It is with great esteem for our Association that I begin my tenure as President for 2016. I would like to thank our past president for 2015, Kenneth Maze, for leading our Association forward and for the example he has set. I would also like to thank our staff and the association’s membership for entrusting me with the position of President in 2016.
Reflections on 2015
The start of a new year is certainly filled with hope, but it is also a time to reflect on our accomplishments from 2015. Under Kenneth’s leadership, the HMCBA steadily increased its membership, while maintaining a retention rate above the state average. The Building, Home, and Remodeling Show once again proved

why it is one of the premiere events in North Alabama for showcasing the latest products and trends in our industry. The Showcase Home in McMullen Cove, built by Mark Harris Homes, featured state of the art amenities and was a rousing success. The Spring Tour of Homes presented 64 homes and The Parade of Homes showcased 71 homes in 55 different subdivisions. Along with the numerous awards our association won on the State level and with the variety of successful events including The Chandler Family Nail Driver’s Open, The West Family Member/Guest Bass Tournament, and the 15th Annual ChiliCookoff, Kenneth is leaving behind a firm foundation for continued success in 2016.

To our members who are actively involved in the association, thank you for your time and dedication. To our members who are not actively involved, I would encourage you to become engaged in your association. Active members are the life blood of our organization, and it is important for the continued success of the HMCBA.
Looking Forward to 2016
I am encouraged by the upward trend of the building industry. Total U.S. employment is well above the peak in 2008, mortgage rates are still at historic lows, and home equity has Congratulations! nearly doubled since 2011. HBAA Awards Presentations During the Home Builders Association of Alabama’s (HBAA) November Convention in Sandestin, Florida, Roy Johnson of Madison was named the HBAA’s Jerry Kyser Builder of the Year for 2015 and Larry Durham of Huntsville was named the HBAA’s Buddy Berry Associate of the Year for 2015. The Jerry Kyser Builder of the Year Award recognizes a builder member from a local association with more than 500 members who has shown outstanding service to their local and state associations, their community and the building industry as a whole.
Johnson is a longtime member of the HMCBA. He has served on its Board of Directors since 1992 and has been involved with multiple committees, including the Governmental Affairs, Membership, and Parade of Homes Committees, among others. In 2005 he served as HMCBA President. He was inducted into the HMCBA Housing Hall of Fame in 2012. At the state level, Johnson has been actively involved in the HBAA’s Public Relations, Membership and Land Developers Committees. He served as Chair of the HBAA’s Investment Property Owners Council from 2013 to 2014. He is currently serving as an HBAA Presidential Appointee.

Governor Kay Ivey to a 5-year term representing the 5th District on the Alabama State HVAC Board. He served as President of the Southeast Madison County Business Association in 2013. He regularly volunteers his time as a member of the New Hope Athletic Booster Club and serves as Head Coach of the New Hope Alumni football team.

HBAA Winter Conference Recap The Home Builders Association of Alabama (HBAA) held its state convention the first week of November in Sandestin, Florida with many HMCBA members in attendance.
Topics of Discussion
The Huntsville Madison County Builders Association (HMCBA) played a prominent part at the convention. Topics initiated by the HMCBA were regarding the termite bonds on new homes and the unintended consequences of the State Energy Code were discussed, as was our “Ask to See the Card” campaign. This campaign was conceived by our local Remodelers Council and it had

the full support of the City of Huntsville.
City of Huntsville Mayor Tommy Battle was featured in the 30 second television public service announcement. Other large Associations were encouraged by Chip Carden, Director of the State Home Builders Licensure Board, to solicit their respective Mayors to follow suit and get the message out to the public to “Ask to See the Card” before contracting with a Builder or Remodeler.
Workforce Development Initiative The HMCB Foundation was very involved in the workforce
development meeting due to the Plumbing and Pipe/Gas Fitters career program which began in August 2015. The HMCBA is on the forefront of the State workforce development programs in an attempt to create skilled workers for the building industry to relieve the critical shortage in skilled building trades workforce.
ABPAC & BUILDPAC Check Presetations
President Kenneth Maze presented the state ABPAC and BUILDPAC chairpersons with checks at the Board of Directors meeting both of which exceeded the 2015 goal set by the HBAA and NAHB for the HMCBA. A huge thanks to the membership
for contributing to the PACs and refilling the coffers for the 2016 elections. HMCBA was the first large chapter to make its 2015 goal.

HMCBA received recognition in several categories: membership, governmental affairs and marketing events at the Awards Banquet. Changes for the Remodelers Council
The Remodelers Council, after reviewing a survey sent to Remodelers Council members in November, is in the process of revamping the activities of the Council. The Council wants to be relevant and informative to its members. Plans are in the works to provide new programs, pertinent educational information, new remodeling techniques and ways for the members to profit from their membership.
“ASK TO SEE THE CARD” CAMPAIGN A SUCCESS
The “Ask to See the Card” campaign has been an unqualified success. Both the Huntsville City Attorney and the Madison County District Attorney have committed to more aggressively prosecuting unscrupulous contractors, fly-by-night repair firms and material suppliers due to the campaign. The Remodelers Council with your support will continue to fight for a “level playing field” for all our members who obey the laws and regulations governing the remodeling and home building business. If you are involved in the remodeling business as a supplier of services, materials or engaged in remodeling homes and commercial building, please consider joining and becoming involved in the Remodelers Council in 2016. The dues are only $55.00 per year and are a bargain.

