Criminal mischief in downtown Seguin leads to arrest weekend lineup set in Seguin By Cindy Aguirre-Herrera

(Seguin) – A 20-year-old man was arrested after allegedly smashing the storefront of a local business late Friday night. Seguin Police officials say Derek James Rasser, 20, of Seguin, on Saturday was taken into custody without incident on a warrant for criminal mischief over $2,500 and under $30,000, a state jail felony. They say Rasser’s arrest comes after multiple c i t i z e n s contacted the p o l i c e department providing information that they had observed on social media about the b r o k e n windows at Starcke Furniture located in the 300 block of South Austin Street. The video shared on social media shows the shattering of glass. It also captures the voices and laughs of at least one if not more individuals walking along the street with Rasser. The Seguin PD was notified at around 10:30 p.m. Friday of the criminal mischief reported along the Nolte Street side of the building. They say the information and subsequent investigation by detectives with the Criminal Investigations Division led to the identification of Rasser. Rasser was arrested at

8:45 p.m. Saturday. According to detectives, it is believed that this is a random act of violence and not related to any specific protest or demonstration. Rasser was booked into the Guadalupe County Jail in lieu of a $25,000 bond. The Seguin Police Department officials say they would like to thank the many citizens who stepped up and provided the information about the suspects “in this senseless crime.” They say the Seguin community will not tolerate this type of r a n d o m violence and destruction of personal property. This was clearly evident early Saturday morning when community members again turned to social media. This time, however, it was to encourage residents to lend a hand with the clean-up of the shattered glass at the century old business owned by Hilmar and Frank Starcke. Officials say no other businesses reported any damage in the downtown area. Detectives say this investigation continues with more arrests anticipated.

Courtesy Photo By Darren Dunn (Seguin) -- The Fourth of July weekend in Seguin will mark a return to normalcy in the city of Seguin. The Seguin City Council on Thursday approved a plan that would allow the city's Biggest Small Town Fourth of July Parade in Texas to be held without any additional restrictions. That means, it will be a mostly traditional Fourth of July weekend in Seguin. The council officially approved the parade after a survey of the public showed that people overwhelmingly supported having the event again this year, despite the concerns of some about the potential spread of COVID-19. Main Street Director Kyle Kramm told the

Gerardo Lopez 830-491-4295

council that staff was recommending a few changes to make the parade safer for everyone this year. He says that includes limiting the number of people that can be a part of any parade entry. "Because the governor says to keep even at large events, we should stay in groups of 10 or less so we would probably have that rule of on no parade entry -- will there be allowed to be 10 or more people," said Kramm. Kramm says they will have several hand washing and hand sanitizing stations set up throughout the area, to help reduce the potential spread of the virus among those who plan to attend. SHS graduates continue legacy of earning college degree in high school By Cindy Aguirre-Herrera (Seguin) – Although the Seguin High School Class of 2020 has officially said good-bye, the drive and determination of 19 of its members have been left behind in hopes of inspiring the next batch of incoming freshmen who look to take on the journey of securing an associate’s degree in 2024. Leaving behind that example are the SHS ECHS students

who have each earned a high school diploma and an associate degree from St. Phillips College. Anna Lisa Garza, the director of Seguin’s Early College High School, says the school could not wrap up the year without acknowledging this very invested group of students. Garza says this class marks the third cohort of ECHS students who have earned a jumpstart to their future while

saving thousands of dollars for their families. “As far as the last three graduating cohorts, we had our 65 associate degree students over the last three years earning over 3,900 college credits that they’ve learned over the last three cohorts and that is a savings of over $787, 000 for those three cohorts of students and so when we talk about the early college high school, that is

significant. That does not include the other students who did dual credit but who didn’t earn an associate degree. That’s just our associate degree students. So over the last three years, that’s the amount of money that has been saved by our early college high school students and their parents. At first, it was something that parents quite didn’t believe us when we said it was free of charge and now, it’s just kind of become part of the culture.

People now talk about it in the community and they advocate for it. They believe in it. They support it and so I think the culture has changed to – it’s part of not just Seguin High School but part of Seguin now,” said Garza. Garza says what might be even more inspiring is the impact of being able to get that college degree under their belt. See EARNING, page 3

ECHS director shares the benefits of working hard toward college degree opportunities that we offer for our students because even if they are not in ECHS, there are still a good variety of opportunities for students at Seguin High School,” Garza.

