We are 3,500 officers short. What do we do?
“We need officers who understand how the most modern ships work We want good officers and we prefer Greek seafarers, as we can understand each other more easily One of the problems faced by Greek ship owners is not the labour cost but the fact that there are no Greek crews to replace as, according to the MLC maritime labour contract, a seafarer cannot stay on board for more than a year!”
This was said, among much else, by Hellenic Chamber of Shipping (HCS) president George Pateras, at a special event organized by the shipping min istry in Thessaloniki, on the theme “Public Maritime Education: The Next Day”
Of course, in a liberal European country, the title should be “Maritime Educa tion, etc ” and reference both the state and private sectors However, in our strange country, private maritime education is... unconstitutional!
In the context of the event, the General Secretary for the Aegean and Island Policy department of the ministry, Manolis Koutoulakis, pointed out that the competitiveness of Greek shipping has two pillars
“One has to do with the service and support of the Greek flag and that part of the Greek shipping sector that controls more than 5,000 Greek owned ships worldwide, and the second with the sector’s people, both on board and off the ships.”
He described it as very important that the Greek seafarer is internationally recognized not only for his or her seamanship but also for his or her training, adding that the government has taken a very important step by supporting p u b l i c m a r i t i m e e d u c a t i o n s e r v i c e s , w h i l e m a k i n g t h e m o s t o f E u r o p e a n resources, as investment in people extends to investment at the level of the environment and equipment
He said that at the educational level, the shipping ministry has invested funds from the European Social Fund, with the support of the NSRF strategic structure, more than 13 million euro in equipment at the Merchant Marine Academies, while supporting the internship of students for the “A” and “B” training voyage which is very important for gaining experience
He also added that for the next programming period, more than 200 million euro will be allocated in investments for maritime education in Greece. “There is a very important action that the ministry of shipping, together with the Euro pean Commission and in collaboration with the directorate of seafarer educa tion and the NSRF strategic structure, has managed to implement for mar itime education students, which has to do with the logistics supporting food, housing and other incentives, that will also help young people who do not have the same opportunity as others to study, so that financial or income level is not a disincentive”, he said.
HCS president Dr George Pateras, spoke of the need to create more infra structure in maritime education in Greece for the admission of more students, as he said “we need about 3,500 young seafarers a year for the next 20 years, to meet our needs”
However, having high youth unemployment yet being unable to bring young people into the lucrative shipping industry is not such a great success, we think...
Endless, almost meaningless, “ press conferences”
In recent years I find myself unable to follow the speeches or much hyped “press conferences” (which have for some time have held little meaning or significance), during the traditional visits of our political leaders to Thessaloniki
If I were the mayor of Thessaloniki, I would try to convince our political leaders to put a stop to this “custom”, which in the age of information and electronic communications, offers nothing but noise and meaningless comments
We are not in the era when Karamanlis went up to Thessaloniki to inau gurate the (then truly international) Expo nor in the era when Andreas gathered us together at the Remvi taverna and, between wine and seafood, answered questions and poking fun at him referred to Kostas Mitso takis, then newly elected leader of New Democracy, as “Ephialtes”, traitor of Thermopylae!
Gone too are the days when all kinds of political party “groupies” and vis iting journalists, talked about “romantic Thessaloniki”, because many of them had found the perfect excuse to escape Athens and go wild on a Saturday night at the bouzouki clubs, only to turn up for the “presser” the next day, as stale as old mussels!
These days everything can be served up to you directly, on the internet, at any time And don’t any of you tell me unless you are accustomed to falling asleep to the sound of endless droning that you can bear to watch the entire “Ben Hur” edition of the Thessaloniki press conference
There’s more action in the interminable (albeit artistic) shots of a Theo Angelopoulos film!
If I were a politician, these pressers would be “butter on my bread” What better than to have the entire spectrum of the Greek media lined up below, with the regional players forever complaining that they are not being given the floor while your “press officer” chooses whomever he or she prefers (or was previously agreed upon by the party), and then uttering that kiss of death for both the journalist and journalism: “thank you for the question!”
The last time I went up to Thessaloniki and took part in the fiesta known as a “press conference”, was in 2004. And the question I asked then was about my city, Piraeus; to everyone’s surprise, since everyone else was asking “political” questions, which, of course, are easy to answer, since there is no counterargument from the questioner!

Let’s get it right The era of Kara manlis, Papandreou and Mitsotakis is definitely over The scales and the circumstances were different then No one can become a “Karamanlis” or an “Andreas” Back then power was also found in words Now the world requires actions!

