Council says “Protect It” when it comes to downtown buildings
City announces new program to help fund fire suppression systems By Darren Dunn (Seguin) -- The Seguin City Council wants to help downtown property owners when it comes to making their properties more firesafe. The council on Tuesday approved the creation of a new “Protect It” grant program. Much like the city’s “Fix-It Facade” grant program which helps to spruce up storefronts downtown, the new program will provide funds to help install fire supression systems in the downtown area. Main Street and CVB Director Kyle Kramm says this program will help to protect more of the buildings in the downtown historic district. “Our hisotric downtown has lost several buildings in the recent years due to fires. So, we are wanting to protect our historic character in downtown, as well as being able to make sure our buildings are being able to be used at their fullest capacity. The fire supression system will be able to help with both those areas,” Kramm. Sprinkler and other fire supression systems can be very costsly, especially for some of the older buildings in the downtown area. Kramm says the Protect It grants will provide funding to cover a portion of those costs. “We are proposing grants to property owners. For buildings that are less than 5,000 square feet, they would receive a $20,000 grant, or about 50 percent of the cost -- whichever
is less. For buildings that are between 5,000 and 15,000 square feet, it would be $30,000 or 50 percent (of cost). And buildings over 15,000 square feet, would be $40,000 or 50 percent. We did get some kind of estimates from some of our property owners in downtown about what some of their costs would be for a fire supression system. So that’s where these numbers came from,” said Kramm.
Additional funding can be provided for businesses that partner together to expand fire supression coverage downtown. There’s also additional funding available for property owners that might need to tap into underground utilities on Austin Street. Kramm says the program will get started now, and will likely be phased out over the next few years. “The goal is to try to have this program die after five years,

because of the fact that TXDOT does plan to reconstruct Austin Street in about five years. So we are really going to try to push our property owners to do this,” said Kramm. Mayor Don Keil joked that the Austin Street project has been a long time coming, so this program may last a while longer. “Well, they started that (street) progam about 20 years ago,” joked Keil. Kramm admitted that they are hopeful that it gets started on schedule this time, and they hope that downtown property owners will also take advantage of this new program. “So until that happens, we are going to keep trying to push our property owners to take advantage of this (now). So that once we have a new Austin Street, we are not having to rip it back up for additional fire supression systems,” said Kramm. The council agreed to take $100,000 from the city’s utility fund to use to pay for the initial offering of the program. Kramm says he knows there are already a couple of businesses that have expressed interest in tapping into the new grant program.

(Seguin) -- There may be some signs of slight improvements when it comes to the local battle against the COVID-19 pandemic. The Seguin City Council received an update on Tuesday night about how the city, county, GRMC and others are working to slow the spread of the virus.
Parker also says that people continue to recover from the virus, including several members of the city’s staff. He says the virus has definitely had an impact on the city’s operations, much like it has other employers in the community.
Seguin City Manager Steve Parker the number of cases continues to rise, but he says there’s been a slight decline in the hospitalization rate at GRMC.
“Just a couple of weeks ago, we had almost 15 confirmed

Parker says that’s a little bit of good news, but he stresses that the fight is long from over. In fact, he says deaths continue to rise. He says there have now been 22 Guadalupe

positive cases. Now we are currently at four confirmed cases. We’ve had several employees recover. There has been nobody hospitalized with our cases. We haven’t see anyone with dramatic symptoms among our employees. But it is something that we continue to monitor. That’s one of the things that, you know, you take a look at a pandemic -- it’s not just case counts (and) deaths. There is an impact on operations. When you have your police department and several of your 911 operators get it, now you are paying them overtime. That’s an impact on the economy, relating to the funding that has to come from citizens to pay for those things. That same thing happens to small businesses as well. So we talk about relieving and trying to change the narrative here. That’s what we really are trying to do in a lot of ways -- is trying to make sure that these businesses aren’t having to close and aren’t having to pay overtime to keep their businesses moving along,” said Park. Guadalupe County officials on Tuesday released the latest data from the Texas Department of State Health Services. There are 1536 cases now reported in Guadalupe County. That total includes 441 confrimed active cases, 600 pending cases -- which are positive cases that have not yet been confirmed, and there are 495 people who have recovered from the virus.

