Council approves $5.1 million expansion of Walnut Springs Hike/Bike Trail

By Darren Dunn (Seguin) -- The city of Seguin has hired a contractor to begin construction on the expansion of the Walnut Branch Hike/Bike Trail. The Seguin City Council this week approved the hiring of Myers Concrete Construction to take the trail from just south of the Seguin Public Library all the way down into Max Starcke Park. City Engineer Dave Rabago says the $5.1 million project is being partially funded using funds from the Texas Department of Transportation (TXDOT) as part of the Alamo Area Metropolitan Planning Organization (MPO). “The project consist of approximately 3,000 million feet of 10 foot multi-use trail. Off of Convent, we have this loop right here and then we took it from the existing portion right here off of Convent, all along Walnut Branch South and we have another trail connection here to Koepp Street and then we go under Austin Street into Starcke Park East,” said Rabago. Myers Concrete Construction did not submit the lowest bid for the project. The low bid was withdrawn by the bidder. But Rabago says Myers submitted the overall best bid. He says they were chosen based on their experience and

their ability to get the job done. “The city received four bids for this project that ranged from $3.9 million all the way to $5.9 million. Based on the reviews from our consultant, both with TRC and also city staff, we recommend awarding the contract to Meyers Construction LP based on favorable references and experience with similar projects in the amount of $5,186,889.01,” said Rabago. The $5.1 million price tag is about $2 million more than what the project was expected to costs. Those cost projections were based on numbers that were put together by the city almost five years ago.

“The bids came in higher than previously anticipated. We had anticipated around $3.1 when the application was submitted to the MPO. After going through the bid process, it came in just over $2 million above the cost estimated that was submitted to the MPO,” said Rabago. City Manager Steve Parker says they knew the project costs were going up. He says that’s why they included some additional funding in the city’s new budget to cover those expenses, and to make sure they project moved forward. “Our growth was good. It was able to allow us to do this project without impacting the tax rate but I think there was a few things in that original estimate

--- lighting and a couple of things that weren’t in the original $3.1 that did get added on,” said Parker. Parker says some of the increase is do to the length of time that has passed between the original estimate that was given to the MPO nearly five years ago, and the actual awarding of a construction contract now. He says there were also some additional features added to the project. He says the enhancements included not only lighting, but also the creation of a loop on the trail near Goodrich Street, which is a feature that is expected to make use of the trail in that area safer. “We added that at the recommendation of TxDOT and the MPO. If you took that as a straight shot down from Goodrich and tied it in to where the yellow part right there, you’d would be adding 70 feet. TxDOT, MPO and even our engineers acknowledge the fact that if you bring that in, it would be such a steep incline. It would meet ADA, accessibility --you could do it but he says they were concerned with the safety aspect of it. So, we started looking at it and do the analysis. So for an extra 500 feet, it cleans up the safety issues a lot better. It also cleans up two properties that are down there that are really overgrown that are on people’s properties that we were planning to buy the right-of-way for so it makes that project I think a lot more aesthetically pleasing,” said Parker. Virtual Candidate Forum set for tonight By Cindy Aguirre-Herrera

(Seguin) -- Get ready to hear from candidates from the comfort of your home. The Texas Lutheran University Center for Servant Leadership & The Seguin Community Forum will again be teaming up tonight to co-host their annual Candidate Forum. This year, however, that in-person event will be a virtual format safely bringing together the candidates in the City of Seguin and Mayoral Elections. Morgan Klaser, director of TLU’s Center for Servant Leadership, says even with the coronavirus pandemic, election season is still happening. She says both TLU and the Community Forum find it important to host a space for local candidates to share their platform and answer questions that will help to inform and educate voters. “This year, an in-person event is not possible, so we are hosting the candidate forum virtually. We will also be recording the event and posting it to

Youtube afterwards for folks that cannot join live. During the webinar, panelists will appear on-screen with their video and audio, while participants will be able to enter questions into the Q&A box or via the Facebook Live comment section. The panelists will consist of the two mayor candidates, as well as the candidates for city council districts 1, 2, 4, and 6,” said Klaser. After a brief welcome, each candidate will have time to introduce themselves and then will take questions from the moderator, Javier Cuevas. If time permits, Klaser says they hope to have time for audience questions to be answered. The event will be held today from 6:30 to 8 p.m. via Zoom webinar and simultaneously livestreamed on

the TLU Center for Servant Leadership Facebook page. The community can access the event either directly through the webinar link (https://zoom. us/j/99962629861), which will allow up to 500 people to join, or via the Facebook Livestream.

