Guadalupe County looking to fill County Court at Law Judge position By Cindy Aguirre-Herrera

(Seguin) -- Do you want to be the newest judge in Guadalupe County? Following the recent retirement announcement, by County Court-at-Law 2 Judge Frank Follis, the Guadalupe County Commissioners Court is inviting interested individuals to submit their applications for the position. Guadalupe County Judge Kyle Kutscher says the appointment will be to fill Follis’ unexpired term of March 1, 2021 to December, 31, 2022. “What we are talking about doing is basically asking those interested individuals that wish to seek the appointment for that unexpired term to basically fill out an application, a questionnaire to go through and basically apply for the job. The commissioners court will

then receive those, review those applications, narrow it down to, depending upon the number of interested individuals, maybe three or five or maybe a few more. We’ll just see how it goes and then interview those individuals and have discussions. As commissioners court, we’ll go through that process just like we did for constable in precinct 1, county judge back in 2012 so like I said, we’ve been through this process a couple of times,” said Kutscher.

DPS opens first of its kind inspection facility in Seguin

(Kingsbury) – Safer big rigs will be hitting Texas roadways thanks to the grand opening of the most stateof-the-art truck inspection facility in the state. Five years in the making, the newly upgraded Seguin Inspection Facility on Interstate 10 East in Kingsbury is now well underway with several features designed to make the inspection of commercial vehicles easier. Chris Nordloh, who oversees the commercial vehicle enforcement program for the Texas Department of Public Safety (DPS), says the project was accomplished through an industry partnership that involved state, local and federal agencies. Nordloh says TxDOT designed the new facility and Guadalupe County built a four-lane-wide awning for trucks to pull under, screening commercial motor vehicles more quickly. He says this allows trucks that pass the screening to continue on their way while trucks with potential violations are pulled in for further inspection. “In addition to this, you’ll see a 90-foot platform scale. This is the only one in the state of Texas. This is the only one. Most of them are about the size of this one right here where you pull up one axle both the steer axle and both the drive axles and then we pull up the trailer and then we add all the numbers together and we do that and this one

He says the new station also features a pit for DPS Troopers and inspectors to easily inspect brakes, linings, and other items in the undercarriage of an 18-wheeler. “Guadalupe County not just by diverting some funding that they had for a project here in Guadalupe County to develop the bypass lane, they also installed a four lane awning and in that fourth lane right there is an inspection pit and what that does it allows our inspectors and our troopers to actually go down kind of like when you go get your oil change and there is a pit underneath and that’s where they drain the oil.

“Behind you is a bypass lane and what that allows us to do is install streaming technology at the beginning of the ramp that weighs the vehicles in motion. You don’t have to stop them to get a general weight. It weighs them in motion. We have an over height detector so any vehicle that is over 14 feet, the maximum height of most vehicles, it’s flagged. If it’s overweight, it gets flagged. We have a USDOT (number) reader and a license plate reader so we can identify the motor carrier in real time with this equipment behind me so we know who the carrier is as they come through,” said Nordloh. A thermal imaging array can also look at a truck’s wheels and brakes for abnormalities. This ensures the safety of the commercial vehicle as it drives alongside millions of Texans each day. The upgrades to the facility will also now allow the inspection station to be operated at least 40 hours a week and operated by DPS Troopers and commercial motor vehicle inspectors.

Applications now available for those interested in replacing longtime judge JUDGE, continued from page 1 “So, one thing that hasn’t clearly been determined exactly yet is the pay of this position. We know exactly what it is for the judge that currently holds the position because of his years of service. I think it’s between $183,000 and $185,000. A new judge without the years of service will be somewhere around $157,000 to $158,000 without the supplements or the additional pay. So, I want to be clear that we don’t have that determination yet on whether it would be the pay of the current position because it’s the unexpired term. My recommendation would be with those judicial pay structures being so new, I doubt we’ll find any cases where this has taken place but we set out with this unexpired term to be filled that it be at the lower amount unless you get a judge that served, that had

years of service and appointment that qualified and justified based on what the legislature approved to make that pay whatever it would be,” said Kutscher. In laying out the process to fill the position, county officials on Tuesday also thanked Judge Follis for his many years of service to the county. They say with over 42 years of practicing law, they know that filling his shoes will be a difficult one. Applications for the County Court-at-Law 2 position are now available on the county’s website. The deadline to submit an application is 5 p.m. Friday, Nov. 13. County officials say they hope to decide on an appointment by December first if not by the end of the first week in December.

