Another refinance? Question:
We bought our home in November 2018 and financed with a $230,000 mortgage at 4.75%. Rates fell, so we refinanced in February of this year at 3.5%. Residential mortgages are now down to 2.5%. Should we refinance again?
Answer:
2.5% residential financing was indeed available in May for well-qualified borrowers. Think of borrowers with 20% equity, a low debt-to-income ratio, secure employment, and a solid credit score. The new era of rates below 3% is here, but the big question is whether it will work in your situation. You’re thinking of financing for the third time in two years and that’s a red flag. The problem is not refinancing by itself if you can go from 4.75% to 3.5%; that’s attractive. The payment for a $230,000 mortgage at 4.75% is $1,199.79 per month for principal and interest. Lower the rate to 3.5% and the monthly payment falls to $1,032.80.
That’s a cash savings of $166.99 per month or $2,004 per year. If you can recover transaction costs in less than 36 months, that’s a nice-looking refinance. If you go from 3.5% to 2.5%, your monthly expenses will fall again to $908.78. With the new deal, you will save $124.02 a month. That’s an additional $1,488 in a year. But some caution is in order. First, you financed at 4.75% when you bought the property. That loan had certain costs to originate. You next refinanced at 3.5% in February. The odds are overwhelming that costs from that refinancing transaction have not yet been fully recovered because not enough time has passed. Refinance again and there will be another set of transaction costs. It’s important to keep your eye on the mounting costs to refinance. Second, what is the full cost to get an ultra-low rate? Low rates are surely attractive, such financing is in demand, but strong demand can lead to higher fees. In addition to the interest rate, what is the annual percentage rate (APR)? That’s a measure that includes

According to ATTOM Data Solutions, the typical seller in the fourth quarter had owned for 8.21 years. That’s an average. Some owners sell sooner, and some keep their homes for longer periods. From a refinancing perspective, you need to make sure you will own the property for enough time to re-capture refinancing expenses. We live in a unique period of mortgage history. Rates have quickly declined from the low levels of 2019 to even lower levels in 2020. Rates are at or near record lows. No rule says they cannot go lower. We have no blueprint in the coronavirus economy to suggest what will happen next. Buyers want new homes at a distance By Marilyn Kennedy Melia CTW Features A new housing trend – emphasis on new – is solidifying in 2020. “In 2018, the 30-year mortgage was near five percent, and that worsened an affordability problem, especially in larger metro areas and their inner suburbs,” says Robert Dietz of the National Association of Home Builders (NAHB). Since then, buyers have been moving out to farther-flung suburbs and smaller cities, where land and home prices are less. Now, the COVID-19 crisis is intensifying both a desire for newly constructed homes and less populated locations. “The ability of many to work from home instead of an office is a success in many July 24, 2020
cases, so workers will feel more comfortable living where they want to,” Lesley Deutch of John Burns Real Estate Consulting reports. Taylor Morrison, the fifth-largest U.S. homebuilder, surveyed buyers, finding top motivators are a safer place, and a larger home with room to work remotely, and the ability to have better technology. Newly constructed single-family homes are often incorporating these amenities. The uncertain economic conditions from COVID-19 aren’t a big impediment for these buyers, with a June NAHB report finding the strongest growth in exurbs and smaller cities. Some buyers fleeing cities are “DICE” buyers – dual-income, college-educated couples

with secure jobs, says Deutch. “We are seeing demand for homes in the $400,000 range in Charlotte, Nashville, and Texas. Also, new construction is typically more expensive than a comparable existing home. But Taylor Morrison finds sentiment is trending toward less expensive, larger homes. Financing a new home typically requires an initial deposit, so the builder begins. When the home is complete, buyers make a down payment and secure a mortgage. New construction does provide savings over an existing home, where replacement costs on appliances, paint, flooring and roofing are often incurred, adds Sheryl Palmer, Taylor Morrison CEO. 5

The truth about property taxes

Martin CTW Features f you’re like many homeowners, you pay your property taxes monthly via an escrow account handled by your mortgage company, which means this amount is often out-of-sight and out-of-mind. But when you take a closer look at your property tax bills mailed to you throughout the year by your local treasurer’s office, you can often experience sticker shock. That’s because property taxes can sometimes jump significantly from one bill to another in a seemingly unfair fashion. Truth is, property taxes can rise or fall based on a variety of justifiable factors, including your home’s assessed value, area real estate market conditions, and the needs of nearby public schools and community services. The good news is that, based on recent data from ATTOM Data Solutions, property taxes were relatively reasonable last year across the country. The report indicates that property taxes levied on single-family residences in 2019 tallied $306.4 billion— a 1% rise from 2018 ($304.6

Nationwide they are higher but not as high as many would expect billion), resulting in an average tax bill of $3,561 for each property. And that equates to an effective tax rate of 1.14%, down from 1.16% observed in 2018. However, that typical $3,561 bill marked a 2% increase from what homeowners paid two years ago ($3,498, on average). That nationwide increase was actually “the smallest in the last three years, a sign that cities, towns, and counties are taking stronger steps to clamp down on how much they hit up property owners to support schools and local government services,” said Todd Teta, chief product officer for Irvine, California-based ATTOM Data Solutions, in the report. “On balance, 2019 was a relatively mild year for taxpayers around the nation.” Rajeh Saadeh, a real estate attorney in Somerville, New Jersey, subscribes to that theory. “A 2% increase for a particular property would be high, but a 2% average increase nationwide is very reason-
able,” says Saadeh. Caleb Liu, a real estate investor and owner of House Simply Sold in Orange, California, agrees. “Most real estate values across the nation mirrors the general rate of inflation. So a 2% increase in home values would translate to a 2% increase in property taxes, which is reasonable,” Liu notes. The decrease in the effective tax rate, from 1.16% to 1.14%, is particularly good news for homeowners, insists George Birrell, a Las Vegasbased CPA and owner of Taxhub. “If this trend continues, it will drive up demand due to the lower cost of ownership— which will, in the long-term, drive up the price of homes.” Saadeh cautions that, while the effective tax rate (often calculated by dividing the annual property tax bill by what someone believes is the market value of the property) is useful in showing how much higher or lower one location’s taxes are from another’s, it
doesn’t help in calculating the actual taxes you may pay for your property (calculated by multiplying the general tax rate, set by the government by the tax assessor’s value of the property). In other words, while the national effective tax rate averages a fairly low 1.14%, your mileage may vary. As for what kind of property tax rate you can expect to pay this year, which remains to be seen. “A similar increase that you’ve seen in recent years is what you should expect in the future, but that will depend on your particular locality,” says Saadeh. Liu says a 2% to 3% spike in property taxes within most markets this year—which would likely track the inflation rate—wouldn’t surprise him. Trivizas, Ltd. in Skokie, Illinois, who specializes in tax assessment appeals, says many X-factors make it challenging to predict property taxes in 2020. “Remember that COVID-19’s economic impact on real estate is ongoing and

If you don’t agree with the numbers after receiving your next assessment notice, you can contest your tax assessment. “First, find out when your county or assessor’s office will publish the ad valorem value of your property and how long thereafter you have to file an appeal against the proposed value,” suggests Trivizas. Before that deadline, “contact your assessor’s office to discuss your property and
why you think it was unfairly valued; prepare to explain specific challenges facing your property or inferior aspects compared to similar properties in the neighborhood.” If the assessor isn’t willing to reduce your home’s ad valorem value, “file an appeal and retain legal counsel to help you navigate all the nuances of the property tax appeal process in an attempt to get your valuation lowered and decrease the taxes you will owe,” Trivizas adds.
