Message from the Chair

I was born and raised in Sioux Falls and love this incredible city! When I reflect on the changes I've witnessed in my lifetime, it really is staggering to see the growth of this city. Anyone who has lived here for even five years can see the transformation. In that time alone, Sioux Falls has grown by approximately 27,000 people. When I was a kid in the 60s and 70s, the city had a population of just 60,000 to 70,000 and was economically centered around John Morrell (now Smithfield).

Today, Sioux Falls is home to over 219,000 residents and has evolved into a dynamic, multi-dimensional city. Our economy is thriving, with a strong presence in healthcare, finance and entrepreneurship. It's a city that attracts young professionals eager to chase their dreams. Downtown Sioux Falls is more vibrant than ever! The continuous growth brings exciting opportunities for businesses and homebuilders alike. Our outstanding public and private schools make Sioux Falls an attractive place for young families to settle and grow.

So, what's the secret sauce? It starts with the people. Sioux Falls has incredibly generous citizens and a business community committed to reinvesting in the city's future. It has strong leadership both in the public and private sectors determined to make things happen here. In key industries like healthcare and banking, competition is fierce, yet these sectors work together to make Sioux Falls an even better place to live and work.

Recently, we lost an incredible leader, giver and friend in Craig Lloyd. His legacy of community investment leaves us with an important question: Who will step up next? Who will carry on the work of leaders like Craig to ensure Sioux Falls continues to thrive for future generations? To be honest, it is not one person or organization. If we want this city to continue its amazing success, it takes all of us to ensure future success. We cannot expect our neighbor to step up if we are unwilling. We need you and the entire community to be there for the city's future, our children and our grandchildren!

In this issue, you'll read more about Sioux Falls Tomorrow 4, which will build on our city's past successes and propel us into a new era of growth. I encourage you to get involved and keep pushin' on to make Sioux Falls an even better place for our children and grandchildren.

Sioux Falls Tomorrow 4

A blueprint for growth and collaboration

Sioux Falls is once again setting the stage for a decade of transformation with Sioux Falls Tomorrow 4, a comprehensive 10-year plan designed to guide economic, social and infrastructural growth while building on its past successes.

This new, fourth iteration of a longstanding effort serves as a roadmap to strengthen Sioux Falls while emphasizing regional collaboration, business expansion, quality of life and critical social services. Though this plan doesn't cover all aspects of the region’s development, it does focus on goals and action items that can be addressed through community collaboration and underscores the importance of bringing citizens, organizations and leaders together to plan for the next decade of continued growth.

“The community of Sioux Falls has a strong history of working together,” said Andy Patterson, President & CEO of the Sioux Falls Area Community Foundation. “Sioux Falls Tomorrow represents that collaborative spirit and belief that we can all come together to ensure our community thrives now and in the future.”

Most organizations, including the city, school district and other major

institutions, have their own strategic plans that guide their individual priorities. Sioux Falls Tomorrow 4 takes a different approach by bringing these same leaders together to look beyond their own walls and to focus on the bigger picture. It challenges businesses, government and community partners to think collectively about the future of the entire region, aligning efforts to create a lasting impact that no single organization could achieve alone.

“Sioux Falls Tomorrow 4 stands apart because it focuses on the community and all that can be achieved through collaboration,” said Brittany Hanson, Program Director for Forward Sioux Falls. “It isn’t driven by a single organization or leader; it’s the result of many coming together to shape a shared vision for our future.”

A roadmap for continued growth and progress

The planning process began in 2023 with broad community input through surveys and meetings, ensuring that the voices of the Sioux Falls region were central to shaping the content. The National Civic League (NCL), which also facilitated the 1994 and 2004 versions, worked closely with the Steering Committee to review existing plans from local organizations to ensure that Sioux Falls Tomorrow 4 would align with ongoing efforts and address any gaps that emerged.

Andy Patterson Sioux Falls Area Community Foundation

The plan has four areas of focus: Economic Development & Corporate Responsibility, Quality of Life, Social Services and Regional Collaboration. Within each area of focus, specific goals are outlined and potential key community partners are identified, along with action items that can be carried out to achieve said goals.

