Armed security, subsidized rent prices for employees, plus the tax rate on Seguin ISD agenda

(Seguin) -- The Seguin ISD Board of Trustees is slated to dive right into a list of agenda items during tonight’s regular meeting.

Among the items on the list is the consideration of a resolution that would provide armed security officers at each campus during regular school hours -- “establishing a good cause exemption and alternative standards for safe and secure campuses.” State legislation is requiring that campuses have armed security officers. This mandate for all Texas districts, however, is not being covered with any additional funds. The Seguin ISD tonight is slated to consider hiring law officers for its schools or consider

alternative plans such as the Guardian/Marshal program which allows armed staff at its campuses.

Districts such as the Marion ISD have already adhered to the legislation having adopted the Guardian Program. The program is being supported by Governor Greg Abbott due to a rise in gun violence inside schools

not only nationwide but throughout the state.

The Seguin ISD will also consider entering a memorandum of understanding with the Texas Workforce Housing Foundation to support workhouse housing for all Seguin ISD employees. The discount on rent would serve as another tool in the district’s toolbox for recruitment and retention. As previously reported by the Seguin Daily News, the program would be available to all district employees either at a current housing complex or it could potentially stir development for a whole new complex.

Kicks off orientation week for TX Fame Lone Star Chapter

(Guadalupe County) -- The Texas Federation for Advanced Manufacturing Education: Lone Star Chapter (TX FAME Lone Star) & Texas State Technical College (TSTC) proudly announces the successful launch of its inaugural cohort and the celebration of the official Signing Day event, held on Monday, August 21, 2023, at the FAME Technical center. This momentous occasion brought together 14 Advanced Manufacturing Technicians (AMTs) and eight leading manufacturing companies from Seguin and New Braunfels to celebrate the future of the manufacturing industry.

Every step of the way, from the dedicated TX FAME Lone Star Chapter and Texas State Technical College to the supportive sponsoring employers, Seguin and New Braunfels EDCs, and every individual in the expansive tapestry of collaboration, we’ve witnessed an extraordinary effort to bring this program to fruition. Orientation Week and the inaugural Signing Day for the TX FAME Lone Star Chapter marked a pivotal moment in the journey of aspiring skilled workers in the region. This event, co-organized by TSTC and TX FAME, acknowledges and endorses the commitment of the upcoming workforce to excel in advanced manufacturing careers. The occasion serves as a vital bridge between the burgeoning talent pool and the evolving demands of industry. By nurturing such connections, this event cultivates an ecosystem that not only propels economic expansion but also fuels the spirit of innovation within the manufacturing sector.

The education and training opportunity created by the partnership between the FAME Lone Star Chapter, local industry leaders and TSTC will serve to ensure a well-trained advanced manufacturing workforce in the Central Texas

Signing Day constituted only a fragment of the AMTs’ involvement during orientation week, a comprehensive event that marked the chapter’s inception. Amidst this week, the AMTs undertook a multifaceted role encompassing the initiation of new students into the program’s fundamental tenets, curriculum insights, and immersive hands-on training prospects. Beyond that, TX FAME and TSTC adeptly guided the newcomers through a comprehensive orientation encompassing industry standards, safety protocols, team dynamics, and the intricacies of collaborative learning. This collective effort fostered a resilient groundwork, empowering the incoming students as they embark on their transformative educational journey within the FAME framework.

The final day to submit thoughts on that survey is Thursday, Aug. 31.

Kutscher says the purpose of the updated Major Thoroughfare Plan is to provide Guadalupe County with a long-term template for future transportation planning as well as short-term decisions related to roadway funding and the preservation of developing corridors. He says the plan will identify general roadway alignments and the classifications needed to accommodate the county's transportation needs. This will then allow the county to proactively plan for future roadway improvements and to facilitate mobility and connectivity throughout the growing region.

"This is only a plan; it does not build roads, and it does not acquire property, but it will help preserve future mobility. Your input is requested to help in the County's decision-making process," said Kutscher. "The survey opened in July and we have received some responses and want to make another push for more residents to take part in providing their feedback."

