Challenge Reissued: Be Kind As with many things over the past two years, guidance and requirements continue to change regularly, at times becoming outdated nearly as quickly as implemented. The Chamber has worked hard to accumulate, interpret, and distribute information as it becomes available. We will continue to send updates; they can easily be found at masonchamber.com/ recovery.

Early this year, many were filled with hope. Vaccines had been made available and the state was moving toward a full reopening. That now seems to be a distant past as recent reports see the rise of the delta variant and a strain on the health care system. This led to neighboring governments issuing mask mandates, followed by a statewide requirement.

As of August 23, the statewide mandatory mask mandate for indoor public settings, regardless of vaccination status, is in place. The order applies to all public settings such as restaurants, stores, and hotels.

There are exceptions: masks are not required while people are actively eating or drinking and those in performing arts, such as playing live music, are not required to wear face masks. However, spectators, such as people dancing to live music, are required to wear masks. The mandate does not apply to outdoor settings; however, the Washington State Department of Health strongly recommends all people, regardless of vaccination status, wear masks in crowded outdoor settings.

Last August, I wrote about the mask mandate for the first time, saying, “To some, it’s more than a piece of cloth. It is a lifeline, a safety net that signals concern and respect for the health of the community. For others, it’s an alarming ebbing away of our rights from which we must protect ourselves. To all of us, it is divisive.”

I went on to discuss how businesses are held accountable for enforcement, noting that the state can fine businesses, shut their doors, and revoke their business licenses. It is intended that these penalties will warrant compliance regardless of an owner’s personal position on masks.

We know that local businesses are the heartbeat of our community and are vital to a healthy economy. You can continue to help pull them through this difficult time by shopping and supporting local. I repeat the challenge I issued last year: no matter your views, be kind to employees and to one another. A differing opinion does not warrant disrespect. And (as much as I now dislike the saying), we are all in this together. Let’s weather it with courtesy and minimize the divisiveness.

Just when we thought we were on the other side of this Covid crisis— it looks like we may be facing more mandates.

The businesses that survived the previous lockdowns are now facing massive shortages of people and supplies. It seems almost surreal… moving from one crisis to another.

For every person who thinks everyone who should get vaccinated, there is someone who isn’t sure they are ready to. There are some people who think everyone should wear a mask all the time and others can’t imagine wearing one all day. Some who trust the guidance of government representatives and others who question their judgment and motives.

My fear is that when we disagree on these things, it will divide us. I ask you to do your part to not let that happen. Your friend or co-worker may have different views that you. You may have to wait longer when visiting a business. You may be asked to wear a mask again.

Here’s what I do know. We are resilient.

We will come out of this. And, regardless of what happens, if we give each other grace through these trying times, we will all be better for it.

THE DELAY IS OVER: PLASTIC BAG BAN BEGINS OCTOBER 1 Washington’s statewide plastic bag ban was originally slated to begin January of 2021. Implementation was delayed due to supply chain issues of reusable bags related to the COVID-19 pandemic. On July 13, the Governor set the single-use plastic bag ban effective date for October 1, 2021.

Although the ban is not yet in effect, it is just around the corner.

Customers are encouraged to utilize reusable bags. Here’s what you should know: Businesses will be required to either provide recycled content paper bags or thicker, reusable plastic bags both with an 8-cent charge per bag or provide compostable bags.

There are some exemptions, including bags that contain or wrap items where dampness or sanitation might be a problem, bags that contain unwrapped prepared foods or bakery goods, food establishment single-use bags that do not have handles, and smaller paper bags to prevent cross-contamination with ready-toeat foods.

Customers also will be allowed to use their own shopping bags.

Sales tax on the $0.08 applies, and businesses can deduct the collected fees from their B&O tax.

Dept. of Ecology advise any business to discontinue stocking the non-compliant single-use bags at this stage. Businesses that are using up inventory may be considered for enforcement discretion on a case-by-case basis; DOE may require documentation such as invoices or receipts showing that the bags were purchased before the announcement of the new start date.