Seguin wins first two sets, can’t hold on in home loss to Boerne-Champion (Seguin) - Seguin was on the brink of its first District 26-5A volleyballl win Tuesday night, but Boerne-Champion rallied from an 0-2 deficit to hand the Matadors a five-set loss at Goldie Harris Gym. The Matadors couldn’t reclaim momentum in the fifth and deciding set as Champion closed it out with a 15-7 win.

Batey Debra Bee Batey, age 64 of Seguin, passed away on October 7, 2020. Debra was born in Seguin, Texas on January 5, 1956 to Maggie (Wiley) and Howard Batey.

She was a proud graduate of the

Debra was always active in the Mighty Matador Band and the Seguin Girl Scouts, Troop 46. Debra is preceded in death by her parents and her brother Robert Batey. Survivors include her son, Clint Taft and wife Erica; daughter Codi Cook and husband Jack; grandchildren, whom she adored and knew her as “Grandma”, Colton and Connor Taft, Holdyn and Kolby Morrow, and Waylon Cook; brothers, Ronald Batey and Dan Batey; sister-in-law, Barbara Batey; numerous nieces, nephews, cousins other loving family members and many, many friends. Graveside services and interment will be held on Saturday, October 17, 2020 at 10:30 a.m. at the Nockenut Cemetery with the Rev. Don Hessong officiating. All CDC protocols must be followed including social distancing and face coverings to be worn. Talley Mary “Faye” Talley, age 84 of Seguin, passed away on October 11, 2020. Faye was born on March 24, 1936 in Stockdale, Texas to Mary Elizabeth “Mollie” (Dixon) and Peter Lawrence “Pony” Jackson.

She was a graduate of Stockdale High School Class of 1954 where she served as Class President and a Stockdale High School Brahmas Cheerleader. Faye will be remembered as the longtime manager of Alamo Title (formerly Guadalupe County Abstract) in Seguin. She was a charter member of Faith Lutheran Church. Throughout her career Faye was actively involved

in her community. She served as an Honorary Guadalupe County Fair Director, former Chamber of Commerce Ambassador, former member of the Zonta Club, former director on the board of Vocational Office Education at Seguin Independent School District, and former director of the Texas Land Title Association. Faye is preceded in death by her husband of 42 years Alvis Wayne Talley, her parents, and her siblings, Lawrence Jackson (Opal), Callie Dobbins (Marsh), Stokley Jackson (Lil), David Jackson (Gwen), Arden Jackson, Earl Jackson, Roy Jackson (Betty), Richard Jackson, and Estella Schraub (B.B.), and nephew, Stanley Malone. Survivors include her daughters, Terri Hinson and husband John Bert, and Sara Ramos and husband Manuel; grandchildren, Richard Hinson and wife Yvonne, Eric Hinson, Josh Ramos and wife Kaylyn, Caleb Ramos and wife Jessica, and Chase Ramos and wife Robyn; great-grandchildren, Alex, Erica, Michael, Nicolas, Kylie, Kinsley, Gus, Jaxson, Duke, Lucy, Mallory, Hudson, Vivian, Kalem and Kallie; sister-in-law, Jackie Jackson of Las Vegas, Nevada; numerous nieces, nephews, cousins, other loving family members and many, many friends. Graveside services and interment will be held on Friday, October 16, 2020 at 3 p.m. at Dugger Cemetery with Sharon Hawk officiating. Gonzales Noel Morales Gonzales, age 69 of Seguin passed away on October 13, 2020. Noel was born on September 5, 1951 in Seguin, Texas to Herbert and Maria (Morales) Gonzales. He will be remembered

as a longtime employee of Motorola and the Seguin Independent School District. He is preceded in by his son Rene DeHoyos Gonzales, his parents, and brother, Robert Gonzales, and sister Diana Lugo and husband Albert. Survivors include his loving wife of 48 years, Susie DeHoyos Gonzales; daughter, Jessica Gonzales DeLany; granddaughters, Kelsey Noelle Guerrero and Robyn Renee DeLany; sisters, Olga Gonzales, Oralia Herrera and husband Rudy, Elia Soliz and husband David, and Denise Gonzales; numerous nieces, nephews, other loving family members and many friends.