EARNING, continued from page 2

“The significant number of first generation students who have gone through our program and then when we have them reflect on their four years, the first thing they say is that they want to inspire and set an example for their siblings or for their cousins and that’s huge because they want to change their family’s history. They want to be able to inspire their little brothers or their little sisters to do the same because when you hear our first generation students say that and share that and it’s no longer ‘I think my s brother or sister can do it.’ They say ‘if I can do it, they can do it’ and that’s powerful,” said Garza. Garza says although the local program has changed from its original blueprint, the opportunities that exist for all students remain quite significant.

As for this specific cohort of ECHS students, Garza adds that the group had an amazing amount of drive and determination. She says the journey was not an easy one and many of them encountered academic or personal obstacles, if not both – yet she says they persevered and never gave up. Due to the COVID-19 pandemic, this group of graduates will not participate in their college graduation until December. “We had to change our model so we went from a comprehensive model to a school within a school and so having to change our model that was driven by a new blueprint that the state of Texas TEA agency

(Texas Education Agency) ruled out but the opportunities still look the same for all of our students. So even if you are not in Early College High School, students still have the opportunity to earn up to 42

college credit hours which is huge and, they have that opportunity or they can earn a certification through our CTE (Career and Technical Education) program so I always like to brag on all of our programs and

Nonetheless, the students were still recognized for having obtained their college degree weeks before walking the stage and being handed their high school diploma.

TLU Athletics hopeful of 2020 sports season starts, mindful of changes due to COVID-19

(Seguin) Seguin ISD administration was informed Thursday that a Seguin High School coach received positive results from a June 3 COVID-19 test.

Scheduled strength and conditioning activities for student athletes, which were scheduled to begin Monday, June 8, will be pushed back at least two weeks.

The coach is currently self quarantining for 14 days at home. After not feeling well on Wednesday, the coach was tested the same day and received the results on Thursday.

Seguin High School maintenance staff will deep clean offices, work areas, and meeting areas in and around the Athletics Department.

TLU, continued from page 4 "Planning for athletics at TLU is part of a larger effort underway at TLU to ensure that our campus is opened safely in the fall, providing our students with opportunities guided by the new environment we are in. We are working closely with our partners in the NCAA, the NCAA Division III, and our two conferences - the Southern Collegiate Athletic Conference and the American Southwest Conference - to start our seasons at some point this fall and to play schedules that lead to championship opportunities, whether those opportunities present themselves at the conference level or at the national level." TLU plays official NCAA fall schedules in the following sports: football, men's soccer, women's soccer, women's volleyball, women's cross country, and men's cross country. The Bulldogs play in the American Southwest Conference for football. The rest of TLU's fall and spring sports

(except for men's and women's indoor track & field) compete in the SCAC. TLU's teams in men's and women's indoor track & field compete as NCAA independents since the SCAC does not sponsor the sport among its members.

Committee approved the reductions in response to recommendations from the Division III Membership and Championships Committees. The minimum number of required participants will stay the same.

TLU also has sports, like women's and men's golf and men's and women's tennis, that play fall schedules that lead into their spring seasons. A golf team's performance in the fall and the spring is factored into the program's chances for at-large NCAA berths. Also, most TLU spring sports have off-season practices in the fall, and TLU's winter sports of men's and women's basketball usually start practices in mid-October.

"We hope that a reduction in contest minimums will provide flexibility to our member schools as they work to reopen during what is a very uncertain and complex time," said Tori Murden McClure, chair of the committee and Spalding University (Ky.) president. Department to enforce those measures.

