It would have been tempting to sit back on our laurels and enjoy this pandemic interlude, but as it turned out; we simply haven’t had the time. In the wake of a successful first run with AIBC Asia Digital, the company has fully embraced the opportunities the online world has to offer. We followed through with a second digital summit, this time in 3 languages, helping us delve further into the up-and-coming LatAm markets.
This multi-lingual approach is in line with a new, global vision which saw the launch of new events in the Americas, Asia, and Africa, and the addition of 5 new languages to our website. Through a more diverse offering we hope to connect with a growing international audience, a sentiment we plan to amplify later this year when we introduce a further iteration of languages; French, Korean, Japanese, Thai, and Hindi.
It is also for this reason that AIBC summit has made plans for its inaugural virtual event in November. Custom-designed, the summit offers an interactive and visual experience to attendees, leveraging the latest cutting-edge tech to design a state-of-the-art virtual events space.
In tandem with these shifts and changes, this publication has also moved with the times. For the first time ever, the magazine offers a trifecta of verticals within its pages; bringing emerging tech, med tech and med cann together under one cover.
It is with thanks that I conclude - to co founder, Eman Pulis, for his bold leadership, and to the editorial teams for taking this issue to the next level.

The onset of the pandemic has given this industry a rare luxury; time. Time to think, time to talk.
And we haven’t wasted a moment of this valuable resource, choosing to funnel our energy and resources into a series of high-end digital and virtual conferences, revamping our websites, and investing in our media.
Like most other businesses out there, our events have undoubtedly been shaped by the current pandemic. Travel restrictions meant that we had to make the tough decision to postpone our 2020 summits planned for Malta and Manila.
Despite this, we’ve still got the future in our sights. This year we launched a new initiative: AIBC Americas - setting 2021 up to be an incredible year for a global adventure. We’re also launching AIBC Africa in 2022, with South Africa confirmed as our first port of call.
2020 still holds a lot of promise. We explored Asia and the Americas in our inaugural online conferences, with a series of interactive debates giving voice to experience. Our LatAm focussed-event was held, for the first time, in multiple languages.
Our growing international portfolio is reflected in the changing face of our website, with content now available in 10 languages. This more multicultural outlook reflects our understanding of the dynamics of a fast-changing marketplace and the value of a broader outlook.
Towards the end of the year SiGMA is stepping up its game with a virtual, interactive summit geared towards the European market. We’re leveraging cutting-edge technology to bring our delegates and sponsors as close as possible to the real deal.

MALTA’S MINISTER FOR HEALTH, CHRIS FEARNE, WRITES ABOUT MALTA’S VISION TO ENABLE THE DIGITAL TRANSFORMATION OF HEALTHCARE - LEAVING NO ONE BEHIND.

In the past months of the pandemic, med tech faced a number of challenges due to the reduced amount of elective interventions, but it also experienced immense growth in some areas such as Digital Health, Telemedicine, Robotics and Wearables. Malta also experienced this growth and there is truly no going back from this. In fact, we’ve kicked off the very first Telemedicine Centre in Malta under the auspices of Primary Healthcare Malta with more than 100,000 consultations under our belt in less than 6 months.
We’re also working tirelessly to introduce inpatient prescribing at Mater Dei Hospital through Mario, our robotic pharmaceutical dispensing machine and SOFIA, the companion software that enables the prescribing decisions of doctors and nurses at Mater Dei Hospital. In fact, we’re currently underway with the implementation of the SOFIA inpatient prescribing system at Mater Dei Hospital supported by the deployment of 17 Robotic Dispensing Machines. We plan to fully deploy them by 2021. Our vision is to help doctors and nurses prescribe and dispense the right medicine at the right dosage, and potentially eliminate all human error. We have also fully implemented the use of Robotic Surgery for prostaterelated surgery, and we are looking to further expand this service to gynaecology, liver and ear, nose and throat surgery.

When thinking about med tech, especially in 2020, the travelling of data and information in between different health information systems has become all the more prominent. In the past year we have taken important and challenging decisions to enable the digital transformation of healthcare through the implementation of numerous projects, namely the Electronic Patient Record for Primary Healthcare. The turnaround and implementation of this system happened at an unprecented speed. It kicked off before COVID-19 and by May we had the Electronic Patient Record in more than 60 locations. We have already recorded more than 1 milllion patient encounters since its launch last November.
Public Health also embraced the digital transformation accelerated by the COVID-19 pandemic by deploying several technologies in record times such as COVID-19 Check, a symptom checker to assess your risk for COVID-19, Go.Data, a WHO Outbreak Management System used by more than 40 countries world-wide and COVID Alert Malta, Malta’s official proximity tracing app.
In fact COVID Alert Malta was designed, developed, and delivered together with the Malta Information Technology Agency, a nationwide digital proximity tracing app in less than 6 months supported by a legal framework and robust information security

audit. Best of all we’re aiming for the highest level of transparency by making our code available in a publicly available open-source repository. With this fully open and transparent approach, we’ve managed to reach 60,000 downloads in less than 5 days relating to approximately 12% of the population.
In the past 7 years, through the CONvErGe and Mapping Tomorrow EU-Funded Projects, the Government of Malta has accelerated the digital transformation of multiple sectors and this has had an immense impact on health. Here, we are looking towards a future where using paper documents to manage your health will be truly a thing of the past.
This October the Med Tech and Med Cann Summit are happening at the right time and at the right place. The unprecedented growth of med tech is still taking place despite the challenges of the COVID-19 pandemic and the shifts towards crisis-oriented interventions and telemedicine. We are looking towards a future where we will see an increased demand for dynamic critical care models, enhanced virtual care using connected solutions and reinventing the way that we prepare for nosocomial threats and infection control.
In the local community, we have noted a rising demand in patient engagement with the number of users on myHealth getting closer to the 100,000 mark, and this is truly reflective of the direction that the Med Tech Industry is heading towards. We’re truly encouraged by the active and growing Digital Health Ecosystem powered by Non-Governmental Organisations such as Digital Health Malta, that also plays an important role as one of the co-organisers of the Med Tech Summit. And last, but not least, we look forward to seeing the ever-growing educational and research efforts happening at the University of Malta.
We are at an important juncture and through the concerted efforts of all the relevant stakeholders, including the private industry, Malta can be the med tech and digital health innovation hub, with its unique characteristics of being an English-speaking country, having direct connections within the European Union and the Commonwealth, and its excellent healthcare system, giving us the right competitive edge to succeed. Through this, we can embrace the vision of digital health and med tech for all and not just the few.

TELL US A BIT ABOUT THE NON-PROFIT MOVEMENT MEDICINAL CANNABIS EUROPE AND WHAT IT HOPES TO ACHIEVE OVER THE NEXT COUPLE OF YEARS.
Medicinal Cannabis Europe is the only pan-European multistakeholder organisation that aims for patients’ fair access to safe, high-quality medicinal cannabis. It brings together patients, academics, scientific communities, as well as industries. It aims to achieve patients’ fair access via the establishment of a regulatory framework at European level that would harmonise the production, distribution and use of cannabis-based treatments.
IS THERE A LACK OF HARMONISATION OF LEGISLATION GOVERNING MEDICINAL CANNABIS ACROSS EUROPE?
Yes. In fact, Member States regulate the licensing, production, distribution and access to medicinal cannabis. Across the EU, the legislation governing medicinal cannabis is fragmented. This lack of harmonisation is detrimental for patients’ access, and it also precludes proper research and innovation on the benefits of medicinal cannabis and hinders the development of the European medicinal cannabis sector. For instance, one country would allow prescription of medicinal cannabis but would not have any regulation in place for domestic production. Patients would then be obliged to rely on supply coming from abroad, which leads to a higher cost of the medicines. This example also emphasises that a given country can be dependent on international suppliers, who may reduce their production or face regulatory hurdles for shipping their raw products, causing shortages which directly affect patients’ ability to get their treatment.

