Jaguar Land Rover’s armoured vehicle family
Jaguar Land Rover’s range of armoured vehicle solutions covers a spectrum of requirements that cannot be matched by any other original equipment manufacturer. They cover needs that range from head-of-state level to those of key workers operating in hostile environments. Jaguar Land Rover’s armoured vehicle range comprises four models: the XJ Sentinel, Range Rover Sentinel, Discovery Sentinel and Defender. In their standard soft-skinned versions each has forged an enviable reputation for style, performance, refinement and reliability. Other OEMs may have luxury vehicles, or SUVs, or full off-roaders, but only Jaguar Land Rover has the expertise in all these areas to offer a seamless range of armoured vehicle solutions to match any requirement. Jaguar Land Rover has created these vehicles through exhaustive development to offer levels of protection equal to or exceeding those of the

competition, and which are fully tested and certificated to internationally recognised standards. At the same time, the legendary comfort and driveability offered by Jaguar Land Rover’s soft-skinned vehicles has been maintained, while the armoured vehicles have been designed so that they are virtually indistinguishable from the standard models. XJ Sentinel Leading the Jaguar Land Rover armoured range is the XJ Sentinel limousine. Jaguar Land Rover leveraged its considerable experience in the armoured vehicle arena to produce a version of the long wheelbase XJ Portfolio that is tailored for use by heads-of-state and high-ranking ministers, in scenarios where it is the VVIP that drives the risk. XJ Sentinel is heavily armoured, offering certificated ballistic protection to the B7 level (B7- for the armoured glass), and blast protection against the equivalent of 15 kg TNT detonated close to the vehicle. The
suspension has been uprated to cater for the additional weight of the armour, and inside the vehicle retains the standard level of luxury that provides the rear-seat occupants with a full metre of legroom, and a range of options. One major advantage of the XJ Sentinel is that it offers an exceptional 500-kilogram payload, more than sufficient for four occupants and their luggage, and any additional security equipment that may be required. Range Rover Sentinel Based on the Vogue model, the Range Rover Sentinel SUV is aimed at a variety of customers, such as state government and ambassadors, and for VVIPs requiring a level of rough-road capability. In terms of protection the Range Rover is certificated to B6+ level against ballistic threats, offers side protection against 15-kg TNT blasts, and underfloor protection that can withstand grenade attacks. As with the other members of the Jaguar Land Rover armoured range, the Range Rover Sentinel has run-flat tyres complete with warning system (where local legislation allows) and incorporates many of the advanced systems of the soft-skinned vehicle. An auxiliary battery is fitted to provide additional power for specialist equipment such as communications, and there are options for covert headlight flash, blue lights and sirens, and under-bonnet fire suppression. The vehicle was re-tested to EC whole vehicle type approved (ECWVTA) and has improved GVW which creates a payload increase of 455kg. Discovery Sentinel Jaguar Land Rover is the only OEM to offer a fully certificated armoured vehicle that has off-road capability in the shape of the Discovery Sentinel. Based on the Discovery SE, the armoured model provides the same B6 levels of protection as the Range Rover Sentinel. It is offered with both short and long armoured cells, the latter featuring armour that projects into the cargo bay at the rear. Armoured Discovery is aimed at two principal markets: VIP protection and as a support vehicle. In the former it offers a cost-effective vehicle for ambassadors or similar, while its offroad capability allows it to provide protected transport when VIPs visit areas where roads are in a poor state or are non-existent. In its second role the Armoured Discovery is proposed as a perfect platform for police and security organisations operating in the VIP support role, using the discreet Discovery to escort the primary vehicle. The cabin of the Discovery can be configured to meet a variety of needs, with options covering different seating options, additional power harnesses and the ability to mount special equipment. Combined with the 500-kilogram payload available in the short-cell version and additional battery option, this versatility allows it to carry a range of support equipment, such as communications and medical kit. In the short-cell version the vehicle can be fitted with an escape hatch in the rear of the cell, allowing occupants to