In addition, the SDM has created a specialized link on its homepage titled “Information in view of the gravity of the situa tion in Ukraine” providing inter alia information and guidance to owners and seafarers, the national law on sanctions, useful EU links as well as the International Maritime Organization advice on Maritime Security and Safety in the Black Sea and Sea of Azov, IMO seafarer support and IMO Circulars
Moreover, the humanitarian issue of the payment of wages to seafarers employed on board Cyprus flagged ships and affected in view of the gravity of the situation in Ukraine has been addressed with the establishment of a procedure with the Cyprus financial institutions facilitating the opening of bank accounts for seafarers affected
In addition, the SDM has adopted urgent provisional meas ures with respect to the extension of seafarers’ employment agreements
What do you think of the agreement signed between Russia and Ukraine on the free transportation of grain?
Do you think this channel is working effectively?
A number of ships with Russian commercial links have been struck of the Cyprus Register of Ship ping, according to Vasilios Demetriades, the Deputy Shipping Minister of Cyprus. This has been necessary because of the need to adhere to EU sanctions. Also, he says, freight rates need to be favourable in order to participate in the Black Sea Grain Initiative.
How much has the protracted war in Ukraine affected Cypriot shipping? Can you tell us about the implications of the current situation?
Undoubtedly, the war in Ukraine and the seven sanctions pack ages adopted by the European Union on the Russian Federation in view of the gravity of the situation in Ukraine have affected various industries, service providers, insurers and financial insti tutions worldwide including the Cyprus shipping industry
As far as the Register of Cyprus Ships (“RCS”) is concerned, a number of ships have been deleted from the RCS or are in the process of deletion following the adoption of the EU sanctions packages These ships appear to be connected with Russian interests or to be managed from Russia. In addition, a small number of companies located in Cyprus and affected by the EU sanctions packages have closed their offices and have ceased their operations from Cyprus
It should be stressed that, taking into account the effect of the war and the sanctions packages on the Cyprus shipping industry, the Shipping Deputy Ministry (“SDM”) has continuously offered support and guidance to the Cyprus shipping
The underlying objective of the Agreement which is to respond to the international food crisis aggravated by the Russian inva sion is welcomed The effectiveness of the Agreement is an issue which should be addressed to the United Nations and the other interested parties
It needs to be recognized that the Black Sea Grain Initiative is dependent on interest and willingness of the shipping industry to provide the needed sea transport services This includes, inter alia, willingness to have the vessel inspected before and after loading in the specified Ukrainian ports at the Turkish Inspection Area; willingness to expose the vessel, during the transit to and from the Ukrainian ports; to sea mines; and will ingness to pay the additional war risk insurance premiums Thus, the freight rates offered would need to be sufficiently rewarding to stimulate interest and willingness.
How much has the war affected Cypriot shipping given Russia's close economic relationship with Cyprus?
A number of ships have been deleted from the Register of Cyprus ships or are in the process of deletion These ships appear to be connected with Russian interests or to be managed from Russia So far, the losses are manageable and are not harmful to the Cyprus Registry. However, we need to stress that the choice of the flag of the vessel is the prerogative of the owners Moreover, the Register of Cyprus Ships is not depend ent on ships of Russian interests or connected with Russia There is a Russia “link” to a small number of Cyprus ships out of the total of 1,100 registered We do have multidimensional shipping clients attracting business from different segments in
Europe and we are looking to further expand in other markets such as Japan and wider Asia
How was the activity of the Cypriot registry during the years of the pandemic? Were there been any changes to its power?
The analysis of the information does not suggest that the COVID-19 pandemic has affected in a negative way the Register of Cyprus ships However, at the same time, we have to rec ognize that, as expected, there was a slowing down of the pace at which transactions were carried, if one compares with the pre pandemic period
The pandemic challenged our working structures and busi ness models. Nevertheless, our response was immediate and effective Towards this direction and through the efficient use of digital platforms, special measures were introduced such as deferral of payment deadlines for tonnage tax and annual maintenance fees, the extension of the validity of certain certifi cates, the possibility of remote audits and guidelines regarding best practices and recommended precautionary measures
Our social responsibility and effectiveness were demonstrated through the implementation of a formal crew change process, assisting with the repatriation of thousands of seafarers. The SDM also formulated and proposed a practical, global approach to delivering COVID-19 vaccinations to seafarers, which was then adopted by the International Labour Organization (ILO) Fur ther recognizing the urgency of seafarer vaccination, and the role this would play in easing the crew change crisis, Cyprus then committed to vaccinating all crew onboard Cyprus-flagged and managed vessels with the adoption of a national vaccination plan to provide protection to over 40,000 seafarers.
The Cypriot shipping sector once again had a strong presence at the Posidonia exhibition. What did you think of this year's exhibition?
Following the pandemic, Posidonia 2022 marked a welcome return to face to face industry events As a flag that prioritizes a collaborative approach to progress, the event offered the Cyprus Shipping Deputy Ministry a valuable opportunity to meet with our partners and customers to discuss our quality services and get feedback from the industry Cyprus is a leading mar itime center, which is well organized and represented within the shipping industry Attending Posidonia allows us to meet with our shipowners and other maritime stakeholders and sectors from insurance and legal to accounting and bunkering services The exhibition was a clear success, with a wealth of individuals from the shipping community in attendance, and it was great to reconnect with everyone involved.
What do you think of the period we went without a Maritime Cyprus conference? How keenly did you feel its absence and how much do you think this event benefits the Cypriot shipping sector?
Traditionally a bi annual event, Maritime Cyprus offers the industry a platform through which knowledge sharing and net working can take place In light of lockdowns and other pan demic related restrictions, we sadly had to cancel the 2021 conference While a virtual approach would have been possible,
we felt it would be better to postpone the event to a time when we could all meet face to face which aligns with our extro verted approach to driving positive change in shipping Cyprus is dedicated to working closely with all sectors of maritime, col lecting industry intelligence This involves seeking consultation with individuals and the shipping industry to make informed decisions while ensuring that our legal framework, policies, incentives and national positions are fit for purpose and reflect the challenges, the specificities, and the realities of global ship ping. Maritime Cyprus is an opportunity to do that and it is essential that we continue to host events to encourage and enable collaboration and progress Maritime Cyprus has been greatly missed, not only by the Cypriot shipping sector, but the global industry, as it offers access to a unique selection of maritime business opportunities, local and international alike We look forward to welcoming the global shipping community to Limassol again between 9 and 12 October 2022 The conference’s return will feature a wealth of high profile speakers from across the industry, including leaders of the International Maritime Organization (IMO), European Com mission, International Chamber of Shipping (ICS), International Transport Worker’s Federation (ITF), ECSA, EMSA, and BIMCO
With the discovery of significant hydrocarbon deposits on Cypriot territory, an optimistic outlook for the Cypriot economy seems to be emerging. How will this develop ment benefit your shipping?
This is indeed a positive development for the Cypriot economy, and demonstrates the potential of Cyprus as an energy hub now a possibility within the framework of not only our region, but that of the EU. There are strong synergies between energy and shipping and the Cyprus Shipping Deputy Ministry looks forward to working closely with the Ministry of Energy to take full advan tage of any opportunities that will arise for Cypriot shipping
You attended the relaunch of the Limassol-Piraeus ferry connection. Do you think that, after a hiatus of 20 years, this Cyprus-Greece ferry connection will prosper? How do you see this year's results?
We’ve been very pleased with the response to the re estab lished ferry link In its first year of service, it has transported around 8000 passengers and 2000 cars vastly exceeding expectations This bodes well for the future of the service To maintain this momentum, we will also evaluate the feedback received from our citizens and together with the operator we will examine ways to further improve the quality of the service provided by the ferry
We believe that reviving the ferry connection will help in promot ing maritime tourism and to continue building a stronger relation ship with the rest of the Mediterranean Moving ahead, we will be monitoring numbers closely, working with the operator and other Cypriot authorities to establish the long term viability and sus tainability of the link We welcome feedback from passengers throughout this process, and look forward to improving the serv ice to ensure its success in this new market Further to this, we hope to explore the possibility of extending the service to neigh boring countries such as Israel within the next few years. This is already in discussion and will continue to be developed

