Elementary student fires gun on Seguin ISD bus

(Seguin) — Seguin ISD officials have released a statement about an incident involving a firearm on a school bus. Seguin ISD Superintendent Matthew Gutierrez says they believe the student accidentally fired the weapon while riding the bus. The incident happened around 7:30 a.m. on Tuesday as the bus was entering the parking lot at Jefferson Avenue Elementary School.

“Thankfully, no one was injured during the incident. The bus driver immediately recovered the handgun from the student and the Seguin Police Department was contacted. Law enforcement was on the scene at the elementary school, where they have been conducting an investigation. While initial reports show the young student did not threaten anyone with the weapon, this is still a very serious

situation and a significant breach of our school safety protocols. The student remains off campus while this investigation continues,” said Gutierrez. School safety needs to be priority for everyone

(Seguin) -- News about a gun being fired on a Seguin ISD school bus sent shockwaves across the community on Tuesday. People want to know how the gun ended up on the bus, and what more can be done to prevent these kinds of situations from occurring in the future. Those are the same questions and concerns being raised by district officials, who say that school safety needs to be a priority for everyone in the community.

Seguin ISD Superintendent Matthew Gutierrez says they do not believe that the Jefferson Avenue Elementary School student intended to harm someone with the gun, and they believe that the gun went off accidentally. But that doesn’t

change the fact that this student was bringing a gun to school. Dr. Gutierrez says the school will do its part to make sure its campuses are safe, but this is also really a time for us all to look at what more we can do to prevent things like them from happening again.

“This is Texas. Many of our parents own guns, and it is so important to ensure gun safety in your home, because not only are you jeopardizing the safety of your own child, but potentially the safety of dozens -- if not, hundreds of others. I want to encourage all parents to ensure that guns are locked away safely, and kept away from children because oftentimes children see guns as toys and don’t know any better.

But unfortunately, we live in a world where tragic events happen on almost a daily basis and there are times when students have access to weapons at home and could potentially want to cause harm. So, my request and plea to parents everywhere, is to keep your guns and all forms of weapons locked away and safe from children,” said Gutierrez.

Dr. Gutierrez says they are already looking at other steps that the district can take to keep kids safer. He says as a result of this incident, the district may reconsider its decision to not include elementary schools in its clear-backpack policy. It’s a policy that’s already in place at the district’s middle and high school campuses. Safety, pg. 4

“We were notified at 7:31 (a.m.), and our officers responded to a call of a firearms discharge in a school bus at Jefferson. (We) responded and the school district had done a good job of already having the bus driver, the alleged student, as well as the weapon available for us to begin our investigation. We were able to locate where the discharge occurred. We have recovered a projectile. And we have interviewed the child’s mother, as well as some other family members. So, that investigation is obviously in its very beginning stages and we’re beginning that process. We notified the (Guadalupe) County Attorney’s Office very early on in this investigation and are working closely with them,” said Brady.

The name of the child with the gun is not being released, but officials confirmed that he was a young male student at Jefferson Avenue Elementary School, which is a kindergarten through fifth grade campus. There were 37 total kids on the bus, including students from Jefferson and Koennecke elementary schools, as well as one student from the Ball Early Childhood Center.

Chief Brady says no charges are expected to be filed against the student because of his age, but that’s not the case for the boy’s parents or for anyone else who might have been responsbile for him getting hold of the gun. Brady says multiple charges could be forthcoming.

“Again, this is very early and more facts could change this, but we’re looking at anything from (a charge of) making a firearm accessible to a child to (a charge of) child endangerment. So your range could be anywhere from a Class C up to a state jail felony, and perhaps something else if there are other statutes that are applicable. A lot of it again is going to be based on the facts that we discover, and if they meet elements of various statues that are in existence,” said Brady.

There were no injuries reported, but this is an incident that could have ended tragically. Cheif Brady says there were children sitting near the area where the gun went off. In fact, the bullet from the .25 caliber handgun actually lodged itself in the back of a seat where a child was sitting. Brady says the design of that seat might have helped to save that child’s life.

“The seat itself...is designed in such a fashion that there was a steel barrier or plate under the upholstery of

the seat, and fortunately that was that was preventing that particular projectile from penetrating,” said Brady. Although there were no injuries, Dr. Gutierrez stressed just how serious a situation this was for everyone involved. He says he knows this could have ended differently, and that’s why they will do everything that the can to keep this from happening again. .

“Possessing and discharging a firearm on a school property violates both state and federal law, as well as our student code of conduct. Student and staff safety remain our top priority in Seguin ISD. Parents are urged to ensure that students are prepared and in compliance each school day. Students should report any unsafe activity to a teacher, bus driver or school administrator. We will cooperate with this active police investigation and share any additional information about this situation as it becomes available,” said Gutierrez.

