Cutting-edge forensics will be the talking point at region’s top security show Security agencies in the Middle East region will be turning their attention to the latest developments in crimefighting science and technology at the region’s biggest security event which takes place in January. According to the organisers, Epoc Messe Frankfurt, there is growing interest in the latest advances in forensic criminology and detection methods from police and security forces from around the region. “The use of scientific methods to combat crime and anticipate the criminals’ next moves is certainly not new,” said Ahmed Pauwels, chief executive officer of Epoc Messe Frankfurt. “But the effectiveness of using the latest technology to aid in solving otherwise puzzling crimes has been demonstrated tellingly both in the region and on the international

stage. This has led to growing emphasis on forensics and criminology by law enforcing agencies around the region,” he added.

With Dubai Police in the process of setting up a US$137 million ultramodern, cutting-edge forensic criminology complex in the Emirate,

representatives from the force will be examining the latest wares of international forensic suppliers and laboratories with close interest. “The ongoing support from Dubai Police for Intersec has been one of the major reasons behind the event’s acknowledged success,” added Pauwels. The Homeland Security & Policing section at Intersec will feature the latest range of specialised electronics, forensic solutions, training and consultancy services, equipment for special forces, aviation security, physical security, tactical security, detection and disposal, as well as armoured vehicles and equipment. Networked security gives retailers the extra edge Network video solutions are increasingly being used to fine tune retail environments across the Middle East, according to Axis Communications. “Retailers in the region are becoming more aware of the security benefits of network video surveillance as well as operational benefits. By taking advantage of a large variety of intelligent applications compatible with network cameras, retailers can benefit from more than just security; including insights into customers’ behaviour that help design better shopping experiences.” said Gilles Ortega, regional director, Middle East & Africa, Axis Communications. “I think there is a real opportunity for retailers to maximise their investment in their surveillance system so that it can be used as more than just a loss prevention tool.” Axis Communication’s retail customers in the region include Saks Fifth Avenue, Bloomingdales, Galleries Lafayette, Marina Mall – Abu Dhabi, Al Ain Mall and Al Muhairy Centre, among others.

The Middle East retail sector has been recording unprecedented growth over the past few years making the region one of the fastest growing retail environments in the world with anticipated CAGR of around 10% during 2011-2014. (Source-RNCOS research) In terms of optimised merchandising and operations, Ortega says that solutions such as those from Axis provide a shortcut in the time-consuming task of gathering data from multiple systems and sites to give a real boost in store performance. “Strategically placed cameras can be used to record and measure consumer activity and understand buying behaviour, so retailers can identify the most popular areas and optimise their store and display layouts accordingly. The addition of built-in people-counting and integration with POS (Point of sale) systems can generate valuable information about customers.” Network cameras, he says can

identify empty shelves and alert staff that they need to be restocked. They can also let staff know when a queue is too long, so more cash registers can be opened. Network video enables retailers to place staff where they are most needed, and to optimise staff shifts to meet customer demands. It enables immediate evaluation of

marketing and promotion campaigns. Retailers can quickly find out whether their in-store signage, and display windows really attract customers. Their customer and POS metrics are only a mouse click away, enabling strategic marketing decisions to boost sales. All of this can be done in realtime and remotely, for single or multiple stores. I

UK company wins first major order from Middle East for specialist prison locks A UK manufacturer of custodial products has just completed its first order for prison locks to the Middle East after beating off stiff competition from a number of competitors. Pickersgill-Kaye won the order for prison locks from the Minister of the Interior. To secure the order the company was required to not only quickly airfreight samples but also meet extensive UK export checks and trade agreement rules, as in keeping with supplying security related items to the region. The initial order is required for the extension of a prison, which for contractual reasons cannot be named, but subject to on-going funding, further sales are anticipated early next year. This latest order is for the company’s cell door locks, which are made from a one piece heavy duty solid body and fit all standard cell doors. Tested against 300,000 door and handle operation cycles, the cell door locks are considered to be the best on the market. The eight-lever lock meets the demanding performance requirements laid down in standard SS317 – a

specification for locks for custodial doors. This internationally respected standard measures the lock’s resistance to damage, physical security, ergonomics and performance in a hostile environment. Equipped with ligature resistant features that help in the provision of safer cells, the locks also provide high levels of security and high resistance to damage and wear and tear. As part of the package the locks were supplied with additional lockdown features that enables all locks to be closed with a master key. Servant and master keys have also been supplied in accordance with the customer's requirements. Pickersgill-Kaye’s business development manager for security and engineering products, John Moore, said: “Kaye cell locks are in use in a cross-section of UK police custodial cells. However, this is the first order from a prison in the Middle East and we are obviously delighted that they have chosen our products. “Custodial cells by their nature are required to accommodate violent and vulnerable detainees and the fact that the Kaye locks are able to resist

and withstand all sorts of abuse was a key factor in winning the order.” Pickersgill-Kaye is no stranger to export and already supplies high security custodial locks to the

Malaysian police and its railway products continue to win orders from European companies including Siemens, Bombardier, Alstom, Irish Rail and CAF. I

FFT secures perimeter contract for regional airport Future Fibre Technologies (FFT) has been awarded a multi-million dollar contract to supply its fibre-optic perimeter intrusion detection systems for a major new civilian airport development in the Middle East. Working with one of FFT’s global system integration partners, this complex project will comprise multiple perimeters that total almost 50km. The selected perimeter intrusion detection system was required to integrate into an existing third party security system, and had to operate in an environmentally demanding high security environment. An all fibre optic solution was chosen as the most appropriate route to protect this

prestigious and critical national transport infrastructure. FFT’s regional director, Adam Wilding-Webb says: “The presence

that FFT has in the Middle East coupled with the unrivalled local sales and technical support we offer to our customers and partners has

enabled us to win projects such as this. Combined with our advanced technology and flexible design approach, an all fibre solution from FFT represents the pinnacle in perimeter intrusion detection in today’s market.” This most recent project comes off the back of several other significant FFT project wins in the region including a 20km sea port perimeter project which utilises the FFT Secure Fence system, an 18km oil refinery, and a 9km offshore gas storage facility. FFT’s perimeter solutions can cover up to 80km from a single location, require no power in the field and have been proven in harsh environmental conditions. I