What is the role of the Piraeus Maritime Office?
The Piraeus Maritime Office was established in 1975 It is the largest, in terms of number of personnel, overseas office maintained by the Cyprus Shipping Deputy Ministry (SDM) and it is administratively part of the Embassy of the Republic of Cyprus in Athens The mission of the office is to support the shipping community operating ships under the Cyprus flag, in technical and operational matters, in order to improve the effi ciency and quality of the services rendered by the SDM Within 2 0 2 3 w e a n t i c i p a t e t o m o v e t o o u r n e w p r e m i s e s , a l s o located in Piraeus, upgrading our presence in Greece.
The office provides a wide range of services, including among others, ship registration and related transactions, issuance of ship’s certificates and legalization of log books and ship’s articles Shipping companies can carry out the registration of their vessels and all other relevant transactions in Piraeus, acceler ating the process by collecting all the necessary documents
from our office Moreover, the office deals with the process of seafarers’ documentation and certification by administering the necessary exams, and is also responsible for conducting inspections of Cyprus flagged ships in Greece.
Having established an efficient way of communication and collaboration with the shipping companies based in Greece, we are able to respond effectively and support the smooth and safe operation of our ships In this regard, we have successfully dealt with the requests of shipping companies in relation to the difficulties encountered due to the pandemic, in particular con cerning crew changes, and the mandatory ship inspections.
Furthermore, recognizing the importance of promoting a continuous, interactive and systematic collaboration with the local shipping industry, we organise on a regular basis, meetings with stakeholders, presenting and discussing the cur rent developments and future challenges in shipping, particu larly in the field of environment protection.
We see both from IMO and EU, legislation and leg islative proposals towards the decarbonization of the shipping industry. How do you see the ongoing efforts of the industry to comply with the new targets set?
Following the international efforts to combat climate change and its impacts, stakeholders acknowledged the need that shipping shall contribute its fair share towards this direction. The green transformation is undoubtedly one of the greatest challenges In this respect, collective actions are needed in order to achieve pragmatic solutions and a level playing field, recognizing at the same time the particularities of the sector
and its global nature Cyprus is actively participating both in IMO and EU deliberations, supporting the above principles We also share the concerns expressed by the stakeholders either about the uncertainty created in the sector or even the differ ent level of ambition set by the IMO and the EU
T h e C y p r u s S D M r e c o g n i z i n g t h e n e e d f o r c o l l a b o r a t i v e actions and its role as regulator has undertaken certain initia tives, in order to engage all stakeholders to work together towards the best possible solution In this context, the Ship ping Deputy Minister, Mr. Demetriades has chaired a virtual ‘ETS for shipping’ debate, organizing by SDM, engaging reg u l a t o r s , s h i p o w n e r s a n d N G O s M o r e o v e r , a t ’ M a r i t i m e Cyprus 2022’ Conference certain sessions will be hosted specifically addressed to the green transformation of shipping and the challenges faced by the industry
The Cyprus SDM is a leading advocate for sustainable ship p i n g . We b e l i e v e t h a t b r o a d a n d d i v e r s e m e a s u r e s a r e needed to achieve emissions reduction targets and a sus t a i n a b l e f u t u r e f o r t h e i n d u s t r y T h i s i n c l u d e s t h e u s e o f cleaner fuels, the deployment of the relevant fuel infrastruc ture, the electrification of ships, and the use of energy efficiency technologies A combination of all of these options has the potential to improve the commercial and environ mental sustainability of the sector, but shipowners need to be rewarded for investment in sustainable practices to accel erate uptake In this context, the Cyprus SDM has adopted green incentives, pertaining up to 30% reduction of tonnage tax for Cyprus ships that demonstrate proactive measures to reduce their environmental impact
Cyprus shipping needs realigning, says Chamber
After the dual shocks of the recent pandemic and the war in Ukraine, the Cypriot shipping industry needs to realign itself with the new challenge of hydrocarbons prospecting offshore, says Thomas Kazakos, director-general of the Cyprus Chamber of Shipping. Though national shipping remains based on solid foundations, the Turkish embargo still poses a formidable obstacle.
From the ordeal of the pandemic, which deprived us of the Maritime Cyprus conference, we passed into the midst of an unexpected and protracted war. How is the situation in the Cypriot economy shaping up today?
The impact of these crises had a massive and global impact on the world reshaping our realities, business and lives The Cyprus Economy took a hit on the outbreak of the pandemic and restrictions as business had to close down temporarily and thus slowing down the upward trend in the country’s eco nomic growth Due to the solid foundations built in the past years, with regard to the economy, once the restrictions were lifted it bounced back quickly and was on the path to recov ery The geopolitical uncertainty caused by the war in Ukraine, slowed again growth prospects of economic recovery after the pandemic at an international level and thus impacting Cyprus Economy as well
Under these circumstances, the Shipping Industry’s role has become more important than ever, as it is one of the stronger pillars of the Cyprus Economy, which has been uninterruptedly supporting it during successive crises We also noted with satisfaction, that in the aftermath of the recent geopolitical and financial developments, the Shipping operational and tax ation infrastructure in Cyprus and the Cyprus flag remained intact and very competitive. Strong reason behind this, was the loyal support of Cyprus flag users and Cyprus Shipping Cluster in general, which while they faced a notable impact to their business, they continued to support by operating under difficult circumstances, providing to the society and at the same time, reinforcing Cyprus Shipping in order to continue its significant contribution to the Cyprus Economy
Cyprus is facing a very optimistic prospect with the identification of important deposits on its territory. How do you see the situation developing in Cyprus and in particular in Cypriot shipping?
There are indeed positive prospects for Cyprus in view of the recent discoveries and thus for the further development of the Shipping sector as it is correlated with the development of the Energy sector and especially the Hydrocarbons Industry due to its direct relation with the transportation of natural gas and/or oil found in the Exclusive Economic Zone of Cyprus
Without a doubt, the further development of the Shipping and Energy sectors is a combination, which may prove invalu a b l e f o r t h e C y p r u s e c o n o m y T h e r e f o r e , i t i s o f o u t m o s t
importance for Cyprus to develop a well structured co ordi nated strategic plan to realign the entire shipping industry so as to meet the existing and future challenges flowing from the oil and gas developments The realisation of this potential requires fully coordinated support from right across the Government, from research and development, through sup ply chain development, to commercial deployment.

We recognise early that maritime education and training needs to keep up with the expanding needs and evolution in Shipping technology and operations As such, today Cyprus offers a wide selection of maritime studies, with all local pub lic and private universities and colleges in Cyprus now offer ing maritime courses The Chamber also cooperates closely with the Cyprus Branch of the Institute of Chartered Shipbro kers, in running the 'Understanding Shipping' course, developed to fill a need for training in the shipping business for those with little or no previous exposure to ships or shipping

What are the key issues affecting shipping in Cyprus, which you would like to bring to wider attention?
The “Maritime Cyprus 2022” Conference Theme: 3“C”s C r i s e s C h a l l e n g e s C o m p e t i t i v e n e s s , i s e x p e c t e d t o a n a l y s e t h e i s s u e s a f f e c t i n g g l o b a l S h i p p i n g w h i c h a l s o extend to Cyprus Shipping. Nonetheless, Shipping remains a c r i t i c a l I n d u s t r y t o t h e g l o b a l e c o n o m y a n d C y p r u s i s expected to continue to play a prominent role as a leading maritime centre Cyprus Shipping contributes to the global Shipping’s important discussions and efforts to transition to a Greener Industry, to achieve a smooth digital transforma tion, tackle cybersecurity issues whilst working to enhance the industry’s competitiveness.
The greatest challenge that Cyprus Shipping faces today continues to be the Turkish Embargo, a situation that we s t r o n g l y b e l i e v e w o r k s a g a i n s t t h e i n t e r e s t s o f E u r o p e a n Shipping as well, discouraging open regional trade at a time w h e n o u r r e g i o n i s a f f e c t e d b y g e o p o l i t i c a l u n c e r t a i n t i e s There are tangible prospects of further economic growth for Cyprus and Europe should this illegal ban be lifted

As a predominantly larger size dry bulk company we too have been adversely affected and it is very difficult to remain optimistic at the sight of the continuing uncertainty Having said that, the fundamentals that made us all optimistic at the b e g i n n i n g o f t h e y e a r a r e s t i l l i n p l a c e M r P u t i n s i m p l y pressed the pause button for us.
How are your relations with the Cypriot registry (i.e. the Cypriot state) developing in the midst of the crisis of war but also under the influence of the repercussions of the great covid crisis?
The war in Ukraine has visited shipping with a raft of problems such as supply chain shocks, food and energy shortages, and extreme price volatility. Says Nicole Mylona, director of the Nicosia-based Transmed Shipping Co. Ltd., “Putin has pressed the pause button” on hoped for re covery. The larger bulk dry bulk companies have absorbed most of the punishment. Though the existence of Cypriot oil and gas deposits is encouraging, political issues are raising barriers to their exploitation.
The market went through the ordeal of the pandemic, to the uncertainty of war. Do you think all this has had consequences for shipping and in particular, your company?
At the end of last year Shipping appeared to be on a launch pad With demand continuing strong and supply across all s e c t o r s l i m i t e d b y t a x i n g e n v i r o n m e n t a l r e g u l a t i o n s , t h e industry seemed unarguably strong and heading towards a new era Noone could foresee the food and energy short ages that have rippled through the globe, or the supply chain shocks that continue to distort trading patterns.

