T

he Santa Clarita Valley is comprised of the city of Santa Clarita (Canyon Country, Newhall, Saugus and Valencia) and unincorporated Los Angeles County (Acton, Agua Dulce, Castaic, Stevenson Ranch, and Val Verde, among other areas). Though these communities maintain strong identities and distinct characteristics, there are no true borders dividing them. Since the city’s incorporation in 1987, neighborhoods in unincorporated Los Angeles County have considered and applied for annexation into the city. The decision to annex is always driven by residents.

Communities of the SCV Canyon Country The largest of the four primary bedroom communities, Canyon Country sets itself apart from the rest of the city. The east side community has a character and style different than its neighbors on the west side, with a collection of rural homes and a smattering of mom-andpop shops throughout the retail centers.

Newhall The oldest and most historic community in Santa Clarita, Newhall was founded in 1876 and named after Henry Mayo Newhall, a local pioneer and railroad tycoon who had major influences on the town. Though Newhall’s rich local history still emanates in the charm of its streets, years of planning to revive and redevelop Old Town Newhall as the cultural center of Santa Clarita have recently taken off with the construction of the city’s largest library.

Saugus Originally a Southern Pacific railroad stop, Saugus is one of the older communities in Santa Clarita. Through years of development and growth, Saugus has maintained its character as a haven for family living. Winding canyons weave through the rolling hills of Saugus, home to nationally acclaimed schools, a large Metrolink station, the Saugus Speedway and Swap Meet, and a vast system of local parks.

Valencia Mapped from park to plaza to playground, Valencia is a model for master-planned communities. For years, schools, homes and retail buildings have been popping up according to

carefully considered blueprints, originally designed by legendary Newhall Land planner Victor Gruen in 1965. Today, Valencia is one of the most popular locations to raise a family in Southern California, boasting low crime rates, great shopping, beautiful homes, and a system of parks and trails woven throughout the community.

Stevenson Ranch A tight-knit community, Stevenson Ranch combines family living, top-ranking schools and open spaces, all set into the foothills of the Susanna Mountains. The newest community in the Santa Clarita Valley, Stevenson Ranch consists of 4,000 acres, offering housing options from condominiums to large estates. When residents don’t swing down to the local Starbucks to mix with neighbors, residents gather at the Dr. Richard H. Rioux Memorial County Park for annual events and fundraisers.

Castaic The most northerly community of the Santa Clarita Valley, Castaic was once a small highway stopover with restaurants and automobile services. Evolved since 1914, the community is located along the Interstate 5 corridor and is fast becoming a popular residential community. Castaic is best known for Castaic Lake: a massive recreational spot

that brings tourism, filming, water sports, camping, athletic events and educational programming.

Acton Located off of Interstate 14, Acton sits in a ring of mountains that encircle horse stables, custom homes and desert terrain. Once a mining town, Acton served up gold, copper and titanium ore from the surrounding mountains. Agriculture, nature and wildlife continue to make up the character of the community with fruit trees, birds and ranches common to the area.

Agua Dulce First inhabited by the Tatavium Indians, Agua Dulce means “sweet water” in Spanish and is probably best known for the Vasquez Rocks in which the tribe lived. Today, the community is home to many equestrian facilities and ranches, as well as two local wineries.

Val Verde Once a farming area, Val Verde combines rolling hills and older custom homes in a quiet, remote community. Located just north of State Route 126 and west of I-5, the small town offers a shopping plaza, park and medical services center.

Revved Up on Main Street Education: Many consider the SCV school system as one of the top draws to living in the community. The greater Santa Clarita Valley is home to six school districts from preschool to 12th grade. Each district has worked hard to achieve above-average test scores and gain state and national recognition. Local school districts regularly make gains on the Academic Performance Index, the state measure of a school’s progress and standings. The index scale runs from 200 to 1,000, and every local school district surpasses the 800 mark, which is the goal for California school districts. SCV school districts are also known to surpass Los Angeles County averages. Health Care: Henry Mayo Newhall Hospital, named after a founding father of SCV, leads the valley in health care as Santa Clarita’s only community hospital. Repeatedly ranked among the Best Regional Hospitals in the Greater Los Angeles Area by U.S. News & World Report, the hospital has an emergency room, full-service trauma center, neonatal intensive care unit and a number of specialists located on hospital grounds. When construction is complete, a fully-operational UCLA regional center will bring a full range of primary care and internal medicine specialists from Los Angeles to Santa Clarita. 2016 • signalscv.com

Recreation: Santa Clarita has few shortcomings in its repertoire of recreational activities. From a vast network of hiking and biking trails to a smattering of parks, sports complexes and pools throughout the valley, even the most active residents couldn’t exhaust the local opportunities to break a sweat. When all the sweating is done, a night out on the town can bring local theatre, live music, charity events, wine tasting, craft brews, diverse dining or plenty of shopping.

