BOIPATONG. – When the Departments of Home Affairs, Traffic, Health, By-Laws, Water, Eskom, SAPS, Emfuleni Local Municipality (ELM), visit your location you should know trouble is bound to strike. Boipatong Township was raided on Tuesday morning by these departments to enforce law and close down any non-compliant business operators. The operation started with a brief meeting at Boipatong Police Station. It was addressed by the Emfuleni Local Municipality MMC for Safety Veli Mcera. He made the intentions and aims of the municipality about sweeping clean, crystal-clear to all departments. He added that the municipality pays about 1.3-million on rates and taxes per

month for the community. “It’s high time the municipality show their intentions and sticks to them. Any kind of unlawful operation should be dealt with by law enforcement and if any person operates his/her business without a permit, they will be closed down,” says Mcera. The operation was launched and spread throughout Boipatong. Street by street, all shops and businesses were raided and inspected. ELM Communications officer Stanley Gaba said the operation had snared at least four people for operating without permits. Gaba further says two of the sus-

pects are foreign nationals who will be repatriated. Gaba added that the operation was conducted to ensure that the law is respected by the traders, embracing issues of health, water, business registration, title deeds, permits, and other by-laws. “These operations are going to be spread throughout the entire region. We mean business,” says Gaba. Suprised! By­Laws operations left many shop­owners such as this one shocked in Boipatong on Tuesday morning.

SEDIBENG. - Police had to use a chopper to trace 60 of the 68 cattle that were stolen from a Barrage farm recently. Farm owner, George Letlosane woke up to an empty kraal recently. After contacting the police, a search was conducted by the police with the assistance of a chopper. Police spokesperson Sergeant Mofokotsane said police followed the footprints of the cattle towards Lawley farm near Ennerdale and police managed to confiscate 60 cattle but the other eight are still missing. The alleged suspects managed to escape inmmediately when they saw the police. Letlosane managed to identify his cattle through their identifying mark. SEDIBENG. - The Vanderbijlpark SAPS are investigating a business robbery at Techni Motors on Vanderbijlpark’s Playfair Boulevard on February 11. It is alleged that the owner of the business and five employees were inside the shop when two armed suspects entered. One jumped over the counter and the other kicked the owner and instructed him to lie on the floor. This suspect demanded the keys to the safe. Several other armed suspects entered the shop and pushed the employees around. Two employees sustained minor injuries. The suspects fled the scene in a white VW Golf 4 with an undisclosed sum of money and cell phone airtime vouchers. Anyone with information pertaining to the case can contact official investigator Detective Warrant Officer Chipa Motaung, on (016) 910 9000. money for some time. “We demanded proof of payment and a title deed that says it’s her family’s stand but none of that was brought forward. “It was in December when she came with the receipts that had the EML stamps with a wrong ward. “We live in Ward 43 under councillor Jabu Zondi and she stamped our receipts with another councillors’ stamp,” says Elizabeth Makhobe, a tenant. The suspect claims that her grandson (11) is the one who stamped his father’s (the councillor) municipal stamp on the receipts. Police spokesperson Constable Tshifiwa Mitileni confirms that a case of fraud has been opened by Police. Stanley Gaba of the Emfuleni Local Municipality (ELM), confirms they are aware of the fraud case in Evaton of an elderly person using the municipal stamp for rental payments. Gaba says, “The municipality cannot say much at this point since the matter is subjudice, but the matter has also been referred to the Council Speaker in as far as the involvement of the councillor and the alleged usage of the councillor’s stamp by an unauthorised person.”

EVATON. - The mother of an Emfuleni Local Municipality (ELM) councillor is embroiled in fraud allegations. The 53-year-old mother was arrested by Emfuleni Local Municipality’s investigative officers last week in Evaton, simultaneously submerging her son’s life in deep chaos. Three months ago ELM investigative officers were working on a case of fraud that linked the councillor’s mother, whose name is omitted as she has not appeared in court. The suspect is said to have been collecting rental money from stand number 946 inAvondale Road, Evaton, which is alleged to be a municipal stand. The suspect claims the stand belongs to her family, which lives in Soweto. According to ELM investigative officer Colonel Chauke Ramphaku, the stand belongs to the municipality and the woman has been collecting money from the tenants. Ramphaku says, “We started our investigation in December, when we were alerted about the issue. “Through our investigation, we managed to trace the suspect. “The dodgy element is that the suspect uses the name of the councillor, who is said to be her son,” says Ramphaku. The suspect was caught red-handed as she was collecting money. Tenants were asked to come out with their receipts of payments. They claim the suspect has been collecting

