City manager gets vote of CONFIDENCE from Seguin City Council

(Seguin) -- The Seguin City Council is once again singing the praises of City Manager Steve Parker. The council met in closed session on Tuesday to conduct Parker’s annual job performance evaluation. Council members returned to open session and agreed to give Parker a pay raise and to offer some additional incentives. The action was laid out in a motion made by City Councilman Bill Keller.

“I move that we give our city manager 2.5 percent merit increase, a one-time merit payment incentive of $10,000, 40-hours additional personal leave annually, plus 20 hours annually that was given last year with the intent to be yearly, and that is my motion,” said Keller.

The council unanimously approved that motion. Parker then spoke briefly, and said he

appreciates the vote of confidence. He also took some time to recognize city staff. He says those people are really what make things work in the city of Seguin.

“Thank you, mayor and council. That means a lot. I’ve got to thank my team. They are amazing. All the list of accomplishments that we sent out, could (not) have been done (without them). It is amazing, the list, when you go back, and you review it --what happened just in the last year, it was a really crazy schedule. This community is my home. This team is my family, which includes you. I thank you very much and I will keep up the hard work,” said Parker.

Parker who manages the dayto-day operations of the city, including its utilities, has been the city manager in Seguin since January 2020.

City provides update on legislative session

(Seguin) -- Officials at Seguin City Hall are keeping a close eye on the current legislative session in Austin. City staff provided a legislative update during Tuesday’s meeting of the Seguin City Council.

City Manager Steve Parker says there are several bills that could potentially impact cities across the state. He says there’s a political struggle going on between the state and some much larger cities. He says some of the proposed changes could impact smaller cities like Seguin, which is why he said they wanted to discuss some of those bills. Many of the bills discussed by Parker dealt with local control, and how he believes that makes a difference for Seguin and many other communities across the state.

“They’re really trying to take over the controls that city have, and I think we would all agree that we think that we do a very good job of our local controls -- setting our tax rates, trying to get the services, the infrastructure that our community wants, whether it’s fixing roads, whatever it may be, that we have a lot of say so in that. But there’s a lot of infighting...that

stems from relationships that the state has with the city of Austin and city of San Antonio (and) some of these larger communities that are really trying to put in different types of legislation, that would preempt state law, and so there’s a lot of infighting related to that,” said Parker.

A large portion of the legislative update was given by Seguin Economic Development Director Josh Schneuker, who focused on several bills that could potentially enhance or hinder economic development opportunities in Seguin.

One bill that would definitely help Seguin and Guadalupe County was House Bill 4997. Schneuker says this bill was filed by State Representative John Kuempel, a Republican from Seguin. The bill would allow the Texas State Technical College (TSTC) to build a new campus in Guadalupe and Comal counties. Schneuker says this would be a great opportunity for the Seguin and New Braunfels areas if TSTC is allowed to develop a campus in this region. Session, pg. 3

“We’ve been working very closely with TSTC and our colleagues up in New Braunfels as well for this legislation. This would give TSTC the authority to build a campus somewhere in Comal (County) and/ or Guadalupe County. How that would look right now is still to be determined. There’s a couple of options. It could be one large campus. It could be multiple campuses that can fit the needs of each community. New Braunfels might have different educational needs, (and) Seguin and our industry might have different educational needs. So, you (might have) some separate campuses in each of those communities. This is legislation that was introduced by Representative Kuempel. We did speak with all of our reps regarding this. For the most part, everybody seems to be on board. So, we’re hoping this is the first step forward to, you know, getting this moving towards hopefully creating a new TSTC campus somewhere in our region,” said Schneuker.

The Alamo College District already offers some courses at the Central Texas Technology Center (CTTC), which is located in Guadalupe County and also in the New Braunfels city limits. Schneuker says the proposed new TSTC campus would be something all together different and could pinpoint more training and educational needs in this region. It would also allow TSTC to set up its local campus, even though this area is technically within the Alamo College District’s boundaries. Local officials have already worked

with TSTC to bring the Federation for Advanced Manufacturing Education, or FAME program, to the area. This is a relatively new job-training partnership that’s slated to be offered by TSTC at the existing CTTC. Schneuker says that’s an example of how a new TSTC campus could more broadly benefit Seguin, New Braunfels, Guadalupe County, Comal County, and many other locations in this region.

“If this House Bill was passed, it would actually exempt TSTC from those service area jurisdiction rules. So right now, the way that we were able to get the FAME program established in Guadalupe County at the CTTC, is we had to leverage legislation that was passed last session regarding a right of first refusal. So the FAME program was presented to the Alamo Colleges, and Alamo Colleges declined to serve as the educational provider. That opened up the door for us to go out to TSTC. If this legislation is passed, it would pretty much give TSTC open flexibility to bring in all new programs. They wouldn’t have to go through that process every single time. There is another bill that is somewhat related to those service area jurisdiction rules. It’s House Bill 3048. This would essentially exempt TSTC statewide from those service jurisdiction rules. I’m not sure if this is something that’s going to make it all the way through. It has been referred to committee, but you know this would really help out. I know a lot of communities that I’ve talked to, that have faced similar issues with not being in the taxing jurisdiction of a community college and not really getting the full needs and services that they were demanding. So this is kind of piggybacking off what you were referencing there,” said Schneuker.