The three previous iterations of the plan focused on similar focus areas, with many of the goals and action items coming to fruition. Because of these efforts, Sioux Falls has seen dramatic growth over the past three decades. Previous goals included a unified community brand and marketing strategy, expanded parks and river greenway access, more cultural and arts opportunities and workforce/talent attraction and retention. Key partners that continue to actively support Sioux Falls Tomorrow worked together, often

through public-private partnerships, to move the needle with their efforts offering momentum to the fourth iteration. A continued focus on business growth, economic development, quality of life and more is outlined in Sioux Falls Tomorrow 4.

“The success of our community is a direct result of the transformational initiatives championed by past leaders,” said Sioux Falls Mayor Paul TenHaken. “Sioux Falls Tomorrow 4 provides a roadmap for continued growth and progress in our city.”

Paul TenHaken Mayor, City of Sioux Falls

Economic development & corporate responsibility

Economic diversification remains a cornerstone of Sioux Falls’ growth strategy. Sioux Falls Tomorrow 4 emphasizes business retention, recruitment and expansion in key industries such as agriculture, manufacturing and services— covering nonprofits, healthcare, banking and insurance— while also identifying companies best suited for the future. The plan strikes a balance between quality and quantity of jobs.

A specific goal is to attract and support high-tech businesses, including those in cybersecurity, financial technology, biofuels and advanced medical manufacturing. Strengthening workforce pipelines through collaboration with educational institutions is another key priority, ensuring Sioux Falls remains a hub for skilled talent.

A major aspect of the plan is expanding the Sioux Falls Regional Airport, which will provide more direct flights and enhanced cargo services, improving connectivity and attracting businesses.

Sioux Falls Tomorrow 4 also encourages preserving the unique corporate culture our community is known for, urging businesses to invest in workforce and leadership

development, engage in corporate philanthropy and implement corporate responsibility initiatives. The plan also proposes refining incentives for new business ventures, helping foster an environment where both large corporations and small startups can thrive.

One of the most significant projects on the horizon is the development of the Riverline District, a transformative opportunity to reshape underutilized land into a vibrant cultural and economic center. Recognizing the potential of this development, Natalie Eisenberg, Co-Chair of Friends of the Riverline District, emphasized the importance of longterm planning and public engagement, stating, "We owe it to our kids and grandkids to explore the possibilities, get public input and pursue a plan that brings this unique area to its fullest potential for our community."

Enhancing quality of life

Sioux Falls consistently ranks as one of the most livable cities in the country, and Sioux Falls Tomorrow 4 seeks to further elevate its appeal.

Natalie Eisenberg Friends of the Riverline District

Investments in public and alternative transportation are essential for Sioux Falls, reducing congestion, lowering environmental impact, and improving access to jobs and activities. Key initiatives include on-demand transit, bike shares, and improved sidewalks for safer, more efficient travel.

The plan also includes the goal of increasing indoor recreation space, noting that healthy cities are active all year round. Options are limited when the weather is unfavorable and developing additional indoor recreation facilities through public and private partners would serve the community’s needs and enhance quality of life. Enhancements to public parks and the Falls Park Master Plan will further cement Sioux Falls as a city committed to wellness, as well as outdoor activity and environmental preservation. In addition to these, extended recreation trails throughout the region, investments in walkability, bikefriendly infrastructure and public green spaces will help foster an active and connected community that benefits residents and visitors alike.

Addressing housing and social services

As Sioux Falls grows, ensuring that all residents have access to affordable housing and essential services is a priority. A housing coalition will help identify housing options and launch housing programs, creating innovative solutions that address growing needs. One such example is the potential establishment of a community land trust for Sioux Falls.

Sioux Falls Tomorrow 4 also seeks to enhance service delivery among mental health, substance abuse and homeless service providers. Access to healthcare and social support services remains a crucial aspect of the plan. Coordinating efforts between healthcare providers, nonprofits and government agencies will ensure that vulnerable populations receive comprehensive care.

