CABLE THEFT CRIPPLING BUSINESS IN SA

C

ommunication is critical to the flow of business, yet each electrical, telecommunications or transport cable stolen can shut down economic activity in a vast area for indefinite periods of time, seriously impacting the local economy.

The theft of cable, for their metal content, as well as piping and bolts to manhole covers continues to disrupt and degrade the supply of services to businesses and communities. Estimated at a cost of R10 billion per annum, the rate of theft casts doubt we will ever see Broadband and ADSL in every South African household and business if it continues. Last year, cable theft on the Johannesburg’ Daveyton train line meant commuters had no train transportation for a week and in January led to a train derailment near Pretoria, injuring about 200 people. Cable theft at a water treatment plant near Hartebeespoort Dam led to water contamination and lives have been lost falling down open manholes. Maboe Maphaka, senior manager at Eskom, estimates that cable theft costs the company approximately R400 million a year – notwithstanding the damage to its image; and costs to the consumer when power surges damage equipment, such as computers, TVs, and appliances plugged in at the time. Telkom reported losses from cable theft to be as much as R183.5 million in its 2010/11 financial year; with the number of cable-theft incidents having increased

by 17% in that time. Theo Hess, Telkom’s managing executive for network field services, says the services that cable theft disrupts are a “vital component to the running of businesses and an integral part of everyday living”. Comments Tshepo Ramodibe, Vodacom’s acting head of corporate affairs, that while very little of their infrastructure relies on copper cables, there is impact when their fibre optic cables are damaged in the process of criminals digging up copper cables. Theft and sabotage on optical fibre causes the most serious service disruptions and is responsible for the biggest downtime. Who are the thieves? Syndicates ‘employ’ people who are desperate for work, to steal copper cables and pipes as well as other non-ferrous metal items such as sheeting, grids, ladders, water meters, taps and manhole covers. Many of these people risk serious injury and death in doing so. The cables are then burnt to avoid identification and sold to scrap metal dealers, who sell them to overseas syndicates. As an example, although Cape Town has no copper mines, over R77 million worth of copper leaves through its harbour each year. In response, the Copperheads - an elite task team of specially trained officers - were constituted in 2007 to combat the theft of non-ferrous metals in its city. The South African Chamber of Commerce and Industry is lobbying for cable theft to be classified as economic sabotage, which would lead to tougher

punishment for the culprits. Neren Rau, the CEO of the chamber, says the move is essential to fight a crime that can slow down the economy, especially when there is such a disconnect between the relatively low value of the copper stolen and its global implication for businesses. “Sadly, at the lowest level of theft, it’s merely criminals that are trying to put food on the table,” says Rau. “That’s why in the past we’ve had difficulty prosecuting them, there was a lot of sympathy. But now that we’re looking at the broad implication the derailment in Pretoria - it’s a problem of the economy as a whole.” Telkom also reports arrests made through close collaboration with the NonFerrous Theft Combating Committee, Business Against Crime and the South African Police Services and has adopted various interventions, including alarming cable routes, employing the services of armed security firms, and deploying wireless technologies that are alternatives to copper. The power of solar

The sun’s energy provides cost-saving opportunities for business into the future

S

olar energy can help South African companies overcome the financial implications of future price hikes, with particular benefit seen in mediumsize businesses. However, in order for sun-generated energy to become mainstream among the South African private sector, the solar industry has to start marketing it as a practical need-tohave solution instead of a green, nice-tohave solution. “Solar energy is a good solution for South Africa’s private sector. It is cheaper than the diesel plants and generators that are often used as a substitute for conventional coal-generated power. However, it is still more expensive than Eskom’s electricity,” says Graeme Chown, executive director at energy management consultancy firm, PPA Energy South Africa.