Dubai tower site workers enjoy extra protection from fall prevention devices Contractor for the 49-storey twin Mixed-Use Towers, Arabian Construction Company (ACC), has turned to Combisafe for both a fall prevention and edge protection solution for the Dubai site. Sitting across a man made lake from the world’s tallest building, The Burj Khalifa, Dubai Mixed Use is designed by Fentress Architects and rises up to 210 metres. For the construction of the two towers, it was essential that the safety of the site operatives was addressed as well as the protection of pedestrians around the busy ground level metro station. Combisafe provided three of its solutions for the site. This included 200 steel mesh barriers and a temporary fall prevention system used on formwork at leading floors. Available in two standard sizes 2.6 metres and 1.3 metres, the barrier is essentially a guardrail, toeboard and netting rolled into one and has the

added benefit of being able to span trades, accommodating their different edge protection needs at different phases of the construction project. Offering protection for both pedestrians and the metro station below, the Combisafe Safety Net Fan

MAXI EW was also specified by ACC because its two metre turned up section provides an extended catching width, making it ideal for windblown debris which in this case was caused by concrete operation as well as blockwork and cladding fixing. Tested to comply with EN1263

and designed to withstand winds of 100 mph, the Safety Net Fan MAXI EW was supplied in both 4.2 metre and six metre units. All components of the Safety Net Fan MAXI EW are interchangeable with the company’s standard Safety Net Fan so it is easy to put up and dismantle. On the Dubai Mixed Use, 80 of the Combisafe Safety Net Fan MAXI EW were assembled on the ground and then lifted into place by crane. Used on two levels, each Safety Net Fan MAXI EW was then secured to the formwork slab by the versatile Slab Attachment. Once in place the fans were joined together by a minimum 75 cm overlap at the narrowest point. Combisafe also provided vertical Safety Netting System U on 20 floors to provide complete floor-to floorenclosure preventing grout and plaster splatter on the metro station, pedestrians and traffic below. The opening comes in response to a growing market in the region for the company’s perimeter protection solutions – especially from sites where a high level of security is required such as oil pipelines or other critical national infrastructure. Optex also supplies fibre optic cable sensors from Fiber Sesys in the US – a company that was purchased by Optex in 2010.

Advanced event management design for Yas Island Cassidian has delivered an advanced control room solution for Abu Dhabi police to help manage high profile events such as the Formula 1 Etihad Grand Prix as well as general infrastructure security in the Emirate. The turnkey project included the complete design and refurbishment of the operation room and the integration of a fully resilient IT and communication infrastructure that included video integration, radio dispatch, situational awareness, training and support. Amongst the key feature of this control room are Cassidian’s new generation of radio consoles, which enable the security forces to communicate and dispatch forces to

emergency incidents at the touch of a button. Staff Major General Obaid Al Ketbi, Deputy Commander Abu Dhabi Police says: “The security of events like the 2011 Formula 1 Etihad

Abu Dhabi Grand Prix is taken very seriously in the Emirate of Abu Dhabi. Therefore, it was critical that this event control room was fully operational. CEM solution gets Dubai’s Terminal 3 off to a flying start CEM Systems, part of Tyco Security Products, has been awarded the contract to secure the new Concourse 3 at Terminal 3 in Dubai International Airport. The CEM AC2000 security management system will be installed to ensure the highest level of security. Concourse 3, which will take a similar shape to Concourse 2, is predicted to handle 15 million passengers annually. It is being constructed to accommodate 20 aircraft stands, of which 18 will be exclusively for use by the Airbus A380-800, and the remaining two for the Boeing 777.

“Being awarded the contract to secure Dubai International Airport is a significant win for CEM in the Middle East” said Philip Verner, regional sales director EMEA, CEM Systems. He continued: “Dubai International Airport joins some of the world’s most prestigious aviation sites by selecting the CEM AC2000 system to secure, Concourse 3, Terminal 3”. Work on Concourse 3 began in 2008 and it is expected to open in 2012. It is reported this is part of a much wider multi-billion dollar program to upgrade and extend Dubai International Airport, making it one of the world’s largest airports by 2025. I

The units feature a Quad PIR, a thermo sensor, light sensor, active infrared sensor and Optex’s patented three-axis accelerometer that indicates which angle is best for detection by LED lights. The unit also has antivandal/anti sabotage features and is manufactured from reinforced polycarbonate. Certain models also have an anti-creep detector – a short-range sensor that prevents a very short-range attack on the sensor from directly beneath the mounting. The detector is adjustable on two planes and is calibrated to give the precise range for any given height. Site management “The comprehensive camera coverage is also imperative to site management,” explains Brett Plumbridge. “With such a large resort, the servicing, deliveries, and daily management of housekeeping at the site needs to be very organised. With high-resolution images coming in to the control room from all areas of the resort, its management can keep a close check on housekeeping procedures in any area of the business, at the touch of a button.” Even the Ambassador Lagoon, the resort’s 11 million litre marine habitat is now included in the CCTV coverage, with the high-resolution images ensuring the well-being and condition of all marine life and their habitat at the resort, 24/7. Phil Longley, vice president of Synectic Systems Group says: “We are very proud to assist such a prestigious site with their electronic surveillance, and pleased that our SynergyPro VMS platform is forming the cornerstone of the CCTV Command & Control at Atlantis, The Palm. “The success of the new Synectics-based camera system means that we now plan to migrate the existing camera network over to Synectics VMS too,” adds Brett. “We have already employed Synectic’s e800 encoders to encode signals from some existing analogue cameras, in addition to employing NVT NV-208A-M single channel passive transceivers to increase signal strength on many of the existing cameras over UTP video transmission. This has increased the quality of images received in the control room significantly. “This latest phase has doubled the CCTV coverage enjoyed by the security team at Atlantis and increased the image quality of the existing camera network. It will now form the basis of an on-going plan to migrate all cameras at the hotel across to the SynergyPro VMS Command & Control platform.” ■

