This phase of the construction requires that the bridge roadway be closed entirely in both directions for all pedestrian, bicycle and vehicular traffic.

Treasure Island boat ramp closed TREASURE ISLAND - The city-owned Sunset Beach boat ramp, located at 84th Avenue and Bayshore Drive, was closed last month for an estimated two to three months.

The boat ramp closure was necessitated by the construction of drainage improvements from 84th Avenue south to 83rd Avenue in Sunset Beach.

Boaters can still use the other two public boat ramps in Treasure Island, located at 100th Avenue and Gulf Boulevard, and 123rd Avenue and Lagoon Lane.

long as it needs," for a smooth riding surface not filled with pot holes and a million other small obstructions in cyclists' pathways. And of course this also holds true for the thousands of vehicles that travel this section of Gulf Boulevard.

There were several complaints by residents voicing their frustration at a recent Indian Rocks Beach City Commission meeting over the delay in resurfacing Gulf Boulevard after the milling of the road.

Milling is the phase where the old surface is scraped and destroyed and leaving a rougher surface for the new asphalt to adhere to. The complaint by many residents is the amount of time the road has been left in the milled condition.

According to Richard Gildea, project supervisor of the Gulf Boulevard Project for Pinellas County, scheduling conflicts and unexpected problems arose.

"There was an issue with some underground (pipeline) work that had to be done that had just recently been discovered. The work has been completed but there is some restoration work that has to be done and the

Currently, they have begun resurfacing the southbound lanes starting at the Belleair Beach Causeway.

"We have main line paving and side streets, or tie-ins as we call them. We have a lot of tie-ins to do, so the contractor is doing the main lines first and then going back and doing the tie-ins after the main lines. Once the main lines are done, the citizens will have a nice, smooth ride," said Gildea. "The contractor has estimated doing 1,000 tons of asphalt a day on the main line [equivalent to two miles]. They are going to do the south end first and then the north end. You are looking at six or seven days to get the main section done, and then the median or middle lane will either be done before or after the north end.”

Although completion dates are not set on county resurfacing projects, the $1.4 million dollar resurfacing project is estimated to be finished by mid to late October.

ecently, when I wanted to journey outside my comfort zone for my next Dining Feature, I thought, hmmm‌. Yep, just as it's spelled. Hmmm, where to?

I knew Sea Hags was a favorite spot for locals but I wondered, what's the draw? I had never been to this gem, located as you come across the bridge on Blind Pass Road from Treasure Island heading into St. Pete Beach. To be quite honest, I always thought this was more of a marina and boat rental, not a restaurant. Boy, was I wrong.

I pulled into the parking lot and found it full of cars, something I've noticed almost every time I've driven by. What the hell?

What's so great about this joint? I got out of my truck, I mean my convertible Rolls Royce, OK, my truck. Hey, what's wrong with a truck? Actually, my truck looked very nice in Sea Hags' parking lot; after all, I did see a million boats in the waterway.

As expected, the area near where I parked had the appearance of a marina, so I meandered that way and found an accommodating boardwalk leading to the soothing waterway. I was very impressed with what I saw. And let me tell you something, folks.

I am not easily impressed. Even though I drive a '96 Ford 150, I still expect perfection and might I add, I have a very demanding palate. But I digress.

I noticed a comfortable outside dining area along the water that I never even knew was there. Bonus number one: Waterfront dining, and a big outside bar to boot.

As I was walking along the dock, checking out the nice boats, someone grabbed my arm and nearly scared me into the water.

Turns out, it was a manager from a restaurant in Indian Rocks Beach, who asked to remain anonymous because the secret of his

favorite go-to waterfront restaurant would now be out in the open.

He told me that he freakin' loves Sea Hags, except he didn't use the word freakin'. I added that. He said he loves the food and how accessible it is for him on his boat. It is hands-down his favorite joint to go to on the beach.

I was like, damn, really? After shooting the breeze with him for a bit, I made my way into the dining room, which was spacious yet inviting. I know, I know. I use that word a lot, but it's true. I asked the hostess if I could have a table by the window overlooking the water, a request that she gladly granted.

I was immediately greeted by my server, Susan, who was extremely pleasant and on the ball. I ordered an ice-cold beer on tap as I sat back and took it all in. Now this is what I'm talking about. This is Florida.

Dining on the water, well, soon to be, but drinking a cold beer on a beautiful sunny day, enjoying the calm waters of our area.

My friends, we are living in paradise but don't tell anyone. It's just between you and

me. OK, also the 500,000 people who read Beach Scene. All right, I'm kidding. It's probably closer to 450,000.

After giving me time to take in the atmosphere and check out Sea Hags' great menu selection, Susan was tableside, taking my order.

For an appetizer, I had to go with the chicken wings because Susan told me they were awesome and I concur. It was a tough decision, because there were so many other delicious appetizers to choose from, such as the Crab Stuffed Mushrooms, the Tuna Sashimi, Nachos Grande, Fried Calamari, Dave's Crab Cakes and many more.

I also couldn't decide what to order for my lunch entrĂŠe, so I got greedy and ordered the Roasted Pork Quesadillas (fresh spinach, fresh tomatoes, green onions with a four-cheese blend and goat cheese) AND the Texas Burger. The quesadillas were damn good, but I have to admit, not as good as the Texas Burger (grilled onions, bacon, BBQ sauce and American cheese).

No BS, folks, hey that's BS - Beach Scene, get it - the Texas Burger was probably the best burger I have ever had. As a southerner, I have eaten about a gazillion burgers in my life. I know, what does being a southerner have to do with it? Nothing, but seriously, it was freaking awesome.

