Big changes in a small town Heidi McCutcheon | Chamber Executive Director

I remember many things about growing up in Shelton. I recall MCRA being built by volunteers. I remember street dances, fairs and festivals downtown. My folks used to drop me off downtown to do my Christmas shopping – I felt all grown up with my own money picking out the gifts from the Hobby Shop, JC Penney’s and all the other cute little boutiques. Recently, we’ve had some announcements of big changes in our small town. The imminent Simpson Lumber and Olympic Panel Products closures seem like a big storm cloud rolling in on our otherwise incredible summer weather. There are many concerns over what happens next, whether we can continue to survive, and if we should even care to dream. In the late 1980s, there were larger layoffs with more employees involved than we are looking at now. At that time, we were less diversified with fewer large employers than we have today, yet we survived. Shelton is full of people who believe they can pull themselves up by the bootstraps and thrive. We also have an incredibly caring community. I’ve written in the past about how we pulled together to provide support for the Oso mudslide victims. I’ve even written about business competing for the same clientele who have put that aside to support each other when necessary. I don’t think this transition will be smooth sailing by any means, but I do think we have more opportunities and greater support than past laid off employees have experienced. We’ve been here before and we’ve succeeded – history repeats.

I haven’t heard much talk about how this can affect our businesses and organizations around town. Typically when things like this happen, people tighten their purse strings. I won’t ask anyone to spend money they don’t have, but I hope you’ll take it upon yourself to eat out in Mason County instead of driving to Olympia for that special dinner. Think about checking out that cute little shop that you’ve often driven past and wondered what’s inside. Need a new appliance or furniture? Many local businesses will match prices you find elsewhere. Spending your money IN TOWN can make all the difference. It keeps businesses alive and can even create new jobs. This is our town, let’s support us. Lastly, we have worked very hard on the Shelton Visioning Project. I’ve been talking about it with you for a year now and I’m happy to tell you that we have had an amazing response.

We have a conceptual plan and have already made many adjustments to it to make it fit Shelton & Mason County. As we continue working to support our businesses with a revitalized downtown, I hope you’ll take a look and imagine the possibilities. We can better ourselves and we can make Shelton the primary place where you’ll want to come shop, eat and play. I look forward to the day that downtown will once again be a vibrant place. President’s Message

Kelley Crabtree | 2015 Chamber Board President General Manager, Maple Glen Senior Living I have spent my whole life living in Shelton. I have always identified with the heritage of Shelton as being trees, lumber and forestry products. Christmas trees, hence Christmas Town USA – the logging industry with Simpson, Manke and Olympic Panel Products; and with evergreen products with companies like Hiawatha and Lynch Creek Farms. My family has always been involved in forest products in one way or another. My great uncle grew Christmas trees and sold them in California every year. My grandfather owned his own logging company and did contract work for Simpson his entire career. My uncle and my husband both worked for him and my uncle was actually killed in a tragic accident while logging. While growing up, we spent many weekends cutting evergreen boughs and picking pinecones to make extra money. You could say trees, in one way or another, have always been an integral part of my life. The recent developments with Simpson Lumber Company and Olympic Panel Products will definitely make an impact on that heritage that we all know and love. The Chamber has been working hard in conjunction with other businesses to advocate

as much as possible for those employees being displaced due to the impending closure of these businesses. The Chamber recently partnered with Peninsula Credit Union, Our Community Credit Union, Bakala State Farm, Mason County EDC, Simpson Lumber Company and Olympic Panel Products to host a resource fair at the new Transit Community Center. This was an opportunity for the employees and businesses impacted by the impending closures to come together with other businesses and community members, brainstorm ideas and create solutions to make the transition easier. Change is never easy but together our community will get through it. Speaking of change, I was recently surprised to learn that Shelton was no longer a ‘Tree City, USA.’ As my staff planned an Arbor Day event this year, the Arbor Day Foundation shared that