Schneuker says the city is also closely watching another bill that it supports. Senate Bill 1071 would allow the SH 130 Concession Company to pursue building a connector route between Seguin and New Braunfels. The route is believed to be an important transportation improvement for this area, and Schneuker says it’s also expected to have a significant positive economic impact for both communities if the connector route is built.

“This is something that I think could potentially have benefits to the city of Seguin. Obviously, there’s a lot of moving parts with this proposed route. But you know, if it is at the right locations, it could potentially create some very attractive commercial intersections, (and) it can open up some areas along SH 130 as well for further development. I think it has the potential as long as it is mutually beneficial to Seguin and New Braunfels, because that’s where the proposed connector would come in from I-35. It just has to be mutually beneficial to both communities for us to stay behind it. So as of right now, we’ve been engaged with those conversations and are pushing for that benefit to seeing as much as we can here, said Schneuker.

City officials say they are working together with state officials to make sure that the voices of this community are being heard on some of these important issues. The legislative session runs through May 29 in Austin.

No. 4 Bulldogs Use Long Ball to Sweep UMHB

SEGUIN, Texas -- The No. 4 Texas Lutheran softball team swept two games against Mary Hardin-Baylor at Ed Kruse Stadium on Tuesday as the Bulldogs wrapped up their 15-game homestand by beating the Crusaders 8-1 and 6-3.

In game one of the day, the Crusaders (11-8) took the 4th-ranked Bulldogs (15-2) the full seven innings Tuesday evening, clawing one run out in the first inning, but that was all senior pitcher Ashlyn Strother (Seabrook/ Clear Falls) would allow. Strother went the distance and surrendered one run on four hits and three walks to go with two strikeouts. The win moved Strother into sole possession of second place in TLU program history with 53 career wins. Laura Hernandez (Missouri City/Ridge Point) went yard for the fourth time this season in a 1-for-4, three RBI performance.

After allowing a run in the top of the first, TLU plated two runs in the bottom of the inning. Following a Caelee Clark (Montgomery/Lake Creek) walk and Linzee Leal (Corpus Christi/Mary Carroll) bunt single, Clark would steal home to get the Bulldogs on the board. Three walks would load the bases with one out for Laura Hernandez who would drive in TLU’s second run of the inning on a fielder’s choice.

The Bulldogs pushed two more runs across in the second inning via a sacrifice fly from Madison Johnson (Round Rock/Round Rock) and Annie Kay (Sinton/Sinton) scoring on a UMHB throwing error.

TLU would continue to pour it on in the third inning, adding three more runs to their lead with two coming from a two-run home run from Laura Hernandez. The home run was her fourth of the 2023 season and the tenth of her TLU career - tying her for sixth all-time in TLU softball history with Tiffany Haines (2002-05) and Nicole Snow (2014-17). Madison Johnson would drive in her second run of the game on a bases loaded walk to make it 7-1.

Annie Kay would score on yet another UMHB error in the fifth inning to bring the game to its final score of 8-1.

Isabella Rodriguez (Pearland/Pearland) led TLU at the plate with her two hits in three plate appearances. Caelee Clark would tie a TLU singlegame record with four walks in game one.

Texas Lutheran completed the sweep by winning game two by a final of 6-3. With the win, Texas Lutheran continued their streak against UMHB at home, winning every home matchup with the Crusaders since 2013.

In game two, it was freshman Serena Gonzalez (Corpus Christi/Foy H. Moody) that proved to be the difference - hitting two two- run home runs in the night cap.

Senior Amanda White (Lockhart/Lockhart) managed to keep the Crusaders offense at bay, tossing a complete game, striking out nine and surrendering three runs on seven hits.

TLU got on the board first in the first inning with Madison Johnson getting the scoring started with an RBI double. Serena Gonzalez would hit her first two-run home run of the night in the first to give TLU an early 3-0 lead.

UMHB would shrink the Bulldog lead to 3-1 in the second before the Bulldogs would add a single run on a UMHB error in the third to regain the three run advantage.

The Crusaders would shrink the TLU lead to 4-3 in the fifth before

the Bulldogs would respond with a two-run homer from the freshman Gonzalez to take a 6-3 advantage. The two home run performance matches a single-game record and the first occurrence since Haley Padilla against Mary Hardin-Baylor in 2021. Gonzalez now leads the SCAC with five home runs on the season.

UMHB would load the bases with no outs in the top of the seventh following two TLU errors and a single, but Amanda White would respond by striking out the next two batters before forcing a line out to end Tuesday night’s contest.

The Bulldogs return to the diamond on Friday, March 24, as they return to SCAC play, traveling to Shreveport, Louisiana to face the Ladies of Centenary College. First pitch is tentatively scheduled for 6 PM. All streaming and stat links can be found on tlubulldogs.com.