WHAT ARE THE KEY CHALLENGES THE MEDICAL CANNABIS VALUE CHAIN FACES WITHIN THE EUROPEAN UNION?
Patients are mainly struggling with accessibility and affordability of cannabis-based treatments, while the industry needs to adapt to different, fragmented rules and standards which hinder the smooth running of the EU internal market. Funding for research on medicinal cannabis is also limited within the EU, and that affects the ability of the scientific community to tap into the potential of cannabis-based treatments through new scientific evidence. Medicinal Cannabis Europe voices the concerns of the value chain towards EU decision-makers and advocates for a set of clear, minimum rules in the European Union.
A NUMBER OF POLICY MAKERS HAVE BEEN CALLING ON THE EU TO ENSURE FAIR PATIENT ACCESS TO MEDICINAL CANNABIS IN EUROPEWHERE DO WE STAND?
In February 2019, the European Parliament adopted a resolution on the use of cannabis for medicinal purposes. The Parliament urged the European Commission and Member States to facilitate fair access to cannabis-based medicines, to agree on a common definition of medicinal cannabis and to boost research and innovation to develop more scientific evidence.
In April 2019, Medicinal Cannabis Europe launched a Policy Pledge addressed to Members of the European Parliament (MEPs) which calls for the establishment of a harmonised European regulatory framework and for the allocation of EU funding for research on medicinal cannabis. We have seen an increased support from MEPs from across the political spectrum over the past few months, but a lot remains to be done! In this context, on 13 October, MEPs Frédérique Ries, Tilly Metz and Alex Agius Saliba together with Medicinal Cannabis Europe will host a conference at the European Parliament to address the next steps and pave the way towards a European approach on medicinal cannabis.
WHY DO YOU THINK THERE IS SUCH MISTRUST SHOWN BY MEDICAL PROFESSIONALS WHEN IT COMES TO PRESCRIBING CANNABIS-BASED MEDICAL PRODUCTS?
Many healthcare professionals argue that there is not enough scientific evidence to substantiate and justify the safe prescription of medicinal cannabis as a treatment. In this regard, the allocation of research funds is paramount to identify and demonstrate the benefits of medicinal
cannabis applications. Beyond research, healthcare professionals also need to be trained and educated on the already existing scientific evidence on medicinal cannabis. In this regard, some Medicinal Cannabis Europe’s members are actively involved in initiatives to train doctors and nurses, to develop knowledgeable medical professionals who could include cannabis-based medicines as part of a patient’s treatment for certain conditions (e.g. epilepsy, pain alleviation, fibromyalgia).
WHAT KEY CHANGES TO THE MEDICAL CANNABIS SECTOR ARE GOING
TO DEFINE THE NEXT FEW YEARSPARTICULARLY IN TERMS OF REGULATION?
At international level, there are ongoing negotiations to amend some cannabis classifications under the 1961 Single Convention on Narcotic Drugs. In particular, one recommendation suggests removing cannabis and cannabis resin from Schedule IV of the Convention, which includes substances liable to produce ill-effects and have little or no therapeutic use. If this recommendation passes, it would be an official acknowledgment of the therapeutic potential of cannabis at international level, hopefully opening the doors to more research on the topic. At EU level, there are several upcoming health-related initiatives where medicinal cannabis could play a role. For instance, the EU Beating Cancer Plan – expected by the end of the year – would encompass measures to improve the quality of life of cancer patients. The benefits of cannabis-based medicines to alleviate the side-effects of cancer treatments (e.g. nausea, lack of appetite) should be recognised and further promoted within the Plan.
We are strongly convinced that step-by-step, with the cooperation among the different players of the value chain and the support of policymakers, we will make tremendous steps ahead in ensuring patients’ fair access to cannabisbased treatments!

The pandemic and the climate change crisis have undoubtedly acted as a wakeup call for everyone to reflect on how we live our lives, and, most importantly, our health and wellbeing. As the cannabis market matures, and the consumer base widens, a boom in the hemp, CBG and CBD industries is forecasted; and along with it, an increase in demand for sustainable cannabis.
This demand hasn’t been a surprise as the industry has noticed a more educated and savvier consumer; demanding green and ethical products and reduced wasteful practices in suppliers. ‘Organic, clean and natural’ is the universal saying adopted by customers as they are more socially responsible than ever.
WAFBA’s Morris Beegle tells Forbes that due to COVID-19 “more emphasis will be placed on health and wellness, eating good foods, and taking nutritional supplements”. He continues, stating: “I see hemp superfoods and supplements that include CBD, CBG, full and broad-spectrum extracts will find their way into more and more people’s diets over the coming months and years”.

Aster Farms is a sustainable cannabis company based in Oakland, California, and embodies the mantra ‘The cleanest, meanest and greenest around’. Letting nature do the work, Ludwig notes that ensuring transparency with their customers and seed-toseed quality control is essential following the recent vape scare erupting back in 2019.

The cannabis industry is known to have an unfortunately large carbon footprint, particularly indoor cannabis, which will continue to grow as demand increases.
Thus, what sustainable practises could we see in the future to address this problem? Arguably, at the forefront is the push for sun grown cannabis, as opposed to indoor cannabis cultivation that’s often associated with a superior cannabis. However, this couldn’t be further from the truth as sungrown cannabis can be just as good, if not better, than indoor cannabis. Not only can the quality of cannabis be superior, but this cultivation method is also a cheaper alternative. In the words of Ludwig himself, sungrown cannabis “is the best way to express the plant’s full cannabinoid profile” Forbes reports.

Energy usage is one of the major concerns surrounding cannabis cultivation. Greater adoption of renewable energy sources within cannabis companies is expected, including facilitates running on solar energy, hydro-energy, and windmills at rural cannabis operations. New Zealand-based medical cannabis company ‘Greenfern Industries’ has launched an initiative to grow medical grade cannabis indoors using renewable hydro-energy.
A further option cannabis growers are gravitating towards in order to mitigate their energy costs is using greenhouses. New Frontier Data reports that 60% of electricity used by suppliers goes towards indoor facilities while only 37% goes towards greenhouses.
Reduced growing costs not only benefits the supplier and the environment, but also the consumer as prices become more affordable.
Another concept bracing cannabis cultivation companies are recyclable packaging and biodegradable materials. In a bid to ensure packaging is more eco-friendly, companies have opted for paper and glass as opposed to plastic; reducing waste and reusing materials.
The push for sustainable CBD bridges the gap between the medical world and the environment. In an industry with a notoriously large carbon footprint, it is essential for Med Cann companies to put people, sustainability and innovation at the centre of their operations.

WE’VE HEARD A LOT ABOUT VFA LICENSING OVER THE LAST YEAR. IN WHAT POSITION DO YOU SEE MALTA RIGHT NOW, AND WHERE DO YOU SEE IT GOING?
We have seen quite a few jurisdictions trying to regulate cryptocurrency service providers. Regulation, in itself, is a complex matter because one would need to achieve a balance between the protection of customers and rendering the framework workable for the licences. Most jurisdictions fail to achieve that balance. Once that is achieved, the regulatory framework brings with it massive advantages, both for the operators that are regulated under that framework, as well as the customers that are protected by that framework.
Let’s focus on operators. Nowadays it is very difficult to conduct a business that involves holding customers’ money if that business is not regulated in some form or fashion. It will be very difficult to find banks ready to accept your cash, it will be very difficult to reach agreements with a certain level of business partners and it will be extremely difficult to achieve mainstream adoption. So initially businesses will be reluctant to get regulated because, let’s face it, regulation will stifle innovation a little bit. However, once regulatory frameworks with the right balance are available, businesses will adapt.
INVERSELY, MOVEMENT IN THE AREA OF MDIA CERTIFICATION HAS BEEN RELATIVELY QUIET. WHAT CAN YOU TELL US ABOUT THIS SECTOR OF TECH?
The framework around the certifications was a longshot in itself. It comes close to breaching a principle that should never be breached, i.e. Never regulate technology. However, the concept behind it is laudable. Unfortunately, the implementation left much to be desired. The framework, went a little bit overboard, particularly when it comes to its depth as well as its cost. Probably, the costs involved in getting certified was what scarred mostly the potential of this framework.
However, the costs are also partly attributable to the disproportionate depth of the framework. There is still a possibility of saving this framework as long as the authorities are prepared to mellow down, the framework in a way that makes it easier for operators to achieve the standards required, as well as making it cheaper for stakeholders to achieve certification.
JUST RECENTLY, IN JUNE, THE MGA PUBLISHED AMENDMENTS TO THE SANDBOX REGULATORY FRAMEWORK. WHAT IMPACT DO YOU BELIEVE THIS WILL HAVE ON THE SPACE, AND IS THERE ROOM FOR IMPROVEMENT?
The Maltese framework focusses on four major principles which include corporate governance, anti-money laundering, cybersecurity and consumer protection. These four principles should be at the centre of every regulatory framework that intends to regulate cryptocurrency service providers. There are two reasons why it wasn’t as successful as expected. First of all, it was hyped too much and that raised expectations beyond reason. Secondly, certain parts of the framework were based too much on existing frameworks dealing with financial services. The proposed harmonisation across the European Union will resolve these issues and Malta will be perfectly placed to attract business in the space due to its first mover advantage.
The main issue with the MGA sandbox is that unless you are accepting the cryptocurrencies through a licenced service provider, you can only accept up to €1000 per user per month in deposits. The only solution to this was to accept cryptocurrencies through a third party who had a licence from an EEA member state, equivalent to an MFSA VFA licence. One particular change that was quite shocking was that this has now been limited to those operators that are licenced by the MFSA. For the past 20 years, the MGA has always advocated for freedom to provide services across the EEA and I find it very strange that it is imposing this barrier for this particular matter.
For the rest, the easing of limitations we were hoping for, that will be imposed on operators wishing to make use of blockchain technology within their gaming platform, has not happened. In fact, anyone that wishes to operate blockchain within its gaming platform needs to obtain MDIA certification beforehand. Since the MDIA framework is very onerous as discussed above, it consequently makes complying with the sandbox requirements too onerous for operators to even bother.

