President’s Message This is my last President’s Message to you and it has been an honor and privilege to serve as your President these last two years. I have worked very closely with a committed Board of Directors, Senior Officer team and staff who strive to make this Association the best it can be. We have had many challenges facing us these last two years. The economy is showing some “light at the end of the tunnel” as housing starts are beginning to rise as well as home prices. Many of our members have had to change their business model to cope with the downturn we experienced and have managed to weather the storm. I do believe we are beginning to get back on track and the future is brighter for the building industry. Our industry has that true entrepreneurial spirit visionaries, adventurous, pioneers, determined and enthusiastic. We are the builders of this country and our industry is vital to our country’s

Department of Labor Notification Regarding Employee Health Insurance Deadline - OCTOBER 1, 2013 The deadline for notifying your full-time and part-time employees of their options for purchasing health insurance is 10/1/13. The Department of Labor requires this notice to be made by all employers under the Fair Labor Standards Act. The notice must: l Be provided to current employees before 10/1/2013 (employers could begin issuing the notices 3/1/2013); l Be provided to each new employee at the time of hiring (within 14 days of an employee’s start date) beginning 10/1/2013; l Be provided regardless of the employee’s enrollment status in any health plan the employer may/may not offer; Inform employees of coverage options; l Provide information regarding the existence of a new health insurance Marketplace; l Provide Marketplace contact information and services provided by the Marketplace; l Inform the employee that they may be eligible for a premium tax credit if the employee purchases a qualified health plan through a Marketplace;

l Provide a statement informing the employee that if the employee purchases a qualified health plan through the Marketplace, the employee may lose the employer contribution (if any) to any health benefit plan offered by the employer and that all or a portion of such contribution may be excludable from income for Federal income tax purposes; l Be provided in writing by first class mail or, alternatively, electronic means if the requirements of the U.S. Department of Labor’s electronic safe harbor rules are met (29 CFR

Lynn, I was informed in early July I would be leaving 21 Jul en route to Afghanistan. I arrived in Afghanistan on 30 July. I will only be here 120 days and will be returning to the states in late November or the 1st week of December. Based on my last deployment in 2009-2010, I am resigning my position on the BOD, Governmental Affairs (GA), and as Alternate National Director. I would like to be considered for appointment back to these positions once I return based on appointment and elections. Thank you for the opportunity to serve the H/MCBA for all these years. Regulatory Affairs Update Your Governmental Affairs Committee has been extremely busy this year on a number of fronts. The 25 members of the Governmental Affairs Committee are to be commended for their active role in protecting and defending our continuing efforts to keep housing affordable for all citizens of Madison County, Huntsville and the City of Madison. Without ALL of us working together, our success rate would be considerably lower for the year. A case in point was the proposed 50% increase in permit fees for new construction (both commercial and residential) and remodeling in Madison County. Along with the Association’s efforts, your emails, phone calls and letters to the County Commission were the difference in our efforts to stall this 50% permit cost increase. We understand that most members are small business people and you don’t have the time or the manpower to engage on a day-to-day basis on issues facing our industry. That is why we have a Governmental Affairs Liaison on staff and a Governmental Affairs Committee.

We try not to bother you with an issue unless it justifies the need for member interaction with elected officials. On some issues that it the difference in success and failure. It does make a huge difference when our members react and respond to our request for action.

Twice every year we host an Inspection Roundtable with the Director of each inspection department in Madison County. This is an informal meeting to discuss any new code issues and discuss issues our members may have with a specific inspection or the process itself. The Roundtable event is open to all members and is a FREE benefit to our members. The next Inspection Department Roundtable will be in October. We will notify all members when the three Madison County inspection departments confirm the date. Your access to these meetings alone is worth more than the annual dues to the Association. The Alabama State Energy code is another yearlong issue that we continue to tweak for