Gutierrez thanked the bus driver, other staffer members and the police department for responding quickly to the situation. He says everyrone did what they could to take care of the kids on that bus, and to make sure that the investigation started immediately.

“Within minutes, we had the police department there on-site providing assistance, support and beginning their investigation. Within minutes, we had staff members from central administration there to provide support and assistance and they have remained there throughout the school day, and will continue on for as long as they are needed,” said Gutierrez.

The quick response was aided by a number of factors that allowed the bus driver, the district and the police department to respond as quickly as possible. Gutierrez says those things all made a difference in this case.

“I think there were several things that make it fortunate. One is that it occurred as the bus was entering the campus. (Two,) the close proximity to the bus driver, where he was able to be responsive as well. And of course, you know, students who immediately began to call for help as well,” said Gutierrez.

Chief Brady says his detectives continue to try to figure out how the student ended up with the gun and what, if any charges, will be filed in this case. Meanwhile, district officials say they will continue to monitor the needs of students and families throughout the district, and they will provide support to them as people deal with the fallout from this incident.

Gutierrez says they will continue to provide staff training and support so that safety and security stays top of mind for everyone. He says they also want to continue to engage the community on this topic, because everyone needs to be a part this effort.

“We want to ensure that safety continues to be a priority. We want to encourage our parents to entrust the schools with their children -whether it’s on the bus, it’s at school, or it’s at a school wide event. You know, we’ve been very fortunate in Seguin ISD that part of Bond 2022, our community voted for and supported our $132 million bond (package), in which $15 million was allocated to safety. And so, we’re making safety enhancements by the way of fencing around the perimeter of our buildings, (and) we’re looking at mass weapon detection systems. But what I want to ensure and stress to our parents is that our drivers and our staff members are going to continue to be vigilant. They’re going to be talking to students. We’re going to be talking to students about weapons, and if you hear or see anything to please say something, and we’re going to continue to stress that. We’re going to encourage our parents to also have those conversations with their children -- if they hear about a gun, if they see a gun, regardless of whether it’s a water gun or any type of gun, to say something,” said Gutierrez.

The bus driver sprang into action once the gun went off, and his efforts made sure that the gun was secured and that it could not go off again. His reaction made a difference in this case. But going forward, Dr. Gutierrez says we

have to do more than just wait fior a situation to occur and for us to react to it. He says it’s going to be important for everyone to recognize that we all have a responsibility to do what needs to done to keep our kids safe.

“It’s going to take a community-wide effort. It takes a village to raise a child and the school can’t do it alone. We cannot do it alone. We can’t have the bus driver do it alone, or the teacher and the principal. We have to have parents partnering with us to ensure that the kids in our community and the staff in our community are safe,” said Gutierrez.

The legislature recently addressed school safety by requiring that each school in Texas have an armed person on campus. Dr. Gutierrez says they are working with the Seguin Police Department to try to meet that requirement, but it has been a challenge. He says finding 13 armed officers for each campus everyday isn’t just personnel challenge, but it’s also a funding problem as well. He says more funding for school safety should also be part of this solution.

“These requirements are coming from the state, but they’re not pouring in additional dollars to support us to staff with security (and) mental health support. We’re fortunate in Seguin to have a grant to be able to have a mental health team to be at Jefferson right away. But that grant is going to expire. So, I’m also pleading with our state representatives and senators to do something to help schools. We are...considering and taking a resolution to our board of trustees next week to look at (this issue). Because we can’t staff an officer at every campus, which is 13, we’re looking at the possibility of a guardian or school marshal program, because we want

to make sure that every campus is equipped to respond in a timely way should there be any type of occurrence,” said Gutierrez.

Dr. Gutierrez says while he is encouraging everyone to come together on this issue, he knows that the district itself has to continue to make sure that its faculty, staff and students are well-trained and prepared for any possible situation. He says the district has already made school safety and security a priority, but it will also continue to do more to make sure they are ready for any threat.

“I think we all learn from events that occur. Whether it’s something that occurs unfortunately, like the tragic event that happened in Uvalde, we learned from that and we put together a safety task force that met over the course of the summer of 2022 to develop recommendations for the school district. I think now as a result of this incident, we are going to put in place new measures on our buses and enhance the level of training that we provide. We already provide an extensive amount of training to our bus drivers, just as we do to our teachers. You will find in the summer or during the school year on professional learning days -- we’ll have transportation in one of these rooms learning about safety protocols. We’re going to continue to fine tune the learning that is in place for our transportation drivers, and a lot of our buses have safety monitors to ensure that they are equipped with the skills and the knowledge to be able to respond and take proactive measures,” said Gutierrez.

Seguin Police Chief Jason Brady says his department is working with the district to help provide a solution to the security needs for each campus. His department is also now leading the investigation into Tuesday’s shooting incident.