(Seguin) -- Two new names have come forward seeking the District 6 seat on the Seguin City Council. Both Wanda Rosales and Monica Napier Carter announced at Tuesday’s council meeting their intentions to run for the position, which is currently held by Councilwoman Fonda Mathis, who is not eligible to seek reelection due to term limits. Rosales says that she’s been part of this community for nearly 30 years, and she would like to serve the people of Seguin. “I have been a resident of Seguin for almost 30 years. I came from New Braunfels. I grew up in New Braunfels. I went to Canyon High School. Through the years, I moved to Seguin. The reason that I’m up here today is because I wanted to announce that I will be a candidate for District 6 here in Seguin,” said Rosales. Carter says that she too wants to have a chance to represent the residents of District 6. Carter says this is her hometown, and she sees

have invested themselves in Seguin and to those who have made that great effort, I want to start by saying thank you for doing your part. Now I believe it’s my turn to do my part. She says that she wants to focus on ways that the council can help make Seguin a better place to live and work. “My platform is simple -- to build on the success of the past and foster changes that will make Seguin even better. My focus is on creating opportunities for our younger
The District 6 seat is one of five races that will appear on the city’s ballot during the November 3 general election. The District 4 seat, currently held by Councilman Chris Rangel, will appear on the ballot, and Rangel has already announced his plans to seek reelection. The council seats of Jet Crabb (District 2) and Ernest Leal (District 1) are both up for grabs. Both candidates have reached their term limits, and cannot run again. Seguin Mayor Don Keil has also reached his term limit, and is not elgible to run again. Former Seguin City Councilwoman Donna Dodgen is the only person who has publicly announced her intentions to run for the mayor’s office. Individuals interested in running for one of the available positions on the city council can pick up an application packet at Seguin City Hall. The dealine to file is 5 p.m. on Monday, August 17.

TLU softball star Roche to join Longhorns for final year of eligibility
(Seguin) - Recent Texas Lutheran graduate Cassie Roche will use her final year of softball eligibility to compete at the NCAA Division I level for the University of Texas next season. Roche, the 2018 SCAC Player of the Year and starting shortstop for the Bulldogs each of the past four seasons, has been one of the cornerstones of TLU’s recent run of success.
A three-time All-SCAC honoree, Roche hit .361 with 11 home runs, 90 RBIs, 33 doubles, 79 stolen bases, and a .450 on-base percentage over a career that included three full seasons and an abbreviated 2020 campaign. Roche was hitting .422 with 14 RBIs through 20 games this past season before it was cancelled due to the COVID-19 pandemic. She helped the Bulldogs win three SCAC titles and the 2019 NCAA Division III national championship. SAA cancellation of fall sports affects TLU football
(Seguin) - With the Southern Collegiate Athletic Conference’s cancellation of fall sports eliminating Texas Lutheran’s volleyball, men’s & women’s soccer, men’s & women’s cross country, fall tennis, and fall golf seasons, the university is still waiting for a decision from its football conference, the American Southwest Conference.
The Bulldogs already know that they won’t make the trip to Conway, Arkansas for their only non-conference game, the Sept. 5 season opener against Hendrix College.
Hendrix’s conference, the Southern Athletic Association has cancelled its fall sports season. TLU was also slated to scrimmage SAA member Trinity at Bulldog Stadium on Aug. 28.
Kedrick Ward featured in latest ‘Salute to Seniors’ video
(Seguin) - Texas Lutheran football standout Kedrick Ward is the latest student-athlete to be interviewed by Sports Information and Marketing Director Tim Clark in TLU’s ‘Salute to Senior’ video series. Ward started three full seasons for TLU at cornerback, and he was a stand-out special teams performer as well.
Ward lettered four seasons with the Bulldogs and helped TLU to its best-ever finish (this past season) in the American Southwest Conference. The Bulldogs went 8-2 overall, 8-1 in the ASC, and knocked off then-No. 6-ranked Hardin-Simmons in a conference road contest. TLU received regional and national rankings in NCAA Division III throughout the 2019 season. Ward, a two-time all-conference performer in the ASC, was named to the ASC’s Second Team All-Conference in 2019. This past year, Ward scored on a 15yard fumble return in a shutout home win over Southwestern. In a home win
over Louisiana College, he had a pair of interceptions.
Ward finished the 2019 season with a career-high four interceptions, 39 total tackles, and three fumble recoveries. In his Bulldog career, Ward collected 118 total tackles, seven interceptions, 19 pass break-ups, and four fumble recoveries. Ward played in the Historically Black Colleges and Universities Spirit of America Bowl on Jan. 19, 2020 in Salem, Va. Ward is set to graduate from TLU in December 2020 as a business administration and finance major. This is a clear change, as the President prominently didn’t wear a mask, despite members of his team donning face coverings and contracting COVID-19. (Bethesda, MD) -- One of the biggest hotel chains in the world is telling customers to mask up. Marriott announced it will require facecoverings starting next Monday. This comes after the American Hotel & Lodging Association released health guidelines for the industry last week. It includes contactless reservations, payments and more. Other major chains like Wyndham, Hilton and Hyatt are also set to put in requirements for masks and social distancing.