Culture: A large part of Santa Clarita’s culture is its history. From a restored old train station to the Western charm of Old Town Newhall’s building fronts, a rich history of the California West is imprinted in Santa Clarita’s people, design and future. As Santa Clarita modernizes, fulfilling its destiny as the perfect family-oriented bedroom community, the presence of business and industry grows in a once-sleepy rural valley. Even with the growth, Santa Clarita residents work hard to keep the small-town, community-forward mentality that still rules. Transportation: Travel by car remains the dominant choice of transportation in Santa Clarita, giving the local auto industry a weighted role in the success of the community, as it brings in a large portion of the city’s tax revenue each year. For residents who are looking for alternate transportation, Santa Clarita offers the

city bus transit system, an express bus route on nine regional routes and three local Metrolink stations. Two airports, Los Angeles International and Burbank, also service the area.

Media: The Signal, the print product of media outlet Signal Multimedia, is Santa Clarita’s only community newspaper group, servicing the area for nearly 100 years. Signal Multimedia provides daily news and features broadcasts on signalscv.com, as does SCVTV, a nonprofit news outlet on public access Channel 20. KHTS Hometown Station AM 1220 is the only community radio station in Santa Clarita, providing local news, talk radio and music. Government: The city of Santa Clarita is a general law city with a council-manager form of government. Santa Clarita’s City Council consists of five members who serve four-year terms. Starting in 2016, council elections will be held in November of even-numbered years, and council members will be elected using cumulative voting: a system that allows residents to vote multiple times for each candidate. Each December, a seated council member is elected to serve as mayor in a one-year rotating basis. With a very active local government, Santa Clarita’s City Council closely oversees the development, safety, quality of life and growth of the city.

I

n the mid-1800s, the first documented discovery of gold was made in the Santa Clarita Valley, as legend has it, by a man who dreamt of the shiny metal while napping under an oak tree. Proceeding to pull up onions from the ground, the just-woken rancher found flecks of gold clinging to the roots of his snack. Later dubbed the Oak of the Golden Dream, the tree is said to have set off the California Gold Rush. As the country became increasingly aware of the value of petroleum, Alex Mentry, a driller from California Star Oil Works, quickly grabbed the state’s attention with his formidable 50-barrels-per-day

well in Pico Canyon, which produced oil until it capped in 1990. Soon after Mentry’s initial oil success, the small town that contained the well changed its name from Pico Springs to Mentryville. The untouched town still maintains original structures. Perhaps one of the most famous faces of Santa Clarita’s history is the murdering, robbing, rich master-evader Tiburcio Vasquez. Vasquez terrorized Santa Clarita during binges of stagecoach robberies and wreaked local havoc, only to hole up and disappear within the web of cracks and crevices etched into Vasquez Rocks. A hard guy to pin down, he was the subject of several intense manhunts. His real secret, as the story

goes, still lies within the caves of Vasquez Rocks, hiding a lifetime of stolen, glamorous loot. Though Vasquez is kept alive in popular folklore, Henry Mayo Newhall’s name is ever-present throughout the valley. Newhall purchased a large plot of land for $2 an acre and granted right-of-way to Southern Pacific railroad. The growth lead to a train depot and small town called Newhall, and in the late 1870s, the beginnings of Newhall Land took root, eventually leading to master-planned Valencia. Recognizing a longstanding need for a water source in Los Angeles, William Mulholland sanctioned the construction of the 185-foot-tall concrete St. Francis Dam in 1926. In the second-worst disaster in California history, the crumbling

wall hurled a deadly force of water into the canyon, sweeping through the area and killing 425 people. Perhaps a more well-loved face of local history, William S. Hart rode out the age of Western filming and Hollywood glam that flowed through quaint, charming Santa Clarita in the early 1920s. Since the days of Santa Clarita’s legendary gold rush discoveries, murderous manhunts, tragic disasters and glamorous Hollywood parties, it has grown into the master-planned city-suburb we enjoy today. Government

Tax Information

Property A component of most property owners’ annual property tax bill is the 1 percent rate — often called the 1 percent general tax levy or countywide rate. The 1 percent rate is a general tax, meaning that local governments may use its revenue for any public purpose. The Constitution limits this rate to 1 percent of assessed value. Most tax bills also include additional ad valorem (Latin for “of value”) property tax rates to pay for voter-approved debt. Revenue from

these taxes is used primarily to repay general obligation bonds issued for local infrastructure projects, including the construction and rehabilitation of school facilities. California properties that are subject to the tax can be classified in three ways: • Owner-occupied residential — properties that receive the state’s homeowner’s exemption, which homeowners may claim as their primary residence. Homeowners may claim a $7,000 exemption from the assessed value of their primary residence each year.

• Investment and vacation residential — residential properties other than those used as a primary residence, including multifamily apartments, rental condominiums, rental homes, vacant residential land and vacation homes. • Commercial — retail properties, industrial plants, farms and other income-producing properties.

Income California has a personal income tax in place for residents. This tax is in addition to the federal income tax.

