before, CLBC members released a bundle of 14 bills that, together, take a first step in a “multi-year effort” to rectify historical injustices suffered by Black Americans in California who are descendants of slaves. “As laid out in the report, we need a comprehensive approach to dismantling the legacy of slavery and systemic racism,” said Assemblymember Lori D. Wilson (DSuisun City), Chair of the California Legislative Black Caucus. On Jan. 31, the caucus held a briefing with the Black press to talk about the Legislation. On various social media platforms, Gov. Newsom issued a statement that was posted across social media platforms. “During Black History Month, and year-round, we lift up the vast contributions of Black Californians at the heart of our state and nation. As we celebrate this storied history, we also remember the lessons learned from our past and carry them forward as we continue the journey toward a more perfect union,” Newsom said. Ongoing support and strategies for disaster relief was on the hearts and minds of many Southeastern Residents Monday night as they gathered for a town hall at Jackie Robinson YMCA. For the past two weeks, the non-profit facility has served as the command center for resource distribution amid the historic flood. Many flood victims accredit the Y for “saving them” when the City couldn't; instating a division of mistrust between residents and government. However as the reality sinks in of the full scope of storm devastation, volunteer leaders acknowledge the pressing need for the government to take over operations. “We want to make a seamless transition and let the government be able to do their jobs,” one volunteer shared in regards to community driven operations at the YMCA shifting to centers run by the City and County. It goes without argument that the City of San Diego stormwater infrastructure has not been equipped to handle the volume of rain that has plummeted in the region. According to the Associated Press, early calculations show that “more than 150 billion gallons of water fell on San Diego County” during the first, and most damning, set of storms on Jan. 22. With people losing their homes, vehicles, belongings, and animals over this, the city has taken a lot of heat for poor storm infrastructure maintenance and slow implementation of relief efforts. One YMCA staff member, who has been with the organization for ten years, shared testimony Monday night, specifically highlighting the

Efforts the city has done in stormwater damage control has been the following: • Cleared 4 miles of channels and 22 culverts • Cleared 73 drain systems • Completed 8 emergency structural repair projects • Inspected 487 storm drains “Normally, our Stormwater crews are only able to clear approximately one mile of storm channels due to federal and state regulations and limited resources. Under my State of Emergency, we have been able to clear 4 miles in just two weeks,” Mayor Gloria announced. Meanwhile, In the latest City Council Meeting on Feb. 6 Council President Sean-Elo Rivera formally recognized the Southeastern Response Team for doing the work the city couldn't get to in time.

role the YMCA played in providing her family aid in the aftermath of her home taking in two feet of water. While noting her appreciation in seeing the community coming together to help, in the same breath she also expressed frustration at the City. “I don't think anyone would have made it without you guys,” the women said, in regards to the volunteers and nonprofit organizations that united to help. However, “we have to keep the City accountable because it's not fair that we always have to step up for things that they lack, for the things that they don't do.” To comprehend the extent of assistance offered by community-led initiatives, data collected from fif-

teen organizations over the previous ten days was presented on Monday night—some of which included intake of over 600 households to assess needs, 8,100 hot meals served and providing hotel vouchers for 402 displaced residents. “Every single day we have been filling up bins. Every single day we are filling up trash trucks. Every single day from sunup to sundown we are working,” said one volunteer on behalf of the relentless work the community has been doing in clearing out water soaked homes. “This is life friendships forever, although it may have started ten days ago, folks used their own personal credit cards to buy a hotel room, or a meal, or an uber to get to work, and it wasn't this team's

responsibility,” volunteer leader Fred Sotelo acknowledged. Meanwhile, according to the city, they too have been deploying boots on the ground efforts to aid citizens affected by the storms. Spotlighted initiatives the City has taken is clearing out storm channels and creeks in preparation for the remainder of storms that have come this week. Deferred maintenance over the years of flood channels such as Chollas Creek has been the source of many grievances and mistrust residents have with the city currently. According to residents who reside in these areas, they have been asking the city to clear the clogged debris out for years in fear of what ultimately ended up hap-

While “the City was very ready to respond to correcting needs with respect to infrastructure and some of the big city work that needs to get done,” Elo Rivera noted, “what we were not nearly as prepared for was to support the human needs that immediately popped up after the flooding happened.” “And in the absence of our ability to do that, these are the folks who stepped forward along with any others to fill that gap and provide essential service,” said Elo Rivera. While the worst of the multi-week storm system appears to be subsiding, volunteers at the meeting acknowledged that, “the truth is, we are barely at the beginning,” Sotelo stated. David Nisleit, the current San Diego Police Chief, is set to retire in June 2024 which will result in a vacancy for the position. Panel interviews for the new San Diego Police Chief will begin on Monday, February 5th, according to Stacey Stevenson, Senior Executive Recruiter of Bob Murray & Associates. At the forum, it was mentioned by Stevenson that the previous recruitment process for police chief only

considered three Council District Communities. However, the current recruitment process is inclusive of all nine Council Districts. Mayor Todd Gloria has dedicated these forums to be transparent and accessible for the community which has led to this more inclusive approach. Community members were asked to complete a survey to discuss and choose the characteristics, qualities, interactive and engaging considerations, and important priorities the next Chief of Police should

focus on within the department and community. The deadline to complete the survey is January 31st at midnight and will be available online on the San Diego government website. Attendees of the forum requested that the survey results be made public. Stevenson mentioned that they are working on the process of making that happen. In the midst of discussions, community members questioned if the decision to hire the next Police Chief was internal or external. Stevenson responded, “Some want internal, and some want external. It will be one or the other.”

