SAMWU trashes Vanderbijlpark Lazarus Dithagiso

VANDERBIJLPARK. - Hundreds of South African Municipal Workers Union (Samwu) members put their tools down on Tuesday morning and literally trashed the streets of Vanderbijlpark. This was in demand of promotion according to their work levels in the Emfuleni Local Municipality (ELM). The union is calling for the resignation of municipal manager Sam Tshabalala for failing to address the challenges and treating with ‘kid gloves’ department managers who under-perform. The workers bayed for the blood of Tshabalala together with the mayor, Gretha Hlongwane, shouting out, ‘Pass one, pass all!’ Samwu said ELM undermines its collective bargaining, especially when it comes to local labour forums, adding that - when it comes to waiting for their demands to be negotiated soon - they are holding their breaths. Amongst the demands are that Hlongwane,

Tshabalala, his deputy and the Chief of Operations, show the workers due respect and also show respect for labour forum processes. The union also wants management to suspend recruitment of personnel between job level 16 to 06 except in scarce skills positions. They also want consultation before review of policies. “Management must procure protection clothing for all and implement decisions of the labour forum. We demand a cluster budget for training,” they say. Workers who did not want to be named said they have had enough of empty promises by Tshabalala. Later the shop stewards and senior management of the municipality were locked in meetings. Head of communication at Emfuleni Local Municipality Stanley Gaba said they have reached an agreement with shop stewards to discuss their final demands on Friday. The municipality is hoping to reach an amicable solution with workers soon, he concludes.

Near­fatal crash

VEREENIGING. - Two people narrowly escaped death when their vehicle was involved in a horrific accident on Friday afternoon. The accident took place at a robot intersection near Makro. According to one witness the two vehicles were travelling from opposite directions toward the traffic lights. Apparently one vehicle was travelling from west to east with one occupant (the driver) while the other vehicle was going from east to west. Just when the other vehicle was about to turn right at the intersection the first vehicle went straight into it. “Motorists should start respecting the traffic rules. People lose their lives in such accidents,” said a bystander.

After the collision motorists helped the passenger and driver out of one vehicle and the driver of the other vehicle managed to extricate himself and walk away. When Sedibeng Ster arrived on the scene a couple who was in one of the cars were tossing and turning in severe pain on the pavement. They were rushed to hospital. Emergency personnel say both patients were stabilised and had sustained numerous injuries to the head and body.

SHARPEVILLE. - A man was found dead on the spot where he was apparently answering the call of nature. Oupa Khutu (56) from Tshepiso Phase 3 was recently found sprawled lifelessly outside his home. How he landed on the ground remains a mystery but negligence on the part of a family member is alleged. One of his relatives Napo Rahantlane alleges that he found the deceased lying outside when he went to neighbours. It appears that Khutu was neglected and stayed alone in a shack behind his mother’s RDP house. He was apparently suffering and very sick, living with his sister who apparently never took care of him. His sister only came once in a while to check up on her house and never bothered to see how he was doing. The neighbours say Khutu probably wanted to relieve himself behind the house when he met his death. He had been seen numerous times relieving himself behind the shack. Neighbours say that even though he was sick he was never clean and the fact that he relieved himself outside caused a health hazard. They allege that the man went for days without food or water because his sister was never home and the house stayed locked. Napo Rahantlane says, “I was on my way to an interview in Vereeniging when I decided to go back home. When I went into the yard I found the house locked with Oupa lying lifeless on the ground.” The police were called to the scene and on arrival found Oupa lying on the ground covered with a blanket. According to police Khutu died of natural causes. His sister could not be reached for comment.

Chop shop busted Enough is enough! Fatima Phiri.

DE DEUR. - Police arrested three people last Monday when they got a call for backup from a tracker company on a car that was stolen at Cleveland in Germiston. The Toyota Hulux double-cab was stolen at Cleveland four days before the tracker company traced it to De Deur. The vehicle was long reported stolen, and Germiston Police had been working on it as a stolen vehicle case. Fortunately enough the tracker company managed to trace where the vehicle was four days later. Unfortunately, when Police went to the place indicated by the tracker signals the vehicle was found incomplete. Police spokesperson Constable Ntshidiseng Phakoe says they were surprised to find the incomplete Toyota Hilux. The vehicle had been stripped and body parts were spread all over the place. “We arrested three suspects in possession of stolen vehicle body parts. The place is right in the

middle of the community in a way that no one would suspect that the house is being used as a chop shop,” said Phakoe. She added that on arrival at the house, Police saw that it was packed with Toyota Hilux body parts from the dining room to the garage. A male suspect is at large who is alleged to be the house owner. Among the three arrested, the female suspect is said to be the wanted suspect’s wife (owner).

