President’s Message Kenneth Maze, President

In this the last publication of The Cornerstone’s Presidents Message of 2015, I come to you with a message of farewell and gratitude for having given me the opportunity to serve as your president this past year, Thank you all. It has been an honor. I welcome our next president, TJ Meers, as he will be taking over the reins for the coming year. I wish him and all of our members prosperity for 2016.

The staff also produces the Spring Tour of HomesSM and the Fall Parade of HomesTM giving our industry an opportunity to highlight new trends, new designs, and new innovative products in today’s homes. Just these four events alone is a major accomplishment for the HMCBA, but your staff does so much more: organizing, preparing and keeping minutes for all board and committee meetings, creating content and or publishing Directories and Magazines, staffing and closing down many of our after hour and off-site events, while keeping us informed and up to date on the ever changing conditions of our local building industry. I sincerely thank you all for the heavy load you pull.

It’s hard to put a dollar amount on what your association does through “advocacy” such as government relations, giving back to the community, education, and our representation of your Industry. It’s impossible to make advocacy a “members only” benefit. Everyone in the local home building industry benefits from the HMCBA actions on your behalf. With your membership supporting HMCBA your building industry associates should too! Are the vendors or trade contractors you work with non-members? Are you working with a builder who is a non-member? Check out our Membership Directory; if they aren’t listed, then invite them to join. Our next big event is the Parade of HomesTM Premier Party – October 8 at McMullen Cove. The highlight of the party will be revealing the 2015 Showcase home (The Edwards) at 9 William Way Place. Mark Harris of Mark Harris Homes, LLC was given the task of building the home with help from member contributions. A

big thanks goes to Realtor® Rebecca Stephens of ReMax Distinctive. I believe a SOLD sign will be going up soon. Developer Jeff Enfinger will be hosting the Premier Party on-site. It also doubles as our general membership event for October and is sure to be a great evening for all. The Parade of HomesTM follows (October 10-12 & 17-18) with 30 builders showcasing 69 new homes and 2 remodeled homes in 60 different communities. With only a 3 1/2 month shelf life for today’s new homes on the market, I am sure this ParadeTM will be very successful for the participating builders.

Foundation Chili Cook-Off

The Foundation will be hosting the Chili Cook-Off at a new location this year: Campus 805 located at 2620A Clinton Avenue. This is a fundraiser for the scholarship fund that gives back to the community around $10,000 dollars each year in building related scholarships. It’s a great cause as many members and businesses step up and donate items for the silent auction, and/or sponsor with monetary donations. Often your business may have unused branding co-op money from corporate channels, this would be a great opportunity to show your support. Finally I will leave you with this “Believe in yourself with courage to be successful”. Thank you all for your support, your encouragement, and your friendship. It has been my pleasure to serve you.

Make sure your license is issued to the individual or business entity you do business through. The name of the individual or corporation holding the license is printed on your license card. If the name on your card is not the name on your

contracts, you need to get a new license. Remember, how you enter into contracts is how you should be licensed. An individual or corporation that enters into contracts without holding a license is an unlicensed builder, and is subject to fines and possible misdemeanor charges. Call the Board’s staff at 800-304-0853 for answers to any questions you may have about your license.

“ASK TO SEE THE CARD” CAMPAIGN A SUCCESS…MOMENTUM MUST CONTINUE…

Local television stations, especially WHNT, get kudos for airing our PSA to inform citizens of what to ask for when selecting a Builder or Remodeler. WHNT aired the PSA for two weeks on the 6:00 pm Local News, the most expensive time slot available. Thanks to all our local stations for their coverage! Reports are that citations and prosecutions have increased since the campaign began and the local inspection departments have seen an increase in calls from City attorneys and the District Attorney’s office that are making these violations a higher priority. This is great news because if the prosecutors don’t make it a priority, it is difficult to succeed in our efforts to stem the fraud by unscrupulous builders and remodelers. A level playing field is all the HMCBA has ever asked for. The “Ask To See the Card” campaign was carried into the Fall Home and Garden Show with a large banner exclaiming “Ask to see the card” and an actual photo of the licensure card. Poster paper type paper stock with a photo of the card

was also handed out at the show and many booths exhibited the poster card at their booths. We need your help to continue to move the campaign forward. If you can display literature on a counter or on desk at your store or office locations, please pick up the 8 ½ X 11 poster card at the HMCBA office or call or email the HMCBA office and we will get a poster card to you. Your “word of mouth” support for the program is essential to the success of this campaign.