Armoured Defender With over two million vehicles produced and six decades of experience, nothing comes close to the legendary Defender when it comes to taking on, and beating, some of the toughest offroad terrain. Unlike many of its competitors, the Defender has permanent four-wheel drive with the centre differential distributing torque evenly between the front and rear axles to give optimum all-weather performance on and off-road. In conjunction with a Land Rover Approved Vehicle Modifier (AVM), Jaguar Land Rover has now introduced a fully factory-approved Armoured Defender, certificated to B6 standard and with underfloor grenade protection. The armour kit works within the normal payload parameters of the standard Defender, but still allows the vehicle to carry up to seven passengers, a capability unmatched by any competitor at its price level. The Armoured Defender is aimed mainly at organisations such as NGOs and oil/mining companies that operate in harsh environments with potential security risks. In 2011 the baseline Defender underwent a significant update, at the heart of which is the installation of a 2.2-litre Ford Puma diesel engine. Although the new engine is smaller in capacity than the previous 2.4-litre unit, it is able to maintain the power and torque attributes that are key to the Defender’s industry-leading performance, as well as boosting maximum speed from 132 to 145 km/h. Adoption of the new engine allows the Defender to fully comply with Euro Level 5 emission regulations for N1 class vehicles, which come into force in 2012. To meet these requirements the powertrain incorporates a diesel particulate filter, with both passive and active regeneration technology, to greatly reduce soot levels. Speed limiter options are now available (at 90, 113 and 120 km/h) that can be set in the factory but removed in service at a later date if required. This facility is aimed at fleets looking to control fuel economy and promote safety. Also new are further options for trim and interior.

Armoured protection
Comprehensive approach Jaguar Land Rover’s comprehensive design and development approach to its armoured vehicles offers significant benefits to the customers. By using a globally-renowned armour expert and clever design, the Jaguar Land Rover armoured cell provides better all-round protection than many of its rivals. The steel cell itself requires several welds that, if not executed properly, can compromise the overall protection offered. Jaguar Land Rover, Centigon and RMA employ advanced technologies and highly-skilled technicians to help ensure that every weld maintains the total integrity of the cell. Jaguar Land Rover has examined in detail every potential weak-spot of the armoured cell, and designed in elements to help overcome any possible degradation in protection. Any gaps in the cell envelope, such as those caused by doors, are carefully engineered to a minimum size, and protected by overlapping armoured segments to help maintain overall protection. Fuel tanks are self-sealing or armoured. In terms of certification this means
that Jaguar Land Rover armoured vehicles can be validated to protection levels as a vehicle in its entirety. Other vehicle armourers may be able to offer components that meet the stipulated requirements, but the vehicle as a whole may fail due to weakspots, and large and inadequately protected gaps, due to their inability to engineer to certification standard. Multi-threat protection Traditionally vehicle armourers have concerned themselves only with the ballistic threat posed by small arms, but in today’s world other threats have become more prevalent. As well as the ability to help protect occupants against standard rounds from pistols or rifles, Jaguar Land Rover vehicles offer protection against other weapons, including armour-piercing rounds. Additionally, in recognition of a growth in roadside IEDs and suicidetype attacks, the Jaguar Land Rover armoured range incorporates sideblast protection, and an armoured floorpan designed to resist grenade attacks. Together these features provide enhanced security and reassurance for the occupants.
Independent testing All of Jaguar Land Rover’s armoured vehicles are subjected to exhaustive tests by independent agencies, to provide internationally-recognised certification. In terms of protection the vehicles are certificated by QinetiQ, the UK defence technology and security company that grew out of the UK’s Defence Evaluation and Research Agency. As such, QinetiQ is globally respected as an organisation with unmatched experience in the testing and validation of products, systems and new technologies, and in verifying their compliance with standards and regulations. In order to gain international certification, vehiclesmust be subjected to a variety of ballistic and blast tests, including those aimed at any perceived weakspots. The results for Jaguar Land Rover vehicles meet the UK’s B6 level (roughly equivalent to the European VR7 standard) for the Range Rover, Discovery and Defender, and B7 level in the case of the XJ Sentinel. In addition to protection tests, Jaguar Land Rover’s armoured vehicles have also been scrutinised in terms of performance and driving dynamics by a number of government test agencies, and have met or exceeded the most stringent requirements.