LET’S TALK ABOUT MALTA’S NATIONAL STRATEGY IN DIGITAL INNOVATION, WHERE DO WE STAND?
Back in 2018, the government launched the Malta AI Task Force, which was entrusted with the development of a National AI Strategy, the aim being that of laying the foundation to position Malta as a centre for excellence for AI, including deployments of AI-based systems and AI specific enhancements to Malta’s Innovative Technology Regulatory Framework.
Subsequently, in March 2019, a policy document was launched by the Malta AI Task Force. The main aims were to set out the focus of national resources across both the public and private sectors to ensure that the Maltese economy and citizens fully participate in, benefit from and where necessary, are protected from a new global economic and social landscape influenced, if not reshaped, by AI.
The strategy builds on three strategic pillars, which are investment, start-ups and innovation, public sector adoption and private sector adoption. Underpinning these pillars are three enablers that cut across all aspects of the National AI Strategy, being education and workforce, ethical and legal and ecosystem infrastructure.
In terms of the investment, start-ups and innovation pillar, the strategy sets out initiatives to generate investment and position the country as a hub for AI application and niche areas of research and development. The government has started working on 5 ambitious applied use-cases of AI in the fields of tourism, water and energy management, traffic management, education and decreasing bureaucracy.
Following the launch of the National AI Strategy, the Malta Digital Innovation Authority (MDIA) published for consultation: the AI Innovative Technology Arrangements (ITA) Guidelines, the AI System Auditor Control Objectives, the AI ITA Nomenclature and the AI ITA Blueprint Guidelines.
CAN YOU EXPAND ON SOME OF THE STRATEGIC INITIATIVES LINKED TO THIS, SUCH AS SOME OF THE GRANTS SET UP TO BOOST INNOVATION AND SUPPORT EDUCATION?
Education will be a crucial tool to build up a “knowledge-based” generation. It’s the greatest legacy we can leave for our children and youths, beyond any monetary prestige. In recent months, the
government kicked off a scholarship fund for students that wish to pursue studies on AI. The scholarship fund is not limited to students from computer science and engineering backgrounds only but will include students from different fields of study, including but not limited to: Legal and Management. This goes hand-in-hand with our strategy of preparing the complete digital transformation of our public institutions.
HOW ARE YOU LOOKING TO STRENGTHEN MALTA’S APPEAL AS A HUB FOR FOREIGN INVESTMENTS IN THE TECH SECTOR?
Being a reputable jurisdiction in the gaming sector, complimented by a strong and effective ecosystem, puts us on the forefront of attracting more tech companies to reside or expand their operations here in Malta.
Through Identity Malta Agency we have the “Key Employee Initiative” that embraces persons working in the tech-industry to fast track procedures when applying for dual residency or an employment permit. We also have tax incentives directly aimed at tech specialists should they choose to reside their operations locally. Notwithstanding the pandemic, the government has embarked on an infrastructural investment programme for the coming 8 years. This will include the upgrading of a Business Incubation Centre and a new Logistics Hub that will involve a capital investment of €110 million.

It is heavily investing in digitising its operations through the introduction of AI and Blockchain technologies, particularly in the fields of education, energy management, traffic management, and tourism. MDIA will be launching a technological Sandbox in the coming months that will assist start-ups to launch their services in the respective emerging markets.
THE MALTA ETHICAL AI FRAMEWORK WAS LAUNCHED LAST YEAR, WHAT ARE THE MAIN CONCERNS EMERGING TECH, SUCH AS AI AND BLOCKCHAIN ADOPTION IS FACING, HOW DEEP DO TRUST ISSUES RUN AND HOW CRUCIAL IS IT TO GET THE PUBLIC ON SIDE?
AI is a powerful tool that will allow for new types of services, to automate tasks allowing us to free up our time and make breakthroughs in new areas. However, AI systems are created by feeding into them lots of data. Depending on the task it would require specific types of data.
Consider an AI system that will determine if you are granted a bank loan depending upon your income bracket, your place of birth, your hometown, your education and other factors. Such a system may discriminate against an individual because the AI system highlights that people of a certain demographic may be less likely to pay back their loan.
However, this is generalising. You know that you should be accepted for the loan, yet it was rejected for some reason beyond your control – because AI systems generalise. AI systems are biased according to the data they are fed. This is one primary concern within the AI sector with regards to ethical usage. Certainly AI will present a challenge in the labour market which thus needs to be upskilled or reskilled to harness the power of AI and IOT in a new digital era. We need to differentiate between Cryptocurrencies and Blockchain. When it comes to Blockchain, it is to decentralize and build-up on immutability, transparency and security.
This is achieved in a way that data cannot be manipulated and by ensuring data cannot be forgotten. This raises concerns regarding what can be done if personal data is stored in a blockchain and cannot be removed.
Then there’s Cryptocurrencies, designed to be a digital currency that works as a medium of exchange using cryptography to assure that payments are sent and received safely. These systems raise concerns when it comes down to clamping down on crime, as many cryptocurrencies provide anonymous-like features.

It is for these and other concerns that Malta enacted legislation like the Virtual Financial Assets Act and the Innovative Technologies Arrangements and Services Act to provide oversight with respect to local cryptocurrency-like activities; to provide a regulatory framework that can provide comfort to users that Blockchain systems are functioning correctly; and that measures can be put in place to ensure AI systems are monitored to ensure that their behaviour is sound. We will continue to investigate further ways to ensure that AI, Blockchain, and other emerging technologies are safe and ethical while working in conjunction with our EU counterparties to assure that such principles are upheld.

EUROPEAN COMMISSION PRESIDENT URSULA VON DER LEYEN PLEDGED TO UNVEIL PROPOSED LAWS FOR THE ETHICAL USE OF AI IN WHAT SHE CALLED A COORDINATED EUROPEAN APPROACH. IS MALTA ON TRACK TO FOLLOW SUIT – WHEN ARE WE LIKELY TO SEE NON-BINDING ETHICAL GUIDELINES BECOME COLD, HARD LAW? SHOULD THERE BE A GLOBAL APPROACH TO ETHICS WHEN IT COMES TO DIGITAL INNOVATION?
Maltese legislation is not only already proactive in the sector, but ahead of current legislation being discussed at EU level. Malta is actively participating in the discussion regarding the white paper presented by the EU Commission in relation to AI regulations. The white paper raises several important questions. It also acknowledges the progress made by Malta and highlights its legislation is already dealing with the issues being tackled by the white paper. MDIA’s AI certification guidelines address the ethical issues raised by the white paper and possibly introduce new concepts which are either lightly mentioned or not present at all. The Maltese approach urges a risk-based approach which is in line with the white paper.
MDIA’s concept of the forensic node and technical administrator are two examples of features which are completely absent in the white paper. It is important to note that we do not intend to stifle innovation – yet we will promote the development of innovation, and therefore a risk-based approach is pertinent to allow AI to develop in sectors that do not require oversight and where bias might not be an issue at all, yet to impose oversight in sectors where it is required to ensure that such ethical issues are addressed.

The brightest minds across the LatAm and Asian markets were invited as panelists for this year’s innovative editions of AIBC Digital Summit, where, naturally, the focus remained as relevant as ever. Experts discussed topics ranging from cryptocurrency, Blockchain, emerging technologies, AI and COVID-19.
The final day of the summit addressed all the emerging developments across Asia during AIBC Asia Digital Summit with 15 panels. The success of the summit was a catalyst for AIBC Americas Digital Summit, held on the 24th September 2020, which concluded three days filled with premium content across 12 panels.
In the words of Eman Pulis, Founder of SiGMA Group: “It is now more vital than ever to stay informed and connected, the digital conference will embrace the difficulties we are facing at a time when working together has never been more important. Speaking during an AIBC Asia Digital Summit panel on emerging markets leveraging emerging technology, Faris Owers, Co-Founder of Instigation Protocol, said, “The biggest hurdle is a lot of the problems with blockchain solutions in cities is they haven’t done it in many places. That’s more related to behaviour from a municipal standpoint than it is about the virtue of what blockchain tech is. I think through education that’s where you can lead that resistance.”
Then, during a panel discussing technology in the midst of a pandemic, Ben Goertzel from SingularityNET noted: “We weren’t worried about all the problems inside the system. Now the weakness of the system as a whole is being exposed. The optimistic hope is that this is a wake-up call to modernise and upgrade our systems and explore more robust solutions for the next crisis. Whether that will happen remains to be seen”.
The AIBC Americas Digital Summit addressed the ever-growing cryptocurrency market in LatAm. Etienne Luquet, CEO of Legal Lab, stated: “Crypto is really a magical solution for the monetary and economic problems that our current currency in some Latin American countries, Argentina, Venezuela, is facing”. Nonetheless, he also acknowledges that the crypto sphere still experiences push-backs from both the public and government due to concerns over privacy and security.