munity support and engagement. Members inquired about holding a forum to review the Police Chief 's performance and practice accountability. Stevenson dismissed the question as rhetorical, providing no answer at this time. Stevenson only addressed that the process of selecting the Chief of Police which will involve panel interviews where community concerns will be discussed. The city

council leaders of each district will present their concerns. The second interview will be conducted by subject matter experts who will assess the technical skills of the candidates. Rep. Barbara Lee Says She Would Bring Missing Voice to U.S. Senate Rep. Barbara Lee (D-CA-12) says if she wins

the U.S. senatorial race this year to succeed Sen. Dianne Feinstein, who passed away in September last year, she would bring the voice, insights and perspective of a Black woman to the U.S. Senate. During a virtual roundtable with Black journalists in California on Jan. 30, Lee said, as Senator, she would be “one out of 100”, bringing her lived experiences as a Black woman and a progressive to the body. She would also be able to include activists and advocates for housing and other issues in the process of drafting legislation.

“They will be able to get to Washington, D.C. and raise their voices. It is important to let people know that to make this democracy work, they have to be involved,” said Lee.

The three other African Americans in the U.S. Senate are men: Sen. Tim Scott (RSouth Carolina), Sen. Cory Booker (D-New Jersey) and Sen. Raphael Warnock (D-Georgia).

“The more people that have perspectives that are not represented in the Senate will be there with me in the Senate,” added Lee.

Lee said, as Senator, she would also have the ability to invite witnesses to testify during senatorial hearings.

To win, March 5 primary voters would have to elect Lee over her three closest competitors: California reps Katie Porter (D-CA-47) and Rep. Adam Schiff (DCA-30) – and well as Republican Steve Garvey, a former first baseman for the LA Dodgers and the San Diego Padres.

“It is selecting people who have perspectives that have not been heard for years --or never – in the Senate,” said Lee. “I would ask them and find a way to get them to Washington, D.C., to share their experiences about why the legislation would help to make their lives better.”

death needs. The Southeast Flood Disaster Response Team, as they have come to be known, have been relentless during the past two weeks in their efforts to address and meet every possible human need thrown at them during the recent flood disaster.

Economist and Author It would be generous to say that the Republican Party is a chaotic manifestation of political madness. Eight miscreants toppled House Speaker Kevin McCarthy (R-CA) and could not select a speaker for nearly two weeks. Indeed, at this writing, Republican leadership is still up in the air, and both former speaker McCarthy and Senate Majority Leader Mitch McConnell (R-KY) have scolded Congressional Republicans for their embarrassing immaturity.

As a community, we have learned from this experience that we can unite and work together in times of crisis and that in this Black History Month, we are reminded that it was this same kind of togetherness that got us through slavery and Jim Crow.

This award is being presented at the 11th Annual Voice & Viewpoint GALA, on February 10th, 2024. Such lessons of teamwork are a beacon of hope for those who come in the future.

Candia-Bailey’s Light Shine On By Jennifer R. Farmer I was saddened to learn of the passing of Dr. Antionette “Bonnie” CandiaBailey, the former VP of Student Affairs for Lincoln University of Missouri. I extend my deepest condolences to her family, friends and community. She allegedly experienced bullying and harassment at work, and in the end, it was too much to bear. Prior to her passing, Candia-Bailey penned a heartfelt letter detailing what she had been experiencing at work. It was difficult to hear about and process the letter. One of the most tragic things about CandiaBailey’s passing is that she was suffering and few came to her aid. I will never understand how people can see someone in pain and look the other way. Given that we spend a good portion of our lives at work, it is difficult to put into words the impact of a toxic or stressful work environment. Like Candia-Bailey, many Black women have voiced frustration about their treatment at work. A 2020 study “by the Gallup Center on Black Voices, found that Black women are less likely to feel they are treated with respect in the workplace. They are also less likely to feel like a valued member of their team and that their coworkers treat everyone fairly.”

So, while leaving a workplace may offer some relief, there must be deeper societal work to ensure that Black women and all women have what they need to thrive.