Shelton was not certified a ‘Tree City, USA.’ Angela Rabelos, our Community Outreach Director, decided that we needed to change that status. Angela contacted the City of Shelton, through the help of Community and Economic Development Director Steve Goins and Commissioner Tracy Moore, the city applied for a grant from the Arbor Day Foundation and received funds to purchase trees for an Arbor Day Celebration. Both attended our Arbor Day celebration on April 24 and the Mayor made a proclamation officially naming the day as Arbor Day in Shelton. Eight fruit trees were planted on the property at Maple Glen, the planting and care of these trees is being spearheaded our resident gardener, Donato Giancola. Four standards established by the Arbor Day Foundation and the National Association of Foresters must be maintained in order to qualify as a ‘Tree City, USA’ com-

munity. First, each community must establish a tree board or department. They then must instate a tree ordinance and establish a community forestry program. Lastly, they must have an Arbor Day observance and proclamation. These four requirements will be completed by the end of 2015, officially reinstating the City of Shelton as a ‘Tree City, USA.’ Many people were involved in this process and I am most appreciative of Donato, who had a dream to plant trees to leave as a gift to the next generation. He was unrelenting in his quest find funds to purchase the trees and if not for his persistence, we never would have looked for way to get the needed dollars. I consider Donato and all of the residents at Maple Glen family and know that my family would be proud that we are carrying on the tree tradition in Mason County. As a lifelong Mason County resident and the President of the Chamber I find importance in our tree heritage. I am proud of our local businesses for their support of everyone that will be affected by the coming changes to our local timber industry. I am sure that with our strong forestry heritage and strong community ties, Shelton and Mason County will get through this difficult time together and come out successful on the other side.

Almost two years ago, the Shelton-Mason County Chamber began to work toward creating a plan for Shelton’s future. We rolled up our sleeves and began reviewing experts who excel in this area. We were pleased to find Forterra to facilitate this process, as they have a successful background in working with towns our size. Through a partnership with the City of Shelton, Green Diamond Resource Company, and our local businesses, we raised $54,000 to conduct this visioning process. We are excited to have our business community and our City working so closely together on this project. On Saturday, April 11 the Chamber and City or Shelton led our first event – resulting in nearly 80 residents and business owners braving the elements to participate in a walking audit and visioning forum. The event was the kickoff to creating a community design to update to the City of Shelton’s Comprehensive Plan and was facilitated by Forterra and

Walkable & Livable Communities Institute (WLCI) together with Mithun Architectural Firm. WLCI began the day with an interesting presentation where walkability pioneer Dan Burton said, “Today our cities are built around automobiles, not people.” He shared that the optimum speed for auto travel along any main street was 19 MPH. This speed allows visibility for storefronts, creates a feeling of safety for pedestrians, and makes it enticing to stop, park and get out of the car. Burton also reviewed the traffic counts for Railroad Ave and suggested that a “traffic diet” be set in place. “Two lanes and a turn lane or traffic circle is ideal,” Burton said.

Following the walking audit, each participant shared two ideas for Shelton’s future choosing from the short-term (90 days or less), mid-term (one to five years) and longterm (six or more years) ranges so they may be incorporated into goals. Building off of everything they learned from our community members that day, Forterra and Mithun translated our ideas and their knowledge into a vision for Shelton’s future. They returned on the morning of Saturday, June 13 to share that vision. Sketches of the vision plans were exhibited on boards/easels for comment and review. The group was also shown various alternatives for the city including ideas for a new entry design from US 101, employment

hubs, arts district, trails, a new park near the Civic Center, new housing and stores. In addition, detailed options for traffic calming and pedestrian enhancements for Railroad were shared, along with adjacent sites as plazas or liner buildings with an extended park option for the Post Office block. Participants were then given a large map of the downtown core along with materials to literally cut and paste their preferences for the future. From what type of traffic methods were implemented to small parks, different types of parking to outdoors community spaces there were options for everyone. As each of the nine small groups reported back their top five priorities, it was positive to see so many similarities emerge from the diverse group. While the responsibility for implementation falls to the city, the Chamber is committed to continue supporting these efforts toward implementation. This vision will be realized over a span of years – perhaps even decades for some of the larger projects. However, we believe in the future of Shelton and are excited to see this community thrive. The fantastic weather has brought plenty of recreational boats out of storage – ours included. We packed up the kids, dogs, rods and snacks and headed to the water on Father’s Day this year. The moment we launched the boat we were met by a sheriff to go over the regulations – his ticket book in hand. Our warning was for something we weren’t even aware of – our registration numbers did not have a “hyphen or equivalent space between the three segments of the number.” It was an easy fix and we still were given a free key fob floatie – for being good on all the safety basics. Yet I was surprised at the things that “we could have” done wrong. Some of which could have been serious safety and not just costly concerns!