Engineering without compromise
Jaguar Land Rover’s approach to the armouring of its range has produced a family of fully certificated, fully engineered vehicles. Jaguar Land Rover’s factoryapproved vehicles are considered as true armoured vehicles, whereas the products of some competitors could be described as vehicles that are armoured. In today’s uncertain world the protection of VVIPs and key personnel is increasingly important. Jaguar Land Rover recognises this with its armoured range, which has been engineered to meet not only the highest levels of security, but also to maintain the superior handling necessary to help avoid the vehicle itself becoming a danger to its occupants.

A vehicle that is armoured… Imagine the scenario: an assassination attempt has been foiled by a vehicle’s armour protection. The driver’s first instinct is to whisk his important passengers away from the scene as fast as possible. As the car speeds away the driver turns the wheel to take a bend, but the car flips over and rolls. The VIPs may have
survived a potential assassin’s bullets, but not the crash that followed. Sadly, that scenario is all too possible when travelling in a car that has not been fully engineered to take into account the extra weight and effects of armouring. …or a true armoured vehicle By contrast, Jaguar Land Rover’s vehicles have been developed, recalibrated, tweaked and teased though hours of testing and retesting to ensure that they exhibit similar road-holding, agility and poise enjoyed by their soft-skinned counterparts. every last detail of its armoured vehicles to take into account the effects of armour. To offset the effect of the additional weight of armour protection on vehicle performance, air springs and anti-rollbars are uprated, and dampers are tuned to optimise ride and handling. Heavy-duty Alcon disc brakes with multi-pot callipers are also fitted, while stability control system software has been designed to help keep the driver protected under a multitude of driving conditions. The vehicle’s many electronic control units are optimised to take into account any extra burden placed on their functions by differing weights and systems. The application of these measures helps the vehicle to be as stable as its soft-skinned counterpart.
Stringent testing All aspects of the vehicles’s structure, dynamics and performance are thoroughly tested in its armoured configuration, particularly with regard to some of the occupational hazards that the vehicle may encounter, such as the need to ram other vehicles or obstructions that may hinder a safe escape from a hazardous situation. A full series of crash tests has been undertaken with the armoured vehicles to help ensure that such impacts can be absorbed adequately by the structure, especially with regard to the integrity of the armoured cell, and the adequacy of the front crumple zone to absorb impact forces. Vehicles are repeatedly driven at high speed into kerbs, and are subjected to a rigorous series of maximum-effort brake tests to ensure that there is no brake-fade through repeated violent application. Bespoke engineering All Jaguar Land Rover’s armoured vehicles are produced to match the exact specifications of the customer. These not only include operational requirements, such as the provision of various driving options or specialised communications equipment, but also reflect local regulations and infrastructure. For instance, radios can be calibrated to offer nationally-specific frequency bands, while some countries do not
allow tyre pressure monitoring systems as they interfere with other communications. Armoured Sales is a separate division within the Jaguar Land Rover business, and is dedicated to identifying such details, no matter how large or small, and fully meeting
such needs in a discreet manner. As well as its all-embracing range of fully tested vehicles, it brings to the table many years of experience gained in the provision of armoured vehicles to discerning customers around the world.
Comfort and technology
Sentinel and Discovery Sentinel. An extensive range of colour and trims are available. The Defender can also be fitted to various trim levels, including County and SE, and now has additional options, including Comfort Pack (air conditioning, CD player), Interior Pack (carpet flooring, high-line cubby, part-leather seats and leather steering wheel), Leather Pack (seats and steering wheel) and Exterior Pack (Brunel grille and headlamp surrounds, body-coloured roof and wheel arches, and side-runners).