Please note: the Governor’s delay proclamation only delayed the start date of the ban, not any of the internal dates (like the June deadline for using up existing bag inventories). DOE are planning for full implementation and responding to complaints of non-compliance beginning October 1.

EYES EMPLOYEE RECOGNITION AND SATISFACTION

F O C U S A month ago, Little Creek Casino Resort was looking forward to holding their first concert since the pandemic hit our state.

Last week, it was canceled. As with most businesses across the nation, plans have been anything but consistent in the recent two years.

Still, the pandemic isn’t the only cause of major changes at the casino. Ramon Nunez, named interim CEO of the organization in early 2020, was offered a permanent role last July at the helm of Mason County’s largest employer. “It all begins with the employees,” he says. “Even our mission statement, it starts with the employees.”

Nunez shares how critically accurate the mission statement reflects society currently as well as his own personal values and beliefs on how an organization should be run. “Without the employees, it’s just an empty building. Especially for me,” he adds, “experiencing having to send everyone home and seeing what this place looks like without the life in it really hit home.” Thus, his emphasis on strategizing how to be recognized by their own employees as the area’s best place to work with quality jobs.

One of the first undertakings was a compensation study. He notes that pay isn’t the definition of a great workplace, but it is an important characteristic of employees feeling valued.

Communication is also a key component and he acknowledges management must exemplify expectations for treating everyone with mutual respect.

All employees now undergo an introduction to emotional intelligence during orientation and managers continuously undergo professional development for examining selfawareness, self-management, social awareness, and relationship management. This serves as a platform to open communication and to reinforce the importance of workplace culture. It is a topic of constant conversation among the management team and Nunez notes that it is a crucial component of creating an exceptional place to work.

Additionally, employee rewards and recognition programs have been put into place. Employee of the Month is recognized internally, and a system has been implemented where employees receive a token in recognition of their good works. The token goes into a large gumball-type machine with rewards varying from gift cards, days off, or certificates that can be used on the premises.

A customer service program was launched to define exceptional employee interactions with guests. “It’s very detailed,” Nunez says. “We look for real time experiences to observe our team’s interaction with guests. When they meet those expectations, we reward them.”

Moreover, a focus on opportunities for growth is a focal point within the management team. Acknowledging people have different strengths and interests, Nunez points out that it is

essential to match the right person to the right position for the right reasons. The outcome is an ability to flourish – and a victory for both employee and employer.

Transitioning to a solution-centric management culture hasn’t been easy as breaking perception is tough. “We’re moving in the right direction,” he says. “Some people think we are just about the money and the bottom line, but the [Squaxin Island] Tribe is a part of the community, and our tribal members want to hold their heads up high. They truly care and want this to be a good place to work. Our values are aligned. We are going to be the best place to work.”

Beautification Program The community’s bigheartedness during 2020, an admittedly difficult year, funded the dozens of lush baskets adorning the city thoroughfares and provided a vibrant pop of color at many of the entrances. As we move into autumn, we will bid farewell to the big, beautiful flower baskets adorning light posts as crews make room to hang festive holiday décor.

Many baskets sponsored in honor of friends and family who shared our sense of love and pride in Shelton. Year after year, it is the generosity of local business owners and residents who make it possible for the Chamber to beautify our streets for all to enjoy. To date, the Chamber has received contributions just over than $20,000 towards next year’s baskets. The Chamber is grateful for the generous support businesses and individuals; the funds raised this year will determine next year’s display.

Local Partnership Highlights Culinary Genius, Supports Cancer Charity

`For two and half decades Xinh Dwelley tirelessly opened the doors on Xinh’s Clam & Oyster House in Shelton, showing her love for her customers by creating fusions of Northwest and Asian flavors with an amazing intuition for her ingredients.

While modest in decor, there was nothing shy about the food in Xinh’s Clam and Oyster House. With rich and bold flavors, each diner had a favorite dish.

When dinner was over, guests lamented leaving as there was a great chance that as Xinh finished service she would radiate the dining area with her giant smile and personality, gathering her accolades like a queen meeting her subjects.