"We've already gotten some quotes to have 20 stations throughout the parade staging area and throughout the parade route. We are also increasing the number of portable toilets and handwashing stations along the route as well. We normally allow parade entries to walk along their route and pass out flags or koozies and things like that. We will not allow that this year. We don't want contaminated items being handed out. We will, once again, as I mentioned will increase our promotion of the live stream of the parade and then we normally also have nonprofit vendors selling waters, sodas, snow cones along the parade route. We probably won't have that this year as well just to reduce the interaction of the public. Another item would be either reducing the amount of VIP seating or having no VIP seating in order to ensure that there's more room for the general spectators around Central Park so trying to figure out where we can put some VIP seating but still allow room for our general spectators to kind of spread out some more," said Kramm

"I don't know that you can keep people completely apart but it seems to me that the general public has pretty much learned to give some space to people. I think the governor's orders, I believe, says that it is okay to gather if you have your familiar group of 10 I believe people together. They can gather and bunch together. But there is supposed to be six feet apart from the other group of 10 so how are you going to go out and count that. The thing is (with) the governor, these are all suggestions. They aren't really laws. There are things he suggest so I want to hope that people are going to respect that," said Keil.

Much like the fireworks show that was approved by the council last month, the parade also calls for people to selfpolice themselves when it comes to social distancing. Mayor Don Keil says that they are encouraging people to follow the governor's orders on social distancing, but it will not be the job of the Seguin Police

Councilman Jeremy Roy was the only council member to vote against hosting the parade. Roy, who works for an area hospital, says that he was concerned about the potential spread of the virus, and wondered if more input was needed from the local medical community. "I want a parade. I never missed one and through Rotary, I organized that for eight or so years but I think we should put a parade on but let's assess and mitigate risk and try to follow these guidelines but I would want to hear -- if it's not the public health authority, at least our health care community because that is who is going to be impacted and maybe I'm speaking out of a personal bias because I'm there. I'm in the ICU with the ICU nurses, the patients that are under investigation, the ones that are positive. I've spent time with them so maybe I am a little bias," said Roy. Councilwoman Jet Crabb says she didn't think additional input was needed, because the city had already given everyone a chance to have their voice heard. She says not only did they offer the survey, but they also have

given the public chances to address the issue during two city council meetings. "Everybody was given the opportunity to respond to that survey and I don't know if you had any people from the medical community that responded or not. Some may have, some may not have. But we put out the survey and we had a tremendous amount of people that want to have this. I don't think that there is anyone at all to have an absolute perfect, absolutely a safe parade even when there is not a virus going around. You still could possibly have problems but I do agree that the extra hand sanitizing, the courtesy signs -- there comes a time when part of what you do is self-responsibility and if people really have concerns about being there, of course, they won't be there. But there are so many that want to be there and I think if we take all the precautions we can, that's not to say there may be some people that end coming up with COVID but we'll never know if they picked it up there. They are already out and about in the community," said Crabb. The parade, which normally brings 8,000 to 10,000 people to downtown Seguin each year, is expected to have a much lighter attendance this year, despite the event being held on a Saturday. Councilman Mark Herbold says people, who are worried about the virus or who have underlying medical issues, are likely to stay home. He says the live video stream will also be a more viable option for some this year. "We had inside church just this last Sunday. First time we held a congregation. Twenty people showed up. I think the parade is going to have a whole less folks. Those over 65 are probably not going to come. A lot of people over 65 have attended the parade. With the streaming thing, I'm even attempted to stay home and watch it on the screen but it's not so hot," said Herbold. Councilman Ernest Leal says people want the parade, and he thinks there will be more than adequate space for people to spread out along the parade route this year.

"A lot of people have been saying to me that it's like a tradition to have it every year. Of course, they are concerned about what's going on this year about COVID-19 but I imagine there is a lot of people out there that are smart and if they are scared of what's going on, they'll probably stay home and I'm pretty sure if there's going to be less floats this year, that's going to open up more space for the people that are out there watching the parade and practicing social distancing," said Leal. City officials remind citizens that they are still encouraged to practice social distancing from people who are not a part of their household, but the fireworks show, and parade will go on as previously planned. The fireworks show will be held at 9:30 p.m. on Friday, July 3 in Max Starcke Park; and the parade is slated for 10 a.m. on Saturday, July 4 in downtown Seguin. Freedom Fiesta, sponsored by KWED, is tentatively scheduled for 6 to 9 p.m. on Thursday, July 2 in Central Park. Due to the governor's COVID-19 restrictions, Freedom Fiesta is being modified, and it will be less of a festival and more like a concert in the park. It will be a free event, where people are allowed stretch out and practice social distancing. It will not include the traditional food booths and game vendors this year.
