Awards & Installation of Officers

At the January Awards Banquet and Installation of Officers Ceremony, the Huntsville Madison County Builders Association presented the James “Jim” Jones Associate of the Year Award to an associate member based upon their participation in the Association with regard to activities, attitude, reputation in the business community and reputation with fellow builders and associate members. The 2016 award was presented to Trevor Cole of The Design Center at Across the Pond.

Also presented at the banquet was the 2016 Builder of the Year Award. This award is presented annually to a builder member of the HMCBA based on their professional reputation with home owners, governmental agencies, and among fellow members. It is also based on the builder’s participation in both the local and state associations as well as their participation in community affairs, civic and service group activities and charitable activities. This year, the award was presented to Mark Rovere of Action Builders Inc. Two awards for recruiting new members for the Association were awarded to a builder member and an associate member. The Builder Big Spike was presented to Bryan Pogue of Matrix Builders Inc. for recruiting 3 new members during 2016. The Associate Big Spike was awarded to Russ Wilson of Wilson Lumber Company for recruiting 5 new members last year.

A New Member of the Year Award is presented to a new member company who has become involved in Association events and activities during their first year of membership. For 2016, Parksite Inc was presented with the New Member of the Year Award for their participation in Association activities. The 2016 Annual Membership Promotion was “Going for the ‘Goal’d“. Members competed against each other to recruit new members each quarter. For those who recruited new members, their names were placed in a drawing for a grand prize in each division. Bryan Pogue (Matrix Builders) was the winner of the 2016 “Going for the ‘Goal’d“ Membership Drive Builder Division and pocketed $500 cash! Bret Slaton (Slaton Custom Homes) was the Associate Division winner and received $250 cash. The Affiliate Division winner went to Joe Sutton (Avadian Credit Union) and he received $50 cash. Thanks Guys for recruiting new members in 2016! This year, for our members who participated in Retention Calling for Members, the Association awarded a $500 cash bonus for their participation. The award was presented to Gene Satterfield of All Weather Heating & Air Conditioning Inc. For serving as HMCBA president for 2016, Byrne Turner presented TJ Meers of Meers Construction with his Past President’s Service Award for his hard work and dedication to the Association and its members and activities over the past year.

President’s Message

Alabama and is an excellent way to promote your company. If you are not participating, I strongly encourage you to do so. This is not only our largest source of non-dues revenue, but also a huge member benefit offered by our association.

With one of the mildest winters I can remember fading away and spring just around the corner, we find ourselves drowning in rain. Have you ever noticed builders are like farmers, the weather is never “just right”? Soon the spring rain will pass and we will be able to make up for all of the rain delays.

2017 Building Home and Remodeling ShowSM Consumer confidence continues to soar, the economy continues to grow, and it showed in the attendance to the 2017 Building Home & Remodeling ShowSM. The ShowSM was a huge success in every aspect. The attendance was excellent all three days. I personally found a large percentage to be serious buyers/potential customers. Over 200 companies were able to showcase their products, thus gaining leads for future business. The Building Home & Remodeling ShowSM is the largest show of its kind in north

I want to thank him for taking time from his busy schedule to join us. I also want to recognize each of our outstanding members who received awards: Builder of the Year Award- Mark Rovere; Associate of the Year- Trevor Cole; New Member of the Year- Parksite Inc; Builder Big Spike- Bryan Pogue; Associate Big SpikeRuss Wilson; and Retention Calling Bonus Prize- Gene Satterfield. Past Events The Jim Jones Member/Guest Bass Tournament at Goose Pond Colony on April 7th was a well-attended and exciting event. The fisherman had a cold and breezy day to fish, but everyone had fun and some big fish were caught. Look for more info in the next issue of The Cornerstone.

Our Business After Hours on April 13th was another fun event. The Easter Bunny made his appearance and helped members with an Easter Egg Hunt. Many exciting prizes were given away including $100. Look for more info in the next issue of The Cornerstone. These General Membership meetings are an excellent time to bring prospective new members. Success Involves Participation The success of our association does not just happen. It takes hard work, planning, execution and experience. Events like the Building Home & Remodeling ShowSM are great for our community, the association as a whole and each member individually regardless of participation. Exciting people about our industry breeds business for each of us. The ShowSM was a huge success due to several factors but mainly the Event Coordinator Theresa Kennedy and Executive Director Lynn Kilgore. The entire staff gets involved in the execution of the ShowSM before it’s over and finally the member volunteers. Be sure to thank them for a job well done and all of the overtime they put in to ensure a successful show. I am excited about the future, excited about the direction of our industry. I look forward to seeing each of you at upcoming events and wish each of you success in your business.