While discussing the financial inclusion of blockchain infrastructure in LatAm being a work in progress during a panel on financial freedom in LatAm, Ernesto Contreras of Digital Cash comments on its potential, stating: “I see it here in Venezuela, in Mexico, in Argentina. People in these economies that have troubles, they need something else. They don’t want to stay with the local currency”.
Meanwhile, all eyes are on Malta for the fourth edition of the in-person expo from the 17th to the 18th February, 2021, where one can expect more networking, business opportunities and high-quality content. AIBC Summit Europe 2021 is set to welcome 200 speakers, 300 sponsors and exhibitors and 8500 attendees from all over the world.

HOW DOES MALTA COMPARE, IN YOUR OPINION, TO OTHER HUBS FOR DIGITAL INNOVATION IN EUROPE, IN THE MEDITERRANEAN REGION, AND IN THE WORLD?
Malta has become one of the most successful economies in Europe. It has been classified as one of four European Union countries with the biggest advance in the Digital Economy and Society Index (DESI) over the past five years and was one of the few European countries to experience a positive economic performance during the pandemic. While other countries struggled to cope, Malta continued to use its resilient digital infrastructure to adapt to new unprecedented norms.
Malta has consistently strived to be ahead of the curve where technology and innovation are concerned, with tech sector growth approaching 4% in the second quarter of 2020. This demonstrates that the sector is not only a valid economic pillar in its own right, contributing 9% of GDP and employing 10,000 people, but also is an essential enabler for almost all other sectors, including government.
Malta’s foreign policy seeks to be a catalyst in the creation and in the furthering of business opportunities to draw foreign direct investment to Malta and to provide the private sector with more opportunities for business networking and for export of goods and services. Malta already rates above EU average when it comes to SMEs choosing a country to internationalise, thus reflecting that the island is already depicted as an attractive place for startups.
Malta will not simply follow other countries but actually be leading the way and becoming a key player in the technology sector.
INNOVATION IS OF FUNDAMENTAL IMPORTANCE FOR EUROPE’S ECONOMIC AND SOCIAL SYSTEM. HOW CAN MALTA SCALE ITS GAME AND CAPITALISE ON THESE KEY TRENDS?
While there are no clear guidelines to address our structural scale disadvantages, Malta has the possibility to scale innovation policies and may orient itself on examples that are already working in Europe. I believe that in order to change the rules of the game, we need to take a longer-term view on how innovation initiatives need to change into a more digital context. This would require a mind-set shift towards an open innovation–focused approach.
A diverse set of incentives are aimed to attract the smartest entrepreneurs, provide innovation funding to startups - yet heavily bureaucratic methods send precisely the opposite message. Startups need a clear pathway from early-stage innovation funding to growth stage investment.
As competition between countries mounts and global growth slows due to COVID-19, the need to prioritise in the investment of research and development has never been stronger. Malta possesses many ingredients for successful innovation. Rather than trying to catch up with the strengths of other countries, we need to develop our own innovation models focusing on industry ecosystems and public sector digitisation.
WHAT CAN BE DONE IN ORDER TO HELP CULTIVATE A LEADERSHIP MINDSET FROM THIS CRISIS?
The future of leadership will be challenging but critical to navigating this new digital word. Leaders should be asking themselves what it entails to lead in a digital ecosystem and stay ahead of the curve.
As CEO of Tech.mt, I believe that this unprecedented new era calls for visionary leaders who despite their differences, can maintain a strong equilibrium between competition and collaboration and push for new frameworks to co-exist. Seeking new and innovative areas for collaboration, despite the divergences, is the novel art of leadership. I believe that the appetite for investment should not diminish in these trying times to secure execution of strategy in the mediumlong term.

It’s all about the youth, they’re born entrepreneurs who now have the ability to leapfrog past technologies and old financial systems and move straight into blockchain, cryptocurrency and other digital innovations that are super charging their potential and futures forward, bringing them into the global economy in a powerful way.
Africa has the youngest population in the world, and by 2045 the African workforce is predicted to be the world’s largest, giving the continent an enviable and deep spread of talent which is soon set to be thrust onto the world stage.
As this talent pool blooms across Africa, the world is starting to take note. Combined with the revolutionary power blockchain provides we are entering a golden age of African development.
The benefits to Africa of embracing cryptocurrency will be huge. Large-scale adoption and use of crypto on the continent has the potential to demonstrate to countries around the world the creativity and ingenuity of young African business leaders and entrepreneurs, which will lead to an increase in African countries’ GDPs, while at the same time allowing the untapped talent in the upwardly mobile and young African workforce to flourish and grow.

HOW WOULD DIGITAL CURRENCIES HELP THE PEOPLE IN AFRICA?
The future of finance lies in digital currency and digital transactions. You can see how many countries are working on developing digital versions of their currencies, it is only a matter of time before all transactions are digitized and paper money is in the history books. The countries that grasp this reality before anyone else will be the ones at an advantage.
Money is going to be entirely digital, it’s all going to be computerised and moved in and controlled by apps and developers. Even with music, while everyone was selling CDs and vinyl from little specialty shops and singles, I was more focused on ringtones, which was the digital aspect of the music business.
As it happened in the music industry with the evolution from vinyl to cassette tapes to CDs and now to digital music, it’s happening now with money too.
Blockchain technology and cryptocurrency means that people in rising economies such as Africa are closer than ever to becoming ‘banked’, and having self-sovereignty of their own finances, and being able to use, through blockchain, financial services that are taken for granted in western nations.
In sub-Saharan Africa alone there are about 350 million unbanked adults, which accounts for 17 percent of the global unbanked population of two billion people.
This is why we are getting in front of the curve now and embracing what we believe is going to represent the dominant model young business leaders and entrepreneurs in Africa, and eventually, the whole continent embrace.
Blockchain and cryptocurrency represents a method for them to create and earn value determined by themselves and which doesn’t rely on an outdated system powered by a countries local currency which Africans have no control over.
Africa is already at the point where mobile phones and mobile phone minutes are used for transactions, it is only a few steps away from moving into an economy based on cryptocurrencies versus having to rely on current traditional paper money and historic financial models, which leads to their having the tools needed for financial independence and empowerment, reaching the same goals of being essentially ‘banked’.
HAS THE VIRUS AFFECTED SENEGAL
IN ANY WAY? DID IT HINDER ANY PROGRESS FOR AKOIN CITY IN DAKAR?
Sengal is one of the countries in Africa setting a great example of how to keep the numbers down, BBC did a great spotlight on Senegal and the smart containment and reduction methods they’re taking, it’s really impressive.
I’m proud to say that all of our massive efforts to bring Akon City to life in Senegal have not slowed either. We’re taking all of the right precautions when travelling and conducting a lot of our activities digitally, like everyone else in the world, but we’ve got an amazing team behind this venture and it’s full steam ahead.
We want Akon City to be the first of several more Akon-branded blockchain enabled smart cities, with Akoin at the center, throughout Africa, we can’t slow down, and everything we’re doing building up to that, including our deployment happening now in Mwale Technology and Medical City, pave that pathway.

Unfortunately, often the perception of Africa from those living outside it is of a scary and dangerous place. For example, the way they depict Africa in the United States is just so sad because it many times makes it unattractive and plays on all of its problems, without touching on the positives.
I really want to change that perception and get people seeing it as not just a viable place to vacation, work and do business, but a destination you don’t want to leave. That’s what we’re building in Senegal with Akon City, futuristic city leveraging all of the best technologies, smart city designs and blockchain elements, attracting people and businesses alike.