Texas Lutheran Picked Fifth in ASC Preseason Football Poll; Four Players Named to ASC Watch List

SEGUIN, Texas -- The Texas Lutheran football team was picked fifth in the 2023 American Southwest Conference (ASC) Preseason Poll announced Monday.

TLU received 44 points from the pool of 14 ballots.

The duo of defending ASC champions No. 3 Mary Hardin-Baylor and No. 8 Hardin-Simmons were the top two picked with a decided edge over the rest of the field with no other teams receiving first place votes and 16 points separating the Cowboys from Howard Payne - who was selected to finish third with 67 points.

The American Southwest Conference also announced individual honors and their “Players to Watch List.”

Texas Lutheran had four players: Seth Cosme, Jacob Forton, Caleb Giles, and Cameron Welch, named to the 19 player watch list for 2023. Welch appears on the watch list for the second time in his

career after being named to the watch list in 2022 following a 2021 season that saw him named the conference’s Newcomer of the Year.

Quarterback Seth Cosme (Angleton/Angleton), who returns for his fifth-year after finishing fourth in NCAA Division-III in completion percentage (73%) and seventh in completions per game (23.2) and being named All-ASC Third Team in 2022.

Jacob Forton, an All-ASC Third Team running back last season, was named to the watch list following a breakout 2022 season that saw him lead TLU in rushing with 506 yards and finish tied for second in the ASC in rushing touchdowns (10) and third in allpurpose yards (1,031).

Senior linebacker Caleb Giles (Houston/Lamar) will look to build upon a 2022 season that saw him make 44 tackles including one sack and three tackles for a loss and three interceptions.

Punter Cameron Welch (New Braunfels/ Canyon) handled the team’s punting and kickoff

duties in all ten games last season, totaling 38 punts for 1,365 yards (35.9 average), with five forced fair catches and seven punts inside the 20 while adding seven touchbacks on 39 kickoffs.

Dr. Norman Ricketts Hall, age 100, of McQueeney, Texas, passed away on August 15, 2023. A memorial service will be held at the First Methodist Church in Seguin at 10:30 on Friday, August 25, with the Reverend Ray Perales officiating. A reception will follow in Hierholzer Hall. Interment will be held at a later date at the Old Killeen City Cemetery.

Norman was born October 2, 1922, to Dock and Lola Hall in their home in Bell County. He attended schools in Killeen, graduating from Killeen High School. He attended college and graduate school at Texas A&M. He earned his Doctorate at Colorado State Teachers College. He married Billye Murlyne Barr, and they moved to Atascadero, California. Norman served in the United States Army and retired from the reserve years later as a Major. Norman and

Billye traveled extensively, visiting over 100 countries and numerous islands. He served as superintendent of schools in Lampasas, Andrews, Huffman, Round Rock, and Richard Milburn Academy finally retiring from education in his nineties. His professional memberships included Texas State Teachers Associations and Texas Association of School Administrators. He served as national president of the American Association of School Administrators.

Norman is survived by his two sons: Norman (Skip) Hall, Jr. and wife Beth, Charlie and wife Vicky; grandsons: Randy and girlfriend Jennifer, Caleb and wife Sara, Nathan and fiancé Dre; and great-grandchildren: Remi, Rowe, and Ripp. He was preceded in death by his parents, Dock and Lola, his brothers Bob Smith and Buddy Smith, and his beloved wife of 73 years, Billye.

James Lewis McKee, age 67 of Seguin, Texas passed away on August 18, 2023. James was born on born October 6, 1955, in Guadalupe County to Lois Mae (Sanders) and John Lawrence McKee. He was a graduate of Seguin High School Class of 1974. James worked as a welder.

He is preceded in death by his parents, stepmother Alice McKee, and sisters Marion Nesbitt and Connie Lewis. Survivors include brother Larry Mckee and wife Becky, numerous nieces and nephews, cousins, other loving family members and many friends.

Rocky Roberson, age 87 of Geronimo, passed away peacefully surrounded by his family on August 20, 2023. Rocky was born on March 7, 1936, in Three Rivers, Texas to Jessie Lee (Carroll) and Elvin Roberson.

He is preceded in death by his loving wife of 51 years, Margaret Roberson, his parents, his step-father, Oscar Gant, and his brother Bryan Roberson.

It is with heavy hearts that we announce Albino J. Herrera III’s passing on August 11, 2023, in Seguin, Texas at the age of 72. Born on May 3, 1951, in Seguin, Albino was a hardworking and dedicated individual who made a lasting impact on those around him. Throughout his life, Albino pursued various careers and became an integral part of the workforce. He spent over 20 years working at Marble Master’s and an additional decade at Ashley Furniture Warehouse. In addition to his achievements in the professional world, Albino was also known for his mechanical skills, proving himself as a talented and resourceful mechanic.