The Cypriot registry has always been more than a regulator to the shipping industry. With the upgrading of the depart ment to a deputy ministry, we have been afforded the luxury of developing our relations further From pioneering into crew vaccinations, to facilitating round table discussions on envi ronmental issues, the Minister himself has been at the fore front of all major developments, taking the time to under stand and engage with all stakeholders, not only locally but also at a European level. Having been personally involved through my participation in the Executive Committee of the
Cyprus Union of Shipowners, I am proud to say that we enjoy a partnership with the Cypriot Registry
Alongside the crisis of the war (which followed that of covid), we also have messages of optimism from the oil and gas deposits on Cypriot territory. Do you see positive developments for Cypriot shipping as well?
The oil and gas deposits are both a blessing and a curse for the island One thing that the war has taught most European nations is that it is important to not be overly dependent on a n y s i n g l e t r a d e p a r t n e r I n t h a t s e n s e t h e t i m i n g o f t h e explorations could not be better. Yet, while the benefits to t h e l o c a l e c o n o m y a r e c o u n t l e s s , t h e d e p o s i t s h a v e a l s o turned on geopolitical spotlights in what was already a very t e n s e e r a A s w e a p p r o a c h p r e s i d e n t i a l e l e c t i o n s o n t h e island, I cannot help but wonder what is brewing across our borders while we are busy campaigning
How do you think the very interesting and critical issue of the use of new types of fuels is evolving (through constant crises and trials)?
R&D is never a simple task, let alone where there are so many different stakeholders at play, each tugging in a differ ent direction While great efforts have already been made across the world, the use of alternative fuels is still at a very premature stage of development, in part because resources are spread thin across many alternatives We have all read about the European Hydrogen Bank proposed by President Von Der Leyen with the task of securing 3 billion euros in investments for the sector, for example However, the risks associated with each of the alternatives being studied, cou pled with the need for legislative changes, training and new safety standards alone suggest that we are a very long way away from settling at a sustainable alternative Even leaving
aside the issues of cost and availability, several years will pass before the industry gains an understanding of equip m e n t p e r f o r m a n c e o r e v e n m a i n t e n a n c e r e q u i r e m e n t s Unfortunately, I expect that the next generation will still be having the same heated debates
How do you see the market developing? We were saying "2021 will be fine" and now we're in September 2022. So how do you see... 2023? Can we be optimistic?
Despite the current state of affairs and what seems to be gloomy days lying ahead, I am actually very optimistic for the long run The increase in raw material prices coupled with complex environmental issues will continue to restrict supply When we add on to that the profound changes of the banking sector and the diminished traditional financing availability, we can be fairly certain that we will not be witnessing an order i n g s p r e e a g a i n , a t l e a s t n o t i n t h e f o r e s e e a b l e f u t u r e I therefore do not expect we will need substantial world growth to see healthy freight rates going forward
What are your plans and prospects?
One thing that I learned early on in my career is that Ship ping is not about making profits every year. Far from it. It is an ever evolving industry that requires careful planning, continu o u s r e i n v e s t m e n t a n d p e r s e v e r a n c e I t i s a n i n d u s t r y focused on reputation and quality of service provided
The renewal and upgrading of the fleet is of course at the c o r e o f o u r p l a n s A s r e g u l a t i o n s a n d i n d u s t r y s t a n d a r d s evolve, so must our managed vessels if we wish to remain competitive and continue to thrive on. Staying true to our risk averse heritage of planning for the rainy days ahead, our cur rent plans are both gradual and long term I owe this culture to my parents and always weave it into any new project

Applicable international conventions and national laws
Cyprus is not a contracting member of the Athens Con vention, but through Law No. 5(I)/2014, has transposed the EU Passenger Liability Regulation (EC) No. 392/2009, which incorporates certain provisions of the Athens Con vention into its national law In addition, the Shipwrecked
Passengers Law, Chapter 297, and Articles 2(b) and 17 of the LLMC Convention 1976, as amended by 1996 LLMC P r o t o c o l , a l s o a p p l y t o m a r i t i m e p a s s e n g e r c l a i m s i n Cyprus. Moreover, the Regulation (EU) No. 1177/2010 c o n c e r n i n g t h e r i g h t s o f p a s s e n g e r s w h e n t r a v e l l i n g b y sea and inland waterway is also applicable in Cyprus
EU Passenger Liability Regulation (EC) No. 392/2009
The Provisions of the Regulation (EC) No 392/2009 of t h e E u r o p e a n Pa r l i a m e n t a n d o f t h e C o u n c i l o f 2 3 A p r i l 2009 on the liability of carriers of passengers by sea in the event of accidents are fully applicable in Cyprus as an EU
Member State The Regulation lays down a harmonised regime of liability and insurance for the carriage of passeng e r s b y s e a , b a s e d o n t h e A t h e n s C o n v e n t i o n a n d t h e International Maritime Organisation guidelines for imple mentation of the Athens Convention, adopted in 2006.
O p e r a t o r s o f s e a g o i n g v e s s e l s l i c e n s e d t o c a r r y m o r e than 12 passengers are required to maintain compulsory i n s u r a n c e o r o t h e r f i n a n c i a l s e c u r i t y o f n o f e w e r t h a n 250,000 special drawing rights per passenger per incident to cover liability under the Athens Convention, in respect of death of and personal injury to passengers Ships must o b t a i n a c e r t i f i c a t e f r o m t h e i r f l a g s t a t e c o n f i r m i n g t h a t insurance or other financial security is in force
T h e d e f i n i t i o n o f ‘ p a s s e n g e r ’ i n A r t i c l e 1 ( 4 ) o f A t h e n s Convention, which has been transported in the Cypriot law t h r o u g h t h e E U Pa s s e n g e r L i a b i l i t y R e g u l a t i o n , e n c o m passes anyone who is carried on a ship under a contract of carriage, or who (with the consent of the carrier) is accom panying a vehicle or live animals that are covered by a con t r a c t o f c a r r i a g e o f g o o d s n o t g o v e r n e d b y t h e A t h e n s Convention
This definition also encompasses the drivers of vehicles c a r r i e d o n b o a r d r o l l o n / r o l l o f f c a r g o v e s s e l s ; c o n s e q u e n t l y , t h e C y p r u s a u t h o r i t i e s c o n s i d e r t h a t c a r g o v e s sels which carry more than 12 such persons are also sub ject to the Athens Convention and the Regulation. Such v e s s e l s m u s t t h e r e f o r e h a v e t h e n e c e s s a r y c o m p u l s o r y insurance in place and submit evidence of insurance cover in order to obtain the requisite certificate from the Cyprus authorities International carriage is defined under Article 1 ( 9 ) o f A t h e n s C o n v e n t i o n a s a n y c a r r i a g e i n w h i c h , according to the contract of carriage, the place of depar ture and the place of destination are situated in two differ ent States, or in a single State if, according to the contract of carriage or the scheduled itinerary, there is an interme diate port of call in another State