The Federal Department of Justice is preparing new rules for pedestrian access for sidewalks in public rights of way. We expect these rules to become law in the near future. We have recently measured sidewalks and curb ramps in a variety of subdivisions and have found a near 100% failure in compliance with the proposed rules. These failures included: 1. Cross slope failures, the rules have a 2% maximum cross slope on all sidewalks. Measured cross slopes varied from 0 to 10% with over 80% of all measurements exceeding the maximum. 2. Cross slopes at driveway crossings, the rules have a 2% maximum which also applies to driveway crossings. All measurements failed. 3. Width of sidewalks, the rules have a minimum width of 4 feet. On the subdivisions with 4 foot sidewalks, 50% measured 3’-11”. 4. General uniformity of sidewalk surfaces. The cross slope requirement does not say how it will be measured. We used a 4 foot level but others are using a 2 foot or 6 inch levels, both of which will affect the results. We routinely had sidewalks with a ½” sag or hump across the 4 foot width. The non-uniformity of the sidewalk surface will increase failures with the smaller levels. Please instruct your sidewalk subcontractors that the City will expect all sidewalk construction to be compliant with ADA requirements. Effective 1-1-2016, any sidewalk determined to be in non-compliance with the new rules regarding cross slopes and minimum widths will be rejected and must be replaced. The Associate Council is excited about the upcoming events that will take place throughout the year. The first event will be the annual Building Home and Remodeling ShowSM in March - this is the largest event the Association puts on and, as always, we’ll need all hands on deck to make this a successful Show. Next, in the Spring, we’ll head to the water for the Jim Jones Member/Guest Bass Tournament at Goose Pond Colony. Regulatory Affairs Update ELECTION 2016:
2016 is an important election year for the HMCBA! City of Huntsville, City of Madison, Madison County Commission and Madison County Commission Chairperson are all local elections of great importance to this Association. In addition, there is a Federal election for the President, U.S. Senate and U.S House of Representatives, all of which make for a very busy year.

A great example of this service is one of HMCBA’s own, Richie Whorton, All Star Enterprises, elected State Representative in 2014, and who distinguished himself as a freshman member of the State Legislature. It would be a huge asset to the HMCBA to have the tandem of Larry Durham and Richie Whorton working together to serve our County locally and in Montgomery.

The County and Federal PRIMARY election is on Tuesday March 1st and the General election is on November 8th.
District 3 - Madison County Commission:
Our own LARRY DURHAM, Durham Service Company, was endorsed for this County Commission seat. Larry is a very active member of the HMCBA, having served on many committees, chaired the Governmental Affairs Committee, Chairperson of our recently established Industry Career Council and was voted the Home Builders Association of Alabama’s Associate of the Year for 2015.

All of these elections are extremely important to the HMCBA as every level of government is touched by the 2016 election. The GAC Interview Committee met on November 18th and December 2nd to interview for the March 1st Primary Election and endorsed the following candidates for Madison County Commission and Madison County School Board:

Your support of these career training programs is essential for its success. It took us decades to get into this jobs shortage crisis and it will take dedication and tenacity, along with patience, to work out of this crisis in the lack of skilled workers.
Industry Career Council
The newly established Industry Career Council (ICC) is hard at work setting up the Plumbers and Gas/Pipe Fitters class at Madison County High Schools. The Huntsville Madison County Builders Foundation in conjunction with the HBAA Foundation has raised approximately $35,000 in cash, equipment, tools and machinery since July 2015. The challenge is now to promote the career opportunities in the construction industry to high school students, parents and grandparents to encourage participation in the construction industry. A strategic plan is being developed, along with a marketing and retention plan, to increase and maintain student engagement. Due

We have a seat at the table on every important issue related to housing, be it regulatory, economic development or planning. That is due in great part to your continued support over the years. If you ever worry about whether you get your “money’s worth” from your membership in the HMCBA, scratch that worry off your list! If not for the efforts of your follow members and HMCBA staff, who wake up every day thinking about YOUR BUSINESS’S BEST INTEREST, you would either be paying a lot more in fee and more regulation cost or you would already be out of business! Governmental Affairs is critical to every member both directly and indirectly!

Scholarship Applications Are Now Available! The Huntsville/Madison County Builders Foundation is now accepting scholarship applications from any person who is pursuing an education in a building industry related field. Scholarship applicants must: * Be accepted by an accredited two year junior or community college, four year college or university, or state accredited vo-tech school; or an enrolled undergraduate student; and * Be pursuing study in a housing industry related field. Such fields may include architecture, business, drafting, building science, any of the building trades, or other housing industry related studies; and * Students must be residents of Madison County or contiguous counties.