Around the time of the 2020 Gallup study, there was a wave of stories highlighting the growth in businesses led by Black women. It is true that for years, Black women represented the fastestgrowing demographic of entrepreneurs in the U.S. Yet for many Black women, launching a business was born out of necessity as opposed to an innate entrepreneurial drive. This doesn’t mean their path was obstacle-free. While “Black women account for nearly 2.7 million businesses nationwide, they experience severe challenges due to the lack of support and access to capital. It is estimated that 61% of Black women self-fund their startups.”

Creating the conditions for Black women to thrive is personal for me and so many others. My last book, First and Only: What Black Women Say About Thriving at Work and in Life, was a byproduct of my own workplace challenges. It wasn’t until I shared the manuscript with an editor and friend, that I learned that my story was in fact her story. Many Black women know what it’s like to go from pet to threat. Many know what it’s like to be saddled with accusations of “having an attitude,” “being too aggressive,” “being too loud,” or “being too assertive.”

Celebrate and don’t walk away As a member of a marginalized group, I know it’s easy for Black women and allies to get excited when a Black woman breaks a barrier. But breaking a barrier is not the end of the story. Black women who shatter glass ceilings still need to navigate the new terrain. Additionally, the more visible a Black woman is, the more scrutiny she will face. The more confident she is, the more some will demand her acqui-

In some ways, this is the work of the former President, who is implicitly on the ballot for speaker. McCarthy was deposed because Trump ally Matt Goetz (R-FL) called for a vote on his leadership. Since then, no Republican has been able to corral the necessary majority to assume the speakership. It is amusing that Republicans want to blame Democrats for this nonsense, insisting that it was "Democrats joining with eight Republicans" to oust McCarthy. While Congressional Democrats have behaved quite in contrast with disorderly Republicans, ably led by Minority Leader Hakeem Jeffries (D-NY), we Democrats have problems of our own. The Biden-Harris administration has done good work (which I don't always agree with, especially around the Middle East). Still, there is an uncomfortable silence from Democrats around the 2024 election and its prospects. Democrats have shut down any potential opposition to Biden almost as effectively as Republicans have allowed the previous President to squash any Republican opponent. In both parties, though, there are whispers and even shouts about the weaknesses of the frontrunners. In the Biden case, a little competition might help our present leaders sharpen their saw and demonstrate their strength to doubters. Imagine that a California governor, Gavin Newsome (D), a leader who plays progressive but is a centrist moderate, showed up on the debate stage with Biden. Imagine President Biden could strongly and forcefully make a case for another term. Biden might emerge from such a debate elevated and ready for a November race. Instead, the silence of the Democrats and the surrender to a Biden inevitability weakens, not strengthens, the Democratic party. A turn on the debate stage will benefit Vice President Harris, as well, if she takes advantage of it. Some of the chatter about our Vice President is ugly, misogynistic, and racist. She's not perfect – no politician is. But she is intelligent, riveting, brilliant, and experienced. She has met with foreign leaders, repairing relationships that the previous President trampled on. She has been a spokesperson and a kinetic leader. Her HBCU tour this fall has galvanized young people, a desperate need for the Democratic Party. The questions that many are asking about President Biden and the Biden-Harris ticket need to be addressed. Instead, we should encourage it so that our leaders can answer criticism with vigorous enthusiasm and information. We have less than a month for a budget deal, emergencies in Ukraine and the Middle East, economic challenges, and other matters. The House can't move forward without a Speaker. Dissent is one thing; dysfunction is another. How can we fix our broken political system? escence. The more she utilizes her voice, the more some will try to extinguish it. Until racism, sexism, homophobia and misogynoir are uprooted, advancement for Black women – at all levels – will be fraught. It is unfortunate that Dr. CandiaBailey is no longer with us. Dr. Gray enlisted in the United States Army in 1967, after graduating from Samuel F.B. Morse High School. During his enlistment, he served as a helicopter mechanic/crew chief during three tours of duty in the Vietnam War. John returned to San Diego to attend San Diego City College, where he met and later married Althea Mains; to that union were born three sons (Black Diamonds) Johnny, Jr., Mark, and Chris.

