ffective October 3, 2015, the Consumer Financial Protection Bureau (CFPB) implemented a rule, TILA RESPA Integrated Disclosure (TRID). This rule seeks to simplify standard loan documentation, limit fees charged to consumers, make documentation easier to understand, aid consumers in comparison shopping, prevent surprises at the closing table, and clarify timing requirements for disclosure of final loan terms and costs. Here’s what you need to know about the changes put forth by the new “Know Before You Owe Rule.”

In which transactions does TRID apply? The new TRID law applies only to closedend consumer credit secured by real property. It does NOT apply to: reverse mortgages, home equity lines of credit (HELOC), loans secured by a dwelling that is personal property (a manufactured or mobile home), and certain no-interest housing assistance programs.
New Form #1 Loan Estimate Two existing disclosure documents – Truth in Lending (TIL) and Good Faith Estimate (GFE) – are being merged into one new 3-page document called the Loan Estimate. This document provides a summary of key loan terms and an estimate of loan closing costs. It must be delivered no later than the 3rd business day after the application is received. After an interest rate is locked, the loan originator has 3 business days to provide a revised loan estimate. Delivery of the loan estimate also begins a required 7 business day waiting period before loan consummation.

New Form #2 Closing Disclosure The Final TIL (Truth in Lending) and HUD-1 will be combined into a new 5-6 page Closing Disclosure to help borrowers understand all costs associated with the loan. The Closing Disclosure must be provided at least 3 business days before loan consummation and it is considered delivered 3 business days after being placed in the mail. Therefore, in this case, Saturdays are included in the definition of “business day”. It is also important to note that a loan is consummated when a borrower becomes contractually obligated to a creditor, not a seller, on a real estate transaction. The seller’s copy of the Closing Disclosure is not subject to the same timing requirements and can be delivered before or at loan consummation. No fee is charged for preparing or delivering the Closing Disclosure.
How to Avoid Closing Delays Consistent communication among REALTORS®, settlement agents, loan originators, title service providers and creditors will ensure a smooth process and help avoid last minute changes that cause delays. If a change occurs after the initial Closing Disclosure is provided, but before consummation, the creditor is generally permitted to provide a revised Closing Disclosure at or before consummation. But the following changes will require a new three business day waiting period, in addition to re-disclosure: • APR becomes inaccurate (Only if APR increases). • Loan product changes (For example, a change from adjustable rate to fixed rate). • Addition of a prepayment penalty. Even hiring one for just a couple hours of consultation will help you put together a plan that can sometimes seem overwhelming. But it will be well worth your time and money! But, if you’re venturing out on your own and want to decorate like a pro, here are a few simple tips that will help you get the job done.
First of all, begin with a vision What do you want the room to look and feel like? If you’re drawing a blank here and need some inspiration, go to the internet. There are so many designs to see on places like Houzz or Pinterest. Find pictures that have

the color, style and feel you want for the space you’re decorating and save to a “vision” folder.
Keep your family’s lifestyle in mind when choosing your design Are you comfy and casual or traditional and formal? While white may look great, is it functional for your family? If you have pets, try a stain-guarded or pet-protect carpet that can be bound into a rug. This also allows you to make it your own size, which is great for odd-shaped rooms! There are so many new designs and colors.
Simplify Get rid of any clutter that may take away from the design of your new space. Use baskets and functional pieces that can hide things you need but don’t necessarily want laying around.

Consider your space Take into consideration the size of the walls, windows and ceiling height. If you have higher ceilings, you’ll want to use bigger pieces, but if you have smaller spaces, you’ll want to make sure that the amazing piece of furniture doesn’t overpower your room.
Less is more With today’s designs, you’ll find less little knickknacks and more bigger, bolder pieces. You don’t have to eliminate all of the smaller things, but make sure they fit the space. For instance, stack a couple of books together and place a smaller item on top.
Measure first Make sure to measure your space before you make any purchases, especially when it comes to rugs and furniture. Knowing the space that you have to work with, will eliminate the headache of having to return things that don’t fit.
Paint Painting is an easy way to change the feel and mood of a room very inexpensively. And, a fresh coat of paint will make it feel new again.
Add a pop of color If you’ve chosen a monochromatic or neutral design, throw in a pop of color with a pillow or unique accent piece. If you keep your overall design fairly neutral, you can easily and inexpensively modify and transform your look by changing pillows and small pieces. This is great for seasonal changes!
Mix it up Don’t be afraid to mix and match styles, textures and designs. The new rule in decorating is that there are no rules! Do what looks good and feels good to you. Rustic and industrial go great with contemporary and classic. If you put it together and you don’t like it, change it up, move it around. Sometimes it takes a little trial and error to find what works for you.
Lastly, layer it and set the mood Layer the lighting in your room by selecting floor lamps and table lamps, even hang a chandelier in the corner for an elegant effect. Controlled lighting adds ambience to your space and creates an atmosphere that is warm and inviting. Decorating like a pro is easily accomplished with a little time, effort and a good plan. So, get out your paintbrush and measuring tape and have some fun. Express yourself and create a space that everyone will love!