Regulation (EU) No 1177/2010
T h e R e g u l a t i o n ( E U ) N o 1 1 7 7 / 2 0 1 0 , c o n c e r n i n g t h e rights of passengers when travelling by sea and inland w a t e r w a y , i s a l s o a p p l i c a b l e i n C y p r u s , a l o n g w i t h t h e E u r o p e a n C o m m u n i t y R e g u l a t i o n s a n d E u r o p e a n C o m munity Decisions Regulations of 2015.
More precisely, Regulation (EU) No 1177/2010 pro vides for a minimum set of rights of passengers travel l i n g b y s e a a n d i n l a n d w a t e r w a y M o r e s p e c i f i c a l l y , i t establishes the right of passengers travelling by sea and inland waterways to assistance in cases of cancelled or delayed departures and lays down the right in certain cir cumstances to compensation in cases of delay in arrival.
Furthermore, the Regulation also aims to provide dis a b l e d p e r s o n s a n d p e r s o n s w i t h r e d u c e d m o b i l i t y w i t h the same opportunities for maritime and inland waterway travel as the ones enjoyed by passengers in other trans port sectors across the EU On the other hand, the Reg ulations of 2015 introduce a mechanism of imposition of a d m i n i s t r a t i v e f i n e s , i n c a s e o f i n f r i n g e m e n t o f c e r t a i n provisions of the Regulation (EU) No 1177/2010
Time limits of a passenger claim under Cyprus Law
In Cyprus, the limitation period for bringing a claim in negligence, including claims for personal injury or other passenger claims, is three years from the time when the p l a i n t i f f s u s t a i n e d d a m a g e o r , w h e r e t h e n e g l i g e n c e caused fresh damage continuing from day to day, from the time the damage ceases to occur If the passenger claim is based on breach of contract, the limitation period is six years from the date the cause of action accrued
In addition, pursuant to Article 16 of the Athens Con vention, which has been incorporated into its national law through the Regulation (EC) No 392/2009, any action for damages arising out of the death of or personal injury to a passenger or for the loss of or damage to luggage shall be time barred after a period of two years
The limitation period shall be calculated as follows: a) in the case of personal injury, from the date of disem barkation of the passenger; b) in the case of death occurring during carriage, from t h e d a t e w h e n t h e p a s s e n g e r s h o u l d h a v e d i s e m barked, and in the case of personal injury occurring during carriage and resulting in the death of the pas senger after disembarkation, from the date of death, provided that this period shall not exceed three years from the date of disembarkation; and c) in the case of loss of or damage to luggage, from the
date of disembarkation or from the date when disem barkation should have taken place, whichever is later The law of the Court seized of the case shall govern the g r o u n d s f o r s u s p e n s i o n a n d i n t e r r u p t i o n o f l i m i t a t i o n periods, but in no case shall an action under this Conven tion be brought after the expiration of any one of the fol lowing periods of time:
a) a period of five years beginning with the date of dis embarkation of the passenger or from the date when disembarkation should have taken place, whichever is later; or (if earlier)
b) a period of three years beginning with the date when t h e c l a i m a n t k n e w o r o u g h t r e a s o n a b l y t o h a v e known of the injury, loss or damage caused by the incident
Notwithstanding with the above, the period of limitation m a y b e e x t e n d e d b y a d e c l a r a t i o n o f t h e c a r r i e r o r b y agreement of the parties after the cause of action has arisen. The declaration or agreement shall be in writing.
Limitation of liability
Cyprus has in place the Merchant Shipping (Liability of Carriers of Passengers by Sea in the Event of Accidents) Law of 2014 (Law No 5(I)/2014), which applies to car r i a g e o f p a s s e n g e r s f a l l i n g w i t h i n t h e s c o p e o f t h e E U Passenger Liability Regulation (EC) No. 392/2009, which incorporates certain provisions of the 1974 Athens Con vention relating to the Carriage of Passengers and their Luggage by Sea As mentioned above, Cyprus is not a c o n t r a c t i n g m e m b e r o f t h e A t h e n s C o n v e n t i o n , b u t t h r o u g h L a w N o 5 ( I ) / 2 0 1 4 , w h i c h t r a n s p o s e d t h e E U Passenger Liability Regulation into its national law, has incorporated certain provisions of Athens Convention as a c q u i s c o m m u n a u t a i r e a n d n o t a t t h e l e v e l o f i n t e r n a tional convention

Shipping in 2022
Flag Registers are not immune to the challenges that affect the entire industry I think that so far throughout 2021 and up to now in 2022 we have experienced a lot of surprises and we had to adapt to these adversities together with the entire industry This includes COVID 19, IMO regulations, commodity and stock volatility, supply / demand uncertainty, and some extremely high dry freight and container charter rates, the new regulations on decarbonization efforts and the practical aspects of them, new fuels and ship designs, and the Russia Ukraine military operations These issues are likely to affect shipping over the next several years
It should be noted that the recent geopolitical turmoil and the Russia Ukraine issue have added new problems and risks, possi ble increases in premiums, fluctuations in raw material prices and transportation costs, economic and other sanctions that may include ships, ports of the Caspian Sea, but also the Ukrainian and Russian seafarers who are employed and those who are on board This creates an environment with many unknown aspects and side effects that may affect global shipping in the immediate run

When is a vessel’s income earning capacity at risk?
By Anastasios Maraslis, Founder and President of Marasco Marine LtdManaging marine risks is not an easy task, which requires special knowledge and expertise on the subject per se Customarily, big ship management companies, operating a large number of ves sels, employ a small army of marine professionals, manning different shipping departments, i.e Chartering, Marine insurance, Technical, Finance, Accounting, ISM, S&P, IT, Crew, Trading, Legal, Projects, Administration, and Operations department, which have to synchronise, when necessary, working together to discover the opti mum solution(s) for managing risks timely, at the lowest possible cost, for their ship owners benefit.
On the other hand, small size companies managing a handful of vessels, usually have limited access, or can’t afford even to employ same or similar specialized and highly rewarded shipping personnel, making risk management for them terra incognita or, if not impossi ble, a task hard to plan and organize mostly due to lack of knowledge in a proactive and efficient way
One of many risks a shipping company has to manage, is its ves sels’ uninterrupted income earning capacity, particularly in a freight slump period
Maintaining cash flow is literally, for any shipping company, the key for survival and growth Freight or Hire, is vessels’ income, which often is at risk, particularly when vessel is deemed to be ‘off hire’ by her charterers, due to various causes Having said that, one could verify in a vessel’s Charter Party terms what are the causes that trig ger the activation of the ‘off hire clause’
WHEN A VESSEL IS DEEMED TO BE ‘OFF HIRE’? and when a vessel’s income earning capacity temporarily seizes and her cash flow is endangered? What is there for a ship manager to do in his effort to eliminate or, minimize at least, if there hasn’t been a suc cessful Risk Prevention Plan in place, the negative results of this probable risk?
Let’s delve into it: A vessel, in general, will be deemed to be ‘off hire’ if there is an occurrence preventing the full working of the vessel due to, among other things:
•operational deficiencies;
•the removal of a vessel from the water for repairs, maintenance or inspection, which is referred to as dry docking;
•equipment breakdowns;
•delays due to accidents or deviations from course;
•occurrence of hostilities in the vessel’s flag state;
•external factors, such as health regulations (i e Covid 19), legal or
political reasons, could trigger the off hire clause as long as they impose restrictions which affect the nature of the vessel herself and her performance
•closure of waterways or shipping routes due to natural or manmade causes, or other force majeure events;
•crewing strikes, labour boycotts, certain vessel detentions or similar problems;
•failure to maintain the vessel in compliance with its specifications, contractual standards and applicable country of registry and inter national regulations or to provide the required crew;
•(‘Any other cause’ which is generally viewed to relate to the condi tion of the ship or her crew) and or;
•Piracy, WAR, K&R, Hijacking, Vessel’s detention.
Is worthwhile to note that the off hire event must: a) Not be the result of a breach of contract on the part of charterer and b) Be fortu itous and not a natural result of charterers’ orders
Some of the risks above can be avoided (as it is explained further) and others is worth transferring to the Marine Insurance Underwrit ers, in exchange of a fair price (insurance premium)
Risk probability ( % ) and premium cost (rate %) is closely related, however, as mentioned earlier, there are risks which a ship manager can afford and retain, particularly if proper Risk Prevention Plans have been in place for Risk Prevention and Avoidance
Now, let’s see what is insurable and worth transferring to Underwriters, for a ship manager, so he can wisely act proactively purchas ing the traditional LOSS OF HIRE or the more advanced LOSS OF EARNINGS INSURANCE (the traditional insurance Loss of Hire policy, enhanced with a couple add on benefits), to protect his principal’s/owner’s cash flow
THE LOH (LOSS OF HIRE) traditional insurance cover provides to owners/managers an indemnity in case of a H&M policy covered accident The Loss of Hire cover responds to a shipowner’s loss of income following physical damage to a vessel It includes protection against stranding, physical obstruction of the vessel, preventing her from leaving port (excluding ice), and salvage or removal of damaged cargo, offering comprehensive support for shipowners A vessel put off hire by charterers on account of a damage is generally regarded as ‘deprived of income’ as a result of that damage, which is the trig ger of compensation under a Loss of Hire policy (minimum deductible usually 14 days).
STRIKE & DELAY LOSS OF HIRE INSURANCE COVER (its an add on) protects ship operators from otherwise uninsured losses caused by unexpected delays in port and at sea Complementing both P&I and Hull and Machinery cover, it helps owners protect their revenues and control costs from specified events on board and ashore delay ing their ships Such risks are a continuing hazard to shipping