DEFINING AI
Artificial Intelligence is a difficult term to define and there is no one universally accepted definition. The word “artificial” denotes something which is manmade. The word “intelligence” is more abstract and more difficult to define. Intelligence refers to the capacity to develop and evolve over time within a given environment. Intelligent beings not only adapt to their environment but also ‘learn’ to become more efficient at what they do.
In the words of the renowned British physicist Stephen Hawkings, “intelligence is the ability to adapt to change”. This definition denotes the innate capacity of any intelligent being to be able to adapt to changing circumstances or environments. This ability to adapt must be innate to it.
Placed together the term ‘artificial intelligence’ would refer to a man-made object capable to autonomously adapt to change, to develop and evolve.
Artificially intelligent beings can really be anything from robots to weapons, software on a machine to virtual bots on the internet.

THE AGENCY TO COMMIT CRIMES
If artificial intelligence refers to the ability to change and develop autonomously and independently, it would be hard to predict what artificial intelligence is ‘learning’ and how it is adapting. In children the process of ‘learning’ includes learning from mistakes, including potentially dangerous mistakes. Likewise artificially intelligent beings, or AI systems, will ‘learn’ in an unpredictable manner.
There can be no doubt that any intelligent being, including AI systems, will adapt differently to different situations. It is likewise impossible to determine given results and outcomes following a process of adaptation.
Therefore, if left unchecked, AI systems have the potentiality of committing crimes. For example, AI systems left unchecked in financial services may soon learn that committing financial crime may yield higher profits (albeit illegal gains), whilst believing that it became more efficient at what it does. Although this example could easily be countered by introducing parameters to the AI system requiring it to avoid illegal transactions, the unpredictability of the adaptation means that it is humanly impossible to predict any and all actions of the AI system. Artificial intelligence can, therefore, in practice, commit acts or transactions which would be criminal (if committed by humans).
HUMANS VS ARTIFICIAL INTELLIGENCE: THE CRIMINAL LAW CONUNDRUM
The reason why criminal law exists is to punish those who chose to obtain an unfair advantage in violation of the law to the detriment of the law-abiding or to punish those who engage in behaviour which is legally and morally reprehensible. Criminal law presupposes that the subject of criminal law is a human person having the moral capacity to determine what is morally right and morally wrong. It also presupposes that the subject of criminal law has the basic capacity to understand his or her actions and have the volitional capacity to commit or refrain from committing these acts. Finally, criminal law has the purpose of creating deterrence: deterring persons from engaging in criminal behaviour with fear of sanction or punishment.
Criminal law has evolved over time creating space for a legal personality of companies. Hence the concept of criminal corporate liability developed. This allowed criminal law to extend to the business of companies and corporate structure, ostensibly to freeze and confiscate assets and proceeds of crime being the property of companies rather than natural persons.

人类与人工智能:刑法难题
刑法之所以存在,是为了惩罚那些选择违法获取不公平利益,损 害守法者利益的人,或者惩罚那些从事应受法律和道德谴责的行 为的人。刑法的前提,在于刑法主体是具有道德能力的人,能够 决定什么是道德上的对与错。它还预设了刑法主体具有理解自己 行为的基本能力,也拥有进行或抑制这些行为的意志能力。最 终,刑法具有产生威慑力的目的:使人们不敢从事犯罪行为,害 怕受到制裁或惩罚。
刑法随着时间发展,为公司的法人资格创造了空间。因此,公司刑 事责任的概念应运而生。这使得刑法可以延伸到公司业务和公司结 构,表面上冻结与没收属于公司而非自然人的资产和犯罪所得。

Yet criminal corporate liability has a limited scope. A company cannot commit all crimes which a human can be found guilty of. Criminal corporate liability is reserved for financial crime in general.
AI systems can engage in far more dangerous activity if left unchecked. Yet, artificial intelligence and AI systems challenge the core foundations of criminal law. Artificial intelligence does not have an innate moral compass and a capacity of right and wrong found in humans. It has no volitional capacities. Artificial intelligence does not “fear” punishment and therefore criminal law poses no deterrence to artificial intelligence.
The point is that criminal law in its current state does not and, by and large, cannot cater to crimes committed by artificially intelligent beings. It can only hold humans owning or using them (limitedly) responsible for actions their artificial beings commit.
RIGHTS AND RESPONSIBILITIES
Artificially Intelligent beings can commit wrongful actions for a multitude of reasons.
The first could be an error in its programming or manufacturing. A second scenario could be that the user inputs a wrong set of instructions. A third could be that any person charged with overseeing the AI system, realising that something is wrong, fails to take the appropriate action.
A more difficult scenario is where the artificial being, without human solicitation and without a person in its charge, engaged autonomously in an unpredicted and unforeseeable course of action leading to criminal or tragic results. Although rare, this is not only a possibility but has already happened. Although efforts are made to reduce the unpredictability factor, it can never be excluded. The question is how to tackle it. If it is shown that the manufacturer and its user, performed all reasonable tests and used all reasonable precaution, can they be held responsible for an unpredicted and
unforeseeable outcome? Even more so when coming from an AI system adapting and developing on its own accord?
Quo Vadis? Where do we go from here? The current state of criminal law does not offer a solution. It is clear that with the further advancement of artificial intelligence, this problem needs to be addressed. A new legal regime needs to be developed to cater for the non-human actor even in the field of criminal law.
THE ROAD AHEAD
The legal responsibility of AI systems is a matter which has been taken up by many countries and is also a matter of legal debate at the European level, both at EU and Council of Europe levels. Two distinct streams between civil liability and criminal liability are identifiable. From a local perspective, the topic is also being actively discussed with local authorities actively engaged in the debate. Only time, however, will tell if AI systems would be adequately regulated by civil and criminal legislation or whether this is an elusive ideal with AI systems outsmarting the law.

DIGITALIZATION PROVIDES MANY OPPORTUNITIES, BUT AT THE SAME TIME PUTS PRESSURE ON THE SUPPLY CHAINS OF TODAY. WITH ADVANCING AUTOMATION AND VISIBILITY OF PROCESSES ACHIEVED WITH DATA, CUSTOMER EXPECTATIONS ARE GROWING IN THE SAME EXPONENTIAL MANNER, REQUIRING CONSTANT OPTIMISATION OF PROCESSES AND TRANSACTIONS.

Supply Chain Management is gradually moving from a supporting role in businesses to a profit center with “customer facing business models”. Think of offers like Amazon Prime that render Logistics and Business Processes into its own revenue stream. Digitalization and new technologies are a key enabler for this development. They overcome existing problems within complex intertwined Supply Chains and offer the chance to monetise new services.
THE COMMONLY IDENTIFIED PROBLEM AREAS INCLUDE:
Manual regulation and complex documentation causing time loss, risk of human errors and increased process costs, especially in cases of unintended non-compliance with regulations.
Difficult backtracking of disruptions and contaminations to the source, hindering clear accountability for claims and prevention of damages to brand reputation by contaminated goods.
Inadequate communications and lack of trust between parties due to fragmented non-synchronized information, resulting in inefficiencies, risk of errors and complications in stock management.
Inability to create full traceability and transparency of the supply chain from sourcing and production to the end user, complicating the risk of fraud and quality assurance.
How can new technologies help to solve these problems? Over the last decade, an interesting mix of new technologies has emerged that can help to overcome existing issues.
On the process level, the rapid development of Artificial Intelligence technologies has enabled machines to learn faster and become more efficient, regardless if it’s in production, warehouse or shipping stages. Recently, the fields of Process Mining and Robotic Process Automation promise to make the actual process better by removing manual steps or pinpointing workflows that are prone to failure. With the dawn of Industry 4.0, production processes in most industries already rely on data and create usable datasets for later stages of the Supply Chain.
Regarding the actual goods being handled, IoT devices and new sensor technologies are supporting transparency and traceability. Whether it is GPS sensors, temperature measuring devices or scanning solutions like QR, RFID or NFC technologies, they all enable digital identification of physical goods. For documentation needs, digital document technologies like OCR scanners or digital signatures (DocuSign etc.) are supporting automation further.