Final Lunch & Learn for 2015

The Remodelers Council is sponsoring our last Lunch and Learn of 2015 on Wednesday, October 21st from 11:30 am to 1:30 pm here at the HMCBA office. This will be a FUN and great networking opportunity as the event should draw a wide variety of members since it centers on COLLEGE FOOTBALL! My college roommate at Auburn and fellow team member on the Auburn Tigers football team, Cole Cubelic, now a radio sports personality, and I will breakdown the Alabama vs. Tennessee and the Auburn vs. Arkansas scheduled for that weekend. Film will be shown and game plays will be discussed so that you can watch the games on Saturday and know what each team is attempting to accomplish both on offense and defense. This event is sure to become an annual version of the HMCBA GAME WEEK event.

Regulatory Affairs Update ELECTION 2016:

Qualifying for the March 1st 2016 primary election begins on October 5th and ends at 5:00pm on Friday November 6th. Before any recommendations can be made, each candidate in each race must be interviewed by the GAC Interview Committee. This committee includes the following members: Co-Chairpersons: Sam Givhan and Mark Rovere, John Allen, Larry Durham, Bret Slaton, T J Meers, Kenneth Maze, Jimmy Jones, Hunter Pearson and Gene Satterfield. Please thank these members who have volunteered their time to interview candidates. The Interview Committee will begin candidate interviews on November 18, 2015.

ABPAC:

Thanks to the generous contributions and DUES CHECKOFF from our member firms, we have reached and exceeded our 2015 HBAA goal which is based on the total HMCBA membership number. Half of the battle has been won by amassing the arsenal of funding needed for candidate contributions. The other half of the equation is GETTING OUR MEMBERS TO THE POLLS TO VOTE! Our members employ enough voters in Madison County to win every elected position, if everyone would exercise their right to VOTE.

BUILDPAC:

HMCBA has only $112.00 remaining to reach our BUILDPAC goal for 2015. November 2nd, 2016 is a very important election, one of the most critical in our lifetime; a new President, a new House of Representatives and a number of Senate races will be elected. BUILDPAC supports those candidates who support housing and positive economic growth.

CITY OF HUNTSVILLE ELECTIONS 2016:

The next City of Huntsville General Election is August 23, 2016 to elect Mayor and District 1 and 5 City Council Members and School Board Members. Qualifying starts July 5, 2016 at 8:00 am and ends July 19, 2016 at 5:00 pm.

CITY OF MADISON ELECTION 2016:

The City of Madison election is also on August 23rd, 2016. Madison will elect all 7 City Councilmen and Mayor in 2016. As you can well see, next year will be a crucial election year nationally and locally! HMCBA needs your continued support with dues checkoff, contributions and most importantly, GETTING OUR MEMBERSHIP OUT TO VOTE! 8

City or County Regulatory Board Service:

If you have an interest in serving on one of the many city or county boards a list of all these boards are posted on the city or county web page along with the duties and the length of each board member’s term. Please let staff know of your interest to serve your community and we will submit your name for consideration by the appointing body.

Activity since the last Cornerstone:

Governmental Affairs activity is best described as follows: If you never hear about a new proposed regulation, fee, impact fee, use tax, Parkland assessments, restrictions on land development or any other negative impact for your business, then the HMCBA has done its job! Your Association engages before the fact and works through the issue in hopes that the issue will never see the light of day. Most of the GAC and staff engagement is done behind the scenes by focusing on city and county issues before the issue gets legs. Short and long term issues that the GAC has engaged and continues to engage are: - Americans with Disabilities Act regulations and their implementation in our area; -Energy code issues with termite bonding protocol; -Excessive numbers of directional sign issues on state highways;

-Long term issues include sewer systems for Madison County whether private or public and a county wide plan; -Economic development county and region wide -City planning in Huntsville and the West Madison development plan; -A study on the impact of residential construction in our county; and -Many more issues that face our industry. Your HMCBA staff works to build on the great relationship we currently enjoy with all our locally elected city and county officials. We have a seat at the table on every important issue related to housing, be it regulatory, economic development or planning. That is due in great part to your continued support over the years. If you ever worry about whether you get your “money’s worth” from your membership in the HMCBA, scratch that worry off your list! If not for the efforts of your follow members and HMCBA staff, who wake up every day thinking about YOUR BUSINESS’S BEST INTEREST, you would either be paying a lot more in fee and more regulation cost or you would already be out of business! Governmental Affairs is critical to every member both directly and indirectly!

