Guadalupe County gives green Seguin ISD proposes light for Lake Placid WCID to delay its start date By Cindy Aguirre-Herrera (Seguin) – Steps in repairing, replacing, and preserving Lake Placid are on their way thanks to action taken this week by the Guadalupe County Commissioners Court. Commissioners on Tuesday approved the order of petition for the creation of the Lake Placid Water Control and Improvement District (WCID) No. 1. The action, supported with a petition for creation and signed by over 50 petitioners, temporarily creates the water district until voters can officially decide on the taxing entity during the Nov. 3, 2020 election. Representing the lake residents during this week’s public hearing and meeting was Stephen Robinson, of Allen Boone Humphries Robinson LLP. Robinson, who also helped lead a similar request last year putting into place the WCID for Lake McQueeney, again laid out the details behind the creation of the

taxing entity. Robinson says this newly approved action now allows the district to begin work toward preventing the potential drain of the lake. He says it can essentially begin the work toward the replacement and repair of lake structure operations that have been put at risk by the Guadalupe-Blanco River Authority. “They do have the ability to levy an ad valorem tax to enter into contracts, to provide that tax or to bond finance directly projects that are within their authorization. They do have the ability to have an operation and maintenance tax to operate and maintain those things that they participate in or that they build. But the whole purpose for this district is to allow for this Lake Placid WCID No. 1 to be a participant in repairing and replacing the gate structure for Lake Placid,” said Robinson. Commissioners approve petition for creation of water taxing entity

Everyone who would be a part of the taxing entity would need to have property 100 percent adjacent to the lake. In other words, property in the district would be required to touch the Lake Placid waterfront. In addition to creating the taxing entity, Robinson says voters will be deciding on the directors for the group along with deciding all the other financial pieces to rehab and continue maintenance of the aging dams which again are at potential risk of failing like those at Lake Gonzales and more recently, Lake Dunlap. The temporary board appointments also approved by the commissioners’ court and whose names will appear on the November ballot include Kevin Skonnord, Ray Thomas, Robin Dwyer, Randall Cox and Jay Hazelwood. Action by the commissioners’ court was taken following a public hearing held on the issue. The first to address the court during the public hearing was Ray Thomas, one of the temporary directors. Thomas, a trial lawyer himself, says he knows firsthand why the creation of the WCID is in the lake community’s best interest. “Nobody wants more taxes and I own two homes on Lake Placid. So, if this petition passes both here and in November, I stand to get hit twice as hard as almost everybody else. But having said

that, I’m also one of the plaintiffs who filed the lawsuit against GBRA and after several months of litigation and negotiation, I’m convinced that the sharing in the cost of this dam replacement is the best and surest path forward. It is my firm opinion that the cost, the risk and that the delay that would be incurred in continuing litigation with GBRA would far exceed the cost of this compromise and I think the last thing that this community needs is to spend years embroiled in bitter and costly litigation. Love them or hate them, GBRA is our neighbor and they share our responsibility to be good stewards of our precious lakes and I believe we can accomplish much more working together than at the courthouse,” said Thomas. Also sharing his thoughts with the court was director Kevin Skonnord. Skonnord, also

the president of the Citizens United for Lake Placid association (CULP), wanted to acknowledge the invested team of residents who has worked long and hard to get to this point.

“Clearly, one of the big reasons we did this was selfish. We want the lake to stay. We have houses there. We want our property values to stay up but if you talk to the people that are out there, what we also recognize is a lot of us – the demographics have changed on Lake Placid – there are a lot more people that are there on the weekends but a lot of us including myself, we grew up here. We know the value that it has. It’s the most used public lake in Guadalupe County but it’s a highly used public lake. It has great community value. The property values have a big impact on the school districts, and we recognize all of that. We are not just doing this to keep the lake there for us. That’s part of it but in Seguin, it is a big deal. It’s the lake that’s in Seguin. It’s in the county. It means a lot to everybody,” said Skonnord.

