Meyer won the South Florida PGA Seniors Championship last year with a pair of 68s at Sailfish Point. “It’s good to be back playing in Florida where I’ve had success over the years,” said the former Delaware club professional. “These new (Cleveland Golf) irons have made a big difference.”
Oakley was a regular on the European Senior Tour for several years, his career reaching its zenith when he won the Senior British Open in 2004. In past PGA of America events in South Florida, Oakley won the Senior Professional National Championship in 1999 and was runnerup the following year, both at Ibis Country Club; the Senior Stroke Play Championships of 2001 and 2003 at the PGA Golf Club; and three PGA Tournament Series events. Southeast PGA Classic Alan Morin of Royal Palm Beach overcame consecutive double bogeys midway through the
back nine Tuesday to win the South Florida PGA’s 12th annual Southeast Classic presented by Callaway Golf and supported by Hilda Allen W. Real Estate, the PGA Tour and Powerchute Software TM at The Club at Emerald Hills. Five under par for the day and nine under for the tournament after sinking a threefoot birdie putt at the 13th hole, Morin doubled the par-3 14th from a difficult lie in the back bunker, then four-putted the par-4 15th hole. An assistant professional at The Falls Country Club west of Lake Worth, Morin, 41, then salvaged par with a 15 footer at the par-4 16th, an eight footer for birdie at the short 17th and parred the long 18th for 70, the low round of the day, and won by five strokes at 138. Defending champion Lee Rinker of Jupiter closed with 72 to tie for second at 143 with Ed Sabo of Tequesta and Christopher Kaufman of Boca Raton, who shot 71 and 73 the final round. Ken Martin of Wellington, the first round leader with 67, finished 78-145, tied for fifth among 110 entries. Rinker also won the senior division.

education rules with drew
Stroke and Distance?
SFPGA Tournament Director Andrew Miller
So you’ve hit your ball out of bounds. What are you going to do? What are your options? Well there is only one option available under the Rules of Golf that I’m aware of. That is to proceed under Rule 27-1, Stroke and Distance. The rule itself seems pretty cut and dry. There isn’t a whole lot of wiggle room or room for interpretation. However, with the examples I have listed below, I am going to try to explain how this rule is anything but cut and dry and show how a player could proceed under it without even knowing. Before jumping into the examples, let’s take a look a Rule 27-1. It says, “At any time, a player may, under penalty of one stroke, play a ball as nearly as possible at the spot from which the original ball was last played, i.e., proceed under penalty of stroke and distance.” The key to this rule and the answers to the examples below lies with those three little words, “At Any Time.” The first example comes from Decision 18-2a/1 which says, “A player playing from the teeing ground misses the ball completely. He pushes his tee further into the ground and plays. What is the ruling?” At first glance it would seem that the player would be in breach of Rule 18-2a, Ball moved by Player, Partner, Caddie or Equipment. The ball was in play when once the player made a stroke at it even though he never made contact. He then moved his ball in play by adjusting the height of the tee, which is a one stroke penalty under Rule 18-2a and must replace it or he would incur a total penalty of two strokes. A two stroke penalty in this case seems to fit the crime, however the result of Decision has a different outcome. It says, “When the player made a stroke, the ball was in play. By pushing the tee further into the ground, he moved the ball and incurred a penalty of one stroke under Rule 18-2a and was required to replace it. However, when the player made a stroke at the ball without replacing it, he played under penalty of stroke and distance. This procedure overrides Rule 18-2a and, therefore, the penalty under Rule 18-2a does not apply.” So instead of a two stroke penalty the player gets off with just a one stroke penalty. Not bad if you ask me.
In the next example a competitor finds a stray ball in a bad lie, which he mistakenly thinks is his. He deems it unplayable and decides to adopt the procedure under Rule 28a (Play a ball as nearly as possible at the spot from which the original ball was last played.) He drops and plays the stray ball under Rule 28a. The competitor then finds his original ball in a playable position within five minutes of having begun to search for it. How should he proceed? Again, at first glance it would appear the player substituted a ball when not permitted and made a stroke at a wrongly substituted ball resulting in a two stroke penalty. Rule 15-2 tells us since the player made a stroke at a wrongly substituted ball he must proceed with that ball and abandon his original. But just like in the last example our first impression was incorrect. As the player played a ball from the spot where his original ball was last played, the player proceeded under Rule 27-1, stroke and distance and again was only penalized one stroke instead of the apparent two. In the last example, a player’s tee shot on a par three embedded in the fairway just short of the green. Upon examining the situation, the player lifted the embedded ball and placed it as near as possible to the pitch mark, no nearer the hole. He then chipped the ball within two feet of the hole. While walking to his ball, a fellow competitor informed him that he was supposed to drop the ball, not place it in the fairway. So the player then picked up his ball in play, returned to the fairway and dropped it as near as possible to the place where he made his last stroke. He again chipped his ball two feet from the hole and made the putt. What is the player’s score for the hole? Decision 20-6/1 tells us that if a player places his ball when he should have dropped it or dropped it when he should have placed it, he would incur a penalty of two stokes assuming of course that the player does not correct this mistake as provided in Rule 20-6. As the player did not correct his mistake, he would receive a two stoke penalty. Next, just like in the first example it would appear the player would be in breach of Rule 18-2a for lifting his ball in play and not replacing it. However, since he played from the spot from which his last stoke was taken, he proceeded under Rule 27-1 and was only penalized one stroke instead of two. So the players score for the hole was seven. He hit his ball three times, incurred a two stroke penalty for placing when he should have dropped and an additional penalty stroke under Rule 27-1. When presented with these types of situations it is important that you don’t get caught up in the apparent rules infractions. Once a player plays from where he just played from he has proceeded under stroke and distance and in most cases the rules infractions committed between playing the original ball and proceeding under 27-1 are negated. The end result is typically a one stroke penalty. For more examples of stroke and distance, please see page i-142 of the Index section in the Decisions book.