In the event that a vessel is seized by pirates, the charterer may withhold charter payments until the vessel is released
A charterer may also claim that a vessel seized by pirates was not “on hire” for a number of days that exceeds a specific requirement provided in the relevant charter agreement and therefore, the char terer is entitled to cancel the charter party agreement Despite the fact that many Shipowners/Shipmanagers maintain insurance against such risks, they may not be adequately insured to cover losses from these incidents, which could have a material adverse effect on their cash flow In addition, any detention and/or hijacking of their vessels as a result of an act of piracy, or an increase in cost or
unavailability of insurance for their vessels could have a material adverse impact on their business, financial status, results of daily operations Currently, market cost is very low compared to the cover offered, same is the probability (% of risk), but not eliminated. War and war related events causing vessel’s deprivation by her owner can give a reason for charterer to withhold charter payments. War LOH can be included in the War Risk policy at a cost/premium Planning and being proactive has been proven to be the best s t r a t e g y f o r s u c c e s s i n s h i p p i n g b u s i n e s s a n d s i n c e , a h e a l t h y cashflow is key for survival and growth, ‘Cash flow protection’ planning is an economical solution for any ship management com pany who wishes to best manage and control its fleet uninterrupted income

Schulte Group presented for the first time its next genera tion design for an LNG bunker vessel at Gastech Exhibition and Conference in Milan The shipping group has used its experience as an LNG bunker vessel owner and operator to develop a new innovative LBV design that is easy to use, ful fils present and known future requirements for at-sea LNG bunker deliveries and reduces last mile costs
The unique vessel design does away with the need for fend ers and spacer pontoons, which take time and manpower to manually deploy, replacing them with an integrated outrig ging system that’s compatible with any vessel type and can b e o p e r a t i o n a l i n f i v e m i n u t e s w i t h t h e p u s h o f a b u t t o n Same applies to the telescopic crane, which extends over 40 meters over the water and can be adjusted to any required reach The vessel fits with all known and soon to come LNG fuelled vessels.
I t a l s o f e a t u r e s w a r m i n g u p , g a s f r e e i n g a n d a e r a t i o n equipment to prepare LNG fuelled vessels for drydock, and flexible design options so that the LBV can be tailored to spe cific requirements The bunker vessel can be operated by a smaller crew whilst still ensuring high safety standards
All of these components are geared towards reducing the CAPEX (capital) and OPEX (operating) costs for owners and operators, and ultimately will achieve low last mile costs for the LNG fuel industry, including the LNG fuelled client ves sels

eastern part of the Aegean Sea, approximately 17 6 km SW of the town of Alexandroupolis in Northeast Greece The FSRU will have a storage capacity of 153,500 m3, a nominal gas send out rate of 625,000 m3/h, corresponding to 5.5 bln m3/y (530 mmscfd) and a peak (without redundancy) gas s e n d o u t r a t e o f u p t o 9 4 4 , 0 0 0 m 3 / h , c o r r e s p o n d i n g t o 8 3bln m3/y (800 mmscfd)

HiNAS 2 0 uses artificial intelligence to recognize the sur rounding environment, such as weather and wave heights, and nearby ships, and then goes beyond providing simple information and controls the vessel's steering commands and speed in real time to avoid collision risk The system uses augmented reality (AR) to guide optimal routes The solution was developed for increasing fuel efficiency and to ease the operational burden on bridge teams

COSCO Heavy Industries partners up with Newport Shipping
The shiprepair sector of COSCO Heavy Industries has signed a Letter of Intent (LOI) with Newport Shipping to join Newport Shipping’s global yard network
The LOI will see five of COSCO Heavy Industries shiprepair yards come onboard as partner shipyards with Newport Shipping The five yards are CHI Dalian, CHI Nantong, CHI Shang hai, CHI ZhouShan, and CHI Guangdong

M/T SUVRETTA becomes the first vessel to include hull coating impact in EEXI Technical file approved by DNV
NEDA Maritime Agency has entrusted DNV assessing the effect of low friction paint on the reference speed for the purpose of EEXI at the aframax tanker M/T SUVRETTA.
The 109,250MT M/T SUVRETTA, registered with Greek flag, recently became the first vessel to have the coating impact included in the EEXI assessment and approval
Initially the model test report of M/T SUVRETTA has been assessed if the criteria setup by DNV are fulfilled while the paint supplier, International Paint, has provided a ΔCF (reduc tion of the frictional resistance coefficients), valid for the spe cific paint scheme at M/T SUVRETTA
Then, the original model test results have been re evaluated and a new speed power curve have been predicted by DNV, valid for the intended low friction paint scheme
In the case of M/T SUVRETTA the application of low friction paint led to an increase in the reference speed by 0.17 knots to reference speed (Vref) 14 87 knots
Finally, the new curve was used by NEDA to prepare the EEXI Technical File, which was later approved by DNV as the RO of the vessel
“A joint industry project between DNV, NEDA and International Paints has paved the way for a meaningful hull energy level re evaluation, based on the model test speed power results, extrapolated to a lower roughness of a proven ultra low friction paint by means of the Recommended Procedures ITTC 78

Through a thorough study, GH sup p o r t e d b y t h e B V t e a m d e m o n strated that IMO Type C cargo/fuel tanks made of austenitic steel with a s p e c i a l g r a d e c a n t r a n s p o r t b o t h L N G a n d a m m o n i a f o r s e a g o i n g and inland navigation
While LNG is expected to be widely used this decade, alternative fuels a r e u n d e r s c r u t i n y t o e n s u r e t h e i r s a f e a n d s u s t a i n a b l e u s e i n t h e future At the same time, shipown e r s a r e b e c o m i n g m o r e a n d m o r e f o c u s e d o n m u l t i f u e l s u p p l y s y s tems able to handle two or more dif ferent fuels As part of their ambitions to develop innovative solutions to help the industry anticipate the next wave of alternative fuels, GH embarked on a study to identify possible options and develop solutions
GH has used austenitic steel with a special grade for LNG containment since the Approval in Principle by Bureau Veritas in September 2022, as an “alternative material” with respect t o I G C / I G F C o d e T h e c o m p a t i b i l i t y o f t h i s m a t e r i a l w i t h ammonia has been proved by a specific Stress Corrosion Cracking test issued by GH in August 2022 and then validated by Bureau Veritas
For this innovative material in the shipping world, twelve specimens were prepared for the tests in accordance with ISO 16540. ISO 16540 provides guidelines to evaluate the corrosion of metals and alloys by determining their resist ance to stress corrosion cracking using the Four Point Bend method This methodology includes procedures for metals that have no distinct yield point in their stress strain behavior as well as metals with a distinct yield point
Throughout the test, the specimens were loaded as Four Point Bend (FPB) to the Specified Minimum Yield Strength of the base material Tests were then performed in three differ
ent conditions: at ambient temperature, 20C, and 33C, in an environ m e n t o f p u r e a m m o n i a A f t e r t h e completion of all tests, each speci men was visually examined at x10 m a g n i f i c a t i o n b y s t e r e o s c o p i c microscope and subjected to fluo rescent liquid penetrant examination to detect any visible surface crack

