City of Seguin cancels Fourth of July festivities

"This is going to include all the public events and it includes the parade and the fireworks display but fortunately, the fireworks, we were able to rollover our deposit until next year," said Keil. Mayor Keil reluctantly delivered the news, that these proud traditions would be disrupted by the virus which has spread rapidly across the globe. "This just breaks my heart. I want people to know this is something very near and dear to me this Fourth of July. This is our premiere event and it's one of the great things that we do every single year and have since I can remember when so I think we all need a great big dose of red, white and blue and the American flag and patriotism right now concerning what's been going on in the country and I think this would have been a great thing to have but unfortunately, we have to cancel it because it's been clear that the COVID-19 pandemic has reached a point that is troubling and as we've said all along, we reserve the right to cancel this event right up to the day before if a considerable spike -- in case it should occur and what has happened is that spike has occurred," said Keil.

By Darren Dunn (Seguin) -- The Fourth of July is usually a very big deal in the city of Seguin. There are parades and festivals and fireworks shows. It's also more than that. It's also a homecoming, with crowds showing up nightly at The Oak in downtown Seguin or at the Lake Breeze Ski Lodge on Lake McQueeney. It is often a time when the best that the city has to offer to its public comes together in a big celebratory way. That's what happens in normal years, but this year has been anything but normal.

show, which had been scheduled for 9:30 p.m. on Friday, July 3; and the city's Biggest Small Town Fourth of July Parade in Texas, which was slated to begin at 10 a.m. on Saturday, July 4. Freedom Fiesta, which is hosted by local radio station KWED, was also canceled. The station has been following the city's lead, and once the other events were cancelled, the station says it only made sense to also cancel Freedom Fiesta. The cancellations were all made in response to the concerns about the growing number of COVID-19 cases being reported in Guadalupe County.

Keil says this is the last thing that they wanted to do at this time, but the data showed that it would put too many people at risk at this time. He says it's a public safety issue, and it's something that the city could not ignore. "It's beginning to strain our local medical facilities and it's affecting our city staff as well and affecting our abilities to act as a city and so forth so continuing with such a large event like this is just not really an option at this point considering all of the things that could eventually happen in light of a big group of people getting together during this pandemic," said Keil.

The council unanimously approved the cancellation of Seguin Mayor Don Keil called Monday's emergency meeting, and activities this year. In the meeting that saw council The Seguin City Council met on Monday evening and voted to announced during the session that all Fourth of July festivities had members wearing masks, or staying home and cancel all Fourth of July festivities, including the city's fireworks been cancelled inside the city of Seguin. participating in the meeting via Zoom.

City of Seguin officials encourage citizens to wear masks By Darren Dunn

criminalize somebody for not wearing masks," said Keil.

(Seguin) -- The party may be over in Seguin when it comes to Fourth of July weekend events, but that wasn't the only message delivered during Monday's meeting of the Seguin City Council.

City Manager Steve Parker provided the council with some of the data that show just how much COVID-19 cases have risen locally. He says the numbers have spiked, and they expect that more cases are coming.

Seguin Mayor Don Keil encouraged the community to always wear a mask when they go out in public, and he encouraged businesses to start requiring customers to wear them when they come inside. The number of cases in has gone up significantly over the last couple of weeks, and Keil says the masks will help to stop the spread of the virus. "So in light of all of this, I am asking really all local businesses to require face masks in their establishments and individual businesses can do this and refuse entry to anybody who doesn't comply with their wishes and at this point, I don't think it's necessary to enact an our ordinance with penalties since it would be almost impossible to enforce. It would be very difficult for our policeman to be out enforcing face mask rules and it would tend

to criminalize and place those fines on small businesses that are already hurting financially so I don't think that it is something that is appropriate at least at this time so I am asking the community to comply with that and asking businesses to really make sure that something like that is place in their establishments and they can control it and deal with it in that way without having to

"I went back and looked over the last 76 days where the department of state health services -- I went back and started tracking the number of active cases in each of the counties. The first 73 days, Guadalupe County averaged 34 active cases. In the last three days, that number has shot up to 182 active cases so 132 active cases over a three day period, the department state health services is actually overwhelmed at this point and be able to get us accurate information out to exactly where in the county are those cases. They are not able to give us addresses and this is net of 182 so some cases might have fallen off because people are getting well and so forth so when we start seeing spikes like that, that becomes a real concern," said Parker. See CITY, page 3

Texas Governor encourages public to wear masks (Seguin) -- Texas Governor Greg Abbott also spoke out this week against the growing number of coronavirus cases. Abbott says the virus is spreading at an unacceptable rate and he is asking Texans to wear a mask. "Some people feel that wearing a mask is inconvenient or that it is like an infringement of freedom but I also know that wearing a mask will help us to keep Texas open," said Abbott.

"It would have been one thing to talk about masks in the middle part of May when it looks like all the trends are going down. It's a different thing talking about masks today in the middle part of June with all the numbers going up. As a result, you are seeing myself both wear a mask and talk about masks more than I did in the middle part of May and similarly, you are seeing an increase vocalization on the local side to make sure that people are wearing masks and there is a very important reason for that and that's because additional scientific and medical data have shown that wearing a mask is one of the most effective ways to reduce the spread of COVID-19," said Abbott.