Janet Kittams of the Helpline Center highlighted the significance of these discussions. "Sioux Falls Tomorrow 4 was an amazing opportunity to gather with community leaders from across the city to identify a path towards the future,” she said. “I appreciated the rich discussion surrounding social services and identifying critical goals with housing and the delivery of services." By leveraging public-private partnerships, Sioux Falls aspires to become a national model for addressing housing challenges.

The power of regional collaboration

With the metropolitan area rapidly expanding, the need for regional collaboration has never been greater. Sioux Falls Tomorrow 4 emphasizes strengthening partnerships between neighboring communities to ensure balanced and sustainable growth.

Tyler Tordsen, President and CEO of the Sioux Metro Growth Alliance (SMGA), believes that a unified approach is key to long-term success, noting that collaboration drives continued development and diverse opportunities for both people and businesses across the region. "At SMGA, we believe in the power of collaboration—when one part of the region thrives, we all benefit. As Sioux Falls looks to the future, regional cooperation will be crucial in maintaining our status as one of the best places to live, work and raise a family."

Tyler Tordsen
Sioux Metro Growth Alliance (SMGA)

This commitment to collaboration translates into practical efforts, including improved infrastructure, shared services and joint economic initiatives designed to make the entire Sioux Falls metropolitan area more competitive and resilient.

Sioux Falls is well-positioned to serve as a model for regional planning, demonstrating how municipalities, counties and even private business can work together to create economic opportunities and enhance public services. By embracing a forward-thinking approach, growth will benefit all communities within the metro area.

The Sioux Falls we want for tomorrow

Looking ahead to 2034, Sioux Falls Tomorrow 4 serves as both a blueprint and a call to action for policymakers, business leaders and residents. By prioritizing collaboration and innovation, Sioux Falls is poised to continue its evolution as one of the best places to live, work and invest. The future is bright and this plan ensures that progress is both intentional and inclusive.

With continued commitment from all who have an interest in the future of Sioux Falls, this community-wide longrange strategic plan has the potential to shape a stronger, more resilient region that embraces economic prosperity while preserving the qualities that make it a great place to call home.

“Just as it was written collaboratively, its success depends on all of us,” Hanson added. “By working together across businesses, government and community organizations, we will build the Sioux Falls we want for tomorrow.”

Sioux Falls Tomorrow 4 sets a clear path for the next decade of growth, emphasizing collaboration and strategic planning to ensure a prosperous future. With a focus on economic development, quality of life, social services and regional collaboration, Sioux Falls Tomorrow 4 aims to build on its past successes while preparing for the future. The plan’s collaborative approach will help shape a resilient, thriving city, making Sioux Falls an even better place to live, work and invest in the years to come.

“By working together across businesses, government and community organizations, we will build the Sioux Falls we want for tomorrow.”

Inside South Dakota

Newly-appointed South Dakota Governor Rhoden and Lt. Governor Vehuizen to meet with Chamber members

As many of you are aware, South Dakota’s former Governor Kristi Noem was appointed to President Donald Trump’s cabinet as the Secretary of Homeland Security early this year. Due to this appointment, Governor Noem was required to resign her position as Governor of South Dakota. Upon her departure, Lt. Governor Larry Rhoden assumed the office of Governor and appointed a new Lt. Governor, Tony Venhuizen.

Following this historical change in our state’s executive office, Governor Rhoden and Lt. Governor Venhuizen want to hit the ground running and get more connected with citizens and business leaders across South Dakota to learn what is important to them. The Greater Sioux Falls Chamber of Commerce has the great opportunity to host an event featuring both Governor Rhoden and Lt. Governor Venhuizen to connect them with leaders in the Sioux Falls area. This opportunity will allow the Governor and Lt. Governor to share more about themselves, discuss priorities for the remainder of their term, and to hear from our members on what is important to the Sioux Falls business community.

The event will take place on March 17 at 3 p.m. at the South Dakota Military Heritage Alliance, Inc. The Governor and Lt. Governor will take moderated questions from 3 to 4 p.m. Following this, there will be a social hour for Chamber members to mingle and connect with our new Governor and Lt. Governor.