The Expo features a variety of interactive activities, including a designated food court showcasing local restaurants and caterers, a retail row highlighting local shops & boutiques. Voting is on site and, if last year was any indication, the competition will be intense. “We hope to see another amazing turnout from the community. It’s such a wonderful way to discover the services available in Mason County. Between the shopping and the delicious restaurants bites – it’s just too good to pass up!” says Chamber director Heidi McCutcheon. This event has the feel of a high energy block party with both businesses and community organizations drawing on showmanship and flair to get the attention of visitors while sharing what makes their business so dynamic. Small Town Charm Blossoms with Beautification Efforts Deidre Eaton | Chamber Membership Director

“What a friendly looking place!” Have you ever driven down a town’s main street while on vacation and thought that to yourself? Each year the Chamber receives thank you notes, phone calls, and numerous accolades from visitors who say just that. The lovely flower baskets that grace our streets for the summer months welcome visitors, herald small town charm, and signal the beginning of summer. Certainly, hanging 75 baskets is no small feat and it would not be possible without our community’s involvement. For many years, businesses and individual sponsors have provided financial support to cover the tremendous costs associated with the installation and upkeep of the flower baskets, streetlight banners, and Christmas decorations.

In addition to donations made towards the collective project, flower baskets may be sponsored for $200 each. This offsets the cost of materials and maintenance for the season. Citizens may choose to sponsor a basket in honor of a special someone or in memoriam of a loved one. Of course, we would be remiss to not share that gratitude is also due to Hood Canal Communications and Shelton Kiwanis Club. Each year, they organize and install these displays – donating their equipment, time and talents to the beautification effort.

Gifts of any amount are greatly appreciated and all donations received are dedicated to beautifying our community.

Easy, Staggering, and Picturesque Trails in Olympic National Park Samantha Franklin, Volunteer Coordinator | Hoodsport Visitor Information Center

As the weather heats up and you get outdoors to enjoy the scenery, remember that our volunteers at the Hoodsport Visitor Center are unparalleled in their hiking knowledge. Samantha Franklin has chosen several trails around Hoodsport – from a simple stroll to a brutal trail for local nature lovers. In 1888 Territorial governor of Washington, Eugene Semple wrote to the US Secretary of the Interior saying, “The space between Hood Canal and the ocean is almost entirely occupied by the Olympic range and its foothills. The mountains seem to rise from the edge of the water, on both sides, in steep ascent to the line of perpetual snow as though nature has designed to shut up this spot for her safe retreat forever… down in its unfathomable water lurks the giant squid, and on its shores the cinnamon bear and the cougar wander in the solitude of the primeval forest. It is a land of mystery, awe inspiring in its mighty constituents and wonder-making in it unknown expanse of canyon and ridge.” A large part of the peninsula was declared a national monument in 1906 and later designated as Olympic National Park. Alas, this year the “perpetual snow” is mostly gone but much of the wild beauty of this area has been preserved.

We are so blessed to have one of the best entrances to the Olympic National Park in our backyard. Staircase was so-named for the “devil’s staircase” originally built by explorers who mapped the region in 1890. Just sixteen miles from Hoodsport on Highway 119, visitors are sometimes disappointed there is no actual staircase; however, they are reassured by the chance to see wildlife such as elk, cougar, and even bear in the old growth forest.

