SEDIBENG.- An oversight visit of the Sedibeng region was conducted by the parliament’s portfolio committee along with Emfuleni Local Municipal Mayor Greta Hlongwane and Sedibeng District Municipality’s acting Mayor Assistance Mshudulu. The party first made a stop in Savannah City and then proceeded to Evaton, Golden Gardens, ending at Kwa-Masiza Hostel, where the main issue seem to be. Mushudulu explained to the committee that while many of the projects already commenced and were well on their way, there are still minor factors that hinder the pace of some. In Zone 6, Mshudulu explained that the main road remained unfinished. This was because residents refused

to be moved as the road would go into their yards: “About six houses will have to be demolished to complete the road. We are still negotiating to find the owners other homes once we have reached an agreement.” Mshudulu states that Kwa-Masiza Hostel remains a big problem: “There are about 8000 people residing at Kwa-Masiza and not all of them qualify for RDP housing. “Some of them will undoubtedly be moved to Golden Gardens, but others will have to stay here and be moved into the renovated hostels and continue to rent.” The chairperson of the Portfolio Committee on Human Settlements - Nocawe Noncedo Mafu - said, “I want to reflect on some of the things identified. “We are happy that projects are underway with regards to human settlements. “We are not happy with the urban renewal

project as it deals more with infrastructure and not with units, meaning that money that could go towards building more units is being wasted. “The project at Golden Gardens will lessen the pressure at Kwa-Masiza. I have never seen such a big hostel in my life.” Mafu added that the department of Human Settlements would monitor all projects at ground level to ensure that taxpayers’ money is used for service delivery to the people. ‘Happy’ letters but back to old shacks Lazarus Dithagiso

SEBOKENG. – Disgruntled residents have been hounded out of RDP houses and were forced to flee for their lives a year ago. Zone 19 residents told Sedibeng Ster that they are now taking their battle to the office of the MEC for Human Settlements, Jacob Mamabolo. They delegated a strong team to address their crisis to Gauteng Department of Housing. The community members say that they were issued with ‘happy’ letters which were supposed to mean that they qualify to be allocated RDP houses but still have no place to live: “We have valid copies. Our houses are illegally occupied by people who are protected by alleged members of the Economic Freedom Fighters.” Joel Mahlatsi, one of the disgruntled residents, is twiddling his thumbs from a shack a few metres away. “I received a key before signing a happy letter. I was later kicked out, assaulted and driven out of my property.” Residents pointed out Parks Khaiyane, an EFF MPL as armed with a firearm on the day they were evicted and was part of the group evicting them. Lydia Thekiso is in possession of ‘approval’ documents for her lawful occu-

pation of an RDP house since 2013. “I have seen the house but have never set foot in it. The illegal occupant told me bluntly that I will have to wait for the Red Ants to evict them,” she said. Residents pointed out that Sedibeng District Municipality Mayor Simon Mofokeng promised them that the matter would be given attention after the national elections. “Instead of getting a positive response, we were later told we would now have to wait for the local government elections. We have had it!” says Ntsoaki Moliko (54), one of the residents. Moliko said she has been living in a squatter camp for four years. “About ten families have died waiting for their houses here,” says Moliko. When approached for comment, Parks Khaiyane dismissed allegations as baseless and without substance. “Most disgruntled residents do not even have Identity Books, but they claim to be the legitimate owners. It is the community of Zone 24 that evicts them, not me. I only intervene when the occupants are threatened. Their houses have been forcibly hijacked at night.’’ “The Department has ruled in favour of people holding ‘happy’ letters. It is the obligation of the department to act lawfully, espe-

cially to those with approval and happy letters.” Drama unfolded recently when the Red Ants distributed eviction notices to illegal oc-

cupants. The Department of Housing indicated to the illegal occupants that they should vacate theses houses soon.