Xinh’s life has not been easy. Raised on a rice farm in Vietnam near Saigon she was poor, making her very resourceful. From a young age she understood that she had a magical way with food and as a young teenager, she began cooking for officers at an American military base. By her 15th birthday she was famous for her fried chicken and hamburgers. Xinh married an American soldier and they moved to Olympia with their infant son.

Speaking little English, having a young child, and not knowing anyone was overwhelming. To compound her isolation, when Vietnam fell in 1975, she lost all contact with her family.

Many would have crumbled but when faced with adversity, Xinh worked harder. She took classes to learn English in the evening and during the day she was the quickest blueberry and mushroom harvester. During night tides she would head out onto the cold and dig more clams than anyone else on the beach. On weekends she sold egg rolls at the farmer’s market.

She had amazing speed and accuracy at shucking oysters early on. Her first day broke the record at Rock Point Oyster with 8 gallons. The second, she shucked 12 gallons. That day she also put the shucking knife through her hand and had to go to emergency to get stitches. Her only oyster shucking injury, she still shows the scar for it. When asked if it slowed her down, she scoffs, “Nah, I was just more careful after that.” In fact, she went right back to shucking the next day.

Taylor Shellfish kept her on when they bought out her employer. She was quick and trustworthy, they also soon discovered she was a talented chef. When Taylors asked her to prepare an authentic Vietnamese meal, she rose to that challenge. Xinh was great with customers at the retail store, many of whom she called her friend. When one such friend owned a café and suggested she buy their restaurant, she took the idea to the Taylor family who helped her start Xinh’s Clam and Oyster House.

As with everything, all great things end. In 2017, owing to an illness that was making it increasingly difficult to keep up, her celebrated restaurant closed its doors. However, rather than stopping because of cancer, Xinh went to work on yet another project—recording her famous recipes. Xinh’s first cookbook was published in 2019 in time for an OysterFest debut. After her recovery she was able to use those funds generated by cookbook sales to help the many groups she supports locally and in her home village. She was even able to return home to see her family in Vietnam.

Xinh is a courageous fighter. As cancer once again throws everything it can at her, she just keeps getting up, more determined than ever to live her life. We invite you now to be a part of her next cookbook journey as she is once again in the fight for her life against with an aggressive cancer. Over the next few months volunteers will be working with Chef Xinh to host dinners throughout Mason County and Olympia areas to raise money for cancer research as well as share delicious menus and create visual and written content for her menu-based cookbook, Flavors with Friends (scheduled for October, 2021).

How can you help?

Pre-purchase Chef Xinh’s new cookbook to help cover printing costs. All pre-sales will be invited to a gala launch event with live music, book signing and (of course) Xinh’s favorites including oysters, sautéed clams, curry and egg rolls! Maybe even her lemon mousse! Book will be ready in time for Christmas gifts and you can have the added joy of helping to fight cancer and support Xinh.

Enjoy Dinner with Xinh. Over the next few months we will be scheduling special dinner events at beautiful locations throughout the county. But be alert! Seating is limited so sign up for notices because when the seats are full, they are full. The first event scheduled is dinner on September 10 to support the Karen Hilburn Cancer Fund. Tickets are $40 and include admission to the Bluegrass From The Forest evening lineup. On September 24, join Xinh at Hama Hama Oyster Farm for a Xinh take-over! Xinh will also be hosting cooking classes in the coming months.

Bluegrass from the Forest Returns as Outdoor Festival

Bluegrass from the Forest 2021 is returning to Shelton for its 16th year in a new outdoor festival format at the South Mason Youth Soccer Park.

Camping, jamming, workshops, and great bands are hallmarks of this annual event!

Organizers are delighted to be gathering again in this new outdoor location. While the cushioned chairs in the Shelton School auditorium will be missed, the expanded camping and beautiful location will be a great addition to this year's festival. Dining options have also expanded to include Snacksidents food truck as well as meals served from breakfast through dinner at the Soccer Park Snack Shack.

