Seguin ISD Superintendent Matthew Gutierrez says the resolution allows the district to take any immediate action that is needed to minimize impact to students, staff, families and the community. “We are certainly navigating unchartered territory and looking in very unique times and many of the decisions that we are making would be decisions that a district would make after a disaster declaration after a hurricane and recently, we’ve made some decisions in response to the pandemic and have adopted a similar resolution. He says this is especially important when it involves the health, safety and welfare of students, staff and their families.

Of course, Gutierrez says no decision will be made without a full description in advance to members of the board. “Decisions would certainly not be made in isolation. If a decision had to be made as much advance notice and information would be shared and we would try our best to wait if possible for the next board meeting but some decisions could be temporary until we have the opportunity to come together so the board can make a decision,” said Gutierrez.

Gov Abbott: Schools Must Stay Open Unless Outbreak Occurs Schools must reopen, but local health officials can shut down during active outbreaks 2

MONDAY AUGUST 3, 2020

(Austin) -- Texas Governor Greg Abbott and the state’s legislative leaders are trying to clear up confusion about school closures and reopening. Many school districts complained that they were getting conflicting information from the Texas Education Agency (TEA) about how school reopened, especially those that elected to go online-only in the first weeks of the school year. There was some concern, based on a letter written by Attorney General Ken Paxton that suggested some of those online-only schools could risk some of their state funding if a face-to-face option wasn’t offered. Governor Abbott says Texas schools have to open. Abbott issued a statement on Friday saying schools can only close if there’s a coronavirus outbreak once students return. The announcement supports the Texas attorney general’s opinion last week stating health officials can’t order school closures. But districts can apply to keep their schools closed and those requests will be reviewed by the TEA. The govenor’s office later issued a joint statement from the govenor, Lt. Governor Dan Patrick, Speaker of the House Dennis Bonne, Senate Education Committee Chairman Larry Taylor, and House Education Chairman Dan Huberty. The statement addresses many of the concerns raised by school districts and the public. The bulk of that join statement appears below: “The Texas Education Agency’s (TEA) guidance for opening public schools in Texas for the 2020-21 school year remains the same as announced two weeks ago. This guidance followed a letter issued jointly by the Governor, Lieutenant Governor, Speaker, and Chairs of the Senate and House Education Committees. “The top priority is protecting the safety and health of students, teachers, staff, and families. To achieve that goal, the TEA provided local school boards the flexibility they need to open schools in ways that ensure public safety while also providing the best education options for students during this challenging school year.

“The TEA guidance applies long-standing state law and Executive Orders to conclude that the authority to make decisions about when and how schools safely

open rests with the constitutionally and statutorily established local school boards. “The authority to decide when the school year will begin lies with local school boards. They can choose dates in August, September, or even later. But, whenever the local school board chooses to open, the board must comply with the requirement to provide the necessary number of days and hours of instruction for students. “The authority to decide how schools will safely open this year, again, lies with local school boards. It can be with students in schools, it can be through remote learning, or a combination of the two. In making that decision, school boards have the ability to base their decisions on advice and recommendations by local public health authorities but are not bound by those recommendations. “As the TEA previously announced, school boards have up to a 4-week back to school transition period during which they can offer a solely remote instructional setting if that is deemed needed for the health and safety of students, teachers, staff and parents. After 4 weeks, the school district can extend the transition period up to another 4 weeks with a vote of the school board and receiving a waiver. If any school district believes they need an extension beyond 8 weeks due to COVID-19 related issues, the TEA will review that request on a case-by-case basis. “If at any time during the school year a COVID-19 case is confirmed on a school campus, the school board has the ability to close the campus for up to 5 days to sanitize the campus. Schools that close under this scenario will continue to be funded for providing remote-only instruction. “Additionally, during the course of the school

“The TEA and the Attorney General correctly note that local health authorities play an important role in school closure determinations during the course of a school year if it is determined that a contamination has occurred necessitating closure, but local health authorities do not have the power to issue preemptive, blanket closures of schools weeks or months in advance of when a school may open its doors to students. Preexisting Executive Orders have repeatedly made clear that local government operations, such as public schools, are permitted to be open. year, a local public health authority may determine that a school building must be closed in response to an outbreak. Debbie Roberts retires as director of fitness center, campus recreation, intramurals, Mabee Aquatics Center successful in their careers and life. They always made me look good because they were so good at their jobs.”

Roberts says two of the accomplishments that make her the most proud are the overhaul of the Grossman Fitness Center and addition of the Bulldog Gym functional training center. “The upgrades to the fitness center, thanks to a grant from the Krost Endowment, make it look and work better for students and student-athletes,” said Roberts. Director of Athletics Bill Miller hired Roberts in 2002.

