Guadalupe County Elections Office talks mail-in ballots, curbside voting
Elections administrator urges voters to not delay action in applying or returning their marked ballot slower-than-normal delivery times. Hayes says the current operation of the postal service has been raising questions about whether ballots will reach the elections office in time to be counted.

Guadalupe County Elections Administrator Lisa Hayes says while her office is equipped to handle the anticipated increase in the request for the absentee ballots, there is still a concern about whether or not the U.S. Postal Service will be able to guarantee their delivery in time for the Nov. 3 General, Presidential Election.

“I would just like voters who are considering a mail-in ballot to go ahead and send their applications in as soon as possible. If they are not sure if they already have a mail-in ballot already on file because sometimes that happens voters will apply for a mail-in ballot and forget -- if they want to call and check to see if they have one on file, they have to apply for it. It’s not something that is renewed automatically every year. So, it has to be something they’ve done. But, if they want to check on that, that’s fine. If they want to request a mail-in ballot application also, great. I encourage all of this to happen as soon as possible. We will begin to mail ballots on Sept. 19. At that point, voters still have 45 days to get the ballots back to us. That’s the ideal situation right there -- to have your ballot mailed out to you on Sept. 19, vote it and then get it right back. The applications are coming in hot and heavy for ballot by mail. The voters are very interesting in using this so this is keeping us extremely busy which we

like which means that voters want to vote but it’s going to take us longer to process them. The closer we get, the more we get. It’s going to slow things down things just a little bit and so we want to do everything we can to get the voter’s ballot to them as soon as possible,” said Hayes.
Hayes says deadlines for mail-in ballots will be more important than ever to help with the increase in mail-in ballots that are expected to flood post offices all over. “One, let’s talk about the deadline to apply for a ballot by mail. So, if they are going to apply for a ballot by mail and they don’t get to do it ahead of time, then it needs to be in our office, the application for mail by ballot needs to be in our office by Oct. 23. So, that’s the first deadline we want to talk about because it can’t be postmarked by the 23rd, the application, it needs to be in our office by Oct. 23 and once early voting starts, an application for ballot by mail cannot be walked in to our office, it must come in through the mail. So anytime up until early voting starts, they can hand walk their application for ballot by mail into our office so that’s something to keep in mind,” said Hayes.
Now although, mail-in ballots will still be accepted after election day, Hayes says their ability to be delivered on time by the post office could also factor into whether or not they are actually counted. She says that’s why those requesting mail-in-ballots should just aim at getting them turned back into her office as soon as possible. “If a voter is going to mail their ballot back to us, again, we encouraging them to do it early. Send it back way early so that you know it’s here but if that doesn’t happen, they need to make sure the ballot is postmarked by 7 p.m. on election day. It is not something I’d recommend leaving until the last minute so if it’s postmarked by 7 p.m. on election day, we can accept it until close of business on the 5th of November but I would not recommend taking that route. I don’t think voters should be taking that kind of chance. I think whether they want to walk the ballot in or mail it earlier, I wouldn’t recommend that they wait until election day to put it in the mail but if they do that, they need to walk it in and make sure it gets postmarked,” said Hayes. Hayes says there has also already been some changes introduced that would allow the voter to bypass the postal service all together if they wish. “But if they are concerned about dropping their ballots in the mail and the possibility of it being delayed, another option now that the governor has expanded the early voting options, part of that was that voters can now hand deliver their voted ballot to the main elections office anytime from the time they get their ballot through 7 o’clock on election day. So, this offers a whole other area in which the voters can feel empowered to come in and turn in their mail ballot and know that it has been delivered to us. So, they can come in. They can walk their own ballot in only. They cannot bring anyone else’s and they have to bring a photo ID but they can walk in, give it to us. Their name goes on the roster, they show us their ID and then they have
that piece of mind of knowing that their ballot has arrived in the election’s office safe and sound. So that’s just another option out there for those that want to vote by mail because they don’t want to come during early voting or on election day but they do want to know that their ballot gets here safely,” said Hayes.
Although polling sites will still be operating with all the proper health and safety guidelines, Hayes says she still understands that there will be folks who will not want to venture out during this pandemic. Now while COVID-19 may or may not be the reason for an influx in mail-in-ballot requests, getting that ballot to her office is what is most important. In fact Hayes, says for those who want to social distance or who cannot physically make it to the polls, a mail-in ballot may not just be their only option. “For voters who are concerned