Wilhelm “Bill” Schade, age 81 of Seguin, Texas passed away on March 16, 2023. Bill was born on March 24, 1941, in Germany.

Bill is preceded in death by his parents, Helene (Schade) and Herman Ratz, and his sister Inge Philbrook and his brothersin-law Jim Wacker and Billy Joe Hageman.

Survivors include his loving wife of 57 years, Constance “Connie” Korsmeyer Schade (they were married in Morton, Illinois); sons, Bob and (Wendy) Schade, Tim and (Andrea) Schade; grandchildren Courtney (Zachary) Smith, Caitlyn Schade, Caroline Schade, & Kinley Schade; sisters-in-law, Lil Wacker, Joyce (Richard) Dinel; numerous nephews, one niece, other loving family members and many friends.

Bill graduated from Lutheran West High School in Cleveland, Ohio in 1959. He received his Bachelor’s degree from Valparaiso University in 1964, and his Master of Education degree from Indiana University in 1969. Bill coached football in Portland, Oregon, Canton, Missouri, Alamosa, Colorado, and Fargo, North Dakota for 14 years prior to joining Connie’s parents in the grocery business in Pekin, Illinois. For the next 20 years Bill and Connie ran Mr. K’s Supermarkets. In 2002 Bill came out of retirement to coach football again at Texas Lutheran University. In retirement Bill loved woodworking and following his granddaughters in all their endeavors.

Visitation will begin on Thursday, March 23, 2023 at 1 p.m. at Faith Lutheran Church in Seguin, Texas, followed by a memorial service at 2 p.m. with the Reverend Daniel Cave officiating. Interment will follow immediately after in the Faith Lutheran Church Columbarium. A reception will follow in the Life Enrichment Center (LEC) at Faith Lutheran Church. Serving as honorary pallbearers will be Mike Wacker, Steve Wacker, Tom Wacker, Eddie Dinel, Greg Borman, and Zachary Smith. .

Leroy Edgar Froboese of Marion passed away on March 17, 2023. He was born on January 4, 1932, in Selma, Texas to Alma Voigt Froboese and Wilhelm August Carl Froboese.

He married his best friend and love of his life, Nelleene Evelyn Kappelmann Froboese, on September 4, 1955. Leroy and Nelleene were blessed with four sons, whom he loved and shared his affinity and knowledge of technical problem-solving with. He retired from the American Can Company after working for over 20 years as a maintenance electrician. He enjoyed the challenge of solving electrical and hydraulic problems, as well as working on AC units and cars for whoever needed the help. He loved farming and working with his hands. He would work late at night to complete a project, ensuring the equipment would work correctly the next day. He was also always available to family and friends for a friendly game of dominos or cards or to visit.

Leroy is preceded in death by his loving wife of 65 years, Nelleene, his son, Delroy and daughter-in-law, Deborah and his parents, siblings, Lola Priess, Eugene Froboese, Alice Froboese, and Roman Froboese.

Survivors include his sons, Nelson, Darrell and wife Renna, and Norwell and wife Jodie; daughter-in-law, Teresia; granddaughters, Kristi, Andrea, Reva, Shannon, and Cassie and their families; sisterin-law, Kathleen Pope; brother-in-law, Kervin Kappelmann and wife Marrianne; numerous nieces, nephews, cousins, and many friends.

Biden Signs Bill To Declassify COVID Origins Info

(Washington, DC) -- President Biden has signed legislation to declassify information related to the origins of COVID-19. He put pen to paper on Monday after the measure was passed unanimously in Congress. In a statement, Biden highlighted the importance of getting “to the bottom of COVID-19’s origins to help ensure we can better prevent future pandemics.” Earlier this year, reports citing classified intelligence said the Department of Energy concluded with “low confidence” that the pandemic was likely due to a lab leak in China. The White House denied that there was any clear consensus.

Deadly Fungus Spreading Rapidly In U.S. Healthcare Facilities

(Atlanta, GA) -- A fungus that kills more than three out of ten people that it infects in U.S. healthcare facilities is spreading rapidly. The CDC is sounding an alarm bell about the fungus, a type of yeast called Candida auris, or C. auris, for short. Symptoms include a high fever with chills that’s drug-resistant. It’s found on the skin and throughout the body. The CDC says C. auris is not a threat to healthy people but can be deadly for people using ventilators or catheters who have lengthy hospital or nursing home stays. Cases in the U.S. nearly doubled between 2020 and 2021.

DOH Reports Red Hill Families Drank Antifreeze

(Honolulu, HI) -- Military families were exposed to more than petroleum after the Red Hill fuel spill in 2021. The Hawaii Department of Health now reports families also drank antifreeze that was contained in the contaminated tap water. The claim was included in an internal Health Department memo made public on Monday. Lawyers suing the U.S. government have already amended their lawsuit to include the antifreeze claim. Thousands of people who live near Pearl Harbor were sickened by drinking water following the fuel spill in November of 2021. There was another spill at Red Hill in May of that year with many of the victims saying they’re still dealing with health issues.