This scenario is set to change. “Solar panel prices in South Africa are dropping at around 10% per annum, which is pretty much on par with the rest of the world. We predict it will take three to five years for solar electricity to be cheaper than normal power, especially if Eskom is granted its 16%-increase per year.” Chown spoke at the Solar Future South Africa conference, which took place at the Cape Town International Convention Centre in February. * The conference’s agenda topics tied in with Eskom’s application for electricity tariff increases and looked at the impact of this on the private sector. During the public hearings on Eskom’s application at the start of 2013, the National Union of Metalworkers (NUM) said that 37,5% of energy-intensive companies in South Africa would, in due course, have to close down if the tariff hikes were granted. While NUM mainly referred to heavy industry and mining, other segments of the economy are expected to


eco news be hit harder, said Dick Berlijn. According to the managing director of Pretoria-based solar electricity development firm Subsolar Energy, Berlijn, medium-businesses with high energy needs are the prime victims of past price increases and the proposed tariff increases. “Take supermarkets, agricultural businesses, dairy farmers, and retailers that require a constant and considerable amount of electricity, for instance bottle stores. These types of companies are paying some of the highest tariffs, as opposed to many mining houses,” he said. Because these medium-size companies are not large enough, they do not have enough power to put pressure on government when it comes to giving them more favourable electricity rates, Berlijn added. “These businesses in particular would benefit most from solar systems as their demand is not as big as for instance mining, and therefore they won’t require massive plants.” It seems that slowly, more and more companies in South Africa are realising the potential of solar. One of the companies installing solar systems is

“Marketing of solar energy should not revolve around the green element, but rather around the practicalities.” - Andrew Rice systems across South Africa. “One of those projects is a 100KWp system on the roof of a Pick n Pay branch in Hurlingham, Johannesburg,” explains CEO Alexi Romano. “The system provides 25% of the venture’s electricity needs and as a result 4.000 fewer tons of carbon will be emitted into the atmosphere in the next two decades.” According to Andrew Rice, one of South Africa’s top branding and advertising experts, more South African companies could and should use solar as a way to get electricity. “While the Rainbow Nation has made great strides, it still has a

long way to go. It all has to do with marketing. “The South African private sector is increasingly seeing solar as a viable solution, we have a long way to go before it is widely accepted as such.” “It seems that perceptions are lagging behind the reality and the technology. Technology has improved more than people realise it has. It takes time for that reality to catch up.” Rice added that marketing of solar energy should not revolve around the green element, but rather around the practicalities. “It is time for solar to be seen as a practical solution, something that we need rather than something green that is nice to have. It is up to the industry to market solar as such, so that people start to see it as a necessity.” m

I

nnovation as a topic of discussion among business owners seems to crop up occasionally and mostly with little real understanding of what needs to be done. Innovation is not just a word that we should haul out when times are tough and we feel the need to develop a new product, relook at the business or devise a new revenue stream.

Innovation as a concept is something that should exist within your organisation, almost as a line-of-business function. That may seem a little extreme but if I asked you how much time, as a percentage of your work days per year, you put aside to innovation, your answer would be? Next to nothing? In a company where innovation is formalised guidelines suggest that the executive committee spend at least 5 to 10% of individual or collective time focused on innovation. Innovation is not just about new revenue streams. It runs the gamut of implementation of ideas around a process that radically changes the way in which a business approaches a traditional function to a product or service that produces a disruptive effect on the market, with ancillary benefits for the bottom line. There is no better time than right now, or maybe tomorrow morning, to give consideration to how you can begin inculcating this culture into your organisation. This is of course easier said than done. There is a degree of change management involved which needs to be carefully managed. Of course, innovation for innovation’s sake is just

as bad as no innovation at all and will no doubt defocus the business from the day-to-day task of providing customers with products or services that have value for a price that they are prepared to pay. There are a number of ways to assist the innovation adoption process. These can be as simple as using a social enterprise network to collaborate and engage across an organisation. You could put processes in place to encourage thought or interventions that question current business practices in an attempt to find what is working and what is not. Innovation at a strategic level could also follow the path of scenario planning. It can begin with looking at a business category or industry where you leap 20 years into the future and see what the environment holds for you. Then work backwards to create the enterprise that you would need to get you there. It sounds complicated and very often the organisational view is rather that “the future will take care of itself and needs little attention in the present”. This is a fundamental and often-seen error in business. We should all embrace the feeling of discomfort that seeps into our bones when we know that our current success is only a stepping stone to the next iteration of our strategy. Innovation is one of the best tools to constantly provide us with a view of what we need to give our customers value and remain a step ahead of our competitors. As the actor, artist and songwriter Alan Arkin said, “Either you’re growing or you’re decaying; there’s no middle ground. If you’re staying still, you’re decaying.” m

aperworld not only provides a comprehensive overview of the international paper, stationery and office supplies sector with new product launches and abundant opportunities for making new business contacts but also looks at providing visitors and exhibitors with lectures and informative talks by many industry leaders and researchers.