about coming into the polls but are not really sure they want to go the mail-in ballot route, we always have curbside voting so that’s an alternative also and that’s for voters who are unable to enter the polls. They can call us when they get to the voting location and we can bring their ballot out to them. We have a curbside voting unit that we bring out to them and they can vote in their car. So, that’s also something to keep in mind for those voters are really not sure what route they want to take as far as casting their ballot at this time. That is one thing we are offering. We have always offered curbside voting but we’ve seen more voters taking advantage of it since COVID has been a part of our world,” said Hayes. Again, the postal service is advising that voters should mail in their ballots by Oct. 23rd. Voting by mail is extended to those elderly voters and Texas voters with physical disabilities. Individuals may vote by mail if they are going to be away from
their county on election day and during early voting, if they are disabled, if they are 65 years of age or older on election day, and if they are confined in jail but still eligible to vote. Those requesting applications are asked to call the election’s office at 830-303-6363. Applications for a ballot by mail should be returned by Oct. 23 and can be returned to: Early Voting Clerk P.O Box 1346 Seguin, Texas 78156 The applications can also be emailed to earlyvotingclerk@ co.guadalupe.tx.us or faxed to 830-303-6373. Again, for returning the ballot itself, the early voting clerk must receive the post marked ballot by 7 p.m. on Election Day, Tuesday, Nov. 3. That ballot, however, must be accepted by the close of business on Nov. 5. to be officially counted. Any ballots arriving after the 5th, no matter the postmark, will be voided.

City Manager Steve Parker By Darren Dunn (Seguin) -- The COVID-19 trend in the city of Seguin continues to move in a more positive direction. That’s according to Seguin City Manager Steve Parker, who provided an update during Tuesday’s meeting of the Seguin City Council. Parker says the overall cases remains relatively high, but the hospitalizations and the deaths have continued to drop. “I think we have some pretty positive news. The main thing that we’ve been tracking here is really how the hospital has been fairing over
While the number of overall cases increased slightly over the last two weeks, Parker says the positivity rate has actually started to come down. The positivity rate compares the number of positive test results compared to the overall number of tests taken at any given time. The local positivity rate is still higher than the five percent average that state and federal health officials like to see, but Parker says the trend has been going downward over the last couple of weeks. “A month ago that was over about almost 46 percent and now that has declined to 16.4 so I would love to debate
anybody who thinks that these masks are not working in our community. They definitely are. They are a pin. Nobody likes them but they are the right thing to do for a while longer,” said Parker. There are currently 34 COVID-19 related deaths being reported at GRMC in Seguin. That’s three more than what was reported during Parker’s last report on August 4. He says it’s good news to also see those numbers start to come down. Residents are encouraged to make sure they follow all the safety protocols that are currently in place to help reduce the spread of the virus, including wearing a mask, practicing social distancing, and washing your hands frequently.

SPORTS TLU’s football affiliate membership with American Southwest Conference extended four years
(Seguin) - Texas Lutheran University’s football affiliate membership with the American Southwest Conference has been extended four years. The ASC today announced the extension of affiliate membership in the sport of football for both Southwestern University and TLU. Southwestern and TLU play the bulk of their athletics programs as members of the Southern Collegiate Athletic Conference. TLU has 18 intercollegiate programs in the NCAA Division III. Three of those programs do not have membership in the SCAC. TLU Football is an affiliate member of the ASC, and TLU Men’s Indoor Track & Field and Women’s Indoor Track & Field compete as independents. TLU and Southwestern have played with the ASC since the 2017 season. The new affiliate agreement will run for the 2021, 2022, 2023 and 2024 seasons. “We are excited to continue our affiliation with Southwestern and Texas Lutheran,” said ASC Commissioner Amy Carlton. “And we look forward to the continued success both programs have brought to the league.”

