ESSENTIAL NATURE OF CLASSIFICATION Under the general direction of the Director of Leased Housing, the Special Programs Manager is responsible for planning, directing, monitoring and evaluating the services and activities associated with the Authority’s special Section 8 programs, which include the project-based component of the certificate program, the Housing Opportunities for Persons with Aids (HOPWA) program, the Section 8 mod rehab program, and the Section 8 mod rehab single room occupancy (SRO) program. The classification reviews proposals for new housing; monitors the rehabilitation of buildings; reviews applications for housing assistance; evaluates operations and recommends improvements and modifications; works with private owners, lenders, contractors and city/state agencies in obtaining necessary information to determine proposal feasibility, maximum allowable rents, and scheduling; and determines continued assistance eligibility for program participants.

The Special Programs Manager classification is an administrative classification which provides general supervision to clerical and technical staff involved in the performance of the services and activities assigned to special Section 8 programs.

ESSENTIAL DUTIES Following are representative examples of the essential duties associated with the Special Programs Manager classification. The incumbent in the classification may be required to perform other related duties, as assigned by the Director of Leased Housing.

Plans, directs, monitors and evaluates the services and activities of all special Section 8 programs, which include the project-based component of the certificate program, the Housing Opportunities for Persons with Aids (HOPWA) program, the Section 8 mod rehab program, and the Section 8 mod rehab single room occupancy (SRO) program. Recommends and implements Authority goals, objectives, policies and procedures associated with the development and implementation of such programs.

Coordinates the implementation of such programs.

Participates in the employee selection process for the department, and makes decisions regarding the selection of departmental personnel. Provides direction to clerical and professional staff and consultants involved in the planning, evaluation and/or provision of services and activities related to special Section 8 programs. Assigns work activities and projects. Evaluates work performance. Recommends and implements progressive disciplinary actions, as required. Coordinates the provision of training to staff assigned to special programs.

Evaluates operations and activities of assigned special programs. Makes recommendations regarding improvements and modifications.

ESSENTIAL DUTIES (CONTINUED) Works with private owners, lenders, contractors and city/state agencies to obtain necessary information to determine proposal feasibility, maximum allowable rents, and scheduling. Develops and negotiates contracts for the provision of services related to special programs, as required.

Answers questions and provides information to the public. Directs the performance of research and/or investigations and the preparation of responses to special program related inquiries, issues and/or problems, as needed.

Conducts periodic meetings with program participants to monitor and evaluate each participant’s compliance with the terms and conditions of his/her contract.

Serves as an internal consultant to senior management staff members regarding special programs.

Provides technical assistance as needed to Authority departments and divisions on matters related to the administration of such programs, as needed.

Prepares reports, memoranda, letters and other forms of documentation associated with the duties and responsibilities of the classification.

Attends unit, departmental and Authority-wide meetings, as required. Represents the Leased Housing Division at external meetings regarding special Section 8 programs.

MINIMUM QUALIFICATIONS KNOWLEDGE The incumbent must possess a practices and state and federal administration of assisted housing development and management; procedures and practices.

SKILLS The incumbent must possess the ability to plan, direct, monitor and evaluate the services and activities associated with special Section 8 programs; interpret state and federal statutes, ordinances, rules and regulations associated with the administration of assisted housing and special programs; supervise and evaluate the performance of staff and consultants; develop program goals, objectives, action plans, policies and procedures to be utilized in the implementation of special programs; develop and negotiate contracts with program participants which detail the terms and conditions associated with their participation; utilize PC-based software packages such as WordPerfect, Microsoft Word and Lotus 123, and communicate effectively, both orally and in writing, and make effective public presentations.

MINIMUM QUALIFICATIONS (CONTINUED) EDUCATION, EXPERIENCE AND LICENSE - Any combination of training and experience that would likely provide the knowledge and skills required to effectively perform the duties and responsibilities associated with the position is qualifying. A typical way to obtain such knowledge and skills would be as follows.

Education equivalent to the completion of a Bachelor’s degree from an accredited college or university with major or minor course work in public or business administration, the social sciences or a related field.

Five (5) years of increasingly responsible experience providing housing services to the public, to include at least two (2) years of supervisory experience. Experience as a Housing Inspector or equivalent in a subsidized housing setting and knowledge of the Section 8 Program is preferred.

Sensitivity to and experience working with the ethnically and culturally diverse individuals, communities, agencies and organizations which comprise the constituency of the San Francisco Housing Authority.

Possession of a valid California driver’s license and automobile insurability by the Authority’s insurance carrier.

SUBSTITUTION - Education in excess of the minimum requirement may be substituted for the

required experience, on a year-for-year basis. Similarly, experience in excess of the minimum requirement may be substituted for the required education, on a year-for-year basis.