It is a land of mystery, awe inspiring in its mighty constituents & wonder making in it unknown expanse of canyon and ridge.” THE RAPIDS LOOP trail is an easy, mostly flat trail that loops through ancient forest. At the Hoodsport Visitor Center, we recommend it and SHADY LANE trail to everyone. Once you enter the Park, trailhead parking

is to your right – there are restrooms and water there as well. Hikers can cross over a solid bridge that spans the North Fork of the Skokomish River and proceed on the trail which follows part of the O’Neil Mule trail. A spur trail leads to a gigantic cedar tree which perished in a storm during the 1980’s. This trail is two miles in length and would be appropriate for nearly everyone who enjoys a walk in the woods. The scenery is delightful: moss and greenery flourish in abundance and the air smells cleaner and fresher. The bridge near the rapids is a good place to stop for a photo opportunity. If you want to add an additional 1.5 miles to this hike, continue on to the Four Streams path, which is less used and quieter. It features a swampy area of red cedar and red alder, as well as a beaver pond, where four streams meet the river. You will want to have sturdy waterproof shoes to explore this stretch of the journey.

There are a number of more challenging hikes that start from the Staircase entrance as well. The hike to WAGONWHEEL LAKE is 2.9 miles with an elevation gain of 3,365 feet. This is one of the steepest trails in the Olympics. The Washington Trails association describes it as “brutal” and they go on to say that if you make it to the end of the hike “all that sweat and pain will be worth it.” Wagonwheel, itself, is a small mountain lake. The rewards of this painstaking hike are the views of Mt. Lincoln from the top of the trail as well as the walk through a lush forest. Wagonwheel is a hike you will want to prepare for, so this might be a good time to mention the Ten Essentials for Hiking listed below. This is a list of items every hiker should have on every trip. With that gentle reminder that things can go wrong in the wild, next up is a suggestion for a hike less than brutal but still a bit of challenge.

The original list was assembled in the 1930’s by The Mountaineers, a Seattle-based organization for climbers and outdoor adventurers. In 2003, the group updated the list to a “systems” approach rather than listing individual items.

The LENA LAKE Trail is a popular, yet moderate trail. It is outside of the Olympic Park in the National Forest. Fourteen miles north of Hoodsport on Highway 101, you’ll take Forest Service Road 25 for eight miles to get to the trailhead. From there, the path takes you uphill in to second growth forest with the sounds of Lena Creek beside you. You can see small waterfalls and a gigantic boulder along your way and, in just over three miles, you’ll have an elevation gain of 1,800 feet arriving at the charming 55-acre lake. There, you could linger by the lake for a picnic in the campground – just remember that you have to hike those three miles back! Or you can hike on a slightly steeper trail that brings you back into the Olympic Park and on to UPPER LENA LAKE. One advantage to staying in the National Forest part of this trail is that dogs are allowed on Forest trails, but not in the Park. At the Visitor Information Center we have trail information and several of our volunteers are avid hikers – they are happy to discuss what hike would be just right for you! We can also help you sort out which pass you need or where you can hike without a pass. The Visitor Center is located at 150 N Lake Cushman Road at the old Ranger Station in Hoodsport. The highlight – or, more appropriately, lowlight – came in early April. The Governor, House Democratic Leadership, House Republican Leadership, Senate Republican Leadership and Senate Democrat Leaders finished a “Five Corners” meeting and the press releases started flying. While these meetings were frequent and relatively productive under Governor Gregoire; they have become infrequent and unproductive after Governor Inslee took office.

