‘Do away with corruption’ Makhura BOIPATONG. - Hundreds of people complained of housing corruption, a wrong billing system and poor service delivery to Gauteng Premier David Makhura during a meeting held at the Boipatong Community Hall last Wednesday. The meeting was held after the premier officially opened the Boipatong Monument. The community appealed to the premier to deal with corrupt officials and councillors. In his response, Makhura said he is aware that the Emfuleni Local Municipality (ELM) is not doing enough for the community. Others said they are paying for services they are never provided with. He promised that the government will make sure all municipal officials and councillors work towards meeting the needs of the community. Makhura, the provincial deputy chairperson of the African National Congress, was accompanied by ANC regional Chairperson Simon Mofokeng and other officials. “When people pay for services, the municipality should render better services,” he said. The premier said he was worried about people renting out their businesses to foreign nationals: “Later the landlord complains that the government is doing nothing for them. The Vaal region has a very rich economy with lots of steel industries. We have an economic plan that features the Sedibeng Dis-
trict Municipality which needs to be implemented.” He continued, “In the State of the Province Address in May last year, we told all MECs and MMCs that we needed a new economic plan to rebuild the economy of Sedibeng.” Makhura said the problem faced by government on housing is that most people have been on the housing waiting list since as far as 1996

Racism in court probe demanded Lazarus Dithagiso
SEBOKENG. - The African National Congress Youth League (ANCYL) united against alleged racism experienced at the Sebokeng Magistrates Court and the abuse of community members by police. They took to the streets marching to the Sebokeng Magistrates Court on Wednesday last week. The youth said they had had enough of the negative attitude received from the state prosecutors with respect to black people. They called for the stopping of youth-killings, gangsterism, drugs and substance abuse. The emphasis was particularly on the racial attacks from officials. In their statement, Teboho ‘Tebza’ Mokoena, coordinator of the march, requested a meeting with the department of justice, police, National Prosecution Authority (NPA) and the Community Policing Forum (CPF) within seven days after receipt of the memo-
randum. The memorandum was presented by Mokoena on behalf of the youth and received by the acting deputy director general of the Magistrates Court Services, Tsietsi Malema, and the Sebokeng Community Policing Forum Chairperson, Bikie Nketle. The regional head of the Gauteng Department of Justice and Constitutional Development, Elizabeth Dlamini, responded by letter to the youth. She said a steering committee had been established to deal with the issues raised by the Greater Sebokeng ANCYL. Dlamini said the committee requested to be granted a further extension of 21 days in which to provide feed-back to the organisation as some of the issues will require considerable time to receive proper attention. She said the committee will reconvene on November 10 to further deal with the issues listed in the memorandum.

“The ANC has failed an attempt to push the Municipal Demarcation Board (MDB) to create a new metro municipality by merging the bankrupt Emfuleni Municipality with the financially stable DArun Midvaal Municipality,” said Mollo. The DA took the MDB’s decision to merge Midvaal with the ANC-governed Emfuleni to court because they recognised that the move would lead to the deterioration of service delivery in Gauteng’s best- run municipality. The Pan Africanist Congress of Azania (PAC), Emfuleni Chief Whip, Appa Pooe, said the reshuffling came at a time that the ANC ship in Emfuleni is about to sink deeper, “It was a good decision to deploy ANC regional Chairperson Mahole Mofokeng to rescue Emfuleni,” said Pooe. “With the deployment of the other MMCs to Sedibeng, I am not sure, but I suspect their future is doomed. They might not be able to hold on.” Pooe believes that it might be the strategy of the party to shift the deadwood ahead of next year’s election.
Two women arrested for possession VEREENIGING. - Two women have been arrested and detained at Vereeniging Police cells after they were found to be in possession of dagga with a street value of R1000. Vereeniging Police spokesperson Captain Fikile Funda says: “On Sunday at about 12:40 two women were arrested with dagga at Leeuhof Correctional Centre. This happened when the two suspects went to the centre to supposedly visit with arrested inmates. “One of the rules at the centre is that all visitors are subjected to a body search as part of safety procedures.

VANDERBIJLPARK. - It seems the recent reshuffling of the regional African National Congress (ANC) members of the mayoral committees (MMCs) from the Emfuleni Local and Sedibeng District Municipality did not go down well with the Democratic Alliance, DA. This emerged after the provincial secretary of the African National Congress, Hope Papo, announced this during the Sedibeng Council sitting at the mayor’s parlour, Vereeniging last Tuesday. The DA said the reshuffle is nothing but a desperate PR exercise ahead of the 2016 elections: “This has nothing to do with addressing the current financial mess at the Emfuleni Municipality. The aim of the ANC,” said Councillor Simon Mollo, DA caucus leader Sedibeng District Municipality, “is nothing more than a desperate attempt to score some political points ahead of the upcoming elections.” The DA said, “The reshuffling is too little too late when it comes to fixing the failing municipalities.