Governor Abbott says Texans have to take the necessary steps now to stop the spread of the virus. He says we've done it before, and it's time to do it again. Abbott says that this virus will be with us until a vaccine or a better treatment is found. He says it remains a fast spreading virus. The governor says he knows masks are unpopular with some people, but he says that's not the point. The science shows it Abbott says people need to wash their hands, practice social works, and the alternative is getting to a dangerous situation distancing and put on a mask. He says there is no reason for where the state's economy have to be closed again. He says we debate on this, masks have been shown to slow the spread of don't have to choose health over jobs. He says the state can the virus. He says the numbers in Texas are worsening and protect people and also protect the economy at the same time, but masks will need to be part of the mitigation efforts. people need to adhere to the guidelines laid out by the state.

"I'll just share with you a conversation that I had with a business person in the state of Texas who wasn't all that excited about wearing a mask. This person is in the hospitality business and said that wearing a mask really doesn't fit well with the hospitality business and as we talked through it, the understanding (was) that if we do not start wearing masks to slow the spread of COVID-19 that could result in that business actually having to close back down and at that point in time, that business owner recognized that he embraced the utilization of masks because it ensured that he would be able to keep his business open," said Abbott. The governor says right now there is adequate hospital capacity around the state, but he says that could change if we don't reverse the current trend. The data shared by the governor shows that COVID-19 cases are increasing at a higher rate than what we saw a month ago, the positivity rate is on the rise -- in fact, it's nearly doubled in almost a month, and hospitalizations are also on the rise.

Local businesses urged to operate with masks to help slow the spread of COVID-19

CITY, continued from page 2 Parker says the surge in cases is also being witnessed in neighboring communities like New Braunfels and San Marcos. Parker, who spent years working for the city of San Marcos, says the numbers there in Hays County are really exploding. In fact, they are starting to outpace the growth in cases experienced in the city of Austin. He says that Seguin and Guadalupe County need to act now to keep that from also happening here. "Hays County has surpassed Travis County in the number of cases yet Travis County is five times the population of Hays County so these things can spread really quickly. They went in almost a week's time period from 74 cases to over 700 and that's what we are trying to minimize here is that same thing happening here and the way some of these trends are, earlier in the month, we are testing 42 to 70 people in these pop up drive through. Last week, we tested 279. Three days later, I think we did it on Wednesday or Thursday last week, today we did another one, it was 500 people asking for tests. Most of those people pre-registered and were showing symptoms of some kind," said Parker.

is that they are starting to see some of their employees come down with it as well. While this is a very difficult decision, it does to me send a message that you do support your public safety, support your public healthcare professionals," said Parker.

Not Pictured, Chris Rangel, District 4

we've had huge numbers of tests that have suddenly been done last week. I know that they were doing 80 or 90 a day. We did one event with a drive through that did over 270 last week and we had another today somewhere around 500. So, more and more of these cases are going to come up because of that so get ready for that. That's definitely going to happen," said Keil. Councilman Jeremy Roy, who works for an area hospital, offered thanks to Mayor Keil for offering leadership at this difficult time, and for making some tough decisions about the Fourth of July festivities that had been on the books for next week. "I'd like to just thank you. On behalf of the nurses and the doctors that I work with and then the grieving families that I've been helping the last few weeks, I think this is a good move and I thank you. I thank you for bringing us to this point," said Roy.

Mayor Keil says wearing masks and social distancing will help to reduce the spread of the virus, but it will also protect more of those essential workers who have to encounter the public. Keil used Monday's meeting to offer thanks to those people who There's only been one COVID-19 related are on the frontlines of this fight against the death in Guadalupe County. But officials pandemic. say as the numbers grow, it increases the chances for more people to get seriously ill "But I do want to thank all the healthcare or succumb to the virus. Mayor Keil says it's workers who are now working very very largely infecting young and relatively long hours processing tests and patients and healthy people, but that doesn't mean we dealing with this thing as it goes on. I know should ignore it.

"If there is any good news in all of this, it seems that the majority of all of these cases are in young people who will require quickly and won't require hospitalization but the bad new is that they can carry it back to their older family members who will have more problems with recovery and could be very seriously ill from this. It's one of those things that we take very seriously. We are probably going to have to go out as as a community, really work very hard and try to work on all those protocols that we all know all too well now from having to do this now for the past three to four months dealing with the virus," said Keil. Parker says the spike in cases is being experienced all across the area. He says business owners, including local manufacturers are all trying to find a way to keep their people safe from the virus. "They've seen some surges in some of their facilities as well. They are trying to keep up with those and then here at the city, we've had seven active cases of employees that have it and we are starting to see some more that we are monitoring at this point in time. The hospital, I think right now, they are very set as far as the number of people in beds and the personal protective equipment that they have but their main concern right now

Councilwoman Jet Crabb offered what was the final word during Monday's emergency council meeting. She offered a plea to the community that sick people need to stay home, and that people need to be wearing masks, because the data shows that it can significantly reduce your risk of exposure. Crabb retold a story that was recently relayed to her by a local doctor, who was frustrated by the actions of some COVID19 patients. These were people who were clearly ignoring the doctor's orders, while also putting others in the community at risk. "His position was most unhappy because those people had been seen out eating dinner at local restaurants, some had been seen out at bars and they are just exhibiting toward disregard for the instructions that they had been given. So, as the oldest person on the council, I'd like to appeal to every citizen in Seguin to please, please be diligent and vigilant in wearing a mask, keeping distance like you are supposed to and have courtesy and respect for the people that could get this virus from you because you are not doing what you are supposed to do," said Crabb. Again, Mayor Keil stopped short of requiring that the mask be worn. It's not mandatory that they be worn. He says the enforcement of those types of orders is too difficult to manage. But he stressed that every citizen should wear the masks when they go out, and that businesses should refuse service to anyone who tries to enter without wearing one.
