Clifford Anderson, 71, dies in prison Standard man was convicted in 2018 of murdering sister-in law By KIM SHUTE

kshute@shawmedia.com PUTNAM COUNTY — Clifford Andersen, who was convicted in 2018 of murdering his 62-year-old sister-inlaw, Deborah Dewey, has reportedly died in prison. Andersen, 71, was sentenced to 60 years in prison for homicide and concealment of a homicidal death after being convicted by a jury in July 2018. He appealed his conviction in October of that year. Putnam County State’s Attorney Christina (Judd) Mennie said the appeal likely will be dropped in light of Andersen’s death. The case, which brought in special prosecutors to assist Mennie, was an emotional one for Dewey’s family. Prosecutors painted Dewey as a frugal, yet generous person, who they say was killed by Andersen after a series of loans made to him for his gambling habit dried up. Andersen initially was charged with concealment of a homicidal death after

The next month, Judge Stephen Kouri sentenced Andersen to 60 years in prison. police announced that Dewey’s body had been recovered from a shallow grave in the front yard of a house at Fifth Street and Route 71 in Standard. Charges were later upped to homicide. Andersen served three years of his

prison sentence. The Illinois Department of Corrections typically, and swiftly, removes an inmate’s record from its website and Andersen’s record had been purged as of Friday morning.

10 new COVID-19 cases reported in Putnam County By DEREK BARICHELLO

dbarichello@shawmedia.com There were 114 new COVID-19 cases from Nov. 2-8 among Bureau, Putnam and Marshall counties. That COVID-19 count is up 54 more cases from the previous week reported. There were 92 new cases in Bureau County (up 45), 12 new cases in Marshall County (same) and 10 new cases in Putnam County (up nine). “Cases are rising. Be careful. Mask and distance when indoors,” the Bureau, Putnam and Marshall County Health Department said in its

weekly report. Per 100,000 people, there was a case total of 275.84 in Bureau County and 96.17 in Marshall County, according to the Centers for Prevention and Disease Control. There was two new hospital admissions recorded in Bureau County, but none in Marshall or Putnam counties, according to the CDC. There are 32,993 fully-vaccinated residents in Bureau County, which is 49.68% of the county’s population; 5,793 fully-vaccinated residents in Marshall County, which is 52.97% of the county’s population; and 2,846 fully-vaccinated residents in Putnam County,

which is 52.75% of the county’s population. COVID-19 vaccination clinics continue in all three counties, according to the Bureau, Putnam and Marshall County Health Departments. Clinics are scheduled Nov. 18, 19, 22 and 23 at the Bureau County Health Department, 526 S. Bureau Valley Parkway, Princeton; Nov. 18 and 24 at the Putnam County Health Department, 220 E. Missing cellphone found in Jelani Day investigation May give investigators more evidence into what happened before his death By DEREK BARICHELLO

dbarichello@shawmedia.com Jelani Day’s cellphone was found and was sent for forensic analysis, La Salle County authorities confirmed to ABC7 News in Chicago on Friday. Day, 25, an Illinois State Univer-

sity graduate student, was found dead Sept. 4 in the Illinois River near the Route 251 bridge in Peru, after he was reported missing Aug. 25. His vehiJalani Day cle was found Aug. 26 concealed in a wooded area near the Illinois Valley YMCA in Peru. Other items such as his wallet, his clothes and an ISU lanyard also were

found previously in the La Salle-Peru area. Day’s phone may be an important piece to figuring out what happened to him. With his phone, authorities may be able to determine who he communicated with and where he may have traveled prior to his death. On Thursday, Jelani Day’s mother, Carmen Bolden Day, referenced a man’s Facebook post. The man said someone he knew found her son’s phone and turned it into Walmart, only to discover it was Day’s phone. Day’s mother does not believe he

Students encouraged to enter ‘Letters About Literature’

Secretary of State and State Librarian Jesse White is encouraging students in grades four through 12 to enter the 2022 “Letters About Literature in Illinois” reading and writing competition, which is offered by the Illinois State Library’s Illinois Center for the Book. “Letters About Literature in Illinois” invites students to read a book of their choice and write a letter to the author about how the work changed their life or view of the world. Students can enter directly on their own or through their locally participating school. “Every year, thousands of students in Illinois enjoy participating in this inspiring competition,” said White. “Anyone who has read past letters can see how litera-

ture inspires and touches the lives of our young people. I encourage all our students to take part in ‘Letters About Literature in Illinois,’ and I hope their participation leads to a lifetime of reading.” There are three levels of participation: Level 1 for grades four to six Level 2 for grades seven and eight and Level 3 for grades nine to 12. The deadline for submission is Dec. 15. One winner will be selected for each level and receive a cash award and a plaque signed by White. Teachers of the winning students will receive a certificate and their school will receive a cash award to buy books for the library. Winners are scheduled to be announced toward the end of the 2021-22 academic year. – Shaw Media