A special dinner on Friday, September 10, catered by beloved Chef Xinh Dwelley, will raise funds for the Karen Hilburn Cancer Fund (see more on page ##). Main stage music begins at 6:30p with bands from all over the Northwest, so grab some lawn chairs and hunker down with fantastic music and food for a great cause.

With two stage areas, a beer and wine garden, workshops, and activities for kids, as well as food and vendor spaces near the stages, the festival also will accommodate four RV parking zones and lots of grassy tent sites for festival-goers who want to be part of the whole experience.

The Mason County Board of Commissioners recently approved funding for further development of plans to create a tourism Welcome Center on Hwy 101 near Taylor Town.

The project had originally been proposed after the County’s Lodging Tax Advisory Committee examined long term strategies to meet changing needs of visitors and tourism providers. At that time, the county contracted with a local Shelton corporation, Northwest Event Organizers to examine the feasibility of a full-service Welcome Center in Mason County. The goal was to determine if a comprehensive facility—regionally oriented and partnering with community stakeholders—could reach visitors more effectively, operate more economically, and provide enhanced services that would improve tourism sustainability.

The purpose of this “gateway” center is to welcome travelers into the area and serve as a conduit for information about activities, events, and amenities available locally. The facility is intended to be a destination in its own right, offering interesting

activities and a welcoming experience that embodies, protects, and showcasing our rich timber and aquaculture heritage, while providing inspiration and guidance for tourism asset operators, event coordinators and explorers to create memorable adventures and stories.

Additionally, a Welcome Center, incorporating multiple tourism partners, would result in substantial regional spin-off benefits in terms of additional visitor spending in the area. According to a recent tourism analyst report (Dean Runyan 2020), on average, visitors that stop at welcome centers spend 68% more on their trip than other types of visitors. These centers serve as an opportunity to connect with visitors who like, expect, and need personal concierge services.

The restroom is the #1 (literally) reason visitors stop at a Welcome Center. By creating a highly visible center with convenient access as well as plenty of parking, the facility could serve travelers basic as well as inspirational needs. The proposed Welcome Center will be home to a diverse array of uses including rotating heritage exhibits,

educational facilities, small and larger gathering areas, and will be an ideal location for community partners to share these amenities. The surrounding grounds will accommodate walking trails and overflow parking. Ultimately the surrounding acreage could accommodate the needs of area agricultural events and traditional Mason County festivals.

Several possible locations exist on Hwy 101 between Taylor Town and Shelton’s exit to Hwy 3, this section of highway is the busiest on the entire Olympic Peninsula with over 30,000 vehicles passing daily. After this point traffic is diverted to routes around the county and upper peninsula.

Other names on the ballot during the upcoming election are Darrin Moody and Thor Agustsson for Mason Public Hospital District 1 Position No. 2, while Gayle Weston runs unopposed for Position No. 4; Kristy Buck who runs unopposed for Port of Shelton Position No. 4; Cody Lee Morris for Port of Hoodsport Commissioner Position No. 3; as well as many School Board, Fire Commissioner, and Water Commissioner races.

No filings were received for seven other positions, even after an additional filing period. Thus, incumbents will retain their positions for the first two years of the next term.

Income earners in Washington will soon be taxed for a one-sizefits-all, long-term care insurance plan. Most people are unaware of this impending payroll tax and what, if anything, can be done to avoid it. One thing is for certain, if you do nothing, you will have no recourse and will begin paying out every paycheck without the ability to later opt out. You have only until October 31 to be ready.

Washington is the first and only state to create an employee tax created as “a long-term care insurance benefit for all eligible Washington employees that will cover some of the cost of longterm services and supports.” Count on a tax of 58 cents per $100, without an income cap, to begin in January 2022. Please don’t glance by the word some because the lifetime benefit for such long-term care is currently capped at $36,500 regardless of how much money is paid in.