Kansas Students To Wear Masks When School Starts
(Topeka, KS) -- Parents in Kansas need to add face coverings to their school supplies list. Governor Laura Kelly signed an order requiring all K-12 students in school buildings to wear masks. It also applies to teachers, staff and visitors. Children who aren’t students or those under the age of five don’t have to follow the mandate. Six-feet social distancing will also be in place but not when masks are worn during in-person classroom instruction. Kansas is also looking at delaying the opening of schools until after Labor Day.
Company Creates Drone that Could Sanitize Stadiums In Three-Hours
(Pittsburgh, PA) -- A drone company in Pittsburgh has created a device they hope can get people back to attending large gatherings. KDKA-TV reports Aeras [[ AIR-US ]] Fog Company has created a drone which they say has the ability to disinfect arenas in three hours. The product recently had a trial run at Highmark Stadium in the Steel City, and the company says it can sanitize places like underneath the seats, arm rests and railings. Besides stadiums, Aeras says the drone can be used in other big indoor and outdoor areas. The company hopes to be certified to use the device by the fall.

GRMC Limited Visitor Access
The Guadalupe Regional Medical Center is temporarily limiting visitor access to protect the health of its patients and staff, and in the interest of limiting exposure to respiratory illness associated with the COVID-19 virus. Campos Sr. Adam Moises Campos Sr. of Seguin, Texas peacefully entered into eternal rest on Tuesday, July 14, 2020 at the age of 79. He was born to Everisto and Regina Campos on September 4, 1940 in Seguin, Texas. Adam was a loving father, grandfather, greatgrandfather and brother. He took pride in his BBQ skills, he worked at Rex’s BBQ for 33 years. He was known for his funny spirit, always cracking jokes to make everyone laugh. He enjoyed the outdoors. If it involved fishing or camping you could bet he’d be there. Adam will be deeply missed by all who knew and loved him. Adam is preceded in death by his mother and father; son, Adrian Campos; daughter, Marcelina Campos; brothers, Patricio Campos and Edmund Campos; sisters, Eva Garcia and Marcelina Campos. Adam is survived by his children, Debra Gutierrez, Adam Campos Jr. (Heather), Sarah Ann Campos (Ralph Villarreal), Theresa Campos (Ramiro Andrade) and Mary Grace Campos; 20 grandchildren, 10 greatgrandchildren; his siblings, Everisto Campos Jr. (Cecilia), Mario Campos, Amy Rangel, Ciriaco Campos (Amparo). Arias Willie Arias of Seguin, Texas, unexpectedly left his heartbroken family on July 14, 2020 at the age of 61. He was born July 23, 1958 to Jose and Jesusa Arias. Willie is preceded in death by his parents and his four brothers; Rick, Herman, Eugene and Pete.

happiness. His son was his best friend and they shared many moments together. His dad has always been his hero. His hope and prayer is to live up to the man and father his dad was. His daughter was and always will be daddy’s little girl. She cherished her dad and the moments they shared. So many memories that will not be forgotten. They laughed; they cried and he loved her unconditionally. Her dad was a man like no other and he was her first love. He showed his family the true meaning of love. He adored his family and loved spending time with his kids and grandkids. He cherished each and every one of them and they were the light of his life.
Where to begin, Willie was a loving husband, dad and grandpa. He wore his heart on his sleeve and his smile could light up a room. He was a dedicated and hardworking floor installer for 43 years (he was the best at what he did). He took so much pride in the work he did and it showed. He loved going to work every day and having his son work beside him for the last 20 years. Don’t get us started on his Dallas Cowboys and San Antonio Spurs. Every year he said his BOYS were going to the Super Bowl and he had all the confidence that they would win. He enjoyed going to the Cowboys and Spurs games.
His grandkids loved spending every minute with him, from going to the park or a trip to the store to get ice cream. He had a special bond with each one of them. He loved having his lunch dates with Juli and she loved dancing with her grandpa. He would say ‘that little girl has a special place in my heart’. Jesse (papas) has a love to dance his Ballet de Folklorico and grandpa couldn’t wait to see him perform. Jesse enjoyed their one on one time together and the conversations they had. Grandpa enjoyed watching Saryna perform at the football games for the Matador Band. He looked forward to the Friday night games. Saryna will always remember her grandpa’s goofy dances when he would walk in the room. Ian was always his grandpa’s sidekick. He was ready to help with yard work and help his grandpa fix things. Ian and grandpa would always play fight to win grandma’s attention. The youngest is Greyson who is six and won’t have those amazing moments and memories like his siblings and cousins. Greyson remembers the trips to the park and going to Wal-Mart because he knew grandpa was going to buy him a toy.
On August 5, 1978 he married the love of his life Christy. It only took a quick four months of dating for them to know they wanted to spend forever together. They did numerous things together and were inseparable. They could dance the night away. Any chance they could get they were dancing, even if it was on their front porch. They had endless trips and always made sure to make time for each other. He made sure to spoil his wife, so much so that he would sit and watch QVC with her (I think he loved it more than she did).
Willie had a sense of humor out of this world and always kept us laughing with the crazy things that came out of his mouth and his silly jokes. He will always and forever be missed by everyone. We were not ready to say good-bye and he left a hole in all of our hearts. It gives us a sense of comfort to know as he entered the gates of heaven his family was there with open arms. This is only a part of Willie’s legacy and our stories could go on and on. You will be forever missed. We love you!
He was a phenomenal dad and always went out of his way for his son and daughter. He showered his kids with so much love. The time he spent with his family was not enough, he always wanted more. He is survived by his wife, Christy Arias. His son, Willie Arias Jr. and wife Vida. His daughter, Erika Arias-Flores and husband Roger. Grandchildren; Julianna, Jesse, Saryna, Ian and Greyson. Sisters; Gloria, Maria, Mary Lou, Juana and Candelaria. One brother, Manuel and numerous nieces, nephews, cousins and friends.