One dies in taxi shoot­out Mduduzi Mathebula

EVATON. - A shoot-out at Evaton Mall claimed one life on Friday morning. Several people were left injured. It was a normal day like any other, but a dark cloud swept over the Vaal Wits Taxi Association as one of their taxi owners was gunned down in a shootout that reminds one of a crime thriller. It is alleged that a Polo and a Toyota Rav 4 stopped at the intersection and no-one thought anything of it. Then unknown men apparently opened fire on vehicles that were on the paving of the

‘island’ dividing the two lanes. Several bullets hit a man known as Oupa Ntaopane, who was declared dead the moment paramedics arrived on the scene. Several other taxi owners were badly injured. Although the police quickly responded to the scene, it was too late, as the Polo and the Rav 4 fled the scene just after the incident. The Golden Highway came to a standstill with numerous police and traffic officers trying to calm the situation down. All injured people were rushed

to different hospitals while preliminary investigations were conducted. Sedibeng Ster spoke to one of the association spokespersons, Thili Bojosi who elaborated on the situation to the paper. He confirms the death of Ntaopane. “A Polo and Rav 4 stopped at the intersection, opened fire and fled the scene. The shooting came as the result of a dispute between certain members and their association. Taxi violence in Palm Springs also presented a problem last year, and it is alleged that this shoot-out is over the same route - Vaal to Johannesburg.” When asked, commuters said their safety is at risk as they have no idea when gunfire will erupt. SEBOKENG. - Executive Mayor of Emfuleni Gretha Hlongwane was forced out of an urgent meeting to stop a sub-contractor from trying to unplug and vandalise electric cables he’d installed in the community library. The sub-contractor, who switched off all computers was the angry Bully Lekhoba who could not stomach waiting another year to be paid what is due to him. He had installed the electric cables in the building at the Zone 13 library in 2010 and, to date, he says, he has not been paid his R112 000. Lekhoba said he was introduced to the Emfuleni Local Municipality through the main contractor, Peter Msime of Phumzile Projects. Since he finished the job, Phumzile Projects and his nephew from Soweto keep making false promises.

Lekhoba brought everything to a standstill last Wednesday by undoing everything he had done. This was after he allegedly sent several letters to the office of the municipal manager, Sam Shabalala - with no reply. Frustration and anger forced him to vandalise his own work. Lekhoba said Msime had been paid fully by ELM, which would pay him (Bully) from the retention. When the time arrived for him to be paid, however, he was apparently sent from pillar to post: “I was made to sign an affidavit for no apparent reason. The library was functioning, with members of the public utilising it, but I got nothing. I am switching off the lights and taking back everything I have fixed,” he said before the intervention of Emfuleni traffic police officers. The mayor allegedly managed to convince

Lekhoba to give in. She invited him to the negotiation table at her offices. Lekhoba says the mayor telephonically threatened him with police and opening a case of malicious damage to property should he tamper with anything at the library. He was not deterred by her statement and instead became emotional. Later Emfuleni Library officials urged him to let them transport him to meet with the mayor. After a fruitful meeting with the mayor, a new date was set. Lekhoba mentioned several names connected to the saga - from Emfuleni MMCs, municipal officials and local politicians. Hlongwane apparently said she would take it upon herself to invite everyone mentioned in the saga to get to the bottom of it. A date to resolve the matter was scheduled for (Wednesday) July 29. When going to print the result of the meeting was still not public.

Inaugural Gauteng Infrastructure Investment Conference (GIIC) held Lerato Serero

SEDIBENG. - The Gauteng government in partnership with municipalities and the private sector recently convened the inaugural Gauteng Infrastructure Investment Conference(GIIC) at Gallagher Estate in Midrand. Sedibeng was represented by the Sedibeng District Municipality Executive Mayor Simon Mofokeng who proudly presented an Evaton Township Enterprise that produces brick force, roof wire, wire nails, mesh fencing, barbed wire and other related wire products. Mofokeng challenged big businesses to support this great initiative. Speaking at the opening Gauteng Premier David Makhura said that the fact that the conference was attended mainly by more than one thousand people with 90 per cent coming from the private sector with most being leaders, investors and entrepreneurs that bode well for the province. “ Gauteng accounts for 34% of the national Gross Domestic Product (GDP) and is home to roughly 24% of the country’s population. Many more of our people come to Gauteng to seek opportunities for improving their lives and creating a better future for their families. Indeed, Gauteng does provide opportunities for people of this country and the African continent at large. In pursuit of this dream, we have adopted a ten-pillar programme of radical ‘Transformation, Modernisation and Re-industrialisation’ (TMR) as our provincial plan to realise the National Development Plan (NDP): radical economic transformation, decisive spatial transformation, accelerated social transformation, transformation of the state and governance, modernisation of the economy, modernisation of public transport and other infrastructure, modernisation of human settlements and urban management, modernisation of the public ser-