BRIDGING THE DIGITAL DIVIDE The Synectics e800 eight-channel video and audio encoder which was used in this installation is the latest incarnation of the renowned

camera network, and demonstrated its capabilities via a comprehensive on-site demonstration by the Synectics technical team. Using quality ‘best of breed’ solutions such as Synectics’ SynergyPro VMS, we can be assured of their performance when installed on-site.” Connected to the on-site control room via a dedicated IP network, the new cameras are controlled by seven SynergyPro VMS operator positions, and recorded via Synectics Primary Storage Node technology with more than 350Tb of storage, utilising the latest H.264 compression technology. “The SynergyPro VMS review environment means play-back of any potential incident is instant and of the same superb quality as the live footage,” adds Brett. “This was very important for the hotel’s management and a key requirement in the original design brief – one that we were able to assure them would be delivered by employing Synectics SynergyPro VMS.” The CCTV system is used to fulfil many different roles at the resort. Security is a primary role, with the high-resolution images from the cameras used to support a manned guarding team that can be deployed to any part of the site at a moment’s notice. “Guest

degree cameras in place, not just on Al Rasheed Street but throughout Baghdad, will be instrumental in rebuilding this historic city. And across the border, the vast number of parks and gardens of Istanbul in Turkey have witnessed their fair share of crime over the years – in the working class areas of the municipality there have been beatings, muggings and drug related incidents. With some of the parks covering areas the size of several football pitch’s, perimeter control simply wasn’t going to provide an adequate level of cover. Local government officials knew their only real solution was to have 360-degree cameras installed as part of a wider security solution, and so turned to Oncam Global to consult on providing the level of surveillance the parks really needed. The number of cameras required varies by location, but all are strategically placed throughout the parks to provide maximum coverage, Total Situation Awareness and to reduce the need for regular CCTV. SME investigates the potential for new and legacy surveillance solutions to be brought together so that sites can be secured using the latest IP-based networked technology while, at the same time, taking full advantage of their pre-existing analogue infrastructure

Best of both worlds Despite the inexorable rise of end-to-end IP solutions across the Middle East, especially with regards to prestige new build projects, it can often be preferable – from a practical and budgetary standpoint – for security managers to consider adopting a less radical, hybrid, approach to CCTV before jumping wholesale towards a pure IP infrastructure. With March Networks positioning its 4000C hybrid NVRs as a migration platform to allow customers to transition from the analogue to the IP world, SME spoke to Chetan Sathaye, regional director, Middle East and India about recent trends: “As well as the NVRs, to support hybrid solutions, we also offer single channel and multi-channel encoders. This all fits together with our video management system platform called ‘Command’ that we released a few months back.” According to Sathaye much of the demand for hybrid systems in the region comes from places like Oman and Saudi Arabia. “They are slightly behind the curve in terms of implementing full IP, whereas the UAE by contrast has migrated almost completely to IP for large scale installations.” Sathaye says that March Networks remains very much a leading supplier in the Middle East banking market, integrating a specialised hybrid recording system into the confines of ATMs to support video and transaction matching. “Most of the banks we deal with still run on analogue cameras for ATMs, although there is a gradual migration to IP. The Central Bank of Qatar, for instance, recently released a new regulation for banks to

upgrade their ATM security from analogue to digital.” In terms of economics, there has never been a stronger case for hybrid, according to Ivo Drent, director EMEA at IndigoVision, as given the number of analogue cameras already out in the field, users are keen to maximise their return on investment. “From an economic standpoint if you have the front cost already, the system is working fine and can be maintained, and there is nothing wrong with the analogue cameras on a site, then the sensible thing may be to go for hybrid and just swap out the obsolete matrix,” he says. Drent is also keen to stress that the outlay required for the installation alone of full IP on existing sites can be a major driver for hybrid solutions, even more so than the equipment itself: “Where an analogue system is already deployed, and all the coax leads, it is relatively easy to take the coax at the point it is aggregated into one big bundle and plug into a hybrid IP system. In many instances the really big cost of going completely IP is replacing the actual cable, especially if this involves going across car parks, roads and other extensive areas.” David Aindow product and technology director at Technology Centre: “Our investment in hybrid stretches back 10 years when IP video started to make an impact on the surveillance market. At a practical level we didn’t want customers to be faced with having to rip out all of their analogue technology to support digital. The police have to ensure that evidential video clips used in court cannot be open to interpretation. Having any delay between the video and audio could introduce uncertainty during playback. Similarly any dropped frames in the video would be unacceptable for the same reason. IP Video vendors that can fully support synchronised video and guarantee no dropped video frames are being increasingly specified for these law enforcement applications. Some IP Video vendors are also developing dual channel audio capability, which will allow the interviewer and interviewee to have their own microphone to further improve the clarity of the recorded interview. An example of how the latest IP Video technology can transform the interview process is seen at the Hudson County Prosecutor’s Office, New Jersey, USA. The prosecutor’s office has a staff in excess of 300 that includes assistant prosecutors, detectives, and clerical and support personnel. The investigative division of the office is supplemented by officers employed by the County Sheriff and the county’s 12 municipalities. It is the second largest county prosecutor’s office in the state of New Jersey. The new IP Video system replaced an analogue/VCR system that was proving to be inadequate for the demanding application of recording law enforcement interviews. Officers could only view video and listen to audio from a small room adjacent to the interview room itself and longer interviews had to be interrupted to change tapes. The IP Video distributed architecture now allows live and recorded video from any camera to be viewed from anywhere on the network. Redundant and fault tolerant Networked Video Recorders (NVRs) have replaced the unreliable VCRs and removed the need for tape changes. The ability for multiple users to view video over the network has also aided in the investigative process. Sergeant Gerald Dezenzo, head of Computer Crimes says: “It is vitally important when recording interviews that we have no delay between the audio and video, otherwise it could bring into question the validity of the interview.” The County Prosecutor’s Office currently works out of three buildings and has 25-30 users that monitor live and recorded video from 20 cameras installed in four interview rooms, cells and public waiting areas. The Task Force building is home to the Homicide Unit, Special Victims Unit (SVU) and Narcotics Task Force, each of which has its own interview and monitoring room. In addition the SVU also conducts interviews in the Hudson County Child Advocacy Center which is approximately two miles away. All of the buildings are connected via a network and video from any camera can be viewed from each location. “Having a fully redundant recording solution for video and audio was an important consideration when choosing the system,” added Dezenzo. “NVRs have been configured to automatically record an interview onto two separate recorders for each room, thereby ensuring no part of the interview is lost in the event of an NVR failure.”