Bill of Rights to be celebrated Dec. 15 on 230th anniversary PUTNAM COUNTY RECORD HENRY – Leading up to Bill of Rights Day on Dec. 15, Chief Senachwine Chapter is raising awareness of this national day of observance and 230th anniversary of the document’s ratification. When drafting the Constitution in 1787, two strong factions had opposing views on a bill of rights that would be designed to protect state and personal freedoms. Federalists thought that a bill of rights was unnecessary, while the Anti-Federalists, fearing a strong central government, refused to ratify the Constitution unless a Bill of Rights was written. North Carolina ratified the Constitution only after the newly inaugurated president, George Washington, assured them that the Congress would immediately set about creating one. On Sept. 25, 1789, the First Federal Congress of the United States proposed to the state legislatures 12 amendments to the Constitution. The first two proposed amendments,

Articles 3 through 12, known as the Bill of Rights, became the first 10 amendments to the U.S. Constitution and contained guarantees of essential rights and liberties. Except for the Bill of Rights, until the last half-century amendments have been relatively rare. For 122 years after 1791, when the Bill of Rights was adopted, only five amendments were enacted (two in the early years of the Republic and three in the aftermath of the Civil War). Since 1913, however, our nation has approved 11 amendments, totaling 27 from close to 10,000 amendments proposed. On Dec. 15, Chief Senachwine Chapter NSDAR will commemorate the 230th anniversary of the ratification of the first 10 amendments, the U.S. Constitution’s Bill of Rights, which still stands as the main bulwark of the civil liberties of the American people.

The award level is determined by how many experiences the member completes in each of four categories — participation, community service, leadership and project learning. Project Achievement winners receive a bronze medal, Service Achievement winners receive a silver medal and Leadership Achievement winners receive a gold medal. dbarichello@shawmedia.com When a plush deer was donated to Upscale Resale in Spring Valley, Raylene Ferrari knew exactly what she was going to do with it. It would be stored to be used as a decoration on one of the resale shop’s fullsized Christmas trees. It’s not unusual for Ferrari to hold onto items for months to decorate one of the Christmas trees that will go up for silent auction beginning Thursday to raise money for the resale shops charity, Helping Hands. Last year, Helping Hands contributed nearly $40,000 to Spring Valley-area causes. A snowman’s hat. A bird house. A sailboat. An ice skate. Even an old gasoline can have fueled her ideas. “The ideas are already starting for next year,” Ferrari said. This year, the resale shop will auction eight themed Christmas trees and 11 other items. Customers can bid on the trees in increments of $5 at the shop at 214 W. St. Paul St. or by calling them at 815-664-2414. The latest bid will be on display. Shoppers have through Saturday, Nov. 27 – Small Business Saturday – to place their bids. For this season, Ferrari has created an elf tree, rustic elegance, frosty cranberry, simply nature, Whoville, snowflake, snowman and sparkle. She started putting them together late last month. OBITUARIES TERRANCE ‘TERRY’ YATES Born: September 19, 1978 in Spring Valley, IL Died: October 17, 2021 in Peoria, IL Terrance “Terry” Yates, 43, of Peoria, formerly of Peru & Hennepin, passed away on October 17th at Unity Point Methodist Hospital in Peoria, due to long term complications of Type 1 Diabetes. In lieu of funeral services, Terry, with the help of his sister, Margaret, chose to donate his body to Science Care, in hope that more can be learned about the effects of Type 1 Diabetes to all parts of the body. A celebration of life may be planned at a later date. Terry was born September 19, 1978 to Robert “Bob” Thomas Yates and Kathy Lynn (Welker) Yates in Spring Valley. He graduated from LaSalle–Peru Township High School in 1996. He really enjoyed Boy Scouting in the early 1990s. He was a Boy Scout, Eagle Scout and went on to complete the Order of the Arrow ceremony. All of that led to his love of the

outdoors. He had been part of the Apprenticeship Machinist Training Program at FN Smith in Oregon, IL. It is a 4 year on the job & classroom training program in partnership with the US Dept. of Labor and the National Tooling & Machining Association. Survivors include his mother, Kathy Wortz of Peru; son, Nathaniel Yates of Mount Morris; sisters, Margaret (John) Grush of Hennepin, Hannah Yates of MI & TX; grandparents, Thomas (Janet) Yates of Wyanet & Wilma (Cleo) Jones of Safford, AZ; nephews, Jamy Wortz of Spring Valley & Matthew Grush of Hennepin; one niece, Cassie Yates of Hennepin and several aunts, uncles and cousins.