It was of course expected that going to the elections next year, there will be changes in administration what with a municipality (Emfuleni) that was running at a loss. Change was indeed expected also taking note that during its regional executive committee elections earlier this year the ANC Sedibeng made changes. Oppo-

Sort this mess out sition political parties have been calling for Emfuleni Local Municipality to be placed under administration which they say will be the urgent intervention needed to save the ailing skeleton that is the municipality. I could not agree more as some members of the tripartite alliance have also been calling for heads to roll, proving that they too could see that the municipality is a ‘patient in ICU.’ Continued poor performance, lack of communication with the public and lack of service delivery has been the demise of many politicians, most of whom have been demoted from their ‘high horses’ and must surely not
see the doors of municipal offices come next year. The financial situation of the municipality has reportedly deteriorated to such an extent that service delivery has become almost impossible. Reports also reveal that there is a major backlog when it comes to the improvement and maintenance of infrastructure.There is apparently at the moment a financial backlog of R4.2 billion when it comes to the maintenance of road infrastructure. There is also a R1.6 billion storm water infrastructure backlog, a R723 million backlog for the maintenance of waste water treatment plants, a R1.1 billion sanitation backlog and
in total, the municipality apparently needs R7.2 billion to eradicate the current infrastructure backlog and a further R10.7 billion over the next ten years. Shooooo! The former administration had surely failed to manage and it is clear that urgent intervention was required. Hopefully the incoming administration will sort out this mess and make sure that the people that elected them receive the basic service delivery and that the financial muddle it finds itself in is resolved through employing competent and qualified people, hopefully! MEYERTON. - The mayor of DA led Midvaal Local Municipality, Bongani Baloyi recently welcomed a member and the treasure of SANCO (South African National Civic Organisation) Sedibeng region to the party. “Today I officially welcomed Amelia Tsukudu to the DA as a member and activist. More and more people across Midvaal are reaching out to me pledging their support to the DA and our campaign to retain Midvaal with an increased majority,” Baloyi said. Tshukudu has apparently been an ANC supporter for the last 30 years. “She has come to realise that the ANC cannot deliver a better economy and better society for South-Africa anymore,” Baloyi adds. According to Baloyi, Tshukudu will be an activist in the Midvaal area and share her skills and expertise to help spread the message of the DA’s delivery to all the people. Midvaal has the lowest unemployment rate in Gauteng 18,8% - much lower than the provincial average of 28,6%. The Municipal Productivity Index, a survey of 226 municipalities across the country, ranked Midvaal first in Gauteng and 6th in the country for its response to poverty, access to basic services and municipal finances. Midvaal also won the award for “The institution doing the most to clean the environment” at the 2014 Sedibeng Regional Survey Business Excellence Awards, conducted by PMR Africa.

VANDERBIJLPARK. - Following Sedibeng Ster’s article about the undelivered books discovered by the Democratic Alliance (DA) at the Vereeniging Library (Sedibeng Ster, 28 October- 3 November), the Emfuleni Local Municipality (ELM), through its acting manager: Communications, Marketing and Branding, Stanley Gaba has responded. The article reported that the DA had discovered books stored at the Vereeniging Library in massive stockpiles while libraries had needed them since 2012. “What we have here is a gross injustice and a human rights violation of the Emfuleni people,” Kingsol Chabalala, DA Gauteng spokesperson on Sports, Arts, Culture and Heritage and also a member of the Gauteng Legislature had said at the time. In his response to the article Gaba said that all 15 libraries in the jurisdiction of Emfuleni are operated by the municipality (ELM) and that the funding model is that Gauteng Province transfers funds from the ELM conditional grant to community libraries for the procurement of new books. These books are then procured from the service providers registered on the municipalities’ database. All new books are delivered and stored in the Vereeniging Library.“The challenge that Emfuleni experienced was not a distribution problem but a cataloguing problem. The reason for this was that the cataloguer had resigned and had not yet been replaced,” Gaba said. On whether the department has conducted an investigation into the matter, Gaba said the department is aware of the backlog in cataloguing and processing of books in Emfuleni, and that the matter has been prioritised. Chabalala said at the time that he would ask the South African Human Rights Commission (SAHRC) to investigate “the series of unfortunate events that led to valuable and costly resources (books) being hidden in a storage facility.” And according to Gaba the Department has transferred funds to ELM to appoint an Acquisitions Librarian for the procurement of new books as well as to assist with the cataloguing of books. Somebody once said: “Football is not a matter of life and death but more than that.” TOUCHLINE has learned an ugly war of words is on the go between local football administrators. Last weekend some coaches and officials chanted war slogans, saying Emfuleni Local Football Association Chairman Mondli Nkosi should step down. To make things worse, they demanded the return of Philip Ndlovu, who was acting as the ELFA chairman before he was removed by the same coaches and officials. How