Applauding the efforts of the group was Guadalupe County Judge Kyle Kutscher. Kutscher says he too believes this is the right direction for the lake’s future. “A lot of people have been working really hard on this and there are a lot of secondary and supplemental conversations going on but I think if you stay the course, but of course when you put the homeowners and the effected people’s interest first with the creation of the district and ultimately, the homeowners are in control. It creates the most long-term stability that there possibly could be to make sure that the waterway and the structure is protected forever, and I think that’s what everybody wants. I think that’s the objective and the goal that everybody is trying to achieve so I hope that everybody out there who has been involved and some just paying attention realize that and that’s what we want to support. We here at the county, we are very conservative. We don’t like creating additional governmental entities, taxing jurisdictions – we don’t like imposing additional fees and things on the public but as the same point, like I stated before, I think it’s the most viable and realistic way to get a dam built and protect the waterway which is good for everybody,” said Kutscher. Prior to approval by the Guadalupe County Commissioners Court, the group had to also bring forward consent by the city of Seguin to move forward with the taxing entity. Robinson says public hearings and other forums will soon be scheduled in hopes of better outlining the projected costs that are set to come before voters in November.

“What has also been very helpful is we had a lot of feedback that came from community members and parents when they participated in the survey where we gauged the level of comfort in sending kids to school and at that time, it was probably about 50 percent but I believe things have changed. It’s been a multitude of things that have led us to talk about the September start date and I think you can see by hearing these individuals present that there is a lot of work that has to happen in a very fast way to ensure that our students are safe at school and also ensure that they are learning and to ensure that students at home are learning in a much more effective way than they were in the spring so there’s a lot of work that needs to happen to make sure that we have a very robust, comprehensive learning platform our students who will be learning from home,” said Gutierrez. Since the start of the pandemic, the district has

reported 26 positive COVID-19 cases among its employees. This summer, it also mourns the loss of it first employee who has succumbed to the virus. Gutierrez says the thoughts of the employees were heavily considered for the later start date.

“We surveyed our employees first to gauge how they felt and right now, we have 700 participants and we have 1,000 employees in our district and 80 percent believe that we should delay the start of school and they also had an opportunity to provide feedback and there is certainly a lot of alarm out there and I think that we all understand that we are in a dire situation in Texas and we really need to think one, the safety and well being of our students and their families, of our staff -- many of which are over the age of 50 and think about the time and effort that needs to happen in order to be prepared for that first day of school,” said Gutierrez.

Gutierrez says while he is pleased that the framework is in place to start a new school year during this pandemic, the guidance will still have to be rolled out along the way. “A lot of this is going to be learning as we go. We can think about all of these scenarios that can happen but just like it’s been this summer specifically with personnel, it’s a matter of experiencing it and making sure that the protocols are working, fine tuning the protocols to ensure that we handle the next personnel matter more effectively, timely, whatever the case is but a lot of it is going to be learning as we go because there is no roadmap that we have to reference. There is no other school district in the country that has dealt with anything similar so we are all in this together, learning and growing and sharing information,” said Gutierrez.

News about a possible Sept. 8 start date, was announced along with other plans for the upcoming school year. Thanks to the district’s Task Force for Reopening Schools, the district outlined and discussed various protocols in ensuring the safety of students whether the district decides on a face to face or via remote learning model. At this time, however, it looks as though both options will be available for Seguin ISD families. Talking points included temperature checks, social distancing plans for the classroom,

Tuesday’s outline in launching a new school year during these times of uncertainty were shared with the board in preview to Wednesday night’s Virtual Town Hall Meeting with Seguin ISD families. That was the public’s opportunity to also chime in and listen to the details that are currently in the works for the upcoming school year.

TLU Softball’s DeAnna Hernandez among record nominees for NCAA Woman of the Year

(Seguin) - Texas Lutheran graduate DeAnna Hernandez is one of the record 605 female college student-athletes nominated for the 2020 NCAA Woman of the Year Award. Rooted in Title IX, the NCAA Woman of the Year Award was established in 1991 to recognize graduating female student-athletes who have exhausted their eligibility and distinguished themselves in academics, athletics, service and leadership throughout their collegiate careers. The nominees represent all three NCAA divisions. There are 259 nominees from Division I, 126 from Division II and 220 from Division III. Nominees competed in 24 sports, with multisport student-athletes accounting for 128 of the nominees. Member schools are encouraged to honor their top graduating female college athletes each year by submitting their names for consideration for the Woman of the Year Award. Schools can recognize two nominees if at least one is a woman of color or international student-athlete. See HERNANDEZ, page 5

