ESSENTIAL NATURE OF CLASSIFICATION Under the general direction of the Director of Leased Housing, the Special Programs Manager is responsible for planning, directing, monitoring and evaluating the services and activities associated with the Authority’s special Section 8 programs, which include the project-based component of the certificate program, the Housing Opportunities for Persons with Aids (HOPWA) program, the Section 8 mod rehab program, and the Section 8 mod rehab single room occupancy (SRO) program. The classification reviews proposals for new housing; monitors the rehabilitation of buildings; reviews applications for housing assistance; evaluates operations and recommends improvements and modifications; works with private owners, lenders, contractors and city/state agencies in obtaining necessary information to determine proposal feasibility, maximum allowable rents, and scheduling; and determines continued assistance eligibility for program participants. The Special Programs Manager classification is an administrative classification which provides general supervision to clerical and technical staff involved in the performance of the services and activities assigned to special Section 8 programs.

ESSENTIAL DUTIES Following are representative examples of the essential duties associated with the Special Programs Manager classification. The incumbent in the classification may be required to perform other related duties, as assigned by the Director of Leased Housing. Plans, directs, monitors and evaluates the services and activities of all special Section 8 programs, which include the project-based component of the certificate program, the Housing Opportunities for Persons with Aids (HOPWA) program, the Section 8 mod rehab program, and the Section 8 mod rehab single room occupancy (SRO) program. Recommends and implements Authority goals, objectives, policies and procedures associated with the development and implementation of such programs. Coordinates the implementation of such programs. Participates in the employee selection process for the department, and makes decisions regarding the selection of departmental personnel. Provides direction to clerical and professional staff and consultants involved in the planning, evaluation and/or provision of services and activities related to special Section 8 programs. Assigns work activities and projects. Evaluates work performance. Recommends and implements progressive disciplinary actions, as required. Coordinates the provision of training to staff assigned to special programs. Evaluates operations and activities of assigned special programs. Makes recommendations regarding improvements and modifications. Reviews proposals for new housing; monitors the rehabilitation of buildings; reviews applications for housing assistance; evaluates operations and recommends improvements and modifications; and determines continued assistance eligibility for program participants.