Directional Sign Issue Complaints regarding temporary weekend directional signs are on the increase. The Mayor and City

Council of Huntsville continue to receive complaints about the large number of signs on the City and State right of way. The complaints are centered on the NUMBER of signs being place in the right-of-way not the fact that a sign is displayed. Technically, it is against State and Municipal Laws to put signs in the right-of-way. The City of Huntsville, Madison and Madison County have worked with the HMCBA to allow these signs to be displayed on the weekends. If complaints continue to be filed, these government entities

will be forced to regulate the usage of directional signs. The HMCBA has been encouraged to notify its members to “police ourselves” to avoid regulatory action. The areas which generate the most complaints are: Hampton Cove, Zierdt Road and Highway 72 West. It is incumbent upon you to limit the number of directional signs placed in the right-of-ways or lose the agreement we currently enjoy with these government entities. Please limit your signs in the right-of-way effective immediately. Your cooperation will be appreciated.

HMCBA FORMS WORKFORCE DEVELOPMENT CAREER COUNCIL HMCBA recently formed an “Industry Council” to advise Madison County Schools on Career Workforce Development. Members include: Larry Durham, Durham Services (Chairman); Mark Stephens, Park Supply; Dennis Dean, Dean and Sons Plumbing; Scott Dean, Dean Plumbing; and Gene Satterfield, All Weather Heating and Air Conditioning. The first skilled career program is for Plumbing and Gas Pipe Fitting with the goal to add electrical, HVAC, carpentry and masonry as the Career Program develops at the Madison County Tech Center. The HBAA Foundation endorsed the Plumbers and Pipe Fitters Board program at the Summer Board meeting in July. David Wilcox, Executive Director of the Board, and Wrendon Davis, a Birmingham HBA member and Plumbing company owner, were instrumental in the HBAA Foundation supporting the program. $20,000.00 was determined as the amounted needed to begin this program and it was quickly raised as follows: - HBAA Foundation - $7,500.00 - Industry Council Members & Bowers Plumbing - $3,300.00 - HMCBA Foundation - $5,000.00 - HMCBA - $4,500.00 In addition to the cash contributions, Mark Stephens (Park Supply) has engaged the following companies to contribute tools and equipment: Rheem, Sloan, Delta, McGuire, Zurn, Elkay, Wilkins, Viega, VCM Sales and Jones Stephens Supply. Other contributions will be listed in our e-newsletter and future Cornerstone editions. Matt Massey, Superintendent of the Madison County School System, was

instrumental in Madison County becoming the site of the pilot program. Superintendent Massey is committed to work force development which will help both graduating students and business, in our case, the building industry. The Alabama Plumbers and Gas Pipe Fitters felt the program had the best chance of success with a Superintendent like Mr. Massey who was supportive of these efforts. Other school systems around the State of Alabama will be watching its success to implement in their districts. This is the first time that industry, education and government regulators have come together and formed a partnership of this type.

The first delivery of tools and equipment was made on September 16th at the Madison County Tech Center on Jordan Road. All three local television stations were on hand to cover the presentation. Students graduating from this program will be eligible to immediately sit for the State plumbing and pipe fitting journeyman’s exam without having to work for two years as an apprentice. Why the rush to implement Workforce Development Career programs? Did you know that the average age of a residential construction worker in the United States is 59 years old and the average age of a commercial construction worker is 57

years old? It is incumbent upon each and every member of the HMCBA to get behind this effort in order for HMCBA members to stay in business and have a qualified work force for the future. Mentors, funds, and supplies are needed to build and move this program forward.

HBAA CONVENTION

Sandestin Golf & Beach Resort at the Village of Baytowne Wharf Sandestin, Alabama November 5-7

In addition to the wide variety of council and committee meetings, the Convention offers plenty of opportunities for education, networking and socializing. We’ll kick things off with a Welcome Reception on Thursday night. On Friday in between meeting and convention activities, take a stroll and explore the Village of Baytowne Wharf, just steps from the Convention Center. You will find a wide variety of restaurants, night life, shops, scenic bay side views and fun activities ranging from golf to zip-lining, an ideal place to spend a fall weekend.

The Friday night banquet will salute outgoing HBAA President Lynn Corder and welcome incoming leadership, as well as honor individual members and local associations with our annual awards presentation. Saturday morning will wrap up with the Board meeting to get you on the road and home by kickoff time or to enjoy the rest of your weekend on your own at Baytowne Wharf.