On a network level, especially Distributed Ledger Technologies (or DLT), based on the concept of Blockchains, have started to garner attention for their ability to create trustless networks of multiple parties. They provide a data notarisation and exchange layer that can also support the automation of underlying business processes with smart contracts that elicit payments or other actions when certain conditions are met.
The real beauty lies in combining multiple technologies to reap the fruits of digitalization. Basically, all parties strive for the same goal: fully digitized processes that deliver trustworthy, machine readable datasets to exchange information, optimise processes and ultimately, create transparency and provenance along the entire Supply Chain, from production to consumption.
This is where Morpheus. Network steps in with their middleware solution:

THE TECH WORLD THRIVES ON TRANSFORMATION. AS A YOUNG PROMINENT LEADER, OFFERING FRESH IDEAS TO THE SECTOR, WHAT CAN YOU DO TO IMPROVE MALTA’S DIGITAL INNOVATION STRATEGY?
As chairperson of the MDIA, over the past two years’ effort was directed towards its main remit: an innovative technology assurance regulatory framework. We aim to support Malta in becoming a Centre of Excellence for Digital Innovation which requires an ecosystem consisting of: tech companies and startups, educational institutions, investors, policymakers and professionals of all types.
Through discussions, consultation, vision definition and personal opinion I aim to positively contribute to the overarching national plans for digital innovation. Initiatives that I feel would positively contribute to the strategy include: investment incentives; support for startups; research funding; national deployments of innovative technologies; and more efficient, less bureaucratic, digitally-enabled processes that have good governance built-in.
THE MALTESE GOVERNMENT IS PLACING MALTA AS THE COUNTRY THAT WILL PROSPER AS A DIGITALLY ENABLED NATION IN ALL SECTORS OF SOCIETY. WHAT ARE YOUR THOUGHTS ON THIS STATEMENT AND HOW CAN YOU EXPAND ON IT?
Whilst, sector-specific technologies do exist, digital technology is sector agnostic and spans across all aspects of society. The success of Malta as a digitally enabled nation is independent of whether a particular sector or aspect of society is successful or not with respect to how digitally enabled it is.
The crucial pillars towards building this future are: digital-based jobs, education and policy. When it comes to jobs we have seen success stories. Consider, jobs created through iGaming, a completely digital-based industry. Indirectly, such industries prepare (a subset of) society for the digital world.
The right policy is required to create an environment that will enable the above.
Given the initiatives underway, I feel that Malta is on track to becoming not only a digitally enabled island but one that excels in digital innovation.

WITH THE RAPID PACE OF INNOVATION, IT CAN BE DIFFICULT FOR TECH PROFESSIONALS TO KEEP THEIR SKILLS CURRENT. HOW DO YOU KEEP UP WITH TECHNOLOGY ADVANCEMENTS AND WHAT DO YOU DO TO BOOST YOUR PROFESSIONAL DEVELOPMENT?
I could answer this by saying I work around the clock, but that’s not completely true. I am a geek at heart, and I followed a career path that allows me to work on what I am passionate about. So, it does not feel like I am working around the clock. As an academic, I undertake research which aims to push the boundaries of the state of the art. So I am actively working on new technologies.
When it comes to professional development, I work on this indirectly through:
(i) Networking: doing so allows me to appreciate different perspectives and personalities and then applying that knowledge to the various professional settings within which I find myself.
(ii) Challenging myself: jumping in the deep end, just deep enough so that I can learn from the setting. Public speaking? Give a talk in front of a small audience. Writing? Sit down and write an article.
(iii) Self-reflection: I have a lot to learn, and there are still many things I likely do wrong. Without accepting this it would be impossible to improve. Self-reflection is crucial.

In my role as Chairman of the newly founded and Malta’s first Digital Economy Think Tank, and as the policy and strategy advisor to Hon. Clayton Barolo – Junior Minister for the Digital Economy and Financial Services – I must say, that I’m honored to have been entrusted with and involved in high-level discussions that will pave the way for Malta’s new digital strategy.
The current digital strategy expires at end of year, and currently we are working around the clock to finalise the new Digital Strategy for Malta that will cover a 3-year period, from 2021 to 2024. Moreover, and given the constant emergence in new technologies, we will also be revising this strategy every 6-months.
The new Digital Strategy for Malta will be built on 2 key pillars: the first being that of consolidating current sectors and attracting new niche economic areas; while the second pillar focuses more on the digital transformation aspect which caters for the Digital Government, Citizen & Society, Economy and Business.
As Parliamentary Secretariat, we are committed towards attracting new niche economic areas to further diversify our economic portfolio. This will ensure an economy that is more sustainable and resilient to asymmetric shocks. From the digitalization aspect, we need to ensure that the archaic and conservative methods are replaced by new and digital ones which can guarantee increased performance and higher productivity.

generation has played a key role in driving forward and facilitating the adoption and implementation of several new technologies to enhance productivity and ensure a more resilient and sustainable economy. Moreover, the COVID-19 pandemic has served as a wake-up call for all countries who still lag behind in terms of their investment in the digital field, especially when considering the vital role that technology played to provide several workers with the opportunity to continue their operations by working from home.

Education remains key, especially in the digital field. The COVID-19 pandemic showed how vulnerable certain jobs in specific industries are and this goes to show the need to further upskill and reskill our current workforce. Moreover, we need to invest further in ensuring that our younger generation get to experience a hands-on experience with respect to several emerging technologies such as: VR, AR, Robotics etc.
As an economist, I believe that post-Covid, our country must change its economic models in order to succeed and this can be achieved by placing the digital sector at the forefront of every decision being undertaken at government level.

The current situation in the technology sector shows steady growth. Gross turnovers are increasing, and the sector now accounts for a larger share of national GDP. Such results confirm the significance of the sector, not only in its own right, but also as a critical enabler to other verticals.
As Tech.mt our mission is to unlock insights on the Maltese technology ecosystem’s performance and undertake studies that assess Malta’s strengths and weaknesses in terms of national, systemic factors that directly influence investment decisions by both local firms and FDI prospects.
Our aim is to support and contribute to international research efforts that evaluate the quality of technology and innovation ecosystems worldwide, such as the Global Startup Ecosystem Ranking, relevant Startup Europe initiatives, and/or the Global Innovation Index, amongst others.

Latin America has been a pioneer in regulating the fintech sector. This sector offers real solutions for people to access resources outside the traditional financial system in a continent that has diverse economic and financial struggles, including currency exchange restrictions and hyperinflation. Only 51% of Latin America´s population has access to a formal financial account. At the same time, digital natives demand more flexible and accessible financial products within the reach of a few clicks made with a smartphone.
Governments understand the potential that fintech startups have to achieve financial inclusion, but also prefer to be cautious and therefore prohibit or overregulate in
order to prevent frauds to the general public, such as the many ICO scandals that happened in 2017.
Argentina and Venezuela are by far the best example of the popular adoption of fintech technologies to protect wealth, whether it is done with or without governmental consent. Although this phenomenon is still not widespread, it is a reality that people use alternative finance services to transfer money or pay for things with an extremely low cost. Beyond any triumphalism, fintech and cryptocurrencies do help people in difficult financial situations to bypass cumbersome regulations and avoid paying hefty bank commissions.
América Latina ha sido pionera en la regulación del sector de fintech. Este sector ofrece soluciones reales para que las personas accedan a recursos fuera del sistema financiero tradicional en un continente que tiene diversas luchas económicas y financieras, incluyendo restricciones de cambio de moneda e hiperinflación. Sólo el 51% de la población de América Latina tiene acceso a una cuenta financiera formal. Al mismo tiempo, los nativos digitales exigen productos financieros más flexibles y accesibles al alcance de unos pocos clics realizados con un teléfono inteligente.
Los gobiernos entienden el potencial que tienen las nuevas empresas de fintech para lograr la inclusión financiera, pero también prefieren ser cautelosos y, por lo tanto, prohibir o regular en exceso a fin de evitar los fraudes al público en general, como los numerosos escándalos de la ICO que ocurrieron en 2017.

On the other hand, in Latin America we also find governmental use of new financial technologies. Venezuela for example is the first country to issue a cryptocurrency. Regardless of whether a centralized governmental crypto is really a cryptocurrency according to its cypherpunk definition, the fact of having a country tinkering with technological and financial solutions outside the realm of the legacy system should be a wakeup call for everyone.
The countries with most fintech companies are Mexico, Brazil and Colombia.
Mexico is one of the first countries to have a fintech law that regulates crowdfunding, payment systems, cryptocurrencies, and open banking. It also offers a sandbox regulation for fintech products that do not fit the definitions given by the law. The sandbox allows the regulators to determine whether a new financial product or technology is safe for the public and therefore can be used without any governmental surveillance or needs an ad hoc regulation.
The clarity of the regulation has generated a quick rise in fintech services and financial products. The number of Mexican fintech startups for 2020 is over 430. The industry is booming. However, the law left out a lot of fintech services, such as insurance tech for example, thus generating asymmetries within the financial sector. At the same time, the mere fact of defining what is to be considered as a fintech service or technology leaves a lot of projects and technologies outside any kind of regulation. Therefore, lawyers can be highly creative and engage in regulatory arbitrage.
Brazil also has advanced in creating a robust fintech regulation. The fintech law permits the use of digital platforms for direct lending and peer-to-peer lending. These new financial institutions have a reduced systemic risk and therefore are subject to a more relaxed regulation. Major steps have been taken to permit open banking, allowing costumer to access all their accounts and financial services through a singe platform.
Latin America is also a thriving space for foreign fintech startups, with investments from Europe, United Kingdom, United States and Canada that specialise in remittances, technology for financial services and lending. Currently we have over 90 companies doing business in LatAm.
In conclusion, Latin America is a booming market for fintech ventures because it offers an interesting regulatory environment and has an enormous number of people with no access to traditional financial services. Therefore, Latin America is proving to be a great laboratory to determine whether fintech will be able to fulfill its promise of banking the unbanked.