Your Membership Dollars Working for You Key Alabama Legislative Issues for 2017 Home Inspector Legislation

The Home Builders Association is promoting legislation in the 2017 session that would further regulate the home inspector profession. Specifically, the HBAA is proposing the creation of a Home Inspectors Board of Licensure that would exist under the Alabama Building Commission that would provide direct oversight to the industry. What will this legislation do? • Provide much needed consumer protection by promoting professionalism in the trade. • Require that inspections be based on code deficiencies and explained in simple terms. • Restrict cosmetic or aesthetic observations to an appendix in the report. • Restore public confidence in the home inspection industry.

Real Estate Appraisals

Members of the home building industry in

Alabama are still reeling from the effects of the economic downturn. Although some sectors of the economy have begun to rebound, home construction is stalled by lagging appraisals. In many instances, appraisers are failing to provide actual value due to a lack of understanding of the acceptable methods of appraising true value, but also by a refusal to conduct a cost approach appraisal on new construction. Reliance on the market approach for appraisals artificially deflates actual value by not accounting for increases in material and regulatory costs. How do we solve this problem? • Educate appraisers on approved and appropriate means of establishing true value. • Require a cost approach appraisal on all new construction.

What will this legislation do? • Expand consumer protections by going after unregulated sectors of the industry. • Promote durable construction and reduce wind damage insurance claims. • Authorize the board to require proof of insurance coverage of licensees.

The Remodelers Council has set out to achieve the goal of growing their membership in 2017. If you are in the remodeling business and are not a member we highly encourage you to join! The Remodelers Council is an arm of the Huntsville/Madison County Builders Association organized to provide assistance to those persons and firms whose primary occupation is the remodeling industry. Membership is comprised of remodeling contractors, subcontractors, suppliers, and supporting industries. Benefits include educational workshops at a reduced rate, networking opportunities, consumer referrals insurance programs, and many others. The annual membership dues are $55.00. The Council meets once a month and plans several Lunch & Learn’s throughout the year.

February Lunch & Learn

In February the RC hosted a Lunch & Learn titled, “Wiring for the Future.� Harrison Diamond, Business Relations Officer at the City of Huntsville, and Paul Leake from Legrand spoke to the group about connecting the tech infrastructure in the Huntsville region with the home products of today and the future. With the Huntsville and Madison County area putting a focus on creating a sophisticated fiber network there will be tech capabilities in the coming years that will provide unique remodeling and development opportunities in homes. This Lunch & Learn was well attended and well received, and gave insight to how the region got to this point

In addition to hosting a Lunch & Learn, the Remodelers Council participated in the 2017 Building Home and Remodeling Show. Members of the Council were able to meet with many patrons of the ShowSM to inform them of the Council

and share information on home remodeling and how to choose a remodeler. Information on each member of the RC was distributed at the booth; one of the many perks to joining the Council. Regulatory Affairs Update YOUR MEMBERSHIP AT WORK FOR YOU! Alabama Political Shakeup & Legislative Session

The 2017 political cycle has gotten off to a fast start, especially here in Alabama. President Donald Trump took office in January and that set off a series of events in the State of Alabama. After a heated confirmation debate, Alabama Senator Jeff Sessions was confirmed as the Alabama 84th United States New Political Attorney General, Appointments and the first Alabama native to assume that office. This set off a chain reaction for the Alabama political landscape. With Senator Sessions taking on a new role, it was up to Governor Bentley to appoint a new U.S. Senator to fill Sessions’ seat until the 2018 election. Governor Bentley appointed Alabama Attorney General Luther Strange to that position. That led to Governor Bentley’s appointment of Marshall County District Attorney Steve Marshall to fill the vacancy left by Luther Strange. We look forward to working with these three Alabamians in their new positions. In addition to the shifting political makeup of our State, the 2017 Alabama legislative session kicked off in February. There are several legislative items relevant to the residential building industry that will be introduced in this session. One item will be the introduction of revisions to the Home Builders Licensure Board Law. The legislation introduced will do the following: eliminate the monetary threshold for requiring a license, clarify that the board has the authority to issue more than one type of license, define UP TO