vices, re-industrialisation of Gauteng, taking a lead in Africa’s industrialisation.” He added that through this ten-pillar programme the government seeks to turn Gauteng into a globally competitive, seamlessly integrated, economically inclusive and socially cohesive city region; a leading industrial hub in the continent with smart, innovation-driven, knowledge-based, ecologically sustainable and futureoriented industries. “In Gauteng, we are finalising our 30-year Infrastructure Master Plan for the entire Gauteng city region which outlines our infrastructure needs regarding transport, energy, human settlements, broadband and ICT, water and sanitation, education and health,” he ended.

SEBOKENG. - The Deputy Minister of Basic Education Enver Surty recently handed over a state of the art library to Pitseng Primary School in zone 10. The library, is a first within the Boiketlong Informal Settlement and Zone 10 parameters. The library at Pitseng Primary is the 14th to be handed over through a partnership between Imperial Holdings and Ukhamba Community Development Trust. Surty states that the event of a library hand-over is proof that the points enshrined in the Freedom Charter are today actually coming through. “This makes this day a very significant one. “We cannot do anything about the quality of education in our country unless we encourage and invest in a culture of reading. Kids

must read with comprehension and understanding in order to free themselves.” Pitseng Primary School Principal Matse Mosia thanked everyone who made the handover possible, extending her gratitude to Sedibeng West District Director Victor Thetha, whom she says is the one who recommended her school to Imperial and Ukhamba. “The school register is filled with many kids who hail from disadvantaged backgrounds, they are going to benefit a lot from of this gesture. Imperial and Ukhamba have undoubtedly brought back life to zone 10 and Boiketlong because even though this library is situated on the school premises, it will serve the community as it is open to each and every child who wants to learn,” Mosia concludes.

Sedibeng fm gives to the community SEDIBENG.- Sedibeng fm staff recently participated in the global annual Mandela Day campaign whereby they made a difference and put smiles on some faces.The staff visited Bophelong Children’s Home founded by Emily Mohlala. The home centre was converted from a normal family house to a live-in centre for orphans, abuse victims and disabled children. Now the home houses nearly 50 children between the ages of 3 years and young adults. Mohlala is regarded a role model by her community for opening up her heart to children in dire need. She has done so by adopting children that

have been rejected by their families, victims of sexual and physical abuse, and hungry and lonely children with nowhere to go. Sedibeng fm partnered with Shoprite in Vaal Gate Shopping Centre, Vanderbijlpark and together they made the day special for the children by handing out blankets, toys, food and clothing. “We not only handed gifts out but spent the day clea-

Real Market Value vs. Replacement Value With 15 years of experience in the field of property valuation I have noticed that a lot of people do not fully understand the difference between market value and replacement value. I will illustrate this by giving examples. Replacement value refers to the estimated amount a person would pay to replace an asset at a certain time and according to its current worth, by using the same standard of finishing’s. Market Value is the estimated amount for which an asset should exchange hands on the date of valuation between a willing buyer and a willing seller, after being properly marketed. People often insure their properties at market value or even worst at municipal valuation. This could be disastrous when claiming for insurance purposes. Should you insure your house at market value of R800 000, and replacement val-

ue was actually R1 400 000, you would have been under insured at about 42.5 %. This will mean that should your claim be R100 000 on your home and you’re insurance company found that you were underinsured, they will only pay out R57 500, instead of the actual loss of R 100 000. It is therefore imperative that you insure at the correct replacement value.

Should you sell your property at a lower value you would run the risk of a financial loss. Rather get a professional valuation, even when using an Estate Agent, as the professional report will give you bargaining power with the agent and the potential buyer.

