Local woman testifies during congressional hearing on ransomware

(Washington, DC) -- More needs to be done to protect schools, hospitals, and other institutions from cybercrimes that place data and people at-risk. A familiar face in the Navarro and Judson school districts was among those who testified about this issue during a congressional hearing held Wednesday in Washington, DC.

Dr. Lacey Gosch, who currently serves on the Navarro ISD Board of Trustees, was part of the panel that participated in the Joint Hearing on Combating Ransomware Attacks. Dr. Gosch knows firsthand about the challenges of ransomware attacks. She’s an elected member of the Navarro ISD school board, but her day job is as an assistant superintendent in the Judson ISD. The San Antonio area school district suffered a major ransomware attack on June 17, 2021.

“I represent the Judson Independent School District as the assistant superintendent of technology and I’m here to share our experience with ransomware. My primary professional role and the events related to the testimony are from my experience as the leader of the technology department, serving over 24,000 students and 4,500 employees across seven municipalities in the San Antonio, Texas area. I also serve as an elected school board member for the Navarro

Independent School District. Therefore, my passion for seeking school support and combating cybercrime runs very deep,” said Gosch.

All of the district’s data was compromised by the attack. Gosch says they would later find out that it was an attack conducted by a group using a wellknown piece of malware that allowed the attackers to gain access to Judson’s data.

“The ransom note stated that all data on all devices and all servers was encrypted, including our backup systems. We immediately contacted law enforcement

and the Federal Bureau of Investigations (FBI). The threat actors were identified as PYSA, a variant of the Mespinoza strain of malware, commonly leveraged in high paying assaults and victim selections based on their ability to pay. In 2021, PYSA was the third most prevalent ransomware strain, with primary targets of higher education and K-12 schools. The group was most notably known for their double extortion involving publicizing stolen information should victims refuse to comply with their demands,” said Gosch. Ransomware, pg. 3

Former Navarro ISD bus driver faces child porn charge in New Braunfels

(New Braunfels) — More details are being released about the charges filed against a now former Navarro ISD bus driver.

According to court records in Comal County, 76-year-old Michael Paul Morrish, was arrested by the New Braunfels Police Department on a charge of possession of child pornography.

No other details were immediately released, but Morrish had worked for the Navarro ISD as a school bus driver. He was fired this week after the district was notified about the charges.

Navarro ISD Superintendent Mandy Epley issued a statement about him on Tuesday.

“We want to emphasize that at this time there is no reason to believe that any district students were involved in the incident leading to the non-school related arrest. The safety and well-being of our students are our top

priorities, and we have taken immediate steps and have terminated the individual,” wrote Epley.

“Navarro ISD is fully cooperating with law enforcement authorities during their investigation. We are committed to transparency and will provide any necessary support as the legal process unfolds. We will also be conducting our own investigation into this matter.

We understand that situations like these can be concerning to our parents, students, and staff members. We want to reassure you that we are taking this matter seriously and will continue to provide a safe and nurturing environment for our students to learn and grow. Counselors will be available for any students or parents who need support.”

Ransomware, continued.

The Judson ISD had the ability to recover its network, but that would not have removed the threat to all of the personal information that had been stolen as part of the attack. This is how many of these ransomware attacks work, and why so often victims end up making a payment to their attackers.

“The recovery of our network was not our primary concern. We had ample resources to restore our systems. Our concern was the security of the data... and preventing the release of that personal identifiable information of our constituents. Consequently, the district made the difficult decision to pay the negotiated amount of ransom, totaling $547,000 on June 29. Our recovery took more than a year and the district continues to make improvements,” said Gosch.

The situation in the Judson ISD is a perfect example of the threat that exist with these kind of ransomware attacks. Dr. Gosch says even after paying the ransom, it was a major undertaking to get the network fully restored. There was no outside support from state or federal agencies, and the district was effectively on its own.

“The restoration of the network was only possible through the efforts of my technology team’s perseverance, key vendor partners and some school district friends that assisted us in communications and business operation functions -- when others were too scared to even take our calls. Thankfully, there are companies and school district partners who saw our situation as an opportunity to learn. We learned that the cavalry does not come, and we must rely on our own resources. No state or federal agency ever visited or offered recovery assistance to us,” said Gosch.

