A Metro City or not?

VEREENIGING.- A war of words erupted at the Vereeniging Civic Theatre in Vereeniging last Thursday. This was during the public meeting called by the Municipal Demarcation Board (MDB) for the discussion on the proposed merger to turn Sedibeng into a Category A Municipality thereby declaring it a Metropolitan City. The proposed merger is put forward by the ruling African National Congress (ANC) with the Democratic Alliance (DA) heatedly resisting the move. In his defence of it, Midvaal Mayor Timothy Nast says that the population of Midvaal does not need a Metro Council as 80% of its mass population has links to Ekurhuleni and not Sedibeng. The Sedibeng District Municipality currently has three local municipalities falling under it - Midvaal, Lesedi and Emfuleni with Midvaal being led by the DA. “A Metro will have a negative effect on the financial stance of Midvaal, hence we are saying no to the proposal,” Nast says. The DA also argues that Sedibeng lacks the necessary requirements to make up a Metro such as being a densely populated area. However Sedibeng District Municipal mayor Simon Mofokeng is vehement that the move will go on. Mofokeng says that it is high time that Sedibeng becomes a unitary economy in which development is going to be much easier and quicker as there will be a unified planning system. “Just imagine the costs that will be saved that are currently being run up by the different municipalities. As one team there can only be growth and development. We are in line with the Gauteng Province’s programme of cities, the 2055 vision in which Gauteng becomes a city province,” Mofokeng said. He adds that currently a lot of time

is wasted on consultation between the different municipalities before decisions are made and service delivery programmes are implemented. By the end of August all the deliberations about the merger should have come to an end to give the Independent Electoral Commission (IEC) a chance to prepare for the 2014 national elections in terms of drawing up borders that will also be making way for the 2016 municipal elections. Meanwhile two members of the Congress of the People (COPE) in the Gauteng Provincial Legislature issued contradicting statements with regard to the proposed merger. Party Whip Hermene Koorts said the government must think twice if it wanted to go ahead with the merger as the local municipalities proposed to merge do not have the same financial stance as Midvaal is stronger and Emfuleni is basically bankrupt. “The ANC should not use Metros as a political stick to keep other parties out,” said Koorts in her statement. On the other hand Clara Sodlulashe-Motau, (COPE) spokesperson on Health, Local Government and Housing, and a constituency deployee in the region, said that Koorts is misleading the people of Gauteng and misrepresented the views of COPE at the Gauteng Legislature, adding that Koorts does not have any jurisdiction to report or make statements in a region in which she (Koorts) is not deployed.” “Residents of this region have vocalised their concern for the significance of the merger, saying it will afford them the opportunity to develop as the region should the merger take place. “All members of the public must be aware that COPE Gauteng at provincial level and legislative level is in full support of the merger. “We support any venture that promotes development of rural and sub-rural areas and its people, the views shared by MPL Koorts are her personal views,” Sodlulashe-Motau said, adding that, being a former resident of Palm Springs herself, she is tired of living in an underdeveloped area with no tarred roads and poor infrastructure and, if Sedibeng becomes a Metro, service will improve.

SEBOKENG. - Three suspects were caught red-handed in possession of stolen copper cables on Thursday in Boiketlong informal settlement. The three culprits thought they had hit the jackpot, but they did not know their joy was soon to be something of the past. The cable mission was orchestrated well, they managed to seize copper worth over R 5 000. A member of the community gave a tip-off which led to the deployment of: Police to the scene. According to Police spokesperson Warrant Officer Mzimkhulu Mthimkulu, the three suspects were arrested while they were stripping the plastic that covers the copper. The suspects are aged between 20 and 30. They face charges of possession of stolen goods. Police ­ it’s like talking to brick wall SHARPEVILLE. - Tea Street in Vuka is slowly becoming a race track on which motorists test their driving skills. This follows Mankutu Rantsatsi (47), a mother of two, recently having a close encounter as she witnessed the aftermath of a police van that had smashed into her wall on Friday afternoon. This made it the fifth vehicle to destroy her

wall. It is alleged that a speeding police van driving in Tea Street opposite Lekoa Shandu Seconday School failed to stop at the stop sign. SEBOKENG. - Zone 10 extension 3 residents have recently gotten their water supply back after a ‘dry’ season that lasted for months. Fuming residents said that they had encountered problems since November 2012. According to Metsi-a-Lekoa spokesperson Mojalefa Radebe, the problem came after the valves of the main water supply chamber were vandalised by metal-thieves who seized parts of the valve, making it difficult for water to flow from high level areas to low level areas. “We have a supply network that streams from Waterdal to here. To have valves that are meant to supply water to a lot of areas vandalised has been a big inconvenience to both residents and Metsi-a-Lekoa.” Metsi-a-Lekoa employees on site were disappointed at how the valves had been vandalised. “We do not

think that the people who did this realise how much money will go into fixing the problem they have created.” Resident Joyce Mofokeng says, “It has been such a struggle for us not having enough water for the past few months. As a person who runs a business from home, I am happy that we now have water because it is a very big part of our lives.” Radebe urges the community to work together with the municipality by reporting any such incidents to Metsi-a-Lekoa as soon as possible.