VEREENIGING. - DA ward councillor Puleng Skelem recently decided to meet with the Vereeniging community, Police, By-Law Unit and other institutions to eliminate crime by removing illegal Nigerians from her ward. According to councillor Skelem there are numerous illegal Nigerians in Vereeniging and because of the ongoing war amongst themselves many people have died. “Innocent people and children have died because of illegal Nigerians and their drug smuggling,” she says. Skelem claims that in March there were house-breakings but no arrests have been made. Just recently she was at the scene where a boy was shot. She says that crime is getting worse by the day and she fears that more innocent children will be used for prostitution and will be killed. Skelem says, “Cars are being stolen from parking lots and I’m afraid our children will be used as drug mules.” To put an end to the crime, Skelem has introduced a street committee where each street will assist the CPF, and police to safeguard the streets, as well as a door-to-door campaign aimed at the detection and removal of illegal Nigerians. She says that they will be taking over houses where owners illegally gave their homes to accommodate immigrants. Skelem says she does not want to see children on the streets during school hours. “If we find schoolchildren on the streets during school hours we will lock them up,” she says. She adds that they should have a good reason for not being in school and, if they fall sick, their parents should inform the schools and have doctors’ letters as proof. Skelem says she is doing this to eliminate crime and to protect children from being used

BOPHELONG. – “There are about seven graves in our street and the municipality has kept mum about it,” say residents. The community rejected the statement made by the ward Councillor Eric Tshabalala saying the Garmont Construction exhumed all the remaining graves before building RDP houses in Extension 16 before 1991. Tshabalala referred Sedibeng Ster to meet with the construction company in Tshe-

piso when enquiries were made about the graves. The residents living nearby could prove to Emfuleni Local Municipality spokesperson, Stanley Gaba who travelled with Sedibeng Ster to the scene that the graves existed. Paulina Kheswa (49), said they are the first residents to live here and have been living amongst the graves since then as there have been no exhumations. It is unusual to see the graves between the houses in the townships and the community

believe that something bad will happen soon if the matter is not resolved. The residents are adamant Emfuleni Local Municipality has promised to exhume the graves after they have met with the next of kin but up to date nothing has happened. Kheswa said when they started arriving here, families used to visit the graves to pay their respects to the deceased. Another

neighbour complained that there’s a ghost tampering with their water tap during the night. She said sometimes there’s something weird in the yard. ‘Our culture does not allow us to live between graves. The Municipality must either move us out or remove the graves, she says. The two stands where the graves are in plain view are number 9710 and 9711.

SEBOKENG. - Polokong residents and Presbyterian Church congregationists were shocked recently to find their church could no longer be accessed. It was alleged to have been set on fire. Presbyterian congregationists found their church in ashes. The church has existed for two years in Polokong and 20 years in Evaton without incident. “We have never experienced anything like this,” says Sam Mokoena, the leader. According to Mamorena Mokoena they were notified that the church was in ashes. “Everything had gone up in flames. We

lost everything from chairs and other kitchen materials. We are left with nothing,” said a devastated Mamorena. She further said that ‘back in the day’, a church was respected. “These days’ people don’t respect the church,” she said. “I don’t understand what went wrong and who caused such unbearable pain to us. If it’s a person who did this she/he should be ashamed,” said Mamorana. Police confirm that an arson case is being investigated. “We are investigating the matter and we have no leads into how the incident happened,” says Police spokesperson Warrant Officer Mzimkhulu Mthimkhulu.

The past few weeks have been hectic for both me and the staff at your favorite newspaper as there have been a few changes and functions that have been going on but we have striven to survive and cross the finish line skeptics never thought we wcould cross. ding to the organisation liaison officer Lefa Hlopho, the initiative came about through numerous intensive searches that displayed what the most basic needs of the disabled community are. Hlopho further says when people are aging they become regular clinic attendees. “We came up with such an initiative, where we can assist the community with basic transportation to attend clinics and doctors’ appointments due to their chronic illnesses or health,” says Mhlopho. Organisation driver Matthews Mathatho says this movement is part of giving back to the community.