advertising as proof of acting as a home builder, provide clarity in the powers of the board to hire staff to carry out the functions of the statue, and clean up language in the statue. In addition, House Bill 66 by Rep. Tommy Hanes (R) of Jackson County has been introduced. The bill allows plumbers to be eligible to take training to become certified to install sprinklers in residential structures. This bill has been presented before. The HBAA is supportive of the voluntary nature of the bill as well as its requirement that the State Fire Marshal collect and publish data on structural fires, including the age of the structure, cause of the fire, code the structure was built to and materials used in the construction, among other data. Be on the lookout for updates of these as they go through the legislative process!

ADA Compliance

The Huntsville/Madison County region will be enforcing ADA compliance more stringently. This was brought to our attention by Madison City Administrator, Taylor Edge. He has encouraged us to communicate federal guidelines and strict compliance of these requirements to our members. He also stresses how important it is for us to work together to build and maintain ADA compliant features around our community. It is a huge benefit for builders and subcontractors to communicate with our development services personnel in the cities and County so we can keep their projects on budget and on schedule. So please adhere to the regulations and please work with public officials throughout the building process. Below are some recently shared updated ADA regulations.

1. A single flared curb ramp in the intersection radius is not adequate to guide the blind in the right direction to cross a roadway. Two ramps per radius are required to meet this requirement. 2. Curb ramp slope cannot exceed 8.33%. A landing will be required at a level below the back of curb to transition to the normal sidewalk level. 3. Cross slope on sidewalks is 2% max. No tolerance for above 2%. Anything above 2% will be non-compliant and rejected. 4. If sidewalks are provided in a subdivision, all must meet the new guidelines. Subdivision plan review will require an accessibility plan review for all slopes and cross slopes. 5. At intersections with stop or yield control, the maximum grade through the intersection is 2%. 6. At intersections without stop or yield control, the maximum grade through the intersection is 5%. 7. The minimum sidewalk width is 4 feet. To allow wheelchairs to pass, a 5X5 foot passing pad must be built every 200 feet. 8. May need to increase minimum width of sidewalks to 5 feet because of #7 above. 9. Sidewalks must pass through driveways at a 2% maximum cross slope. Driveway slopes to garages cannot begin until beyond the sidewalks. 10. Storm boxes will be required as necessary to prevent water standing or crossing curb ramps. 11. Final inspections of all improvements will be checked for slope and cross slope requirements. If we do not require it to be built correctly and accept non-compliant work, the City will be responsible to rebuild the work. 12. Trees in rights of way will need to be restricted to prevent root heave from pushing sidewalk cross slopes beyond the maximum allowed. Street trees will have to be specified that are small with non-invasive root systems.

Industry Career Council Madison County Career Tech Center

The Huntsville/Madison County Builders Association has renewed its commitment to the Madison County Career Tech Center by supporting the Plumbing and Gas Fitters Program. The program is designed to train students from the Madison County School System in the trades of plumbing and gas fitting to prepare them to enter the field upon graduation. Our Association has invested funding and time to sustain and grow the program to help fill a gap in workforce needs and to provide an educational opportunity for students interested in pursuing a trade. The Association Foundation has donated over $9,000 to purchase supplies and the apprenticeship cards that allow the students to be eligible to take their journeyman’s test in the program. In addition, the Association of Code Officials of North Alabama and the Code Officials Association of Alabama each donated ten code books to the program. This gives them the necessary educational resources so that they can prepare for their journeyman’s test. The fourteen students in the program have already seen the benefits of our support by having sufficient material to build structures that allow them to simulate real-world plumbing and gas fitting scenarios.

Industry Career Council Members

Our Industry Career Council consisting of the following members: Dennis Dean, Scott Dean, Larry Durham (Chairman), Gene Satterfield, and Mark Stephens have spearheaded the Association’s efforts in bringing this program to life. In addition, the program’s instructor, Donny Dean, has done an outstanding job instructing this class and welcoming the Association and our support. This group has dedicated their time in developing the program by meeting with the Madison County Board of Education and Superintendent, and analyzing the best plans of action for the program to succeed. We look forward to continuing the growth of the Plumbing and Gas Fitters Program and will look to carry this blueprint of success over to other trade programs in the near future.