National recognition for TLU’s Hernandez

TLU’s softball conference, the Southern Collegiate Athletic Conference, previously announced Hernandez was one of seven finalists for 2020 SCAC Woman of the Year. Hernandez graduated in May 2020 from TLU with a 4.0 grade point average as a biochemistry major. The 2019-20 TLU Female ScholarAthlete of the Year, Hernandez was a four-year letter-winner for the Bulldogs, the 2019 NCAA Division III National Champions. She also claimed TLU’s Junior-Year Female ScholarAthlete of the Year award in 2019.

Hernandez was named the 2019 Elite 90 Award Winner for NCAA Division III Softball at the national championship finals banquet. The Elite 90 award is given during each NCAA sport’s national championship event. The NCAA conducts 90 national championships each year. The award is given to the participating student-athlete with the highest cumulative grade point average. In 2020, Hernandez was named the SCAC’s Elite 19 Award Winner for Softball. The SCAC Elite 19 awards are modeled after the NCAA’s Elite 90 awards.

(Washington, DC) -- Supreme Court Justice Ruth Bader Ginsburg is in the hospital for a possible infection. A statement from the high court says the 87-year-old is resting comfortably at Johns Hopkins Hospital in Baltimore. She had a fever and chills and underwent a procedure to clean out a bile duct stent. She’ll be in the hospital for a few days to receive antibiotic treatment. Ginsburg has had numerous health setbacks in the past few years including battles with cancer. (Austin, TX) -- Out of all the states with soaring coronavirus cases, three hot spots are losing control. Texas, Florida and California make up nearly half of Tuesday’s daily nationwide total. Texas added close to 11-thousand new infections and now has refrigerated trucks on standby since hospital morgues are running out of room. Florida has about 92-hundred more people sick as several mayors warn they may have to shut down by next month. California jumped by another 84-hundred infections and folks in Los Angeles are on the verge of being ordered to stay home again.

(Atlanta, GA) -- The CDC is no longer just recommending Americans wear face coverings in public. The agency on Tuesday officially called on everybody to put on a mask to help slow the spread of coronavirus. CDC leaders wrote an editorial in the Journal of the American Medical Association. They argued studies show universal masking could lead to the U.S. getting the outbreak under control. This comes the same day CDC Director Robert Redfield pushed for both the president and vice president to set an example and wear masks. (Washington, DC) -- President Trump is disagreeing with the move by Los Angeles public schools to begin the school year online. In an interview with CBS Evening News, Trump called it a “terrible decision.” He claimed parents and students are dying because of the strain of not being able to work and being stuck at home. The Los Angeles Unified School District, one of the largest in the U.S., made the call Monday to start classes next month remotely because of the coronavirus pandemic. The San Diego Unified School District will do the same.

Glenn Ross Schneider Glenn Ross Schneider, age 72 of Seguin, passed away on June 25, 2020. Glenn was born on February 11, 1948 in Guadalupe County to Ora Mae (Kwast) and R. E. (Edward) Schneider. Glenn lived in Seguin his entire life, where he attended Seguin schools. As an adult he earned his living working in manufacturing, early on in welding, then in maintenance. He worked many years for Knytex, Hexcel, and finally before his retirement in 2010 for Plytech. Glenn inherited his love for fishing and camping from his parents. In his younger years, along with family and friends, he camped and trot-line fished just about every local part of the Guadalupe river as well as many other rivers, creeks, and lakes nearby. In later years he fished and shared many special times with family and friends during trips to Rockport. Glenn’s favorite sport was football, he enjoyed every opportunity to watch the Dallas Cowboys on TV. He is preceded in death by his loving wife, Jeanine Kay Schlichting Schneider, his parents, his father-in-law, Harvey Schlichting and most recently, his puppy companion Simba. Survivors include his son, Craig R. Schneider and wife Sherry; daughter, Casey N. Robinson and wife, Shantae; grandchildren, Blake and Kandis Schneider; brother, Orlando Schneider, motherin-law, Betty Jean Schlichting; brother-in-law, Jeff Schlichting and wife Kim; numerous aunts, uncles, cousins, nieces, nephews, and other loving family members and many friends. Joe “DJ Jammin Joe” Jesse Ramos, age 55 of Seguin, Texas passed away on Thursday, July 9, 2020. Joe was born on December 25, 1964 in Greeley, Colorado to Jose and Connie (Maltos) Ramos. Joe graduated from Greeley Central High School. Joe moved to Seguin in 1995 where he worked at Seguin ISD as a bus monitor and loved his special needs children. Joe loved his Denver Broncos, win or lose he would watch until the last second. He also enjoyed DJing and loved his music. He would play his air guitar and air drums and