While customers are buying an armoured vehicle for protection first and foremost, they are also buying a Jaguar or Land Rover, marques renowned for technical innovation and comfort. Although there are a small number of standard soft-skin options that are not available to the armoured range – by virtue of the cell configuration itself – the vehicles nevertheless come with a range of features that greatly enhance comfort for the occupants and the driving experience. For instance, the Discovery Sentinel has the full range of off-road assist features of the standard vehicle, such as the Terrain Response select function that alters the vehicle automatically to tackle a variety of surfaces, such as tarmac, ruts, grass, mud, snow or sand. Anti-stall and automatic hill descent features are also fitted to the off-roaders, allowing the vehicles to tackle very steep slopes in full safety. In terms of comfort the armoured range offers an interior space that is virtually indistinguishable from that of the soft-skin cars, with the accent on luxury in the XJ Sentinel, Range Rover
Supporting the customer at every step Jaguar Land Rover is fully committed to the support of its customers throughout the life of the vehicle, from the consultation process during ordering to a comprehensive after-sales package. When a customer chooses Jaguar Land Rover they can rest assured that every aspect of their ownership has been covered, and that their vehicle will not let them down when it matters most. A dedicated security consultant works closely with the customer during the sales process, to ensure that their full requirements are met. A wide range of specialised optional security and vehicle features are available,which can be tailored to meet individual requirements. Moreover, each vehicle is fully optimised for the country or region in which it is intended to be employed. Driver training While the physical protection of VIPs is important, it can also be greatly enhanced by fully-trained drivers, who can expertly handle the vehicle in the most tense of situations.
To provide a complete package of vehicle and driver, Jaguar Land Rover offers a comprehensive range of driver training programmes, which can be tailored to suit customer requirements. Experienced instructors not only provide training in a range of defensive driving skills, but also instruction in how to handle the armoured vehicles, which by their nature are heavier than their ‘softskinned’ counterparts. After-sales service Jaguar Land Rover’s armoured vehicles have been carefully designed so that the baseline vehicle can be serviced and repaired within the global Jaguar Land Rover dealership programme, using standard diagnostic equipment. Vehicles come with a full three-year, 50,000-mile warranty. Servicing and repair of the armour protection is carried out when required by a team of dedicated specialists, working on site. Jaguar Land Rover also provides a number of scheduled visits per year by a dedicated technician to assist with vehicle familiarisation and servicing. Costing the Defence Cyber Threat This article, written by Paul Jones, Managing Director of Arke Ltd, contains views and opinions based on his experience in delivering an Open Systems Architectures Value for Money framework and Cost Modelling solution for evaluating high integrity Command, Control, Communications and Computer (C4) systems. This article examines the impact of Cyber Threat in a future Defence equipment arena. Cyber Threat and Defence Procurement As one of the outcomes of its Strategic Defence and Security Review in 2010 the Government put in place a £650 million, fouryear National Cyber Security Programme (NCSP). This funding, intended to transform the Government’s response to cyber threats, has been allocated to those departments and agencies that have key roles to play. Subsequently, in 2011 the UK Government published a white paper ‘The UK Cyber Security Strategy’ which set out the UK strategy for ‘Protecting and promoting the UK in a digital world’. The plans and programmes to deliver the objectives are ‘work in progress’ and some commentators are already beginning to question the wisdom of government sponsorship and leadership of a topic in which the politicians have only a marginal understanding of the long term technical and commercial implications; the allocation of only £650m is possibly the measure of this. Put simply, the cyber threat canvas may be too big, too diverse and too dynamic for individual UK Defence and Other Government Departments (OGD) to develop a unified long term UK strategy. For UK defence there are two major challenges, • Operational Security – how does Defence ensure its freedom to operate is not eroded by information and communications attack both now and in the future? • How does the defence supply chain prevent covert and on-going cyber invasion of its products and services?