SEBOKENG. - Trinity Ambu Academic Services, a non-profit organisation (NPO), was formed by emergency attendants of the Vaal Region. TAAS was formed in line with a vision to assist charities (indigents) in terms of emergency situations with an emphasis on transportation. The organisation was formed by professional paramedics who are unemployed and employed in their sphere of specialisation. The primary aim of the organisation is to assist people who were not at liberty to help themselves from the disabled, the aging and sufferers of other chronic illnesses. The organisation is up on its existence to assist the community with emergency transportation. Accor-

Operation Khanyisa takes off Pinky Mofokeng

Winners of the first prize of the Operation Khanyisa in the 20 to 40 year male and female category were Vincent Radebe and Samkheliswe Ngezana respectively. In the 40 to 60 year category were Meshack Hlati and Thembisa Mankayi. These winners received a gold medal, a certificate, and a grocery and shopping voucher valued at R1 000 each.

SEBOKENG. - Over 500 community members, including participants, recently attended a five-km Operation Finish Tops Fun Run hosted by Operation Khanyisa. The event was held at the Saul Tsotetsi Sports Centre in Sebokeng. The aim of the event was to pass the baton to their neighbours and fellow community members to spread the message of responsible electricity use. Operation Khanyisa is one of Eskom’s largest partnership campaigns aimed at mobilising SA towards legal, safe and efficient power use. The campaign targets all powerusers including industrial, manufacturing, agricultural and commercial sectors, not to mention residents. Not even the scorching sun could keep them from competing for first prize. Residents were rallied to take part in the fun run, through a radio campaign, posters displayed around the community and door-to-door cam-

paigning. Participants were divided into two categories, aged between 20 and 40 year males and females, and ages 40 to 60 males and females. Maboe Maphaka, Eskom’s National Project Sponsor for Energy Losses Management Programme and Operation Khanyisa, says, “Keeping fit and staying healthy require a positive attitude and commitment. These are the same qualities required to develop the culture of compliance necessary to ensure a well-run and self-regulated country whether it is to obey the rules of the road, or to be a legal user of electricity. That is why we chose the 5-km Operation Finish Tops Fun Run as a means to spread the message.” Residents and businesses were encouraged to use only what they require by switching lights and plugs off when not in use and then pay for what they use.

The Sedibeng District Municipality State of the District Address was presented by Executive Mayor, Mahole Simon Mofokeng, on the 29th May 2013 at the Vereeniging Civic Theatre. The Address was broadcast live to five satellite venues across the Sedibeng District.

The Central theme of the Address was “Reintegrating the Region into a smart Metropolitan River City”.

The Executive Mayor made several references to the long-term vision to develop Sedibeng into a 'Smart City'. This would include using ICT connectivity to better deliver services to communities, to improve communication networks for business and education, expand public consultation and participation in government decision making using connectivity and to improve leisure and entertainment through digital content. SEBOKENG. - The Vaal showcased its enormous talent to Deputy Minister Hendrietta Ipeleng Bogopane-Zulu at the University of Pretoria Choir Festival on Friday night. The Sedibeng Sweet Voices (SSV), a group of young-talented singers made their presence felt on Friday, packing the auditorium to its limit. The Festival was dedicated to the ZAZI Campaign, launched on May 25 under the leadership of the South African National AIDS Council (SANAC) Women’s Sector, USAID and the Department of Women, Children and People with Disabilities. SSV were proud ambassadors of the Vaal as they dazzled the Deputy Minister and the Gauteng-North crowd with their beautiful performance. Choirs that performed included the likes of Pretoria High

School for Boys, Lebone College and the popular University of Pretoria Youth Choir, amongst many others. “SSV are proud to have been associated with such a campaign as it spoke to the choir’s objectives of creating opportunities for its singers. “Ensure that each individual becomes the true person they can be, using the wonderful tool of choir music to inspire - to build confidence and guide them toward grabbing the strength they need to fulfil their destiny,” said Lesimola Selepe, choir-liaising officer. Selepe further thanks the management, and all the choir members, and their stage competitors, The UP Youth Choir, and The University of Pretoria, for the opportunity they handed them. He also gave credit to the Sasol Made in The Vaal NPO, and all its fans and family for constant partnership and support.

SHOOTING FROM THE HIP With Zacharia Nale I’m not easily moved! Shooting From The Hip always tells everyone who cares to listen that I’m not a great fan of Premier Soccer League (PSL) football. Instead of watching PSL games I would rather go to the nearby soccer field to watch real talent. There is too much ‘makeup’ in local football, especially in PSL. The football we watch is just mediocre, and some people want us to believe that this was the best season for PSL. You wish! How can we call this the best season when goalkeepers sweep the award table clean? If I may ask: Where were in-field players, especially midfielders and strikers? To make it worse, the PSL Top Goal Scorer scored 13 goals and we have the nerve to say this was the best Absa Premier Soccer League season. Please, come on, somebody! Look, our football deserves much better than this half baked performance. For example, here at home the strikers in Emfuleni Local Football

