June Scholarship Presentations The Huntsville/Madison County Builders Foundation has traditionally awarded scholarships to students who are pursuing a career in building related fields. Since 1999, the members of the Association have participated in the Crawfish Boils, Shrimp Festivals and Chili Cook-Offs. Due to the participation and donations to the scholarship funds, the Foundation has been able to award $184,517 in scholarships over the years.

At the June General Membership Dinner, the Foundation presented scholarships to 10 students in the amount of $12,000. Below is a list of the students, their field of study and the college or university they will be attending. TJ Meers, President It’s hard to believe we are already half way through 2016! Summer is officially here and the building industry continues to flourish. As of May, Madison County (Huntsville City, Madison City, and Madison County) has seen an increase in permits pulled by 50%-100% over the past four years. This is a significant increase and I expect the remainder of the year to finish out strong as well.

June Membership Dinner

We had a fantastic June Membership Dinner. Ten students pursuing an education in a building industry related field were awarded scholarships totaling $12,000 from our Foundation’s scholarship fund and the Burl & Betty Chandler Scholarship fund. I want to thank our special guest speaker, Erin Koshut from the Huntsville Chamber of Commerce, who gave us an update on the workforce and economic development for Madison County. I would also like to thank Toccoa Erosion Control for sponsoring this event. It’s through these Foundation fundraisers that our Association is able to give so generously,

so thanks to all who have contributed to this worthy cause. One of the biggest concerns the building industry faces moving forward is the availability of skilled labor. I am proud of our Association for leading the charge in preparing the future generation for success in our industry.

Spring Tour of HomesSM

Our 30th annual Spring Tour of HomesSM was a huge success. We had 23 builders and remodelers who participated by entering 76 homes and 2 remodeled homes that encompassed 63 neighborhoods in Madison and Limestone Counties.

The April general membership meeting was held at Real Estate Row. It was a blast and I would like to thank Chastity and Daniel Davenport for having us and putting on a wonderful event. The May general membership meeting was hosted by Toccoa Erosion Control and Luke Williams and his staff did a great job organizing the event. Thank you to both of these sponsors. They are top notch companies and I would encourage you to go check them out if you were not able to attend.

I always learn something new when I attend these events in our association and I encourage you to make the time to attend as well. This is just another of the many benefits of being a member of the Huntsville Madison County Builder’s Association.

Upcoming Events

As an Association we tend to have a lighter schedule during the summer months, but there are some important events that I would like to bring to your attention. The HBAA Summer Meeting will take place July 21-23 at the Sandestin Beach Hilton. Our next general membership meeting will be on August 11th and AllSouth Appliance will be hosting at their showroom. The Fall Home & Garden Show will take place August 27-28. There are still booths available, so please contact Theresa Kennedy if you are interested in securing a booth. Also, the Parade of Homes™ entry info will be mailed in August.

Speaking of the Parade™, the 2016 Showcase Home is moving quickly forward through the construction process. Sam Bryan Recent Council Events is the Showcase Home Construction Manager, The Sales and Marketing Council held two big and the house is located in the Village of events during the spring: Connect 2016 and Providence. Thank you to all the members Outdoor Living Trends. Both of these events that have offered to help in this project. The response has been tremendous. We look forward to presenting this house to the public during the Parade of Homes™ in October.

HMCBA’s Championship Golf Team

I would like to congratulate the HMCBA golf team (Tim Ryberg, Max Barnett, Bryan Askew, and Bret Slaton) for winning the Alabama Home Builders Foundation Golf Classic at the recent golf tournament in Greenville. Our team proudly brought home the trophy for the sixth year in a row— Congrats guys! See their picture on Page 12.

In Closing

I would like to continue to encourage our members to become involved in the HMCBA. There is a plethora of benefits to being a member, but it is hard to take advantage of these resources unless you get involved. Through educational events, general membership meetings, staying abreast of the latest regulatory issues which affect our industry, helping to grow our already thriving association, and so much more the staff and the Board continue to work hard in promoting and protecting the building industry not only in Madison County, but throughout the state and on a national level. The house is dried in and by the time you receive this Cornerstone, it will be sheetrocked and ready for trim and paint. HUNTSVILLE TEAM SIXPEATS WITH FOUNDATION CLASSIC WIN

For the sixth year in a row, the Huntsville/Madison County Builders Association’s team captured the Foundation Cup in the Alabama Home Builders Foundation Golf Classic. The Foundation’s 22nd annual tournament was held on May 12 at the Robert Trent Jones-Cambrian Ridge course in Greenville. Bryan Askew, Max Barnett, Tim Ryberg and Bret Slaton comprised the winning team, which finished with a score of 53, 19 Under Par. Thanks to Alabama Foundation Specialists for sponsoring two teams and Jim Jones & Frankie Newby for participating in the Foundation Golf Classic.

