What’s Ahead in 2010? The China Mining Association reported that a survey of 11 of the world’s leading commodities analysts predicted a 20% increase in the price of iron ore in 2010. China, the world’s largest iron ore importer and consumer, saw its demand for seaborne iron ore increase nearly 40% to 612 million metric tons in 2009, even as demand in the rest of the world tumbled 30%. The analysts predicted China’s demand for iron ore should grow to 654 million tons next year, with global demand increasing 12.5% to 1.01 billion tons. With China’s steel industry already signaling a hard line in annual contract negotiations, 2010 will be an interesting year to report on the news of the global iron mining industry. Rio Tinto and BHP Billiton have just signed binding agreements to establish an iron ore production and shipping joint venture (JV) in the Pilbara region of Western Australia. The companies have told regulatory institutions that the deal would not cause further monopoly in the industry or lead to higher iron ore prices. They say it would merely bring more iron ore into the world market, at a lower cost. In their announcement, Rio and BHP said that the JV encompasses all current and future Western Australian iron ore assets and liabilities and will be owned 50/50 by the two companies. It will deliver substantial synergies, they said. BHP Billiton and Rio Tinto placed the current net value of the production and development synergies at more than US$10 billion (100% basis). The JV

Labrador Iron Mines Acquires Significant DSO in Quebec In a series of five recent transactions, Labrador Iron Mines Holdings (LIM) has acquired control over an additional 50 million metric tons (Mt) of direct shipping iron ore (DSO) in Quebec, along with a large package of mineral claims in the Schefferville area, which is considered prospective for exploration for iron ore and which also hosts a number of small high grade manganese deposits. All of the properties are in the Schefferville area, mostly in Quebec, and are in the same general vicinity as LIM’s planned DSO iron ore operations in Western Labrador, which will begin production in mid 2010. “The acquisition of these properties represents a very significant increase in the resource base available to LIM and will both complement LIM’s planned DSO operations in Labrador as well as providing LIM with an excellent base and adjacent portfolio of properties within the Labrador Trough in the Province of Quebec,” said John Kearney, LIM chairman. “... the addition of 50 Mt of DSO resource will enable LIM to increase its planned DSO production and potentially extend the mine life.”

Vale and Dongkuk Steel Constructing Steel Plant in NE Brazil In mid-December, Brazil’s Vale, the world’s largest iron ore producer, and Dongkuk Steel, a South Korean steel company, began construction at Companhia Siderúrgica do Pecém (CSP), the first integrated steel mill featuring a coking plant in Brazil’s Northeast region. The project, situtated at Pecém Industrial and Port Complex (CIPP) in São Gonçalo do Amarante, Ceará State, will generate more than 15,000 jobs during construction. CSP is due to come on stream in 2013, with estimated annual out-
put of 3 million tons of steel plates in the first phase, and will be expanded to 6 million tons annually in a second phase. In addition to steel plates, CSP will produce its own electricity and will sell surplus power to the domestic market. CSP is one of the more important private sector projects in Brazil’s Northeast and one of the larger in Brazil. It is part of Vale’s strategy to encourage new steel projects in Brazil, which has one of the lower steel production costs in the world, by temporarily
Fortescue Continues to Hope for Rio Rail Access Fortescue Metals Group says it remains hopeful it will gain access to iron ore railway owned by mining giant Rio Tinto in Western Australia’s iron ore-rich Pilbara district. Andrew Forrest, CEO, told the iron ore miner’s annual general meeting in Perth that Fortescue aimed to gain third-party access to infrastructure owned by Rio Tinto to allow Fortescue to transport ore to port from its proposed third mine, Solomon. “We won’t do it through building another railway line,’’ Forrest told the meeting. “If common sense prevails - if the ACCC (Australian Competition and Consumer Commission) determines that the railway lines ... are to be shared ... we’ll be able to really grow the Solomon hub,” Forrest said. “(BHP Billiton Ltd CEO Marius) Kloppers said Australians have lost market share, particularly in iron ore to Brazil. What I can assure you the reason why we’ve lost that market share is because we haven’t shared ... infrastructure.”

Russell Scrimshaw, Fortescue executive director, told reporters after the meeting that Fortescue continued to fight hard through various courts and tribunals to force Rio Tinto to open up its rail lines to third-party access. He said Fortescue and Aquila Resources Ltd, a coal miner and iron ore explorer, continued to investigate developing a new shared access export port at Ankatell Point, also in the Pilbara. Fortescue i currently s producing iron ore at a run rate of about 40 million metric tons (Mt) annually and exports through its own facilities at Port Hedland, but would probably need to export through another new port when its expansion proceeds. “To 155 (Mt), we have ample capacity in Port Hedland, so we’ll continue to rail through there,” Scrimshaw said. “Our plans are still evolving beyond that.