The debate is simple but paralyzing: the economy is producing $3 billion in new revenue – in addition to what they originally thought they had to work with. The question of this debate has been, ‘Is that enough to balance the budget or does the state need to increase taxes to collect approximately $1.5 billion more in revenue?’ The pressure comes from several directions: First, the state Supreme Court, who ordered the Legislature to put billions of additional dollars into public schools. The state is also subject to a federal court ruling that requires some kind of fix in the mental health system to the tune of tens of millions of dollars. These, along with the upswing in the economy, are coupled with agencies who want their budgets returned to pre-recession figures, including raises for

state agency employees as well as the state’s teachers who are pressing for a pay hike after years of going without. The “ultimatum” episode summed up the 2015 regular session, which ended April 24, and set the tone going into the first special session… and also the second special session, which began May 29. Luckily, lawmakers were given a much-needed nudge when the May revenue forecast came out with more good news when it came to new revenue projecting an additional $415 million. There were a couple of bright spots for small business in Washington: •

Homebuilders were provided some relief through a bill that requires local governments to defer collection of impact fees either until the time of closing, final inspection, or certificate of occupancy. The bill covers the first 20 residential building permits, per builder, per jurisdiction.

Attempts by House Democrats to mandate sick leave for employers appear to be hitting a brick wall with the bi-partisan coalition in the Senate.

The Governor signed a watered-down bill attempting to further reform the state’s workers’ compensation system, which is a small step in the right direction.

Legislators spent most of June home in their districts while leaders attempted to hammer out a middle ground budget. Small businesses all over the state were still being urged to call their legislators and let them know what a B&O surcharge on services and a capital gains tax would do to the recovering economy.


Dangerous Levels of Marine Biotoxins in Hood Canal High levels of naturally-occurring biotoxins have prompted the closure of recreational and select commercial areas of shellfish harvesting in WA including portions of Hood Canal. “Knowing that a shellfish area is safe for harvest is important to avoid possible illness,” said Laura Johnson with the WA Department of Health. “This year has been active for biotoxins, leading to closures. It’s extremely important to check the DOH Shellfish Safety Maps before heading to a beach to harvest.” Testing has shown dangerous levels of paralytic shellfish poisoning (PSP) toxins in southern Hood Canal. PSP is a potentially fatal illness caused by eating a concentration of the single-celled organism known by its scientific name, Alexandrium catenella. Longer days and warmer waters stimulate faster growth of these organisms while calm seas allow accumulation where shellfish are feeding.

Symptoms of PSP usually begin with tingling lips and tongue, moving to the hands and feet. Anyone who has eaten shellfish and begins having these symptoms should get medical help. The DOH works with commercial harvesters to test shellfish before they are sold. Commercially harvested shellfish should be safe to eat. The Department of Health website (www.doh.wa.gov) has a complete list of open and closed areas. Be sure to obey all posted signs and remember cooking does not kill this toxin. Additionally, be aware that this toxin is not limited to shellfish. The “butter” (insides of shell) of crabs also concentrates PSP. This should be discarded if you are harvesting crabs to eat.

Paralytic Shellfish Poison FAQ How do shellfish become contaminated with PSP? Shellfish are filter feeders. They pump water through their systems, filtering out and eating algae and other food particles. When they eat biotoxin-producing algae, the toxin can accumulate in their tissue. Can I tell if shellfish are toxic by how they look? No. Shellfish containing toxic levels of PSP don’t look or taste any different from shellfish that are safe to eat. Does cooking the shellfish make it safe to eat? No. PSP is not destroyed by cooking or freezing. Who is most at risk for illness or death? Anyone who eats PSP contaminated shellfish is at risk. What about shellfish offered by restaurants, stores, and farmers’ markets? Are they safe to eat? Shellfish harvested commercially come from certified growers that must meet state and federal health standards. Shellfish they harvest are regularly tested for biotoxins.

A Transitional Time for Shelton’s Lumber Mills Heidi McCutcheon | Chamber Executive Director

After 125 years in business, Simpson Lumber Company recently announced the sale of Mill 3 and Mill 5 to Sierra Pacific Industries. SPI separately announced that it would not operate the mills, but instead will construct at least one new, state-of-the-art sawmill operation on the Shelton waterfront site. Due to this, they will close their doors in early July and reopen in 2017. Simpson expects the mill operations at Mill 3 and Mill 5 to wind down in operations leading to the final closure on July 9, 2015. At that time, all positions will be eliminated and employees in good standing will be eligible for severance benefits. While our community has faced larger layoffs in the 1980s and again in the mid-1990s, the Chamber understands that this, along with the announced closure of Olympic Panel Products in

