City unveils proposed $89.1 million budget Budget includes upgrades at Central Fire Station By Darren Dunn
(Seguin) -- The City of Seguin is proposing a total operating budget of $89.1 million for the next fiscal year. The total includes general fund expenses of $33.3 million. That’s approximately $1.6 million more than what was budgeted for the current year. The general fund provides funding for those services that are normally covered by property taxes, including police and fire services. The city of Seguin is also a utility, and next year’s utility fund budget calls for expenditures of $54.2 million. The figure is slightly higher than the $53.5 million included in the current budget. Revenue for the utility fund is generated by water, wastewater and electric customers in the city. City Manager Steve Parker presented the budget to the city council during its regular meeting on Tuesday night. Parker, who started with the city in January, praised staff for their work during the budget process. He says he’s confident in what they have been able to propose for spending next year.
“I’m really proud of this (work). There were some budget issues related to the way some of the revenues were coming in -- some revenue actually came in better than we had anticipated, (and) some came in a little bit shorter. Overall, it was a very good process. I’m pretty proud of what we have to offer tonight. I wish we could have done more, but like I’ve stated before, this is a very lean organization, and they do a lot with a little. It’s all because of the fact that they have the support of city council. A lot of the areas where you would get bogged down (doesn’t happen), because you all have a lot of trust in them, which allows us to have more freedom and time to actually do the things we need to do,” said Parker. Some of the key features in the proposed budget is funding for upgrades to the city’s comprehensive master plan, which would be done in conjunction with master plans for transportation and the city’s downtown. Parker says these plans are a critical part of the city’s future operations. See BUDGET, page 3

Longtime educator announces plans to run for Seguin City Council By Darren Dunn (Seguin) -- A new face has emerged as a candidate for the District 2 seat on the Seguin City Council. Local resident Pete Silvius announced his candidacy during Tuesday night’s council meeting. “I want to thank you all tonight for your service to the city of Seguin. As we enter the transitions of this upcoming election season, I recognize the many contributions that each of you have made towards creating a healthier, saf-

Silvius is the only candidate to announce his intentions to seek this seat. There are four other city council positions up for grabs in November. Monica Napier Carter and Wanda Rosales have both announced their plans to run for the District 6 seat being vacated by Councilwoman Fonda Mathis, who has reached her term limit. Councilman Chris Rangel says he will seek re-election to his
District 4 seat. District 1 Councilman Ernest Leal is not eligible to run again because of term limits. No one has yet filed for that position. The mayor’s race will also appear on the ballot. Former Councilwoman Donna Dodgen is the only candidate to file for that position thus far. Mayor Don Keil cannot run again because of term limits. Individuals interested in running for one of the available positions on the city council can pick up an application packet at Seguin City Hall. The deadline to file is 5 p.m. on Monday, August 17. Election day is Tuesday, November 3.

So we got it all funded in one year, and now we need to make sure it’s sustain-

you from smoke and so forth. Those are things that cause cancer and it’s a major safety initiative in my eyes. The goal is to remodel that entire facility. Make it more efficient, and have almost six bathrooms in that facility so that those people can come in, get their clothes cleaned and take a shower, and make that happen. That’s a $2.5 million project,” said Parker. The city is proposing a slight increase in utility rates to help fund that portion of the new budget. Parker says they are also proposing that the current tax rate of 54.12 cents per $100 of property value be again adopted for next year. While the rate would be the same, it would still amount to a slight tax increase. Overall
taxable values are up, and the city’s No New Revenue Rate (NNR) for next year is 53.68 cents. The NNR reflects what has traditionally been called the effective tax rate. It’s the rate the city would have to set to generate the same amount of revenue as the previous year. Parker says by keeping the tax rate the same, they can fully fund the budget, while not placing too large a burden on local taxpayers. The council and the public will have multiple opportunities to discuss the proposed budget and tax rate for next year. A number of meetings have been scheduled for the next several weeks. The city’s new fiscal year begins on October 1.

Six Governors Join Forces To Buy Three Million COVID Tests (Annapolis, MD) -- Six governors are uniting to buy three-million coronavirus tests to keep up with demand. Louisiana, Maryland, Massachusetts, Michigan, Ohio and Virginia will all get 500-thousand each. Maryland’s governor created the new compact to show companies the need for more antigen tests, which can provide results in less than an hour. But there is concern the tests will miss infections since there’s a 15-percent chance of a false negative.
Trump Explains Decline In Coronavirus Cases (Washington, DC) -- President Trump is providing more optimism amid the coronavirus pandemic. He told reporters most states with a positive rate above ten percent have seen a decline in daily cases since mid-July. But, Trump noted continuing precautions in states with a lower positivity rate is needed. The President said some states with the lowest rate have seen a slight increase in daily cases. Trump added they are watching these states to make sure they don’t become new “flare-ups.”
CDC Warns Of Rare Illness In Children This Fall (Washington, DC) -- As if coronavirus isn’t enough, parents are now being warned to watch for another life threatening disease in children. It’s called acute flaccid myelitis or AFM for short. The condition is rare and can cause paralysis. The CDC is concerned cases might get missed due to the pandemic. Doctors and parents are being told to watch for symptoms such as muscle weakness, drooping eyelids or slurred speech. Most illnesses happen in August through November.

GRMC Limited Visitor Access

Gutierrez Our loving mother, Juana M. Gutierrez, entered eternal rest on Friday, July 24, 2020 at the age of 84. Juana was born on May 16, 1936 in New Braunfels, Texas to Juan De Dios and Consuelo Medina. At a very young age she helped her mother raise her younger siblings due to health issues. She also began working at a young age where she worked at several companies in the Seguin area.