implementation in January 2014. The blower testing implementation was postponed until January 2014 and our goal is to implement the energy code inspections at the same time. Kudos is extended to the Green Building Committee for their tireless work on the energy code. Our efforts began last October and continue today. The Green Building Committee has been on the forefront of reviewing, tweaking, negotiating and adopting the program for the energy code compliance. The goal of your Association from day one has been to achieve CONSISTANCY between the three inspections departments in Madison County. Your Association, in conjunction with Huntsville Utilities, was successful in obtaining approval to utilize Huntsville Utilities Platinum Energy Conservation program as an approved inspection vehicle (as well as any other certified HERS or BPI inspecting firm for Madison County’s three inspection jurisdictions) from the State Energy Code Board in April 2013. If you are using the Huntsville Utilities program, your homes will

meet or exceed the new energy code requirements. This state energy code was an unfunded mandate to every county in Alabama thus our efforts also kept the local inspection departments from purchasing the equipment and adding the manpower necessary to facilitate the required energy inspections. This would have been a huge cost to the taxpayers and a redundant exercise. This laid the groundwork for development of the energy code inspection process that for the first time will render inspections that are consistent in every jurisdiction of Madison County. If builders and sub-contractors were burdened with differing inspection processes in each jurisdiction, it would cost our members a large amount of money on every home constructed. This marathon process is worth many, many times the yearly dues to be a member of the HMCBA. Please remember these savings to your firm that are afforded to you because of your membership in this Association, which is the BIGGEST BARGAIN in Madison County. Please know that “We Always Have Your Back.”

Remodelors Council Update

- Al Juarez, New Life Homes I want to take this opportunity to thank the Steering Committee for their hard work and dedication to the Remodelors Council in 2013. One of our Steering Committee members, Steve Steele, was named the 2012 Remodelor of the Year for the State of Alabama by the Home Builders Association of Alabama. Our members have played a very important part in state Remodelors council activities by participating in the ABLE conference in February and this participation carried forward to the Summer Board meeting where development of a new remodelors small project contract was initiated . This contract will be FREE to any member of the HMCBA and will provides a very good document that is strait forward, yet covers a Remodelor’s scope of work and materials. We hope to complete this document at the annual HBAA convention this November. Stay tuned for further information as it develops.

If a remodeler spent the amount of time that your Association staff and volunteers spend on “covering your back” it would cost thousands of dollars. Being a member of the HMCBA and its Remodelors Council is the biggest bargain in Madison County!!!! It has been a honor and pleasure to be your Remodelors Council Chairman for 2013 and I look forward to great things from the Remodelors Council in 2014!

Huntsville Utilities created an “Energy Service Hall of Fame Award” in 2009 to recognize those who have offered energy related service to the citizens of Madison County in a significant and beneficial way over a long period of time. This award was presented to Gene Satterfield of All Weather Heating and Air during an energy luncheon hosted by Huntsville Utilities and TVA on September 19th, 2013. Mr. Satterfield’s reputation as a problem solver and his contributions to the HMCBA were a few achievements that earned him this honor.

Despite the excruciating heat, a wonderful time was had by all in attendance. A special thank you is certainly owed to everyone that supported this exciting annual event – whether you played, volunteered and/or sponsored, thank you! I’d also like to express my gratitude to the many dedicated volunteers who gave their time to ensure that the Fall Home and Garden Show was prosperous! Exhibitors reported the quality of leads was great and they are all looking forward to the Building Home and Remodeling Show in March. With the end of the year rapidly approaching, many exciting changes are taking place amongst the Associate Council. It is time to recognize the devotion and commitment of our loyal HMCBA members by renaming the 2014 & 2015 Bass and Golf Tournaments – to honor two families who have given countless hours to the Association. The Council voted to name the 2014 & 2105 Bass Tournament after the “West Family” and the 2014 & 2015 Golf Tournament after the “Chandler Family” - both very deserving. Congratulations! Stay tuned for the 2014 West Family Member/Guest Bass Tournament date – we anticipate it being late March. There are currently 13 openings on the Associate Council for a two year term – 2014 and 2015. As an Associate member, this is your opportunity to give back and be a part of one of the most active groups within HMCBA. I encourage you to nominate yourself or someone you know – nomination forms are due to the HMCBA Office by Friday, October 18. Programs include a speakers bureau, educational seminars, networking opportunities and professional designation programs.