mid-2016, is a major cause of concern for our community. As such, we held a Community Resource Fair on May 27 at the Transit-Community Center (TCC), where nearly 200 people took the opportunity to speak with representatives from financial companies to answer questions about mortgages and savings, insurance companies to review coverages and suggest changes, agencies for job retraining opportunities, others

who offered techniques to lower anxiety, and other such services. This event was jointly led by the Chamber, Peninsula Credit Union, Our Community Credit Union, Bakala State Farm and the Mason County Economic Development Council. On June 16, a job fair was also held at the TCC that served nearly double the amount of people. Another change for those workers soon to lose their jobs that differs

from those who have lost their jobs in the past – this time many Simpson employees will qualify for the Trade Adjustment Act (TAA). This will allow displaced workers to receive unemployment benefits for up to two and a half years providing they are actively enrolled in some type of formal training, be it further education, vocational trades or others educational opportunities.

There is an Alternate Trade Adjustment Assistance (ATAA) program that provides alternatives to the benefits of TAA that allows workers age 50+ who do not earn more than $50,000 annually in their new employment to accept reemployment at a lower wage and receive a wage subsidy – up to 50% of the difference between the old & new wages, up to $10,000 paid over a period of up to two years.

Additionally, Displaced Homemaker Act can also to come into effect, offering a surplus of additional benefits to the spouses of those who have lost their job. The short definition of this is when a homemaker finds him or herself “displaced” through the loss of family income of a spouse. These benefits include occupational skills, on-the-job, and entrepreneurial training, adult education and more.

There may also be financial assistance for transportation, child care, healthcare, housing or rental assistance. Rapid Response Assistance has been provided by the State and administered by PacMountain who is opening an office next door to the WorkSource Office (near Les Schwab in the Gateway Center) and will work to help those affected by the closures to navigate the different services available. The Chamber is actively working with these and other groups to support the employees, vendors, and other businesses who may be impacted by these closures. SPI will construct at least one new, state-of-the-art sawmill and lumber planing operation on the Shelton waterfront site. This is contractually required and should be operational in 2017. Simpson Lumber Company will pay out lump-sum severance payments to their employees so they can begin collecting unemployment benefits immediately. There are 135 Mason County residents of the current 275 Simpson employees. The largest percentage of Simpson employees’ age falls in the 50+ category. Olympic Panel Products will likely remain open into mid-2016. 35% of their employees live in Mason County; we do not have statistiics on the average age.

Bow Ties & Big Hats Bring in $22,000 for Chamber Programs The Chamber’s annual auction was a tremendous success with more than $22,000 raised. The Kentucky Derby Affair was held on April 24 at the Alderbrook Resort & Spa and invited gentlemen to pop their collars, women to don their hats, and everyone to bid high! Even the silent auction boasted a graceful southern style. Grand goodies to bid for included custom framed photography, flower baskets, wine tastings, and nights out on the town to world class golf, romantic getaways, Seahawks packages, and flights. Photo Sponsor Columbia State Bank made the night unforgettable capturing all the fun. In February the Shelton-Mason County Chamber Board voted to support the 'Save the Shelton Pool' efforts and to encourage the Shelton School Board to engage with the community in developing a long-term plan. Needless to say, we we re thrilled to see the Mason General Hospital & Family of Clinics (MGH) proposition to jointly be responsible for maintenance and repairs moving forward. One group, Support & Preserve Lifelong Aquatic Safety & Health (SPLASH) of Mason County, has taken the lead in raising the private funds necessary for capital improvements. SPLASH has been instrumental in raising both personal and business donations as well as holding an auction that added nearly $18,000 toward the cause. To date, they have raised $70,000 in donations and pledges for capital repair work for the pool. This exceeds their June fundraising goal of $50,000 and makes significant progress toward the group’s total fundraising goal of $100,000. Due to delays in the design process, the expected capital repairs in the pool’s mechanical room and grates will not begin until August. This allows the pool to be open in July for swimming lessons, lap swim, open swim and water aerobics.