Another example can be of insuring your property for too much. I recently performed a valuation on a Sectional Title Scheme in Vanderbijlpark for insurance purposes. At the time the total insured value was for R38 200 000.00. Once I completed the valuation, I found that the actual replacement value was R18 200 000.00. The insurance company immediately updated their client’s value accordingly and lowered their premium.

People should be careful when improving their properties in certain areas of a town. For instance if you have a property that is currently worth R 500 000 and you spend R300 000 on improvements, but the highest property in your area sold for R600 000, it would result in a potential over capitalisation of approximately

nother milestone for The Vaal University of Technology’s Southern Gauteng Science Park was reached with the launch of the Casting Stimulation Network (CSN) on 2 July. The honourable Minister of Science and Technology; Naledi Pandor was guest of honour at the official launch of this cutting-edge project. Professor Irene Moutlana; Vice-Chancellor and Principal and Minister Pandor unveiled the plaque that will remain at the premises as a symbolic gesture of this historic event. According to the Minister, the launch of the CSN was a fitting celebration of a number of strategically planned activities that advance South Africa’s foundry sector. In recent times many foundries ceased operating, but through a process of benchmarking and technology capability evaluations, as well as the use of international and local subject matter experts, a variety of gaps that contributed to the low level of competitiveness of the sector were identified. The networking initiative is set to enhance South African companies’ capabilities to access contracts, create more jobs and contribute to the economic growth and know-

ledge-based activities which are critical imperatives for the country. Over the past four years, the Technology Localisation Programme has assisted over 145 manufacturing companies which have been able to create new jobs and secure new contracts from state-owned enterprises, with others retaining existing contracts. Stimulation software improves and confirms casting processes and tools, thereby providing the foundry sector with advanced technology to equip it to provide vital inputs to the South African manufacturing industry.

“Our manufacturing industry needs our foundries and therefore there is a need for these focused interventions,” said the Minister Pandor. “The main CSN site is at the Vaal University of Technology’s Southern Gauteng Science Park. We are pleased to host this hub which connects the satellite sites within the Technology Station at The Durban University of Technology, The Nelson Mandela Metropolitan University, Stellenbosch University and The University of Johannesburg,” said Professor Moutlana.

he Emerging Voices 2 (EV2) Research Project was recently concluded by a team of researchers from the VUT and the University of Johannesburg senior research students in the Sedibeng region. They shared their findings at a function held at the southern Gauteng Science and Technology Park last week. The Emerging Voices Project is designed to build a network of progressive researchers and community advocates who are tasked with developing a new vision for post-school education which better meets the priorities and interest of all

South Africans. The team included stakeholders from the community, researchers and universities that conducted individual interviews, community dialogues, workshops and seminars to find better ways to meet South Africa’s diverse community and human development needs, especially among marginalised populations. This process has raised the level of discourse whilst at the same time provided researchers with analytical tools for investigating and critiquing post-school issues of importance.

The league is yet to kick off in Boitshepiville areas such as Bophelong, Boipatong, Sharpeville, Rust-ter-Vaal and Roshnee. TOUCHLINE witnessed how referees were treated like ‘dog-pooh’ when Zone 10 United played against Mauritus FC at the Saul Tsotetsi Sports Complex in Zone 14, Sebokeng, on Saturday. What transpired was not part of development as Zone 10 United FC officials

Match officials’ lives are cheap refused to pay the match officials their fee as required after the game. The officials did not deserve that kind of treatment from Zone 10 United officials. This shows how cheap the lives of match officials are in this region. There was nothing the poor match officials could do with the situation as there was no one to turn to resolve this matter. This situation mirrored how some of the club’s bosses show no respect for this beautiful game, especially match officials who are part of football development in this region. This is not the first time this has happened in the league as TOUCHLINE was told the

same thing happened at a league match in Sharpeville, where a club owner refused to pay match officials after the game. TOUCHLINE is not surprised by those club’s bosses because some of them are the friends of members of the Emfuleni Local Football Executive Committee, hence they show no respect for this game. This is what happens when we elect our friends to run football despite the fact that they have no experience in administration. If a club owner refuses to pay match officials, what message is he sending to the young players? What kind of leadership is this? Still on

the Super League, TOUCHLINE was also taken aback by the state of the fields at the Saul Tsotetsi Sports Complex. If we are serious about the development of football in this region those are not good conditions to play in. For example, there were no lines and the poles of the other field leave much to be desired. TOUCHLINE was told those poles had been like that for some time. On a positive note, TOUCHLINE wants to take this opportunity to congratulate VUT FC for its promotion to the ABC Motsepe League in the new season.