The fuel used to operate the vessel is 100% compressed hydrogen which generates no environmentally harmful emis sions with a design which can be considered as zero emission not only in port, but also during navigation. The hybrid propul sion is based on battery and fuel cell power modules and it is not supported by internal combustion engines supplied by
petroleum based conventional fuels The batteries are used as an energy storage source to supply power for the hotel load too

At the SMM trade fair in Hamburg, classification society DNV announced the launch of its new NAUTConnect service Offered as an additional voluntary class notation and develo p e d i n c o l l a b o r a t i o n w i t h t h e i n d u s t r y , N A U T C o n n e c t i s hosted on DNV’s Veracity platform and is designed to enable the optimal performance and safety of navigational systems. The fuel transition has already started, with 5.5% of ships (gross tonnage) in operation and 33% of gross tonnage on order today able to operate on alternative fuel (largely domi nated by LNG today) The future market will be reliant on multiple energy sources, integration with regional energy mar kets, energy production and industries, and on the availability and price of energy sources.

Και μη μου πει κάποιος από εσάς πλην εκείνων οι οποίοι έχουν συνηθί σει να τους παίρνει ο ύπνος ακούγοντας κάποιον να ομιλεί συνεχώς, αντέχετε να παρακολουθήσετε τη συνέντευξη “Μπεν Χουρ” της Θεσσαλονίκης! Πολύ πιο “ζωντανή” θα ήταν μια ταινία του Θόδωρου Αγγελόπουλου, με εκείνα τα ατελείωτα (πλην καλλιτεχνικότατα) πλάνα Αν ήμουν πολιτικός, αυτές οι “συνεντεύξεις” θα ήταν “βούτυρο στο ψωμί μου” Να έχεις από κάτω σε παράταξη όλο το φάσμα των ελληνικών Μέσων Ενημερώσεως, να έχουν πάντα παράπονα “τα επαρχιακά” ότι δεν τους δίνεται ο λόγος, να δίνει ο “εκπρόσωπος Τύπου” τον λόγο σε όποιον εκείνος κρίνει (ή όπως έχει από πριν συμφωνηθεί στο κόμμα) και να σου ξεφεύγει (;) κι εκείνο το -θανατηφόρο για τον δημοσιογράφο και τη δημοσιογραφία- “σας ευχαριστώ για την ερώτηση!”

δονήσεων που εξέπεμπε η οργιώδης μουσική του αλησμόνητου δημι ουργού, προσπαθούσα να αντιληφθώ το μεγαλείο που έκρυβε μέσα του εκείνος ο νέος, τον οποίο θαύμαζα, πιτσιρίκος ακόμη, στα “Απογευματι νά τέϊα” στο κλαμπ του ξενοδοχείου “Ακροπόλ”, απέναντι από το Πολυ τεχνείο, όπου με πήγαινε κάποιες φορές η αδελφή μου, με την παρέα της, χρησιμοποιώντας με ως άλλοθι (έλεγε στον πατέρα μας ότι με πήγαινε στο Σινεάκ) Εκ βάθους οι ευχαριστίες στην φιλτάτη Γεωργία, η οποία εμπνεύσθηκε αυτό το υπέροχο απέραντο ελληνικό λιβάδι, σπαρμένο με τη μουσική του Βαγγέλη και γεμάτο Ελλάδα. Ας μας επιτραπεί να προτείνουμε στο υπουργείο Πολιτισμού να αγκαλιάσει το έργο και να το προωθήσει σε όσες περισσότερες χώρες του κόσμου μπορεί! Η τρίτη δεκαετία του 21ου αιώνα, είδε τις αλλαγές που έντεχνα καλλιεργούνταν τα προηγούμενα χρόνια, να εντείνονται, να ενισχύονται, να αγγίζουν τα όρια ενός ξέφρενου παραλογισμού. Αναμφίβολα, ζούμε σε περίεργους καιρούς Δεν είναι «γκαστρωμένοι» πλέον, όπως συνήθιζε να λέει ο Χαρίλαος Αντιθέτως γεννήσανε προ πολλού σαν τα φίδια και τα αυγά πολλά Τόσα, που η κατάσταση, δύσκολα μπορεί να πει στεί κανείς ότι «μαζεύεται» Και στο επίκεντρο όλων οι αγωγοί μετα φοράς ενέργειας! Ποντίζουν σωλήνες στους βυθούς, αλλά τελικά αποδεικνύεται πως όσες «πίπες» κι αν ρίχνουν, η ναυτιλία είναι αυτή που έχει τον πρώτο (και τον τελευταίο) λόγο σε όλα τα παραπάνω. Τίποτα και καμία δύναμη δεν θα μπορέσει (ούτε και τώρα) να την υπο καταστήσει Ακόμα κι όταν ο άνθρωπος θα πάει στο διάστημα για τα καλά, ακόμα και τότε τα μέσα μεταφοράς «πλοία» θα λέγονται «Δια στημό πλοια», «αστρό πλοια», η διεθνής ναυτική διάλεκτος θα συνε χίσει να κυριαρχεί στις επικοινωνίες των μελλοντικών πλανητικών μετα φορών Καλώς ή κακώς, τα πάντα

εποχές κατά τις οποίες οι απαιτήσεις αυξάνονται κατακόρυφα
αλλαγές είναι από απότομες έως και βίαιες, είναι που η ύπαρξη
ισχυρής, χωρίς αγκυλώσεις και ανούσιους παρεμβατισμούς εμπο ρικής ναυτιλίας, είναι πιο αναγκαία από ποτέ Κι ίσως σήμερα, πιο επιτακτικά από οποιαδήποτε άλλη περίοδο, είναι που καλούνται όλοι όσοι εμπλέκονται σε αυτήν (τόσο σε κρατικό όσο και σε διεθνές επίπεδο) να αναθεωρήσουν στάση, προσέγγιση, αντιμετώπιση απέναντί της Για τί κακά τα ψέμματα, συχνά και δη αδίκως αντιμετωπίστηκε ως το μαύ ρο πρόβατο και έχει έρθει πλέον καιρός, αυτή η τάση να αλλάξει Γιατί η εμπορική ναυτιλία δεν είναι το πρόβλημα. Είναι η λύση, σε όλα σχεδόν τα προβλήματα του πλανήτη Κι αυτό πρέπει να το καταλάβουν όλοι, αρχής γενομένης από τον Ι Μ Ο (και συνεχίζοντας πρός όλους εκείνους τους φορείς που ακολουθούν). Πρέπει ο ίδιος ο Οργανισμός, να πάψει να «μυρίζει» Βυζάντιο Να αναδείξει τον ρόλο της ναυτιλίας και να βάλει νέες βάσεις για την ανά πτυξή της Γιατί, καλή η αγγλοσαξωνική νοοτροπία “to regulate the industry”, που κάθε τρείς και λίγο, κάποιοι την επαναφέρουν σε κάθε ευκαιρία στην επιφάνεια, αλλά κάπου έχει παραγίνει πια αυτό το κακό Μολύνει την ατμόσφαιρα η ναυτιλία; Ναί Όχι όμως περισσότερο από τα
βιομηχανίες... Θέλουν κάποιοι μηδενισμό των ρύπων
επιβάλουν λοιπόν στα 193 κράτη που υπάρ χουν σήμερα, να βάλουν το χέρι βαθιά στην τσέπη και να χρη ματοδοτήσουν όχι με