T rainer J r . Joseph Carter “J.C.” Trainer Jr. of Seguin, Texas passed away on July 20, 2020 at the age of 82. J.C. was born on October 3, 1937 in Goose Creek, Texas to Ena Mildred (Hurst) and Joseph Carter Trainer, Sr. He graduated from Hardin Simmons in 1964 and also proudly served his country in the United States Army from 1960 – 1963. J.C. made a living working in the oil and gas industry and later getting involved in many entrepreneurial projects. He loved to close a deal but most of all he loved interacting with people. He will be remembered for the way he lived with integrity and loved with abandon. He first and foremost served our heavenly Father and without any doubt his devotion to Jesus was the guiding force in how he conducted his life. Family was everything to him and his legacy is a gift to each of us. J.C. faithfully loved, cherished and protected first Kay for 50 years, then Joyce for 9 years. Each of his four children have wonderful memories that will last our lifetimes; we are so proud to be the children of J.C. Trainer.

Betty attended Winters High School and St. Phillips Nursing School. While in high school, Betty met her love Newby. They were married in the Lutheran Church in Winters, TX and the started their family in San Antonio where Newby was getting out of the Air Force. Prior to nursing school, Betty ran an in-home child-care – mostly for young medical school students. Those relationships inspired Betty to go to Nursing School.
A walk-through line visitation will be held on Wednesday July 22, 2020 from 5 to 7 p.m. at Tres Hewell Mortuary. A memorial service celebrating J.C.’s life will be held on Thursday July 23, 2020 at 10:30 a.m. at First Baptist Church in Seguin with the Rev. Dr. Brice Mandaville and the Rev. Neil Kibbe officiating. Due to Covid-19 restrictions all CDC protocol will be followed including social distancing and face covering requirements.
Over the next several decades, Betty raised her family and worked as a Cardiac Care Nurse dedicating her life to family, friends, community, and her faith.
A private family graveside service will be held prior to the service at San Geronimo Cemetery in Seguin. Services will be live streamed and you may view from the comforts of your home via the following link.
Betty’s passion was what she called “her reading material”. She stayed up on the latest homeopathic remedies, vitamin regimes and her “Doctoring”. A runny nose never went “unDoctored” and she took care of everyone. Betty loved to play 42 and Pinochle. She did not bid often, but when she did – you better watch out. Betty also loved gardening and cooking and she was very good at both.

R ivera Jose “Joe” U. Rivera, age 54 of Seguin, Tx He has gone to rest with our Lord and Savior on Saturday July 18, 2020. Joe was born on September 7, 1965 in Seguin, Tx to Simon & Maria Rivera. Joe left behind his beloved wife Kim Rivera and 6 Children Regina, Joseph, Billy, Raquel, Isaac and Isaiah and he also left behind 22 grandkids that he cherished till his last days. Joe leaves behind 4 Sister and 3 Brothers. Joe loved his wife and kids he would do anything for them. Joe was a family man he enjoyed home cooking and outdoor BBQ’s with his family. Joe was a loving person he had a big heart and was willing to help out in need.

Brown The Lord called on a great man to walk in heaven, Mr. Dennis Karl Wilke peacefully passed in his sleep at Audie Murphy on July 13, 2020 at the age of 69. He was born on October 31, 1950 in Seguin, Texas. Dennis was a United States Veteran, he served in the Vietnam War. Dennis was known as “Winkle” by most, though retired, his Co-workers and friends would say he was always whistling or smiling throughout the days. “Winkle” was a loyal employee for 40 years