didn’t care who watched him. He was an active board member of the Seguin 8Ball association pool league for 11 years. He loved the game of pool; Back N Black was his team. Team members that stuck together for many years were Gaylord, Edward, Chris; they were inseparable. He was an active member of the community and was always the first person to lend a helping hand. He is preceded in death by; grandfathers, Tomas Maltos and Tomos Ramos; grandmother, Candelaria Castro-Ramos. Ellouise was born on May 18, 1926, near Nixon, Texas, to Floy (Humble) and E. O. Caraway. She married Claude Scott Henry of Nixon on May 18, 1945. They celebrated 61 years of marriage until his passing on October 20, 2006. Ellouise was raised near Nixon and graduated from Nixon High School. After marrying, along with being a full-time housewife, she worked at various jobs outside of the home. She enjoyed crafting, antiquing, and gardening. For family and friends, she was especially known as being a good listener to everyone’s troubles. When no one else would seem to listen or care, we could always go to Ellouise to lay our problems down. She is preceded in death by her husband, Claude Scott Henry, her parents, and her daughter-in-law, Sylvia Henry. Reynaldo “Reybob” Solis Reynaldo “Reybob” Solis, age 68 of Seguin, Texas passed away on Tuesday, June 30, 2020. Reynaldo was born on July 5, 1951 in Seguin, Texas to Virginia (Saldua) and Abelardo Solis. Rey was a 1969 graduate of Seguin High School and married Ester Acuna on July 6, 1969. He proudly served his country in the United States Navy on the USS Valdez FF-1096. He will be remembered as the manager of the Electric Supply Company in Seguin. Rey enjoyed all sports with his favorite teams being the Dallas Cowboys, San Antonio Spurs and the Texas Longhorns. His most treasured times were spent with his family and friends, grandfather being his favorite role! Guadalupe Saenz Flores Guadalupe

Saenz Flores was born on March 26, 1926 in Seguin, Texas to Ofelia Zambrano Saenz and Fidel Saenz. She married her loving husband Roberto Flores, Sr. in January 1945, and with him raised their 7 sons, 3 daughters, and granddaughter. Together they built a beautiful family of 27 grandchildren, 58 great grandchildren, 42 great great grandchildren, and many more that they welcomed into their family along the way. While raising her family, Lupe worked multiple jobs including caring for people at Guadalupe Hospital and multiple regional nursing homes. She also worked 17 years at Mission Valley Mills until her retirement. Lupe was known for her showing her love

through cooking and caring for others. She will be remembered for her loving kindness, her quiet strength, and her beautiful smile. She was happiest when she held her grandbabies, and loved them all equally and unconditionally as they grew older. Lupe was preceded in death by her husband, Roberto Flores, Sr.; her sons, Antonio, Fermin, and Robert Flores, Jr.; her daughter and son-in-law, Maria and Valentine Arriola; her son-in-law Francisco Barrientez; her grandson John Henry Flores; her brothers Fermin and Filemon Saenz; her sister Esther DeHoyos; and her loving dog Chloe. Lupe is survived by her children: Maggie and Johnny Gonzales, Juan and Isabel Flores, Ricardo and Eugenia Flores, Armando and Mona Flores, Oralia Barrientez, Francisco Flores, Patricia Flores and Crystal Spears; her daughter-in-law, Maggie Flores; her sister, Aurora Quintanilla; her brothers Fidel, Pete, and Marcial Saenz; her 126 grand, great and great great grandchildren; and the many others who have come to love her over the years. Beatrice (“Bea”) C. Brady

Beatrice (“Bea”) C. Brady a lifelong resident of Seguin, passed away July 12, 2020 at the age of 86. Bea was born on November 28, 1933, at home in Seguin, Texas to Mary (Reimer) and Alfred Jahns.