Bender Patricia Ludolph Bender was born in Marshall, Texas October 8, 1937 to Elizabeth Henrietta (Taylor) and Augustine Anthony Ludolph and left this earth in a blaze of Glory on August 1, 2020 at the age of 82.
One of her favorite hobbies was sewing and she was a great seamstress. She had sewn many bridesmaid’s dresses to include wedding dresses for her daughters. Later in life, she worked with the school district in the cafeteria and in the sewing department at Walmart. In the sewing department she offered her expertise and loved sharing her knowledge of sewing. She loved to laugh and always had a smile on her face. She absolutely loved to dance. After meeting our father, she was swept off her feet and they married six months later. She often reminded us of how wonderful a dancer he was, which was one of the many attributes that she loved about him. She had an abundance of unconditional love for her children, grandchildren, and great-grandchildren. Juana is lovingly remembered by her daughters, Janie (Gabriel) Garcia, Sandra (Robert) Carrillo, Josephine, Connie, and sons Miguel (Kathy) Gerard (Patricia); grandchildren, Nicole, Michael Jr., Robert John “R.J.”, Matthew, Joseph “Noel”, Kasandra “K.C.”, Joshua, Jordan, Jonathan, Chandler “Steven”, Stephanie; greatgrandchildren, Jeremiah, Savannah, Mykel, Marqus, Makai, Giuliana “Gigi”, Jionni, Josiah, Kyvin, and one on the way; She is survived by her brother Tony Medina (Sylvia), sisters, Tina Herrera (Alex), Stephanie Ozuna (Alex). She is preceded in death by her husband, Estevan “Steve” Gutierrez, parents, Juan De Dios and Consuelo Medina,

She was also preceded in death by her first love, Tom Even, with whom she experienced young love and married in 1959. Tom gave Pat three beautiful children who survive her - Mark, Paul (Tina) and Libby (Dane) Even Ferrell. In 2011 she lost her husband of 18 years, Bill Bender, who shared with her his three children. Bill showed her the world, spoiled her, and took care of her so well. Pat loved Bill dearly and she grieved for him desperately. She is survived by her step-children Bill Bender, Debra (Michael) Seiler, and Richard (Michelle) Bender. Pat had so much to give and she gave it all for her children, and then her grandchildren: Chris (Katy), Derek (Kristina), Alan (Amy), Jason (Shay), Eric, Michelle (Murray) Bender Godfrey, Russell (Julie) Seiler, Austin and Shelby Bender. Stories will be told to her eight great-grandchildren. Pat taught her kids good manners and they felt the disgrace of “that look” from mom when they did wrong. She taught her kids to be respectful and to say Yes, ma’am and Yes sir.

She taught them the names of trees and how to shoot a bullfrog between the eyes with a .22 rifle from across the tank. So much wisdom she passed along. Pat grew up in Longview, Texas with her parents, four sisters Libby, Nancy, Dana, Cecile - and one brother, Buddy. Her momma was strict and didn’t take no lip. Patsy was both her Daddy’s little girl and a tomboy. She loved wearing a frilly girl’s dress as much as climbing the tallest pine tree. Pat graduated from Longview High School in 1956 then moved to San Antonio where she graduated from Incarnate Word College in 1960 with BS degree emphasizing Home Economics. After having 3 kids, moving to Seguin and freelancing for a bit as a home decorator, she began working for the Child Welfare Department in 1968. In July 1984 she obtained her Masters in Social Work degree from Our Lady of the Lake University. She retired after 27 years of working for the State of Texas, ultimately as the Operations Support Director for the Child Protective Services. She was appointed Hidalgo de San Antonio de Bexar for a lifetime of service to her community in 1980. In her younger days she was a champion basketball player, cheerleader, poet and later in life an award winning baker and the best mom on the planet. On her wall hangs so many awards and certificates, including the flag of the State of Texas, flown over the capitol in her honor. She was a member of Zonta International Club, Guadalupe County Republican Women, St. James Catholic Church Parishoner, and a member of the ACTS Retreats. A walk through line visitation will be held on Thursday, August 6, 2020 at Tres Hewell Mortuary from 5 to 7 p.m. The recitation of the Holy Rosary will begin on Friday, August 7, 2020 at 9:30 a.m. at St. James Catholic Church followed by the Mass of Christian Burial at 10 a.m. with the Rev. Stanley Fiuk officiating. Private Interment will follow in the Bender Family Cemetery. He was a huge movie fanatic that enjoyed fishing and loved spending time with his family. Gilbert was born on January 30, 1969 in Seguin, Texas to Gilbert and Eva (Rodriguez) Montoya.
He was their number one supporter, always there no matter the situation. On top of being a great father, he was also a beloved son, brother, uncle and he will be deeply missed by all who knew him.
Jesse is survived by his father Stanley J. Naumann and He is preceded in death by wife Marilyn, sister Natalie Naumann of Seguin, Aunt his sister, Sonia Montoya. Betty Jean and Lee Tieken of Stevensville, MT and other nieces, nephews, cousins and friends. Visitation will be held Saturday, August 8, 2020 at 9:00 a.m. at Our Lady of Guadalupe Catholic Church followed by a Rosary at 9:30 a.m. then Mass of Christian burial at 10:00 a.m.
Jesse had a successful career working at Texas State University and after 25 years, retired December 2019.