Kutscher says having voices heard begins with this survey.

"With a short survey being 10 to 12 questions, I think most people can fill that out in probably about five minutes. It will give us a tremendous amount of feedback as to what we need to be focused on as we go through

If approved, the Seguin ISD would not be financially responsible for its participation in the program.

Prior to its regular board meeting, the public will get the chance to chime in on the proposed tax rate for the upcoming fiscal year. A review of that tax rate will be held during a public hearing at 6 p.m. Seguin ISD Board Members are proposing a $0.7316 tax rate for maintenance and operations (M&O) and a $0.385 tax rate for the Interest and Sinking side of the budget. That provides for a total combined rate of $1.1166 per $100 of property valuation. District officials say the total rate “does not exceed the no-new revenue tax rate” and is “$0.133 lower than the prior year.”

Again the public hearing on the tax rate gets underway at 6 p.m. followed by the regular meeting at 6:30 p.m. in the Seguin ISD Board Room located inside the district’s administrative offices in Oak Park Mall.

Navarro impresses with grid-iron win over Navasota while Marion falls in high scoring affair at Hondo

(Geronimo) -- The Navarro Panthers were impressive in a 34-8 win over state power Navasota in Geronimo this past Friday night.

The Panther defense limited the Rattlers to 137 total yards while forcing four turnovers. Navarro defensive back Gabe Rangel had two interceptions and defensive lineman Mack Berry had two sacks.

On offense, Navarro running back Antwoin Mebane ran for 107 yards with a pair of touchdowns in the victory. The Panthers had 105 yards through the air out of their slot-t formation with both quarterbacks Austin Davidson and

Colton Schuelke tossing touchdown passes. Braddock Gallini caught a 63-yard TD pass from Schuelke.

Navarro is back home on Friday night to host Cuero. The Gobblers, a state semifinalist in 2022, beat El Campo 41-7 at home in their first game last week. Cuero won last year’s match-up with Navarro in Cuero last season.

(Hondo) -- And the Marion Bulldogs fell in their opening game last Friday night, dropping a 41-31 decision to the Hondo Owls.

Quarterback Bo Stahl threw for 250 yards and two touchdowns in the defeat. Chase Hallmark caught both of Stahl’s TD passes including a 70yard catch and run to the endzone.

Hallmark finished the game with four catches for 168 yards. Hadley Mote added five receptions for 52 yards for the Bulldogs.

Marion will travel to Natalia for their next game this coming Friday. Kickoff is set for 7:30 p.m. in Natalia.

Kenneth Harold “Ken” Richter, age 74 of Seguin, went to be with his Lord and Savior on August 24, 2023. Ken was born on February 6, 1949, in Stockdale, Texas to Albina (Pruski) and Fabian Harold Richter.

Martha and Ken Richter were married on December 11, 1976, and were married for 41 years. Ken will be remembered as the assistant manager at Carquest in Seguin.

Ken is preceded in death by his loving wife Mary “Martha” Richter, his parents, and his brother Mark Richter.

Survivors include her daughters, Melanie Richter and husband Juan Muniz, and Christina Smith and husband Kurt Smith; four grandchildren Cora, Alejandro, Fernando, and Logan; sisters, Lynda Krueger and husband Harry, Connie Svoboda,

Veronica Schmid and husband Gary, and Patty Citraro and husband Rick; brother, Ronald Richter and wife Gwen; numerous nieces, nephews, other loving family members and friends.

Visitation will begin on Thursday, August 31, 2023, at 9:30 a.m. at Our Lady of Guadalupe Catholic Church with the recitation of the Holy Rosary at 10 a.m. with Deacon Nick Carrillo officiating followed by the Mass of Christian Burial at 10:30 a.m. Interment will follow in the Richter Cemetery in Wilson County near Stockdale. Serving as pallbearers will be Kurt Smith, Juan Muniz, Nolan Garcia, Wesley Freise, Ronald Richter, and Chris Svoboda.