Public Address (PA) The next logical step for IP Video systems is to integrate PA capability into their security management software, thereby offering building owners an additional service without the need to install a separate system, generating significant cost savings. The flexibility of this approach has been demonstrated in schools. Here a pre-recorded message of a class-change bell is broadcast to all speakers at regular intervals throughout the day. Staff can also manually transmit a live message to one or more specific speakers in response to an incident viewed on camera, warning students of their actions. This is achieved through the ability to group cameras (and their associated speakers) into ‘PA’ groups, enabling messages to be simply broadcast to particular parts of a building – all across the IP network.

Audio analytics Leading IP Video vendors provide a range of audio analytic functions. These allow operators to search recorded footage for audio content in a faster and more dynamic way than just passively listening during playback. Identifying an incident that’s happened outside the camera’s field of view, such as a broken window, is an important tool for post event analysis. Typically, a series of filters can be configured to perform tasks and identify specific incidents. The filter results are displayed in a video timeline, allowing operators to search through hours of footage in seconds. Thumbnails of these results can be displayed and once an event is identified simply ‘double-clicking’ the thumbnail will start video and audio playback from that point. This adds a new dimension to postevent analysis and under certain circumstances can be a faster way of finding an incident than searching the video based on motion criteria.

Latency Latency is the delay introduced when transmitting information across a network. The delay increases as more data is transmitted. In reality it takes very little data to transmit high-quality audio across a network, as is seen by the many people that stream music across the internet and their home networks. However, as audio is generally synchronised with the video, which takes considerably more bandwidth, it is the video that determines the delay in the audio. It's not just the financial cost of your equipment you need to consider when upgrading your security system. Calculating your bandwidth needs is just as important, writes Milind Borkar

The price of high-resolution “The higher the resolution, the higher the bandwidth” – so states a well-known axiom of video transmission. HD transmission eats up more bandwidth and ultra-high resolution creates a large data stream, creating stress upon network bandwidth, an important consideration when designing a video surveillance system. Integrators and their customers must make sure that bandwidth consumption is realistic. This is especially true in the great majority of cases in which the video is riding on a network controlled by the IT department, a group that must assure all the company’s data is being transmitted to its users quickly and with clarity, from email to the production software. Since video uses much more bandwidth than most data, IT professionals are especially wary of it. Their great fear is that the security surveillance integrator will implement the solution and then walk away from it, leaving the IT department maintaining and monitoring all the new equipment and the problems it might cause to 48

the rest of their users. For that reason, it is important to partner with IT from the beginning, explaining what is being considered and sharing the technical specifications of the project including estimates of bandwidth consumption. There are several factors which affect bandwidth: Analogue, megapixel IP or megapixel HD-SDI cameras Size of the camera ■ Frame-rate ■ Compression format: CODEC, M-JPEG, MPEG-4 or H.264 ■ Efficiency measures ■ ■

remote monitoring applications boast more resolution and, therefore,

higher quality images. One certain way to lower bandwidth is to use megapixel and HD cameras only where needed in a coexistence system combining both the new IP cameras and the previous analogue system. In this solution, the existing analogue equipment, including cameras, control room, video wall and cabling remain untouched while the VMS software integrates with the present keyboard, sitting on top of the system to manage the IP equipment using the already-installed analogue control system. There is no need to convert analogue signals to digital with encoders. Megapixel units can range in size from 1.3 to 5 and higher. For most applications, the work horse is the 1.3 megapixel camera. There are more of these than any others installed. It’s the cost effective hook – in addition to price, a 1.3 megapixel camera gives 2 times (2x) the horizontal field of view of a standard definition analogue camera. Lower resolution IP megapixel cameras, 1.3, 2.0, 3.0 MP, typically have higher frame rates than higher resolution megapixel cameras and this also boosts bandwidth usage. The very high megapixel cameras – 7, 10 and 14 – are aimed at special applications and are not intended for general surveillance. They require much more bandwidth. In addition to megapixel IP cameras, there has been a lot of news recently concerning megapixel HD-SDI cameras, which use a completely different technology and operate over an organisation’s existing coaxial network. Because the video feed travels Since video uses on its own line with no compression, these cameras much more bandwidth deliver megapixel quality video than most data, IT without requiring IT network professionals are bandwidth, dropping packets, or especially wary of it reduced resolution from compression. It simply avoids the IT department and its network altogether. Deciding which codec to use is a balancing act. One needs to create the best mix of processing power needed versus the amount of bandwidth to use when implementing megapixel IP cameras. The CODEC used is a prime consideration. MPEG-4 is 50 percent more efficient in its use of bandwidth than M-JPEG and H.264 is even more efficient. So, where is the conflict? There are three important factors to remember when considering the use of megapixel IP cameras:

1 H.264, a better compression technology, requires less bandwidth and storage capacity. That’s good. 2 H. 264 requires more processing power. That’s not so good. 3 Since H.264 has a higher resolution, it requires a higher resolution display. That’s not a big issue unless you don’t follow through. So, although H.264 needs less bandwidth and storage capacity, it does bring some negatives. Some are in the process of being overcome. For instance, PC graphics cards are moving quickly to the H.264 standard and video management software vendors are making vast improvements in H.264 processing so that, eventually, the industry will overcome this particular drawback – but just not yet! Today, when viewing multiple cameras simultaneously, overconfigure the servers in the control room to cope with the more intensive processing requirements. Or, remember, although M-JPEG does not yield the bandwidth and storage savings when compared to H.264, M-JPEG does not require as powerful PCs or processors. Another issue is standards. Too often, H.264 is implemented in a proprietary manner by camera manufacturers. Video management software (VMS) vendors simply can’t support all the “flavours” of

H.264. Be sure that the cameras selected are fully supported by the VMS vendor and that they support the full range of features provided by the camera. There is a new CODEC on the horizon, High Efficiency Video Coding (HEVC) that is being developed by the Moving Pictures Experts Group (MPEG) along with several other groups. When the standard is developed – it is planned for the summer of 2012 – it will reduce bandwidth by one-half that of the same image in H.264.