To deliver both of these factors requires a significant change both in the way that Defence specifies its requirements, and the manner in which defence industry procures and guarantees its hardware and software performance . Further, the corresponding requirement for UK industry to produce proven cyber-proof defence products will naturally lead to a greater attention focus from those nations and individuals that would benefit from defeating the capability. The Current Defence Position From a Defence Procurement perspective the increasing use of Commercial ‘Off the Shelf’ (COTS) hardware and software products, particularly those sourced from known cyber threat active nations may mean that existing ‘known- unknown’ threats may already be present. Given that most Defence equipment has an in-service life of around 25 years, future Cyber threat reduction must form part of the through life maintenance strategy; a long term commitment with no reversionary modes. A Change in the Commercial Landscape For new systems the incorporation of legally binding cyber proof information/communications security should become a necessary part of the User Requirement and the System Specification. This shift towards security based procurement is likely to drive the need for a new risk based business model, requiring MoD investment in industrial security processes that are flowed down the entire supply chain and potentially across international boundaries. From a future Defence Procurement standpoint a prescribed and auditable counter cyber capability in the supply chain will increase risk and hence costs.
These costs must be
understood by both the procurement agencies and government early to avoid future cost surprises and consequential adverse public scrutiny.
The Need for International Standards If the UK adopts a national strategy for addressing cyber-attack and its elimination how can it ensure the integrity and performance of a Defence system that is in part procured from allies and partner nations is not compromised? This problem is analogous to a manufacturing production quality assurance and control system. If you do not specify the performance of the material and set strict bounds in the way in which it is measured, accepted and used (fitness for purpose, materials specification, manufacturing tolerances, on-going control procedures and accreditation control) then the performance of the item and the system boundary in which it performs cannot be guaranteed. The Role of Research Defence and Science Technology Laboratory (Dstl) has been established as the visionary Centre for MoD Cyber and Influence Activities research; it is working across government to support the National Cyber-security Strategy to both exploit collaborative opportunities, and to avoid duplication of effort. With its links to government departments, academia and industry, Dstl is well placed to provide a central role in the development of a UK national cyber security portfolio of measures. However, it traditionally lacks the necessary core skills sets to develop a future commercial ‘risk based’ contracting model. Further the development of internationally accepted counter cyber quality standards is a challenge in which Dstl might have only a limited influence. The Role of Open Systems Current initiatives within the MoD such as Open Systems Architecture (OSA) may provide a contribution to a future countercyber framework by which a system’s lifecycle is assessed not just on current and future military capability grounds but by the degree in which they can resist or avoid future cyber threat. A recently
developed Dstl Whole Life Cost Model MOSAIC (Modular Open Systems Architecture Integrated Cost) has been designed to be expandable and could provide the ability to assess the advantages and disadvantages of not just embracing future changes in military threat and commercial reality but also cyber threat as part of a Whole Life investment approach. The introduction of standards
for measuring and controlling all aspects of the specification, engineering and production of ‘cyber resistant’ systems linked to risk based commercial contracting conditions will provide the glue by which industry, government and the UK population can mutually benefit. However, successful government support for the development of safe, secure and resilient systems has to be unequivocal. Costs must inevitably rise and it is this message that needs to be relayed to government to maintain an informed strategy and financial commitment. The targets encourage gun handlers to make a mental decision based on the scenarios that are presented in front of them rather than an instant ‘fire on sight’ reaction. Each target is printed in full colour and can be changed from shoot to no-shoot situations. They are designed to fit onto standard NATO backing boards measuring 458mm x 1143mm (18” x 45”). McQueen’s life-sized 3D Targets are manufactured from repairable foam and offer a realistic, low cost approach to shoot/no shoot
scenarios. Effectively a range of specialist foam mannequins, the company’s 3D humanoids are designed to absorb thousands of bullet rounds. The male, female and family styled models also house a series of wires which allow them to grip weapons and other non-threatening items such as books, cans and bottles, which can be set in a variety of environmental surroundings to recreate hostage situations where there is potential to disarm individual threats. Founded in 1961 as Aircraft Equipment International Ltd.; (hence AEI) began supplying surplus British military aircraft spares to what was then already a worldwide market. It specialised in spares for the Hunter aircraft but focus switched to the Hunter 4 x ADEN gun pack system in the mid 1960s when the company became the sole supplier to Hawker Siddeley Aviation for refurbished ADEN guns after Hawker-Siddeley won the contract to supply Switzerland with refurbished Hunter aircraft. In the late 1980s, AEI were recruited key Royal Ordnance (RO) design staff after closure of RO Enfield and quickly established themselves as a specialist design house for aircraft revolver cannon systems. This team developed the 25mm ADEN gun for the Harrier Mk.7/9 aircraft but the project was cancelled for aircraft operational reasons before the gun went into service.