SEDIBENG. - Chaos is the word that best describes RDP housing areas after beneficiaries nonchalantly decided to build back yard shacks. While one of the aims of building proper housing structures was to rid society of informal settlements, the efforts ended in vain because the number of shacks being built in areas under development increases daily. According to ELM housing manager Felicity Human it is illegal for RDP beneficiaries to build shacks in their back yards and lease them out. “No RDP beneficiaries are allowed to build any shacks in their back yards, especially corrugated iron shacks. If an RDP house beneficiary needs accommodation to lease out to or to accommodate

According to Human, beneficiaries can only lease out proper structures. “Beneficiaries have the right to lease out the property as they are the rightful owners of these properties, and it is advisable for the tenants to sign a lease agreement with the landlord.” She adds that it is the responsibility of the landlord to ensure that the building has proper sanitaion and electricity.

This project is a venture undertaken by the Provincial Department of Roads and Transport in order to provide sustainable transport infrastructure that will improve the quality of life of the people and to create a unique product of public value. The Bophelong community and the local transport service providers cite lack of consultation. According to key project stakeholders they need to be informed of the status of the project. Solly Nkhi, DA Member of Parliament for Gauteng Provincial Legislature, says, “Concerted efforts need to be made to keep the public informed on the construction’s progress and the completion thereof. This commitment to transparency is not always kept.” It is believed that the Committee is of the view that the Department sets unrealistic targets without proper consultation with stakeholders to consider all matters related to the implementation of a project. This is, however, evident with the Bophelong intermodel facility completed and handed over to the Sedibeng District Municipality during the previous quarter. Findings made during the committee site visit was that the facility is not used and is locked at all times. The Department stated that the Bophelong community and transport service providers in the area rejected the facility, claiming that there is lack of consultation between the parties involved. The committee urges the Department to seek interventions to the challenges faced by the facility and supports the integration of public transport modes as they enhance and decrease commuter travel time.

SEBOKENG. - Ward 38 Councillor Bozzy Letlhake recently had an interview with Sedibeng Ster to outline development plans for his ward. Letlhake says numerous plans are in the pipeline. Letlhake says proposed plans cover 50% of Zone 7 and 30% of Evaton, including Zone 6. “As the municipality, we are at the depth of development within the mentioned areas. Vaal will be surprised by the biggest mall ever built in the history of Gauteng at Zone 6 next to TK’s Petrol Station. “The construction of the roads and infrastructure for the mall has already started,” says Letlhake. Besides the erection of the mall, Zone 6 residents - who have been living in horrific conditions due to the storm water drains issue, can breathe a sigh of relief as these stormwater drains have been restored through the partnership local government and Rand Water. Letlhake further says they have allocated land to two non-profit-organisation (NPOs). When asked about crime and drugs, Lethlake became emotional about his ward. “This needs to be a collective measure taken by the police and community, including the government. Crime affects us all and ‘nyaope’ kills our children daily.” says Letlhake.

I would not like to dwell much on these for as the saying goes, ‘An empty tin makes ta lot of noise’ and I would not like to dignify some of the statements made by ill-informed personas. In our life there can be quite a few occasions when we may have disagreements with others. Two human beings cannot be precisely the same in physical structure or in mental makeup. In the clinical sense, jealousy has been proven to make a person resentful, angry, violent, and socially isolated. These emotional swings are seriously disrupting to social re-

lationships. Jealousy destroys precious human bonds. Diversity is there and it adds up to the splendor of nature. So, diverse views are always more beautiful and charming. They add spice to dull and bleak human life. They are the core of democratic thinking. In the timeline of the world, jealousy has generated nothing but evil, evil and more evil. Abhorrence and annihilation. In conclusion, in the future, let us learn to ‘fight’ healthy competitions keeping in mind that in the future we might have to meet again and as another saying goes, ‘Do not burn the bridges, for where will you cross upon your return’? VEREENIGING.- While most in the region are said to be sceptical about the process of the Sedibeng District Municipality being turned into a metropolitan council consultation and public participation is going ahead as per procedures of the Municipal Demarcation Board, MDB. The MDB will be visiting the communities of Sedibeng as part of their consultative process on the redetermination of the municipal boundaries. A meeting will be held at the Vereeniging Civic Hall today (Thursday, April 11) at 10:00. The MDB is an independent authority responsible for the determination of municipal boundaries. The Board’s status as an independent authority is also protected by Section 3 of the Local Government. In addition to the determinations and re-determinations of municipal boundaries, the MDB is also mandated by legislation to declare the district management areas, to delimit wards for local elections, and to assess the capacity of municipalities to perform their functions This is the second round of the MDB-convened public meetings. The first one was in July 2012. Sedibeng District Municipal mayor Simon Mofokeng says a whole lot of saving will come with amalgamation. “Imagine the amount of saving which will result from this resolution. , we will no longer have to fork out money for the four Executive Mayors, we will only have one Executive Mayor, we will make a huge savings on one Municipal Manager instead of four, we will now have a maximum of