In loving memory of Torrie, and with a heavy heart, we announce her passing on January 23, 2024. A life so beautifully lived deserves to be beautifully remembered. She leaves to celebrate her life her 4 beautiful babies; Samari, Dahsani, and Karah Cummings, and Russell Cotton III, her parents; Karen Underwood and Henry Allen Jr, siblings; Shayla, Marquis, Michael, and Eric Allen, Kaylee, Ana, and Alyssa Davis, Marshawna and Dominique Underwood, Tyreesha Nolte, and Daynia Copley, Grandparents; Doris Underwood, Lutherine Hicks and Henry Allen Sr, and Fiance Russell Cotton II . Preceding her in death, her beloved “Papa” Roy L. Underwood. Dr. Gray returned to the States and became a Drill Instructor. He attended Monterey Peninsula Junior College. Upon graduation, John received acceptance to the Army Officer Candidate School. John was commissioned as a 2nd Lieutenant in the Transportation Corps and assigned to Fort Eustis, Virginia, finishing his degree in Personnel Administration from Saint Leo University. His duties were Junior Officer Instructor, Marine Terminal Operations Officer, Medium Boat Maintenance Officer, Heavy Truck Platoon Leader, Company Executive Officer, and Company Commander. John attended Flight School at Fort Rucker, Alabama. John had many assignments throughout the United States and South Korea as an Aviation Maintenance Officer; his last was with a VIP Flight Detachment (White Tops) at Fort Ord, California. While there, he completed the master’s degree program, graduating from Golden Gate University with a Master’s in Public Personnel Administration. Dr. Gray retired from Fort Ord and the United States Army after serving a total of twenty-two years as a Captain, having sustained the highest operational ready rate the unit had ever experienced. That achievement garnered him the Meritorious Service Medal. After returning to San Diego, John started working for the State of California Employment Development Department as a Transition Assistance Program Instructor. Doctor Gray received the Certificate of Ordination as a gospel minister at Linda Vista Second Baptist Church. John went home to be with the Lord on December 23, 2023. Doctor Gray was preceded in death by his mother Ethel Ophella Hunter-Gray, brother Ivria Jamal Gray, sister Beebee Cecilia Gray and brother Tim Gray. To cherish his memory is his lovely wife Sister Althea Gray, his three black diamonds; Mr. Johnny Javan Gray, Jr. (Leslyn) of Virginia, Mr. Mark Anthony Gray (Mildred) of California, and Mr. Christopher Jordan Gray of California, his six grandchildren; EJ, Jasmine, Elijah, Aleena, Jayson, and Saniyyah, and a host of nieces, nephews, relatives, church family and friends.

Torrie will be sincerely missed by all who knew and loved her.

M

arked in a dicey 6-2 vote by the Historical Preservation Board, Talmadge Park estates is slated to become a nationally recognized historic district—a move critics say will stifle further development of equitable fair housing policies in the Mid-City neighborhood of San Diego. Amid a severe regional housing shortage— Residents of Talmadge Park Estates countered with inclusive housing advocates gathered before the San Diego Historic Resources board on January 25 to debate whether or not the heritage of Talmage should surpass the need for more equitable and fair housing. “This application for historical designation is clearly an attempt to make the 411 milliondollar home in Talmadge Park Estates immune from any change in zoning and housing policy,” written in an article signed by various fair housing advocates.

What Makes Talmadge “Historical”? The history of Talmadge goes back to the Great Depression. Built to be a “working and middle class” neighborhood, the community primarily housed workers in the aircraft industry around 1935. Since then, the neighborhood has managed to curb multiple waves of infill development, making Talmadge Park Estates' wrought iron gates, acorn street lights, and colonial style architecture all the more “rare” in today's age. “There's not many places like this left in San Diego. It's a way of preserving a chunk of history,” said President of the Talmadge Historical Society Laura Henson. Today, Talmadge Park Estates is primarily composed of single-family homes and is located in the Mid-City neighborhoods of San Diego, approximately seven miles northeast of downtown San Diego. The average going rate for homes is approximately 1.1 million dollars. Regardless of if the homes were primarily built to be affordable or not, one thing that is certain is that they were not built to include the African-American race. Fair housing advocates argue that the history of Talmadge was founded on a basis of deliberately marked racism—with language writ-

ten into covenants explicitly barring anyone outside the Caucasian race of home attainment in the neighborhood. This process is known as redlining, and despite being outlawed in 1968 through the Fair Housing Act, the impact still persists today. “That is the history that this neighborhood represents and that is the history they wish to preserve, " said Housing Project Director Nicole Lillie with Our Time to Act United. With that, not only will historical designation condone the racial undertones woven into the community, but it will suppress attempts to affirmably further fair housing in the area, opponents claim. Moreover, upon recent review by the City of San Diego’s Assessment of Fair Housing, it finds Talmadge as one of three “racially concentrated areas of affluence” in the city, with a notable separation in race and income just south of the historic gates. The goal of Affirmatively Furthering Fair Housing (AFFH) is to combat housing discrimination, eliminate racial bias, and undo historic patterns of segregation, according to the CA Dept. of Housing and Development. In this case, restricting housing development criteria in neighborhoods such as Talmadge only exacerbates the housing shortage problem. According to the YIMBY Democrats of San Diego: “ Historical Designation will block development of much needed affordable housing projects such as ADU’s, lot splits, and deployment of ‘missing middle’ housing, thus further exacerbating the housing shortages, impacting marginalized groups disproportionately.”

can be done in historic neighborhoods. “You can build ADU’S, you can build minidorms, second stories, they just have to fit the historic character of the neighborhood, which is a reasonable request, but they have to be compatible with the neighborhood” says Henson. In addition, residents of Talmadge who are advocates for the nomination say that Talmadge has already fulfilled the 10% mandate of its housing stock being affordable. Furthermore, individuals prompting for the designation are also hoping for an opportunity to increase their property values and decrease their property taxes through benefits allocated by the Mills Act, as stated in their “Benefits to Becoming a Historic District” slideshow.