Sales The Los Angeles County sales tax rates are conditional to the city within the county; however, the sales tax in Santa Clarita is 9 percent. Taxes must also be paid on car licenses, cigarettes, wine and liquor, inheritance and hotel rooms.

government and government-owned and -run projects including public parks and facilities, courts, emergency services, departments and commissions, maintenance and schools. Tax dollars also support educational instruction for each child in the state. The local government maintains the highways and freeways, cemeteries, parks and roads, and the surrounding hills landscape. City government provides services to residents such as parks and recreation, public events, mass transportation and road maintenance.

Voter Registration When moving counties, voters are required to reregister; however, if moving within the county, voters only need to notify the DMV and update their address. Voter registration forms can be picked up from any DMV, county elections or United States Post Office building. Voters can also register online at the Secretary of State’s website: sos.ca.gov/ elections/elections_vr.htm.

Transportation Local Transportation

Santa Clarita Transit The city of Santa Clarita provides a bus system with several routes throughout the valley, most of which are equipped with front racks for bike storage. On average, the fares are $1 per ride; however, frequent users of the system may want to purchase an electronic and reloadable TAP card, which is $2.50 per day of rides or $32 per month of rides. A one-time non-refundable fee of $2 will be charged for new TAP cards. Disabled riders, seniors over age 60, and children 5 and under ride for free; disabled and senior persons must present identification. To purchase a TAP card, visit one of the TAP locations listed at santaclaritatransit.com. Fare subsidy coupons are available to low-income riders who qualify. Coupons allow riders who qualify to receive $10 off a Santa Clarita local monthly pass. For more information about the Rider Relief Transportation Program, contact the Santa Clarita WorkSource Center at (661) 799-9675 or visit WorkSantaClarita.com. The Santa Clarita Transit also has a door-to-door, taxi-like service for the general public, seniors 60 years and older, and disabled persons in the county – $2 per fare. Major Freeways and Highways Interstate 5 is the major California freeway, running north to south, passing through Santa Clarita. State Route 14 is an eastbound off-shoot of I-5 that begins in the Santa Clarita Valley and runs northeast through Lancaster and Mojave, ending in Ridgecrest. The Santa Clarita Valley is just north of the I-5/SR-210 junction, as well. State Route 210 runs east from I-5 through the Foothills into Pasadena.

Shopping Areas Westfield Valencia Town Center After expanding in 2003, the local mall offers a 12-stall food court, movie theatre, arcade, two-level corridor of stores, carousel, restaurants, outdoor promenade, and outdoor patio shopping and dining area. Town Center Drive, the street and outdoor promenade of shops leading up the main mall entrance, stretches from the Hyatt Regency Valencia up to the Sisley Italian Kitchen at the foot of the mall. “The Patios” on the upper level of the mall has become a popular spot for shopping and dining for both the young and older crowds.

Valencia Marketplace The Valencia Marketplace offers a combined retail and community shopping center in the heart of

Stevenson Ranch. Running parallel to Interstate 5, the group of shopping plazas lines either side of The Old Road. With a Wal-Mart and Bed Bath & Beyond, this center is a great place to start for new home shopping.

Biking in SCV

W

ith miles of biking trails and lanes, Santa Clarita has encouraged a serious community of biking enthusiasts to commit wheels to the pavement. In Santa Clarita, bikes are permitted on sidewalks, with certain exceptions, and traffic must yield to any pedestrian or bicycler. Anyone under the age of 18 must wear a helmet while riding. City buses are equipped with bike racks that hold up to two bikes at one time, and commuter buses can stow bikes in the luggage compartment under the passenger seating area. Bike racks are located at Santa Clarita Metrolink, Newhall Metrolink, McBean Regional Transit Center, Via Princessa Metrolink and City Hall. Bike lockers are available for rent through the city of Santa Clarita. Available during normal business hours, the lockers are located at the Transit

Maintenance Facility, 28250 Constellation Road. To rent a bike, call (661) 295-6300 and ask for availability. Local law enforcement encourages residents to register their bikes with the National Bike Registry, which facilitates the return of stolen bikes. Owners who choose to register will receive a certificate of registration and a tamper-resistant NBR label to identify the bike. Trail Classifications Prior to going on any bike ride, it is important to know your trail as well as its classification. Whether you are going on a leisurely ride or commuting to work, review the classifications

below and plan accordingly. Class I – Bike Path Provides a completely separated right of way for the exclusive use of bicycles and pedestrians with cross-flow traffic minimized. The trails are marked and landscaped. Fencing encourages use of designated access points. Class II – Bike Lane Provides a striped lane for one-way bike travel on a street or highway. Bike lanes are marked with signs and pavement striping.

Class III – Bike Route Provides for shared use with pedestrian or motor vehicle traffic. Bike routes are marked with signs. Multi-use Located primarily in rural areas, these trails are unpaved and are available for equestrian, hiking, and mountain bike use. Trails are marked with lodgepole fencing.