Cleary to lead St. Patrick’s Day Parade

Shawn Cleary, longtime parade and community volunteer, named 2025 Grand Marshal

While his exact ancestral roots in Ireland remain uncertain (though a recent Ancestry DNA test suggests ties to Munster Province), Shawn Cleary's connection to Irish heritage is undeniable. A longtime member of the Cathedral of St. Joseph and a dedicated leader for numerous nonprofits and organizations, Cleary is well-known in the Sioux Falls community.

The surname Cleary is often recognized as one of the oldest in Ireland and Europe, so it’s no surprise that he’s been involved with the Sioux Falls St. Patrick’s Day Parade Extravaganza Committee for the past 16 years, serving as chair for 10 of those. The annual event is a highlight of Cleary’s year.

“We all want to be able to celebrate our heritage,” Cleary said. “We’re all Americans, but we also want to honor our immigrant roots, our families, and our cultural traditions. Many Irish families hold reunions this time of year. Really, it’s about helping people celebrate a day of joy and the arrival of spring.”

The 45th annual St. Patrick’s Day Parade will take place on Saturday, March 15, in downtown Sioux Falls. In the spirit of

founder Sylvia Henkin, it is often called “The People’s Parade,” meaning it is free and open to the public. Anyone can enter a float or walk in the parade as long as they are registered or part of a registered group and are wearing an official St. Patrick’s Day Parade button.

Parade participation buttons cost $3 and are available in advance at downtown businesses. Buttons may also be purchased on March 15 before the parade starts. The committee partners with a nonprofit to support their mission. This year, St. Francis House, a nonprofit serving the homeless, will receive a portion of button sales.

Cleary was nominated for grand marshal by a group of former grand marshals. Ryan Murphy, chair of the St. Patrick’s Day Extravaganza Committee, praised Cleary’s dedication.

“Nobody has given more of their time, talent, and treasure to this event than Shawn,” Murphy said. “A big anniversary year deserves a hallmark grand marshal.”

Born in Dixon, Illinois, into a large Irish Catholic family of 11 children, Cleary grew up steeped in Irish traditions. He met his wife, Julie, through mutual friends at a pub while playing pool. An early career opportunity brought them to Sioux Falls in 1998 when Cleary began working as the Operations Manager for Dual Equipment. He later joined Alamo Group as the President of SMC Corporation and Tiger Mowers, retiring in November 2024 after 23 years.

Cleary has visited Ireland multiple times with his family, including for a family friend’s wedding and general sightseeing.

“There is no prettier place in the world than a clear day in Dingle Bay,” he said. “It’s the most picturesque place I’ve ever been. It’s also just a fun place—and the Guinness is good.”

Shawn and Julie have two sons, Corbin (Molly) and Nolan (Grace), and four grandchildren. Beyond his family and career, Cleary has always prioritized giving back to the Sioux Falls community, serving on the boards of the Carroll Institute, Multicultural Center, Bishop Dudley Hospitality House and the Greater Sioux Falls Chamber of Commerce’s Agribusiness Division. He also leads the Sioux Falls Irish Club, which organized the annual Irish Fair for several years.

“All of us have an obligation to help our brothers and sisters in the world,” Cleary said. “Those of us who have been successful should be giving back because of that success.”

The Cleary family in 2024.

The parade, which brings together the regional community in celebration, typically features around 100 entries. Registration closes March 6 and is available at dtsf.com. Placement in the parade is on a first-come, first-served basis and at the discretion of parade officials. Each entry must incorporate an Irish theme. Participation rules and more details can be found on the parade website.

The parade is made possible through generous contributions from sponsors: Avera Health, Burwell Enterprises, Davenport Evans, First PREMIER Bank, Security National Bank, Xcel Energy, Dakota Beverage, Hagen, Wilka & Archer Law, The First National Bank in Sioux Falls and State Farm - Tate Teveldal.