Project greatly expands city’s linear park space, connects community with new trails

Council members raised some concerns about how the additional funds would be covered. Parker says the money is in the current budget, and the revenue will be generated as part of a $12 million certificate of obligation (CO) that the city will seek to cover the trail’s overage, and also pay for some street improvements and an upgrade to the city’s Central Fire Station in downtown Seguin. Those CO’s are expected to be

approved by the city council later this month. Construction work on the project should begin soon. Once it’s complete, it will add a significant amount of trail space in the city, including adequate distance for organizations to host 5K runs and walks along Walnut Branch. Parks Director Jack Jones told the council this trail will travel across a large portion of the city. “Phase One was put in a few years back, 2.5 miles one way so from the construction

point or the loop south, that’s about almost .4 to.5 and the access to Starcke Park Trails so we actually add another mile and a half -- so basically from the river all the way north you are looking at four miles, one way,” said Jones. Once the project is completed, it will create a trail that will travel from FM 78 all the way down to Max Starcke Park East. It will provide pedestrian access to a number of locations, including Park West,

the Seguin Public Library, Texas Lutheran University and Starcke Park. Pedestrian access to Starcke Park has always been a challenge, because it was difficult for people to get across the Walnut Branch creek bed. This new access point is expected to help draw more people into that outdoor space. The city council approved construction contract during its meeting held on Monday night at Seguin City Hall.

I have lived here in Seguin for close to five years. I feel it is time that I get involved in this community. Seguin is an economically-distressed community and I believe I can assist in strengthening the economic pulse. I advocate the compact city model and I believe it would be wise if Seguin follows this path. The features of this model are that the geographical area is fixed, the municipal services will be fixed, the municipal cost will be fixed, and thus at some point, the tax revenues will surpass the cost creating a dividend situation for the citizens.

Tell us why you’re running?

So that we can be the best City of Seguin we can be, providing our citizens with an amazing place to live, work and play. I want to make a difference, strengthen our community, continue to create a positive community image and improve the quality of life and business opportunities as well as be a part of continuing to move our City in a positive direction.

What are the biggest challenges facing the winner of this seat, and how are you prepared to address those challenges? What are the biggest challenges facing the winner of this seat, and I have stated that the local economy is the biggest challenge that Seguin faces today. The roots of how are you prepared to address those challenges? this problem are twofold one is physical and one is human. Before I explained the root causes, I need to define the term Seguin proper this term was developed by myself to give me a framework in order to focus on a starting point. I have outlined Seguin proper as having boundaries of I 10, Guadalupe Street, Highway 123, and on the southern border roughly were the power plant restaurant is located. I bring this up now because there has been some criticism that as Mayor my focus is to narrow. I have explained that we have the city manager that controls the city apparatus that covers all of the city of Seguin and we have the Councilman that also covers the entirety of the city.I mentioned that there is a physical component as to the root of the causes of the economic distress, and it is the roads, the lack of signage, nighttime reflectors, and general lighting of the city. The roads that I have outlined for Seguin proper do not divert traffic into the center of town. We need to work with the state and other interested parties in directing signage advertising what we have to offer. It would also help if we had road reflectors guiding the nighttime traffic into the center of town. As I have driven past Seguin at night East or West on I 10 and looked towards the center of town, I cannot see it, I would not know that our town existed. I also mentioned there was a human component and what I initially believed was incoherent municipal leadership turns out that it actually is the abandonment of Seguin proper by previous municipal leadership and some elements of the current leadership. And I believe I am equipped to sidestep any resistance by relying on private money to develop economic programs that will strengthen the economic pulse of our community. With this abandonment I sense that there has not been an effort to encourage realtors and multifamily and residential contractors to develop real estate products that would encourage our municipal and independent school district employees to choose Seguin as their place of residence. That is a lot of economic activity that we lose on a daily basis and we are not even touching on the fact that the manufacturing interest that we invite here are as well not fully committed to Seguin as a desirable place to live. Since this community is starting so far behind, we need to address our property tax policy to where we will stop the never-ending escalation of property taxes. We just will not be able to improve our situation if we don’t.