The rugged, movable search and identify system covertly fits into cars, boats, helicopters and air planes. The versatile system allows 1 to 4 detectors to be connected and has the capability to identify simultaneously up to 4 isotopes – rapidly locating and characterising areas with high radiation levels. The SPIR identification mobile device features simplified displays to present the key parameters under analysis but also offers an expert mode where spectra and trend information is also displayed.
The PDS 100G ID and PDS 100GN ID have in addition the facility to identify and display the isotope as well as its class. The advanced algorithm allows for the identification of mixtures of up to four isotopes including screening of SNM by medical sources and exceeds the requirements of ANSI 42-48. The HDS 100 is a high sensitivity hand held search and identification monitor delivering rapid identification and classification of nuclear materials. The HDS 100 uses the same detectors and detection algorithms as the PDS 100 ID monitors, but with a significantly larger detector volume, the HDS 100 series has an improved sensitivity and speed of identification and classification. Vehicle and Pedestrian Monitoring It is a common task within the security industry to locate and identify a source; JFIMS’ monitoring vehicle and pedestrian solutions facilitate the pinpointing of a threat location, rapidly alerting the operator if an isotope is approaching too close to a large source.

Following its launch at London Stansted the innovative TRS Tray Return System, has now been installed at Stavanger Sola Airport in Norway and Dubai Airports. John Farrow, Head of Terminal at Stansted Airport, said: “The innovative Automatic Tray Return System (Herbert TRS) we’ve introduced here at London Stansted utilises technology more effectively to reduce the manual handling of passengers’ bags and supersedes the previous labour-intensive system with an efficient automatic one. On-going feedback from passengers and staff has helped modify the prototype and deliver the system that’s now in operation.” Six TRS have been installed to replace Stavanger Sola’s manual system for handling cabin baggage at the security checkpoint, which involved the time consuming and labour intensive transfer of trays by trolley. Stavanger Airport’s operator, Avinor plan to use the TRS to improve throughput, enhance passenger and staff experience and reduce costs. Meanwhile, Dubai International Airport is having 116 TRS installed, through distribution partners I. O. Systems, to speed passenger throughput, reduce queuing and enable security staff to work more efficiently. They were faced with the challenge of growing passenger numbers and queues forming around the security checkpoint area. Having seen the Stansted operation, Dubai was targeting 300 passengers per hour throughput minimum, but the Herbert TRS has averaged 400 passengers per hour, during an extended trial period running on live passengers, well above expectations and with minimum maintenance and downtime. Andy Dowe, Herbert Systems’ Business Development Manager added: “By replacing a manual system with the TRS automatic system, we can eliminate the need for staff to lift stacks of trays. Each tray, as it reaches the end of the line, is automatically returned to the start of the line and is presented to the passenger as he or she arrives at the checkpoint. This means staff don’t need to handle trays, they arrive as required for passengers and the staff can concentrate on the security elements of their role – and are not beset with manual handling issues.”