Dr. Norman Ricketts Hall, age 100, of McQueeney, Texas, passed away on August 15, 2023. A memorial service will be held at the First Methodist Church in Seguin at 10:30 on Friday, August 25, with the Reverend Ray Perales officiating. A reception will follow in Hierholzer Hall. Interment will be held at a later date at the Old Killeen City Cemetery.

Norman was born October 2, 1922, to Dock and Lola Hall in their home in Bell County. He attended schools in Killeen, graduating from Killeen High School. He attended college and graduate school at Texas A&M. He earned his Doctorate at Colorado State Teachers College. He married Billye Murlyne Barr, and they moved to Atascadero, California. Norman served in the United States Army and retired from the reserve years later as a Major. Norman and

Billye traveled extensively, visiting over 100 countries and numerous islands. He served as superintendent of schools in Lampasas, Andrews, Huffman, Round Rock, and Richard Milburn Academy finally retiring from education in his nineties. His professional memberships included Texas State Teachers Associations and Texas Association of School Administrators. He served as national president of the American Association of School Administrators.

Norman is survived by his two sons: Norman (Skip) Hall, Jr. and wife Beth, Charlie and wife Vicky; grandsons: Randy and girlfriend Jennifer, Caleb and wife Sara, Nathan and fiancé Dre; and great-grandchildren: Remi, Rowe, and Ripp. He was preceded in death by his parents, Dock and Lola, his brothers Bob Smith and Buddy Smith, and his beloved wife of 73 years, Billye.

Eliazardo “Lalo” V. Samaniego, a beloved husband, father, grandfather, brother, and friend, passed away on August 20, 2023, surrounded by the love of his family at the age of 76. He was born on May 28, 1947, in San Marcos, Texas.

James Lewis McKee, age 67 of Seguin, Texas passed away on August 18, 2023. James was born on born October 6, 1955, in Guadalupe County to Lois Mae (Sanders) and John Lawrence McKee. He was a graduate of Seguin High School Class of 1974. James worked as a welder.

He is preceded in death by his parents, stepmother Alice McKee, and sisters Marion Nesbitt and Connie Lewis. Survivors include brother Larry Mckee and wife Becky, numerous nieces and nephews, cousins, other loving family members and many friends.

Connie Sue McKee Lewis, age 73 of McQueeney, Texas, passed away on January 19, 2023. Connie was born on December 10, 1949 in Guadalupe County to Lois Mae (Sanders) and John Lawrence McKee. Connie was a Seguin High School graduate and worked many years at Guadalupe Regional Medical Center.

It is with heavy hearts that we announce Albino J. Herrera III’s passing on August 11, 2023, in Seguin, Texas at the age of 72. Born on May 3, 1951, in Seguin, Albino was a hardworking and dedicated individual who made a lasting impact on those around him. Throughout his life, Albino pursued various careers and became an integral part of the workforce. He spent over 20 years working at Marble Master’s and an additional decade at Ashley Furniture Warehouse. In addition to his achievements in the professional world, Albino was also known for his mechanical skills, proving himself as a talented and resourceful mechanic.

Albino’s warm personality and great sense of humor endeared him to many. He was always willing to lend a helping hand to anyone in need and brought joy to others through his infectious laughter and light-hearted spirit. Albino’s presence brightened any room he entered, spreading warmth to those fortunate enough to know him.

Albino served his country as a veteran in the Army Reserve. We express our deepest gratitude for his service to our nation and recognize his commitment to protecting the freedom we hold dear.

Beyond his professional and military endeavors, Albino found immense joy in playing and competing in horseshoes. His skill and passion for the game were a testament to his competitive spirit. Additionally, Albino had a

profound love for music and found solace in both listening to and singing along to songs from various genres. He also found great joy in gathering with family for bbq’s as well as going out on the water to cast a fishing line.

Albino is preceded in death by his father, Albino Herrera Jr., daughter Debbie Ann Herrera Enriquez, and grandsons Jorge Poncho Enriquez and Nicholas Albino Enriquez. Although they are no longer with us, their memories will forever live on in our hearts.