Regulatory Affairs Update YOUR MEMBERSHIP AT WORK FOR YOU! REGULATORY COSTS ACCOUNT FOR 24.3% OF NEW HOME PRICE

Brief: • A National Association of Home Builders study found that an average of 24.3% of a home’s final selling price is made up of local, state and federal regulatory costs. • Development expenses for the homes represent 14.6% of the total cost of regulation, with builder outlays accounting for the remainder. • The NAHB said although the percentage of housing regulatory burdens are still fairly in line with its 2011 estimates of 25%, home prices have skyrocketed, resulting in a near 30% rise in the dollar value of those costs — from $65,000 in 2011 to $85,000 in 2016. Insight: In stark contrast to the 30% rise in the dollar amounts of U.S. regulatory costs, average income has increased only 14.4%, not even half the jump in regulatory costs for homes. During development of building lots, the NAHB study said costs like impact fees, utility hookups and Stormwater regulations come into play, as well as the cost of regulatory delays — such as additional interest payments on loans and extra overhead. Building regulatory costs include building permits, the expense of implementing new worker safety regulations — like OSHA’s new silica rule — tariffs on materials, and additional requirements in the home. In March, NAHB officials appeared before the House Financial Services Subcommittee on Housing and Insurance to testify about the regulatory burden facing the building community. The NAHB told Congress that the “regulatory burden” has contributed to the ever-tightening inventory of rental and for-sale residential units. Another area of contention for the NAHB is the U.S. Department of Housing and Urban Development Federal Flood Risk Management Standard, which opponents say will result in invalid flood maps, thus leaving construction companies uncertain as to where they should build. The NAHB is also targeting the Davis-Bacon Act, which mandates prevailing wages on federal projects. The association told Congress that this added cost prevents small construction companies from taking part in many projects and said it raises the costs on what is supposed to be affordable housing.

Huntsville Inspection Department and Remodeling Contract

Effective June 1, 2016, the Huntsville Inspection Department will begin requiring a visual confirmation of all remodeling contracts (no copy will be retained by Inspection Department). The Alabama Home Builders Licensure Board has requested this action to enforce the $10,000 limit on provisional remodeling license. See the information below to be sure you are licensed correctly!

State of Alabama - Home Builders Licensure Board - Limited License

Any builder who contracts with a homeowner to perform construction work on a residence when the total cost of the undertaking exceeds $10,000 is required by law to hold a license issued by the Alabama Home Builders Licensure Board. The Board issues two types of home builder’s licenses: (1) an UNLIMITED home builders license and (2) a LIMITED home builders license. The UNLIMITED home builders license is the standard home builders license. It allows the license holder to perform all residential construction activities, including new residential construction, remodeling, and repair, improvement and reimprovement. One of the requirements for obtaining this license is passing a written examination testing experience and ability. The LIMITED home builders license is limited in scope. It allows the license holder to perform ONLY “repair, improvement, or reimprovement” construction activities, that is, a single trade construction activity that does not affect the structural integrity of the residence. If the construction activity to be performed involves more than one trade, or affects the structural integrity of the residence, an UNLIMITED home builders license is required. “Repair, improvement, or reimprovement” does not include construction activities performed by persons who are otherwise licensed and regulated by other state agencies and who are operating within the scope of their respective licenses on behalf of clients, such as plumbers, electricians, etc.

The LIMITED LICENSE does not require a written examination testing experience and ability. Instead, an applicant may satisfy the experience and ability requirements for the LIMITED LICENSE by showing any ONE of the following: 1. The applicant has performed a single trade, non-structural construction activity on at least one residence in this state within one (1) year prior to May 31, 2011; that the applicant contracted directly with the homeowner to perform the construction activity; and that the contract price for the work exceeded $10,000 – submit the copies of the building permit for the job as proof. If you do not have the building permit, you may submit a homeowner affidavit (supplied with the application packet). 2. The applicant has performed a single trade, non-structural construction activity on at least five (5) residences in this state within five (5) years prior to May 31, 2011; that the applicant contracted directly with the homeowner(s) to perform the construction activity; and that the contract price exceeded $10,000 for each job – submit copies of building permits for the five (5) jobs as proof. If you do not have the building permits, you may submit a homeowner affidavit (supplied with the application packet) for each job. 3. The applicant is currently licensed as a residential home builder by a jurisdiction in this state which requires an examination (testing experience and ability) for such licensure – submit a copy of the license as proof. 4. The applicant is currently licensed as a residential contractor by a jurisdiction in this state and the applicant’s residential contracting business generated gross revenues of $50,000 or more in the previous calendar year – submit a copy of the license, and copies of contracts to substantiate the amount of gross revenues claimed. 5. The applicant possesses sufficient building qualifications and experience to receive a license, as demonstrated by satisfactory evidence presented to the Board – submit a copy of a contractor’s license issued by a municipality, township, or county in Alabama, that is current or was current within one (1) year prior to submitting the application, as proof. On April 8, thirty six boats launched bright and early at Goose Pond Colony on Lake Guntersville for the 2016 Jim Jones Member Guest Bass Tournament. The seventy-two fisherman enjoyed a warm breakfast, a cool day of fishing, lunch, and an awards ceremony where lots of door prizes were given away – from gift cards to a two night stay on Lake Guntersville, the participants did not walk away empty handed.