“If the community wants to preserve their neighborhood they can build a plaque, they can keep their home the same but they should not be given right to effectively lower their property taxes and or be immune from any reform laws passed by the city or state of CA going forward….THAT is the issue we have here today,” said Ricardo Flores, Executive Director of Local Initiatives Support Corporation. Yet, despite ample community concern, Kelly Stanco, the Department. Director of City Planning asserts that although the motion carried, “the designation of properties and districts [ by the City of San Diego] that held such covenants does not condone or in any way legitimize these deplorable practices, nor does it preclude new homes from being constructed in a historical district.”

Why is this important? According to a study on housing instability patterns, while African Americans only represent only about 5% of the population in San Diego, they represent 20% of households in the region affected by the housing shortage and housing instability. Furthermore, an Axios analysis on home development concluded that San Diego is short of 90,000 homes. This is due to home development in the last decade failing to keep up with population growth. However, Henson, says the request for nomination is “reasonable” and that development

The Jewish community has also become the number one group experiencing hate crimes in San Diego which is speculated to be a result of the conflict overseas.

One of the more prominent hate crimes that took place in San Diego last year was between three Black men and 17 members of the Hells Angels biker gang in Ocean Beach. The attack left one man unconscious and a second man in critical condition with stab wounds to his chest. All of the Hells Angels involved in the attack have since been brought up on charges and Troy Scholder, the biker who stabbed one of the men in Ocean Beach, has been charged with attempted murder and assault with a deadly weapon for his actions. The remainder of the group faces various charges and has been ordered to end communication with each other. According to a press release from the District Attorney's office, 42 firearms and a number of illegal drugs were also found in possession of the Hells Angel gang during their arrest. A hostile environment pertaining to race and sexuality has also been created in Coronado Island where the community has come together to confront Librarians who continue to push back against book bans and the censorship of education. The community wants books pertaining to the LGBTQ community pulled from shelves, saying kids shouldn’t

be reading anything pertaining to sexuality. Opposing sides have said that the books don’t include any dialogue about sexuality, and that they are simply stories that represent different kinds of families and people. As the controversy continues, Coronado officials have come to begin working on a response to several letters insinuating that librarians discriminated against one of the concerned Moms in Coronado by denying her the opportunity to host reading sessions for kids based on books with religious, and patriotic themes. No update on whether any of the books deemed problematic will be pulled from the shelves or not. Circling back around to active book bans, at the end of last year in December 2023

Attorney General Rob Bonta filed an amicus brief in the Riverside County Superior Court in Mae M. v. Komrosky in solidarity with teachers, students, and parents. Bonta sided with students, parents and teachers based on the premise that TVUSD Board Trustees Resolution 21 violates students constitutional and statutory rights and would censor important works like Native American history, and Martin Luther King Jr.’s “Letter from Birmingham Jail. “Schools have an obligation to provide a safe and inclusive learning environment, with curricula that reflect the contributions of California’s diverse communities,” said Attorney General Bonta. “Temecula Valley Unified policies banning inclusive curriculum and forcibly outing transgender

On September 25th, 2023 Governor Newsom filed Assembly Bill 1078 with the Secretary of State, essentially banning book bans in California. Bill 1078 will allow students, parents, and teachers to file complaints against local educational entities that limit, or prohibit the use of inclusive textbooks, instructional materials or school library materials in violation of the California FAIR (Fair, Accurate, Inclusive, and Respectful Education) Act. The bill also opens the floor for immediate intervention by the State Superintendent of Public Instruction (SSPI), as well as the assessment of monetary penalties upon school districts that do not provide sufficient textbooks or course materials to students. It will be interesting to see how this molds the landscape for in class curriculums this year. Here’s hoping there’s less hate in 2024. Black Comics Day 2024 at Worldbeat Center By Malachi Kudura Contributing Writer

aturday, February 3rd Kid Comics and Worldbeat Cultural Center hosted 2024’s Black Comix Day event with the sun shining brightly on both days for the Black History Month weekend kick off. This year’s event brought out many families celebrating Black History Month, comic book artists, and writers of African descent. Comic book creators proudly displayed their work and told stories of how and why they were inspired to get into comics. The diverse crowd in attendance was served healthy vegan foods and beverages provided by Worldbeat Café. Keithan Jones (Owner/Founder of Kid Comics) and Founder of the Black Comix Day event said, “Young or old, the kid in you never dies. That’s the philosophy behind this company. I created The Power Knights when I was 11 years old. In those years creating comics on a professional level was just a dream. I felt I owed my younger self the opportunity to make it a reality. We are betting there is a younger generation of readers who are hungry for a new experience in the comic book format. Hungry for new heroes, new villains and new worlds to populate their imaginations.” Eugene Randolph Young (Comic Creator) focused on highlighting the power of Black hair. With series like Khalifa, Fishtahs, Afroids, Afro-Kidd and The Afromancer Primer, he makes the connection to the importance of Black hair with a futuristic twist. When describing his inspiration, he said, “I’ve been drawing since I was seven or eight years old, inspired by cartoons, comic books, video games and movies.” The Black Comix Day at the Worldbeat Cultural Center never fails to show the importance of Black people telling Black stories with Black heroes. It shows the community that Black People have the ability to produce and promote reflective images for African Americans people to be proud of.