Sea Hags probably has one of the best menu selections on the beach, from the south end to the north end, with seafood selections like sesame crusted tuna and grilled grouper, to Broaster fried chicken buckets and specialty foot long pizzas.

Sea Hags has long had a reputation of extremely good food. I can say it truly was very good and surprisingly, it was even better than the million-dollar view of the marina and waterway. Now that, my dear readers, is extremely impressive. Check out Sea Hags and tell them that crazy guy from Beach Scene sent ya! You can thank me later.

Westphal brings his magic to Aqua Prime INDIAN ROCKS BEACH - Is it my imagination or does everything roll Steve Westphal's way? Westphal, owner of The Pub in Indian Shores, the Parkshore Grill and 400 Beach Seafood and Tap House, both in downtown St. Pete, Cafe Gala at the Dali Museum, and The Hangar in the downtown St. Petersburg airport, has capitalized on one hell of an opportunity. How, you ask?

Let me explain.

Over a year ago, air conditioning contractor Emmett O'Barr and his wife, Shirley, moved here from Texas and purchased the fledgling On the Rocks restaurant at 213 Gulf Blvd. in Indian Rocks Beach. They gave the restaurant a complete overhaul and facelift and renamed it Aqua Prime.

But after designing a beautiful restaurant, they realized they actually didn't want to be in the restaurant business after all. Cue Steve Westphal, with whom the couple had developed a friendly relationship, and viola, Westphal is the new owner of the restaurant.

a beautiful setting, the patio out back with the fiesta lights. For Indian Rocks Beach, it will be a nice addition for the dining scene for folks to have a clean and beautiful place to make reservations and have a beautiful spot to share a beautiful meal and have a beautiful dining experience."

Westphal states that they do not plan to eliminate live music but it will not be "part of the story." Wise man!

Westphal plans to continue stick to the menu and genre of the restaurant, but is just making the food the primary focus.

"We brought in a beautiful prime rib, the filets, the NY Strips and sirloins, the jumbo scallops, the big lobster tails, the shrimp and fresh fish, seafood steaks. For lunch, we have added the lobster roll, we have a prime rib sandwich. The outside bar, called the Reel Bar, has the NFL ticket, bringing college ball on Saturdays and NFL games on Sundays," said Westphal.

Anyone who knows Steve Westphal knows that he is relentless in getting and keeping his restaurants successful. If it was anyone else, it would probably be another shot in the dark for Aqua Prime, as the O'Barrs learned firsthand. For Westphal, it's just another day in the life of a successful restaurateur.

NORTH REDINGTON BEACH - After spending years coming to the Redington beaches, Mark Campbell's dreams of opening a restaurant have come true. With over 10 years of culinary experience and five years working to perfect his craft at Plato Latino Restaurant, Campbell has opened a Cuban restaurant called Cafe de Marco, at 17001 Gulf Blvd. in North Redington Beach. The restaurant serves breakfast, lunch and dinner, with breakfast served all day.

Some of Chef Campbell's specialties include the traditional Tampa style Cuban sandwich, Peccadillo, yellow rice and beans, Palomilla Steak, and much more.

Cafe De Marco is open Tuesday through Thursday, 8 a.m. to 6 p.m., Friday, 8 a.m. to 8 p.m., Saturday, 7 a.m. to 8.p.m., and Sunday, 7 a.m. to 3 p.m. Closed Mondays.

Beachside Grill celebrates one year

REDINGTON SHORES - Beachside Grill, the restaurant owned and operated by Doug Casey, former owner of MadFish in St. Pete Beach, celebrates their one year anniversary.

"It has been a great year," said Casey.

"We are adding a deck and bar out back in the next couple of months to allow outdoor seating just in time for the nice weather."

21st Annual Fall King of the Beach Fishing Tournament and Festival

Clearwater - The Clearwater Community Sailing Center will host the 2014 RS:X Youth World Windsurfing Championships, along with the 2014 Clearwater RS:X U17 Windsurfing Championships and the 2014 Clearwater RS:X Open Windsurfing Championships, Oct. 18-25.

The youth world championships were originally scheduled to be held in Israel, but event coordinators announced in August it would be moved to Clearwater.

Madeira Beach - The Old Salt Fishing Foundation presents the 21st Annual Fall King of the Beach (KOTB) Fishing Tournament, to be held Nov. 6, 7 and 8.

The City of Madeira Beach will again serve as the host city for King of the Beach.

More than 10,000 competitors and spectators are expected to attend the three-day event, making this the largest king and Spanish mackerel tournament on the west coast of Florida.

The weeklong event will feature Olympic caliber athletes from all over the world, competing for the title of world’s best.

Tampa Bay’s first women only triathlon coming to Fort DeSoto Tierra Verde - Florida Race Place Magazine is proud to announce the first women’s only triathlon event to be held in Tampa Bay. The inaugural Mazda Lycra & Lace Women’s Triathlon, to be held Saturday, Oct. 18, was created to provide an exciting family-friendly weekend where the

We all know what October means: Oktoberfest on the Beach Indian Rocks Beach - Each October, Action 2000, Inc. hosts Oktoberfest in the city of Indian Rocks Beach. Over 6,000 people attend and enjoy family fun, international food, great music, games and more.

This beachy version of the German tradition has become a signature event for the IRB community and has helped raise funds for Action 2000 (A2K). Proceeds have allowed A2K to jointly fund several city street-scaping projects, as well as pedestrian benches and shelters along Gulf Boulevard.

This year’s Oktoberfest on the Beach will be held Oct. 11 in Kolb Park on Bay Palm Boulevard, from 11:00 a.m. until 7:00 p.m.

As in previous years, this year’s event will feature a stein carrying contest, a keg throwing contest, a silent auction, arts and crafts vendors, and all-day food, drink and music.