Dr. Gosch’s story was like others on the panel. Most of the members of the committee spoke about the need for policy considerations to help with these kinds of cyberattacks. Dr. Gosch says the case in the Judson ISD points to the overall vulnerability that exists for school, hospitals and other organizations that are often targeted during these ransomware attacks.

“I was hired only 34 days prior to this attack in the school district. The state of the district’s technology was not unlike thousands of school districts across the nation. It was outdated, out of support, and included antiquated systems and hardware that included outdated infrastructure that could not support the changes brought about by COVID-19. These factors are attributed to our vulnerability and in the continued concerns for many K-12 leaders. Schools are often forced to balance the needs for student curriculum, personnel resources, facilities, and other operations on limited budgets. Therefore, funding for solutions to prevent attacks and protect data and upgrade equipment is pushed aside for more visible and tangible items. Recovery and mitigation programs for cybersecurity have not been formally developed for schools, but we would recommend potentially discount programs, similar to things like E-Rate and other federally supported programs. Additionally, there are other measures, such as standards for network security, requirements for making Social Security numbers masked in all systems training and educational programs, and social and emotional programs for affected individuals is also needed,” said Gosch.

Dr. Gosch was one of three people to testify during Wednesday’s hearing. The others were Grant Schneider, senior director of cybersecurity Services at Venable LLP; and Dr. Stephen Leffler, president and COO, of UVM Medical Center.

The joint hearing was called by Subcommittee on Cybersecurity, Information Technology, and Government Innovation Chairwoman Nancy Mace (R-S.C.) and Economic Growth, Energy Policy, and Regulatory Affairs Chairman Pat Fallon (R-Texas), and focused on combating ransomware attacks. The hearing demonstrated the damage caused by ransomware attacks and the difficult choices confronted by victims. It also looked at the sources of these attacks, and what the appropriate role should be for the federal government when it comes to preventing and responding to these attacks.

Freaky Deaky moves to Austin for Halloween-themed

(Austin) -- Spooky season is here, Seguin, and we have the inside information on an upcoming event you just might want to check out. Marion wins on the volleyball court Tuesday: Seguin and Navarro drop their matches

(Seguin) -- The Seguin Lady Matadors fell to the Canyon Cougarettes in straight sets Tuesday night at Goldie Harris Gym, 25-18, 25-11, 25-16.

Senior deep setter Alexa Lara lead the Lady Mats with 14 digs on the night. Seguin head coach Ashley Farris said Lara has been a defensive asset all season long for the Lady Matadors.

“She’s held her own. She’s definitely ran the defensive side for us all year,” Farris said. “She didn’t start off in the libero jersey because we thought we would use her as a pin up front. But we really, really missed her in the libero jersey. So, we got her back into it immediately. And when she’s back there, we just play a little bit more comfortable and a little bit calmer.”

Junior Karina Lerma and senior Keighly Dailey lead Seguin with six kills a piece. The Lady Mats dropped to 3-3 in District 26-5A play while Canyon improved to 5-1.

Seguin will be back at home on Friday for a match-up with Smithson Valley. The Lady Rangers are tied for third in the district at 4-2. First serve in the match takes place at 7 p.m. Friday night at Goldie Harris.

(Wimberley) -- The Navarro Lady Panthers dropped a four set match to Wimberley on Tuesday night with the Lady Texans earning a 25-16, 22-25, 25-19, 25-23 win at Wimberley High School.

The Lady Panthers District 27-4A record fell

to 4-2 with the loss. Navarro will be off on Friday night. They’ll return to the court next Tuesday with a home match against Canyon Lake.

(Marion) -- And the Marion Lady Bulldogs took home a 25-19, 25-14, 14-25, 25-17 win over Great Hearts Northern Oaks in front of their home crowd at Marion High School on Tuesday night. Kamryn Garza had 13 kills. Kylie Balderas added 11 kills of her own. Kacee McLendon lead Marion with 21 assists and Bristin Birdwell came up with 14 digs in the Lady Bulldog victory. Marion will be on the road in San Antonio for their next District 26-3A match on Friday to take on the Cole Lady Cougars. First serve is set for 5 p.m.