Increasing the efficiency There are typically three methods in which megapixel IP cameras perform bandwidth management. Image cropping: When viewing and recording a wide field-of-view, one often views and records much unwanted video, like the sky. Bandwidth management crops out the unwanted portions of the image which results in less bandwidth and more storage. ■ Bandwidth throttle: The camera lets the user limit how much bandwidth will be used, eliminating too high of bandwidth use. ■ Storage throttle: Similar to bandwidth throttle, the user determines how much storage the camera will use. In low activity areas, the camera can be directed to use less storage; in high activity areas, the camera is directed to use more storage. ■

System designers, when facing extensive bandwidth use, should also consider using fibre as the transmission vehicle. Since fibre costs more than traditional cabling, large installations will need an in-depth study of how and where HD is really needed. Determining the bandwidth requirements is critical and must be done before equipment is purchased for the project. The good news is that most major video manufacturers provide bandwidth calculators. Today, the bandwidth on LANs and WANs is more robust and capable of handling increased video traffic than ever before. By truly thinking out what is needed in advance of specifying which products to use can provide a solution that works for all now and into the future. ■ Milind Borkar is Infinova vice president – Middle East, India and Africa.

Security issues are never far away from the minds of airport operators. Whilst vigilance must always remain high, this cannot come at the expense of operating efficiency. John Wood looks at how human factors thinking can help

airports, but with increasing passenger numbers, it is always a battle to achieve a smooth flow through airports, particularly with security remaining a key issue. One of the world's biggest regions for air transport investment is the Middle East – it is one of the fastest growing with increasing volumes of both passengers and freight. Al Maktoum International (DWC) in Dubai will become the largest in the world when it is completed, whilst twenty-five miles to the east, Dubai Airport has seen an 8% growth in passenger volumes this year. Elsewhere in the region, Muscat is up by 13%, and Abu Dhabi has increased numbers by 15%. In Qatar, the new Doha airport which has an initial capacity of 24 million passengers a year will see an increase to 48 million with the next phase of development which will see $15 billion being pumped into the facility. Nearly $350 million is currently being spent upgrading Bahrain's airport. That's a lot of money, and a significant amount is being used to ensure the safety and security of staff and passengers.

One of the key parts of airport security infrastructure are the security checkpoints. Passengers see and use them when they check in, but when it comes to their checkpoint design, designers must consider the needs of not only passengers, but maintainers and checkpoint staff as well. To ensure checkpoints do not hinder the passenger flow, designers must take into account 'human factors' something that is intuitively understood, even if the science behind it is not. It is one way that designers can maximise the value of any investment and ensure that operators get the most out of any airport. Often referred to as 'ergonomics', human factors covers a much wider range of human needs and behaviours. For passengers, some of the human factors that designers take into consideration include privacy, clothing, attitude, processing speed, stress and anxiety. For operators, their issues include process design, equipment design, training, environmental factors and posture. and 900,000 jobs to the American economy. Understanding the different types of passenger will impact on the design of screening areas to maintain the through-put. Passenger extremes will include octogenarians, wheelchair users, mothers-to-be, children, those with learning difficulties and individuals with restricted vision. In each case designers need to consider heights of conveyors, light levels, instructions and assumptions on mobility to ensure that security lines are not to be held up.

Looking at staff first, they have a front line role in intercepting any problematic passengers or luggage, so it is vital that they work in the optimum environment which will help keep them alert for their entire shift. For operators working at the conveyor – checking bags through Xray machines or physically manipulating trays or luggage – the physical layout of equipment is crucial. Passengers are encouraged to load their own hand luggage as a way of minimising stresses and strains, but it also enables operators to be more alert at all times. It also helps minimise the financial implications of reduced efficiency and time off work, which are caused by back injuries. In general, we have found that the best designs are created in conjunction with the operators themselves – as well as creating a more efficient process, it can also help in the 'softer' issues – motivation, training, team working and supervision. X-ray screeners have received much attention in the past with working periods and target levels of detection being the subject of investigation. This has enabled designers to improve equipment layout, and also improve operator posture, leading to better performance. Passengers to the Middle East arrive from all over the world, and inevitably that means operators and their designers must be ready for all manner of cultural and physical differences between travellers. Psychological factors are important for the passenger. Body searches involve intrusion into an individual's body space. The experience is a negative one for both the security staff as well as the passenger – successful pat-downs must involve checks on some of the most intimate body areas. Whilst it is difficult to encourage people to do so, passengers can in fact help themselves by considering what they could wear for travelling. Items that use zips, rather than buttons, for example – even the fashion for Velcro becomes practical because it increases the speed at which clothing can removed and put back on. Seasoned travellers may well have worked this out for themselves, but the occasional traveller is less likely to have thought about the issue. However, the benefits of reducing the hassle can be calculated – a US survey established that American travellers would take an additional two to three flights per year if the hassles in security screening were eliminated. That would add nearly $85 billion in consumer spending

