26, 2020 Guadalupe County Judge Kyle Kutscher entered an order requiring commercial entities to create health and safety policies and wear face coverings where 6 feet of separation is not feasible. Face covering are strongly recommended for county residents (10 years and older) in addition to keeping six feet of distance between individuals.
Seguin Mayor’s Order: Seguin Mayor Don Kiel issued an order on June 26, 2020 requiring that businesses within the City of Seguin to create health and safety policies for their businesses that require patrons to wear face coverings and implement other health measures such as health screenings and temperature checks. Failure of businesses to implement Stay Informed: Guadalupe Regional Medical Center is and post their policies may result in a fine not to exceed committed to providing our community with updated $1,000.00. information as warranted during this challenging time. Guadalupe County encourages masks, face coverings DECISION, continued from page 1 Kutscher says the decision was made after hearing the concerns, challenges and suggestions by other officials across the county. "We met with all the mayors and had good conversation, talked about some of the challenges like some of the mayors that previously spoke about in public earlier this week but ultimately, it all came to the agreement that this was the best way to move forward at this time but as the governor has said, that if these measures do not work, I think the community could almost expect additional requirements and restrictions to be handed down from the governor and or local governments," said Kutscher. Kutscher says he hopes residents on their own will do their part to help cut down on the increase in positive cases.
"We are seeing a substantial increase in the number of COVID positive tests in the county. There is a spike that's due to different factors. I think one, additional testing but also, the number of people that are catching the virus in the community. The other thing that we've been watching and what led to us moving forward with an advisory is the number of increased hospitalizations that we are seeing not only in our community but also in the region. That's the biggest thing we want to stress in the community is we want to do our part to protect the hospital, the medical community and the folks in our town and in our county," said Kutscher. Kutscher says the wearing of masks will also be encouraged by those entering county offices to conduct daily business. However, he is asking the public to call in advance to see if business can be conducted over the phone or electronically.

“We have a lot of cases that are starting to stack up,” said Keil. Reading from the document, Keil thought it was important to focus on the most pertinent part of the order. He reads from the health and safety policy, “all commercial entities in the city of Seguin providing goods or services directly to the public must develop, post and implement a health and safety policy and that police must require at a minimum that all employees or visitors to the commercial entity’s business premises or other facilities wear face coverings when in an area performing an activity which will Face coverings do not need to be worn in necessarily involve close contact or the following circumstances: proximity to co-workers or to the public When exercising outside or where six feet separation is not feasible.” engaging in outside physical activity While driving alone or with Officials say failure for businesses to passengers of the same household develop and implement such health and When doing so poses a greater safety policy could result in a fine not to mental or physical health, safety or security exceed $1,000. Mayor Don Keil In its effort to mitigate the spread of COVID-19, the city has also launched a public campaign called “Mask Up Seguin.” In addition to the face masks, the order prohibits, with a few exceptions, any outdoor gathering estimated to be in excess of 100 people. The order which went into effect Friday will be in place through Tuesday, July 7 unless extended, modified, or terminated early. The entire executive order signed by Seguin Mayor Keil and his video posting can be found in today’s online edition of the Seguin Daily News.

US Sets New Single Day COVID-19 Record
(Undated) -- The number of new coronavirus cases in the U.S. is setting another record. Thursday saw over 37-thousand new cases of the respiratory illness. It's the second straight record-setting day. The surge is being fueled by hotspots like California, Arizona, Texas and Florida, which have all seen recent spikes. The U.S. has more than two-point-fourmillion cases of COVID-19. Over 124-thousand Americans have died from the illness.
Watchdog Report Blasts Government's Response To Coronavirus Testing
(Washington, DC) -- A government watchdog's report claims the C-D-C hurt efforts to track coronavirus infections, making it harder for the nation to safely reopen. The Government Accountability Office criticized the agency for incomplete and inconsistent data, a delay in response to the virus and shortages in testing supplies and protective equipment. One of the examples the report makes is the CDC mixed antibody tests with those looking for an active infection. Antibodies indicate the person already had the infection and has recovered. Another is some states list people tested, while other states show number of tests completed, even if multiple tests were performed on one person.
WH Coronavirus Task Force Holding Briefing Friday
(Washington, DC) -- The White House Coronavirus Task Force is taking the stage again. The group will hold its first briefing today in about two months. It will be led by Vice President Mike Pence and take place at the Department of Health and Human Services. President Trump is not expected to be around for the briefing. The last task force gathering happened April 27th, not long after Trump took heat for suggesting disinfectants as a way to fight coronavirus.
Tyson Employees' Families Sue Over COVID-19
(Waterloo, IA) -- The families of three employees who died after contracting COVID-19 at an Iowa meat packing plant are suing. The families are suing Tyson Foods and the
company's top leadership because they believe the company knowingly put employees at the plant in Waterloo at risk. The suit alleges that the company lied to workers in order to keep the facility open and employees on the job, even after knowing that COVID-19 was spreading at the plant.

Bill M. Lowe
Mr. Bill M. Lowe made his final passing home to rest with the Lord in eternal life, high up on that hill with his wife on June 21, 2020. He was born in New Castle, Texas on June 28, 1929 to Aylene (Stringer) and Charles Lowe. Bill played football for several colleges where he would meet the love of his life, Norabel Richards. They would be married for 58 wonderful years. He continued to play football for the United States Army and would end his career after playing Pro-Canadian football for three years. Returning to Texas at the request of his wife and for the birth of their son, Bill found a job as a repo man, until he was recruited by Luby’s Cafeterias. He was the youngest to become first manager of his own cafeteria. That is when he and his family moved to Corpus Christi, Texas. He and Nora adopted a little girl. Bill went on to become a successful entrepreneur with many different businesses, ranging from real estate and oil, to trade schools, telecommunications and automotive dealerships including Seguin Chevrolet. He was also a silent investor for several different institutions, one being the birth of American Bank. Over the years Bill has won many awards, sat on countless committees and board of directors. He was an avid golfer and loved to travel. Bill was a loyal and generous family man, not only to his immediate family, but to his extended family and friends as well. He was a jovial man with a great sense of humor, and a great eye for business, which made him loved and respected by the people who knew him, worked for him and the people who met him. He was a member of the Methodist Church, and lived as he believed, through Christ. Bill is preceded in death by his loving wife Nora, his son, Larry and his parents. He is survived by his daughter, Sharon Kay Lowe; granddaughter, Casey Diane Lowe; greatgranddaughter, Justice Todd; and many nephews, nieces, great-nephews and nieces, as well as great-great-nephews and nieces.
