“The title goes to...” Dry conditions force Guadalupe County to order burn ban
By Cindy Aguirre-Herrera (Seguin) – Guadalupe County is taking notice of the dry conditions that are currently threatening the area. The Guadalupe County Commissioners Court on Tuesday approved the order prohibiting outdoor burning in the unincorporated areas of the county. The ban goes into effect today. Bringing the request to the commissioners’ court was Patrick Pinder, fire marshal and emergency management coordinator. Pinder says conditions are just too dangerous to allow further burning. “Conditions out in Guadalupe County are getting pretty dry and we haven’t seen a whole lot of fires yet but that doesn’t mean that they are not coming. Several counties surrounding Guadalupe County have enacted their burn ban. Caldwell is the newest one as of (Monday). I’ll go through the KBDI for some of the counties around us. Bexar County, it was on their agenda last week, and they approved it at 601. Caldwell County is at 513. Comal County is at 640. We are at 610. Gonzales is 591. Hays County is 566 and Wilson County is 557 and all KBDI (Keetch-Byram Drought Index) is just the drought index of what the water moisture Guadalupe County has named its Distinguished Young Woman for 2020. level is in the ground. talks about possible remnants from a tropical storm later this week, condi tions will continue to be dangerous if no action is taken. “I think the two models that I saw and looked at last night was anywhere from about sixth tenths of rain to an inch and a half to an inch and three quarters. The problem is that it’s so hot and dry all over the county. If we get an inch of rain, the next afternoon a lot of the top moisture will be gone, and you will be right back in the same fire hazard situation. We’ve gone through this a lot of times. People don’t like the county telling them to not burn but everybody knows if they just stop and take a breath and think about it for a second, that it’s way too unsafe to be burning now in the heat and dryness and the wind. We’ve got times in the year that are safe to burn but now is not one of them,” said Kutscher. Pinder says within this order, certain things can warrant a permit for burning. However, he is asking that before anyone strikes a match, that they contact his office first to not only request a permit but to let law enforcement officials know of the situation in advance. Also, during the burn ban, individuals can burn household trash in a 55-gallon barrel or in an enclosed container having a covered lid. Pinder says should the area see significant rain, then the county could reverse the ban. Pinder’s office can be reached by calling 830-303-8856. Non-emergency calls can also be made to the Guadalupe County Sheriff’s Office at 830-379-1224.

Special by Kyle Kramm, Seguin Main Street Program director (Seguin) -- A quick trip through downtown and it will not take long for you to come across a construction crew working hard rehabbing one of Seguin’s historic properties. All this activity is a temporary inconvenience leading to more shopping and investment in downtown Seguin. A bulk of the construction activity is occurring in the 100 block of North Austin Street where three buildings have projects underway. At 114 North Austin, the old canopy had several areas of dry rot and a new wood canopy is being installed using the existing tie rods. Down the street at 104 North Austin, part of the former Starcke Sleep Shop, the building is rehabbed into a commercial furniture showroom that will bring hundreds of visitors to downtown Seguin to

visitors once the museum reopens.
The building’s new façade features an art deco style to match the building’s cornice. Next door at 102 North Austin is a recently rehabbed building waiting for its brand-new tenant.
At 110 South Austin, second floor residential space is underway that welcome new downtown residents soon.
Then 100 North Austin continues to be rebuilt after experiencing numerous complications, including a limecrete wall that was starting to buckle – which has now been secured following an engineer’s report. Recently new transom windows were installed, and the surface is being prepared for brickwork to be installed below the storefront windows and surrounding the doors. A walk over to the Heritage Museum and you will find the sidewalk being rebuilt after the museum installed a new wastewater line to serve their redesigned restrooms that will be ready to welcome
Finally, TxDOT is nearing completion of their Austin Street signal project that included new signals, pedestrian poles, sidewalks, and ADA ramps. Once completed, the project should improve the pedestrian experience in downtown. These projects are the latest in downtown reinvestment which in the past four years has totaled more than $67 million since 2007. If you are interested in being a part of downtown Seguin’s revitalization by purchasing a building or starting a business, contact the Seguin Main Street Program at (830) 401-2448 to discuss available opportunities.