Albino’s warm personality and great sense of humor endeared him to many. He was always willing to lend a helping hand to anyone in need and brought joy to others through his infectious laughter and light-hearted spirit. Albino’s presence brightened any room he entered, spreading warmth to those fortunate enough to know him.

Albino served his country as a veteran in the Army Reserve. We express our deepest gratitude for his service to our nation and recognize his commitment to protecting the freedom we hold dear.

Beyond his professional and military endeavors, Albino found immense joy in playing and competing in horseshoes. His skill and passion for the game were a testament to his competitive spirit. Additionally, Albino had a

profound love for music and found solace in both listening to and singing along to songs from various genres. He also found great joy in gathering with family for bbq’s as well as going out on the water to cast a fishing line.

Albino is preceded in death by his father, Albino Herrera Jr., daughter Debbie Ann Herrera Enriquez, and grandsons Jorge Poncho Enriquez and Nicholas Albino Enriquez. Although they are no longer with us, their memories will forever live on in our hearts.

Albino leaves behind a legacy of love, kindness, and cherished memories. He is survived by his mother Paulita J. Herrera and the mother of his children Maria E. Campos. He will be dearly missed by his children: Oneida Guerrero (Mike), Albino Guy Herrera (Rita), Denise Herrera Vigil (Freddy). Albino also leaves behind his grandchildren: Mike Guerrero Jr., Mikayla Guerrero, Tristen Castilleja, Abigail Gonzales, Raylen Ramon, Alaysia Ramon, Serena Enriquez Mijangos (Erick). His great-grandchildren include Nicholas Mateo Mijangos, Giovanni Marcelo Mijangos, Santiago Mijangos, and Camila Jayde Ramon. Albino is also survived by his siblings Martin Herrera (Maria), Felis Mandieta, Mary Morales (Eddie), Dalia Medina (Rudy), Lupe Santos (Louie), Jesse Herrera (Mary Helen), Beatrice Farias (Tony), Francis Gonzalez (Tevo), Esther Herrera, David Herrera (Christina), Raymond Herrera (Roseann). He is further survived by numerous nieces, nephews, extended family members, and friends who were all touched by his presence.

Albino J. Herrera III will be remembered as a shining light whose smile could brighten the darkest of days. His kindness, sense of humor, and willingness to help others will continue to inspire us. Though he may no longer be physically present, his spirit will forever remain in our hearts.

Study Finds Exposure To Common Cold May Boost COVID Immunity

(New Brunswick, NJ) -- A Rutgers University study finds that exposure to the common cold may boost COVID-19 immunity. The common cold and COVID-19 are both coronaviruses and Rutgers researchers say people who’ve been exposed to the cold type may also build up pre-existing immunity to its genetic cousin. The scientists, working with researchers at a Nigerian teaching hospital, collected data on individuals both before and after they got COVID shots. They found that in 83-percent with common cold exposure their T-cells, or immuno-protective cells, reacted to COVID-19. On Corporal Punishment In Schools

(Itasca, IL) -- The American Academy of Pediatrics is calling for a ban on corporal punishment in all schools. Striking or spanking children is legal in public schools in 18 states, mostly in the South. New Jersey, Maryland and Iowa are the only states that prohibit corporal punishment in both public and private schools. A separate study of Canadian children, published last week in JAMA Network Open, shows that kids who were physically assaulted before age 14 are nearly twice as likely to develop mental illness.

Three People Dead Connected To Listeria In Milkshakes

(Tacoma, WA) -- Three people are dead and three others were hospitalized after drinking milkshakes contaminated with Listeria bacteria in Washington state. The outbreak is linked to ice cream machines not cleaned correctly at a Frugals in Tacoma. The Washington State Department of Health said the bacteria can affect people for up to 70 days after consumption and the machines were used through August 7th. Two of three survivors said their milkshakes were from the same Frugals.

Family Caregivers Could Get Training Under New Medicare Proposal

(Washington, DC) -- Under a new Medicare proposal family caregivers could get training to help take care of loved ones at home. The National Alliance for Caregiving says it’s desperately needed, saying that over 40-million Americans act as family caregivers, giving injections, applying bandages, giving tube feedings and changing catheters. Under the proposal medical professionals, for the first time, would be paid to teach informal caregivers how to carry out those tasks and to assist with toileting and dressing.

Releases Utility Assistance Application for 2023

Applications are available for the Comprehensive Energy Assistance Program (C.E.A.P.) provided by the Texas Department of Housing and Community Affairs through the CCSCT. The program will help low-income consumers reduce their utility bills. There is also assistance available through the Low Income Water Assistance Program (LIHWAP).