Malefu Molaodi of Mauritius FC is one woman who has made a name for herself in the local football fraternity. She is part of the club’s technical staff and her involvement in football is inspirational to many young women in this region. Molaodi spoke to Sedibeng Ster Sport when her team played to a 1 - 1 draw against Zone 10 United FC in the Emfuleni Local Football Association’s Super League at Saul Tsotetsi Sports

Complex in Zone 14, Sebokeng, over the weekend. Molaodi says she is not in football to add to the numbers, but to make a difference. To make things interesting, this Zone 14based club - Mauritius FC - is also led by a woman - Freda Motloenya - who has a vision to turn the club into a force to be reckoned with in local football. Molaodi says it doesn’t mean that if clubs are run by women, male soccer teams will just roll over them. This was evident when Mauritius FC toyed with their opponents in the most exciting game to watch on the day: “I have learned a lot in football since I got involved and I enjoy each and every moment of it. I also learned a lot from those experienced coaches and

managers about this beautiful game. Not many people appreciate our involvement in football as women. However, I’m happy because there are those who support us and make us feel welcome.” She believes Mauritius FC will challenge for the league honour next season as their intention is to play in the SAB League. The team has the potential to become a household name in local football if their weekend performance is anything to go by. Molaodi says her involvement in football was encouraged by women such as Ria Ledwaba, who owned the now defunct Ria Stars.

SEBOKENG. - Esokwazi Secondary School has become a force to be reckoned with in local school football. This Zone 7-based school will represent Sedibeng West District (D8) in the Inter-district MacDonald Cup scheduled to take place this week at a venue yet to be decided. The school achieved this feat after its victory during the D8 MacDonald Cup play-offs at the Saul Tsotetsi Sports Complex in Zone 14, Sebokeng, on Saturday. They beat their rivals Kgutlo-Tharo Secondary School 3 - 0 in the final game. As things stand, Esokwazi will also represent Sedibeng

in the forthcoming Coca Cola Provincial Tournament. The success of the school is attributed to the fact that most of the players play for the same local team – EYA from Zone 7 - under the leadership of William ‘Vecks’ Gumula. Gumula says the school is very fortunate to have such talented players from Zone 7, Evaton and surrounding areas: “Look, most of these boys play for the same team and they make my job very easy in the field of play. I have no doubt that we will also represent Sedibeng in the McDonald Cup as much as we will represent this region in the coming Coca

Cola Cup. We are more than ready to make Sedibeng proud in the Coca Cola Cup because we have prepared ourselves.” Meanwhile, district secretary Roy Stoki was disappointed with the school turn-out as only four schools honoured the invitation. According to Stoki they expected eight schools to participate in this event but the other four failed to show up. “I have no idea why some of the schools didn’t pitch up as expected because they were informed about today’s event. Some schools came, but their documents were not in order and we decided to disqualify them,” explained Stoki.

SEDIBENG. - It’s official! Vaal University of Technology (VUT) FC will campaign in the ABC Motsepe League in the new season. The Students, as they are popularly known, achieved this feat after an impressive performance during the Gauteng SAB League Play Offs which came to an end over the weekend held in Tshwane, Pretoria. This is good news for Sedibeng football, taking into consideration that North-West University (NWU) FC was relegated to SAB League after finishing at the bottom of ABC Motsepe League. Credit must be given to VUT FC head coach Geelbooi ‘Goma’ Masango and his boys for making Sedibeng proud. Speaking to Sedibeng Ster Sport VUT FC team manager - Dolfas Tsotetsi was still over the moon about the team’s achievement. “This mission is complete and I am grateful for what we have achieved as an institution. Credit must go to players and technical staff for a job well done. It was our goal to see ourselves campaigning in the ABC Motsepe League. Playing in second division will open doors for these youngsters as far as their football career is concerned,” says Tsotetsi.