SPORTS Bulldogs to maintain football affiliation with ASC

Texas Lutheran has finished among the top three in the ASC Football standings in each of the last three seasons. The Bulldogs were the 2019 conference runner-up with an 8-2 overall record and an 8-1 league mark. Since coming over from the SCAC when the conference’s football league disbanded, TLU Football has registered an ASC record of 20-7 with an overall mark of 21-9. TLU has produced 24 ASC All-Conference players. In 2018, place-kicker Juan Ocampo was named the 2018 ASC Freshman of the Year, and recently retired head coach Carl Gustafson earned ASC Coach of the Year twice (in 2017 and 2019). As a member of the ASC, TLU has had four All-America picks – guard Alejandro Briseno in 2017, safety James Bell in 2019, offensive lineman Garrett Garza in 2019, and defensive lineman Manny Longoria in 2019. Austin College, a former football member of the ASC and the Southern Collegiate Athletic Conference, begins play in the 2021 season as a new football affiliate with the ASC. TLU and Southwestern, and the rest of the ASC Football colleges and universities, each will play a five-game varsity football schedule in the spring semester of the 2020-21 academic year. TLU and all of its fellow football members in the American Southwest Conference will play four games against
divisional opponents and a final game against a crossdivisional opponent.
For the first time in ASC history, the conference’s football schedule will be played under a two-division model with teams closing the 2020-21 season with a playoff pitting teams cross-seeded in a single game. Each division will have five teams. Belhaven, East Texas Baptist, Louisiana College, Mary Hardin-Baylor and Southwestern will be in the East Division. HardinSimmons, Howard Payne, McMurry, Sul Ross State and TLU will be in the West Division. The ASC’s fall sport 2020-21 schedules are subject to change and contingent upon health and safety guidelines of the NCAA and local, state, and federal entities. Regular-season division play begins Feb. 6 and runs five weeks with eight teams in action each week. Start times are to be determined. The ASC football playoffs are scheduled March 13 with the game location predetermined. The winner of the game between the two number one seeded teams will be named the 2020-21 ASC champion. On Aug. 6, the National Collegiate Athletic Association Division III championships in fall sports for 2020-21 were canceled. With the health and safety of the division’s studentathletes, coaches, athletics administrators and communities

as its priority, the Division III Presidents Council made the decision to cancel the championships due to the COVID-19 pandemic and related administrative and financial challenges. The DIII Presidents Council’s decision affected the TLU sports of football, men’s soccer, women’s soccer, women’s cross country, men’s cross country, and women’s volleyball. These sports will not have NCAA Division III National Championship possibilities in the 2020-21 academic year. TLU and the two conferences (the SCAC and the ASC) in which it has membership are committed to holding fall sports seasons and conference championship opportunities in the spring semester of the 2020-21 academic year, even without national championship possibilities. Winter and spring sports for TLU will join the Bulldogs’ fall sports in contesting seasons in the spring semester of 202021. The winter sports at TLU include men’s and women’s basketball and men’s and women’s indoor track & field. The spring sports TLU offers are: baseball, softball, men’s tennis, women’s tennis, men’s golf, women’s golf, men’s outdoor track & field, and women’s outdoor track & field.

(Washington, DC) -- The F-D-A will wait for more data before approving blood plasma treatments for COVID-19 patients. Top health officials stepped in last week to stop the F-D-A from giving emergency approval to treatments that take antibodies from people who have overcome the disease and transfuses them to coronavirus patients with severe disease. President Trump has touted the treatment. However, the experts say data from clinical trials has not proven that plasma treatments help COVID-19 patients enough to justify granting emergency approval.
Dr. Anthony Fauci Says It Is ‘Conceivable’ That Colleges May Be Able to Bring Back Students this Fall
(Washington, DC) -- The nation’s top infectious disease expert says it is “conceivable” that colleges may be able to bring students back on campus this fall. Speaking at a virtual podcast session for George Washington University, Dr. Anthony Fauci [[ FOW-chee ]] noted that colleges would need to test “virtually everyone” before students arrive and then continue to conduct “intermittent surveillance testing.” Dr. Fauci also said that he does not support a vaccine mandate in the U.S, saying that is has never been done in the past. Additionally, Fauci called Russia’s claim that it has a safe and effective COVID-19 vaccine “bogus.”
CDC Wants To Test Sewage Systems For Coronavirus
(Washington, DC) -- The CDC is ready to get dirty to find traces of coronavirus. It wants to work with state and tribal health departments to test wastewater. Samples will be collected to see if the virus that causes COVID-19 is shedding from people and traveling through the sewage system. The CDC says this type of testing can also be a sign of a worsening outbreak depending on how much is found.