Blower Door and Thermal Imaging Tests A blower door fan sucks air from the interior, causing outside air to be drawn into the house through all leakage points. A technician finds air leaks in your home’s “envelope” and measures lost energy. A Thermal Imaging Study uses an infrared camera to inspect behind walls to find paths of air loss.
Reporting and Correcting the Findings Based on findings, a proposal is developed that identifies steps to reduce conditioned air loss and increase comfort, as well as lower energy use and costs. There are many things that the home owner may do on their own, such as sealing leaks in the home by caulking around windows, electrical outlets and switch plates, and weather stripping around doors. Reducing energy usage by having Heating and Cooling systems serviced annually and changing from incandescent to CFL or LED Lighting. But for the best results, experts in the field perform critical energy saving services to address specific problems identified, such as adding attic insulation, sealing leaks in your home and ductwork, encapsulating crawl spaces and more. A
new deck or patio can be the perfect gathering place, adding a new dimension to your yard and creating space that you didn’t even know you had. A wellplanned outdoor living space can become a home owner’s backyard getaway, but the wrong deck or patio can end up as unused dead space. Keep the following in mind and you’ll find yourself enjoying the sunshine from your outdoor retreat in no time.
Patio or Deck? When deciding on whether you’d like your new outdoor haven to be a patio or deck, first do some research. Some areas have building codes or terrains that dictate one or the other. The Huntsville Madison County Builders Association is a good source of information. What kind of budget are you looking at? Decks can be a more affordable option than patios, but concrete, while more expensive, tends to be the sturdiest material with the lowest maintenance needs. Several factors can determine whether a deck or patio is best for you: • How much weight does your space need to hold? If you are considering a huge hot tub or spa, a patio might support its weight better. • What about climate? Will the surface become too hot to walk on during summer’s peak?
• Does rain or snow create runoff problems on a flat patio surface? If you have a rough backyard terrain, a raised deck may end up your best choice instead of expensive excavation for patios. Likewise, if you dislike dirt or have pets, consider a raised deck. Remnants from sand and stone patios easily find their ways into clean houses. A raised deck also may work as a better option for low-lying yards that tend to become soggy when it rains.
Choosing the Design Once you’ve determined whether a deck or patio is best for your home, the possibilities are endless. For home owners on a budget, it’s suggested that you use a sand and stone or brick patio. Stone, brick and concrete pavers are available in a range of styles and colors and are durable. Remember that site preparation is important for drainage, grade and proper placement, and can be a lot of work for the DIYer. Weeds also can pose more of a problem with patios. When in doubt, leave it to a professional with the experience, not to mention equipment, you need. Flagstone and concrete patios are also popular among home owners. Remember to allow for expansion, however, to prevent cracking. Cracking in concrete is inevitable, but it can be minimized with the proper installation.

Materials Matter Most decks are made of wood, ranging from pressuretreated pine and fir to more durable – and pricey – woods such as red cedar, redwoods and tropical hardwoods. No matter what the type, wood decks require maintenance and even then, with less expensive woods, swelling and warping will still occur over time. To reduce the amount of maintenance required, consider composite and vinyl decking. These materials are less susceptible to swelling and also are more resistant to insects. The cost, however, can be significantly higher, particularly if coordinating railing and balustrade systems. Concrete decks, while much more expensive than wood or composite, are the most durable and require only the occasional pressure wash and periodic re-sealing. And no longer just drab grey, concrete is now

available in a nearly limitless variety of styles, colors and patterns.
Location, Location, Location Before beginning your outdoor project, assess your space. Where do you have the best sunlight? Do you want to use your space for dining or grilling? If so, do you have a large enough area for tables and chairs? Is there one area of the yard that is quieter and has more privacy from neighbors? A good home builder, remodeler or landscape architect can help you design a master plan that’s right for your space and your ideas. Once your patio or deck is built, only your imagination limits the extent of your retreat. Plants, flowers, trellises, decorative screens, garden sculptures, fountains and furnishings can all enhance your backyard haven.

Call customer references. Ask the tough questions: • How much was the original bid? • How much was the final project? • How did the builder handle communi- cation? Did he/she keep you informed at all times? Were there any surprises? • Did the job finish on schedule? • Are/were you satisfied with the project’s quality and workmanship? • Has the contractor handled punch list items and call back items to your satisfaction?

Verify the builder is licensed. In the State of Alabama, a residential home builder and/or remodeler must be licensed with the Alabama Homebuilders Licensure Board which is located in Montgomery, Alabama. To find out if the builder is licensed, ask for a current copy of their home builders license (which is different from a business license), contact the Board at 1-800-304-0853 or check on-line at www.hblb.state.al.us. Check with the local

Better Business Bureau to see if there is a history of complaints and with the local Builders Association. Ask for proof of insurance; general liability and workman’s comp (when applicable).

Obtain 2 or 3 bids. When comparing estimates, be sure each is based upon the same set of plans, specifications, and scope of work.

Be sure you have a good rapport with the builder. Good communication is essential with your builder. You are entering into a long term relationship and you must feel comfortable asking questions of the builder and communicating your feelings.

Be sure you understand the contract and warranty. There are no stupid questions!

Once you’ve selected your builder, let the person do his or her job! Stay informed and make timely decisions when requested. Pick a plan and stick with it. Changes cost money, and clients are often their own worst enemy during the job’s progress.

And finally, trust the relationship you’ve created. In the end, the goal is to be happy with the finished project.

hether you are planning ahead for aging parents or for your own future needs an Aging-in-Place home is one that accommodates inevitable physical changes that can occur with aging.