The first point of contact for those pursuing the latest product trends and ideas was the Paperworld Trend Show. The aim of this specific exhibit was to achieve better orientation, the perfect assortment and a targeted customer approach by filtering through the major themes and bringing them to visitors and exhibitors. Experts gave guided tours through the trend worlds and spoke on the impact and implementation of these trends. www.shop-sa.co.za

Awards The International Stationery Press Association (ISPA) presented its international accolade, the Product of Year Award, at Paperworld. This award honours the best projects and products at Paperworld according to the categories Innovation, Quality, Price, Presentation and Environmental Protection. European Office Products Awards The gala dinner celebrating the annual European Office Products Awards presented by the UK’s OPI magazine celebrated products in the categories of Marketing, Customer Orientation, Innovation, Environmental Awareness, New Product Launch, Young Entrepreneur and Services for the Industry. The Chairman’s Comment shop-sa chairman, Hans Servas, attended Paperworld and commented that although the show was massive, informative, innovative and still very pertinent to the stationery industry, it seems to have become quite a bit smaller than the shows from previous years. His belief is that perhaps the stationery industry was putting its money elsewhere and that having floor space at the exhibit was becoming too expensive. Servas also mentioned that the introduction of Paperworld China and Paperworld Dubai might have taken a small slice from the original Frankfurt pie. my office magazine

Business, in today’s world of financial turmoil, will use every advantage to sell its products and services.

M

any companies with advertising and marketing budgets have persuaded us that we cannot live without their products. They take advantage of customers’ health, image and ego’s, which leads to huge spending on unnecessary products. Water is a great example: it is essentially a free resource, but is actually a $60 billion industry around the world. Why? Because companies have persuaded us that bottled water is cleaner and better than tap water.

Marketers also use sneaky tactics to increase sales. Toothpaste manufacturers hit on the idea of widening the mouth of the tube in order to get customers to use more paste by volume. One shampoo manufacturer added two words on the bottle that led to a dramatic increase in consumption: “Rinse. Repeat.” The big question is: Do we do whatever it takes in the short term in order to survive (and live with the consequences) or should we take a longer-term view and ensure our business’s future? Many companies take the short term view, but their tactics sometimes border on the immoral,

unethical, and perhaps even illegal, and these practices, when exposed, could lead to serious negative penalties. The more obvious illegal activities include collusion with competitors to fix prices, hiding information about the actual product and true prices until after customers have signed contracts, charging excessive interest rates on hire purchase, and many more dubious tactics covered in the Consumer Protection Act and other statutes. Occasionally, poor publicity and legal action may lead to these being stopped but ultimately questionable marketing tricks depend on human frailty – people’s gullibility coupled with a desire to get something for nothing, or to look good amongst their friends. Some dodgy practices identified on the rumour mill • Cookie-based price gouging: Airlines flag interest in specific flights when consumers browse its Internet site by attaching a cookie to the visiting computer. When you return to the website to book the flight, the price has suddenly increased as the airline has identified keen interest in the destination by your previous enquiry. • Bandwidth throttling: Internet

Service Providers (ISPs) slow down bandwidth when you reach a set percentage of your monthly allocation, and your internet access hits snail pace. As you look for a solution, you become the victim of the soft touch when the ISP advises you to go uncapped - at a higher fee. • Creating additional demand: Some bottled water and energy drink companies add sodium – an ingredient that actually causes dehydration. There are still foods out there that contain huge amounts of MSG – which is not only very addictive, but a cause of obesity in children. • Freemium: (a compound of ‘free’ and ‘premium’) refers to the practice of making a core offering available for free, but charging a premium for extras once consumers make further use of the underlying product or service. Unethical trading practices are fast coming to the end of their shelf-life thanks to advances in consumer networking. Engaging in such tactics is playing with fire. It doesn’t matter how sophisticated the ruse is, the truth will out. When these devious tactics are exposed, can you live with the consequences? m Vol 97 - Issue

Protection aimed at taxpayers imminent How efficient and compliant is your tax practitioner and how well are you protected?