χρόνια, έχει περάσει οριστικά!
αισθάνεται κανείς “γεμάτος” όταν για τον Σεπτέμβριο, ανα
μένονταν συνολικά 3.420 αφίξεις κρουαζιεροπλοίων σε ελληνικά λιμά
νια και 3 500 000 εκατομμύρια επιβάτες;
με τις προβλέψεις που είχαμε κάνει, περιμέναμε μεγαλύτε
αριθμό πλοίων και φυσικά περισσότερες προσεγγίσεις στους ελληνι κούς προορισμούς Είναι επίσης γεγονός ότι τα περισσότερα πλοία είχαν και εξακολουθούν να έχουν περιορισμένο αριθμό επιβατών σε σύγκριση με το 2019 στην πληρότητά τους Τα στοιχεία που έχουμε συγκεντρώσει έως τώρα δείχνουν ότι η πληρότητα των επιβατών κυμαίνεται κατά μέσο όρο για τα μεν “Μega cruisers” στο 50% 60%, για τα δε μικρότερα πλοία ίσως φθάνει στο 80% 95%”, είπε ο Θεόδωρος Κόντες, τ Πρόεδρος της Ένωσης των Κρουαζιεροπλοίων Όπως δείχνουν τα νούμερα που παρουσίασε ο Θ Κόντες, μέχρι τα τέλη Αυγούστου φαίνεται ότι είχαμε περίπου 2 810 προσεγγίσεις με συνολικές αφίξεις με περίπου 2 900 000 επιβάτες Αν σε αυτό τον αριθμό προστε θούν ένας καλός Σεπτέμβριος και ικανοποιητικοί Οκτώβριος και Νοέμβριος, προβλέπου με ότι θα φθάσουμε σε απόλυτα ικανοποιητικά επίπεδα, με 3 420 αφίξεις πλοίων και περί που 3 500,000 επιβάτες! Όσο για τα έσοδα, ίσως να ξεπεράσουν τα 350 000 000 ευρώ το 2022 Έσοδα από τη δραστηριότητα των κρουαζιεροπλοίων, τα οποία
συνολικά στους προορι
Προσελκύει ξένους επιχειρηματίες και μάλιστα σημαντικότατους παράγοντες στο χώρο των διεθνών μεταφορών, οι οποίοι εντά σουν τα πλοία τους στο Κυπριακό Νηολόγιο είτε και εγκαθίστανται στο κυπριακό Ναυτιλιακό Κέντρο Μνήμες απο επίσκεψή μου προς το τέλος της δεκαετίας του ’80, παρότι ο συγκεκριμένος τομέας βρισκόταν σχεδόν στα σπάργανα, μεγάλες ευρωπαικές χώρες την είχαν ήδη “ανακαλύψει” και είχαν ιδρύσει εταιρείες διαχείρισης, εξ ου και η αιτία της επίσκεψης Έκτοτε, οι ναυτιλιακές υποδομές της έχουν πραγματοποιήσει άλματα, αφήνοντας πίσω κραταιές ναυτιλιακές
χώρο Στο ολοκληρωμένο Ναυτιλιακό Κέντρο της Κύπρου, εδρεύει ικα νότατος αριθμός όλων των ειδών του Ναυτιλιακού τόξου, όπως Πλοιοκτήτες, Διαχειρίστριες πλοίων, Τεχνικές εταιρείες, Ασφαλι στικές, Εταιρείες υποστηρικτικές περί τα Ναυτιλιακά, και στην προγματικότητα όχι μόνο δεν έχει να ζηλέψει τίποτε απο παλαιότερες και κατά πολύ μεγαλύτερες χώρες αλλά οι καινοτομίες που δημι ουργεί

Σουέζ Πρόσφατες εκτιμήσεις από τον χώρο της Ναυτιλίας, αναφέρουν ότι τα έσοδα από τα τέλη διελεύσεως αναμένεται να φθάσουν έως το τέλος του 2022 τα 7 δισ. δολάρια, έναντι 6,3 δισ. του 2021. Νέο Φάληρο, πασχί ζοντας να τρέξουμε γρήγορα στο ταρτάν ή να περάσουμε κάποια χαμηλά ύψη στο επί κοντώ, τη “χαζεύαμε”, καθώς έμοιαζε, πραγματικά, με αρχαία Ελληνίδα Θεά! Το περπάτημά της, εκείνο το τίναγμα του κεφαλιού, λες και ήθελε να δεί ξει την ομορφιά και την έμφυτη περηφάνια, ανέβαινε στη μηχανή, πίσω από τον Γιώργο και σφιγγόταν με δύναμη απάνω του, για να μαρσάρει και να φύγει είτε προς την Πειραιώς είτε προς τη θάλασσα, ανάμεσα στα “έργα” που γίνονταν τότε στον περιβάλλοντα χώρο Είχαμε, λοιπόν, την ευκαιρία να θαυμάζουμε την “απόλυτη Ελληνίδα” για κάποιο (όχι μικρό) διάστημα, σχεδόν καθημερινά Κι ύστερα, όταν πίνα με μια πορτοκαλάδα στο παρακείμενο καφενείο, άρχιζαν τα σχόλια, που ποτέ δεν ήταν από εκείνα που λένε οι έστω και ανήλικοι άντρες μεταξύ τους, αλλά ήτανε λόγια θαυμασμού και λατρείας! Την είχαμε δει στον “Ζορμπά” και είχαμε όλοι ανατριχιάσει με την κορμοστασιά, το προφίλ και το αετίσιο, περήφανο βλέμμα της Η “χήρα”, που βρήκε οικτρό τέλος στην σχεδόν πρωτόγονη κοινωνία της
ήταν κραυ γούλες ηδονής, αλλά η δική μου ψυχή την ήθελε Αντιγόνη και Μήδεια, την ήθελε Ηλέκτρα και μάνα της Ιφιγένειας, στις ταινίες του Κακογιάννη! Τη λάτρεψα την Ειρήνη Παπά, την Irene Pappas, όπως την ήξεραν όλοι σε όλο τον κόσμο Τη γυναίκα που άφησε την Ελλάδα, σε μια εποχή που το δικό της ταλέντο έμοιαζε να μην “ταιριάζει” στο ύφος της εποχής και πήγε στη Ρώμη και το Παρίσι, για να πετάξει από εκεί σε όλο τον κόσμο και να ζήσει μια καριέρα, ζηλευτή και παγκόσμια! Κι ύστερα, τρελάθηκα με τις “Ωδές” του Βαγγέλη, ακούγοντάς την να ερμη νεύει τα “Σαράντα Παλληκάρια” και τη “Νεραντζούλα” Και συγκλονίστηκα, αργότερα, όταν την άκουσα να κεντάει νότα νότα, σαν Παναγιά, το “Ω, γλυκύ μου Έαρ”, με υπόκρουση την μοναδική εκείνη μελωδία εισαγωγή και ιντερμέ τζο που γέννησε το θεϊκό μυαλό του αλησμόνητου Βαγγέλη! Και, οποία ευτυχία, όταν την είδα και της μίλησα, για πολλή ώρα, όταν, θεία τύχη, μου ανατέθηκαν τα υψηλά καθήκοντα στην ηγεσία του “Φεστιβάλ Αθη νών” Και της ζήτησα να μου πει “τί έπρεπε να αλλάξουμε στο Φεστιβάλ” Κι εκείνη, πάντα με εκείνο το μισό υπο σχόμενο πάντα κάποια συνέχεια στο μέλλον χαμόγελο, απάντησε με δυο λέξεις: “Τα πάντα”!