For identifying passengers who are a security risk though, there are different approaches which are being considered. Regulators are now looking at radical alternatives to the current screening processes involving risk based approached where the degree of screening is based around risk assessments. This 'smart thinking' approach will make a significant difference to the way checkpoints are laid out. This is a much more sophisticated approach which makes the passenger experience much better (the principle is proportionality - you stop only the passengers who are considered a potential risk, the vast majority will only be lightly screened). The same approach is adopted by customs officials who look to identify 'smugglers' who try and walk through the green channel, rather than stop everyone. The job of the designer would be easier if passenger flows were Passengers to the constant, but the reality is that Middle East arrive from they are not. With ten years to go Qatar has plenty of time to consider the implications of the World Cup. Maintenance engineers are not seen as front-line staff as far as security screening zones are concerned and their needs often do not receive the same level of attention as others in the security team. But their needs matter when it comes to easy access to vital parts of the machinery, which must be accessed to keep the systems operating. Access hatches, lighting and sight lines are also points to be considered by designers as these make a significant contribution to the speed of maintenance and repair. Operators expect to squeeze every ounce of performance from equipment and the design needs to enable will rely on faults being fixed efficiently and correctly. There is no definitive solution to checkpoint human factors as each airport is different – it is easiest to ensure 'best practice' when a facility is being built from scratch, but equally, there are 'best practice' approaches that can be applied to the refurbishment of older terminals. In the Middle East, where investment is high in both new facilities and the upgrading of older airports, the use of human factors thinking will help make it one of the key travel and freight hubs in the world.

Analytics for the real world The over-ambitious claims and promises that may have shrouded analytics some years back have been replaced by a more sober and solutions-based approach to the technology, as SME discovers

Video Content Analysis (VCA) – otherwise know as video analytics – is certainly an area that generates considerable debate. The wider deployment of VCA, which supports the automatic analysis of CCTV images has, some would argue, been held back as a direct consequence of overly ambitious claims in the early days that were simply not matched by system performance. Thankfully, technology has moved on considerably in recent times, whether it be at the edge or located centrally, and many of the initial operational issues are starting to be addressed. There is also, crucially, a more realistic appreciation of where video analytics and its associated algorithms, can be deployed to best effect.

Market potential A new report published by IMS Research entitled: ‘The World Market for Video Content Analysis in Security and Business Applications’, sheds some light on what the future holds, forecasting that the market for chargeable VCA applications will continue to grow quickly with

sales related to video surveillance devices reaching $600 million by 2015. The sectors where take-up is expected to be strongest include: retail, energy and utilities and transportation. For the Middle East and Africa, IMS Research estimates that the market for PC-based VCA software amounted to $3 million in 2011 and for intelligent video surveillance devices the figure was $5 million. The report’s author, Jon Cropley stresses that a clear divide is now emerging between free, lower-end, applications, like motion detection and camera tamper, which have been embedded in video surveillance devices for sometime and higher-end chargeable solutions. Explains Cropley: “Detecting an intruder inside a building from a few metres away requires a much less advanced solution than detecting an intruder in an outdoor environment from a greater distance and in conditions where there can be significant movement from peripheral features like branches moving in the wind.” Cropley believes that it therefore makes sense for a charge to be applied for higher-end VCA to recover the high development costs: “The SECURITY MIDDLE EAST | NOVEMBER/DECEMBER 2011 |

increased price for every device they sell. In addition, many VCA applications are quite niche so without targeted charging the majority of customers would be paying for a feature they would not use.”

For his part, Ivo Drent regional director at IndigoVision, signals a cautionary note with regards to video analytics. In terms of a technology adoption curve he believes that VCA is still very much at the bottom of the ‘chasm.’ “A couple of years ago we were seeing a huge amount of hype about video analytics with new companies appearing with tens of millions of dollars behind them but many have fallen by the wayside. It simply hasn’t been the goldmine that some may have initially thought. The reality is that we can make the basic stuff work pretty well – like tripwire – but the promise that you can effectively detect a person acting suspiciously, such as when entering a subway, is still just fantasy. People don’t behave as straightforwardly as that. “At a practical level before opting for a solution, potential users need to consider what they want to achieve, that it is really doable, and account for elements like camera positioning,” explains Drent. “Where a camera is actually sited can make the work of the analytics algorithms 10 times easier (or harder). Taking counterflow detection in an airport environment as an example, when a camera is looking down at the scene it is really straightforward, whereas with a camera viewing the scene from the side, or at an angle, there is the issue of perspective and objects that are in front of each other come in to play – this is when things start to become really tough.”

Roger Decker, director of solutions and marketing at Siqura is a strong advocate of application specific VCA. “At Siqura we are focused on providing the best possible detection algorithms for very demanding applications. This shift from generic solutions to more tailored options is where our efforts are concentrated in areas such as traffic management and the protection of critical infrastructure.” One project that Siqura has been involved in that showcases its capabilities is an Intelligent Transportation System (ITS) for Dubai Roads and Transport Authority (RTA). Here sophisticated detection algorithms are being applied to video to detect an array of events from stopped vehicles to drivers going the wrong way. In terms of where video analytics should sit in the surveillance infrastructure, Decker explains that Siqura also advocates the distributed route. “We put the extra hardware in the camera or an encoder. Having analytics at the edge means that this is where the number crunching can be done and the metadata sent back to a central location, which presents a fraction of the amount of data compared to streaming the complete video.” Siqura’s commitment to video analytics on the edge is reflected in the recent launch of a camera platform using a dedicated DSP (Digital Signal Processor) that enables analytics algorithms to be embedded.

IndigoVision as a company deliver systems that they have their own analytics and also integrate with third parties. “We supply basic analytics – motion detection analysis – as standard on our products, people don’t have to pay extra for this. I would guess that maybe twothirds of customers use it. In terms of advanced analytics the take-up is still pretty low, probably about a five per cent. The contrast between the two figures really tells you where the market is at the moment.” The sort of image processing involved in video analytics is, by its nature, very computing intensive. Drent’s view is that the only way to do it properly when looking at what is happening live is at the edge of the network in the camera or right next to the camera. “If you are bringing everything back to a central point and then analysing you have bottlenecks and it is not scalable. There is the fact that if the central server goes down the whole thing goes down.” Where Drent does envision a role for centralising analysis is in the

