Guadalupe County Elections Administrator pleased with early voter turnout during Joint Texas Runoff Election By Cindy Aguirre-Herrera
"MJ" Hegar and Royce West. Seeking the Democratic nomination for Railroad Commissioner are Roberto "Beto" Alonzo and Chrysta Castandeda.
(Seguin) -- Today is the last day to cast your ballot early in the Joint Texas Primary Runoff Election. Guadalupe County Elections Administrator Lisa Hayes says after having to plan the unusual mid summer election amid the COVID19 pandemic, she believes the voter turnout has been pretty amazing here in the county. "The early voting turnout has actually been very good. I checked the numbers, compared them to our 2016 Primary Runoff Election and our 2018 Primary Runoff Election and up until this week which I have no second week to compare against because normally, early voting is just one week but the first week of early voting for this election, the numbers were only slightly below the Primary Runoff of 2018 and that point, we had several local races on the ballot as well as the federal and state races so I believe the turnout has been pretty amazing considering the situation that we find ourselves in and been very pleased about the turnout," said Hayes This runoff election was originally set for May. However with everything going on, Texas Governor Greg Abbott not only delayed it for Tuesday, July 14 but added on an additional week for early voting.
Hayes also says that depending where you live, the Republican ballot in Guadalupe County will feature two separate races for United States Representative. The Republican ballot for United State Representative District 15 features candidates Ryan Krause and Monica De La Cruz-Hernandez, while US Rep. District 35 features Candidates Jenny Garcia Sharon and Guillermo William Hayward.
As reported at the beginning of early voting, the election, based on the original March 3 Primary results, looks to solidify an official party nomination for individual races headed into the November Presidential and General Election. At the time, the March 3 Primaries were held just weeks if not days before headlines of COVID-19 began to erupt across the country. Due to tighter safety restrictions, Hayes says her office has provided safe and available voting. She says
the process is designed to be contactless with voters using a stylus to point and select their choice on the electronic touchscreen voting machines. "The election process for early voting for this election has gone very smoothly. I've been so pleased with the processes that we have put into place to ensure as much as we are able to the safety of our voters and our poll workers. The voters have been so patient with us. It's been amazing and wonderful. They've

been appreciative of the measures that we've taken. The poll workers and our early voting clerks have all been very patient as well and very diligent in ensuring that we are meeting these guidelines that have been established for everyone's safety.Overall, it has just been an amazing experience," says Hayes. In Guadalupe County, the Democratic ballot features the races for United States Senator and Railroad Commissioner. The candidates for Senator include Mary
The Member, State Board of Education District 5 race will also appear on the Republican ballot. Candidates include Lani Popp and Robert Morrow. Sample ballots for each respective registered voter can be found on the Guadalupe County Elections Office website at co.guadalupe.tx.us./elections. Early voting locations include the Seguin Elections Office, the Schertz Elections Office Annex, Grace Lutheran Church in New Braunfels and the New Berlin City Hall. Early voting runs today from 7 a.m. to 7 p.m.

Seguin City Council members applaud contributions by local healthcare professionals during recent meeting made available to the public on Zoom By Darren Dunn (Seguin) -- The Seguin City Council is recognizing the huge contributions now being made by local healthcare professionals in the fight against the COVID-19 pandemic. Seguin Mayor Don Keil says he was on a conference call this week with officials at Guadalupe Regional Medical Center (GRMC). He says he continues to be amazed at how the hospital has adapted during this crisis. He says as cases have grown in the area, the hospital and its staff have been working non-stop to take care of this community. "I'm telling you those folks that are working hard, they are working some very very long hours and every single day they are in there with this 24/7 so they are doing an amazing job and I think the whole situation is now a matter of space. I think there's probably enough space in our hospital to handle this. It's the personnel. They are getting very tired plus a lot of them have the disease now and can not perform so that's kind of a two edge sword and it's kind of has us a bit worried as to how this is going to go forward. But, hopefully, they'll be able to handle it and go from there," said Keil. Councilwoman Penny Wallace also serves as GRMC's chief financial officer. She says she's worked at the hospital for nearly 40 years, and she's never seen anything quite like this. She says they have had to repurpose some areas so that they can meet
City praises local medical community Council members thank them for leading fight against COVID-19. the growing demand for COVID-19 care. "We have turned our endoscopy beds and our recovery room beds into ICU's dedicated for COVID patients because those areas have the equipment to care for them so therefore, our elective surgeries have been much curtailed because we've got COVID patients in those recovery areas. We have one whole unit that is dedicated just for COVID patients. That's where the in patient rehab used to be. You might be familiar with that wing of the hospital. We've turned them into semi-private beds," said Wallace. There's been a lot of talk about hospitals
losing the capacity to care for the growing number of COVID-19 patients as seen in other parts of the state and across the country. Wallace says physical capacity of the facility is one thing they can manage. However, the more challenging issue may be extra staffing that is required for this level of care. "If you can think that maybe with the patients that aren't really, really sick, one nurse might have four patients but if they are in ICU,one nurse might have one patient or maybe two patients so you get the idea of how many you need. Our staff has been very
flexible. They are working extra shifts. They're working in departments where they are not used to working and they've been wonderful but they need some help. So, fortunately, we have gotten some help from STRAC and we'd take some more, if we can get it," said Wallace. The council recognized the medical personnel during Tuesday's meeting as part of an update on the city's response to the COVID-19 pandemic. As of Tuesday, GRMC has 41 hospitalized COVID-19 patients. Hospital officials say this number changes frequently.