scenario. He says, “The driver struggled to bring the car to a halt and smashed into the wall. I immediately called my landlord Rantsatsi, who was not home. She says, “I went home to see what was happening and, on arrival, found my wall in shambles with a police van in my yard.” She claims that the police officers on the scene did not ask who the house belonged to. Instead they investigated and left. Rantsatsi says, “I want to know when my wall is going to be fixed. I am sick and tired of motorists who use my wall as an ‘air bag’ when they can’t control their cars. Luckily my children were not harmed.” The street has no visible road signs or speed humps. Community members say accidents happen on a daily basis and that nothing has been done to avoid such incidents. SEBOKENG. - The Zone 11 Stadium was recently turned into a dump site by community members residing in the immediate area. The stadium, initially built for soccer, netball, tennis and basketball, has been turned into an abandoned area and is nowtreated as people please. While the stadium used to be the main attraction of the area, it has since degenerated into a dump site and a venue for underhanded dealings such as gambling and smoking ‘nyaope’. We will also be sending in representatives of the Department of Sports and Recreation, to assess the situation and do repairs.” Gaba continues that it would be in the best interests of ELM to educate people that it is detrimental for them to be dumping garbage inside a sporting facility. “We must teach the community the importance of taking care of sports facilities because they are the same people that vandalise them,” concludes Gaba.

VANDERBIJLPARK. - The battle between Joseph Mahlaba and Solomon Mthwalo over the leadership of Wildebeesfontein Community Organisation (WECO), seems to be far from over. “It’s official. Mthwalo has been kicked out of the WECO. He was shown the door in 2011”, says Mahlaba. The police and Mahlaba served Mthwalo with a document from attorneys demanding his removal. However, he apparently refused to sign it. Allegedly Mthwalo told the police that he would only sign courtorder documents. “I told them that should they (Police) persuade me to sign , they might find themselves out of their uniforms. The current president Mahlaba said they are looking forward to making some improvements in the organisation. “The internal fights delay the way forward,”he said. WECO’s former president Mthwalo told Sedibeng Ster that he was forced to sign the documents stating that he is no longer a member or president of WECO. “Until they take me to the constitutional court, I will never back off from the organisation. Mahlaba is suffering from stress or fatigue,” he ends.

EVATON. - The Department of Trade and Industry was invited by chairman of Unleash Your Potential (UYP) organisation Sunnyboy Monnakgotla to present their pre-incorporation workshop on financial and non-financial support for co-operatives to Lakeside’s youth recently. Monnakgotla says that his organisation aims to educate the youth and assist them by encouraging them to start their own business. “The youth of Lakeside want to form their own businesses but they are inexperienced, so I decided to invite Yonella Solomons from DTI to give them guidelines,” he says. Solomons’ unit deals with Youth Development enterprises which help business development. During the workshop she highlighted that a co-operative is a voluntary organisation formed by a group of people who have a com-

mon need that they want to address. “People are not aware that a co-operative is a business independent of government which means that you can run your business on your own,” she says. She adds that DTI designs positive instruments that are meant to enhance the economy of the country and they offer financial and non-financial support. One of the financial supports offered is the Co-operative Incentive Scheme (CIS) which is a 90:10 cost-sharing grant for registered cooperatives, where DTI provides funding from R10 000 - R350 000 to buy materials for those starting their businesses. DTI also offers nonfinancial support such as the small enterprise development agency (SEDA), where entrepreneurship and technical training is offered. Solomons says she hopes the youth can be more interested in forming their businesses in neglected sectors such as Agriculture.

SEBOKENG. - The Tshepong RDP houses were raided by Housing MEC Ntombi Mekgwe on Thursday during a surprise visit that shocked the entire area. The MEC’s primary objective in visiting Tshepong was in root out the corruption that has impaired RDP Housing nationwide. The search came as a shock to residents and resulted in some house-owners leaving their homes vacant and unattended. Mekgwe says they are coming down hard on anyone who is implicated in Housing corruption and on those who use these houses as crime nests. The search was in conjunction with Emfuleni Local Municipality and graced by Executive Mayor Greta Hlongwane. Hlongwane and her entoura-

ge including MKVA regional chairperson Mzwandile Damore says they searched each street and all the houses. There are houses whose residents claim to belong to the structure uMkhonto Wesizwe Veterans Alliance. “Such people need to be evicted from their houses because they occupy them illegally. It’s a serious offence to commit fraud,” says Damore. While the search was in progress, most houses were left empty due to the raid. MEC Mekgwe says she is aware that people ran because of her surprise visit. “We are going to come back to all those who have not been verified. “The government has embarked on this campaign to allocate people to their right houses,” says Mekgwe.