The project also will promote the country’s steelmaking industry, adding value to iron ore and generating wealth and development for Brazil and the state of Ceará. About US$4 billion will be invested in CSP in the first phase. Ceará was chosen because of its logistical infrastructure and its strategic location for the export market. Furthermore, the size of the project site, covering about one thousand hectares, is well suited for the mill. The project also will benefit from CIPP’s port infrastructure, which has facilities for handling raw materials and end products, as well as easy road and rail access. CSP was awarded a preliminary permit from the state government of Ceará to begin construction, starting with earthworks. The permit was issued after unanimous approval was given by the members of the State Environment Council, COEMA, which examined the project’s Environmental Impact Study and Environmental Impact Report. The full plans were communicated to the local community, business people and public authorities, with emphasis placed on CSP’s social and environmental commitments, with about 25% of total investment going toward modern equipment that will control air emissions and effluent discharge, as well as waste management. In addition to boosting the local economy by creating jobs and training people, the project will contribute to Ceará State’s GDP growth.

The preliminary figure for U.S. iron ore production in October 2009 was 3.1 million metric tons (Mt), compared to 4.5 Mt in October 2008 and 2.6 Mt in September 2009, according to the U.S. Geological Survey, Reston, Va. Minnesota’s preliminary iron ore output in October 2009 was 2.1 Mt, compared with 3.4 Mt the previous September. Michigan’s preliminary iron ore production in October 2009 was .977 Mt, compared with 1.1 Mt the previous October. The preliminary total for iron ore shipped in October 2009 was 3.4 Mt, compared with 4.9 Mt in September 2008. U.S. stockpiles of iron ore at the end of October were 5.1 Mt, compared to 5.8 Mt in October 2008. Nuggets of News January 13, 1940 — Shipments of iron ore from the Lake Superior district during the season of 1940 may set a new record. The peak season was 1916 when they amounted to 66,902,778 gross tons. That was during the World War, and it is recalled that the producers designed shipping 70,000,000 tons in 1917. But there was a late opening of interlake navigation in 1917 and much ice caused delays, which it was afterwards estimated, cost the season 5 million tons. Again there is war in Europe, and while its length and importance as a stimulant of business and industry in the United States are unknown quantities for the current year, the outlook is good in any event. The blast furnaces in the United states are consuming ore at the rate of more than 60 million tons annually. January 7, 1950 – Lake Superior is the largest body of fresh water in the world, also one of the deepest. The term superior referring to its position as the upper lake of the five Great Lakes of North America was first used according to Grace Lee Nute in the Jesuit Relation of

1647-1648. The lake is 360 miles long and has a maximum width of 160 miles with an area of about 32,000 square miles. Its normal surface level is 602 feet above sea level and the greatest depth 1,290 feet. Another fact of importance is occurrence of the lake in the trough of a great syncline or down fold in the rocks. This structure of the rocks has had an important effect on the origin of the lake. January 23, 1960 – When you realize that 15 to 20% of the total cost of making a ton of finished steel is iron ore, it is obvious that steel companies, cannot afford to be too sentimental about where their ore comes from. The steel company with the lowest cost ore has too much advantage. Of course, every orebody is different. “Mother Nature” put it down differently all over the world. It can be mined from open pits or from underground mines. Some of it has to be washed or sink-floated. Other deposits have to be ground very fine for concentration and subsequent agglomeration. So many different conditions surround each deposit that it

is most difficult to compare the many factors that go into final costs, such as labor, taxes, royalties, equipment and interest. For example, labor is a very high part of the cost of underground ore (about 65% in Michigan) whereas in South America the percent of labor to total cost is very low. In the Lake Superior area, state and federal taxes are a major cost factor, but in Canada mining receives very preferential tax treatment. The capital required and interest costs are extremely high on pellet properties, as well as many of the large foreign developments, but for the open pits of Minnesota, capital and interest is relatively low. Transportation charges from a mine on the Mesabi to a steel plant in the Pittsburgh area are $6.56 per gross ton which is 46% of the delivered market price. This cost is made up of $1.28 for the rail haul from the mine to the head of the lakes. $2 for the lake haul, 66 cents for the loading and unloading, and $2.62 for the line haul ex-lake to Pittsburgh.

Joseph Carrabba, Cliffs’ chairman, president and CEO, said, “This long-term project is consistent with Cliffs’ stated strategy to broaden its mineral diversification and opens the door to a new universe of customers. In addition to furnishing the raw material needs of carbon steel producers, we will become a supplier to producers of stainless steel. “Ferrochrome is imported by the world’s fastest growing steel markets, and many countries have categorized it as a strategic resource. We believe this discovery represents one of the premier chromite deposits in the world. Given the operation’s unique location, our objective will be to supply ferrochrome to stainless steel producers around the world.” A formal study of the chromium deposits will begin in early 2010 and is expected to be completed in the first half of the year. The study will meet industry standards and be comparable to an NI 43-101 Technical Report or a Joint Ore Resource Committee (JORC) assessment of the mineral resource.