The report, titled “2024’s States with the Biggest & Smallest Wealth Gaps by Race/Ethnicity,” compared the 50 states and the District of Columbia across 21 key metrics, ranging from the median household income gap to the unemployment rate gap. The report found that the median household wealth for Black Americans is just $14,100, compared to $187,300 for non-Hispanic white households. Hispan-ic households also lag behind, with a median household wealth of $31,700. “The racial wealth gap is a persistent problem in the United States,” said Jill Gonzalez, a WalletHub analyst. “There are many factors that contribute to this gap, including unequal access to higher education and employment for minorities, as well as residential segregation.” The report also found that the racial wealth gap is more expansive in some states than others. For example, the District of Columbia has the broadest racial wealth gap,

with a median household wealth of $281,700 for non-Hispanic white households and just $11,100 for Black households. “Even decades after the Civil Rights Movement, there is still a high degree of wealth inequality among racial groups in America,” WalletHub Analyst Cassandra Happe stated. “These gaps persist not just in held wealth but also in wages, poverty rates, homeownership rates, and unemployment rates. Part of this wealth disparity is due to unequal access to education, which can put some people on a better financial footing from the start.” Statistics show that the racial income gap grows larger and larger each year, said Irving L. Joyner, a law professor at North Carolina Central University’s School of Law. Joyner said the growth of the gap has grown because those with more wealth have benefitted more abundantly from their investments and ability to survive the economic downturns within the economy while poorly individuals, mainly racial minorities, were forced to consume their meager resources to survive day-to-day and did not have resources which they could invest. “For those individuals who have the financial capacity, knowledge, and needed resources to engage in entrepreneurial pursuits, those programs can and do benefit them,” Joyner remarked. “Those opportunities, however,

are not readily available for the vast majority of African Americans because of the absence of the resources and business skills that are required to begin and sustain these efforts.

“The racial wealth gap is a complex issue with no easy solutions,” said Gonzalez. “However, the findings of our report suggest that there are some states that are making progress in closing the gap. We hope that other states will learn from their example.”

An expansion of the Child Tax Credit (CTC) is back on the table in Congress. Lawmakers announced an overall $78 billion tax plan, including $33 billion over three years for the CTC.

However, Congress failed to make a deal to save it before the end of 2021, and by the following year, the supplemental child poverty rate more than doubled to 17.8% for Black children. In 2022, without the expansion, 38% of Black children were not eligible for the full credit.

The 2021 American Rescue Plan expanded the CTC for six months and was deemed a major success because of its impact. In that time, the national supplemental child poverty rate hit a historic low of 5.2% and lifted 3 million children out of poverty. At the same time, the child poverty rate for Black children under 17 dipped to 8.1%, with an estimated 716,000 Black children no longer

“Sixteen million kids from low-income families will be better off as a result of this plan, and given today’s miserable political climate, it’s a big deal to have this opportunity to pass pro-family policy that helps so many kids get ahead,” Senate Finance Committee Chairman Ron Wyden (D-Ore.) said in a statement. Changes to the Calculation for the Refundable Credit

Determining Earned Income

For the 2024 and 2025 tax years, taxpayers can use their income from the prior year to calculate the maximum CTC if the earned income in the current year was less than the previous.

To qualify for the CTC, a taxpayer’s earned income must be $2,500 or more. Under this proposal, a taxpayer’s earned income would be multiplied by 15% and multiplied by the number of qualifying children.

What’s Next Not everyone in the country’s legislature is excited about this plan. Senate Republicans and House Democrats argue that the proposed expansion of the CTC does not go far enough, The New York Times reported. It does not have the full support of all, including President Joe Biden, who would prefer a broader expansion.

Increase to the Maximum Refundable Amount Per Child The current maximum per child is limited to $1,600. The new proposal would increase the amount per child to $1,800 in 2023, $1,900 in 2024, and $2,000 in 2025. “There are large gains for larger families under this proposal,” says Sophie Collyer, research director at the Center on Poverty and Social Policy at Columbia University. “They were also the most disadvantaged under the current structure.”

“In many ways, it’s keeping a similar structure that makes it different from 2021,” Collyer tells Word In Black. “It’s still a tax credit delivered at tax time and is tied to earnings. And there are still earning requirements associated with the credit.”