Peter Biltsted, sales director for the Middle East at Milstone reports a marked increase in requests for VCA. “Most of the demand we are seeing is coming from the public sector and ports and airports – the traditional users of video analytics.” In terms of specific projects in the Middle East, Biltsted says that Milestone has provided one of the biggest applications of video analytics in the region. “Ferrari World in Abu Dhabi is on an impressive scale and has more than 700 channels of analytics. At the theme park the analytics employed ranges from people counting to tripwires and zone violations. Basically this is working with the security system, ensuring, for example, that crowds are not going in the wrong direction or moving into areas where they are not meant to be.” Biltsted believes that there are still some factors holding back the wider roll out of video analytics. “A main commercial issue is the price point for analytics when weighed up against the relatively low cost of security guards. Another constraining factor is that the industry needs to be much better at getting the message across regarding the return on investment provided by video analytics. In addition, the cause of video analytics has not been helped when suppliers have provided cumbersome solutions, requiring considerable calibration, where the ease of installation and usability has not been there.” Milestone is a long-time supporter of an open platform approach to video analytics and as a consequence offers a framework which is capable of integrating video analytics tools from different manufacturers. “Customers can pick the video analytics that they want and are not forced to work with a certain analytics provider,” explains Biltsted. Considering the future, Biltsted expects video analytics to expand in 2012 and 2013 and feels that the companies that will ultimately be successful are those who actually have local support: “Without the right resources in place on the ground vendors might make a sale here or there but they are not going to be able to sustain a presence in the marketplace.” ■ SECURITY MIDDLE EAST | NOVEMBER/DECEMBER 2011 |

THE RIGHT LIGHT Lighting plays a crucial part in ensuring the highest levels of security but in hazardous environments ATEX-rated lighting is a must according to Raytec

For any facility that is potentially explosive having fully ATEX rated security technology is critical

Dedicated lighting allows CCTV cameras to capture high quality images, helps deter crime and also creates a safer, better-lit environment for people. Hazardous environments are no different. Such environments, including oil refineries, gas storage, power plants or petrochemical plants, often require a very high level of security to protect the site from theft, vandalism or terror attacks. They also need to ensure a high level of safety and visibility for site personnel in a potentially very dangerous environment. The careful use of lighting is paramount to achieving this. There are certain guidelines that determine the type of security technology that is suitable for hazardous environments. For any facility or zone that is potentially explosive or flammable, having fully ATEX

rated security technology, including lighting, is absolutely critical. An ATEX rated product is designed so that it cannot cause an explosion by igniting the surrounding (external) flammable gases or vapours. “There are many ways of designing lighting so that it is ATEX rated for hazardous environments. This can include containing the light in a specially sealed housing so that the dangerous gasses cannot get into the unit. Another safer way to achieve ATEX rating is to control and run the light below certain temperatures so that it could not ignite the gasses even if it was to come into contact with them�, says Simon Bowman - technical director, Raytec. Installation in a hazardous environment can be extremely costly, as it carries a high level of risk and requires certified engineers and specialist equipment. With the short life of old bulb technology, such lighting would require continuous replacement and maintenance, incurring huge labour costs. The long life and zero maintenance nature of LED lighting makes the technology ideal for areas which are difficult to access, and allows the user to make significant labour cost savings throughout the life time of the illuminator.

Lighting technology comparison Derek Plummer, white-light specialist for Raytec has over 40 years industry experience in designing schemes for many different types of lighting technology and compares the advantages and disadvantages of various visible lighting technologies. Halogen style lamps are very inefficient. They consume vast amounts of electricity, (up to 500W per unit) giving off more heat than light, making them only about 10% efficient. They also have a short product life of about five months and therefore are costly to maintain and replace. This short lamp life and lack of reliability means that they are not suitable for high security applications where failure is not an option. Continuous replacement and maintenance is often costly in hazardous environments, as it can be difficult to access, and often requires special equipment - therefore short life lighting solutions are highly unsuitable. Metal Halide lamps are quite efficient and have a good optical output. They have a slightly longer life of about two years but suffer from slow start up. It is also extremely difficult to produce a focussed beam for longer range applications, or to create wide angle evenly spread lighting for panoramic viewing. Their slow start up is not suitable for high security applications which require lighting on demand for deterrent purposes or to raise an alarm. Traditional sodium lights often used for general area illumination produce a dull orange glow and are also slow to start up. Their dull colour rendition is no good for achieving high quality CCTV images, or for creating a well-lit environment for people. Again their slow start up is no good for high security applications.

LED future High performance, low energy LED technology is the fastest growing lighting solution in the security industry. It is over 90% efficient, with extremely low running costs and has an extremely long life. Raytec recommend the use of products that utilise surface mount LED technology (SMT) rather than through-hole LED technology, to achieve the best performance, life-time and reliability. SMT LED technology has all the advantages of standard LED technology, but has better thermal management, allows for a higher power, more uniform illumination, is tough and robust and insensitive to vibration. With its low temperatures, high reliability and zero maintenance, ATEX rated SMT LED lighting technology satisfies all the specific requirements for illuminating a hazardous environment. KEEPING THIS SHOW ON THE ROAD SME speaks to Wilbert Heijmans, group exhibitions director, Epoc Messe Frankfurt the organisers of Intersec about why this show remains a permanent fixture on the international security calendar There has been enormous change to the social and political landscape in the region since the last Intersec. What impact has this had on the show? Security and safety has been an important topic worldwide for decades with increasing significance in recent years. With the current political environment, demand for good solutions is more evident and this has given an extra boost to interest in Intersec. We are expecting even bigger demand for the upcoming edition as we have already seen an increase in visits to our website in comparison to previous years as well as significantly increased visitor pre-registration numbers pointing towards yet another positive outlook for the upcoming edition. What impact will these changes have on the security industry as a whole – particularly for those looking to sell their products into the region? Once again, there is an ever-increasing need for security measures at many levels with shopping malls, hotels and other public spaces re-

visiting and upgrading the security systems they have in place. In some ways the unrest has further stimulated this need and we expect that this trend will be reflected at the Intersec fairground in January. Which sectors of the show have you seen the most growth in over the last couple of years? Intersec as a whole has grown considerably year on year and this has also meant a growth for each specific area as well. While the commercial and information security section is clearly the largest at the show, it is the fire and rescue section that has enjoyed the most growth in recent years. We have even had to add an additional hall for this section for the upcoming addition to cater to increased demand. On top of this, for the 2012 edition we have added a new hall for the homeland security and policing section which we did not have previously. We identified a need for this growing section and as a result of the ongoing support of Dubai Police and increased demand in SECURITY MIDDLE EAST | NOVEMBER/DECEMBER 2011 |