‘No place for second best’
Accuracy International (AI) are unique in their approach to designing long range sniper rifles. Based on user feedback and analysis of their particular specifications, which can differ, AI have developed an optimal balance between traditional engineering skills and cutting edge design. Through computer aided design, all AI’s weapons and suppressors are designed electronically using CAD focused software, Solidworks, which enables the company to visualise new prototypes much quicker than previously possible. Designs for components and entire weapon systems can be fed into the Rapid Prototyping Machine (RPM), which then decodes the CAD designs and lays down physical layers of liquid

plastic in a series of cross-sections. These layers gradually build up to create a physical version of the CAD schematic ready for handling in the real world. CAD and RPM technology enables Accuracy International to quickly prototype new items without the huge cost and time constraints of constructing it out of metal. As soon as finalised, the system is constructed identically each and every time and sent to AI’s the machine shop for manufacturing where the creation of core components such as the chassis, action, magazines, bolt and firing mechanism takes place. The elements are
created in CNC milling machines, hydraulic presses, spark erosion cutters and components are covered with anti-corrosion coatings providing extra durability and longevity. AI have spent a good deal of time maximising the assembly flow of all its rifles. When manufactured, each weapon is partnered with it’s own identity tag and paperwork specifying it’s build stage and bespoke options. The next stage sees the completed weapon sent to Accuracy International’s dedicated in-house testing facility where the long range rifles are tested for mechanical operation, and component/full weapon quality. When they meet the company’s exacting standards, they are then sentout to end users or distributors. The ability to proof all models in-house is a unique feature of Accuracy International, meaning that the company is able to cut down on transport, ultimately reducing costs and improving security. original equipment controls, platform, or vehicle. AFV Sim’s controls have been proven to be a cost effective training solution for several gunnery skills. As an example, a customer’s established method to train soldiers to bore sight a Remote Weapon Station had been by using the platform and firing live ammunition at targets on a firing range. These skills are now taught and practised with simulated controls and simulation software in a classroom and this method has considerably reduced the amount of ammunition and range time previously required. Simulated controls for armoured fighting vehicles have been used for computer simulated gunnery training by Armed Forces across the world in countries including Denmark, Sweden, Australia, UK, The Netherlands, USA, Chile and Finland to name but a few. The design of Waterwall changes the characteristics of water from being a continuum and a free flowing fluid into a solid wall of water that can be engineered and used as a free standing wall. This use has been patented and Cintec’s clients can be offered water filled structures that are unavailable by any of the company’s competitors. Equally, the unique design and build quality of all Cintec products is second to none. Utilising this, Waterwall refracts the impact of blast, fragmentation and increased pressure to withstand high volumes. Showcased at the G8 in Japan, utilising the Waterwall and its state-of-the-art properties results in limited fragmentation and low blast wave levels when carrying out controlled explosions. Waterwall has undertaken stringent tests within the industry including operation at the FPEG meeting which takes place biannually. The product which can be conveniently transported in a range of vehicles, has also been tested in Jordan under the scrutiny of security agencies and even the King’s private Bodyguards. Cintec offer a range of bespoke adaptations to Waterwall and can tailor the product to meet the specification of various industry uses. For example, a decontaminate can be added for the safe mitigation of CBRN bombs. Waterwall can be used in a number of ways. The product can encase the wheel of a vehicle carrying a potential CBRN threat or used as an A-frame for larger dirty bombs. The product, which is designed, manufactured and supplied by Cintec has been tested and implemented in many of the world’s aircraft, battlefield situations and in partnership with the Royal Navy, in vessels where
