To Mask or Not to Mask, That is Not the Question Heidi McCutcheon, Chamber Director
As of July 7, Washington extended the No Mask, No Service requirement statewide. According to the state’s Coronavirus Response website, “Any of us can carry the virus and not realize we’re spreading it when we talk, cough, or sneeze. Face coverings are required statewide in all public spaces.” To some, it’s more than a piece of cloth. It is a lifeline, a safety net that signals concern and respect for the health of the community. For others, it’s an alarming ebbing away of our rights from which we must protect ourselves. To all of us, it is divisive. I have seen people shouting at one another in retail stores over the issue and I have heard accounts of deleting lifelong friends from social media pages over the mask debate. It hurts all of us. While you may not have considered it, the requirements are also hurting our business community. There are three face cover orders in place: a requirement for employers to provide appropriate face coverings or masks to all employees who don’t work alone; a statewide order directing all individuals to wear a face covering in any indoor public setting or when outdoors and unable to maintain 6 feet of physical distance from others; and the governor’s order directing businesses to require and enforce the use of face coverings by all customers or visitors.
Businesses are now being held accountable for enforcement. Just days following announcements by law enforcement agencies that “the statewide face covering order is a public health and safety measure. It is not a mandate for law enforcement to detain, cite, or arrest violators…” the governor took steps to put the responsibility on businesses. While Inslee cannot force Washington State Patrol to enforce, he can fine businesses, shut their doors, and revoke their business licenses. Local businesses are the heartbeat of our community. In fact, it is found that an average two-thirds of every dollar spent at small businesses stays in the local community. For every ten employees at a small business, another seven are supported here. Our businesses are vital to a healthy economy and you can help pull them through this difficult time. Consider the times a local salon sponsored a little league team, or a construction company donated to an auction, a restaurant provided gift cards to school programs,
or a manufacturer contributed to local nonprofits. This year already, our businesses have been required to close up shop, jump through hoops, navigate consistently changing requirements, and implement demanding safety precautions. Now they are required to do what law enforcement would not: ensure that any customer or client who patronizes their businesses wears a mask. Regardless of an owner’s personal position on masks, it’s likely that the risk of being fined on the heels of dire financial impacts due to the pandemic is simply too much to chance. Before you decide not to shop somewhere because there is a sign requiring you to wear a face mask (also mandated in the governor’s order), consider this: would you be willing to pay $1,000 to exercise that right? There is only so much more that our small businesses can shoulder alone. Our neighbors need community support. Now is your time. What will you do to support our local businesses?
Chalk the Walks
In a world that’s often complicated, let’s try something simple with superhero-type power in spreading positive vibes: Chalk the Walks. On Tuesday, August 18, people across Mason County will head outside to spend some time writing uplifting messages and creating chalk artwork on sidewalks, driveways, and even parking lots. It is amazing how these small designs make our community more cheerful for everyone to enjoy.
For the seventh year running, the Chamber will join The Joy Team to host a community-wide sidewalk chalking event. All you need is a box of chalk to get the fun started. Just remember to follow some basic rules of etiquette:
•Be respectful: consider your neighbors and others who will see your chalked walks. •Remember the mission: the goal here is to spread joy, optimism, and inspiration; if what you’re writing doesn’t accomplish that in a pure and simple way, please reconsider. •Keep it clean: it is very difficult to spread joy if your content is offensive; if an 8-year-old shouldn’t read it, don’t write it. •Have fun: play is important to our mental and emotional health; connect with your inner child, be playful, have fun.
Artists can share their handiwork using #ChalkTheWalksMasonCounty posting photos of positive chalk messages. By the end of the day, there will be an inspiring collection of images from all over Mason County (and even the world!) spreading joy, optimism, and encouragement through the playful power of sidewalk chalk. Stop by the Chamber office at 215 W Railroad Ave to pick up a complimentary box of chalk. Limit one per group until supplies run out.

