Loss of Two Past Presidents
Regulatory Affairs Committee. On the national level, she has served as an Alternate National Director, National Director, and chaired numerous committees. Sandra received the Jerry L. Siniard Builder of the Year Award in 2008.
Two Past Presidents of the HMBA recently passed away: Sandra Steele-Livingston (Enfinger Steele Development) and Hikmat “Tony” Antonios (Medallion Builders). Sandra Steele-Livingston was an active member of the association since 1999. She served on numerous committees and held the senior officer positions of 1st Vice President and President. During her term as President, the HMCBA was awarded the President’s Trophy for Large Associations, and awards for Best Public Relations Program and Best Education programs from the Home Builders Association of Alabama. Active with the state association, she has served as Chairperson of the Public Affairs Committee and the
Tony Antonios joined the Association in 2002 actively participated in the Association. He served on and chaired numerous committees and held the senior officer positions of Treasurer, 1st Vice President and President. During his term as President, the Association received seven Presidents Awards from the Home Builders Association of Alabama: Best Education Program, Best Community Service, Best General Membership Meeting, Best ABPAC Fundraising program, Best Governmental Affairs Program, Best Communication to Members and Best Service to Members. Tony can be credited for the inclusion of remodeled homes in both the Spring Tour of Homes and the Parade of Homes. Additionally, he had the vision of a “Remodelors Idea Home” and diligently worked toward that end with the first “Remodelors Idea Home” highlighted in the 2011 Spring Tour of Homes. Tony obtained the professional designations of Certified Graduate Remodelor and Certified Green Professional. He served as a State Director and a National Director representing the HMCBA. In 2010, he was awarded the Jerry L. Siniard Builder of the Year Award. Sandra and Tony will be sorely missed by the Association. Our thoughts and prayers are extended to both families.

This year seems to be going by fast. The Spring Tour of HomesSM has come and gone with the Remodelers Idea Home being the focal point of the TourSM. I personally visited the home and thank Bret Slaton of Slaton Custom Homes for an outstanding job and the great workmanship and detail exhibited in the home. Your Association awarded 11 scholarships totaling $12,500 to some well-deserving recipients at the June General Membership Meeting. Our scholarship recipients are part of the future work force in the building-related industry and will be attending 8 different colleges/universities and trade schools. With the recent announcements of expansions at several major companies, in addition to new companies such as Remington moving to our area, we need trade career-minded individuals to fill open positions and to keep the positions filled in the future. This was made possible by your hard work in helping raise the money for the scholarships. In June I went to my first National Association of Home Builders (NAHB) Board meeting. What a great way to see the big picture where
discussion on home building issues at the national level end up getting presented to members of Congress and could actually become a law.
On a local level, for example, in March at the Preview Party for the BHR ShowSM, a member asked me if veterans get a discount to attend the spring and fall home shows. I told him I didn’t know but would find out. After speaking with our executive officer, we realized they did not receive a discount. By an Association member asking the question, we are now in the process of implementing the discount for veterans. There are approximately 985 members in our Association with approximately 60 of the members also being on the Board of Directors. The Board of Director’s role is to represent the membership in making decisions that affect the Association. If any member has ideas and/or suggestions on how to better our Association or even on suggested speakers, events, etc., your input is very much wanted and appreciated! Your voice can be heard as simple as bringing your suggestion to a Board member or a staff member. Depending on the idea, it could be implemented immediately or it may need to be brought before the Board. It could even escalate to the State Board. Who knows? It could end up as a proposed bill in the State Legislature! While it could be a long road, it all starts with an idea. As usual our Governmental Affairs Committee is always staying on top of things that affect our industry. The HMCBA interviewed many of the candidates on the June 3rd ballot and not only endorsed but contributed to the campaigns of several of the candidates that support pro-business, pro-growth, and the home building industry. This was done in conjunction with the Alabama Builders Political Action Committee (ABPAC). An email was sent out to all members before the elections informing everyone of which candidates the HMCBA supported for the primary race. Don’t forget the Fall Home & Garden Show is coming up August 23-24th. It will be here before you know it. Talk with Teresa today about getting a booth so you can get out there and be seen and advertise your company. There is a discount if you get a booth in both the spring and fall shows. Go ahead and mark your calendar for the Parade of Homes™ October 11-12th and 18-19th. Be watching for entry information and other details that will be coming out this month. Good luck to everyone this year and don’t forget to “DO BUSINESS WITH A MEMBER!”

Spaghetti & Marshmallow Construction What does spaghetti and marshmallows have to do with building? That’s what the Association challenged it members to do at their April General Membership Meeting. The attendees had a chance to see how these two ingredents worked together to build a tall structure. Teams
were formed, stratgey was discussed and the contest was on. Each team was given unlimited marshmallows and spaghetti and asked to build their tallest structure over a 30 minute period.
There were all kinds of shapes and combination but in the end, Ernie Blue of Blues Brothers Construction, Alan Jensen of Home Lift Inc and Scott Wilson of Scott Wilson Architect LLC with a structure of a little over 3 feet won the grand prize was an Orca cooler, donated by Toccoa LLC.