T

he last deadline for the 2012 filing season for provisional taxpayers filing their tax returns via e-filing was 31 January. Failing this, an administrative penalty for late submission of R250 is being levied for each month that the individual is late in submitting a tax return. Additionally, failure to pay the assessed tax by January 31 will trigger backdated interest.

It is reported that approximately 17 000 tax practitioners, roughly half of tax practitioners registered with South African Revenue Service (SARS), do not hold any formal qualification in taxation. Tax practitioners came under attack in the 2012 Budget Speech when Minister of Finance, Pravin Gordhan, announced that tax practitioners owed over R260 million to the state, and accounted for more than 18 000 outstanding income returns in their personal capacity. “If that is their attitude to their own tax compliance, one shudders to think what advice they are giving to their clients,” Gordhan stated.

Stiaan Klue, chief executive of the South African Institute of Tax Practitioners (SAIT), ascribes the serious state of affairs to the enormous amount of tax changes promulgated in the past decade. “In recent years tax legislation has become very complex and the noncompliance highlighted by the minister can be directly linked to the practitioners’ technical ability to perform the work, albeit exposing taxpayers to significant SARS penalties,” says Klue. “It is evident that the primary aim of government with the regulation is to reform the tax profession to protect taxpayers against tax practitioners who practice without the required diligence, and in extreme circumstances practice recklessly to the ultimate detriment of the ordinary taxpayer,” Klue adds. In order to measure the 17 000 tax practitioners before the 1 July deadline, the SAIT has developed a tax competency assessment, along similar lines to the US Inland Revenue Service (IRS) compulsory competency assessment for tax return preparers. The first national assessment was held on 15 February, with monthly tests scheduled thereafter. The tax profession was recognised by South Africa Qualifications Authority

(SAQA) in November 2012 when the tax designations were registered. This resulted in the tax profession joining the list of South African professional designations whose statutory and non-statutory professional bodies have to comply with criteria set out by SAQA. The regulation of the financial services industry saw similar legislation when the Financial Advisory and Intermediary Services Act (FAIS) was introduced in 2002, which sought to ensure that South Africa’s 140 000 financial advisers met competence requirements in order to protect consumers and professionalise the financial services industry. “Looking at SARS’ Strategic Plan 20122017, non-registered practitioners owe SARS on average four times more tax than their registered counterparts,” comments Klue, who believes that the new regulatory regime, together with the occupational qualification in tax, will address the issue of training and certification of tax practitioners. As a recognised professional controlling body, the SAIT now has their own Taxation Disciplinary Board which can take action against their tax practitioners if they commit fraud or act unprofessionally. m Vol 97 - Issue

Q&A Tell us about your childhood and some favourite memories of growing up? I have fond memories of my childhood days in the forties in Randburg where I was born and raised. I was the oldest of three children. In those days Randburg still had dirt roads, no electricity, no municipal water or sewerage system. As children we didn’t have a care in the world – the neighbourhood was safe, we played outside and could ride our bicycles without fear of being hit by traffic, because there was very little. At what stage of life do you find yourself at now? Scaling down, taking it a little easier, spending quality time with my loved ones. What is your life’s motto or personal brand? Never go home from work totally satisfied because there is always something you could have done better. Use three words to describe yourself: Three P’s – perfectionist, professional, precise. What is your business philosophy? Never compromise your integrity and always be painstakingly honest in everything you do. Briefly describe the highlights of your working career. Each TV news bulletin was a highlight, because no two days’ news was ever the same. The first career highlight was when I was appointed to the permanent staff of the SABC in 1968 after completion of my studies with an SABC bursary at the University of Stellenbosch and embarked on a long and satisfying career. I found an opinion poll a number of years ago that, after former president Nelson Mandela, I was considered by the viewers to be ‘the most credible South African’. Never to have a hidden agenda, pursue the truth and nothing else. How do you handle stress? Very well. I remain cool, calm and collected even when things go radically wrong on air. Direct Marketing on the upward slope

Interactive and direct marketing (IDM) has always flourished in times of economic recession. It is one of the few marketing disciplines that can provide an immediate and easy way to measure return on investment (ROI) for the marketer.