As I wrote just a few weeks ago, I was encouraged by the progress we had made as a community and a society as we were approaching Phase 3 of the reopening plan. I believe our community can continue to maintain our Phase 3 status through continued practice of social distancing and wearing of face masks when we are in closed spaces or are unable to maintain a safe distance from one another. Many businesses and nonprofits that temporarily closed have reopened under new guidelines and are working out the logistics of operating in this new normal. As business leaders, we need to be aware of the constant changes and how they may affect our businesses, particularly as the Federal Government continues to revise the implementation of specific stimulus packages. Your Chamber team has been working hard to remain current on these programs and guidelines and stand ready to answer questions. This will be our reality for the foreseeable future.

Our ability to enter Phase 4 is now likely to be further out than initially proposed. There is hope that some communities may be able to open additional activities in a modified Phase 3, providing they are approved by the Governor’s office. Employment Security Department fraud tops $650 million and will grow By Mark Harmsworth, Washington Policy Center June 4, during a webinar updating the press on the current unemployment benefit problems, the Employment Security Department (ESD) estimated the money lost to the Nigerian unemployment fraud was between $550 and $650 million. Approximately $333 million has been recovered with the help of the federal government. ESD was not confident that they had all the data yet and the number may go higher as analysis continues. Other independent reports have indicated that the impact to the unemployment fund may be as high as $1 billion lost. The fraud issue is not the only problem facing ESD. The weekly employment numbers have accelerated decline in the unemployment trust fund balance. In a presentation to the Washington State Senate on May 25, ESD finally acknowledged the fund balance will be depleted sooner than expected. In three scenarios laid out to the State Senators by ESD, the balance will hit zero later this year or early next year. The estimates that ESD provided are overly optimistic. With current benefit payouts averaging $250 million per week from the state portion of the fund, the current trust fund balance is projected to be around $3 billion. Based on the current rate of benefit payouts, federal assistance will be needed within the next 60-90 days to keep the

fund solvent. If the unemployment fund continues to decline as projected by ESD, even the most optimistic projection shows $5 billion will be needed to replenish the fund to 2019 levels and an additional $2 billion will be needed to pay back federal loans by November 10 of the second year the loan was taken. That is an additional $7 billion to small business in addition to the projected $7 billion the state is currently anticipating to the general fund. “Employers are going to see a large tax increase to replenish the fund. This is the wrong approach. It penalizes employers who were forced to lay employees off by the government.” ESD also has suggested that the fund will not be able to support a tax holiday or postponement of tax payments and is predicting employers are going to see a large tax increase to replenish the fund. Many of these employers, who until the government mandated COVID-19 layoffs occurred, had no or very few layoffs and now they will be expected to pay increased unemployment tax rates.
ESD provided updated numbers for the delays in benefit payouts. As of June 1, 190k benefit applications had not been approved, though this number was expected to decrease significantly in the next week. Part of the 190k includes fraudulent claims so the department is slowing payments to verify applicant identities prior to issuing funds. The management of the unemployment fund over the last months has highlighted the need for significant reform. The fraud and unemployment fund stability problems existed before COVID-19 and should have been corrected much sooner. The COVID-19 crisis did not create the problems in the Unemployment Security Department systems, it just made them worse. Based on the slow-phased approach to reopening the economy, unemployment will be kept artificially high. The best way to regain the state’s fiscal health is to bring jobs back. Once people go back to work, they start paying into the unemployment fund instead of drawing money out. The longer businesses are forced to remain closed and workers are home, the larger this problem will become.

Acme Fuel Company announced remodeling and paving is complete at their Lilly Road Fast Fuel station and is back open to the public as of June 23 with new pay-at-the-pump dispensers. The free shred event hosted by Our Community Credit Union in June was a win-win. 8,000 pounds of shred; 1,049 pounds of food donations for a local food bank. Habitat for Humanity of Mason County collaborators and volunteers celebrated the completion of House #31 and a dedication was held June 28 for the Tibbits family.