The 2025 Market Outlook

Bender Commercial shares insights on the year ahead

Contributing authors:

Reggie Kuipers, SIOR; Nick Gustafson, CCIM; Bradyn Neises, SIOR; Rob Kurtenbach; Andi Anderson, SIOR; Rob Fagnan; and Alex Soundy, SIOR.

On February 25, Bender Commercial Real Estate Services hosted their annual Market Outlook presentation, diving into the local economic landscape and exploring key sectors within the commercial real estate market. Here's a recap of the insights they shared:

Economic Overview

One year ago, we expected a tenuous year, but the election, rate cuts, and worldwide geo-political issues may have just been the appetizer for 2025. This year has already experienced disruption from Trump policy, tariffs, forthcoming tax legislation, and an everwatchful eye on the Fed as they have stalled rate cuts.

The underlying U.S. economy appears robust and last mile inflation incredibly sticky. With pro-business White House and Trump policies putting upward pressure on inflation, 2025 is set up to be a turbulent year. We can expect short-term pain for long-term gain.

The Sioux Falls economy is chugging along as we continue to grow up as a city. Sioux Falls is becoming a metro area, growing into surrounding communities over the next five to ten years. We have a glut of large office spaces and apartments to backfill, but other sectors are healthy. With our population growing at a strong clip, we expect the apartments to backfill fairly quickly. We also predict that 2025 will be the second highest year of building permits in Sioux Falls history.

Capital Markets

Investment sales volume in global, national and local markets remains under the records set in 2021 but has turned the corner and is rebounding nicely. Interest rates and global trade uncertainty continue to be restraining inputs. Inflation has proven stubborn, mainly due to the massive increase in the M2 money supply over the last four to five years. It increasingly appears that interest rates will remain static for the foreseeable future.

Investors are generally well-capitalized and sitting on substantial cash. Sellers are adjusting to new valuations, and we predict robust transactions in 2025. Storm clouds on the horizon are federal issuance of Treasury bonds and potential global trade disruptions.

Land Market

The 2024 Sioux Falls metro land market remained strong, although shifting trends highlight new challenges and opportunities. We saw increased land purchases in neighboring communities due to Sioux Falls development constraints, a trend expected to continue. In response, the City of Sioux Falls is working on greater flexibility in development opportunities and pushing for more infrastructure investment to support growth.

Unimproved land sales reflect this shift as developers seek opportunities in Sioux Falls’ neighboring communities. Improved land sales had a solid year, with office and multi-family transactions increasing, retail land sales holding steady, and industrial land sales down. The industrial sector’s slowdown isn’t due to lack of demand but rather a lack of available options, signaling the need for additional land supply.

Despite these adjustments, confidence in the market remains high. Sioux Falls and its surrounding communities continue to attract investment. With proactive planning and infrastructure improvements, the region is well-positioned for sustained growth in 2025 and beyond.

Retail Market

The local retail market remains strong. Sioux Falls maintained lower vacancy rates than the national average and experienced a significant increase in property sales compared to last year.

Nationally, the retail landscape presents a mixed picture. On the one hand, there have been waves of store closure announcements with the potential for more on the horizon. On the other hand, several national retailers continue to thrive and push forward with expansion plans and new locations.

Meanwhile, online retail continues to capture a growing share of the market, a trend that shows no signs of slowing down.

Office Market

The office market has been the sector most affected by pandemic. We see that reflected in the national office market with a record-high 20.9% vacancy rate in 2024. Last year also brought positive net absorption nationally, meaning more space is being leased than vacated. We see demand returning to pre-pandemic levels.

The Sioux Falls office vacancy rate of 11.6% continues to be lower than the national rate. The gap between the national and local rate also continues to widen, highlighting the challenges we see nationally.

Sioux Falls is still experiencing high amounts of office vacancy with 1.1 million square feet available. Of that, more than 800,000 square feet is in buildings 10,000 square feet and larger: more than 75% of the vacant square footage.

For 2025, we expect some exciting announcements and are looking forward to opportunities and growth in the office market.