T

hus it is being increasingly used, frequently in collaboration with other marketing disciplines (advertising, sales promotion, point of sales, sponsorship, etc) to stimulate sales, as well as inform consumers.

Getting a detailed concept across is one benefit of IDM. Most “above-the-line” advertising does not have the space to tell a story and explain, whereas most IDM media are greatly suited to describe and amplify, which is why financial services, tourism, IT, and other complex product sectors find IDM so appealing. One of the most pressing issues all marketing and advertising faces today is the fragmentation of media. Not long ago there were only a few TV and radio channels to advertise on. Now DSTV and other satellite TV service providers are giving us a vast choice of broadcasters, but increasingly people prefer to spend

much of their leisure time on the internet. Advertising is becoming wallpaper which consumers are only vaguely aware of. In the case of IDM, we are all too aware of the e-mail spam we receive, or the call centre calling us about irrelevant products at inconvenient times of the day – it’s infuriating - so IDM can be perceived as intrusive and irritating. This is partly due to badly targeted messages; partly to the time we receive those messages, and partly to the medium used. The DMA recognised these issues some years ago and produced a code of conduct as well as best practices for its 250 members. It also runs the Do Not Contact (DNC) list where consumers who do not wish to be approached by marketing can register. We now have about 60 000 consumers registered and our members are required to “clean” their marketing lists against the DNC. They are also required by law, the Consumer Protection Act, to keep their own internal “suppression” list to register consumers who complain directly to them about not wanting to receive their marketing. Because of the proliferation of “spam, usually from outside our borders, some

of the electronic communication media, like e-mail, is becoming increasingly challenging to use. Direct mail, however, still has that curiosity and enjoyment factor when the recipient receives a letter or package. Direct mail is therefore growing - and with over two million new addresses issued by the South African Post Office (SAPO) in the last couple of years, direct mail is a major player in South Africa. Once the Protection of Personal Information (POPI) Bill is enforced, the rules of IDM will change. Consumers will have to give their consent for marketing by electronic communications, but consent will not be necessary for direct mail or telemarketing. As with any discipline, to get the most out of IDM, marketers need to be well trained in the processes and that is truer today than ever before with the explosion of choice in the media available for marketing from direct mail, to e-mail, sms, telephone and social media. Disadvantages of having summons issued against you

Over the past few months my articles have focused on formal debt collection procedures by way of the issuing of summons.

H

owever, it is important to emphasise the disadvantages of such proceedings and the detrimental effect that it could have on the relationship between supplier/ creditor and debtor.

It is always recommended that if a debtor is experiencing cash flow problems that they contact their creditors as promptly as possible so as to avoid summons being issued against them. The disadvantages: 1. Issuing of summons is a costly affair and whilst the initial cost is borne by the creditor / supplier – the debtor is the party who pays the price given that common practice is for the courts to award costs of proceedings against the debtor / defendant.

2. Once a judgment has been granted against the defendant it is recorded on the defendant’s credit history - this has serious damaging effect due to the fact that the judgment then becomes public knowledge; 3. In execution of a judgment against a defendant – the sheriff will sell the defendant’s assets on auction for a fraction of its value; 4. A debtor will have to instruct an attorney to defend any summons issued against it – this will have the resultant effect of incurring further legal costs and adding to the defendant’s liabilities; and finally, 5. When debt gets to summons often than not is an indication between creditor and debtor – unnecessary animosity can

So once again, I encourage debtors to approach their creditors and to implement mediation or amicable resolution procedures as soon as possible. SABS certifies locally produced products Buying from South African manufacturers creates business opportunities for locally-produced products and services and thereby strengthens the economy. This, in turn has spin-offs for job creation in our country. In support of the ‘Local Content’ initiative the South African Bureau of Standards (SABS) was appointed as the Verification Agency for Local Content in the public sector procurement system by the Department of Trade and Industry. The Local Content initiative forms part of the revisions to the Preferential Procurement Policy Framework Act (PPPFA) that came into force last year. All businesses that are tendering for goods, works and service contracts within the public sector, in the ‘designated sectors’, must meet the set minimum local content requirements. The first group of designated sectors includes power pylons, rolling stock, buses, canned vegetables, clothing, textiles, footwear, leather products and satellite television set-top boxes.