14 Members of the Mayoral Committee instead of 32, not forgetting to mention 14 Executive Directors instead of the 32 we have currently running our municipalities. “The amount we will save, coupled with an increase of money allocated by the Province to the Metropolitan Council will be invested in service delivery. What a breakthrough”, says Mofokeng. Most community members however, are in doubt if the process, if it goes through, will bring any change in the region. “I do not care what they do at all but what they need to assure us of is that we will be provided with work, allocated houses and be given efficient service delivery,” says a community member. Some believe that this is a ploy to unseat the Democratic Alliance (DA) from the Midvaal Local Municipality, one of only two municipalities in the country governed by the DA. The July meeting with the MDB on the proposal is supported by the Sedibeng District Council, which reads as follows: Proposal for the re-determination of the municipal boundaries of Emfuleni Local Municipality (GT421), Midvaal Local Municipality (GT422, Lesedi Local Municipality (GT423), Sedibeng District Municipality (DC42) and Ekurhuleni Metropolitan Municipality (EKU), by amalgamating Emfuleni Local Municipality (GT421) and Midvaal Local Municipality (GT422), into a single Category A Metropolitan Municipality, and by including Lesedi Local Municipality (GT423) into the municipal area of Ekurhuleni Metropolitan Municipality (EKU).

SEBOKENG. - It was a bittersweet occasion when members of the PAC (Pan Africanist Congress) commemorated 54 years since the formation of the party. The celebration was in Zone 3 on Sunday. PAC member Ndade Mxunya says: “Coming from Sharpeville March 21 is a sad day for us, but today we celebrate the formation of the party and what it stands for.” What was meant to be the celebration of all celebrations turned out to be a wake-up call when some members realised that the party had little to show after decades of existence. “Introspecting on the progress made we realise that we have no independence, can show no progress and we’re still oppressed by the challenges of today.” says Ndade Mxunya. Another member, Happy Radebe, says the celebration was mainly to unite the members of the PAC. “We wanted all the branches in

the Vaal to come together as one.” The members of the PAC continued to state that they were tired of not getting anything and being treated as underdogs by the ruling party. “We are planning a mother of all marches for the month of May. The agenda of the march is to bring all problems to the fore, mostly the one of unemployment in the Vaal.” ends Radebe.

Pitch & Polish contributes to local economies

SASOLBURG. - In 2010, following a thought-provoking leadership seminar Allon Raiz, CEO of business incubator, Raizcorp, created the Pitch & Polish programme to seek South Africa’s hidden entrepreneurs. VANDERBIJLPARK. - Zanele Plaatjie, a 22-year-old from Carletonville and a student at the Vaal Unversity of Technology (VUT), recently represented South Africa in London where she came back as a finalist. The competitiion was the prestigious Sony World Photography Awards Student Focus Competition, the world’s largest student photography programme and award. She earned her place as one of 10 finalists for the Student Focus Award when she beat entries from 230 universities worldwide. She will compete against finalists from as

far afield as New Zealand and Argentina in her bid to win the overall Student Focus title and Sony digital imaging equipment. Plaatjie’s finalist image, ‘Youth Day’, was taken in Sharpeville during Youth Day commemorations that take place every year on June 16 , in response to the initial brief for student photographers to capture ‘the spirit of celebration’ in their country. Zanele Plaatjie says, “I am honoured and feel blessed to be part of such a high profile photography competition. I am too excited at the moment to think about the final brief, but I will do my best when I start with it.”

EVATON HOUSING UPGRADE PROGRAMME 1.

WHAT IS HOUSING UPGRADE?

Some of the houses in Evaton are old and dilapidated. As a result such houses are almost not suitable for human habitation. They are mainly owned by old, indigent community members. The Housing upgrade programme is a Department of Housing initiative under the Evaton Renewal Programme (ERP). It seeks to improve the living conditions of the residents of Evaton by refurbishing their houses through either renovation of existing houses or the building of new houses. 2.

WHAT IS THE PROCESS FOLLOWED?