The Chamber initially convened a conversation during its July 15 monthly program. Insurance expert Melanie Bakala of State Farm Insurance presented details of this new legislation as it applies to employers and employees. Some guidance has already changed; for instance, if you are an employee of your own company and receive a W-2, you are not considered self-employed.

Employees can find alternate insurance of their own to opt out, providing the plan is in place before November 1, 2021. The law requires employer outreach by October 1; the same day the Employment Security Department will begin accepting exemption applications. If approved, the employee must attest in writing with their employer.

Long-term care refers to non-medical care for patients needing assistance with basic daily activities. The range of approved services is broad and includes nursing facilities, assisted living facilities, or adult family homes, home healthcare, wheelchair ramps, emergency alert devices, Meals on Wheels, transportation, caregiver support, memory care, and much more. Still, the state is requiring a person to need assistance with three daily-life activities to be eligible to access their benefits, whereas similar private plans usually require two. No benefits will begin before 2025 for approved services.

Although the state hopes to mitigate financial pressure on the Medicaid system, this tax essentially forces employees to save for their own elderly support by imposing a tax as all employees will automatically be registered for the long-term care tax unless a qualifying plan is in place for them to opt out. While the commission overseeing the WA Care Fund is hearing and acknowledging complaints being raised across the state regarding eligibility limitations, there is currently no plan to slow the pace or deadline for opting out.

Chamber Expo Returns to Record Attendance On the third Thursday in July the Chamber’s Expo & Bite of Mason County once again transformed downtown with its street fair along Railroad Avenue. This year’s footprint stretched from First to Seventh and the open-air format allowed for folks to spread out, safely enjoying the event. Record attendance was had as thousands of residents turned out to enjoy the best of Mason County.

As always, the Expo offered locals a chance to check out local services, retailers, and restaurants in a fun, casual atmosphere.

Vendors entertained and interacted by hosting games, offering giveaways, and drawing free raffles throughout the day; and our restaurants prepared delectable bites of food for a great value.

Business After Hours Provides Connection, While the Chamber’s Business After Hours are perhaps best known for their creative themes, tasty hors d’ oeuvres, and cold beverages, the networking social is truly all about people. While recent Chamber’s Business After Hours been carefully planned to comply with public health guidelines, at its heart the program is still what it has always been: a place to share ideas, meet fellow members of the business community, and strengthen existing relationships.

In June we relaunched the program, after more than a year’s hiatus, at Hood Canal Communications. It was a bit like getting the band back together.

Builds Relationships

HCC’s great open-air setting offered a chance to meet and greet friendly faces from both the Shelton-Mason County Chamber of Commerce and North Mason Chamber of Commerce.

Guests enjoyed networking, served up with beverages and personal charcuterie trays – including a certificate for a scoop of Olympic Mountain Ice Cream.

Fabulous prizes from Cameo Boutique & Wine Shop, Bent Bine Brew Co., and local artisans were doled out to lucky winners just before VP & General Manager Mike Oblizalo shared some company highlights.

Mt. Olive Lutheran Church hosted the July event where Pastor Bill and church

members provided a warm welcome.

With a plentiful and decorative buffet from Wild & Woodsy Catering, guests had plenty as they visited with one another and toured the venue. Handmade items were awarded as door prizes—providing a perfect occasion for Pastor Bill to discuss a few of the church’s community outreach and ministry projects.

The August reception at Harmony Hill Healing Retreat Retreat with Cameo Boutique & Wine Shop set a new standard for hot networking. Their hospitality was impeccable with cooling towels for guests, chilled beverages, and an array of delectable culinary creations. All of that along with the scenic vista and

plenty of passion for the nonprofit and our local community created a lovely event. Entrepreneurs and community leaders from the Shelton-Mason and the North Mason Chambers enjoyed building relationships and touring the picturesque property. Fabulous prizes from the hosts were awarded to more than a dozen guests following a few words from Harmony Hill’s Cheryl Sesnon and Cameo’s Pamela Hanson.