UIL announces revised fall athletics calendar/ COVID-19 guidelines
(Austin) - The University Interscholastic League (UIL) released an updated athletics and activities calendar for the 2020 fall semester on Tuesday morning, along with extensive guidelines for practices, rehearsals, competitions, and facilities. Seguin is the only school in the KWED/ Seguin Daily News coverage area that will be heavily impacted by the new time table. The start dates for 5A and 6A programs have essentially been pushed back a full month, while the dates are basically the same as they were before for Navarro (4A) and Marion’s (3A) classifications. The first day of practice for both football and volleyball athetes in 5A schools has been postponed to Sept. 7. The first day for volleyball matches is Sept. 14, and the first football games can be played on Sept. 24. Those changes effectively mean a delay of four full weeks for those sports. The 5A playoff certification dates have been pushed back to Nov. 17 in volleyball and Dec. 5 in football. The 5A volleyball championship will be played Dec. 11-12. The 5A football championship date has yet to be finalized, but the game will happen at some point in January. For schools at the 4A level and below, the first day of football and volleyball practice is still Aug. 3. The initial volleyball matches can occur on Aug. 10, while the first football games can be played on Aug. 27.
Team tennis and cross country programs can begin competition on Sept. 7 at the 5A and 6A levels, Aug. 17 in Class-4A and below.

•Sites are encouraged to utilize remote ticketing options to help manage capacity limitations within a maximum 50% occupancy. Paper tickets and programming should be minimized to help avoid transferable materials.
Additionally, the new guidelines map out face covering, sanitation, and social distancing policies for performance areas, band halls, locker rooms and other congregate settings, as well as practice and rehearsal activities, and rules for teams, participants, student groups, spectators, fans, officials, event staff, concession staff, and media members at games, contests, and events.

Harvard: Southern COVID Surges Did Not Come From Visitors From North
(Cambridge, MA) -- Harvard researchers are concluding coronavirus case surges in southern states are due to premature reopenings. The university’s Global Health Institute debunked CDC Director Robert Redfield’s claim blaming the spikes on travelers coming down from northern states. Harvard said the common thread among states seeing large outbreaks is the relaxation of restrictions near the end of May led to an increase in early June. Redfield made the comments Tuesday during a virtual event.
Kohl’s Is Latest To Make Masks Mandatory
(Menomonee Falls, WI) -- Mask up in Kohl’s. Shoppers will be required to cover up at all stores starting Monday due to soaring coronavirus cases. It was the fourth retailer to reveal the new rule on Wednesday. Walmart and Sam’s Club also start Monday while grocery chain Kroger begins Wednesday. But these aren’t the only places. The list already includes Costco, Apple, Dollar Tree, Best Buy and Starbucks.
Study: Arizona Is Most Resistant To Wearing Masks
(Phoenix, AZ) -- It looks like people in Arizona are the most resistant to wearing masks as a way to protect against coronavirus. That’s what a new study shows. The website ‘Survival at Home’ looked at 150-thousand Twitter posts to find hashtags like “no mask” or “burn your mask.” Then they made a mapped out the states most against covering up. Arizona came out on top followed by Nevada, Florida, Idaho and Maine.
McConnell: Next COVID Bill To Emphasize Getting Kids Back In School
(Undated) -- Senate Majority Leader Mitch McConnell is prioritizing support for schools when it comes time for a new coronavirus relief bill. He acknowledged the heavy emphasis on education will be “costly.” McConnell said if kids are not back in school this fall, then there will be “job issues.” In the next package, he said he is open to more direct checks but added leaders made a mistake in the last bill, making it more attractive for people to stay home than to work. McConnell also expressed total faith in Dr. Anthony Fauci [[ FOW-chee ]], who has been criticized by members of the White House.

