A Regular meeting of the Housing Authority Commission of the City and County of San Francisco met at 440 Turk Street, San Francisco, California, on Thursday, August 12, 2010, at 4:00 p.m.

Vice President Gans called the meeting to order at 4:10 p.m.

There was a technical error during the recording of this meeting.

APPROVAL OF AGENDA Commissioner Jones motioned to approve the agenda. Commissioner Brown seconded the motion. The agenda was approved unanimously.

GENERAL COMMUNICATIONS/ REPORT OF SECRETARY Henry Alvarez, Executive Director informed the Commission that they could find routine information from SFHA staff as well as any pertinent information from HUD in their Commission binder.

REPORT OF GENERAL COUNSEL Mr. Roger Crawford, Special Assistant to the Executive Director informed the Commission that there would be a Closed Session to discuss labor negotiations and pending litigation.

TENANT REPRESENTATIVE REPORT Dorothy Ramey, President of CCSD reported on several issues including credit card finances, financial issues with Philip Lacy, and upcoming meetings and events.

Kimberly Hill-Brown, President of PHTA reported on several issues including the election and nomination process for several family sites, finances and upcoming events.

NEW BUSINESS A) CONSENT AGENDA NOTE:

All matters listed hereunder constitute a Consent Agenda, are considered to be routine by the San Francisco Housing Authority Board and will be acted upon by a single vote of the Authority Board. There will be no separate discussion of these items unless a member of the Authority Board so request, in which event the matter shall be removed from the Consent Agenda and considered as a separate item.

1. Approval of Minutes for June 24, 2010 Commission Meeting Commissioner Jones motioned to approve this item. Commissioner Hsu seconded the motion. The Consent Agenda was approved unanimously.

B) ACTION ITEMS

[Contract with Chinatown Community Development Center to Provide Resident Accommodations Services during Rehabilitation of Ping Yuen in an Amount Not to Exceed $99,000] Alicia Sisca, Construction Service Manager presented this Resolution. This Resolution authorizes the Executive Director to enter into a contract with the Chinatown Community Development Center (CCDC) to provide resident accommodations services for Ping Yuen residents during implementation of extensive modernization improvements to the 234 apartments.

The objective of this contract is to provide the Authority with specialized resident assistance services during planned renovations. The task assignments will include: Meet with individual households to inspect units and assess resident readiness for the construction work; coordinate packing and furniture moving assistance for contractor access to windows and heating system in the apartments ... (in some cases this may entail video surveying of units & belongings for resident security and proper replacement of belongings); coordinate meetings on construction impact with residents and contractors; host pre-construction meetings with residents to ensure their full understanding of the scope of work (to ensure resident satisfaction); coordinate scheduling with contractors with daily updated information about unit readiness and completion; act as the primary communications contact for both residents and the contractor; process paperwork, 48 Hour Notice and other outreach materials needed to ensure residents are properly informed; be available to address resident complaints or concerns and assist in providing solutions by collaborating with Contractors and SFHA staff; provide translation and interpretation services English and Chinese.

The Authority issued Solicitation No. 10-620-RFP-031 on June 28, 2010 and received one bid by the closing date. CCDC fits the selection criteria and recommended sole source award of the contract. The advertising was extensive, the proposed cost is reasonable; the services will benefit Ping Yuen residents. Over the past 30 years, CCDC has built strong and positive relationships with the Ping Yuen residents and its resident association, Ping Yuen Resident Improvement Association (PYRIA). CCDC has been working with the Ping Yuen Residents Improvement Association (PYRlA).

Funding for this planned contract is available from 2009 Capital Fund Program. The service term for two-year contract will be for the Authority’s fiscal years 2009 and 2010.

Commissioner Jones motioned to approve this Resolution. Commissioner Brown seconded the motion. This Resolution was approved unanimously

2. [Contract with Transworld Construction, Inc. For Senior Center Remodel and Senior Housing Accessibility Improvements A), Rosa Parks Housing Development in an Amount Not To Exceed $1,901,967] Jasmine Kuo, Project Manager presented this Resolution. The general scope of work associated with this project includes accessibility improvements,

Commission Meeting Minutes August 12, 2010 Page 4 reconfigured activity spaces; new windows, roofing, and appliances; upgraded heating system, electrical, fire alarms, and lighting fixtures; new enclosed connection between the Senior Center and Housing. The project will address the needs of the elderly and persons with disabilities through improvements to indoor and outdoor non-dwelling areas, and the Senior Center. Also, this project will provide employment for public housing residents under the resident hiring requirements. By hiring residents, Transworld Construction may help maintain a pool of qualified residents for future work on similar construction projects.

HD& Mod developed the Invitation for Bid documents, Plans, and Specifications. Work under this contract will generally include, but not be limited to, the following tasks: Senior Center Remodel with accessibility improvements in courtyard area; accessibility improvements in the Senior Center; reconfigured activity spaces; new kitchenette; new double glazed windows and security screens; new kitchen shelving and appliances; new roof and roof insulation; new exterior and interior paint and new flooring; upgraded and reconfigured heating system; electrical and fire alarm modifications; light fixture upgrades; new enclosed connection between Senior Center and Housing, as well as Senior Housing Improvements including elevator modernization and new social room flooring; The lowest, responsive, and responsible bidder was Transworld Construction.

Transworld’s bid is 2 percent lower than the construction cost estimate of $1,941,237. Transworld, is a responsible contractor with a good record and has similar construction experience with other agencies. Transworld will provide a two-year guarantee for materials and workmanship in compliance with Authority standards and is currently pursuing two (2) new positions – one apprentice carpenter and one laborer – to meet resident hiring contract requirements.

Commissioner Brown motioned to approve this Resolution. Commissioner Jones seconded the motion. This Resolution was approved unanimously.

PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA There were no public comments on items not on the agenda.

COMMISSIONERS COMMENTS AND REPORTS SFPD Commander Kitt Crenshaw came before the Commission and introduced Henry Parra, the newly appointed SFHA Housing Liaison.

CLOSED SESSION

A Closed Session was scheduled with the Executive Director and Agency Counsel under Government Code Section 54957(b)(1), 54956.9, 54957.6 to update the Commission on personnel issues, pending litigation and labor negotiations. The Commission went into Closed Session at 4:46 p.m. No decisions were made.

ADJOURNMENT There being no further business to come before the Commission, Commissioner Larkin motioned to adjourn the meeting. Commissioner Brown seconded the motion. Vice President Gans adjourned the Commission Meeting of August 12, 2010, at 5:16 p.m.