What left me surprised was how this person seemed to think that Mpofu should not have been the one who was attacked as he is well-

But he is famous! known and respected. What crossed my mind was the thought that crime in South Africa is treated as a banal thing, something that can happen anytime, anywhere, without raising an eyebrow. Being attacked shows that Mpofu - like all ‘ordinary’ South Africans - is not exempt from the reality that crime happens everywhere - and to everyone. Everyone in this country is guilty of committing crime, whether it’s speeding, drunk driving, unfastened seat belts, domestic violence or buying pirated music. Crime is

an enemy and a monster that must be fought with force. What South Africans need to do is stand up against this scourge because if it has not happened to you yet, surely someone you know has been affected by it. Police alone - despite their ‘artillery’ - cannot win the war against crime while we sit with folded arms. Crime affects us all, regardless of status, race, colour, religion, nationality or tribe. No-one is safe on the street or at home. It

is indeed a reign of terror. Now during my snooping I wondered if the person commenting believed it was right to feel that it should not have been Mpofu that was attacked. Then I asked myself a question: should anyone have been attacked at all? Would it have been justified if someone else was attacked? Are we then saying ‘do crime’ as long as it is not against the well-known? I beg to differ. Lerato...

Vaal’s Karateka’s converge Zacharia Nale

SEBOKENG.- Vaal Dojo Karate Club, one of the most ambitious karate clubs in the Sedibeng region, will host a karate junior tournament at the Boipatong Hall on April 20. This Sebokeng (Zone 11)-based club, affiliated under the Kyokushinkai-Kan-Matsushima, will be up against clubs from as far afield as Katlehong, Thokoza, Pretoria, Germiston and other areas. This mouth-watering news was revealed to Sedibeng Ster Sport by the club Sensei, Buti Maqabe. According to Sensei Maqebe his club will represent Sedibeng in this much-anticipated tournament which promises fireworks. He says he is honoured by this invitation and his club is ready for the tournament come Saturday. The jubilant Maqabe says this will be the first time his club participates in this kind of tournament. He believes this is history-in-the-making for his less known karate club, which trains on the Katleho Impumelelo Secondary School premises. The club trains the children from the age of the u/6 until u/19. Maqabe says they teach these youngsters self–defence and discipline. “We have been training very hard for the tournament and we are looking forward to this event. My students can’t wait for this big occasion and they are so motivated. It will be the first time they compete at this level,” says Ma-

qabe. Meanwhile, Maqabe says all the children who stay around Zone 11 are welcome to come and join the club. He believes there is a need for them to acquire self-defence lessons. He says karate teaches them discipline more than anything else.

SEDIBENG. - Sebokeng Ajax FC scared the hell out of the Emfuleni Local Football Association’s Vaal Milling Promotion League teams in Stream A. The stream A teams suspect that all the Ajax players are over age – with the league rule allowing the fielding of only six over-aged players. The teams question Ajax’s motives in moving from Sebokeng to play their league match in Stream A, which consists of Sharpeville, Vanderbijlpark, Bophelong and Boipatong. According to demarcation Sebokeng Ajax is supposed to play their league match in Stream B. Speaking with Sedibeng Ster Sport, the development coaches in Stream A claim that all Ajax players are over-aged. They asked the league to look into this matter before it is too late. This Sebokeng-based side is the highest scoring team in Stream A to date. However, the youthful The Birds FC clearly brought Ajax to earth when these two sides played to 2-2 in the entertaining Vaal Milling League match at the Boipatong Stadium on Sunday. Many thought it would be a cakewalk for “aging” Ajax, but The Birds youngsters showed little respect for their opponents scoring two goals before halftime. The Birds could have taken a 3-0 lead but their inexperienced strikers failed to convert a penalty. In the second half, the visitors forced the game to a 2-2 draw. When approached Sebokeng Ajax coach Master Zondo says he is aware that there are teams that suspect that his team is over-aged. He says the reason why his team is so strong is because most of them grew up playing together in the u/13s and u/15s. However, he accepts the fact that he had four players who were born in 1991 and 1993. “I am quite aware of these allegations - that all my team members are over-aged. Most of these boys have played for this team since they were juniors. I still have their cards when they played for the u/13s and u/15s leagues in Evaton,” he concludes.

Meanwhile, Young Stars registered their first win of the season when they beat their neighbours Vaal Dev Academy 3-1 in the league match at the Boipatong Stadium on Sunday. Liverpool FC hammered Vereeniging Old Boys FC 6-1 in another league match played at the same venue on Saturday. Vaal Milano FC beat Vaal Manchester 4-0 in another league match, while Nale Academy collected maximum points when they beat MBC FC 3-1 at Shakespeare Stadium on Saturday.
