A Regular meeting of the Housing Authority Commission of the City and County of San Francisco met at 440 Turk Street, San Francisco, California, on Wednesday, September 08, 2010, at 4:00 p.m.

Vice President Gans called the meeting to order at 4:04 p.m.

There was a technical error during the recording of this meeting.

ROLL CALL PRESENT:

Neola Gans, Vice President George Brown, Commissioner Millard Larkin Matthew Schwartz Dwayne Jones (arrived at 4:10pm)

NOT PRESENT:

Rev. Amos Brown, President Jane Hsu, Commissioner

A quorum was present.

APPROVAL OF AGENDA Commissioner Schwartz motioned to approve the agenda. Commissioner Brown seconded the motion. The agenda was approved unanimously.

GENERAL COMMUNICATIONS/ REPORT OF SECRETARY Henry Alvarez, Executive Director informed the Commission that they could find routine information from San Francisco Housing Authority (“SFHA”) staff as well as any pertinent information from HUD in their Commission binder.

He then went on to present the newly designed SFHA website to the Commission as part of the Secretary Report.

COMMITTEE REPORTS There were no Committee Reports.

5.

REPORT OF GENERAL COUNSEL Mr. Roger Crawford, Special Assistant to the Executive Director informed the Commission that there would be a Closed Session to discuss labor negotiations and pending litigation.

6.

TENANT REPRESENTATIVE REPORT Dorothy Ramey, President of City-Wide Council Senior Disabled (“CCSD”) reported on several issues including finances and upcoming meetings and events.

Kimberly Hill-Brown, President of Public Housing Tenants Association (“PHTA”) reported on several issues including the election and nomination process, finances and an upcoming leadership conference PHTA would attend in September..

UNFINISHED BUSINESS There was no unfinished business.

NEW BUSINESS A) CONSENT AGENDA NOTE:

All matters listed hereunder constitute a Consent Agenda, are considered to be routine by the San Francisco Housing Authority Board and will be acted upon by a single vote of the Authority Board. There will be no separate discussion of these items unless a member of the Authority Board so request, in which event the matter shall be removed from the Consent Agenda and considered as a separate item.

B) ACTION ITEMS

Commission Meeting Minutes September 08, 2010 Page 3 1. [Rent Collection Procedure] An Informational Presentation was presented by Barbara Smith, HD/MOD Administrator/ Cheresa Wang, Junior Management Analyst on the newly instated Rent Collection Procedure.

2. [FY 2011 Budget] An Informational Presentation was presented by Herb Lum, Budget Manager of the Finance Department on the 2011 Budget.

COMMISSIONERS COMMENTS AND REPORTS Commissioner Brown commended the San Francisco Police Department and SFHA staff for the decrease in shootings on SFHA properties.

CLOSED SESSION A Closed Session was scheduled with the Executive Director and Agency Counsel under Government Code Section 54957(b)(1), 54956.9, 54957.6 to update the Commission on personnel issues, pending litigation and labor negotiations. The Commission went into Closed Session at 5:30 p.m. No decisions were made.

ADJOURNMENT There being no further business to come before the Commission, Commissioner Schwartz motioned to adjourn the meeting. Commissioner Brown seconded the motion. Vice President Gans adjourned the Commission Meeting of September 8, 2010, at 6:30 p.m.