this area of security, we envision that in the next couple of years that it

will expand and as such become another area of growth for the event. Has the global economic climate seen a fall off in exhibitor numbers from the EU and the US? There have been no notable changes in the number of exhibitors we get from the US and Europe over the past few years so we don’t think the economic scenario has affected this. The exhibition in times of economic downturn represents an important element of a company’s marketing activities as participating insures you can keep abreast of competition and have face to face meetings with key clients which is an essential element to successful business. What can we expect from the conference sessions this year? The conference section at Intersec has become a major focus area for us. We have tried to further align the conferences to cover key topics relevant to a cross section of the industry. New to this year’s line-up is a Maritime Security Summit which looks at the impact disruptions of sea lanes can have on the economies of the world, a Fire System Integrity Assurance (FSIA) Workshop, which is designed to assist facility operators fully understand and be able to operate the different fire systems available to them, and a first for the region, an Emergency Medicine Conference. Additionally, after last year’s success, the Emergency Planning for Oil, Gas and Petrochemicals Sectors workshop will return once more to the conference line up. What was behind the decision to put homeland security and policing in its own hall – and how many exhibitors will be in that hall? Homeland security and policing are important sectors within the overall security market and this is a rapidly growing sector in the Middle East region, with Saudi Arabia considered to be the 2nd fastest growth market for homeland security next to the US. At Intersec we have always been watchful of its growth and after meetings with key government officials, now feel that the time is right to expand the section’s offerings, requiring further space in which to do so. Locally, Dubai Police are in the process of setting up a US$137 million ultra-modern, cutting edge forensic criminology complex in the

Banking security deposited in the Middle East The possibility of having a robber’s gun pointing at the temple hardly crosses anyone’s mind when depositing checks or withdrawing money with a bank teller. Yet throughout modern history, burglars would take advantage of every flaw in what should be a seamless security agenda. In the winter of 1976 in Lebanon, roughly US$34 million dollars (equivalent to about $135 million in today’s currency) was stolen from the British Bank of the Middle East. Even more recently, the Central Bank of Iraq in Baghdad lost nearly $1 billion in March 2003 merely hours after the bombardment of the city, considered the largest bank heist in history according to CNN. As recent as May 2010 about $5.5 million is taken from the Al-Rafidain Bank in al-Mishkhab, Iraq. The Siqura codecs will compress the video into MPEG-4 and H.264 and stream it to the dedicated control room of each of the tunnels for viewing and storing footage.

Through the looking glass – a primer on lenses by Milind Borkar, Infinova Vice President – Middle East, India and Africa After the camera, the lens is the second most important choice in a security video system. One of the reasons lenses sometimes are taken for granted is that many video cameras, particularly popular dome cameras, come with a lens already built in. So why do you need to spend so much time on the lens, since some cameras already come with one? The answer is simple. Low-end solutions often include the camera and lens. However, in crucial applications, more appropriate solutions include the integrator’s selection of a different lens for each camera based on the scene and lighting of the view.

What is a lens? A simple lens consists of a single optical element while a compound lens is made up of an array of simple lenses with a common axis. Using multiple lenses, manufacturers can correct more optical aberrations than possible with a single lens. The lens in a surveillance camera focuses an image of the scene onto a camera’s sensor, which come in a variety of formats. The correct lens must be used to get the best results from each format. Behind the lens is an iris or a diaphragm, a thin opaque structure with an opening (aperture) at its center. The size of the aperture regulates the amount of light that passes through the lens to the sensor. The iris in a lens is like the iris in the human eye. It opens and closes in response to light. In a camera, it consists of a series of overlapping metal leaves that open and close to control the amount of light reaching the sensor. Irises in manual iris lenses are set to one fixed f-stop opening and are best where lighting is relatively constant. Auto iris lenses have an electronically controlled iris that opens and closes as the light changes to maintain a constant contrast in the video image. A video camera lens typically has a mechanical iris function. A motor, controlled by the video signal output from the sensor, automatically opens and closes the iris aperture to optimize the image from the camera. If the surveillance camera is to be located outdoors, most integrators choose a lens with an automatic iris. Automatic irises can significantly improve performance for outdoor cameras where light levels vary considerably. However, users can save money and use a manual iris lens when the scene illumination never changes, for example, in an illuminated store or office. Much depends on the f-number, the ratio of the

focal length to the diameter of the iris of a lens. It is used to describe the effective aperture diameter, also called the lens speed. As the f-number increases, the aperture diameter decreases, allowing less light to reach the sensor and increasing the depth of field. Most CCTV lenses do not have adjustable f-numbers. This attribute is more useful in photography than in video surveillance. Therefore, to select the best lens, one needs to take several factors into account: ■ Type of lens ■ Amount of light required on the camera sensor ■ Format of the sensor ■ Focal length of the lens (FL) ■ Field of view (FOV) ■ Magnification (M) ■ f-number (f) ■ Depth of field (DOF) To determine specifically what lens to incorporate, users must clearly describe exactly what they want each camera to see. For example, they need to consider how far away and how wide an angle each camera needs to see. There also is the issue of megapixel lenses for HD or megapixel cameras. Without the correct lens, a megapixel camera may not produce the high resolution images that will match the capability of the camera’s sensor. When selecting a megapixel lens, you must assure that the megapixel resolution power extends across the lens’s entire field of view, not just in the center. Some lenses, often lower priced, produce megapixel resolution only in the center of the lens. However, at the periphery, the resolution can be far less.

Don’t ignore the lens. Selecting the right lens for the application is one of the most important tasks in designing a surveillance solution. Today, there is no technical reason why the image on a camera, IP or otherwise, should not be top quality. If there are problems with the image, it is likely that the wrong lens has been selected for the application. Don’t let that happen. ■ www.infinova.com