Por otro lado, en América Latina también encontramos el uso gubernamental de nuevas tecnologías financieras. Venezuela, por ejemplo, es el primer país en emitir una criptodivisa. Independientemente de si una criptocopia gubernamental centralizada es realmente una criptocopia de acuerdo con su definición cypherpunk, el hecho de tener un país que está jugando con soluciones tecnológicas y financieras fuera del ámbito del sistema heredado debería ser una llamada de atención para todos. Los países con más empresas de tecnología son México, Brasil y Colombia.

The majority of solutions aim to address similar challenges are providing a centralised approach towards data storing and structuring powered by the ingestion of data from multiple centers. CAN YOU BRIEFLY EXPLAIN THE PROCESS INVOLVED IN MANIFESTING THIS PROJECT TO ITS FULL POTENTIAL?
Sure. In a nutshell we create digital solutions for biomedical datasets and study candidate identification, end-to-end digitized consent management for study onboarding, and cohorts proactive engagement in research initiatives.
Longenesis equips biomedical institutions with means for compliant data curation, study sponsor attraction, and facilitation of collaborative research, as well as helps to onboard and engage patient and population cohorts into prospective research.
HOW DO YOU ENVISION THE GLOBALLY-CONNECTED WORLD OF MEDICAL RESEARCH TO BE?
We envision all the stakeholders’ proactive involvement into the process of medical research to be without any borders. The cadence realised in a form of slow collaboration cycles and fragmentation should be transformed into an ecosystem, where any stakeholder involved or who would like to be involved in the particular research, will be granted with such opportunity and provided with the tools to help automate and utilise the power of computing reaching the best result possible.
DISCUSSING HEALTH IN 2020 REQUIRES ADDRESSING THE ELEPHANT IN THE ROOM. HOW CAN DLT (DISTRIBUTED LEDGER TECHNOLOGY) HELP IN SUCH A CRISIS AS COVID-19?
COVID-19 left a mark on a variety of industries, including ours. Within one month, we started from the Data Curation frameworks, allowing the faster cycles of partner identification and open research consortium creation, and ended up with
population engagement modules, providing real-time risk stratification and involvement of participants in COVID-19 research within the National Research initiative in Latvia.
We have also utilised the DLT within the Consent Management toolkit in the scope of the COVID-19 crisis. Our solution is being used for the clinical trials of the COVID-19 vaccine candidate and biobank frameworks, providing a real-time audit and logging of consent transactions within the set of research projects, whilst opening an opportunity to engage individuals in prospective studies.
APART FROM YOUR WORK IN UNITING HEALTHCARE INVESTORS AND THE PHARMACEUTICAL WORLD, YOU’VE CONDUCTED STUDIES REGARDING BREAST CANCER MULTI-MODAL RISK CALCULATION. HOW DOES THAT WORK?
Skrinings.lv is a web-based tool for proactive involvement of the population in breast cancer risk calculation. We wanted to revolutionise breast cancer pre-screening, improve early diagnostics and put women in charge of their own health and opportunities to participate in impactful research studies. We have just launched an epidemiological study in the Baltics, engaging 2000 women via the digitized tool for personalised risk assessment, and proactive engagement in the collaborative research of breast cancer.
WHAT IS THE NEXT STEP FOR LONGENESIS?
We have just launched a series of clinical studies, utilising our in-house built tools for the execution of the research project and generation of insights. In parallel with that we are excited to see how our products are being developed and applied within the COVID-19 pandemic addressing framework. I think that an important milestone will be set right after the pandemic crisis will calm - we would like to scale the solutions built as a rapid response of our team to a broader set of applications within the research disciplines.

WHAT DOES MISTER MEDTECH DO?
We only focus on MedTech startups, primarily focussing on a team building capacity. When we focus and build these smaller organisations, we have a lot of exposure to the investor world. By building those teams, we can be hired by the venture capitalists to find talent. Or, we can be brought in to build on a project and hire everything from early stage R&D to commercialisation. Additionally, we offer the ability to make introductions to investors, early stage seed, and angel investors or venture capitalists if the profile of the startup matches well with someone in our investor network.

THE IMPORTANCE OF PROACTIVE HEALTHCARE
We’re in an age right now where data is gold. We’re in a much more data centric and data focused environment; machine learning, AI, all these abilities to massively take a robust amount of data and then actually have a very educated society. The ability to have a diagnostic that is going to predict your Alzheimer’s, future heart attack, cancer and your diagnosis stage, imagine if these things are able to be diagnosed before they even happened?
If anything, COVID-19 has made what we thought was going to happen in the future happen now. While there will always be reactive healthcare, when we have big data, innovation that’s around data, and companies that are more data focused now than they are product focused, you’re going to be having an opportunity to get involved in proactive healthcare.
COVID-19 AS AN ACCELERATOR FOR ROBOTICS IN THE MEDICAL FIELD
Robotics is, I think, here to stay with the whole process of us not being able to physically touch anymore. Robotics was here long before COVID-19, but now it’s once again exacerbated the whole process of not touching the patient. Now we’re able to do it with a 5G network like what Corindus is doing with Siemens following the acquisition in 2019 and doing stroke surgeries from a distances, enabling more patients to have access to higher healthcare or better healthcare.
CHALLENGES WITH INNOVATION PRICING
The one major challenge that I think robotics continues to have is their price point. They are expensive capital equipment investments by hospitals. Another challenge is the pricing models with telehealth and distance health as the payments of either the equipment itself or the paid-per-use model, and the sales model of robots are still being figured out.
THE PANDEMIC HAS CAUSED MED TECH MANUFACTURES TO MAKE QUICK ADJUSTMENTS IN REACTION TO THE MDR ENVIRONMNET. HOW DO YOU VIEW THE MDR DELAY?
I view the MDR delay as a reprieve for many startups who were never going to make the May 26, 2020 deadline, by giving them an extra year. I think that it will enable a lot of companies to actually have more time to follow through and actually become EUMDR compliant. As of the past few months, I’ve seen startups who had that FDA focus and actually use this year to potentially switch back and have a CE mark focus as opposed to an FDA focus only. To possibly have a CE mark focus they can control due to the unpredictability of restrictive travel and lockdowns this incoming flu season with COVID-19.
ADVICE FOR STARTING A GLOBAL MED TECH STARTUP?
My top tips for starting a startup in med tech would be to simply do it. There’s always going to be so many headwinds that you face when you start a med tech company and you are in this regulated environment; yet every successful and even unsuccessful entrepreneur in this industry will tell you that the journey is worth it. As an aside, I would also say the two most important things for a med tech startup are money and people, and we are able to help them out with both.

COVID-19 COMO UN ACELERADOR PARA LA ROBÓTICA EN EL CAMPO DE LA MEDICINA
Creo que la robótica está aquí para quedarse con todo el proceso de no poder tocarnos físicamente nunca más. Veo el retraso de la MDR como un alivio para muchas empresas de nueva creación que nunca iban a cumplir el plazo del 26 de mayo de 2020 dando un año más. Creo que permitirá a muchas empresas tener más tiempo para cumplir con la norma EUMDR. WHAT IS DIGITAL HEALTH MALTA AND HOW ARE YOU REVOLUTIONISING THE MALTESE HEALTHCARE SECTOR?
Having been founded just over a year ago, we have placed ourselves at the forefront of the Digital Health Sector within the Maltese islands. We are uniquely placed both in terms of our ever growing knowledge but also in terms of our network and reach internationally.
We believe that the first step in achieving this transformation is to inform and educate the Maltese public. We regularly organise meet ups where apart from talks about different aspects of digital health, we also introduce the public to both Maltese & European digital health startups. We also regularly give space to the research being carried out at the University of Malta because we believe that some of the brightest minds are on our shores. We have participated in multiple internationally renowned events and served as media partners in conferences such MedFIT with the main aim of informing the Maltese public on the latest innovations.
The second step is to support any innovators on the Maltese Islands and offer our digital health expertise where required. We have also started engaging in our own research and have a lot of plans for the future.
Finally, we acknowledge that healthcare is an incredibly delicate sector and we understand that any form of transition needs to be done with precision and sensitivity. We understand the country’s healthcare - after challenges allowing us to better identify, design and evaluate planned projects. We plan to work with all involved stakeholders, offering our expertise and years of experience to facilitate this transition. We believe that this will boost Malta to become a digital health island & centre of excellence.
The association’s belief is that for such a massive undertaking we need the public sector, charities, industry and academia to collaborate together.
HOW CAN DIGITAL HEALTH AID IN A BETTER HEALTHCARE SERVICE FOR HEALTHCARE PRACTITIONERS AND PATIENTS?
Digitalisation has been shown to be beneficial for a while now, however, some industries and businesses are still hesitant. Healthcare was one of them up until a few years ago. Some countries adopted this quicker than others and after the recent pandemic it has become evident more than ever that digital healthcare is one of the solutions for better