Schneider
Orlando A. Schneider, age 81 of Rockport, passed away on August 10, 2020. Orlando was born on November 16, 1938 in Guadalupe County to Ora Mae (Kwast) and R. E. (Edward) Schneider. Orlando lived in Seguin during his youth and early adulthood where met and married Carole Lee Sappington.
They had 3 children: Susan, Kenneth, and David. Orlando liked going with the whole family camping and fishing, and also went deer hunting, so that we could make some deer sausage, that we all loved to eat. He worked for Cardelle Terrazzo flooring, he did some concrete work for Lawrence Wahl, and did some fiberglass work off and on, before joining Dover Elevators where he retired after 25 years. In October 1972, the family moved from Seguin to San Antonio. He also loved watching the Dallas Cowboys, especially the years when Roger Staubach was their quarterback. In the early 80’s, Orlando moved to The Valley for work where he met and married Mary Frances (Sandy) Morgan. After his retirement they moved to Rockport, where Orlando enjoyed his love of fishing. If you could not find him, he was either at the bay or on a boat. He loved freshwater fishing and gulf fishing with family and friends. He is preceded in death by his wife, Mary Frances (Sandy) Morgan Schneider, his parents, and his brother Glenn R. Schneider and his wife Jeanine. Survivors include his daughter, Susan Skrzycki and husband Stanley; son, Kenneth Schneider and his wife Leah; and son David Schneider; daughter Denean Schneider; step-children, David Morrison, Michael Morrison (Carla), Robert Kemp (Rhonda), Chiare Kemp Davis, Cleo Jeanette Fleming (Robert), and Diane Kemp; numerous grandchildren, great-grandchildren, aunts, uncles, cousins, nieces, nephews, and other loving family members and many friends. Orlando’s family would like to express deep gratitude to Home Health Care, and all of its staff throughout the past several years. Family also wants to thank his neighbors Don, Roger, and Stanley for all of their help and friendship over the years. Robert “Bob” Franklin Stoeltje, USCG (Ret.), age 84 of Seguin, Texas, departed on his final flight on Sunday, August 16, 2020. He was born August 4, 1936, in Floresville, Texas, to Robert Samuel Stoeltje and Louise Ridout Stoeltje of Poth, Texas. He was preceded in death by his parents and by his beloved wife, Alice Maria Maher Stoeltje, on July 3, 2011.
He is survived by his five children, Mark Stoeltje and wife Melissa, Cathy Horvath and husband Skeeter, Lori Evans, Amy Randolph and husband Bob, and Matt Stoeltje. He is also survived by eight grandchildren: Sam Stoeltje, Ryan Horvath, Kelly Roles and husband Mark, Nikki Cordova and husband Jason, Eli Lay and fiancé Kennedy Miller, Pilar Randolph, James Stoeltje, and Chris Wolf-Willoughby and wife Meghan; and seven greatgrandchildren: Wyatt Roles, Kensley Cordova, Elijah Wolf-Willoughby, Tess Roles, Wynter Wolf-Willoughby, Warren Wolf-Willoughby, and Sterling Roles. He is also survived by his brother John David Stoeltje and wife Jeannie, sister Bonny Hutton, nieces Johnnie Jean Stoeltje and Sherry Hutton Parker and nephews Bart and Brad Hutton. We all, with Mom and Dad, continue to include former spouses Pete Larrieu (Lori Evans) and Chong-Hwa Martinez (Matt Stoeltje) as permanent members of our family who survive Dad as well. Dad met Mom when he was serving at his first duty station in New Orleans, Louisiana, in 1957. She knew he was the one for her when she witnessed his gracious and sympathetic response to a waitress who had just accidentally dropped a chocolate milkshake down his back. They married on January 25, 1958, and their firstborn, Mark, entered the world on February 25, 1959. That was the beginning of a whirlwind, around the globe family chronicle, moving next to Pensacola, Florida, then Naval Air Station Corpus Christi to St. Petersburg, Florida, and on to Sangley Point in the Philippines, then San Diego, California, back to Corpus, north to Governors Island, New York, down the east coast to Virginia Beach, Virginia, and back to New Orleans where he served as director of the Coast Guard Auxiliary before retiring to Seguin, Texas, in May 1981, after serving 26 years in the United States Coast Guard. His awards include the National Defense Medal, Good Conduct Medal, Coast Guard Unit Commendation Medal, Armed Forces Expeditionary Medal for Cuban Operations, U.S. Navy Expeditionary Medal for Cuban Operations. The family would like to express our appreciation to the management and staff at Seguin Assisted Living for making Dad’s final years happy, safe and comfortable – thank you, Karen, Lindsay, Senayda, Casey, Laurie, Veronica, Bill, Sheryll, and everyone else there who made his days a little brighter. GRMC Limited Visitor Access
The Guadalupe Regional Medical Center is temporarily limiting visitor access to protect the health of its patients and staff, and in the interest of limiting exposure to respiratory illness associated with the COVID-19 virus. Exceptions include: End of life, childbirth, goodbye visit of military personnel departing for deployment, and designated caregiver of a pediatric patients. Additionally, no visitors will be allowed for COVID patients in the Public Health Emergency unit (PHE) or ICU during this time. The Central Entrance is open Monday through Friday 5:45 a.m. to 6 p.m. and the ER entrance is open 24 hours a day.