(Seguin) - After 18 years of dedicated service to Texas Lutheran University, Debbie Roberts has announced her retirement as TLU’s director of the Burton E. Grossman Fitness Center, campus recreation, intramurals, and the Mabee Aquatic Center. “It has been a joy to work at TLU these past 18 years,” said Roberts. “The athletics department is so important to the students, athletes and TLU, and to be a part of that and work with

“Debbie has been one of the true heroes at TLU,” said Miller. “She has handled many tasks here, and she has done them all in outstanding fashion. We will miss her bringing the results of her baking talents to our monthly staff meetings, but more than that we will miss a cherished colleague who always put the experience and care of our students first. We wish Debbie all the best in her muchsome awesome coaches through the years has deserved retirement.” been a great experience. My favorite aspect of my job has been working with the students - Roberts and her staff started the Polar Bulldog Swim, seeing the student employees in the fitness an annual late-fall semester tradition at TLU. Cottrell is the president of TLU.

In addition to managing the Mabee Pool, Roberts has coordinated the swim lesson program at TLU. Swim lessons consistently draw families from Seguin and many surrounding communities to the pool each summer. “They expect and receive quality swim lessons from many awesome swim instructors - all TLU students,” said Roberts. “Up until this year, we have taught Red Cross swim lessons to 400-plus students every summer. Unfortunately, due to COVID-19, we are not offering swim lessons this summer, so it has been a disappointing way to end my time at TLU.” Roberts says her retirement plans include travel - with one of her three daughters in Maryland and another daughter in Vancouver, British Columbia - and more time to enjoy her grandchildren. Roberts and her late husband, Gil, have three daughters Kelli, Leslie, and Sandra. Two of their daughters, Kelli (music) and Sandra (physics and chemistry), are TLU graduates. All three daughters worked at TLU’s Mabee Aquatic Center as swim instructors and lifeguards. “Thank you to all the amazing student employees that have worked in campus recreation through the years, the faculty and staff who have helped make my years here a wonderful and memorable experience, and to Director of Athletics Bill Miller, who always supported me and the campus recreation program,” said Roberts.

EU Extends Ban On US Travelers

(Brussels) -- The European Union is extending its ban on American travelers as coronavirus cases continue to rise here. The E-U began opening its borders earlier this month, but the U.S. was not on a list of countries considered safe. The U.S. has more coronavirus cases than any other country and also has the most deaths at over 152-thousand.

Former Presidential Candidate Herman Cain Is Dead

(Atlanta, GA) -- Former Republican presidential candidate and Godfathers Pizza CEO Herman Cain has died of coronavirus. The 74-year-old died in an Atlanta hospital on Thursday where he was being treated for the past month. Cain had attended President Trump’s June rally in Tulsa, Oklahoma and did not wear a mask. Cain, who was a co-chair of Black Voices for Trump, tested positive for COVID-19 ten days later.

Birx Urges States To Issue Mask Mandates

Trump Urges Recovered Coronavirus Patients To Donate (Washington, DC) -- Dr. Deborah Birx, the Response Coordinator of the White House Plasma In COVID Fight Coronavirus Task Force, is urging local governments to issue a mask mandate. Only 30 states have issued mask requirements despite rising COVID-19 cases. She listed states with elevated transmission rates and many of them were in the Midwest. Dr. Birx says if everyone wears a mask, it would help slow the spread of the virus, especially by people who aren’t showing symptoms.

(Washington, DC) -- President Trump is urging recovered coronavirus patients to donate plasma to help find therapies and a vaccine. Trump toured the American Red Cross headquarters in DC on Thursday and said it’s an urgent priority. U.S. Health Secretary Alex Azar [[ AAY-zar ]] called it a “national call to action.” Trump said his administration is committed to defeating what he called the invisible virus. The U.S. passed another grim milestone this week as the death rate is now over 150-thousand.

Gutierrez Our loving mother, Juana M. Gutierrez, entered eternal rest on Friday, July 24, 2020 at the age of 84. Juana was born on May 16, 1936 in New Braunfels, Texas to Juan De Dios and Consuelo Medina. At a very young age she helped her mother raise her younger siblings due to health issues. She also began working at a young age where she worked at several companies in the Seguin area. One of her favorite hobbies was sewing and she was a great seamstress. She had sewn many bridesmaid’s dresses to include

wedding dresses for her daughters. Later in life, she worked with the school district in the cafeteria and in the sewing department at Walmart. In the sewing department she offered her expertise and loved sharing her knowledge of sewing. She loved to laugh and always had a smile on her face. She absolutely loved to dance. After meeting our father, she was swept off her feet and they married six months later.