happiness. His son was his best friend and they shared many moments together. His dad has always been his hero. His hope and prayer is to live up to the man and father his dad was. His daughter was and always will be daddy’s little girl. She cherished her dad and the moments they shared. So many memories that will not be forgotten. They laughed; they cried and he loved her unconditionally. Her dad was a man like no other and he was her first love. He showed his family the true meaning of love. He adored his family and loved spending time with his kids and grandkids. He cherished each and every one of them and they were the light of his life.
Where to begin, Willie was a loving husband, dad and grandpa. He wore his heart on his sleeve and his smile could light up a room. He was a dedicated and hardworking floor installer for 43 years (he was the best at what he did). He took so much pride in the work he did and it showed. He loved going to work every day and having his son work beside him for the last 20 years. Don’t get us started on his Dallas Cowboys and San Antonio Spurs. Every year he said his BOYS were going to the Super Bowl and he had all the confidence that they would win. He enjoyed going to the Cowboys and Spurs games.
His grandkids loved spending every minute with him, from going to the park or a trip to the store to get ice cream. He had a special bond with each one of them. He loved having his lunch dates with Juli and she loved dancing with her grandpa. He would say ‘that little girl has a special place in my heart’. Jesse (papas) has a love to dance his Ballet de Folklorico and grandpa couldn’t wait to see him perform. Jesse enjoyed their one on one time together and the conversations they had. Grandpa enjoyed watching Saryna perform at the football games for the Matador Band. He looked forward to the Friday night games. Saryna will always remember her grandpa’s goofy dances when he would walk in the room. Ian was always his grandpa’s sidekick. He was ready to help with yard work and help his grandpa fix things. Ian and grandpa would always play fight to win grandma’s attention. The youngest is Greyson who is six and won’t have those amazing moments and memories like his siblings and cousins. Greyson remembers the trips to the park and going to Wal-Mart because he knew grandpa was going to buy him a toy.
On August 5, 1978 he married the love of his life Christy. It only took a quick four months of dating for them to know they wanted to spend forever together. They did numerous things together and were inseparable. They could dance the night away. Any chance they could get they were dancing, even if it was on their front porch. They had endless trips and always made sure to make time for each other. He made sure to spoil his wife, so much so that he would sit and watch QVC with her (I think he loved it more than she did).
Willie had a sense of humor out of this world and always kept us laughing with the crazy things that came out of his mouth and his silly jokes. He will always and forever be missed by everyone. We were not ready to say good-bye and he left a hole in all of our hearts. It gives us a sense of comfort to know as he entered the gates of heaven his family was there with open arms. This is only a part of Willie’s legacy and our stories could go on and on. You will be forever missed. We love you!
He was a phenomenal dad and always went out of his way for his son and daughter. He showered his kids with so much love. The time he spent with his family was not enough, he always wanted more. He hugged his kids every time he saw them and never forgot to say “I love you.” He was proud of his kids and loved how happy they were, their happiness was his
A Memorial Visitation will be held on Wednesday, July 22, 2020 from 4:00pm to 6:00pm at Palmer Mortuary.

J.C. was born on October 3, 1937 in Goose Creek, Texas to Ena Mildred (Hurst) and Joseph Carter Trainer, Sr. He graduated from Hardin Simmons in 1964 and also proudly served his country in the United States Army from 1960 – 1963. Each of his four children have wonderful memories that will last our lifetimes; we are so proud to be the children of J.C. Trainer. Then came the 14 grandchildren; and we only thought we were loved and adored! He was their biggest fan and loved attending their various activities. He spoiled them by buying them things they didn’t get at home, he taught them old songs, told them crazy stories he made up, took them on fishing, shopping, beach and river trips, and so much more. The exact memories may be different for each grandchild, but they all knew they were special and their Pa-Paw was a huge influence in each of their lives. Seven years ago, the great grandkids started coming; he couldn’t wait to meet and love on each one. He spent many hours sitting in the garage holding the babies and watching the bigger ones play in the driveway. He was never too old to be silly and have a good time. Each generation is blessed to have had him in our lives. J.C. was faithful member of First Baptist Church and previously served on the Guadalupe County MHMR Board. He enjoyed being an active member of the Thursday “Men’s Discussion Group” at Kirby’s Korner where he and his friends of many decades would spin tales of days gone by and seek to solve the problems of the world. J.C. is preceded in death by his first wife, Kay Green Trainer, his parents, and his sister Beverly Jones. Survivors include his loving wife, Joyce Trainer; his children, Lisa
