TOPICS NEWSLETTER SAN FILIPPO, 2013 E-Z-GO SOUTH FLORIDA OPEN & SENIOR DIVISION CHAMPION Mike San Filippo of Hobe Sound fired his second straight two under par 70 at The Colony Country Club to pull out a one-stroke victory in the 29th annual E-Z-GO South Florida Open golf tournament.
At 209, San Filippo, a teaching professional at Trump International in West Palm Beach, edged Jay Westerlund of Fort Myers, the second round leader, and two-time former champion Alan Morin of Lake Worth, who tied for second at 210.

It was the second year in a row that a player had swept both senior and overall honors, a feat which had not been accomplished the first 27 years of the event. San Filippo topped the 50-andolder flight with 139 Tuesday after opening Monday with 69 at the nearby Bonita Bay Club, duplicating vet set wins in 2007 and 2010.
“I guess there’s still some fire in the old guys,” said San Filippo, 60, who played on the Champions Tour from 2003 through 2010. Pete Oakley, 63, a former Senior British Open champion, won both divisions last year on the same pair of venues. Westerlund, an assistant at The Club at Renaissance, led San Filippo by two strokes after 36 holes, 137-139, and was still in front after 16 holes Wednesday. But he double bogeyed the par-4 17th, hitting his third shot through the green after missing on his approach. He chipped on and two putted. “It was a big swing because I made a nice par-save,” San Filippo said, chipping his third shot onto the green and sinking a 15-footer for par. In regulation, San Filippo made four birdies and two bogeys, Westerlund two birdies and a bogey on the first 11 holes, and Morin eagled the par-5 ninth hole and added three birdies on the inward nine and a bogey on each side. Derron Peyton, 19, of Boynton Beach, an incoming sophomore at Florida Atlantic University, was the low amateur at 216, tied for ninth overall. Thanks to E-Z-GO, Cutter & Buck, GolfBuddy, JaniKing, and Streamsong Resort for their support of this event. For complete results click here.

RULES WITH DREW
TOPICS NEWSLETTER
“WE’RE TALKING ABOUT PRACTICE”
To this day I can’t hear or say the word practice without thinking of Alan Iverson’s season ending press conference in which he responded to coach Larry Brown’s accusation that his lack of effort in practice was the reason the 76ers were ousted from the 2002 NBA playoffs. You could argue that Iverson’s rant is one of the most famous if not the most famous press conference in NBA history as it is still widely talked about more than ten years later. While Alan doesn’t think practice is pivotal to the game of basketball, we all know that practice in golf is essential to success on the course. And, from a Rules of Golf standpoint, practicing at the wrong time can have extreme consequences. The Rules of Golf prohibit making a practice stroke during play of a hole in both match play and stroke play competitions. However, a player may make a practice stroke between the play of two holes on the putting green of the hole last played, any practice putting green or the teeing ground of the next hole to be played provided the stroke is not made from a hazard and the player does not unduly delay play. For example, after a player has holed out on the 8th hole, he may drop a ball on the putting green and make a few practice strokes or drop a ball off the green and make a few chip shots provided he doesn’t delay play and the practice stroke(s) is not made from a bunker or water hazard. However, the committee may in the condition of competition adopt Note 2 to Rule 7-2 which prohibits practicing on or near the putting green of the hole last played and prohibits rolling a ball on the putting green of the hole last played. The South Florida PGA has adopted this condition of competition for all Section events. A few weeks back during the second round of the E-Z-GO South Florida Open, a player after holing out at the 18th hole dropped a ball on the putting green to see how the slope would affect the movement of the ball. Rule 7-2 usually allows such action; however, since the SFPGA has adopted Note 2 under Rule 7-2, the player was subject to a two stroke penalty. Some would argue that he should not have been penalized because he had already completed his round after holing out. Does the statute of limitations on Rule 7-2 and Note 2 expire after the player holes out on
the last hole? If so, would the player then be penalized under Rule 7-1 for practicing between rounds resulting in a penalty of disqualification? Decision 7-2/8 states, “In a 72-hole strokeplay competition held over four consecutive days, a competitor, immediately after holing out at the 18th hole of the first round, plays a practice putt on the 18th green. Is the competitor disqualified under Rule 7-1b for practicing on the course between rounds? No. Rule 7-2 permits practice putting or chipping on or near the putting green of the hole last played between the play of two holes. It follows that the same privilege applies immediately after completion of the last hole of the round, even though technically such practice would be between rounds, not during a round. Rule 7-1b would apply if a competitor, after holing out at the 18th hole, left the course and later returned and played a practice putt on the 18th green.” So, Decision 7-2/8 tells us our ruling should be based on Rule 7-2, not 7-1. Given that Note 2 under Rule 7-2 is in effect, the player is penalized two strokes for breach of that condition of competition. Decision 7-2/8 states, “Rule 7-1b would apply if a competitor, after holing out at the 18th hole, left the course and later returned and played a practice putt on the 18th green.” What constitutes leaving the course? Would a player after holing out who walked back to his cart to retrieve a few more balls and then returned to the 18th green considered to have left the course? How about a player who holes out, goes to the scoring area to return his scorecard and then returns to the 18th green. Has he left the course and subject to penalty under Rule 7-1b? The Course is defined as the whole area within any boundaries established by the Committee. Given the definition, I would consider a player to have left the course when he steps outside the boundaries of the course. For example, if he walks into the clubhouse, returns his scorecard in the scoring area or steps out of bounds. However after speaking with the USGA it seems “leaving the course” is a matter for the Committee to determine. Given that the USGA has afforded some latitude, player intent would probably play a big part in the Committee determining whether or not the player had left the course. 8