For many years, Bea owned and operated her own beauty shop. First on FM 477 and then on Bartholomae Street, both in Seguin. Bea was also known as a gifted seamstress, home decorator and landscape gardener. Over her lifetime she was a frequent volunteer in the community, including The Guadalupe County Fair Association, The Girl Scouts of America, and Our Lady of Guadalupe Food Pantry. She is preceded in death by her husband, Mark Brady, her parents, her sister, Valerie Bauer, her brother, Thomas Jahns, and her daughter, Donna Faye Herzog. Survivors include her daughters, Cherrie Hudson of Tampa, Florida, and Charlene Jones of College Station, Texas; five grandchildren, April Reno of New Llano, Louisiana, Tracey (Jason) Blackwell of DeRidder, Louisiana, Jessica (Justin) Schoonover of Land O’Lakes, Florida, Rebekah (William) Anderson of Wesley Chapel, Florida, and Shannon (Omar) Espitia of Bryan, Texas; and seven great grand-children, Nathaniel Reno, Mashaelie Blackwell, Brady Blackwell, Taylor Schoonover, Avery Schoonover, Levi Anderson and Jacob Anderson. Bea is also survived by her sister and brotherin-law, Patricia and Andrew Hildebrand; brother and sister-in-law, Dennis and Sherry Jahns; and brother, Lawrence Jahns, all of Seguin, Texas. In addition, she is survived by many nieces, nephews and cousins. Margaret Lillick Blade Margaret Lillick Blade, age 94 of Seguin, formerly of Houston, passed away on July 12, 2020. Margaret was born on April 27, 1926 in Cedar Rapids, Iowa to Clara (Toenjes) and Edward Meister. She was an active member of Salem Lutheran Church in Houston, where she was involved in teaching Sunday School, Vacation Bible School, Church Council, WELCA, hand bells, and many other things. She was the church secretary and choir director for over 25 years. In 2014 Margaret moved from Houston to Seguin. She was very proud to be a charter member of Spirit of Joy Lutheran Church. Margaret loved being with her family. She loved spending Wednesday evenings with friends at El Ranchito for dinner and margaritas. She is preceded in death by her husbands, Marc Lillick and Gordon Blade, her parents and her brother-in-law, Phil McKenna. Survivors include her daughters, Nancy

Norma Grimm Stollewerk

Norma Grimm Stollewerk, age 98, loving wife, sister, mother, grandmother, great grandmother, and aunt to numerous nieces and nephews and a lifetime resident of Guadalupe County, went home to be with the Lord on July 14, 2020.

Due to covid-19 restrictions a private family graveside service will be held on Tuesday, July 21 at Guadalupe Valley Memorial Park with the Rev. Kelsie Theiss and the Rev. John Van Deusen officiating. Norma was born on July 3, 1922 in Seguin, Texas to Alma (Greiner) and Gottlieb Grimm. She was a lifetime member of Emanuel’s Lutheran Church of Seguin where she was baptized, confirmed and married. Through the years, Norma was active in numerous church activities and committees and taught children’s Sunday School classes for 25 years without missing one single Sunday. Norma also spent many years working in the offices of Texas Acidizers and Geosource oil and drilling companies. She was an incredible seamstress and crafter and sewed many outfits for her family that she dearly loved. Norma enjoyed her garden and grew the most amazing sweet peas. She was lovingly known as Nana, and her most cherished times were spent with her grandchildren, great grandchildren and family. Norma is preceded in death by her loving husband of 71 years, Paul Stollewerk, her parents, her sisters Lillian Grimm and Laura Mae Carley and husband Ray, brother Raymond Grimm, and wife Elaine, sister-in-law, Elaine Krueger and husband Jimmy and brother-in-law Leslie Mondin. Left to cherish her memory,