What do you believe makes you the best candidate for the job? In other words, what do you believe sets you apart from your opponents? I have developed the general framework keeping with our municipal master plan to move our community forward. In other discussions, I have described the compact city model, the Seguin Pearl project, the Seguin incubation business project, and the invitation to fully committed manufacturing were their entire workforce will work here, live here and retire here. With these projects and working with realtors to develop very nice multifamily and residential subdivisions within Seguin proper we will entice our municipal, independent school district and soon to come manufacturing employees to have these people choose our city as their city. I believe that if all of the employers listed above compensate the labor force with the mindset of covering the cost of living, we will not even think of using the word “affordable” housing. This is where municipal government implementing wage and residency surveys can keep this economy in equilibrium.

Change the way we see ourselves and tell a more positive story – be the ‘champion’. Facilitate consistent communication between County, City, School and Industry/Business. I want that we be the best City we can be, providing our citizens with an amazing place to live, work and play. I want to be a part of the solution in whatever challenge arises and I want to make a difference * Strengthen our community * Continue to create a positive community image * Continue to improve quality of life and business opportunities * Be a part of continuing to move our City in a positive direction. My top five priorities are to manage growth, facilitate a positive community image and story, to ensure we follow our master plan, other plans that have been developed and develop needed plans as well as using those plans as our litmus test and I promise I will listen, communicate and educate to the best of my ability. I will keep an open mind; ask questions with the goal of improving our community and continue to facilitate a Mayor, City Council and City employee team!

I have six years’ experience on Council and during that time attended all Texas Municipal League conventions and many of their education opportunities to learn new, cutting edge and best practices. I have served as Chairman of the Seguin’s Main Street Committee, co-owned a downtown business of which we received business of the year. I have served in diverse leadership positions in The Seguin Zonta Club and Zonta International, Emanuel’s Lutheran Church, The Seguin Area Chamber Board two times, participated in and coordinated Leadership Seguin, current board member of Schertz Seguin Local Government Corporation, President of the Seguin Citizen’s Fire Academy Alumni Association and member of the Seguin Citizen’s Police Academy Alumni Association to name a few. I continue to attend City Council meetings and participate in City events. All have given me new skills and taught me what truly makes up Seguin and all that we are fortunate to have within our community. Matadors play tough, still come up short to Tivy in three sets (Seguin) - After a sluggish 25-12 loss in the first set of Tuesday’s district volleyball match against KerrvilleTivy, Seguin found a spark and competed well with the Antlers, but the visitors still won the second and third sets 25-22, 25-22 to sweep the Matadors 3-0 at Goldie Harris Gym. Seguin was poised to stave off elimination in the third set with a 21-16 lead. Tivy reeled off eight straight points as part of a 9-1 run to close out the frame. Matador head coach Kristi Stanley complimented her team for recovering from the slow start to find the energy level that needs to be duplicated the rest of the season. “Some great plays being made that second set, and then obviously in the third set too,” Stanley said. “It just kind of dominoed through, which is great. We kept that energy for the most part, and I’m really proud of the way played that second and third set. That’s what we need to be looking like to keep building, and that process that we talking about on how to we need to build this young team to be successful.” Taylor Bode and Reese Brittain each put away five

kills for Seguin. Brittain set for nine assists and came up with 11 digs. Layla Salazar added eight assists. Reagan Rodriguez collected 20 digs to lead the defensive effort. She and Kyle Ramon each delivered two service aces. Julie Kocian and Reagan Schmidt each recorded a solo block and a block assist. The Matadors are 0-3 in District 26-5A with matches against Buda-Johnson and New Braunfels-Canyon looming this Friday and Saturday, followed by Boerne-Champion and Dripping Springs next week. “From here on out, they’re all going to be fast, they’re all going to be big, they’re all going to be playoff contending teams, and just overall good programs, as are we,” Stanley noted. “We’re young, and we’re still kind of trying to retrain that mindset of that’s where we want to be. Those kids are definitely used to being there, and we’re just going to have to get out there and compete, and keep that energy high like we did, and go out there and play to the best of our ability.” Seguin (2-6, 0-3) hosts Buda-Johnson on Friday at 6:30 p.m. and makes the short trip to New Braunfels on Saturday to face Canyon at 2 p.m.