This is hypocrisy at its best! things have changed! Those coaches and officials or, should I say, ‘hooligans’ who sang that Nkosi must go, were quite vocal prior to the election, telling everyone who cared to listen that Nkosi was the right man to lead ELFA. Now they sing a different tune altogether. This can only be hypocrisy at its best…!!! TOUCHLINE’s message to those hooligans is – gentlemen, behave like responsible people or else our football won’t go anywhere. It was irresponsible for those coaches and officials to act in that manner, especially in front of players. Coaches and officials are supposed to lead by example because these youngsters look up to them. There is no way we can run our football like we run shebeens or taverns. There
must be respect in football because this sport played a significant role in fighting for freedom in this country. The problem with some of the coaches and officials is that they just flash their money like someone throwing bones to his dogs. It is high time somebody stopped what is going on. It is interesting how things can change in a short space of time. This is probably the reason why, at one stage, PSL Chairman Irvin Kholza said, “Football people must never be trusted!” His message read as follows; “Trust But Not Too Much.” The fact of the matter is that some people did the wrong thing prior to the ELFA elections and now their sins are catching up with them. They must come out with the truth and tell us what happened because - until re-
cently - they were inseparable, to say the least. Lastly TOUCHLINE’s message to Coach Tsimo Motsepe is - This is the very same newspaper that introduced you as an up and coming coach from this region. This is the very same newspaper that discovered the talent of Aaron “Mbazo” Mokoena, Thabo Rakhale and Steve “Chippa” Lekoelea a long time before they turned professional. The former Safa President Molefi Oliphant at one stage asked TOUCHLINE to write a book about Sedibeng (formerly Vaal Triangle) football. Do not underestimate the power of the exposure that you receive through our small publication. It might just be the key that opens many future doors for you.

EVATON. - VUT FC coach Geelbooi “Goma” Masango was a heartbroken man when his team lost 2 - 0 to Orange Vaal Professionals in the boring ABC Motsepe League derby match. This derby, which failed to live up to expectations, took place at the Qedilizwe Secondary School in Evaton North on Sunday. Despite the win, this game didn’t look like it was a local derby with both sides’ huffing and puffing for the better part of the game. Speaking to Sedibeng Ster Sport after the game, VUT Coach Masango said losing the game came as no surprise. The fuming Masango claimed that the players didn’t want to honour the fixture and he had to beg some of them to play. Other players simply failed to pitch up: “Look, Sedibeng people must know about this. These boys wanted to boycott the game
because they demand to be paid for playing for the institution’s soccer team. I find it very strange because those who are behind this are the same individuals that were awarded scholarships by VUT. Why do they think they should be paid while they study with scholarships?” Masango believes it is high time VUT management should sort out this atrocity - players from outside making demands and threatening to boycott the games. Masango says it is every youngster’s dream to play in the ABC Motsepe League in this region. Meanwhile, VUT FC team manager Dolfas Tsotetsi will meet with the players this week and they will decide whether to suspend all those players who failed to honour the game. “It is true that some players failed to honour the game and the coach had to beg those who came. It is also true that this is not good for the image of the institution,” said Tsotetsi.

Best Player of the Tournament in both netball and soccer. Speaking after the tournament, Emfuleni Primary School Sports Chairperson Mirriam Makhalemele hailed the tournament a success. She believes that the tournament achieved its objective by giving those talented learners a platform from which to showcase their talent in the field of play. “There are learners who struggle in class but excel when it comes to sports and the aim was to evaluate how they performed outside a classroom. “I want to thank all the participating schools, their educators and principals for supporting the initiative,” she concluded. The tournament was sponsored and supported by the Vanderbijlpark Spur and Sedibeng West District.
VANDERBIJLPARK. - It was a fun-filled day for learners when they participated in a soccer and netball tournament at Shakespeare Stadium over the weekend. The central purpose of this one-day tournament organised by Emfuleni Primary School was to expose these learners’ talent. The event featured schools from Bophelong, Boipatong, Sebokeng and Sasolburg. Mnqiniswa Primary School was crowned the champions in the netball u/11 category. Lesedi-La-Thuto Primary School smiled all the way to Sebokeng after being crowned the champions in both u/11 and u/13 soccer boys category. As if this was not enough, the school also scooped individual awards for the