Theodore “Ted” Cunningham, a devoted husband, father, grandfather, and great-grandfather was born on February 14, 1940, in Guadalupe County, Texas to Louis Cunningham Sr. and Willie Maude Webster-Cunningham. He was the youngest of twelve siblings. He was joined in matrimony in 1960 to Sarah Williams. To them was born 3 children: Ola Cunningham-McKinney, Theodore Bland Cunningham, and Barry Cunningham.

Mr. Cunningham attended San Antonio ISD and La Vernia High School. He was employed with Alamo Iron Works in San Antonio, Texas for 42 years, working his way from Foundryman to Brass Foundry Department Supervisor. He enjoyed sports and made time to be a part of the community

softball leagues, playing as a member of several winning teams. He was well known for hitting amazing homeruns, batting balls straight out of the park.

Theodore Cunningham moved swiftly from labor to reward on September 16th, 2023. In the arms of eternity, he is reunited with his parents, his siblings, and his beloved son, Theodore Bland Cunningham, who preceded him in death.

He leaves behind a family who will forever cherish his memories: his loving wife, Sarah Cunningham; his devoted children, daughter, Ola Cunningham McKinney and son and daughter in-law, Barry and De Cunningham; his cherished grandchildren, Alexandria McKinney, Derric McKinney, and Danica McKinney; and great-grandson, Joaquin Gants, as well as a host of extended family and friends.

Services to celebrate Theodore Cunningham’s life will be held on September 29, 2023, at Clearview Baptist Church in Kingsbury, Texas. Services will begin at 11:30 AM. Burial will be at the Garden of Memories Cemetery with repast to be held at The Silver Center in Seguin, Texas.

Thousands Of Healthcare Workers Ready For Strike (Oakland, CA) -- Thousands of healthcare workers say they are prepared to strike if they can’t reach an agreement with Kaiser Permanente. Staffing shortages and a boost in pay are the main issues that need settling. 7News says over the weekend 98-percent of union members voted in favor of a strike this Saturday. The Service Employees International Union Local 105 represents four-thousand healthcare workers threatening a walk-out.

Seven-Week-Old Nurses Strike At NJ’s RWJ Hospital Is Getting Uglier (New Brunswick, NJ) -- The seven-week-old strike at New Jersey’s Robert Wood Johnson University Hospital involving 17-hundred nurses is getting uglier. There are multiple reports of fights breaking out on the picket lines in New Brunswick. One allegedly involved a security officer shoving a nurse with security stepping in after striking nurses called their replacements “scabs.” Now, a local judge has issued a restraining order prohibiting nurses from using megaphones, air horns, drums or noisemakers. The nurses want better pay, a cap on health insurance costs and improved nurse-patient staffing ratios. Talks between hospital management and the nurses’ union have been going nowhere and no new talks are scheduled.

Death In Southern Colorado Linked To Plague (Archuleta County, CO) -- A resident of a southern Colorado county has died from the plague. The Colorado Department of Public Health and Environment announced the death Monday without identifying the victim. Health officials say the disease is very rare and is caused by the bites of infected fleas or by direct contact with infected animals. Symptoms include a sudden high fever and swollen lymph nodes. The health department is recommending taking steps to prevent infection, including using insect repellent and avoiding feeding and handling wild animals.

Toxic Algae Kills Fish

(Austin, TX) -- It’s a stinky situation along the Texas gulf coast. There is an outbreak of red tide near Galveston and along South Padre Island. It’s already being blamed for a handful of fish kills. This is the first red tide since 2018. It’s a naturally-occurring, higher-than-normal concentration of algae that produces a toxin. The blooms affect the central nervous system of fish, causing them to die and wash ashore.

The SEGUIN DAILY NEWS was begun as a single page flier in 1972 by the radio station and was distributed to local restaurants and coffee shops at the request of local businessmen who wanted something to read while they had their morning coffee.

It grew in size over the years, up to 4 pages, until 2002, when it was expanded to a 32 page small tabloid size news magazine.

The SEGUIN DAILY NEWS is now a free digital newspaper published every business day.

The SEGUIN DAILY NEWS offers a wide variety of ad sizes and advertising plans and contact information is available on our website.
