A Regular meeting of the Housing Authority Commission of the City and County of San Francisco met at 440 Turk Street, San Francisco, California, on Thursday, June 10 2010, at 4:00 p.m.

President Brown called the meeting to order at 4:05 p.m.

ROLL CALL PRESENT:

APPROVAL OF AGENDA Commissioner Schwartz motioned to approve the agenda. Commissioner Jones seconded the motion. The agenda was approved unanimously.

GENERAL COMMUNICATIONS/ REPORT OF SECRETARY Henry Alvarez, Executive Director informed the Commission that they could find routine information from SFHA staff as well as any pertinent information from HUD in their Commission binder.

COMMITTEE REPORTS There were no Committee Reports.

REPORT OF GENERAL COUNSEL

Mr. Roger Crawford, Special Assistant to the Executive Director informed the Commission that there would be a Closed Session to discuss labor negotiations and pending litigation.

TENANT REPRESENTATIVE REPORT Dorothy Ramey, President of CCSD introduced herself to the Commission. She reported on several issues including credit card finances, and a requested auditors report.

There was no one present from PHTA.

NEW BUSINESS A) NOTE:

CONSENT AGENDA All matters listed hereunder constitute a Consent Agenda, are considered to be routine by the San Francisco Housing Authority Board and will be acted upon by a single vote of the Authority Board. There will be no separate discussion of these items unless a member of the Authority Board so request, in which event the matter shall be removed from the Consent Agenda and considered as a separate item.

2. Approval of Minutes for April 8, 2010 Commission Meeting Commissioner Schwartz motioned to approve the Consent Agenda.

Commissioner Jones seconded the motion. The Consent Agenda was approved unanimously.

B) ACTION ITEMS 1. [ Agreement with The Association of Midnight Basketball League Program to operate a Midnight Basketball program in an amount not to exceed $250,000] Roger Crawford, Special Assistant to the Executive Director presented this Resolution. This resolution authorizes the Executive Director to enter

into an agreement with The Association of Midnight Basketball League Programs (“AMBLP”) to provide basketball and enrichment activities to Housing Authority youth and young adults.

The Authority advertised an RFP seeking to retain a qualified organization. AMBLP was the only responsive bidder. The Solicitation Review Committee determined that AMBLP had the desired experience necessary to provide night-time sports activities in the manner requested and within the specified budget. AMBLP will provide the following through its program: Available to Housing Authority young-adults free of charge, ages 17 to 25 and 12 to 16; Organized Basketball League – Games scheduled between 10pm – 2am (ages 17 to 25) and 4pm to 8pm (ages 12 to 16); Available to an approximate goal of 260 residents, Employment for Housing Authority residents with AMBLP, GED Preparation Classes available through San Francisco City College; Workshops in areas such as crime, substance abuse and cultural heritage; Employment Preparation Workshops; AIDS and HIV Education Classes; and Mentorship.

Housing Authority youth and young adults, their families and communities. Young adults and youth living in high risk areas need organized activities year-round, but especially during the summer months and at night to deter them from gang violence, drugs and other non-positive behaviors. Funding for this activity is available from operational savings from the FY 2010 Public Housing Operating Program.

Commissioner Larkin commended the Midnight Basketball League for its accomplishments and successes throughout the years.

Commissioner Larkin then went on to motion approval of this Resolution. Commissioner Jones seconded the motion. This

2. [2010-2011 Annual Public Housing and Section 8 Administrative Plans Update] An Informational Presentation was presented by Rufus Davis, Management Analyst on the 2010-2011 Annual Public Housing and Section 8 Administrative Plans.

CLOSED SESSION A Closed Session was scheduled with the Executive Director and Agency Counsel under Government Code Section 54957(b)(1), 54956.9, 54957.6 to update the Commission on personnel issues, pending litigation and labor negotiations. The Commission went into Closed Session at 5:44 p.m. No decisions were made.

13.

ADJOURNMENT There being no further business to come before the Commission, Vice President Gans motioned to adjourn the meeting. Commissioner Hsu seconded the motion. President Brown adjourned the Commission Meeting of June 10, 2010, at 6:40 p.m.