Industrial Market

The industrial sector is closely watching the impact of tariffs on manufacturing, transportation, warehousing, and product distribution across the U.S.

While it’s still too early to determine their full effect, we will monitor this closely over the next few years.

Nationally, the industrial market weakened, with vacancy rates reaching a 10-year high of 6% by the end of 2024 Accompanied by negative net absorption, this put downward pressure on rental rates.

Locally, the market has shown mixed signals. Vacancy rates edged up to 3.7% by the end of 2024, while new construction and absorption remained strong. This was largely driven by owner-occupier sales, which totaled $110 million. Lease rates continued rising, influenced by inflationary construction costs. Looking ahead, 2025 appears promising, with numerous projects already underway.

Multi-Family Market

After two record-setting years, Sioux Falls' multi-family market experienced a significant downward shift in 2024 with permits down to 1,244 units. Conventional vacancy rates rose to 10.14%, with true vacancy rates closer to 14.33% when factoring in lease-up units. Rent growth remained flat as higher vacancy rates led to increased concessions—such as free rent and move-in incentives —providing renters with short-term opportunities.

Despite financing challenges, Sioux Falls saw $87 million in multi-family sales across 22 transactions. Three large, all-cash REIT purchases totaling just over $60 million in sales signal strong institutional confidence in the market’s future.

Looking ahead to 2025, there are two key drivers for multi-family sales: the rising cost of homeownership will increase investor confidence and upcoming loan maturities will create opportunities to capitalize on distressed assets.

As vacancy rates stabilize and demand continues to grow, Sioux Falls remains a dynamic and resilient market. With strong longterm fundamentals and a thriving economy, the city continues to be an attractive destination for multi-family investors.

Community health assessment highlights Sioux Falls’ health landscape

The Sioux Falls Health Department, Avera McKennan Hospital & University Health Center, Sanford USD Medical Center and the Sioux Falls VA Health Care System presented findings from a collaborative Community Health Assessment (CHA), a process that assists community stakeholders in understanding the state of health of residents in the Sioux Falls area.

The assessment, done every three years, followed a rigorous data collection process throughout late 2023 and 2024. This process included a community resident survey, focus groups with local stakeholders and a review of existing health data from local, state and national sources.

With consideration of feasibility and impact, the partners identified priority areas to pursue collaboratively over the next three years. The priority areas include:

•Healthy living

•Adolescent mental health

•Access to care with an emphasis on oral health

Moving forward, the Sioux Falls Health Department and its partners will work closely with community leaders, health care providers and residents to implement targeted initiatives aligned with these priorities. This collaborative effort will ensure that resources are effectively allocated to address the unique health challenges faced by the community, fostering meaningful progress and long-term, positive change.

A copy of the CHA report and related resources will be available at siouxfalls.gov/community-health.

Levitt at the Falls announces expansion plans

Levitt at the Falls has reached a major milestone in its $5 million expansion campaign, with the City of Sioux Falls approving three significant naming gifts. The project, led by a donation from Dick and Kathy Sweetman and facilitated by the Sioux Falls Area Community Foundation, will be named the "Sweetman Atrium," a name that encompasses the entirety of the project that includes new programming space, staff offices, production storage and artist facilities.

Additional gifts from the Dakota State University Foundation and John and Jeanelle Lust will fund the programming space and a second stage, respectively. The $4.5 million expansion will be gifted to the city upon completion, with remaining funds allocated for upgraded lighting, sound and video equipment.

Construction is set to begin on September 1, 2025, supporting year-round programming, enhancing educational opportunities and streamlining Levitt at the Falls’ operations to better serve the Sioux Falls community. The 2025 season will run from May 23 to August 30 with 50 free concerts.

Opportunities to have an impact on the expansion are ongoing, and Levitt at the Falls continues to seek sponsors and donors to support the project.

The Greater Sioux Falls Chamber of Commerce offers a ribbon cutting ceremony for members to celebrate joining the Chamber, milestone anniversaries, expansions or new locations. The public and all Chamber members are invited to share in the celebration. Call (605) 336-1620 for more information or to schedule your event.