Adjustment of Credit for Inflation

The CBPP also estimates that 400,000 children would be lifted above the poverty line, making 3 million children less poor in the proposal’s first year. If approved, the plan would be in full effect by 2025, lifting around 500,000 children out of poverty, making 5 million more less poor.

In the 2024 and 2025 tax years, the value of the CTC would be rounded down to the nearest $100. Collyer says the actual value of the CTC has fallen drastically in recent years because it was not adjusted for inflation, even in years when inflation was at its highest.

INTERNATIONAL NEWS Namibian President - A Liberation Icon - Succumbs to Cancer By Lisa Vives Global Information Network Namibian President Hage Gottfried Geingob, a veteran of the country’s independence struggle, has died after a brief battle with cancer in Windhoek, the country’s capital, and a short stay at a U.S. hospital. President Geingob was diagnosed with cancer following his annual medical checkup last month. He passed early Sunday. He was 82.

Africa held firmly to power until the U.N. recognized the South West Africa People’s Organization (SWAPO) as the official representative of the Namibian people.

Between 1990 and 2002, Geingob served as the country’s first prime minister after chairing the committee that formulated Namibia’s first constitution.

President Geingob led the movement against apartheid South Africa, which had annexed his country and introduced its system of legalized racism that excluded Black people from political and economic power.

South African President Cyril Ramaphosa was among the world leaders who sent messages of condolence. He called the leader “a towering veteran of Namibia’s liberation from colonialism and apartheid.” A long-serving member of the Swapo party, President Geingob lived in exile for 27 years. He led the movement against apartheid South Africa and spent time in Botswana, the US and the UK, where he studied for a PhD in politics. On his return in 2020, he wrote on social media: “Looking back, the journey of building a new Namibia has been worthwhile… Even though we have made a lot of progress in developing our country, more work lies ahead to build an inclusive society.”

Vice President Nangolo Mbumba, sworn in as his replacement, paid tribute to his predecessor. “Our nation remains calm and stable owing to the leadership of President Geingob who was the chief architect of the constitution”. He was among a generation of activists from Kenya, Ghana, Mozambique and elsewhere, who in the decades following World War II pushed for independence from colonial rule.

Starting in the 1960s, Geingob rose through the ranks of the country’s liberation movement under the leadership of Sam Nujoma, the Founding President of an independent Namibia. Recently, President Geingob spoke out about the brutal campaign waged by Germans between 1904 and 1908 against the Herero and Nama people. It escalated into the first genocide of the 20th century.

Namibia was the last country on the continent to decolonize in 1990, following a nearly quarter century of armed conflict with apartheid South Africa.

President Geingob was soft-spoken but firm on advancing Africa’s agenda as an important stakeholder in world affairs, as when he called the exclusion of Africa from the Security Council “an injustice.”

From 1948 to 1973, the racist National Party in South Africa subjected Namibia, then known as South West Africa, to apartheid rule. African activists launched uprisings and demands for independence but apartheid South

Winding up his four nation tour of Africa, Secretary of State Antony J. Blinken announced a super generous gift of close to a billion dollars for our new ally, Angola, to fund a solar energy project and upgrade a rail corridor.

Africa is expected to construct two utility-scale solar photovoltaic parks that will provide more than 500 MW of renewable power. U.S. funding will also cover $363 million financing of Acrow Bridge’s 186 prefabricated bridges. This promises to support critical infrastructure and thousands of Angolan and American jobs.

These major new U.S. investments were seen as sweeteners to help counter China’s influence on the continent.

Help Protect Against Illness This Season With only 8% of children and 21% of adults reporting receipt of the 2023-24 COVID-19 vaccine, less than half the population reporting receipt of a flu vaccine and just 20% of adults 60 and over reporting receipt of the respiratory syncytial virus (RSV) vaccine, it’s no surprise that rates of respiratory illnesses are at elevated levels this season. “Respiratory illness is all too common, particularly during colder months when people spend more time indoors and germs can spread more easily,” says Dr. Albert Rizzo, chief medical officer, American Lung Association. “Fortunately, there are many strategies for staying healthy.” The American Lung Association is sharing everyday habits you can adopt to help avoid infection, along with information about available tools to help prevent severe illness:

• Wash your hands. Regularly wash your hands with soap and water. If soap and water isn’t available, use hand sanitizer with at least 60% alcohol.

• Cover your cough and sneeze. Stop the spread of infection by using a tissue to cover your mouth and nose when you cough and sneeze. You can use your elbow if a tissue is not available. • Keep your distance. Close contact with a person who is sick increases exposure to respiratory droplets containing a virus. Maintain your distance whenever possible. • Stay home. In addition to staying home when you are sick, try your best to keep your distance from household members to help prevent them from getting sick. • Clean and disinfect. When someone is sick at home, cleaning and disinfecting frequently touched surfaces is especially important to help prevent the spread of illness. • Consider wearing a mask. Wearing a mask helps provide protection against circulating viruses, and can help protect people at higher risk of serious illness. Effectiveness does vary depending on the virus and mask quality.