2.1 Firstly, houses that need to be upgraded are identified. Next, the owners are notified and have to enroll into the programme. Alternatively, the owners approach the ERP office to alert the officers about the poor state of their houses and have to enroll into the program. Then the Ownership Status of the house is confirmed. If it is established that the applicant is the rightful owner of the property that is the holder of the title deed, then the second stage follows. 2.2 Secondly, the identified houses are evaluated to establish their structural situation. This will help in putting the houses in the right category, either for renovation or the construction of a new replacement house. 2.3 Thirdly, if a house is still structurally sound, only necessary renovations such as roofing, electrical works, plumbing etc are carried out. If it is beyond rehabilitation, a new 42 m2 house is build to replace the old one, once normal building requirements for Emfuleni Local Municipality have been met. Since the old house is no longer habitable, it has to be demolished once a new dwelling has been completed. 3.

WHO ARE THE TARGET BENEFICIARIES?

Over and above ownership of the identified property, beneficiaries must meet the normal Departmental qualifying requirements for state-funded houses. These include:

ROSHNEE. - The rejuvenated Vereeniging Old Boys FC humiliated MBC FC 5-0 in the Emfuleni Local Football Association’s Vaal Milling Promotion League match at the George Thabe Stadium on Saturday. It was a one-sided game, with the Roshnee-based side dominating the game from the first whistle and with their captain Gordon Basson causing a lot of problems for the home team. Speaking after the match, Vereeniging Old Boy FC coach Abdul “Shady” Cassim was full of praise for his charges and the way they played on the day. Cassim described the victory as a morale-booster for his team, taking into consideration that they started the season on a low note. He is certain that, by the end of the season, his team will be up there am ong the log leaders. “We did not have a good start but I’m happy with our progress. This win is a morale-booster for the boys. But, to be honest, I did not expect to win by such a margin. I think we were lucky because our opponents were not well prepared for this game,” says Cassim. In another league game played at the same venue, The Birds beat the hapless Vaal Manchester FC 3-0. This was another encounter that failed to live up to e xpectations despite goals. T he home team – Vaal Manchester FC - looked more dangerous than their opponents but failed to take their chances. Elsewhere, Sebokeng Ajax FC hammered the struggling Young Stars FC 8-0 in another Vaal Milling Promotion League event played at the Shakespeare Stadium on Sunday. This is the highest goal-scoring record of the season so far. Football is not for ‘sissies’ SHOOTING FROM THE HIP With Zacharia Nale Every Monday my colleague and old friend James Farr asks me how my weekend was, and I give him the same answer every time - “It was fantastic or exciting.” You know, typical of ‘uMlungu,’ he will then ask how I spent my weekend, thinking I’d spent it with my family, or visiting

friends. I will tell him that I spent my weekend at the soccer grounds watching what I love most - football. To be direct, my point exactly is that if you don’t love football, get out of it. I spend my whole life in football and I enjoy each and every moment of it – both as player and as an administrator/coach. Football is in my blood and I come from a family that loves this sport. When I was a boy, the soccer field was not far from where I stayed and my whole family would come and watch me play. This is the very same sport that made me what I am today. If it wasn’t for football I don’t think I would have survived the hardships of life. Football helped me to shape my life and become a respectable person in the community. But having said this: not everyone who is involved in football loves this sport. No! There are those

who are involved or - should I say - people who ‘run football’ - but are not passionate about this sport. In fact, to them football is just a job or career. This is a concern because it means our football is run by people who are not passionate about this sport. Shooting From The Hip had an interesting discussion with former soccer great Simon “Bull” Lehoko. Just like Shooting From The Hip, “Bra Bull” spends his weekends at the soccer grounds watching soccer. They might think they took everything from Bra Bull but they clearly forgot to take his ‘football brain.’ We talked about football and life in general and what needed to be done to bring professional football back into Sedibeng. If there is something common we share with Bra Bull, it’s obviously a passion

for football. The reality is that not many people love this sport as much as me, Ntate Lehoko and several others. Some people want to be paid to love this beautiful game. It is like trying to convince a husband to love his wife or the other way around. Can we really pay somebody to love their spouse? To make it worse, some development coaches come unprepared at games, or they don’t pitch up at all. Look, football starts from the training ground and not on match day! The same can be said of a football administrator. They run our football with cell phones and remote controls. To my friend – James Farr, next time don’t ask me how my weekend was - rather ask me how the soccer matches were. As Mark Williams always says: “If you can’t stand the heat, get out of the kitchen”. Football is not for sissies!