Verizon Presented Construction Industry Applications & Software
The Remodelers Committee sponsored a Lunch and Learn in May on the subject of construction applications and software for job site security which was presented by Verizon. The speaker, Tracy Watson, who flew in from Dallas to make the presentation, did a great job of explaining the many apps and software available to remodelers. Tracy’s background includes some years as a remodeler and interior designer in Dallas. Tracy was assisted by local Verizon staff, Justin Brewer, Justin Lawless and Dewayne Brady. The Remodelers Committee sincerely appreciates Verizon’s efforts to put together a great event. The presentation covered many possible applications for phones and notebooks from punch list with photos to logistics and scheduling. Please watch for upcoming lunch and learns later this summer and fall.

Regulatory Affairs Update As usual there are a number of issues that your Association has engaged in on your behalf. We monitor all activities on a city, county, state and National level. Please allow me to give you a few examples:
Primary Election Results
Your Association interviewed, vetted and endorsed local candidates in five (5) primary races. These races were: State Senate District 2, Bill Holtzclaw who WON; State Senate District 7, Paul Sanford who WON; State Senate District 8, Steve Livingston who WON; and State Representative District 22, HMCBA supported both candidates and Richie Whorton, a longtime member, WON. In the Madison County School Superintendent race, HMCBA endorsed Matt Massey and Matt came within 120 votes of winning the race outright in a four candidate race. Matt received 48.5% of the vote and the next highest vote recipient was only 28.6%. Matt will be in a JULY 15th runoff. PLEASE ENCOURAGE YOUR FRIENDS AND FAMILY WHO LIVE IN THE COUNTY TO VOTE FOR MATT MASSEY FOR MADISON COUNTY SCHOOL SUPERINTENDENT ON JULY 15TH. The voter turnout will be very low for the runoff so the candidate that gets their supporters out to vote will win the race. Your Association did very well in the primary election supporting five races and winning 4 outright with another win hopefully coming on July 15th. Your contributions to ABPAC have made it possible for our Association to become more effective and powerful with every election cycle. Please continue to support ABPAC with your dues check off and participation in our ABPAC fundraisers.
FEMA Flood Insurance Premium Increases
NAHB was successful in delaying the FEMA flood insurance premium increase for four years.
New FEMA Flood Maps
HBAA has engaged on the state level to make sure that legislation relative to helping jurisdictions mitigate some of their flooding issues is palatable to the Home Building Industry in Alabama. HMCBA is reviewing the new flood maps that will be implemented in October 2014 to determine the new areas affected by these new maps. Governmental Affairs leadership have met with the city and county engineers to review the maps and begin a dialog on how to address this game-changing issue facing our industry in four years. Numerous errors have been found on the FEMA maps as have jurisdictions all over the country. The Governmental Affairs Committee engineering slot occupied by Tom Cunningham with Johnson Engineering is our lead engineer on this issue and has worked diligently with our Senior Leadership and GAC committee to shepherd this effort on behalf of your Association. Tom’s efforts have come at no cost to the Association or its members.
Alabama Energy Code
The Association is still working with local jurisdictions tweaking the implementation of the Alabama Energy Code to assure the original goal of creating consistence throughout all of Madison County is accomplished.
Fall Elections
The Governmental Affairs Committee will continue to interview and endorse candidates for the fall Madison County and City of Huntsville elections. There are three races on the Madison County ballot: Tax Assessor, Tax Collector and License Director. The City of Huntsville has three City Council races and three City School Board races.

Proposed Legislation for Commercial Contractors
The Governmental Affairs Committee and Senior Leadership are in discussions with small to medium sized commercial contractors in North Alabama to discern the impact of a proposed state legislative bill that could adversely affect our members. This bill failed in the 2014 legislative session, but will be introduced again in the next session. It severely limits the ability of small to medium sized commercial contractors to compete on public works jobs across the State of Alabama. Any public works proposal (which includes schools, cities counties, etc.) that is over $15 million in estimated cost would not be a straight bid type competition, but instead would be a negotiated design/build/construction management proposal. This bill also has the potential of hurting the architectural community in our state.
Current & Future Issues
Issues that directly impact your business are on our radar and are being vetted to render the facts as they affect our industry. When it is determined that any action will adversely affect our industry or help our industry, we engage immediately!
Governmental Affairs Committee Members
Please thank the Governmental Affairs Committee members when you next see them as they give up an enormous amount of their time to protect and advance your business. If you, as a homeowner or business person, had to pay for these services and knowledge transfer, it would cost exponentially more than your yearly dues to HMCBA. Remember we always have your back!