• Get up to date. Talk to your doctor to see if you and your family members are up to date on vaccinations. Flu vaccination is recommended for everyone 6 months of age and older. RSV vaccination is recommended for adults 60 years of age and older after having a discussion with their healthcare provider. Maternal RSV vaccination is recommended as an option to help prevent babies from developing severe RSV illness and is given during weeks 32-36 of pregnancy during September through January. COVID-19 vaccination is recommended for everyone 6 months of age and older. • Learn more about monoclonal antibodies. If you have an infant or are an expectant parent, ask your healthcare provider about a monoclonal antibody injection to help provide protection against severe RSV illness. Myth: Disadvantaged Students’ School Struggles Due To Bad Attitude New research dispels prevailing views

By Isobel Williams Zenger New research opposes the common view of politicians that bridging the class-based learning gap hinges on improving disadvantaged kids’ work ethic and mindset. They found that no more than nine percent of the academic gap between rich and poor students can

be attributed to differences in these social and emotional characteristics. The team recommends that politicians focus on bridging the structural reasons such as differences in the quality, resourcing and funding of the schools they attend, the absence in many countries of high-quality preschool options and a lack of extracurricular resources and out-of-school opportunities compared with their wealthier peers. “Educational inequality cannot be solved through social and emotional learning. The idea that children can overcome structural disadvantage by cultivating a growth mindset and a positive work ethic overlooks the real constraints many disadvantaged students face, and risks blaming them for their own misfortune,” said Dr. Rob Gruijters from the University of Cambridge In a UK Cabinet Office survey in 2015, it was revealed that politicians think disadvantaged and vulnerable children would benefit most from social and emotional learning. This social and

emotional learning is also big business in many countries, like the US, where the industry was valued at $1.5 billion in 2020. Many of these businesses claim they can help bridge this achievement gap, a claim that this study aims to disprove. “Developing social and emotional skills is hugely valuable for children, but the evidence suggests it has little to do with why low-income students are more likely to struggle academically. According to our results, it is not a magic bullet for tackling the socioeconomic achievement gap,” said Assistant Professor Nicolas Hübner from the University of Tübingen. To get their results the team, which also included the University of Zürich, studied more than 240,000 15-year-olds across 74 countries. “Students who lack the right mindset may perform less well at school, but that may be because their academic performance has eroded their self-belief, not the other way round,” said Co-author Isabel Raabe.

BLACK HISTORY 1986 DEBI THOMAS WINS WOMEN’S SINGLES Debi Thomas, born in 1967 in Poughkeepsie, New York, made history as the first AfricanAmerican woman to win a medal in the Winter Olympics and the first to win a national figure skating title. Starting skating at age five, she began serious training at nine and gained national attention at 12, winning the silver medal at the national novice finals. While attending Stanford University, she clinched the 1986 U.S. National Ladies Figure Skating Women’s Singles title and then the gold in the World Figure Skating Championships, earning her ABC’s Wide World of Sports Athlete of the Year award. Her accomplishments secured her spot as the first Black woman in history to win a national figure skating title.

1968 GARY COLEMAN BORN Born on on February 8, 1968 in Zion, Illinois, Gary Coleman, gained fame as a child star in the iconic TV sitcom Diff ’rent Strokes. Discovered in a Chicago bank commercial at age 10, he played Arnold Jackson, one of two Black brothers adopted by a wealthy white man. The show ran from 1978 to 1986, earning him four consecutive People’s Choice Awards. Coleman faced health challenges, undergoing kidney transplants and dialysis throughout his life. The 4 feet 8 inches tall star saw his acting career wane, leading him to later work as a security guard and a commercial pitchman. His life took a tragic turn in 2010 when he suffered a fatal head injury from a fall, leading to his death at the age of 42.

The next step in the process now focuses on housing, which is the main reason why efforts are now being shifted to governmental bodies that have more resources in this department than the community, such as the San Diego Housing Commission. In terms of community-funded housing vouchers at nearby hotels, the expiration of these stays closes at the 14th. Therefore, volunteers expressed the importance of getting the data of these displaced individuals to the housing commission so the governmental body can extend their stay. According to city statements, the City has partnered with the San Diego Housing Commission for an emergency hotel placement program. They triaged 256 households for emergency hous-

ing needs and placed 117 households (including their pets) into local hotels. Forty-one households have moved into the Ramada Inn property on Midway, and 98 households have been connected to other resources. “Providing shelter and support for our neighbors whose lives were upended by the storm is a top priority,” Council President Elo-Rivera said. “I’m grateful to Lisa Jones and the San Diego Housing Commission for working quickly to find a housing solution for flood victims in their time of need. These creative options were possible through collaboration between the City, County, the Housing Commission and State of California”.