Association’s Promotion League score goals like they are out of fashion. The PSL Awards were a true reflection of South African football’s lack of development - especially when it comes to strikers. My exact point is that we must not mislead ourselves into thinking that the standard of PSL was high this past season. This is not true! Shooting From The Hip is not interested in Kaizer Chiefs winning the league and Nedbank Cup. My concern is – how many young stars were given a chance to play this season? I mean regularly, with the exception of George Lebese? There was no outstanding young star to speak of as used to be the case during Jabu Pule’s days. I hate to say this but where are we going with the development of football in this country, if a goalkeeper gets more attention than infield players? What is going on? Tell us, especially those involved in the development of football in this region. This is clearly one area we need to work on if we want to produce prolific strikers like Robinson “Koi Yoko” Seakamela, Johannes “Satch” Modise and others. I’m not at all moved by what transpired during those PSL Awards. Not one bit! Where were the young stars? Obviously on the bench! It is the duty of development coaches to produce quality strikers and midfielders. Shooting From The Hip hopes next season will see more youngsters featuring in the PSL.

REQUEST FOR LETTER OF INTENT Introduction PATH is an international nonprofit organization that creates sustainable, culturally relevant solutions, enabling communities worldwide to break longstanding cycles of poor health. By collaborating with diverse public- and private-sector partners, PATH helps provide appropriate health technologies and vital strategies that change the way people think and act. The Window of Opportunity Project Program for Appropriate Technology in Health (PATH), has been awarded a five year Maternal, Child Health, and Nutrition (MCHN) project to improve the health and development of young children in four districts in South Africa: Sedibeng, Nkangala, Uthungulu and John Taolo Gaetsewe and one district in Mozambique. The Window of Opportunity project objectives are: Objective 1 – Strengthen local health and development systems and community structures to provide intersectoral services responsive to the actual needs of communities. Objective 2 – Improve the quantity and range of clinical and community-based services addressing the health and development needs of children less than two years old. Objective 3 – Increase behaviours among caregivers that positively affect the health and development of children less than two years old. Objective 4 – Expand the knowledge base and foster the widespread adoption of project lessons. Purpose of the letter of intent: As part of achieving the objective 3 of the project, PATH through the Window of Opportunity Project intends to award sub grant to community-based organizations (CBOs) or non-governmental organizations (NGOs) currently providing maternal and child health, nutrition, HIV/AIDS and behavior change and communication activities in the selected Nkangala district communities supported by the project. Purpose of the Scope of Work 1. Facilitate and strengthen the link between CBOs/NGOs and health facilities 2. Conduct home visits to support and promote specific MCHN and early childhood development activities 3. Facilitate health education and health promotion sessions in health facilities 4. Facilitate health education and health promotion sessions in the community and mobilization of communities on health seeking behaviours. Key behaviours to be strengthened through this scope of work include: a) Early booking and use of antenatal care services, b) Exclusive breastfeeding and nutrition, c) Use of postnatal care services and d) Child health and development. Eligibility Criteria 1. The applicant organizations must be a legal entity/organization established in accordance with South Africa law as an NGO/CBO whose core areas of work are maternal and child health, early childhood development and HIV/AIDS.

2. The organization’s scope of work and mission are consistent with Government of South Africa policies and programs. 3. The organization is currently implementing activities related to health, nutrition, education, poverty reduction, and/or care and stimulation activities as they relate to vulnerable children 0–2 years and their caregivers. 4. The organization should work through trained facilitators and educators with experience in linking with facility-based and community-based health, education, and nutrition services as appropriate. 5. The organization should have mechanisms in place for collecting data and using the collected data to improve interventions and should demonstrate that they have basic financial management systems capable of producing reports. 6. Preference will be given to NGOs/CBOs already working in Sedibeng District and those not current funded by the Department of Health and/or Department of Social Development. Request for Letter of Intent in Sedibeng District NGO/CBO organizations that are suitable and interested in conducting the work described above are requested to provide a brief letter of intent (3 pages max, font size 12, 1-inch margins, single spacing) that includes the following information: Technical: Provide a brief narrative on the organization’s technical approach to accomplish the Scope of Work, including: a) Description of technical approach b) Discussion of project management and roles of project team c) Time line to meet the deliverables d) Potential implementation obstacles and plan to overcome them Qualifications: Provide information on the organization’s overall qualifications, including: a) Profile of relevant experience and examples of related work b) Qualifications of key members of the proposed project team Financial: Provide a brief budget in South African Rand that specifies the proposed expenses for personnel, travel, supplies, other direct costs and indirect cost that will enable the NGO/CBO to carry out the scope of work within a 12-month period. The NGO/CBO will be required to conform to PATH’s Code of Ethics, Governance and Responsibility and the project donor’s anti-corruption policies and requirements (to be provided to the NGO/CBO at the time of granting the award.