The rise of wearable medical devices such as Smart Watches
Up until a few years ago, people used to be satisfied with undergoing a physical medical examination once a year and going to their healthcare practitioners only when something is wrong and needs to be treated. Today, in this digital age, patients and our healthcare systems are focusing more on prevention rather than treatment, resulting in the need for consistent and timely data collection. This has led to healthcare and tech companies investing in devices with real-time health monitoring capabilities, notifying both the patients as well as their care providers if there is something wrong. According to a recent report, the wearable medical device market is expected to reach more than $27 million by 2023, a spectacular jump from almost $8 million in 2017.
Electronic Healthcare Records (EHRs)
Gone are the days of storing medical histories and consultations notes in physical files in large store rooms. Everything can be stored online and made accessible to anyone who has access rights. We believe that this should go further and we are starting to see the rise of personal health care records which enable democratisation of healthcare and enables patients to own their health data and choose whom to share it with. Existing fully-fledged EHRs are also proving that Blockchain has a role to prove in our healthcare industries, with more and more EHRs implementing Blockchain technology to keep their data accurate and safe. Recent reports and data all hint that blockchain in the healthcare market is expected to reach nearly 1 billion in investments by 2023.

On Demand Healthcare
Patients want access to their healthcare at their own convenience, at their own time, from wherever they may be. As a result, telemedicine and virtual consultations have been on the rise worldwide, with COVID-19 acting as the perfect accelerator to push even those patients that were a bit skeptical, to start opting for online consultations when they have the opportunity to do so. Malta’s healthcare practitioners too have started to experience an increase in demand to speak to their patients online and the majority have started to resort to holding online clinics through telemedicine platforms, supplementing their usual clinics.
2019, but was stopped by Chinese authorities accusing him of “making false comments”, our bot served very well to answer any questions related to COVID-19, especially in the initial stages of the pandemic, when people had a lot of questions about the pandemic and how to best protect themselves.
Healthhive
HealthHive was Malta’s first telemedicine platform which was launched amidst the pandemic. The aim was to bring patients closer to their doctors, connecting online through telemedicine. HealthHive aimed to maintain a telemedicine platform equipped with certified for medical consultations & in line with all necessary security and privacy measures. This was the first telemedicine project launched in Malta, which eventually led to several others taking suit and recognising the immense potential of virtual consultations and benefits to everyone involved.
Currently, Digital Health Malta has turned to focus on research, with the aim of gaining a high-level understanding of our citizen’s needs, motivations and behaviors towards engaging with digital health tools and services. This will allow Digital Health Malta to share data with the relevant stakeholders for the ultimate benefit of the Maltese society.

Right from the start of COVID-19, the team at Digital Health Malta set out to help our existing healthcare authorities in whatever way possible and managed to do so by introducing several digital health tools which were deployed on a national level. In the past 3 years, the Government of Malta through the “CONvErGE” and “Mapping Tomorrow” Projects has accelerated a digital transformation within the Maltese National Healthcare Systems that significantly reduced paper documents and minimised bureaucracy. Having said this, more work needs to be done by both the public and private sectors. COVID-19 accelerated our digital health transformation and we’re excited for what the future holds for our healthcare system.
Furthermore, looking at the upcoming years, the main goals should be to consolidate and strengthen our Digital Health Infrastructure, focusing on achieving increased efficiency and sustainability of Malta’s healthcare system. These goals will truly enable the vision of ‘Digital Health for All’ for all those who live in Malta.

By the time this ink dries I am hesitant to say ‘post coronavirus, we are living in a world where…’ What I can say is how a global threat to humanity blew up the sexual health and technology industry, iron-clad ancient taboos and exposed its vice for a positive impact on our social and economic systems.
COVID-living has meant all of us have been totally immersed in what are digital life-chamber bubbles. One for work, one for social connections, one for fitness, one for pleasure and so on. It has meant embracing a two-dimensional connectivity with the complete absence of non-verbal communication, relinquishing our most innate, human behaviours.
For those brands targeting and innovating to ensure sustainability and scalability in these digital life-chambers, COVID-19 has spotlighted that consumers must recognise that they are living in the age of the participatory economy. Then, act accordingly.
“The Participatory economy can be understood as filling empowerment gaps and evolving our thinking from consumers as users to customers as people.” ...nothing fuels the desire to feel human again, like a global, life-threatening pandemic.
The new normal is feeling human, not a transaction, a user or just a consumer. We will see a demand in human-centric technology not technology that markets to humans.
While COVID-19 shook us to our core, it also reshuffled our priorities, causing tectonic shifts in our behaviour and attitude to the status of our health. How we protect it, track it, verify it and poignantly - share it.
Historically, sexual health is categorically excluded from most of our list of health priorities. For the first time, we are proactively seeking preventable healthcare instead of reactive solutions.
Take STI testing for instance. Usually a reactive process, in the COVID-19 era, we proactively test to see if we have been in contact or contracted it - there is more to testing for something undesirable now. It is permission to hold a loved one’s hand, make love, kiss and even to mobilise ourselves across economies.
No matter the test, preventable sexual healthcare, like an STI Kit (that now will include COVID-19 test too) needs to go beyond a reactive approach. To be preventable it requires you to track and test yourself, verify and most of all share.

A major social outcome from COVID-19 will be the birth of the digital health sharing revolution.
Six months ago if I said “safe” and “sex” in one sentence, in any business setting, I could clear a room in 30 seconds. Historically, sexual health propositions have lexicons that are entwined with centuries of shame and discrimination, facing a daunting challenge to shift from a patient proposition to a private (consumer) proposition.
Nothing echoes taboo like seeking a test for Sexually Transmitted Infections (STI). Figuring out where to go is like weeding through a barbed wire of shame. From sexual health clinics, the government’s free home-delivered kits to online discreet shipping of comprehensive tests, most of these speak to the patient but after the results have been sent, the person is often left solo for the next steps. User transaction completed.
It’s not the testing process I struggle with (not in this article), it is the absence of shame-free language and lack of empowering education to encourage the behavioural change that society needs around testing. Otherwise, how do we track, verify and share an STI health status, guilt free? We can see that an STI brand, especially in the age of COVID-19, has the opportunity to pave the road to behavioural change. What still holds them back?
I spend an enormous amount of time helping companies understand that although they are a sexual health or technology product first, they must act like a lifestyle brand. Communicating to people that they care, want to educate them and support people holistically is vital.

To fast track this change means being accessible. Whether it’s Boots duty-free travel, filling their digital beauty bag on cultbeauty.com, feelunique.com or a vending machine in the shower rooms at the gym, meeting contemporary people’s lifestyle needs means placement in mainstream channels. This translates to normalising narratives around sexual health and reshaping behaviours towards healthy sexualities. They need that lifestyle sparkle.
Women make up 65% of global purchase decisions, own 41% of wallet spend between North America and Europe and drive global demand for sexual health solutions that meet their
lifestyle needs. Sexual health propositions would be remiss not to listen, learn and launch, helping (him or) her beyond her digital medical-chamber bubble.
So we know that when patient propositions align for a particparty community, they become the engines of change, boldly redefining the lexicon that consentualises that sex is to be explored, not hidden. Self-care is sex care and preventable healthcare is sexy healthcare. Harnessing the roadmap from lab to consumer lifestyle is that lifestyle sparkle and it’s possible. This is the key. And it really is a matter of life and (sex) tech.

The tabib.mt team launched the platform as an MVP (Minimum Viable Product) during the first COVID-19 wave to test the waters, and although a new concept for Malta, it has since taken off with no signs of stopping, motivating us to keep improving our product offering.
The hugely positive influence of foreign expats living in Malta has certainly aided our growth, with 50% of all patients booking online consultations on tabib.mt being non-locals. The team believes that tabib.mt adds a special kind of value to expats living here for two main reasons.
• Most expats would already be used to such platforms back at home.
• Healthcare systems differ from country to country, and telehealth platforms alleviate any potential difficulty to adapt to them.
Whilst some healthcare problems require ER attendance, such as if you break your arm, a number of conditions can be attended to digitally.