Xstrata Funding Congo Exploration Xstrata Mining group has made its first entry into the iron ore sector by funding an exploration project in the Republic of Congo, according to Reuters. Anglo-Swiss Xstrata will pay at least $50 million toward prospecting and prefeasibility work at the Zanaga iron ore project in the Lekoumou district of the Republic of Congo, also known as Congo Brazzaville. Claire Divver, an Xstrata spokeswoman said, “We’ve always said that we were interested in iron ore, and this looks like a very interesting opportunity to enter into a very early stage project. “It is at a very early stage, but the indication so far is that it may be a significant iron ore resource; it could be a world-class iron ore project,” she said. The deal may mark a shift for Xstrata to smaller-scale, early stage growth projects, J.P. Morgan Cazenove, one of the UK’s leading investment banks, said. On Oct. 15, Xstrata abandoned a merger proposal to combine with rival Anglo American Plc after building up the group over the years with a string of major acquisitions. “While still early stage, this transaction marks a significant event for Xstrata as it enters into its much sought after commodity at a very attractive price,” said Cazenove. Xstrata produces a range of minerals from copper and zinc to coal and ferrochrome. “We also believe this agreement is indicative of how the company will move forward using small scale mergers and acquisitions to expand its already attractive organic growth portfolio,” he said. The Zanga project, situated about 300 km northeast of Pointe Noire, will continue to be managed by Colin Harris, formerly project director of Rio Tinto’s Simandou project in Guinea.
November Great Lakes Iron Ore Shipments Iron ore shipments on the Great Lakes reached their highest level in 2010 in November, with trade totaling 4.6 million net tons, an increase of 27% over the preceding month. The upturn reflects higher operating rates at the nation’s steel mills that, in turn, have required the sailing of some U.S.-Flag lakers that had been idled. The most recent reactivation was November 25, when the American Republic returned to service. The vessel was designed specifically to shuttle iron ore on the twisting Cuyahoga River in Cleveland, Ohio. Comparisons with a year ago and the November’s five-year average illustrate the depth of this recession. November loadings were 6% off the pace of a year ago, and nearly 14% behind the month’s five-year average. For the year, the Great Lakes iron ore trade stands at 27.5 million tons, down 50.1% compared to a year ago. The decrease is only slightly less when compared to the trade’s five-year average for the January-November time frame, which is 49.3%. JANUARY 2010

Sam Walsh, CEO of Rio Tinto Iron Ore, was appointed CEO of Rio Tinto’s Australian operations and will maintain his position in the iron ore division as the company reshuffles its global organizational structure. Other changes will result in an expanded executive committee with three new appointments: Doug Ritchie will become CEO of Rio Tinto Energy, Brisbane; Andrew Harding will be CEO of Rio Tinto Copper, London; Harry Keyton-Slanley, will be CEO of Rio Tinto Diamonds and Minerals, London. David Peever was named managing director, Australia, for Rio Tinto. Peever willl retain his current role at Marine, based in Melbourne, and will report directly to Sam Walsh. . Kurt Stalberg was named VP and a member of the executive committee of the HBI Association, a not-for-profit, international trade organization that promotes hot briquetted iron (HBI), providing information on effective handling, shipping, storage and use of HBI. . Don Argus of BHP Billiton is retiring as chairman and non-executive director in early 2010. He will be succeeded by Jac Nasser, who joined the board as a non-executive member in 2006 and is a member of the board’s risk and audit committee. Nasser, was with Ford Motor Co. for 33 years, where he was president and CEO. Ed Bolton, CFO of Cumberland Resources, joined the board of directors of the National Mining Association. Also joining the board for two-year terms are Nick Carter, president and COO of Natural Resource Partners, Keith Kimble, president Pen-Ohio Coal Co., and Vicor Stabio, director, Sunrise Coal. Eric Blackburn, assistant treasurer for EXCO Corp., has assumed the responsibilities of treasurer and director of corporate planning at EXCO, reporting to Gene Huey, CFO. George Ellis was named president of Terex Construction, effective immediately, reporting to Tom Riordan, Terex president and COO. Paolo Rocca, chairman and CEO of Techint Group, was named to the board of directors of the World Steel Association, formerly the International Iron and Steel Institute. Lakshmi Mittal, chairman and CEO of ArcelorMittal, and Hajime Bada, president and CEO of JFE Steel Corp, are the new vice chairmen. John Surma, chairman and CEO of United States Steel Corp., was named treasurer of the World Steel Association.