Application Process A detailed description of the Call for Letter of Intent and Terms of References are available and should be read before completing and submitting the letter of intent. These documents can be obtained by sending an email to ppilane@path.org or by collection from PATH offices at 75 Rossini Boulevard, Vanderbijlpark . Applicants are expected to attend a briefing session to be held at Sharpeville Library Hall at 11am on 14 June 2013, please kindly confirm attendance by email to ppilane@path.org on or before 10 June 2013. A maximum of 2 people from each NGO/CBO can attend. The closing date for submission of letters of intent is 16h00 on Friday 21 June 2013. Late submission will not be considered. MEC’s renovation programme begins Zacharia Nale

SHARPEVILLE. – The Gauteng MEC for Sports and Recreation - Lebogang Maile - is on a mission to renovate sports facilities, particularly swimming pools, in the province. Sharpeville Swimming Pool is among the swimming pools to be renovated. This mouth-watering news was announced by Maile himself - that his department has put funds aside to renovate facilities in Gauteng as part of their effort to encourage mass participation. Eligwa Swimming Club recently hosted a successful Gala Swimming Tournament at Sharpeville Swimming Pool. Hundreds of local children turned out for

this gala tournament. Vaal Swimming Association head coach Tsiliso Koatla says this is good news for the Sedibeng community. Speaking to Sedibeng Ster Sport, Koatla says the swimming pool had been in serious need of renovation. “I’m very excited because we will take swimming to the next level. We as the Vaal Swimming Association welcome the MEC’s initiative to improve the standard of swimming, especially in Sedibeng. This initiative will attract more participants to swimming. It is our responsibility as swimming developers to start identifying more talent in townships,” he concludes.

Juventus to bounce back to Vodacom League

ZAMDELA. - The once-feared Mighty Sasolburg FC - alias “Setsokotsane” Juventus FC - is set to reclaim its Vodacom Promotion League status. This Sasolburg-based, red-and-white outfitted team will vie in the Provincial Playoffs scheduled to take place in Bethlehem on Saturday. This was after they were crowned Fezile Dabi Castle Regional League champions during the regional playoff in Bloemfontein over the weekend. Speaking to Sedibeng Ster, Juventus FC head coach Chankie Kgaphola says their mission is to return to the Vodacom League next season. “Setsokotsane” was relegated from Vodacom League last season after finishing at the bottom of the log. This Sasolburg-based club was a force to be reckoned with in the Free State Vodacom League. This was for the past seven years before the tragic death of club director Ernest Nashudzi. Real Hearts FC was one of the household-name clubs in the history of South African football. The club campaigned in top flight football in the ‘70s and 80s before it got relegated. In an exclusive interview with Sedibeng Ster Sport on Monday Kgaphola was confident that his side has everything it takes to return to the second division. “I have no doubt that we will campaign in the Vodacom League next season based on our performance over the weekend. Everybody is ready for this occasion, including management, players and technical staff,” says the indefatigable Kgaphola. SEDIBENG. - It’s official! The three-year marriage of PSV Eindhoven and Emfuleni Local Municipality will end in June. Sedibeng Ster Sport has learned that the two parties’ three-year contract will come to an end after this year’s coaching-course programme, scheduled to kick off in June at the Saul Tsotetsi Sports Complex in Zone 14, Sebokeng. According to a source close to both parties there will be no renewal of the contract although some of the local coaches wished the programme could continue. Sedibeng Ster Sport last year predicted that last year’s programme was the last one. This was in the wake of more controversy. To date, for the past three years, this educational coaching programme was mired in dirty politics between Safa Sedibeng, Emfuleni Local Football Association and the local municipality. Speaking to Sedibeng Ster, a source says it’s official - the partnership between the local

governments of Emfuleni and Eindhoven will end in divorce. “This is nothing to do with politics but the contract between these two municipalities comes to an end. Yes, the project - especially the football programme - was not well run as was supposed. Many things happened that were not good for the development of football. It is unfortunate that this also had a negative impact on the project,” says the source. When approached for comment Emfuleni Local Municipality (ELM) spokeperson Klaas Mofomme said it is not yet final whether the partnership will end or continue. However, Mofomme says that - as the municipality - they would love the partnership to continue. He says the programme was not about individuals but about the development of football. “We have not reached any conclusion yet but if the programme continues, obviously there will be some changes. But in the meantime, we will remain positive,” says Mofomme.