Sheriff's investigators seeking clues on dead body found in northern Guadalupe County By Cindy Aguirre-Herrera
(Guadalupe County) -- The Guadalupe County Sheriff's Office is looking for information regarding a deceased person found on the side of the road just after 10 a.m. Sunday. The man has been identified as Moises Caberera, 55 . He was found near the San Marcos River in the 6500 block of Prairie Lea Road in the Kingsbury area. Investigators say this area of the county is sparsely populated and lightly traveled. After searching the immediate area were the man was found, investigators say they were unable to locate any indication of how he came to be there. That's because there were no vehicles nearby or any vehicle tracks in the grass near his body. There was also no evidence or indication he was struck by a passing vehicle. Evidence on his person also did not indicate that he was moved after he died. Caberera's wallet and other personal possessions were located with his body, assisting the deputies with his quick identification. There were no obvious signs of visible trauma or other evidence indicating that the victim was assaulted or that his death was a result of foul play. Further investigation has
revealed that Caberera was last seen on video leaving his hotel room at the Country Inn & Suites in Austin on Friday, July 3 at about 9:30 a.m.. He was alone, and showed no signs of apparent distress. The last known communication he had with a family member was at 10:30 a.m. Saturday, July 4. The precise cause and manner of Caberera's death is not yet known. An autopsy is pending
at the Travis County Medical Examiner's O ff i c e . This process has been delayed due current polices in screening for any possible COVID-19 infections. At this time, Guadalupe County Sheriff's Investigators are seeking anyone who had any contact with Moises Caberera between Friday, July 3 and Sunday, July 5 to contact their office.
They say they are wanting to pursue any and all other leads as they wait for the autopsy to occur. Those having information are asked to contact Investigator Layne Porter at 830-379-1224 ext. 2341 or Sergeant Zachary McBride at 830-743-1030. Record Day For COVID Cases In US
(Undated) -- Another record is being set as coronavirus cases explode across the nation. The New York Times reports the country set a new daily record Wednesday for cases with over 59-thousand infections reported. Several individual states across the South also set records for their single day case total. Over three-million cases of COVID-19 have been reported in the U.S. since the pandemic reached U.S. shores in January. Over 132-thousand Americans have died from the respiratory illness.
Supreme Court Backs Trump Plan To Deny Birth Control To Workers
(Washington, DC) -- The Supreme Court is backing a Trump Administration plan to help companies deny giving their workers free birth control under their health insurance plans. The seven-to-two ruling means up to 126-thousand women in this country may lose birth control coverage. The Court ruled publicly-traded companies and large universities could claim a religious objection to providing the coverage. Even those without a moral objection are now exempt from the requirement. The ruling helps President Trump deliver on a campaign promise to roll back coverage provided in Obamacare.

White House on CDC Guidelines for Reopening Schools in the Fall
(Washington, DC) -- The White House says President Trump wants to see kids back in school this fall and that's why he criticized recent CDC guidelines. This comes after Trump tweeted that he disagrees with the "very tough and expensive guidelines," adding that they are asking the schools to do "very impractical things." Speaking with reporters, White House Press Secretary Kayleigh McEnany [[ MACK-ih-nay-nee ]] said the guidelines mention that some of the practices may not be feasible. Despite the President's tweet, McEnany said the CDC is very much on the same page as President Trump and they will be releasing additional guidelines for schools in the coming days.