ammunition is carried. Waterwall can also be placed by a robot and removed from the site; therefore further reducing the risk to the operator. Another project saw Cintec provide a Terminal at Heathrow International Airport with a variation of Waterwall for use with CBRN threats - utilising robotic technology, the Waterwall could be placed, filled and deployed in smooth operation ensuring minimal disruption. Waterwall has also been used in Afghanistan where non-metal CBRN devices are in place. Waterwall has been used in the controlled explosion of these devices, safeguarding the troops against dirty bombs in the battlefield. Waterwall has recently been used in Munich, Germany for the safe explosion of UXOs with late fuses dating back to World War II. The device was discovered between 4 and 5 metres underground and the decision was taken to commission a Waterwall tank of water, 4 metres high to smother the bomb on its explosion to avoid fragmentation and keep disruption to a minimum. Fire Brigades in the UK have also invested in Waterwall for its flood defence capabilities. The standard Water tank used by Emergency Services features 1.75 metres of water; a lightweight solution which possesses improved constriction properties than traditional sandbags. The inflatable tanks also feature compression fitted joints to avoid leaks. Waterwall can be used within Emergency Services in conjunction with a stateof-the-art fire fighting robot. Waterwall is secured with a quick release coupling to a robot which then deploys, saving time and allowing personnel to carry on with their every day tasks. Cintec also supplied Waterwall tanks to Fire, Search and Rescue agencies in the UK. The 10,000 litre tanks which connect to the main bowser, recycle the water which is used for training and filling purposes meaning no redundancy while fighting a fire. The tank can also be used for fracking processes with a filtration tray set inside the tank’s wall for hard products, dirt etcetera, contained within the recycled water. Anchor & reinforcement of bridges, railway structures and the strengthening of structures to resist earthquakes Cintec stands for Controlled Injection Technology and was formed in 1984 to promote a unique retrofitted anchoring and reinforcement system in the construction industry.

The use of the system has been developed initially to strengthen structures to resist seismic forces but it was soon realised the synergy between this type of

loading particularly the improvised explosive devices used by terrorists with vehicle bombs. A bridge in Denbighshire suffered extensive debris damage due to extensive patterns, divert future flood water and withstand future debris influx. The company’s work here was recognised by an Historic Bridge Award. The company was also commissioned to repair the burial chamber of the Step Pyramid in Cairo following the catastrophic earthquake which hit the city in1992. The Step Pyramid is the oldest over land structure in the world. It’s burial chamber partially collapsed during the earthquake; Cintec used Waterwall technology to provide pneumatic support – protecting the stone work with foam surrounds – whilst re-pointing and implementing anchor support systems in the historic structure. Utilising ARCHTEC software to monitor cracking patterns, Cintec worked to prevent further brick falls to +/-15%accuracy and provided further seismic solutions for fifteen other mosques in and around Cairo. The new product range which encompasses Cintec’s anchoring and ARCHTEC software is called Blastec; an extensive testing regime was undertaken into various types of material and wall type of construction to determine the strengthening qualities of the system which included support by the British and United States security forces.

The first trial of the Blastec range was based on water inside PVC sausage’s 2 metres long and 450mm wide in the form of ovals. This wall needed two days to erect and contained 30 bags that were stacked in rows on on top of the other to produce a wall 2 metres wide and 2 metres high. The test was to prove the effectiveness of water.
“Our products are designed to mitigate the risk that the client anticipates. They are extremely effective against blast waves and fragmentation usually found in an IED and can assist in reducing the foot print of a CBRN device with the correct countermeasures added to the water” explained Cintec’s Managing Director, Peter James.
The test was very successful in that we learnt that water was excellent at absorbing the energy of the blast wave and also to defeat fragmentation but that we needed to be able to harness its deployment and extend its range of possible uses.
Peter directs operations and spent eighteen years in the Naval Reserve specialising in mine countermeasures in the executive branch and retired as a Lieutenant Commander.
Blastec anchoring systems can also be used in conjunction with window systems, resulting in modern day buildings not looking out of date whilst reducing the dangers or blast waves and fragmentation. The product has been used successfully on existing buildings around the world including power stations in the UK as well as on structures managed by Basildon and Watford Housing Associations. Each of Cintec’s products are examined and certified at test licensed or military test sites throughout the world.