Most recently, AAA Septic LLC took home the title. The now a 2nd generation family business with 15 employees, 5 trucks, a tanker, and nearly 800 sanicans, serving South Puget Sound. They proudly proclaim, “We’re #1 in the #2 business.” AAA is a consistent patron of community events and has faithfully donated services to the parades, Christmastown USA, Toys for Tots, and more. Throughout the pandemic, AAA made special arrangements to support local restaurants and businesses who needed additional support.

Furthermore, they increased the pay for employees and trudged ahead as a team. They humbly shared, “We do not have a glamorous business, but it is a needed service. We have operated with honesty and integrity, taking good care of our customers and our community.”

Which new business taking it up a notch?

Rookie of the Year nods to a new business and was awarded to ISH PNW. A collaboration of local crafters,

artists, makers, and entrepreneurs, the shop showcases talents across Mason County. Partners Sharon Schirman, Jerri Sutton, and Amy Farmer describe the business as a Etsy-esque brick-and-mortar storefront.

They are grateful to offer a platform for these vendors to support their families, especially during a year when traditional craft outlets were closed. The retail space offers locally handmade items from 140+ local vendors and features unique gifts, clothes, toys, décor and more, representing the best of Mason County.

Does your amazing boss deserve a nod?

Boss of the Year was awarded to Holly Cahoon of 2nd Street Design Studio. When Holly finished beauty school, she went to work in the then-secondgeneration family business. Holly bought the salon 16 years later and expanded into the adjacent space. This year, Holly focused on keeping up with ever-changing requirements and helping her employees navigate unemployment and compliance, rearranging the salon to make it more accessible so all 15 employees could continue to work.

Who gives back in a big way?

The Citizen of the Year award honors an individual who has made outstanding contributions to enhance the business community and the community at large, it was awarded to Don Welander. Raised in Shelton, Don retired as a director with Safeway Stores Inc. and then for Shelton School District, lending his business acumen and interpersonal skills. This past year, Don leaned into his passion for partnerships and created a mentor/mentee program for teachers and local business experts. He was also instrumental in developing the Manufacturing, Engineering and Technology program for the district, which will give students the ability to learn and earn industry certifications, preparing them for life after high school.

Which local nonprofit has gone above and beyond?

Rounding out the ballot was the organization who strongly impacts Mason County through service, volunteerism, and donations; the award went to Crossroads Housing. They strive to end homelessness, focusing on greater self-sufficiency and stability through permanent affordable housing. Director Tanya Frazier and her team of 12 provides family emergency shelter and temporary housing, education, guidance, and comprehensive case management often leading to referrals for specialized care. A drastic increase in housing crisis due to loss of job or illness directly connected with COVID-19 over the last year led to Crossroads tripling its team and working tirelessly to secure grant funding, successfully providing rental assistance, diverting clients from homelessness, and increasing emergency shelter programs including funding that paid past due rent directly to landlords, relieving those experiencing housing crisis.

Two other awards will also be announced at the event; the President’s Choice Award and Volunteer of the Year. Last year those Marty Crow selected Henry Biernacki who volunteers for Habitat for Humanity of Mason county and Chamber staff honored Lisa Perry of Sierra Pacific Industries, respectively.

All nominations will be reviewed by the Chamber’s Member Services Committee, who will forward a slate of at least three nominees per category to the Chamber Board of Trustees for consideration to be placed on the ballot. As always, ballots will be mailed to all members in good standing; each Chamber member receives one vote per category. The majority vote by the membership determines the award winners. The winners will be announced at the Annual Awards Gala held at Little Creek Casino Resort’s Skookum Event Center on Friday, January 21, 2022.

Mason County Clean Outs accommodated rapid growth of its junk removal services company by opening an office in downtown Shelton on June 18.

The Chamber marked the grand opening of O’Connell Archery on July 19. The family-owned business specializes in sales/service of compound bows and accessories, including a test range.

Mason Transit Authority celebrated the grand opening of the Pear Orchard Park and Ride on August 4. The convenient location features 32 paved parking spaces, a passenger shelter, lighting, security cameras, landscaping, and an Electric Vehicle charging station.