Albino leaves behind a legacy of love, kindness, and cherished memories. He is survived by his mother Paulita J. Herrera and the mother of his children Maria E. Campos. He will be dearly missed by his children: Oneida Guerrero (Mike), Albino Guy Herrera (Rita), Denise Herrera Vigil (Freddy). Albino also leaves behind his grandchildren: Mike Guerrero Jr., Mikayla Guerrero, Tristen Castilleja, Abigail Gonzales, Raylen Ramon, Alaysia Ramon, Serena Enriquez Mijangos (Erick). His great-grandchildren include Nicholas Mateo Mijangos, Giovanni Marcelo Mijangos, Santiago Mijangos, and Camila Jayde Ramon. Albino is also survived by his siblings Martin Herrera (Maria), Felis Mandieta, Mary Morales (Eddie), Dalia Medina (Rudy), Lupe Santos (Louie), Jesse Herrera (Mary Helen), Beatrice Farias (Tony), Francis Gonzalez (Tevo), Esther Herrera, David Herrera (Christina), Raymond Herrera (Roseann). He is further survived by numerous nieces, nephews, extended family members, and friends who were all touched by his presence.

Albino J. Herrera III will be remembered as a shining light whose smile could brighten the darkest of days. His kindness, sense of humor, and willingness to help others will continue to inspire us. Though he may no longer be physically present, his spirit will forever remain in our hearts.

Canadian Wildfire Smoke Caused Major Jump In Asthma ER Visits

(Atlanta, GA) -- Recent Canadian wildfire smoke is blamed for a major jump in asthma-related trips to the emergency room. The CDC says researchers found that ER visits were 17-percent higher than usual in areas where wildfire smoke enveloped the region triggering air quality alerts between April and August. That included Delaware, the District of Columbia, Maryland, Pennsylvania, Virginia and West Virginia as well as Minnesota, Ohio, Wisconsin, Illinois and Indiana. But New York and New Jersey had the highest proportion of emergency room visits. On June 7th alone in New York State there was an 82-percent jump in asthma-related trips to the ER.

CDC Launches Hospital Sepsis Awareness Program To Improve Survival Rates

(Atlanta, GA) -- The Centers for Disease Control and Prevention is launching a sepsis awareness program to help hospitals improve survival rates. The agency says one in three people who dies in a hospital has sepsis, a condition that requires urgent treatment to prevent tissue and organ damage and death. The health agency’s director, Dr. Mandy Cohen, is calling on hospitals to raise the bar on sepsis care which starts with early detection of the illness. The CDC says in a typical year, at least one-point-seven-million American adults develop sepsis and at least 350-thousand die in the hospital or are released to hospice care.

Allina Health Ends Policy Denying Care To Those With Medical Debt

(Minneapolis, MN) -- A Minnesota healthcare provider is ending a controversial policy that denied treatment to patients with a large amount of medical debt. Minneapolis-based Allina Health announced last week that it was ending the policy following an extensive review. The policy became public knowledge after a story earlier this summer in the New York Times which prompted an investigation by Minnesota Attorney General Keith Ellison. Ellison says he’s happy the company is moving away from the policy but says the decision won’t stop his investigation.

Frozen Vegetables Recalled Over Possible Listeria Contamination

(Stanwood, WA) -- Bags of frozen vegetables that were sold nationwide are being recalled because they might be contaminated with listeria. The bags of frozen mixed vegetables and sweet corn were sold at close to four-thousand Kroger and Food Lion grocery stores and supermarkets. The FDA has posted a list of the affected lot numbers on its website. Officials say there haven’t been any illnesses tied to the products. The vegetables are products of Seattle-area Twin City Foods.

The Seguin Main Street Program and the Guadalupe County Fair Association will have its Downtown Scarecrow & Skeleton Display Contest Tuesday, Oct. 3 in downtown Seguin. The window displays go up the week of the fair parade which goes through downtown Seguin and the displays remain up until Pecan Fest at the end of October. Any local busi-
